BRUCE CAVENDER, BHP Copper: Having worked in both places, I'd like to address the issue of the plant versus the corporate office. One thing to keep in mind is that we are all very engaged with the technical elegance of a lot of the work we do. There's some tremendous technical expertise in the plant. But remember, the guys in the corporate office are only thinking in one denomination, and that's dollars. So we'll see something like a spill, and for us it's a problem. At the end of the day, what the corporation cares about is the financial impact. So we've got to be careful to couch our solutions in dollar terms. JIM ARNOLD: Rebuttal? [laughter] DOUG HALBE: Are you going to rebut this one, Andy? ANDY CARTER, Oxidor Gold Corporation: No, I don't think so. I'm not up to it. I'd just like to address a question both to our panel and the floor. Those of us who've been in this industry any length of time have seen these same mistakes made over and over again. Wherever you go, year after year, plant after plant, you see the same problems. I guarantee you, Doug, that if we have a similar conference down the road, you're going to see the same thing. My question to the panel and to the floor is what is it about our industry that stops us from learning from our mistakes? What characteristic is it that prevents us from learning and makes us repeat the same mistakes over and over again? DOUG HALBE: That's a great question. Someone said in a meeting 10 years ago that if the people who design plants designed airplanes, the planes would be falling out of the air all the time. GARY SIMMONS, Newmont Gold Company: I've got an answer to your question as to why many plants are poorly designed. It's that the minute anybody demonstrates any sort of competence in plant design, they're promoted to a higher-paying job, and the talent pool is left with people of lesser experience. Just think about it: The people who have the experience and have demonstrated it more than once have moved up. JIM ARNOLD: I think that there's another reason, too. Seven or eight years ago I was chairing a session, and I challenged everyone in the session to some day publish an article about the design mistakes they'd made because we never talk about our mistakes. The .Florida land-pebble mining industry of central Florida was examined to identify trends in land use; conflicts in land use; and the effect of the conflicts on mineral resources. Many conflicts exist in the study area, such as conflicts with other users of land resources and land surface; conflicts with high revenue land users; conflicts for land surface in urban and suburban areas; and conflicting restrictions concerning utilization. Projections are made showing that lands in phosphate company ownership are expected to be made available to help meet the need for future urban expansion in the study area. Some phosphate resources have been lost due to land use conflicts, however, most of the resource loss has been small. Land use conflicts and phosphate mining are reconcilable and considerable progress toward their maximum and multiple use of land and mineral resources can be resolved through farsighted planning based on factual data.

The flotation performance of Florida phosphate rock was evaluated in terms of the mixing behavior of reagents and particulates during anionic conditioning of phosphate slurries. The various conditioning variables that influence mixing, namely, solids loading, agitation speed and conditioning time, were investigated to determine their effect on reagent coating of the particles. The phosphate recovery was used to monitor the conditioning efficiency. The mixing characteristics of the phosphate feed were evaluated in terms of the ratio of the mixing power (P) to the minimum power (Pm) required to keep the slurry in suspension. It was found that mixing conditions govern the conditioning time required to obtain a high recovery. Reagentization was slower at lower P/Pm ratios. At higher P/Pm ratios, the flotation recovery was optimized, and the agitation speed was found to have no significant effect. Optimum mixing conditions were obtained for a74 wt% slurry at an agitation speed of 450 rpm (47 radians/sec). Under these optimum mixing conditions, the collector dosage required for an improved recovery was lower and the conditioning time was shorter.

INTRODUCTION R&D activities are needed, at a minimum, for a company's competitive survival followed in importance by the growth and diversification of the company. For most industrial companies, however, R&D is the business area that has been the most difficult relative to confident long-range financial commitments and effective control and relative to its value as a long-term investment. Investors look not only at the current profitability of the company but increasingly at the plans, actions, and quality of the personnel in position to improve the market position and profitability of an organization. "The strongest predictor of investment value is the degree of innovation of the 'company.' I believe this is true of both strategic planning and R&D activities." R&D is the lifeblood of a company's future. If this basic premise-R&D for survival and growth-is believed to be true, why is it necessary to "Sell R&D in your organization? My personal experience, in a number of organizations, is that R&D budget is perceived as a business element area that could be delayed or reduced to improve the bottom line during difficult business conditions. I believe the following quote speaks volumes about this subject-"There is only one thing I know for certain about research, and that is it costs money-lots of it." -Unnamed, Hard- headed Financial Executive. A business must make money and be profitable in order to maintain and create jobs, pay taxes, cover working capital and costs of goods sold, and most importantly, create value for its shareholders. The foremost element of selling R&D, therefore, is to consistently demonstrate the R&D group's contribution to the bottom line.

