Most of us realize that our nation's roadways are under ever-increasing stresses, from higher traffic counts to increased tire pressures and their resulting loads. At a time when the interstate system as originally envisioned is completed, and the National Highway System is being drawn to replace it, it is appropriate that we examine design and construction methods for the next century. The stone industry shares a common desire to produce high quality, cost-effective roadways that perform over time. The superior sub-grade and road base structure provides for the superior roadway. Since I am neither an engineer nor a contractor, I will not attempt to suggest design or construction methods. What I can do is share my company's experience in supplying road base materials by using a historical perspective in Virginia and some trends in the market that we have observed. Road building and related non-building construction are still far and away our largest markets as an industry. If we can help to improve the end product of our biggest customers, we add value to our own product. Indeed, in a time of budget constraints and competing demands for government dollars, we must show value over the life of a pavement structure to ensure their long-term funding.

As mining fronts converge in sill pillar extraction, the mine seismic hazard can be significantly altered and large seismic events have been known to occur. This study used common seismological tools to analyze the extraction of highly stressed sills from two deep Canadian mines with the objective of characterizing the rock mass failure process and relation to large seismic events. The approach treated a sill pillar as a mine-scale failure process, meaning the temporal and spatial analysis scales needed to exist on a similar scale to a significant part of the mine. The temporal analysis scale overlapped with the entire mining sequence, included several years of data to establish long term change in the characteristics of rock mass failure. The spatial analysis scale included the rock mass surrounding a large part of the convergent mining sequence. To accommodate the large spatial and temporal scales, the highest magnitude 2% of events in the dataset were analyzed. Similar results were shown for sill pillars in both mines. Changes in event location, time, magnitude, energy index and apparent volume were similar to expected behavior of rock failure. Indications of strain hardening and strain softening were observed in the sills. The hardening period was characterized by a high rate of small events, high energy index and low apparent volume, giving an indication of high stress and low rock yield. The softening phase was characterized by a decrease in the rate of small events concurrent with an increase in the rate of large events, low energy index and high apparent volume, indicative of release of stress and increase in deformation. Large magnitude seismicity was strongly related to the softening phase, with several Nuttli magnitude 3.0+ events occurring shortly after the transition from hardening to softening failure regimes. Sill failure was indicated by consistently low EI and low levels of seismicity and seismic hazard in the sill pillar.

This paper discusses the process utilized by the City of Portland Oregon’s Bureau of Environmental Services (BES) to procure and compensate Impregilo-SA Healy (I/H)for the West Side Willamette River Combined Sewer Over?ow (CSO) Project. The contract method is a three-phase process consisting of qualifications based contractor procurement, pre-construction phase design assistance/construction planning, and facility construction where the contractor is compensated on a cost reimbursable-fixed fee basis. The paper focuses on pre-construction phase lessons learned from the development of the contract general conditions, establishment of a construction budget and cost control program, incorporation of contractor recommended design changes, and development of a subcontractor procurement program for construction.

