Each year, about 45 Mt (50 million st) of flotation tailings are discarded in Florida phosphate operations. These tailings only contain about 4% of the phosphate in the ore. However, more than half of the phosphate in the tailings is concentrated in the +600 µm (+28 mesh) size fraction at grades of up to 20% P205. Many phosphate producers have attempted to solve this problem by floating the +425 µm (+35 mesh) flotation feed separately. However, phosphate recoveries in these circuits are typically only 60%. For seven sampled phosphate operations, the phosphate content of the +600 µm (+28 mesh) fatty acid tailings ranged from 15% to 25% P205. In every case, the +600 µm (+28 mesh) fatty acid tailings was higher in grade than the overall flotation feed. Attempts to efficiently recover this coarse phosphate have apparently been unsuccessful at these seven phosphate operations. Recovery of this coarse phosphate would provide an additional 900 kt to 2.5 Mt (I to 2.7 million st) of phosphate annually and add an additional year to the reserves of these important deposits. A typical central Florida phosphate matrix is composed of three different mixtures of minerals. The +1.18 mm (+ 16 mesh) portion is chiefly phosphate pebbles and is beneficiated by sizing. The -106 µm (-150 mesh) portion contains virtually all of the clay minerals and is discarded in the hydrocyclone overflow. The -l mm +106 µm (-16 +150 mesh) material is a mixture of quartz and phosphate minerals.

Introduction In 1979, rumors of a developing drug problem within IMC Fertilizer's Carlsbad, NM workforce began to surface. For the next two years, a management team contacted local, state, and federal regulatory agencies that had the potential resources to help combat this apparently escalating problem. These contacts included the local police department, the county sheriff's office, the federal Drug Enforcement Administration, and the Mine Safety and Health Administration (MSHA). IMC approached each agency with two proposals. The first required the agency provide an undercover agent for placement in the company's underground facilities. The alternative required the company to provide the agent with the participating agency lending necessary legal expertise and guidance to accumulate the necessary data. MSHA regulations prohibit intoxicating beverages and narcotics on mining property. They also forbid persons under the influence of alcohol or narcotics from working in or around mines. The agency could not, however, help with this problem. The remaining agencies were sympathetic, but were unwilling to assist in implementing either program, citing legal implications. Without exception, these agencies not only refused to provide help, they discouraged any type of undercover operation, searches, drug screenings, or using dogs trained in narcotics detection. As law enforcement officials, they reasoned that any such program constitutes potential civil rights violations. An attorney advised IMC that it was not required to adhere to the same guidelines as law enforcement and regulatory agencies. It was his legal opinion that the company could conduct an undercover operation. But he recommended finding a private firm that specialized in this type of investigation. An experienced firm should have the expertise to conduct the operation and avoid the legal pitfalls that could be encountered. The management team agreed with the attorney and elected to hire a private firm. After extensive research and evaluation, three reputable companies were contacted, advised of the needs, and asked to submit a proposal. Their initial response was enthusiastic. None, however, submitted a proposal. Each was unable to locate a qualified agent willing to work in an underground environment. Privacy and civil rights At this point, it was apparent that an undercover operation was not feasible due to the lack of inhouse expertise and the lack of outside assistance. After more research, it was concluded that the only viable options left were the ones that the law enforcement community had earlier discouraged. These options included locker and personal searches, use of dogs trained in narcotics detection, and drug screening or testing. The management team evaluated the pros and cons of locker and personal searches. They concluded that if conducted properly, this approach could eliminate the problems. The potential legal liabilities, however, appeared to be tremendous. Strict guidelines would have to be adhered to in order to avoid invasion of privacy and civil rights violations. This meant announcing locker searches before conducting them and obtaining written permission from an individual before searching his person. Although the group was reluctant to lose yet another option, it was concluded that conducting searches under these conditions would be ineffective. It would also convey the message to the workforce that the substance abusers had the upper hand. This author was extremely critical of this legal opinion at the time. I have since concluded that the attorney was correct. This occurred in mid-1982. Court decisions of that era indicated the legal and political climate was sensitive to these issues. "The ecological costs related to the various optimized production schemes were calculated based on the designed ultimate pit. Moreover, the influence of the ecological costs on the selection of production schemes was discussed. In one designed pit, a series of geologically optimum pushbacks with sufficiently small increment were produced using the floating cone method founded on the principle of the highest metal content. Then all the pushbacks were reordered by the dynamic network diagram. The production scheme with the maximum NPV route was considered as the optimum one. The ecological impacts produced by mining were quantified and the ecological cost calculation models, which contain the direct eco-value loss, the indirect eco-value loss, the eco-restoration cost and the carbon emission cost were proposed. In one big open pit mine case, various production schemes were optimized and the one with maximum NPV was selected without taking into account the eco-costs. The scheme with the maximum comprehensive profit was obtained by calculating the eco-cost of each scheme. The results showed that the best scheme considered with the eco-cost was not the scheme with the maximum NPV. Therefore, the eco-cost presents the effect on the selection of the best production scheme.Introduction Optimizing production scheme is to determine the mining quantities of ore and rock, the pushing position of stope each year, and maximize the NPV of mine. In the theory, production scheming optimization has gone through trial and error (Pana and Carlson 1966), linear programming method (Johnson 1968), mixed integer programming (Gershon 1983), integer mapping (Kim and Cai 1990), dynamic programming et al (Gu et al 2014). In recent years, the study on production scheduling optimization has been focused on two aspects. On the one hand, the study is to solve the investment risk caused by the uncertainties of economic and geological environment (Ramazan and Dimitrakopoulos 2013, Marcotte and Caron 2010, Lamghari and Dimitrakopoulos 2012, Godoy and Dimitrakopoulos 2004, Benndorf and Shishvan 2014). On the other hand, the emphasis of the study was on reducing the problems for the optimization algorithm, to make it more efficient and practical (Cullenbine et al 2011, Shishvan and Sattarvand 2015, Askari-Nasab et al 2011, Nasab et al 2010). However, different production schemes cause different damage of mine land and pollutant emission, thus triggering environment problem. With the improvement of people’s consciousness of environment protection, the environmental issue of mining has been attracting more and more attention."