In the precious metal industry, activated carbon is used extensively for the recovery of gold and silver from cyanide solutions, particularly from slimy pulps and unclarified solutions. However, carbon can easily become fouled by inert particles in the pulp, thus decreasing the activity or gold loading of the carbon. This paper attempts to quantify the distribution of fine inert particles in activated carbon. Furthermore, a possible mechanism for the intrusion of fines will be postulated. Precipitated silica and ground silica sand were used to simulate pulp conditions and their loadings on activated carbon were determined by ashing. The kinetics of intrusion of fines into the pores of carbon were relatively fast, and were dependent on the concentration in the pulp. Results indicated that particle size of the solids and zeta potential of the fines influenced the loading of inert species on carbon. Scanning electron microscopy and secondary ion mass spectrometry showed a decrease in solids concentration to the centre of the carbon particle.

Health risk underlies all of today's environmental regulations. Mine Manager's are no strangers to risk, but risk in the context of mine management is not the same as risk in the context of environmental regulation. One of the risks facing the mine manager is whether the mining operations meet environmental compliance standards. These standards are defined in terms of the frequency of occurrence of adverse health effects in an exposed population (i.e., health risk). Demonstration of compliance necessarily involves mathematical modelling and selection of values for input variables. What is not immediately apparent is that the method of estimating the human health risk has a significant influence on remedy selection and the amount of money spent at suspected contaminated sites. Using a hypothetical, mining-related example, this paper illustrates the disassociation between the current deterministic approach to health risk assessment and cost-effective decision making. This paper also illustrates how the probabilistic approach to health risk assessment provides a more realistic characterization of health risk and enables mine managers to identify cost-effective remedial strategies for the site.

"Temporary mechanical ventilation is one of the fundamental requirements in guaranteeing a healthy atmosphere in underground construction works in order to protect the health of persons working on the site. It is therefore essential to conceive a system which meets the requirements of the whole of the worksite and for all phases of work which takes into account all aspects pertaining to its design, dimensioning, justification, installation, maintenance and validation. In doing so, the ventilation design and the selected apparatus to be installed shall meet with the degree of health protection and the quality of air of the worksite as defined by the legislation in force in France, through limiting the concentration of the different pollutants associated with the site activities. Consequently, when presenting a mechanical ventilation project, all of the participating parties and especially the contractor make a commitment to guarantee sufficient volumes (or airflow rates) of fresh (non-polluted and oxygenated) air and extracted (polluted) air in order to meet these limitations and maintain them in all conceivable site configurations. This article sets out the most important aspects of the implementation of a ventilation project from the initial design stage through to its application, discussing French legislation, ventilation principles, calculations and techniques with regards to underground construction sites. BASICS OF VENTILATION Mechanical ventilation studies are concerned with all of the site workstations and work phases which are sources of pollution and apply to all zones of the underground worksite with the goal of maintaining the concentration or composition of this pollution below the permitted levels and comply with the following three basic principles which are complementary to one another without being in contradiction. •,The first principle consists in eliminating or limiting as much as possible the emission of any polluting, irritant, or dangerous substances, by specifying appropriate construction techniques and equipment (use of electric motors, combustion engine equipment: filters, tanks, catalyzers, use of less polluting explosives, damping down dust with water or wetting products, damping down and diluting certain gases using water mists). •,The second principle is designed to capture residual polluting substances emitted close to the source in order to prevent them from spreading into the worksite atmosphere (extraction ventilation with ducting up to the source – upstream of the extractor fan – and use of downstream filters before expelling the polluted air to the exterior). •,The third principle involves accompanying the capture of the pollutants with additional blowing ventilation specific treatment of substances dissipated by and distant from the source of pollution (acceleration of the drift air flow in order to confine dust and better capture it, supply ventilation with ducting in order to dilute the gases emitted and discharge them to the exterior)."

