This paper outlines the geotechnical exploration and design approach utilized for the Km 80 and Km 86 Tunnels on the British Columbia Railway Tumbler Ridge Branchline. Information from surface mapping, trenching and diamond drilling was used to prepare a rational support design using accepted rock mass classification systems. Four possible support types were developed and used as a basis for preparing a cost estimate and contract documents for the tunnels. A unit price contract was selected to provide flexibility and to enable rational selection of support based on actual ground conditions encountered during excavation. Although ground conditions along the tunnels are variable, the general geology and quantities of support installed were consistent with those estimated from the geotechnical investigation and design.

Operational and geotechnical constraints on mining within steeply dipping deposits and historic landslide areas, which are characteristic of subarctic coal deposits in Alaska, will be discussed. The current plan for mining through these areas will be presented, as well as an alternative plan for minimizing the adverse effects of mining through an historic landslide area.

The Pegasus Gold/Montana Tunnels Mine is a high­tonnage, low-grade, base and precious metal operation in Jefferson City, Montana. Gold heads are typically 0.02 opt with the dominant gold mineral being a native metal electrum quite rich in silver. Early research and development indicated the ore to be amenable to gravity concentration at a 10 to 14 mesh grind. Although full flow gravity preconcentration was considered as a flowsheet alternative, flotation was chosen as the main recovery process due to its apparent lower cost for capital and operating. At this early juncture, the option or concept of recovering coarse free gold by gravity was deemed unnecessary or irrelevant. The intermittent loss of free gold has been observed in the flotation tailing since mill start up. A comprehensive research program was initiated in 1990 to identify the magnitude of this loss and investigate alternatives for its recovery. Batch and pilot plant testing has ultimately led to a permanent gravity circuit being installed at the cyclone underflow. The circuit is designed to scalp out the liberated coarse gold contained in the ball mill circulating load. The final flowsheet consists of: a pinched sluice to upgrade cyclone underflow; a Tyler doubledeck screen to remove over­size from sluice concentrate; Knelson concentrators for roughing and cleaning of screen undersize; an Eriez wet drum separator to remove tramp metal from Knelson concentrate; a Sweco screen to size Knelson cleaner concentrate for tabling; and a Wilfley table to produce final concentrate for direct melting.

Over the past 20 years, diesel-powered equipment has been introduced into the underground mining environment in increasing numbers. While the introduction began years earlier in the metal-nonmetal sector, the exponential growth in coal mining use during this time has been more pronounced. Reasons for the continued use and rapid growth of diesel equipment in underground mines are easily understood. The safety and operational advantages afforded by this equipment in production and support systems are demonstrable. As other mine operators witness the advantages enjoyed by their competitors, they too move to introduce an increasingly diverse array of such equipment into their underground mines. As with any industrial technology, the use of diesel-powered equipment entails potential safety and health concerns. Existing Mine Safety and Health Administration (MSHA)approval regulations (30 CFR Parts 31, 32 and 36) apply only to diesel locomotives and mobile diesel-powered equipment for noncoal mines. In the absence of specific regulations, MSHA has required the use of equipment approved under Part 36 (gassy noncoal mines) for areas of underground coal mines where permissible electrical equipment is required. However, a considerable amount of diesel-powered equipment without explosion-proof or fire prevention features is in use in areas of coal mines where permissible electrical equipment is not required. It is on the use of this latter class of equipment that MSHA is focusing much of its regulatory attention relative to coal. The agency also is focused on revising existing occupational exposure limits for gaseous emissions and instituting limits on diesel particulate emissions for both coal and metal-nonmetal mines.