Defining Productivity Productivity is a principal concern to all organizations - industrial, commercial, government, and academic. As a ratio of output to input, productivity measures the efficiency of an industrial process, much as thermodynamic efficiency measures the useful work obtained from the available energy consumed. However, there is one important difference. Whereas thermodynamic efficiency is a dimensionless a ratio of energies, productivity output and input are usually measured in different physical units. Nevertheless, the resulting ratio is a normalized expression for unit of output per unit of input to the process. In the early days of coal, mining was essentially a hand loading operation. There was little expenditure of alternative forms of energy within the process. Loading required expenditures of human energy on the order of 1.2 MJ/t (1,000 Btu per st). And if we accept the conventional value "you load 16 tons," the output to input ratio is 14.5 t (16 st) per manshift. In energy terms, it is on the order of 116 MJ/t (100,000 Btu per st) produced per labor Btu expended. However, the latter measure of efficiency was not meaningful in economic terms, while the 14.5 t (16 st) per manshift was significant. Since labor was the principal component of cost, it represented a direct relationship to the cost of production: [ ] Furthermore, when workers were paid directly on the basis of tons produced, the labor cost per ton was specified directly by this rate. With the introduction of mechanized loading, significant increases in productivity occurred, when measured on the basis of tons per manshift. Electric power consumed about 11.6-116 MJ/t (10,000-100,000 Btu per st). This makes the 29-GJ/t (25 million Btu per st) coal output/input ratio between 100 and 1,000. That is one or two orders of magnitude lower than hand loading. However, electric energy was quite inexpensive compared to labor, which made the mechanization economically efficient. The accepted productivity measure continued to be tons per manshift. This measure includes some of the effects of mechanization: namely, the additional manpower needed to maintain the machines and support the equipment that uses electrical energy. However, it does not consider the capital and operating costs that relate to mechanized equipment. As a result, the concept of tons per machine-shift has emerged as an accepted measure of shift productivity. The only appropriate measure that encorporates the productivity of men and machines is an economic one. The output is the tonnage per shift and the impact is the cost per shift. [ ] This is simply the inverse of the cost per ton. In addition, much flexibility is available in allo¬cating costs to the three categories. This adds a level of intangibility to the measure. The amount of information needed to obtain all of the required costs is appreciable compared to the simple matter of counting tons and workers. Furthermore, financial information relating to production costs is closely held by mining companies, so historical statistics on economic productivity are not publicly available. To extend the concept further, consider the value of the tonnage produced, to obtain a dimensionless ($/$) measure of economic productivity.

