"The analysis of the mining laws of the different European States reveals big diversities and, often, remarkable complications. This is due, firstly, to the history and culture of different States and, secondly, to the assets of natural resources. It is therefore difficult to find a common line between the text of the various mining laws, but it can be observed that nearly all the States distinguish the mining resources in two categories: the materials whose importance is considered strategic belong to the first category; in the second category the materials whose importance (above all economic) is mainly local are comprised. The paper, analysing in detail the planning procedures in some important Countries, investigates the possible perspectives of arranging some guide-lines for a correct approach to the sustainable exploitation planning/programming of mineral resources (with particular reference to "quarry" materials, such as aggregates), considering both the environment protection and the production needs."

Free energy of interaction between particles in water can be calculated if one knows the values of appropriate interfacial tensions, which in turn can be determined from the surface free energies of the particles involved. The latter can be determined using the Van Oss-Chaudhury-Good (OCG) equation. This method requires the measurement of contact angles of well-defined liquids on the surfaces of the particles of interest. In the present work, the contact angles were determined using heat of wetting, capillary rise, and thin-layer wicking methods. The results are compared, and the utility of the surface free energy data obtained from the contact angles are discussed.

The U.S. Geological Survey has conducted an assessment of the Nation’s coal deposits that potentially could be mined during the next 30 or more years. For the Gulf Coastal Plain region, the assessment includes reviews of the stratigraphy, coal quality and resources, and coalbed methane potential of the Cretaceous, Paleocene, and Eocene coal deposits in the region. The results of these efforts are a series of digital maps, text, and tables published in CD-ROM format. Although abundant coal resources are available in the Gulf Coast region, coal quality issues may limit large-scale development in the future. Additional data are required to better evaluate the coalbed methane resource potential for the Gulf Coast region.

Based on X-ray phase analysis and exploratory experiments, a new technology was developed to recycle multiple valuable elements in spent Al2O3-based catalyst. The experimental results showed that after roasting at 750°C for 30 minutes at an Na2O:Al2O3 mol ratio of 1.2, the leaching recoveries of alumina, vanadium and molybdenum from the spent catalyst were 97.2%, 95.8% and 98.9%, respectively. Vanadium and molybdenum in sodium aluminate solution can be recovered by barium hydroxide and barium aluminate. The precipitation recovery of vanadium and molybdenum was 94.8% and 92.6%, respectively. Al(OH)3 is prepared from sodium aluminate solution using the carbonation decomposition process. The purity of Al2O3 is 99.9% after calcinations, and the recovery of alumina can reach 90.6% in the whole process. The Ni-Co concentrate was leached with sulfuric acid, and a nickel recovery of 98.2% and a cobalt recovery of more than 98.5% were obtained under the experimental condition of 30% (w/w) H2SO4, 80°C, a liquid: solid ratio of 8:1 (by weight), a reaction time of 4 hours and a stirring rate of 800 rpm.

