In the mining industry, there is a critical need to communicate complex, three dimensional information about the geology, ore reserves and development plans for mining operations. This information has to be communicated to a diverse audience, the members of which may not be trained in all of the disciplines required to create, utilise, or interpret the information. Software developed to support World Wide Web (WWW) activities has the potential to improve and change the way exploration and mining data and in- formation is organised, presented, and processed. In this paper, we discuss the creation of interactive displays of complex three dimensional data for the mining industry.

SPL (Spent Pot Linings) are hazardous waste. The described work seeks to identify simple and inexpensive processes for recovering the recyclable materials and thereby both reduce the volume to be handed to the dumps and produce a waste that belongs to a less dangerous class. For this purpose a study was conducted to characterise the structure of the cell and the refilling elements at the end of the Aluminum process. The properties of the material that make up the SPLs were determined in order to apply the related selection procedures. The study permitted the design of treatment process able to reduce the negative environment impact of the aluminum production cycle.

Inorganic fillers and pigments such as kaolin, diatomaceous earth silica, and talc were treated with various surfactants, and the changes in their surface properties monitored. When they were treated with a cationic surfactant, they became hydrophobic and the overall surface free energies were decreased substantially. The decrease in surface free energy was mostly due to the decrease in the acid-base component (ysab) of the surface free energy, indicating that hydrophobizing an inorganic pigment entails a reduction in ysab. It was found that the surface characterization technique employed in the present work was useful for studying the effects of using various other surfactants for surface treatment.

Shale has long been recognized for its tendency to swell when exposed to the atmosphere. Interaction of moisture with exposed shale strata can cause serious ground stabi1ity problems, since the initial strength of a shale is reduced if the material is sensitive to moisture variations. In this paper, the authors present a classification system to estimate the response of swelling generated within shales. This characterization of the swelling potential is based upon plasticity, susceptibility to moisture, mineralogical constituents of clay size particles, and fabric. Use of this classification system in conjunction with other existing rock properties tests will provide data for more rational engineering design.