The purpose of this work was to investigate the feasibility of using column flotation as a floc separation technique. In this study, the ultrafine coal (minus 25 microns) slurries were cleaned by using the Integration of column flotation with selective flocculation. It was found that using column flotation as a floc separation technique during the "cleaning" stage, achieved much better results than that either using column flotation as a rougher separation technique for coal flocs, or using It directly to recover the ultrafine coal from the slurries without adding selective flocculant. Thus, the ultrafine coal slurries were first separated by selective flocculation process to reject a certain amount of the dispersed ultrafine ash minerals, and to aggregate the ultrafine coal particles as flocs. Thus, the entrainment of ultrafine ash minerals Into the coal floc-froth concentrate during flotation could be considerably reduced. Subsequently, the coal flocs were further "cleaned" by column flotation. The experimental results Indicated that this approach was technically feasible and particularly suitable for a slurry containing a large amount of ultrafine particles. The effect of flotation time, and collector dosage on column flotation of coal flocs were also Investigated and reported In this article.

The objective is to develop a short-range mining plan which satisfies management and operating criteria and also "dovetails" with the long-range mining plan. In the past years, this objective was accomplished entirely by manual methods. Today, the computer is used to assist the engineer with this task. The results provided by these programs usually are incomplete and require further manual manipulation. The advantage of using the computer programs is that the program can be used to evaluate alternative plans on a first-cut basis minimizing the manual work. Subsequently, the most promising alternatives can be analyzed in more detail, commencing with the first-cut results. In this specific case history, one technique for using computer programs to assist with short-range mine planning will be discussed. Some of the basic operating and management criteria considered directly and indirectly are as follows: (1) operating criteria which include minimum and maximum shovel cut size, equipment performance, haulage roads, requirements for blending, and plant capacities; and (2) management criteria which consist of production requirements, cash flow requirements, return on investment, market demands, and availability of capital.

The dispersion characteristics of apatite and magnetite minerals have been assessed based on zeta-potential measurements, using various inorganic and organic reagents, namely sodium silicate, sodium tripolyphosphate, sodium hexametaphosphate and lignin sulphonate. These results highlight that apatite is dispersed to a greater extent vis-à-vis magnetite. Further, the dispersion efficiency of the phosphate reagents is better than that of sodium silicate or lignin sulphonate, for both apatite and magnetite. Batch flotation tests on a high phosphate magnetite ore from Kiruna indicate that higher apatite recovery with minimum phosphorous loss to the magnetite fraction can be achieved using sodium silicate as a dispersant. Although comparable dephosphorization can be attained with lignin sulphonate dispersant, the recovery of magnetite in the non-float fraction is lower, possibly due to the adverse synergistic effect of this organic reagent with the Atrac collector, resulting in the flotation of magnetite. The high intensity conditioning of pulp for up to 30 min resulted in better apatite flotation with <0.015% phosphorous in the magnetite product.

The Bureau of Mines used sulfur hexafluoride (SF6) tracer gas to evaluate the effectiveness of gob ventilation and/or sealing practices at three coal mines, each having different problems associated with their mined-out areas. The purpose of these ventilation studies was to better understand whether current techniques employed for ventilation or sealing are successful at minimizing the potential for gob fires and explosions. The work performed at each mine is discussed: One is a longwall operation that uses ventilation to carry off hazardous gases, and two are room-and-pillar operations, each with far different concerns, that seal off the gobs to isolate them from the main mine ventilation. In all cases, employment of the Bureau&apos;s SF6 tracer gas technique resulted in answers to questions raised by the mine operators concerning the effectiveness of their gob ventilation or sealing practices in preventing mine fires.

The ability to accurately predict the sound field is essential for the estimation of probable worker noise exposure. For this reason, the U.S. Bureau of Mines is researching computer- based analytical techniques specifically geared to calculate the spatial variation of sound pressure levels within common mining environments. Initial modelling efforts describing the user interface, the simulation of energy acoustics, and the graphical representation of sound pressure levels are presented in this paper.

The Colorado Geological Survey completed an inventory of environmental degradation associated with abandoned and inactive mines on National Forest System lands in Colorado. In the course of the inventory, areas with naturally occurring acid rock drainage were also noted. Approximately 18,000 abandoned mine- related features were inventoried, including about 900 features that are considered significant enough environmental problems to warrant further investigation. Water quality data, such as pH and conductivity were gathered at all features where water was present, such as draining adits, seepage at the toe of dumps and tailings, and standing water in shafts. Samples were taken where field tests indicated low pH andlor high conductivity, including several areas with naturally occurring acid rock drainage. Samples were analyzed for dissolved and total metals, and for selected anions. All mine locations and data collected by the field geologists were entered on field forms and, subsequently, into a computer database and GIS format. With the information provided by the inventory, the Forest Service, in cooperation with other agencies, has been able to prioritize abandoned mines for reclamation. In most cases, cleanup is approached on a watershed basis. Mines in priority watersheds have been selected for reclamation first. Watersheds where studies prerequisite to cleanup are occurring include the upper Anirnas River, Willow Creek (tributary to the upper Rio Grande), Chalk Creek (tributary to the upper Arkansas River), the Uncompahgre River, and the Alamosa River. During the inventory, evidence of naturally occurring water quality degradation was found in areas where little or no evidence of mining activity exists. These areas include the upper Alamosa River, the Middle Fork of Mineral Creek, Peekaboo Gulch, and Handcart Gulch. Water from these natural sources has been found to significantly exceed Colorado water quality standards for several metals.