Control of radiation hazards in mines is only one of many goals of the Bureau of Mines. Radiation research is only a small part of the Bureau's mine health and safety research program. In this paper I will describe the mission and programs of the entire Bureau of Mines, with emphasis on the mine health and safety program of which our radiation research is a part. The radiation program and its results will be described in detail by other speakers during this symposium. The Bureau of Mines was established in 1910 and is one of a number of agencies within the Department of Interior. Our mission is given by the Organic Act of the Bureau of Mines, last revised in 1913, which still accurately describes our work today. The amended Organic Act (Public Law 62-386) gives the Bureau authority "... to conduct inquiries and scientific and technologic investigations concerning mining, and the preparation, treatment, and utilization of mineral substances with a view to improving health conditions, and increasing safety, efficiency, economic development, and conserving resources through the prevention of waste in the mining, quarrying, metallurgical, and other mineral industries; to inquire into the economic conditions affecting these industries..." Since 1913 at least 52 public laws bearing on Bureau responsibilities have come into force. However, our basic role is still unchanged, i.e. improving health conditions, and increasing safety and efficiency in the mineral industries. The two principal activities of the Bureau are Minerals Information and Analysis and Minerals Research. The Minerals Information and Analysis programs provide the data base and the analytical capability to support the development of effective national mineral policies. Data on the availability, production, and utilization of minerals are collected, interpreted, and analyzed for some 100 commodities. Resources of the most important commodities are evaluated to support policymaking that influences utilization of the Nation's existing and potential mineral supplies. The President's budget for the Mineral Information and Analysis programs in fiscal year 1982 is $34 million. The largest activity of the Bureau is Minerals Research, which is divided into three major programs: Mineral Resources Technology, Minerals Environmental Technology, and Minerals Health and Safety Technology. The principal goal of the Mineral Resources Technology program is to help provide technology to maintain an adequate supply of minerals for the United States. The budget requested by the President for this program in fiscal year 1982 is $41 million. The goal of the Minerals Environmental Technology Program is to create mining and mineral processing operations that are more compatible with the environment. The budget for this program in fiscal year 1982 is $12 million. The largest program of the Bureau is Minerals Health and Safety Technology, which has the goal of providing the technology to protect the health and safety of mine workers. The budget for health and safety research for fiscal year 1982 is $55 million. Our radiation research is part of the health and safety research program. The Bureau of Mines has done research to improve health and safety conditions in mines since it was established in 1910. The research expanded greatly following the passage of the Federal Coal Mine Health and Safety Act of 1969 (Public Law 91-173) and the Federal Mine Safety and Health Amendments Act of 1977 (Public Law 95-164). These acts provided for increased health and safety regulatory activities, but they also significantly increased the funding available for mine health and safety research by the Bureau of Mines. Funding for the Bureau's health and safety research grew from $12 million in 1970 to $60 million in 1981. The funding in 1982 will be somewhat lower than that for 1981. However, the health and safety program funding is still approximately 40 percent of the total budget of the Bureau of Mines. Of the health and safety budget, 22 percent is spent on research to control health hazards in mines, including radiation hazards, which has a budget in 1982 of approximately $1.1 million. Other mine health hazards which the Bureau is doing research to control include respirable mine dusts which cause black lung and silicosis; excessive noise; toxic gases from explosives and diesel emissions; and excessive heat in deep hot mines. The other 78 percent of the budget is spent on safety research to prevent death and injury to miners from such causes as roof falls, fires, explosions, and accidents involving mining equipment. Over the past decade the majority of the Bureau's health and safety research has been done through outside contracts with private industry and universities. Our policy has been to do some research inhouse to maintain the expertise of Bureau personnel. Contractors are used to do research for which the Bureau does not have the necessary personnel available. The percentage of the program being done by contract has been gradually declining for the past few years, and in 1982 the program will be divided evenly between inhouse and contract research. The inhouse research of the Bureau is done at the 10 research centers located throughout the country. Our radiation research is done at three research centers, Denver, Spokane and Pittsburgh, and by contractors whose work is monitored by project officers at these centers. There are three Federal agencies involved in mine health and safety. Future ore reserves of major gold producers in North America and elsewhere will consist of refractory gold ores. About 60 % of the current U.S. gold production is mined in Nevada. Several of the large gold operations in this state indicate that 40 to 90 % of their future ore feeds will contain refractory gold. To compound problems, average head grades for refractory U.S. gold ores have fallen from 8 - 9 g/mt to about 4 g/mt by 1991. In Latin America, 52 % of the gold operations will require milling for optimal recovery. Deeper reserves are, like in North America, refractory. Particularly in hard, (semi)refractory sulfide ores, many operations may experience substantial decreases of gold recov­ery. For example, Martins et al. (1991) report that at an Austra­lian mine, sulfide ore treatment led to 4 - 10 % lower gold reco­veries as the work index increased from 8 kWh/t to 14 kWh/t and the grind coarsened. Many refractory ores should actually be classified as semirefractory since a fine sulfide fracturing and liberation would make 80 - 90 % of the gold cyanide leachable. However, conventional comminution is often prohibitively expensive for these ore types.