The management of risks associated with slope instability is an essential process in the safe and economic operation of open cut mines. The ?slope stability radar? (SSR) has been developed to better manage those risks. The SSR remotely scans rock slopes to continuously measure any surface movement and can be used to detect and alert users of wall movements with sub-millimeter precision. The high level of movement precision and broad area coverage of the rock face can allow for a better understanding of the geomechanics of slope deformation, including magnitude of potential failures and additional warning time of impending instability. Additionally, radar waves adequately penetrate through rain, dust and smoke to give reliable measurements, 24 hours a day. SSR systems have been deployed in many metalliferous and coal mines throughout the world. Over 80 systems are currently being used with current operations in 17 countries. Greater than 200 rock slope collapses and waste dump failures (from several to millions of tones) have been monitored, with ?warning? precursor movements recorded by the SSR. This technology enables a radical change in the management of risks in open cut mining. This paper will present recent case studies of the SSR operation in coal and metalliferous mines. Slope Stability Hazards and Rock Slope Monitoring in Open Pit Mines Surface mining often creates excavation boundaries which are steeper than those would be created under natural processes in the same rock type. They are also undertake quite rapid stress changes during mining and are influenced by significant external forces such as blast vibrations and changes in groundwater. These conditions are likely to allow some degree of instability to develop in the pit slopes. The hazards associated with this instability of pit slopes can be extremely variable in character; ranging from small cobble sized rocks dislodging and falling from mine benches to complete collapse of entire pit walls. It is usually the position of mine geotechnical or geological staff to assess these hazards for mine operations. The assessment of hazards due to unstable slopes can be done by visual observation of precursor signs such as fracturing or rilling of loose material. A more reliable indicator of instability involves the quantitative measurement of outward movement and acceleration of material as an instability mechanism develops. There is strong evidence that small precursor movements of a rock wall occur for an extended period prior to rock slope collapse (Hoek and Bray, 1981). Development of a monitoring system, adopting acceptable slope deformation criteria coupled with warning systems and design of stabilization or risk reduction measures if appropriate has become a standard method of dealing with slope instability. Framework for Slope Hazard Management using the SSR A framework for the management of slope hazards is shown in Figure 1 (discussed in detail in Harries, 2007). Although this framework is specifically for use with the Slope Stability Radar, a similar framework could be developed for other monitoring technologies for monitoring slope deformation. An important point to consider is the sequential nature of the hazard management framework from selecting the context ? identifying hazards ? analysing hazards ? evaluating hazards ? treating hazards. [ ] Once the context of the system has been developed (for example ? to monitor for rapid bench scale collapse), the identification of hazards is the next stage in hazard management. Identification of slope hazards can be relatively straightforward due to the visual nature of the information that the SSR system produces. The areas of excessive wall deformation are highlighted in color maps of the mine slope with a co-aligned photographic image to review the actual site of interest. The responsible personnel must then analyses this data, usually reviewing the deformation style and rate, as well as the size of area that appears to be failing. This information can then be evaluated against organisation protocols (for example it may be only a small sub-bench failure that will be ?caught? by existing benches and hence can be categorized as a lower risk). Once these hazards are evaluated they can then be treated if required. Two major options are available to reduce the risk during this treatment option. We can reduce the likelihood of failure ? for example by buttressing the failure or de-pressurising of water pressures in a slope. However, the most likely plan of action is to reduce the consequence of the failure. One of the most successful opportunities to reduce the consequence of a slope failure is to ensure that no personnel or mining equipment is present at the location of a slope failure when collapse finally occurs. This has been the major benefit of the SSR system to the different mining operations around the world. Cripple Creek and Victor Gold Mining Co. is developing a full-scale pad injection program as part of the overall operational plan for the Valley Leach Facility. As part of the development process the mechanics of the injection methodology are evaluated in the context of physical injection measurements, outcome from geophysical monitoring, and gold leaching theory. The results indicate that hydraulic fracturing analogies advanced heretofore do not accurately describe injection phenomena in unconsolidated and noncohesive material typical of leach pads. A new interpretation is presented and extended to define operational strategies for maximizing gold production.

Carbonaceous material (CM) from ores of varying preg-robbing activity from Barrick Goldstrike Mines Inc. (BGMI), Nevada, was characterized in terms of its functional group content, hydrocarbon content, elemental composition, and humic acid content. FT-IR analyses showed neither the presence of hydrocarbons nor of carboxylic, phenolic, or sulfhydrol functionalities. FT-IR bands present included C=C stretching in aromatic rings and C-O-C stretching, indicating presence of oxygen as ether linkages in the carbon matrix. Calculated atomic oxygen to carbon (O/C) ratios did not reveal a trend between maturity of CM and preg-robbing behavior, possibly due to low resolution of electron microprobe analysis. However, the atomic O/C ratios agree with other chemical analysis, indicating that the organic carbon is very mature, similar to or higher in grade than anthracite coal.

Over the recent years, major advances have been made in design of precast concrete segmental tunnel liner. Starting from basic, parallel sided rings, we now have state of the art, universal rings incorporating custom tapers to suit individual requirements. At planning stage, the ring diameter is normally fixed and the ring geometry is one of the first items to be assessed. Obvious factors such as TBM layout and curve radius can constrain geometry; however, there others factors that should be considered in order to optimize production. This paper takes a look at the history of the segmental rings and criteria for ring selection, including: general ring geometry;; individual segment geometry; ring taper, and ring width. This paper also explores optimization of ring with a focus on constructability.

Distinct trends in grinding mill technology have emerged in recent years. In an effort to optimize overall mill performance for the needs of the End User, broad measures of logistical speed, process flexibility, operational risk, and overall costs now exert greater influence on the specification of grinding equipment. As a result, innovative alternatives to conventional grinding mill structures, supports, drives, feed, and discharge configurations are now being offered and selected with greater frequency. This paper investigates these trends in grinding mill technology, utilizing optimization and decision-theory techniques. In particular, the paper considers how specific advances in process design, product engineering, manufacturing techniques, and mining operations continue to relax technological constraints, enabling further mill innovation. In this context, a methodology is presented, illustrating how proper selection and specification of grinding mill components and configuration can target an optimization of the four End-User performance measures listed above.