Maintenance costs in the mining industry often account for as much as 18-20% of total operating costs and with the cost of labor and materials rising, they threaten to become an even larger percentage of the total. Yet, without an effective maintenance program costs can soar beyond what they would be without a program. In other words, when production equipment is down, there is no production and no product to sell in the marketplace. This cost of downtime in lost product far exceeds the actual cost of maintenance, which is defined here as labor and materials. Thus, mine management must have an effective maintenance program to avoid downtime and meet production targets. Attaining an Effective Maintenance Program Many mine management and operations supervisors believe that an effective program is a function of how hard they push maintenance. Yet, when vital production equipment is inoperable and production is lagging, no amount of pushing helps. In actuality, maintenance has little control over its own destiny and needs support from other departments to deliver good service. Success of the maintenance program depends on gaining control of those factors that directly influence maintenance. Consider the following. Organization-The maintenance organization must be structured for maximum responsiveness to production needs. Unfortunately, some needs are immediate and many are unknown in advance. The maintenance department has little control over them. These outside influences limit the department manager's ability to control his own organizational structure. Preventive maintenance procedures-Routine lubrication, equipment inspection, minor adjustments and the like are controlled mostly by maintenance. Yet, scheduling preventive maintenance depends also on the availability of equipment controlled by other departments. Planning-The purpose of planning maintenance jobs is to ensure that the best use is made of maintenance resources. If the production department creates an environment of running repairs and emergencies, there can be little planning. Even well-planned jobs will suffer if there is less than full cooperation in carrying them out. As a consequence, the maintenance department is not blocked from planning, but the value of its planning is reduced. Scheduling-Maintenance scheduling should be a joint effort. Although maintenance does the planning, production must agree to the scheduled maintenance of its equipment. Workload-As a service organization, the maintenance department has limited control over its workload because it must consistently respond to other department's demands. At best, maintenance controls only the fixed portion of its workload-utility work, janitorial service, maintenance shop work, and assigned repetitive and preventive maintenance duties. Unscheduled and emergency work are initiated by operations. Major maintenance actions require full cooperation. Labor productivity-The effective use of labor is tied to other key functions of maintenance. These include organization, preventive maintenance, planning, scheduling, and emergency work. An area type organization, for example, can often respond more quickly to immediate needs than a centrally controlled maintenance group. Yet, area maintenance can result in lower labor productivity unless tight control is exercised. One of the advantages of a good "detection-oriented" preventive maintenance program is early discovery of problems and better opportunity to schedule corrective work in advance. Under planned work conditions, use of labor can be more productive. Complete planning and scheduling can minimize time spent on each job, increase effectiveness of supervision, and improve labor productivity. Finally, if emergency work is minimized, there are fewer delays, less lost time, better coordination, and more productive use of labor. While labor productivity is an important factor in carrying out maintenance, it also is influenced by outside factors. However, few realize the impact of being able to improve maintenance productivity. Introduction Mineral recovery from an in situ leaching operation is determined by the often complex interaction of hydrology, mass transport, and chemical kinetics. The operating conditions of many pilot and production scale uranium leaching operations involve heterogeneities in aquifer permeability. Differences in permeability may be naturally occurring, the result of differences in main size or cementation, or they may be induced by leaching activity. Variations in permeability directly affect the fluid flow streamline pattern, fluid flux, and so also leaching geochemistry and uranium recovery. An in situ leaching hydrology model (ISL) and a mass transport-oxidation rate model (ISLGC) have been developed for use in making site specific predictions of the leachability and productive potential of heterogeneous ore deposits, and for the optimal design of leachant injection and recovery operations. The two models are linked by output and input requirements. The ISL hydrology model generates a leachant flow streamline pattern between injection and recovery points in a flow domain incorporating regions of arbitrary permeability. The ISLGC transport model describes the changing solution concentrations of uranium and oxygen and the changing mineral concentrations of uranium and pyrite resulting from convection, longitudinal dispersion, and oxidation reactions. INTRODUCTION For the past 25 years, tunnel support requirements have frequently been determined, at least in North American practice, by classifying the rock according to the system proposed by Terzaghi (1), using one or more of the 8 Rock Conditions which he defined, the rock load then being selected within the range given for each Condition. However, there is a lack of published data comparing Terzaghi loads with actual measured rock loads, and it would appear that the degree of conservatism, or otherwise, of the Terzaghi approach is very often unknown. Excavation of 4 large diameter tunnels at the Tarbela Dam Project in Pakistan afforded an opportunity to compare Terzaghi and measured loads, through instrumentation of the steel ribs installed for temporary support, and by classification of the geology exposed during the tunnelling operations. In addition, the deformation of the rock surrounding the tunnels was monitored during excavation by means of borehole extensometers installed prior to the start of tunnelling. This paper describes the tunnel instrumentation and the results obtained therefrom, and relates these results to the Terzaghi load coefficients. When John F. Kennedy made this statement, I am sure he was not thinking about the valuation of limestone reserves. However, it is certainly applicable. The objective of this paper is to demonstrate how the discomfort of thought (i.e., the analytical and methodical process performed by a reputable professional) builds the foundation for an opinion that provides assurance as to the value of a property. In its final form, a valuation is nothing more than an opinion. The credence of that opinion is directly proportional to the knowledge of the appraiser and the efforts and judgment extended in developing said opinion. Presented herein are the methodologies for formulating a defensible opinion. Before detailing the valuation process, an overview of the limestone industry is presented along with some historical parameters relating to the industry. Secondly, the most widely used valuation methodologies and a brief discussion of each are presented. Two case studies are then presented, which review actual valuation studies. The paper concludes with how the valuation process should be published in a report format that is defensible from a legal standpoint, bankable from a financial standpoint, and decipherable from a layman's standpoint.

The importance of adequate mine ventilation for good health and safety conditions has been recognized since miners first ventured underground. All over the world, governmental actions on mine health and safety are directly connected with mine atmospheric environments, their assessment and control. These governmental actions have been, and continue to be, motivated by the repeated experience that potential threats from inadequate control can evolve, either suddenly or in the long-term, into unpleasant reality, with catastrophic health and safety consequences. These governmental actions are also an indication of the remarkable professional progress being made in the field of mine ventilation. Surely, no developed country allows underground mines to operate without strong measures for the control of ventilation under legislation specific to the mining industry. In the United States, the federal government's responsibility for mine safety has evolved over the years through a series of legislative actions beginning in 1865 and continuing through 1910, 1941, 1947 and 1952. The passage of the Federal Metal and Nonmetallic Mine Safety Act of 1966 (the 1966 Metal Act), the Federal Coal Mine Health and Safety Act of 1969 (the 1969 Coal Act) and the Federal Mine Safety and Health Amendments Act of 1977 (the 1977 Mine Act) are the most important milestones in this long legislative history. The 1977 Mine Act adopted many of the stronger features of the Occupational Health and Safety Act of 1970, perhaps the most significant piece of legislation on workers' occupational health and safety in US history. It is worthwhile to ask, "How far has the United States come in mine ventilation since the enactment of the 1969 Coal Mine Health and Safety Act?" This Act and its associated regulations defined in great specificity many standards for healthful and safe operation of a mine and, in some cases, what constitutes good ventilation practice. Since 1969, the frequency and severity of disaster-type events in US coal mines has decreased markedly. A primary reason for this achievement is the strength of the Coal Mine Health and Safety Act's regulatory features in such areas as methane concentration control, dust control, intrinsic safety and explosion-proof enclosures, minimum air quantity and quality standards and air distribution and escapeway provisions. These requirements greatly influenced mine ventilation planning, engineering and practice, leading to increasingly safe working conditions.