The Randgold Resources Ltd. mine operation in Syama Mali performs whole ore roasting followed by CIL gold recovery to produce gold. The roaster has operated continuously since the plant was first commissioned in 1994. The roaster design throughput is 216 tons per hour (5,184 TPD). Roasting provides for the oxidation of the· refractory components, organic carbon and sulfides. The energy balance for the system requires auxiliary fuel oil to be burned in the Circulating Fluid Bed (CFB) reactor. Energy from the 1200-1350 degree F roasted product stream is recovered and recycled back into the CFB using two fluidized bed coolers; one to directly heat the secondary air and the other to indirectly heat the primary fluidizing air. The basis of the design for the roaster was an extensive pilot plant test program, the results of which were scaled up to the full scale plant design. Due to variation in the feed at the mine a number of roaster modifications were necessary following the initial plant start up. During 1998 ore flotation capability was added to reduce the operating cost for the roaster and increase plant throughput.

Social License to Operate continues to emerge as a paradigm fundamental to sustainable mineral resources development. It relates to a set of concepts, values, tools, and best practices that represent the view of reality held by each participant (industry and stakeholders). It enables a forum for negotiation through which all parties involved are heard, understood and respected. The exploration phase of the mine life cycle is generally the initial contact with local communities and forms the cornerstone for effective communication and trust building. This paper presents the development of a mineral exploration template, based on field studies, aimed at assisting exploration personnel to establish effective communications and engagement with local communities within a process to build a Social License. The template aims to provide practical assistance in conducting situational analysis - a process of examining and mapping a situation, its elements and their relations - in order to acquire knowledge and understanding of a project, locale and region. Situational analysis is the ?full situation of inquiry?, going beyond just ?knowing the subject? to being fully situated. It forms the initial foundation for a planning process presented in the paper that prepares for a strategy of initial engagement and consultation.

"Highwall miners continue to be implemented by operations to increase recovery, improve margins, and justify higher stripping ratios as high quality surface reserves become increasingly rare. Many times, operations facilitate projected underground operations by leaving an intact highwall for development purposes. These facts result in larger highwalls that are left standing for increased periods of time prior to reclamation. As a consequence, worker exposure and risk is also elevated, resulting in higher potential for accidents or fatalities relating to surface highwalls. Highwall stability is a complex issue, dependent on both geologic and mining factors. Dynamic numerical modeling offers the capability to assess possible stability issues related to blasting-induced ground vibrations. Research has been conducted to evaluate the effect of highwall stability due to ground vibrations from blasting events. Additionally, the relationship of amplitude and frequency, and their impact on highwall stability is investigated. The results of this modeling indicate that amplitude has little impact on stability. However, frequency has a significant impact on highwall stability. INTRODUCTION The number of mining fatalities has declined since 2010, and 2016 is currently on pace to continue this trend (MSHA 2016). This decline can be directly correlated to the decline in surface mining activity and the overall decline of the coal industry. However, since 2002 the percentage of surface coal mine fatalities associated with highwall activities remains relatively high, constituting approximately 15% of all surface mine fatalities. 2014 was the first year with a highwall failure fatality since 2011. Most recent surface coal mining fatalities are associated with machinery and haulage. Table 1 provides a summary of the total surface coal mining fatalities, and the number of highwall failure fatalities dating back to 2010.Highwall stability is a complex issue, dependent upon geology and geologic discontinuities within the rock mass, along with highwall geometry, standing time, and applied stresses. Another possible concern that has not been previously investigated is the effect of blasting-induced stresses on highwall stability and the stability of web/barrier pillar systems as a result of ground vibrations from blasting events. Many modern surface coal mines employ numerous extraction fronts that rely on blasting for primary rock breakage. This results in highwall and highwall pillar systems experiencing blasting-induced stresses of many different types and magnitudes."