The Goldstrike Mine is in Eureka County, Nevada, approximately 23 miles northwest of the town of Carlin. The mine is at the north end of the Tuscarora Spur of the Tuscarora mountains at elevations of 5,300 feet to 5,950 feet. It is part of the Bluestar/Goldstrike subdistrict of the Carlin Trend of sediment hosted, disseminated gold deposits. The Carlin trend comprises over 15 major gold deposits with production, reserves and geological resources of approximately 50 million ounces of gold (Fig. 1). In the Bluestar/Goldstrike subdistrict, there are four major deposits; Post, Betze, Bluestar, and Genesis, plus numerous smaller deposits (Fig. 2). Betze is located on property controlled by Barrick Goldstrike Mines; Bluestar and Genesis on Newmont Gold property; and Post on both Barrick and Newmont property.

FirstMiss Gold Inc., formerly FRM Minerals, Inc., is heap leaching gold from difficult, low grade ores at the Getchell Gold Mine in Humboldt County, Nevada. A two-thousand ton per day facility is leaching material from waste dumps from old operations and from small, satellite deposits around the main orebody. A three-thousand ton per day pressure oxidation mill is under construction to treat sulphide gold ores in the main deposit. The Getchell gold deposit occurs in a wide fault zone in carbonaceous, calcareous sediments and intrusive rocks. Intense clay alteration is typical within the mineralized zones. Silicification is a less dominant alteration phase within the ore. Gold in the upper oxide portion of the deposit occurs both in a free state which is leachable and complexed in fine disseminated pyrite which is not leachable. Gold in the lower sulphide portion of the deposit is almost entirely complexed in pyrite. Abundant arsenic sulphides and variable amounts of remobilized carbon are associated with the gold mineralization throughout the deposit. The waste dump material being heap leached was derived from the upper portions of the gold deposit. The dumps contain high quantitites of fines, clays and sulphides of iron, arsenic and other trace elements. No stockpiling of low grade materials was attempted during the old mining operations, therefore, the dump material is highly variable and unpredictable. A thermal plasma-assisted laminar flow reactor was used to evaluate the kinetics of converting alumina to sodium aluminate in flight. Free energy minimization calculations were used to determine experimental conditions. The experimental variables included alumina particle size, alumina/sodium nitrate molar ratio, temperature and residence time. A mathematical model for the conversion was developed and validated. Experimental and mathematical results are presented.

The term phosphate beneficiation often conjures up visions of processing technologies that physically separate the phosphate rock from some impurity and do not result in a change in the chemical nature of the phosphate rock. However, when we consider hydrometallurgical processing as a phos¬phate beneficiation technique we have to include all chemical treatments that convert phosphate rock into a more useful product. With most of the phosphate rock mined being used for fertilizer pro¬duction, the best known and most widely employed hydrometallurgical process is wet process phospho¬ric acid manufacture. In general, all phosphate rocks are so insoluble that there is no physical treat¬ment that will allow the phosphate content to be used by vegetation in a timely manner. However, after chemical treatment, 100% of the phosphate is readily available for vegetation nutrition. If there is a chemical beneficiation process that could be considered the standard method of treat¬ing phosphate rock it would have to be the wet pro¬cess for phosphoric acid production. In this process finely ground phosphate is reacted with sulfuric acid to give phosphoric acid and phosphogypsum. The phosphogypsum crystals are removed from the phosphoric acid solution and discarded; the phos¬phoric acid is further processed to give the finished fertilizer product. The primary reason that this pro¬cess was adopted so widely is because the phosphogypsum solid that is formed can be easily separated from the phosphoric acid, thereby removing the calcium portion of the phosphate rock and the sul¬fate portion of the sulfuric acid. Other acids have been used to treat phosphate rock but nitric acid is the only other acid used commercially. Nitric acid gives a mixture of phos¬phoric acid and nitrates that can be further pro¬cessed into N-P fertilizers, but the range of N/P grades that can be produced is limited. Hydrochlo¬ric acid has been used to react with phosphate rock, and it can be used to generate a pure phos¬phoric acid but only after solvent extraction to separate the calcium chloride from the phosphoric acid. And then there is the problem of what to do with the calcium chloride. The acid that has received the most attention as a substitute for sulfuric acid is phosphoric acid. In this process, the phosphoric acid reacts with the phosphate rock to give a mono-calcium phosphate solution. This process does not dissolve all the impurities in the phosphate rock, and these solids can be removed from the solution before sulfuric acid is added to convert the soluble calcium to insoluble phosphogypsum. Despite all the claimed advantages, this process has not found favor. A suc¬cessful application of this process to treat some of the lower grade phosphate rocks being used today would seem to have some distinct advantages. The requirements for water inflow control for the Chicago Intercepting Sewer System are stringent. This posed special problems in grouting the bored and conventionally mined tunnels, shafts and chambers of the system. In adapting conventional grouting techniques to the specific problems encountered in the system's pilot project, numerous field procedures were developed. Careful preand post-grout testing and evaluation identified the most efficient and economical of these procedures. As an example of some of the conclusions reached during the project it was found that the mineralized groundwater in the Chicago area tended to reduce the efficiency of the grout holes, thus limiting their useful life. Pressure washing to remove natural fillings was a critical factor in achieving a permanent grout seal. The value of relatively thin lubricating grout mixes was definitely established. Although not an ideal situation, satisfactory results could be obtained by manifold grouting several grout holes simultaneously if done within specific limits of hole groutability, location and numbers. Caulking proved to be a primary controlling factor in achieving acceptable results. To achieve such a high degree of water inflow control requires close supervision by experienced personnel. "Temporary grouting as a construction expedient" produces seepage conditions which are extremely difficult to treat.