I wish to submit this discussion item on an article published in the August issue of MINING ENGINEERING by Wala and Altman on the use of canonical diagrams for mine ventilation networks. The advent of computer graphics and plotting has enabled complex underground mine layouts to be displayed and plotted in a variety of three-dimensional formats that very closely represent the actual mine layout. This enables the ventilation engineer, who is familiar with the mine, to display the network pressures, quantities, resistances, and fan locations in a way that can be understood by everyone working at the mine. This is important if the ventilation engineer needs to discuss changes in ventilation with production personnel, or escapeway procedures with union personnel. While I can see some of the potential advantages in the canonical ventilation network diagram described by Dr. Wala, it appears to me that the fact that the diagram has no visual equivalence with the actual mine layout means that most mine personnel will find such a diagram almost incomprehensible. The authors have alluded to certain advantages with the canonical diagram. However, I find it difficult to see that these outweigh the fact that almost everything listed can be duplicated in isometric diagrams, and in a manner that is easily understandable to everyone in the mine from the miner to the mine manager. Perhaps the authors could show a clear example comparing an isometric with a canonical portrayal of a mine network showing the information that is immediately available from the canonical network that is not obvious in the isometric diagram. There is in this country a severe problem with the need for ventilation engineering and expertise to be used and accepted by mine management as a necessary part of mine planning. It seems to me that to introduce the requirement for further explanation so that management can understand a canonical network display will hinder more than help the recognition that ventilation engineering needs at so many mines in this country. However, I can see that the canonical approach does have its place in assisting the practicing mine ventilation engineer, wherever he or she exists in the organization chart for a typical mine. In this case, could the authors please indicate the availability of the computer program to compute and plot the canonical diagram for a mine ventilation network.

Eminent Domain is the power of the government or municipality to take property for public use without the consent or acceptance of the owner. Typically the agency taking the property will make an offer on the property, hoping that the owner will immediately accept and allow work to begin. If a mutual resolution regarding the property value cannot be reached, however, the municipality will condemn the premises and institute a condemnation action in a court of law, which is when the problems begin. The power of the government to take the subject property is limited by the Federal and State constitutional duty to pay "just compensation" for the property.

It is necessary to understand this technology in order to recognize how it can best be utilized to give the greatest value for the application. And, once the decision to buy transmitters has been made, it becomes a question of whose SMART transmitter to buy. For, although the under-lying technology is similar, the differences that exist in how the technology has been implemented can make a dramatic difference in the end result. The Upshur Complex of Island Creek Coal Corp. consists of approximatly 35.000 acres of both surface and deep mine researves located in Upshur County West Virginia. The principle seams on the researve are the Middle and Lower Kittanning. Other mining in the area during the late 1960's and early 1970's produced surface mines that exhibited severely acidic drainage characteristics both during the mining phase, and after reclamation was completed. The Buckhannon River, the principal drainage for the area, is a high quality, lightly buffered stream, that is periodically stocked with trout. Because past mining had caused post mining acidic discharges and the Buckhannon River was a valuable recreational resource, mining permits for the area were put on hold by regulatory authorities, until solutions to the acid mine drainage questions could be addressed. In 1978, the director of the West Virginia Department of Natural Resources appointed a Task Force consisting of Industry, Regulatory. and Academlc participants. This Task Force was charged with gathering information and evaluating field procedures used during mining to prevent acidic mine drainage. In 1979, the group published a document titled "Suggested Guidelines for Mining in Potentially Acid Producing Overburdens" which summarized material handling and mining procedures that could be employed to help prevent the occurrence of post mining acid mine drainage. In 1982, a Technical Advisory Committee was appointed consisting of well known researchers in the field of acid mine drainage prediction and prevention. The group was charged with the task of conducting research in the field of acid mine drainage prevention. Mining conducted at the Upshur Complex between 1979 and 1986 employed various acid mine drainage preventative techniques recommended in the suggested guidelines manual and techniques concurrently being researched by the Technical Advisory Committee. Costs for the various techniques were documented and the resulting post-mining water monitored. The results of these evaluations are used by Island Creek in the planning of future mining operations in potentially acid prodcuing environments