"When boring a tunnel, homogeneous hard rock is the exception rather than the rule. While contractors can set goals such as meters per month and performance incentives, it is also prudent to plan for difficult ground. A properly designed tunnel boring machine (TBM) can tackle fault zones, water inflows, squeezing ground, or whatever the risk may be. The alternative is not a good one: modifying the machine in the tunnel after bad ground is encountered. Not only does this result in increased downtime, but it also needlessly exposes the crew to the tunnel conditions. In the worst case scenario, the entire operation grinds to a halt.However, an accurate GBR cannot always be obtained, particularly for mountainous, high cover tunnels in remote locations. And even with a thorough GBR, unforeseen geological events can occur. What can be done in these situations? Difficult Ground Solutions (DGS) is ground investigation system with a suite of options that can be added to a shielded hard rock machine or dual-mode, Crossover machine to better enable advance when conditions are unknown or difficult conditions are anticipated.DGS consists of a set of integrated features tailored to a specific project’s geology. The main components of the system allow for ground investigation ahead of the TBM, increased monitoring and methods to keep a machine shield from becoming stuck.In fault zones and squeezing groundIf fault zones or squeezing ground are known or suspected, or if there is even a possibility of encountering them, this can greatly affect the TBM operation. Shielded machines protect the crew from the surrounding rock, and they can bore and line a tunnel efficiently, but in fault zones and converging material their shields can be their downfall. Avoiding a stuck machine is paramount to project success. DGS employs several features to avoid the problem of a machine becoming stuck. The first of these is multi-speed cutterhead drives. These drives effectively give the machine multiple modes of operation—high speed, low torque for hard rock, and low speed, high torque for difficult ground. Designing a machine with high-torque, continuous boring capabilities allows that machine’s cutterhead to restart with break-out torque in difficult ground. The net effect is that the machine can keep boring in the event of a face collapse and can bore through fault zones and running ground where the potential for cutterhead jamming exists. Going one step further, multi-speed gearboxes give the machine the ideal earth pressure balance- (EPB-) type torque if larger sections of soft ground are anticipated.Secondly, TBMs can get through squeezing ground and faults using Continuous Shield Advance. This design utilizes a stepped shield configuration — where each successive shield is slightly smaller in diameter — to avoid becoming stuck in converging ground. External shield lubrication is an added insurance against becoming stuck, using a series of radial ports that can pump Bentonite into the annular space to act as a lubricant in squeezing material.As a last effort, if a machine has already become stuck the TBM can utilize augmented, or “super” thrust. Additional thrust jacks can be added to supply an extra boost in a short stroke, generating enough force to break loose a trapped shield."

Many of you are familiar with the Washington Metro Project. However, inasmuch as some may not be, and others may want to refresh their memories regarding certain facets of the project, I will cite a few summary details about the rail transit system we are constructing. That summary will also give each of us a common point for departure as I develop the principal thoughts that I want to leave with you. The Washington Metropolitan Area Transit Authority (WMATA) is an interstate agency established by Compact between the District of Columbia, Maryland and Virginia and approved by the United States Congress. Currently, the Authority has approval to build and operate a 101-mile (162.5 km) regional rapid rail transit system as shown on Appendix A. Of that total, 38 miles (61.2 km) will be in D. C., 32 miles (51.5 km) in Maryland and 30 miles (48.3 km) in Virginia. (Mileage figures, because of rounding error, do not add to 101 miles.) Referring again to the 101-mile total, 48 miles (77.2 km) will be underground, 42 miles (67.6 km) on the surface and 10 miles (16.1 km) on aerial structures. Of the 48 miles (77.2 km) that are underground, 15 miles (24.1 km) are rock tunnel, 14 miles (22.5 km) are earth tunnel, 0.5 miles (0.8 km) 9.s sunken tube and 19 miles (30.6 inn) are cut-and-cover construction. The system will include 86 stations, with 51 of them underground. Referring again to the full 86 stations, 43 will be in D. C., 23 in Maryland and 20 in Virginia. We currently have 37 miles (59.5 km) of line and 41 stations in operations as shown on Appendix B. Two rare evaporite minerals, nahcolite (NaHC03) and trona (Na2C03?NaHC03?2H20), are both widely used in the production of sodium carbonate (Na2CO3) The largest natural carbonate deposits (trona) are in Wyoming, USA, the second largest deposits are in Turkey, in a lacustrine basin (Beypazari) where nahcolite and trona are located within the Miocene Hirka Formation. The Hirka Formation is mainly composed of bituminous shale, claystone, marlstone, tuffltuffite, and dolomitic limestones. Although numerous trona beds are interbedded within the above mentioned sedimentary units, there are only two beds of trona that are of economic interest. The lower part of the lower trona bed is rich in double carbonates such as pirrsonite (NA2C03? CaC03?2H20) and gaylussite (Na2C03?CaC03?5H20), indicating a change in Ca/Na ratio in the solutions which are responsible for the formation of soda occurrences. In contrast, the upper part of the upper trona bed is rich in nahcolite. This minerological pattern has been found in every drill- hole in the basin. While both trona beds average up to 10 m (33 ft) thick, the average thickness of nahcolite is approximately 0.5 m (1.6 ft). Also, thin section studies show that many fibrous and lath-like trona crystals contain small radial nahcolite crystals; all of them are euhedral and equi-dimensional. Geochemical studies of major, minor, and trace element contents also support this coexistence. Macroscopic and microscopic observations reveal that the nahcolites principally were formed as a result of an incongruent dissolution process of trona. In conclusion, the presence of nahcolite in the Beypazari basin is due to the dissolution process of trona, particularly during the last stage of evaporation, as a result of fresh water entering the basin. During that time, an increase in the HC03/ C03 ratio resulted in nahcolite-trona phase transitions.

