I would like to first summarize the relevant health information relating to the workers and general populations around uranium mining as a basis for understanding the hazards associated with these operations and their available remedies. This discussion will summarize the literature on Radon and its daughters, among the most toxic uranium decay products. Second, I will discuss waste handling in the uranium industry: past, present and future, discussing exploration, mining, and milling and the volumes of water and solid and gaseous wastes which are associated with these various phases of uranium operations. This paper will also include a discussion of the various past and present materials handling technologies and their responsiveness to the concern for uranium waste isolation. I will then conclude with a summary of recent modifications in the relevant standards as applied to uranium mining and milling. Joseph Wagoner, a research epidemiologist with the U.S. Public Health Service has summarized the literature on uranium mining and its health effects in his written testimony as a commissioned witness in British Columbia Royal Commission of Inquiry into Uranium Mining in January of 1980, entitled Uranium, The U.S. Experience: A Lesson in History.1 Briefly summarizinq his report, as early as 1546, miners of uranium bearing ores in Central Europe were reported to have unusually hiqh frequencies of fatal lung disease2. As early as 1879, the real nature of pulmonary disorders among these miners was first diagnosed to be malignant neoplasia or lung cancers. Of 655 miners dying between 1875 and 1912, 40% or 276 of these Central Europe miners died of lung cancer.4 By 1939, it was reported that lung cancer mortality rate for miners in these Central European mining districts was several times (9.7 per 1000) higher than that for similar populations in Vienna, Austria (0.34 per 1000). Thus, before uranium mining began in the U.S., there was a considerable body of information linking uranium mining to lung cancers. The U.S. experience can be summarized in Table 1 also from Wagoner's B.C. The authors benchmarked the integrated finite-volume code MULTIFLO against the analytical solution of Philip et al. (1989) for cylindrical underground openings. They found that the numerical simulation of dripping threshold flux was consistently higher than the analytical solution for rectangular and unstructured grids. The magnitude of this error was proportional to the alpha parameter characterizing capillarity. This error may bias estimates of seepage into drifts for repository performance towards nonconservatism.

Salicylaldehyde, a chelating agent for tin, has been found to function as a collector for the flotation of cassiterite. Infrared and nuclear magnetic resonance studies clearly show that salicylaldehyde can form a chelate compound in bulk and at the surface. Results are also given for the flotation of a tin ore with this reagent.

While the United States has been the world's largest volume producer and marketer of phosphatic fertilizers for many years, it has recently suffered heavy losses for a variety of reasons. While improved economic performance is expected, it is still at least a year or two away. But when recovery does manifest itself, it will likely yield only mediocre profits, due in part to the fact that about 50 percent of output is export-dependent. Therefore, there appears to be limited likelihood that profits will be adequate to justify the further outlay of large amounts of capital for expansion.

The paper presents the results of a model built at the World Bank in order to analyze the aluminum industry. Bauxite demand for the year 2000 is estimated as a function of alumina refineries' requirements and of non-metal uses for bauxite. Bauxite supply by countries or regions depends on economic factors such as investment costs, operating and transportation costs, as well as on tariffs and levies. Various scenarios are considered as a result of varying the assumptions of the model.

Examination of the economics and environmental consequences associated with phosphate fertilizer production documents the necessity for development of innovative production technologies. Evidence of phosphate ore's susceptibility to microbial alteration indicates that it will be an ideal candidate for industrial-scale bioseparation. There are at least two applications for the biosolu- bilization technology: (1) an industrial-scale bio- process similar to the presently used wet acid process and (2) production of small prills (bio- bead) containing unprocessed rock phosphate and the biological ingredients necessary to promote phosphate solubilization. At the present stage of development, the biobead technology is the preferred application. It is an energy-efficient "green" technology that will dramatically reduce the amount of solid waste and air emissions produced by the phosphate industry.

"""Operational excellence"" provides a sound foundation for RWE Power AG's three strategic pillars (innovation, expansion and organic growth). The maintenance and development of operational excellence in lignite mining operations at RWE Power is supported by the Continuous Improvement Process (CIP) ""immer:besser"" (getting better). Obtaining cost reductions with the aid of the CIP as a kind of value-adding self-renewal process to ensure competitive lignite mining operations and lignite-based electricity generation forms the basis for further increases in profitability and growth. Since the beginning of the 1990s, RWE Power has carried out a multitude of re-engineering projects focusing on the efficient shaping of processes with the assistance of external consultants to enable the Company to cope with the considerable need for change by swiftly implementing major efficiency levers. These also include the required adaptation and development of the organization. Since 2004, the Continuous Opencast Mine Improvement Process (""KVT"") has enabled the mines to tap significant cost reduction potential by virtue of their own strength. But there is another issue that has come into focus: the development of performance enhancement options. In 2006, the ""KVT"" process, piloted in the opencast mines, was included in the RWE Power-wide immer:besser (i:b) programme (Figure 1)."