A number of important international events took place in 2001 in the development and evolution of mineral valuation standards internationally. In Canada, the CIMVal Committee released a draft discussion paper for public and industry comment on principles to guide the development of the planned Canadian mineral property valuation standard. The International Accounting Standards Board (IASB) received comments on its Extractive Industries Issues Paper. IASB will decide whether the financial statements of public mining and petroleum companies will be allowed to provide the value of mineral and petroleum assets on a current value basis instead of an historic cost basis. The author led the Extractive Industries Task Force of the International Valuation Standards Committee (IVSC) in developing its submission to IASB. IVSC intends to develop an extractive industries valuation section for its International Valuation Standards, which could support the planned IASB standard. In Australia, AusIMM has carried out an in-depth review of its highly regarded VALMIN Code. The AusIMM&apos;s MICA subdivision organized the VALMIN ‘01 Conference in Sydney, Australia, with a range of international and current issues papers published in the VALMIN ‘01 book. Considerable support for the IVSC initiative was evident at this conference. The results of the review of the extractive industries submissions to the IASB are expected to be released in early 2002. The CMMI Congress in Cairns, Australia in May 2002 is likely to prove to be an important forum for continued discussion of the development and implementation of international standards and qualifications for mineral valuation. The outcomes and implications of these events are discussed.

Dolomite impurities are increasing in the currently mined phosphate deposits in Florida. Several research efforts have been conducted in various laboratories around the globe to find methods to economically removing the dolomite. However, a universal and cost-effective process is not now in commercial use. In this paper, a new process for dolomite/apatite separation is presented. The differential solubility of dolomite in slightly acidic solution is utilized to generate micro CO2 bubbles at the dolomite/water interface. Particle (dolomite)/bubble aggregates float to the surface leaving phosphate concentrate with low MgO content. Interestingly, up to 6.0 mm particles can be floated by such micro-bubble/particle aggregates. Different surface-active agents were tested to stabilize the bubbles. Results of these tests are presented, and the mechanisms involved are discussed.

The Greater Vancouver Water District (GVWD) is currently constructing the largest water treatment plant in Canada. As part of this treatment scheme twin water transfer tunnels are being constructed. Work commenced with the 11 m diameter, 185 m deep Seymour Shaft which was excavated by drill and blast using a mobile crane for hoisting. The Seymour Shaft is the first large diameter shaft that has been sunk in Western Canada in recent years. The operational aspects associated with the hoisting, the drill-blast-support cycle and water control in the shaft are the focus of this paper.

Unmineable coal seams present an opportunity to sequester carbon dioxide emissions from power plants, while enhancing the recovery of coalbed methane. Injected carbon dioxide is adsorbed and stored on the coal surface while releasing methane that can be commercially recovered. Carbon sequestration, therefore, allows the utilization of unexploited mineral resources while reducing “greenhouse” gas emissions. This paper presents the feasibility, efficiency and enhanced recovery potential of coalbed methane production using carbon dioxide sequestration in the Central Appalachian Basin. The focus of research is on geological characterization of unmineable coal seams in Central Appalachia and the corresponding carbon dioxide storage capacity. Virginia Tech and Marshall Miller & Associates, Inc. conducted this research under the Department of Energy’s Southeast Regional Carbon Sequestration Partnership program.

An extensive programme of ground instrumentation and observation was carried out for the West Duff in Outfall Sewer tunnel project prior to and during construction, to establish the performance characteristics of the rock through which the tunnel and appurtenant openings were dug and to examine the nature of the lining-to-ground interaction. The existence of high horizontal residual ground stresses was confirmed, and values established by overcoring. Rock deformations and stress changes were monitored during tunnelling. Permanent stress and strain monitoring devices were set into the final lining and these are continuing to operate. INTRODUCTION The site is located on the north shore of Lake Ontario at Pickering, some 20 miles (32 kilometres) east of Toronto, Canada where a variable thickness of glacial or interglacial sediments overlies bituminous shale bedrock of. the Collingwood Formation which is lower Ordovician age. Approximately 50 feet (15 metres) of glacial cover exists at the shaft, though this thins abruptly at the regressing cliffed shoreline such that several small areas of exposed bedrock exist in the lakebed. The general location, overall geological section and detailed site plan and profile are illustrated in Figs.1,2 and 3 respectively. General properties of the rock as established during an extensive test drilling and site investigation programme are listed in Table 1, while stress determination by USER overcoring stress meter device are given in Table ll. These data formed the basis of analyses which were done to examine the intended outfall design, and to detail the construction procedure and the observational instrumentation programme.