INTRODUCTION Since several years the author is engaged in research activities in the field of mining method modelling (Oberndorfer, 1993 and 1994). The initial goal was to improve and assist the selection of the most appropriate mining method. However during investigations it became obvious that the most beneficial application of computer support is the fast calculation of numerical assessment rather than the consideration of all, i.e. also qualitative, criterions necessary for final decision. Numerical results serve - together with qualitative considerations based on the experience of the mining engineer - as a basis for decision. The emphasis is on "fast" calculation, as only this property makes it possible to calculate and compare many distinct variations. As long as no procedure exists, which optimizes all involved parameters, calculating many variations is of great important, because it is the only way to increase the chance to pick a alternative "close to optimum", but also to learn about the sensitivity the result will react on changes of input parameters, which are rarely known exactly. Generally speaking many trials give a better basis for final decision. It is no secrete that the most important obstacle towards quick calculations of a series of alternatives is not the processing time of the computer, but the time required for setting the input data in way that the computer can start processing, which is usually inter- active man work on the screen. Furthermore usually several distinct programs are required to cover the whole range of involved problems, with corresponding problems in automatic data transfer. The research work's goal was to overcome these problems. The approach developed was to describe a mining method more in a theoretical way (i.e. to give the computer some degree of "consciousness" on mining methods), which then can be applied under any specific conditions. E.g. a cut-and-fill operation will be "generally" the same in narrow or thick deposit areas, but the resulting keyfigures, e.g. total tonnage, productivity, dilution and loss, or finally costs per ton, will differ significantly. The approach (MMM = mining method modelling) presented reflects a deduction from the general case to a specific one (rather than the other way round). The developed model is general enough to be applicable to any mining method, and also to any degree of precision the mining method should be described, contrary to programs designed for specific mining method layouts which can be adjusted in a more or less wide range. PROGRAM DEVELOPMENT The principle correctness and feasibility of the approach was proved by a prototype program. However this program was more on a research level and far away from application for "real world" problems. The reason for this was, that it was regarded wasted time to re-invent certain tools, e.g. geometry intersection, deposit modelling or visualization. Hence it was tried to attract several software producers to invest in finalizing the model. Unfortunately this endeavor was not successful. Despite this defeat - and after some months of resignation - a final start on the project was decided. he reason for this decision was not at last the research activity in respect of low-cost underground mining methods for bulk- material as a substitute of typical quarry operations due to environmental restriction. This research work - which is in particular important for Austrian mining activities in beautiful and touristically used landscape - requires a lot of calculations in the way described. Both are still in state of progress, but - regarding mining method modelling - preliminary results can be presented. A complete re-programming of the program was required. Most obvious are the changes of programming language and operating system environment. Instead of Pascal under DOS C++ under MS-WindowsNT is now used. Several problems could be solved by this, in particular memory management, device drivers for input/output, and user friendlyness by up-to-date windows technology. However also more basic structures were changed. The idea was to utilize as many existing commercially available programs as possible to minimize programming efforts. Titanium/steel clad has been selected as the material of construction for six pressure acid leaching autoclaves for nickel production from laterite ores. These six pressure vessels are now in production service in western Australia. Titanium provides reliable corrosion protection in the nickel laterite pressure leaching environment. Clad metal construction offers a significant cost reduction for equipment of this type in comparison to solid titanium. Clad metal construction offers superior durability and reliability in comparison with non-metal or titanium loose-lined equipment. Experiences in titanium clad equipment construction and performance are reviewed. The presentation addresses aspects of design, fabrication, and testing which are necessary to assure reliable equipment. The explosion cladding proces and titanium alloy selection considerations are also discussed.