The U.S. Bureau of Mines conducted a study to evaluate the effectiveness of automatic water sprinkler systems in the extinguishment of incipient conveyor belt fires under ventilated conditions. Large-scale experiments were conducted using a double strand conveyor belt configuration. Standard response, pendent-type sprinklers, with activation temperatures of 100°C, were installed above and between the two strands of belting, in accordance with Federal standards for sprinkler system installations in belt drive areas. Experiments at airflows of 1.1 and 4.6 m/s showed that the sprinklers activated later, the peak heat release rate was larger, and more betting was consumed at the higher airflow. In experiments with 74°C, fast response, directional sprinklers, the sprinklers activated at the same heat release rate for both high and low airflows, but the peak heat release rate and amount of bett consumed was slightly higher at the lower airflow. Experiments were also conducted with 100 °C, standard pendent sprinklers installed above the top belt, in accordance with the National Fire Protection Association (NFPA) Standard 123 for sprinkler system installations in conveyor belt drive areas in underground coal mines. In these experiments, the heat release rate and amount of betting consumed was larger at the higher airflow.

The scale effect on rock properties has been discussed and studied since the introduction of the weakest-link idea by Weibull (1939). In this study, the capabilities of a dynamic lattice network model to simulate failure of rock under uniaxial tension is utilized. A number of randomly distributed microcracks that contribute to the development of uneven stressfields are introduced. In addition, each unit element in the model is assigned a random value representing its strength properties. Each application creates a randomly created specimen that is subjected to uniaxial tension. The specimens are grouped into three sets according to their size. The results of the study show that the scale effect is present in a statistical sense, i.e., the observed statistical distributions of strength for each specimen group is distinctly separate, and they follow the expected inverse relationship between strength and size. The observed probability distribution for each group of specimens give rise to the estimation of a different set of parameters. In this paper, the potential relationships among these parameters as a function of specimen size is investigated.

The U. S. Bureau of Mines has been investigating the application of thiosulfate to recover gold directly from low grade refractory carbonaceous ores for the past four years. Statistical experimental methods were used to determine the effects of various leaching parameters on both gold extraction and thiosulfate consumption. Seven variables were investigated, including thiosulfate, copper, ammonia, sulfite, and sulfate concentrations, leaching time, and leaching atmosphere. This information was used in face-centered cubic (FCC) surface response experiments to define the optimum leaching conditions for a low grade ore. Two models were generated from the data to predict gold extraction and thiosulfate consumption as a function of the leaching parameters. The models predicted a gold extraction of 67 pct and reagent consumption of 2 kg [S2032/mt ore at 0.25 M S2032-, 0.0014 M Cu2+, 0.27 M NH,OH, 0.00625 M SO;-,] and leaching for 16 h. Actual tests resulted in 62 pct gold extraction with 0.93 kg S2032- consumed/mt ore. Subsequent column leaching tests have further demonstrated the viability of applying this technology to recover gold from carbonaceous ores without first pretreating the material. Gold extractions in the column tests ranged from 69 to 78 pct with thiosulfate consumption ranging from 0.4 to 5.4 kg/mt ore. These results compare to <5 pct gold extraction using standard cyanide leaching conditions.

The minerals industry, comprising producers and users of industrial minerals and metals, aggregates and ornamental or dimensional stone, oil, gas and derivates as well as coal and by-products, provides vital inputs to Europe&apos;s economy and social well-being. Because of their great diversity, minerals and their derived products are necessary for almost every aspect of life. The European Technology Platform on Sustainable Mineral Resources (ETP SMR) unites hundreds stakeholders from industry, the re-search community, public authorities, the financial community, regulators, consumers and civil society around the major technological challenges to the sector, in order to jointly act towards a common vision. The Platform will contribute to strengthening one of the fundamental pillars of the European economy and society. The Strategic Research Agenda (SRA) of the ETP SMR is designed to act as a realistic and inspirational guide to defining a comprehensive research programme that will mobilise stake-holders and ensure that European competences are at the forefront of science & technology worldwide. It will help to stimulate investment in research and provide guidance for policy options. The SRA shows the way the mineral industry has to proceed in forthcoming decades if it is to serve European society in the way necessary. Without a strong European minerals industry, the future development of the EU economy risks to be curbed significantly.

An instrumentation program was developed based on the results of an analytical study of the geomechanical effects of longer longwall face lengths. Boundary element simulations showed that longer face lengths can cause in- creased face convergence and an increase in the shear stresses in the immediate roof. Empirical design methods predict that longer faces will cause little effect on abutment stresses as long as the roof caving is well behaved. On this basis, a longwall face instrumentation program was designed with emphasis on the interaction between face support and ground response for optimizing face conditions. At a 600-foot (183 m) face, five midface shields and two headgate shields were monitored with vary- ing hydraulic pump pressure. The instrumentation included six convergence rods with linear potentiometers to measure canopy-to-toe convergence; fourteen pressure transducers to monitor leg pressures; and two portable data loggers. Similar instrumentation will be in- stalled on a 750-foot (229 m) face for comparison. The results from the 600-foot (183 m) face indicate that a ground reaction curve, as determined from the relationship between the sup- port set pressure and the roof convergence, can be used to optimize the support pressure to control convergence, the key element to ground stability in the face area.