The effectiveness of anaerobic in-situ biological treatment for the immobilization of selenium, molybdenum, and uranium in an alluvial aquifer was examined using long-term column tests. A series of organic substrate and nutrient combinations were tested to determine removal effectiveness, optimum supplement concentrations and ratios. Final column testing was conducted to determine the chemical stability of the treatment by-products/treatment compounds by dosing the columns continuously with elevated redox untreated alluvial groundwater.

Comminution is one of the fundamentals of mineral processing, requiring large expenditures to be made on capital equipment, installation, power and maintenance. The trend toward lower grades and higher operating costs, mean mining operations are becoming increasingly marginal. The challenge is to improve and more importantly, utilise crushing and milling technologies that provide for reduced capital and operating costs whilst providing increased unit efficiencies. The Svedala Barmac Autogenous Crushing Mill presents such an opportunity by providing many of the cost savings and production increases required by its ability to produce a finer mill feed size and realise reduced energy consumption. This paper briefly describes the operation of the Svedala Barmac Autogenous Crushing Mill and reviews its benefits towards improving the efficiency of crushing and milling operations.

Head-of-hollow fills or valley fills have gained national attention due to increasing environmental concerns, particularly with regards to headwater stream loss. Researchers at the University of Kentucky in conjunction with outside scientists and consultants in the fields of stream restoration, wetland restoration, and mined land reclamation have developed new design methodologies for creating a headwater stream system for a head-of-hollow fill in eastern Kentucky. The design was largely built on the Forestry Reclamation Approach (FRA), which encourages a non-compacted spoil medium to promote tree growth, in an effort to address concerns related to water quantity and quality as well as habitat development. The major components of the design included 1) modifications to the crown geometry, 2) compaction of the crown to control infiltration, 3) utilization of natural channel design techniques, 4) use of the FRA to promote tree growth, 5) creation of ephemeral channels and vernal ponds, and 6) implementation of a novel bioreactor-wetland treatment system to improve water quality.

The Morenci concentrate leach plant construction was completed and successfully commissioned in October 2007. The plant was designed to operate at medium temperature, 160ºC and pressure, 2,100 kPa. The concentrate leach plant utilized many innovative design features. This paper examines the first year?s operation, the challenges, the successes and the lessons learned. The future plans for Morenci concentrate leaching will also be presented.

This study was initiated by the Bureau of Land Management (BLM) to develop guidelines for determining the maximum economic recovery of resources in coal mines. The work was in response to a requirement in the Mineral Leasing Act of 1920 and Federal regulations. The intent was to address the economic rainability of small, irregular reserves in existing longwall mines. In particular, there was a need to determine if room-and-pillar mining using a continuous miner (CM method) was economically sound, or whether unconventional (short or odd-shaped) longwalls could be used to recover small coal reserves economically. Small reserves, called "widgets" are left in longwall mines on one side of the mains, near outcrops and adverse geological conditions, or near any other location where reserve geometry does not lend itself to mining with a rectangular longwall panel. The work included (1) analysis of the geologic, geo-technical, and economic factors that influence the recovery of small coal reserves, (2) analysis of historic changes in supply, demand, and coal prices, (3) development of typical cost models for room-and-pillar and longwall mines, and (4) development of a practical methodology for determining maximum economic recovery. The methodology included an evaluation of the ratio of coal mined during longwall mining to that mined for development (LDR) as well as costs of maintaining coal quality depending on market conditions. Integrating a research and development department into an engineering company&apos;s corporate structure can be rewarding to the engineering division, the R&D group, and, most of all, the company&apos;s clients. Actually, the R&D department is a logical extension of the conventional processing group within an engineering organization-but the R&D group provides services as needed to the engineering department while it is carrying out regular testing, pilot plant, and preliminary feasibility studies. Backup Services Provided With an R&D group, the engineering division does not need a process engineering group as such. The R&D group provides project backup services for feasibility studies, preliminary and detailed engineering, construction, and startup. The R&D group, in turn, benefits from its close association with project engineers, draftsmen, estimators, and computer capabilities in the engineering division. The client also benefits from the arrangement because R&D and engineering skills are available to both departments on an as-needed basis without standby eost. To handle the integrated responsibility of R&D projects, as well as conceptual design and preliminary feasibility studies, the R&D staff must be carefully selected. These research engineers should: • have a good background in plant practice as a mill superintendent or chief metallurgist; • be capable of organizing and supervising a testing program or a pilot plant campaign; •be innovative and willing to accept new ideas and concepts; • be able to translate lab test results into a workable flowsheet through sound conceptual design and feasibility studies; and •be able to communicate with clients. In short, the R&D engineer must be a jack of all process-engineering trades to successfully take a project from concept to operating reality.