Controlled-blasting experiments in small development drifts were conducted at CANMET&apos;s Experimental Mine in 1992 and 1993. The objective of these experiments was to develop suitable controlled-blasting techniques for small development headings that are drilled by jackleg with 32-mm-diam holes. The experimentation was also aimed at providing insight into blast-damage mechanisms. Particular attention was given to the physical-mechanical properties of the rock and the rock-mass structural data. The drift faces were approximately 2.4 by 2.4 m (7.9 x 7.9 ft) in size with 36 to 43 holes drilled to a depth of 2.4 m (7.9 ft). Cartridged water gels, emulsions and semigelatin dynamite were used in the cuts and as primers, ANFO was used as the main explosive and decoupled 19-mm (0.75 in.) diam semigelatin dynamite charges were used in the perimeter holes. Smooth-blasting techniques and presplitting were tested in the underground mine. All of the blasts were monitored with a multichannel blast-vibration monitor, to which was attached sets of high frequency geophones and accelerometers. These experiments demonstrated the efficiency of controlled-blasting techniques for the reduction of blast damage and also demonstrated the need to improve the safety and efficiency of using explosives.

Equations for Power Draw, Capacity, and Work Input for predicting the performance of industrial grinding mills are derived based on torque measurements obtained in a laboratory instrumented mill. These derivations are based on mechanical principles and on the first order kinetics of the grinding process. Rittinger&apos;s, Kick&apos;s and Bond&apos;s laws express Work Input as Work Index, W;, times a Particle Size Function. These laws are only particular cases of more general expressions having the Particle Size Function raised to an exponent, the Work Exponent We. Case studies illustrate the excellent prediction of the W;-We models, compared to the three mentioned laws.

The throughput and energy efficiency of comminution circuits is reduced when ore characteristics change, causing bottlenecks in some portions of the circuit while leaving excess capacity in others. The results of analysis of three years of daily grinding circuit operating data for a full-scale plant has shown that the location of bottle-necks in the circuit will change depending on the nature of the feed ore. The circuit tends to be limited by the primary mill capacity when the ore hardness increases, and limited by the secondary mill capacity with softer ores. Two methods are considered for shifting load in the circuit to relieve bottlenecks by taking advantage of excess capacity in other parts of the circuit: 1) Addition of supplemental comminution operations, such as high-pressure grinding rolls, to process specific size fractions that are not handled efficiently by the primary mill; and 2) Use of screens to shift grinding load upstream from the secondary mills back to the primary mills. In the case of the plant examined in this study, it was found that 58% of the time there was sufficient excess capacity in the primary mills that the throughput of the circuit could have been increased by using screens to shift the grinding load from the secondary mills to the primary mills.

Since the Surface Mining Control and Reclamation Act (SMCRA) was passed in 1977, coal mine reclamation has been restricted from utilizing bluff-1ike features in permanent reclamation. This restriction is based on those provisions of SMCRA which require the elimination of all highwalls. In 1987, the Wyoming Mi ni ng Association began an effort to acquire the ability for coal mines to utilize bluffs in permanent reclamation for the purpose of enhancing the post-mining land use. The regulatory reform approach being uti1ized includes formation of a work group with members from industry, government, agriculture, and environmental organizations to prepare a proposal. Advantages of this approach are discussed.

The primary criteria used by the mining industry to judge the merit of a project is internal rate of return (IRR) rather than net present value (NPV), although NPV is favored by academicians. This paper discusses the problems of IRR and NPV and compares the multigoal nature of the decision¬makers and their need for informa¬tion having the characteristics of NPV and IRR. The conclusions reached are that both NPV and IRR can be used for investment ranking, that NPV suffers the same multiple root problem as does IRR, and the use of conventional incremental IRR to reach NPV¬consistent project ranking is mis¬leading.