Thiourea is recognized as a technically competitive alternative to cyanide for gold and silver extraction for a variety of ores and concentrates. This paper describes the results of a recent mini-pilot locked cycle test comparing cyanidation with acidothioureation treatment of gold bearing sulphide concentrate. The gold extractability of both methods was similar. The comparative metallurgical operating conditions and test results are summarized. Detailed byproduct solution analyses and environmental toxicity test results are presented and suggest that thioureation might result in acutely toxic byproducts even after treatment. Comparative process economics are summarized based on preliminary commercial operating flowsheets derived for the locked cycle case study. Capital and operating cost estimates are shown. The results indicate that cyanidation is more economically favorable within the constraints of the case study. Considerations for process selection between thioureation and cyanidation, for conceptual case studies, are discussed.

This paper presents the precise definitions of a number of commonly used subsidence parameters. Using an integrated approach, the parameters were determined for 110 subsidence cases collected from major US coal fields. Attempts were made to establish empirical formulae for the parameters. The results of this study indicate that some traditionally held concepts should be changed.

The art of rock mechanics has been applied in various forms since early man first used caves for housing and fashioned rocks into weapons, tools, and utensils. The development of the science of rock mechanics has occurred in a slow but steady fashion due to the complexity of the materials, geometries, and loading conditions involved. It encompasses a great diversity of topics ranging from techniques for rock destruction to those required for rock strengthening or support, and as such enters daily into the life of the mining engineer. Although today rock mechanics can be confidently used in competent geologic structures, the degree of confidence diminishes as the structures become more complex and the number of geologic defects become more numerous. Even so, the principles still give a better estimate of the structural behavior of underground openings than ever before, and the persons responsible for design and control draw freely and often on the subject. Flotation columns have been readily accepted for use in most sulfide flotation plants: however, recently columns are being used in many other areas. Recent improvements in design methodologies have overcome many operating problems and led to improvements in metallurgy. In addition. Physical improvements in column design have simplified their operation while leading to better control. The Turbo-Air External Bubble Generator has provided a method for bubble size control and variation in air holdup and carrying capacity. These have enabled commercial operations to improve grades and recoveries by optimizing performance.

A clear and accurate knowledge of the status of ventilation in an underground mine is essential to continuing safe operation. In a small mine with a few working faces, the problem is simple and can easily be solved by choosing the appropriate fan. In larger, more complex mines the problem of supplying the working faces with fresh air is a problem beyond the scope of &apos;finger in the wind&apos; analysis. In today&apos;s climate of stiffer government regulation and mining company concern for the safety of workers, computer programs which analyze ventilation networks are helping mining companies meet the standards. The development of computer programs for ventilation network analysis is summarized. Early programs were developed at universities or government agencies and required large expensive computers. As computers have become smaller and less expensive, the development or revision of programs for micro computers has become more available. Prices have lowered to the point of affordability even for medium and small companies. A list of ventilation network analysis programs is provided along with a summary of capabilities, costs, and hardware requirements for each program.

A single four feet diameter cell, treating a Cu/Mo rougher concentrate, has been fully instrumented and linked to a Distributed Control System. This has enabled the writers to further understand the mechanics of operation of the cell, particularly that of the "TRANSITION ZONE". This is the volume between the feed port and the pulp-froth inter- face. The results have shown a need for the re-designing the control loops whereby the Transition Zone volume (or pulp level ) becomes the single most important control parameter to achieve the de- sired recovery. Air consumption, previously thought to have played this role, is now kept at precoalescence level s for maximum efficiency.

Alaska is in competition with the rest of the world for exploration dollars. Providing a "seed package" of airborne geophysical data for the state&apos;s numerous mining districts encourages companies to begin more detailed exploration in more areas than they could have afforded on their own. When data are already available, the initial risk decreases for people involved in exploration. Airborne magnetic and electromagnetic data help ge¬ologists and geophysicists determine what rocks and structures are present under overburden and vegetation. These data form a fundamental package that exploration companies want before intensively exploring most regions. Individual mining companies have conducted their own geophysical surveys during the past several decades. However, these data are not available to other companies. The companies able to afford geophysical surveys have less money for ground exploration after purchasing expensive, private geophysical data. Therefore, they are not able to explore as many places as they might. Additionally, since data are not shared with other exploration companies, the proprietary surveys do not foster intercompany competition to move projects forward. Individual prospectors and small companies can not afford their own geophysical surveys. "It is more often than not the grassroots exploration efforts of the smaller operator that leads to significant discoveries," said Klaus M.