Because of the nature of the breakage in the Barmac vertical spindle impactor, the 80% reduction ratio is very small, so that when the energy efficiency is calculated by Bond's method, it appears to be very low. However, the product size distribution contains a high proportion of fines. It is argued that the production of these fines accounts for the high energy consumption, and Bond's method is modified to account for this, by considering the crusher to be, effectively, a number of smaller crushers in parallel, each having a different reduction ratio.

The leaching behavior of copper powders recovered from waste printed circuit boards (WPCBs) was investigated using electrogenerated chlorine and aeration in a sulfuric acid solution with added NaCl and CuSO4. Various parameters were studied to understand the mechanism of the copper leaching. When the current density increased from 0 to 0.1 A/cm2, the temperature from 30 to 60° C, agitation speed from 100 to 400 rpm, and the size ranged from below 75 to 150 µm, the leaching ratios of copper powders increased. The leaching kinetics were analyzed using a shrinking core model: 1-(1-X)1/3 = kt, and the leaching process was chemically controlled with an activation energy of 14.7 kJ/mol due to Cl- ion catalysis. The ratios of [Cu+]/[Cu2+] at various temperatures (30, 40, 50, 60 and 70° C) showed a periodic variation with the increasing of the leaching time. The redox potentials of the leaching solution and copper leaching ratios in different conditions were measured. The result indicates that dissolved oxygen achieved the dissolution of coppers and electrogenerated chlorine can promote the dissolution of copper powders and improve the reaction rate of kinetics in the presence of oxygen.

"Gold rush" is usually associated the western United States - California, Nevada, and Colorado. The southeast section of the nation is known more for its rice, textiles, tobacco, indigo, and cotton. This area, though, is where it all began with gold in this country. The United States' first gold rush, in fact, is said to have started with the discovery of a 7.7-kg (17-1b) nugget in the Piedmont section of the Carolinas in 1799, some 50 years before the rush to California. The Carolina gold rush continued intermittently through 1942 when the Federal Government shut down all gold operations. Strong gold prices throughout the early part of this decade and new extractive technologies spurred a small resurgence of gold operations in South Carolina. Mind you, this is not Nevada with its flood of geologists and mining companies. Nor are there any 7.7 kg (17 lb) nuggets being discovered. But Ridgeway Mining Co., a joint venture between Kennecott Corp. and Galactic Resources, has set about mining 51 Mt (56 million st) of low-grade ore containing an estimated 43.5 t (1.4 million oz) of recoverable gold. The open pit, carbon-in-leach operation is located near the town of Ridgeway in South Carolina, about 32 km (20 miles) north of Columbia. Carolina gold North and east of Ridgeway, Piedmont Mining Co. operates the historic Haile gold mine near Kershaw, SC. And Brewer Mining Co. operates the nearby Brewer deposit. Between 1829 and 1942, South Carolina gold mines produced 10 t (318,800 oz) of gold. It all began in 1799 when Conrad Reed, son of a German immigrant farmer, found the 7.7 kg (17 lb) nugget in Little Meadow Creek, NC. His father thought the rock was worthless and used it as a doorstop, so the story goes. It took nearly three years before Conrad's father decided his doorstop was indeed gold. Gold was later discovered in the Greenville district of South Carolina. And, in 1828, Benjamin Haile discovered gold in a stream that ran through his property in Lancaster County, SC. Haile's mine became South Carolina's most famous and most productive gold mine, producing more than 7.8 t (250,000 oz). At first, miners worked the stream beds of Haile's property. Later, lode deposits were discovered on slopes alongside the creeks. They would lease 4.6 ml (50 sq ft) lots and mine as deep as 7.6 m (25 ft). During the Civil War, the Confeder-