A solvent-extraction process has been developed for the removal of copper cyanide complexes from aqueous copper/gold cyanide solutions formed in gold-recovery circuits that treat ores containing cyanide-soluble copper. The process uses LIX® 7820, one of the LIX® 7800 reagent series developed by Henkel. It is based on a mixture of Aliquat® 336, a quaternary amine, modified with an alkylphenol, 4--nonylphenol. Extraction and stripping data for the base metal cyanides and thiocyanate are presented. Methods for the recove1y of copper and cyanide from the upgraded strip liquor are reviewed. A flowsheet based on this chemistry and a preliminary economic evaluation of a solvent-extraction circuit combined with the cyanide-recovery process developed by Metallgesellschaft Natural Resources (MNR) are also presented.

The Spokane Mining Research Division (SMRD) of the National Institute for Occupational Safety and Health (NIOSH) has partnered with a narrow vein, hard rock underground mine to research the effects of the binder content on the elasticity and post-peak ductility of cemented hydraulic backfill (CHB). This is part of a larger study to enhance the long-term integrity of ground support in underground mines. As mining advances deeper and stresses increase, CHB mix designs will benefit if they can be modified to handle higher levels of strain which are induced by an increased stope closure, typically affected by a reduction in stope width and increased mining depth, or through dynamic loading resulting from a local seismic event. This portion of the research examined the impact of reductions in binder and their impact on Young’s modulus, peak strength, and post-peak ductility.

A conventional mechanical anchor bolt consists of a smooth bar threaded at the anchor end, with a conical wedge, and a mechanical shell anchor. When the smooth bar is torqued, the conical wedge pushes the shell anchor against the borehole wall. Coal mines use mechanical bolts in addition to other types of bolts to control the deformation and stabilize the yielded coal ribs. Limited research has been conducted to understand how a mechanical anchor performs in a coal rib. Researchers from the National Institute for Occupational Safety and Health (NIOSH) conducted the study described in this paper to define the loading characteristics of mechanical bolts (stiffness and capacity) installed in coal ribs at five underground coal mines. Standard pull-out tests were performed in this study to define the loading characteristics of a mechanical rib bolt. Based on the strength of the coal seam and the conditions of the coal mines, the bolts were installed at different amounts of torque. A typical tri-linear load-deformation response was obtained from these tests. It was found that the anchorage capacity depends on the coal strength, and the anchorage stiffness depends on the installation torque. The outcome of this research provides essential data for rib support design. INTRODUCTION Rib falls are a serious hazard in underground coal mines. In the last 10 years, rib failures have resulted in 17 fatalities, representing 52% of the ground-fall fatalities in underground coal mines in the United States (MSHA, 2018). Although resin bolts has been used increasingly in the last few years to control coal ribs, mechanical bolting (mainly expansion-shell bolts) is still used in many underground coal mines. Recently, NIOSH researchers surveyed 90 sites in 14 underground coal mines in the Eastern United States and found that 79% of the mines determine their rib support requirement based on the depth, mining height, and the loading conditions, of which 35% use the conventional mechanical bolts. Conventional mechanical bolts are preferable for rib support because they do not require the miners to be too close to the rib during rib bolting. Hence, using the conventional mechanical rib bolts can reduce the risk of injuries and fatalities during the installation process. The mechanical bolt or the point-anchored bolt is the oldest type of rock bolt that is still in use today. The point-anchored bolt is a tensioned bolt anchored down the hole with a mechanical expansion shell or a grouted medium (Peng and Tang, 1984). Figure 1 shows the components of the mechanical anchor bolt. The mechanical anchor bolt consists of a plug, a shell anchor, a headed smooth bar with the top end threaded, a bearing plate, a hardened washer, and sometimes a friction-reducing washer. The shell anchor can be either standard or bail type. The shell of the standard type is held in place by a nut, while the bail anchor uses a strap to hold the shell in place (Peng, 2008). The diameter of the smooth bar is generally 5/8 in for the #5 bolt or 6/8 in for the #6 bolt. The diameter of the hole that the bolt is inserted into must be carefully controlled since an oversized hole can result in poor anchorage (Moss, 1971). The anchorage is obtained by applying torque to the bolt head, which in turn pulls the wedge down in the shell and expands the serrated leaves against the sides of the hole-wall. In the resin-grouted anchor, the resin replaces the mechanical expansion shell at the end of the hole. The anchorage is achieved by bonding between the resin, bolt, and the hole-wall.