PT Newmont Minahasa Raya (PT NMR) operates a 700,000 tonne per annum open cut gold mine in the Minahasa region of North Sulawesi. The operation commenced production in the second quaiter of 1996 and is expected to produce an average of 150 000 to 180 000 ounces of gold per year for the mine life. The deposit is predominately refractory in nature and requires a complex treatment route incorporating dry milling and whole ore roasting followed by conventional cyanidation and adsorp­tion of the gold onto activated carbon. Gold is eluted from the carbon to produce <lore bars assaying approximately 94 percent gold. A scrubbing system for the removal of mercury from the roaster off gases was commissioned in late 1997. Due to the location of the operation, close to the coast and in seismic region with high rainfall submarine tailings placement (STP) was the preferred method of tailings disposal. Prior to dis­posal into the ocean the tailings from the CIP plant are detoxified in a three stage detoxification circuit to treat cyanide, arsenic and mercury. This paper reviews some of the design and operational fea­tures of the whole ore treatment process employed at the Minahasa Gold Mine.

This is the first in a series of studies commissioned by the European Environment Agency that aim to raise awareness of the use of economic instruments and assess their effectiveness. The emphasis is on sharing good practice and increasing knowledge and understanding across European countries in this emerging policy area. A methodology for evaluating the effectiveness of economic instruments has been developed and this will examine whether the inclusion of economic instruments in complex policy packages can improve the overall performance, particularly as a prevention tool in terms of resource use and waste generation The focus for this initial study is the use of aggregate taxes in four EU countries which include the Czech Republic, Italy, Sweden and the UK so that a range of experiences (e.g. geographical, political etc.) can be included. The findings will be used to inform and influence future policy development in other EEA countries. The methodological approach is divided into two main sections: - Technical analysis, which covers quantitative and qualitative analysis. - Process design, i.e. who should be involved when, where and how. Process design is essential if the full learning benefits are to be gained from the technical analysis, which is the ultimate objective of these evaluations.

I have to express my .surprise and must send a note of warning concerning the use of polyurethane foam as described in a paper by R.N. Torbin and R.F. Kovar, entitled "Innovative Shaft Lining Method," published in your February 1989 edition. In September, 1986, 177 miners lost their lives when they were exposed to fumes downwind from a fire in a tunnel lined with polyurethane foam. Whilst polyurethane exhibits reasonable fire retardent properties in small-scale tests, mass use in a tubular configuration, exacerbated by the furnace effect of cross-radiation, can lead to a rapid, uncontrollable conflagration. I do not wish these comments to detract from the engineering achievements of the authors but rather to sound a loud warning as to the application of the system. Any shaft designed for human access- be it for transport or shaft work - and any intake airway, should not consider the use of polyurethane foam. It only needs a slip with a cutting torch or an electric fault to initiate a disaster. Many countries have banned or restricted the use of polyurethane foam in the workings of a mine and maybe alternative foams (e.g. phenolics) can be used or developed