INTRODUCTION A compaction grouting program to control ground loss, and to minimize surface settlement, was developed for the West Tunnel of the Phoenix Storm Drain Tunnels. The West Tunnel was 4,200 m long, 7.56 m in excavated diameter, and was excavated with shallow cover through the central Phoenix business district. The tunnel could not have been successfully excavated without the compaction grouting program. HISTORY After heated political debate over a ten year period, the Arizona Department of Transportation (ADOT) was granted approval to build the Papago Freeway, an extension of Interstate 10, through central Phoenix. To comply with environmental constraints, a portion of the Freeway was depressed, requiring an excavation 10 meters in depth, thus intersecting surface run-off from the northern section of Phoenix. This required that ADOT and Project Design Consultant, Howard, Needles, Tammen & Bergendoff (HNTB) design a drain system to collect run-off and transport it approximately 4 kilometers to the Salt River through the City of Phoenix. Tunnels were chosen for the main discharge conduits because depth and location of the system made cut and cover construction impractical. A contract for construction of the tunnels was awarded to Shank-Artukovich-Ohbayashi (S-A-O) on May 24, 1984.

Cut-off grade is one of the most critical parameters affecting project cash flow. Its sensitivity is due to the number of other parameters that are correlated with any change in its value. Changes in cut-off grade, average grade and ore tonnage vary and they in turn can affect such parameters as capital and replacement costs, recovery, life of the project and operating costs. Perhaps one of the best definitions of cut-off grade is that of Taylor (1), "... any grade that, for any specific reason, is used to separate two courses of action, e.g. to mine or to leave, to mill or to dump ... . Obviously the most likely specific reason is one governed by economics, involving the return of investment and sufficient profit to motivate development and mining of the deposit. In this paper the cut-off grade is defined as that mining limit which will maximise the economic return for a projected mining venture. The following brief literature survey indicates that when computing the optimum cut-off grade there is a need to be able to directly compute the Discounted Cash Flow Rate of Return (DCFRR) or Net Present Value (NPV), as economically as possible, while allowing for parameter dependencies and variation in project structure.

Microwave power, used in conjunction with properly designed applicators, is an efficient and practical energy source for pre treating a wide range of mineral ores and concentrates. Novel processes which take advantage of the unique properties of rapid microwave excitation present many distinct advantages over other pretreatment methods. These include dramatically reduced costs and elimination of all or most of the toxic by-products. A capital and operating cost analysis is presented of EMR's microwave process for treatment of refractory gold ores and con­centrates based on the company's experience using both small and large scale pilot plants. Comparisons are presented between the microwave process and roasters, autoclaves and bio-oxidation.

We will introduce the Small Business Liability Relief and Brownfields Revitalization Act, which is an amendment to CERCLA and the types of sites it includes and excludes, especially as related to mine-scarred land. We will also describe the types of available funds, whether they are competitive or not, what entities are eligible to receive them, and how to access them. We will introduce the legislation’s liability provisions; for example, the recently issued interim guidance clarifying some of the conditions that contiguous property owners, bona fide prospective purchasers, or innocent landowners must meet to qualify for the liability limitations provided in the Brownfields Law.

The objectives for closure of a hard rock mine include minimizing long term environmental liability, attaining regulatory compliance, and maintaining geotechnical stability, while closing as cost-effectively as possible. Proper planning for closure should come during the feasibility study, design and permitting phases, and during operations as updates. The lack of a proper or updated closure plan can result in severe environmental and economic consequences. Effective mine closure is the result of a combination of innovative concepts, long-term commitments, and multi-party cooperation. The purpose of this paper is to discuss concepts, commitments, and cooperation as they relate to an effective closure plan.