As the first wave of precious metal heap leach closures and reclamation projects occur, a number of companies are being hit with costly surprises. While this paper refers specifically to U.S precious metal projects, it could be conceptually directed at copper leach operations and acid rock drainage (ARD) problems on an international basis. ARD is Mother Nature's version of heap leaching, only with different products and timing. Although many precious metal deposits tend to be small in comparison with some base metals systems (porphyry copper deposits), adjacent or nearby discoveries have extended the operating lives of numerous precious metal mines. Now, depleted reserves, several years of relatively depressed precious metals prices and some properties with technical difficulties have resulted in numerous mine closures. As a result, our industry is getting a diverse and comprehensive initial look at mine closure and final reclamation. The situation has been further complicated by the evolutionary trend in regulations and their enforcement and increasing public and political awareness of all environmental issues. Concurrent (proactive) vs. deferred (reactive) reclamation and a realistic early appraisal of ultimate reclamation and closure requirements, not just regulatory compliance, need to be a part of project design. The U.S. and Canada are the current fertile testing grounds and have set the design, regulation and closure standards for the next wave of operations in Latin America, the CIS (?), etc.

With some exceptions, minerals may be acquired on the unappropriated public lands by one of three methods: (1) mining claim location under the General Mining Law of 1872; (2) mineral lease under the Mineral Leasing Act of 1920; and (3) sale contract under the Mineral Materials Act of 1947. Leasable minerals such as oil, gas, coal and phosphate are specifically designated as leasable in the Mineral Leasing Act so the method of acquisition is clear. As a general rule, metallic minerals are acquired by mining claim location. However the nonmetallic minerals, most of which are industrial minerals or gemstones, present a more difficult problem. These minerals are acquired either by mining claim or a sale contract depending on their chemical composition, physical properties and the use to which they are put. The Act of July 23, 1955 (30 U.S.C. 61 1) provided that uncommon varieties of sand, stone, gravel, pumice, pumicite or cinders are locatable; whereas, common varieties of such minerals may only be acquired by a contract of sale. The widespread location of mining claims to appropriate such deposits has caused many land management problems. Federal court and Interior decisions offer the most useful guidelines in determining the most appropriate method of acquisition.

Application of shallow, seismic reflection to problems associated with mineral exploration, mine planning, abandoned-mine detection and environmental evaluation has been successful in many geologic settings. The increased dynamic range of recording equipment and the decreased cost of processing hardware and software have made shallow, seismic reflection a cost-effective means of imaging geologic targets significant to mining operations. Seismic data possess sufficient resolution in many areas to detect faulting with displacement of less than 3 m (10 ft) in coal seams as thin as 2 m (6.5 ft) at depths of 200 m (655 ft). Subsurface voids associated with abandoned mines at depths of less than 20 m (65 ft) can he detected and mapped. Seismic reflection has been successful mapping disturbed subsurface associated with dissolution mining of salt. Complex geologic features associated with deposition of various hydrothermal minerals have been mapped with high-resolution seismic reflection at depths from 80 m (260 ft) to more than 300 m (985 ft). Faults in sulfur-hearing cap rock over salt domes have been accurately located, allowing improved efficiency of the dissolution mining process. Shallow, high-resolution seismic reflection has the potential to enhance the economics and safety of mine operations.