Fly ash and zeolite have strong absorption to cations since their porous microstructure. The porosities of fly ash and zeolite can also be increased by modification, which improves the absorption of the materials. This research showed that the effects of modified fly ash and zeolite to remove ammonia nitrogen from rainwater. The optimal reaction time, additive amount of materials, and pH value of the stormwater to remove ammonia nitrogen were experimentally determined. For modified fly ash, the optimal removal rate of ammonia nitrogen from 100 ml stormwater was 74.41% with the addition of 10.0g fly ash, 1.5 hours of the reaction time, and 8 of pH value. To the modified zeolite, the optimal removal rate of ammonia nitrogen was 51.22% at the reaction conditions of 2.0g of zeolite, 1 hour of reaction time, and 7 of pH value.

An attempt was made to extract niobium oxide from ~98.5% Nb2O5 using solvent extraction processes. Nb2O5 is used as the feed material in carbothermic reduction processes aimed at producing high-homogeneity, super-conductor-grade niobium on a laboratory scale. The Nb metal used for superconductor applications requires a residual resistivity ratio (RRR) > 300, which in turn needs a stringent purity of Nb and allows impurities (substitutional and interstitial) in ppm levels only. In this paper, solvent extraction of niobium was studied under various experimental conditions, such as effect of different extractants, concentration of methyl isobutyl ketone (MIBK) in the organic phase and concentration of various acids. The concentrate was digested with hydrofluoric acid, with ammonium fluoride (NH4F) as a stripping agent. The extraction of niobium from low hydrofluoric- (HF-) bearing solution was found to be low. Thus, various concentrations of hydrofluoric acid and sulfuric acid, as well as hydrofluoric acid and hydrochloric acid, were investigated towards obtaining a maximum amount of niobium in the filtrate and a minimum amount of niobium in the residue. A McCabe - Thiele plot for extraction of niobium from the aqueous phase, HF-bearing solution using HCl with 85% MIBK in kerosene has been constructed to determine the O:A ratio and the number of stages of the process.

The concentrate was digested with hydrofluoric acid, with ammonium fluoride (NH4F) as a stripping agent. The extraction of niobium from low hydrofluoric- (HF-) bearing solution was found to be low. Thus, various concentrations of hydrofluoric acid and sulfuric acid, as well as hydrofluoric acid and hydrochloric acid, were investigated towards obtaining a maximum amount of niobium in the filtrate and a minimum amount of niobium in the residue. A McCabe - Thiele plot for extraction of niobium from the aqueous phase, HF-bearing solution using HCl with 85% MIBK in kerosene has been constructed to determine the O:A ratio and the number of stages of the process.