The contribution of the various outby sources to the contamination of the panel intake air has been the subject of a relatively small number of studies. In this paper, after a brief review of past studies, results from recent experiments on rates of contamination of intake air by outby dust sources are presented. Present study indicates that each outby source by itself may not be a major contributor. The loading point in the continuous miner section did not appear to be of major concern from contamination point of view. Belt entry including transfer point contributes significantly to the intake air dust level, though reentrainment was not a major source of dust. In longwall panels, the stageloader-crusher was the most dominant source. The panel-to-main belt transfer point was not a major source. Taken collectively, the contribution of all outby sources can be significant. In one longwall section, at the beginning of the longwall face, the contribution of all the outby sources and the headgate cut-out operation was observed to be about 80% of the permissible exposure limit (2 mg/m3). In modem high production longwalls, the application of effective dust control measures to reduce the dust generated from the outby sources is essential to achieve compliance with the dust standards.

A physical model has been developed to simulate the flows and mixing of gases in the waste of a longwall retreat coalface. The model is used in conjunction with computational modelling, and the distributions of permeability and gas emission in the model waste follow those in computer simulations (Pokryszka et al 1996). The physical model represents at 1170th scale a 200 m long, 3 m high coalface with a waste extending up to 280 m to the face start line. The model is tilted to the same seam slopes as the real face, e.g. 22° ascensional ventilation along the face and 7" slope to the dip. The purpose is to investigate the flow of three components: ventilation seepage flow through the waste; methane; and nitrogen injected to quell spontaneous combustion. A heavier-than-air surrogate gas (SF,) is used in place of methane, and therefore the model is inverted so that gas layers form along the 'roof". The main forces driving the flows in the waste (pressure gradients due to ventilation and the density difference of gas layers) are kept in proportion by appropriate scaling of the permeability. Calibration and validation used data from a coalface at a mine in the Lorraine coalfield. The model is now in operational use.

INTRODUCTION The rock mechanics study of the shortwall mining system at Beth-Elkhorn corporation's Hendrix No. 22 Mine is being conducted under contract with the U.S. Bureau of Mines. The objective of the study is to obtain data on surface subsidence over a portion of the mined area, strata subsidence in the mined area, and underground stress changes and displacements in and near natural support elements of the mining system. This study is currently in progress, and only a portion of the results are being presented at this time. The Hendrix No. 22 Mine is located in the moderately rough mountainous terrain of Letcher County in eastern Kentucky. The nearest mine workings to the shortwall area are approximately 1,900 feet distant. The depth of cover over the mined shortwall area varies from 770 feet at Panel 1 to 170 feet at Panel 5 (Figure 1). The strata in the shortwall area is summarized in the three core logs shown in Figure 2. Hole no. 2 is located in approximately the center of the mined shortwall area (Panel 3, Line C, Figure 1). The coal seam in the shortwall area is approximately 4 feet thick and horizontal, although one major ‘roll’ intersects all panels.

The 150 MWe circulating fluidized bed (CFB) power plant described in this paper is the product of recent Bechtel experience in the industrial power and steam market, where the economic feasibility of fluidized bed projects has been proven. The inherent ability of CFB boilers to burn low grade fuels makes it possible to also burn low ranking coals or coal wastes, including anthracite culm, coal mine rejects, and coal wash plant waste slurry. The impact of fuel characteristics on plant design is addressed. This includes solids handling, steam generation, sulfur capture, and auxiliary load requirements.

The recent recession has severely impacted the performance and results of virtually all of our natural resource companies. The depressing climate continues to linger and recovery maybe sometime away. Problems remain for resource companies in the steel and petroleum industries as well as the mining business. In February, at the AIME Annual Meeting in New York, an All-Institute session presented a variety of views on the situation. A. T. Yu, chairman of ORBA Corp., Mountain Lakes, NJ, organized presentations by top management personnel of four natural resource companies. This well attended session heard management strategems for the present and views for the future. A compilation and synthesis of these presentations, gathered by Dr. Yu, are presented here for ME readers. Leading off will be William A. Griffith, president and chief executive officer of Hecla Mining Co., Wallace, ID. Other speakers presented here include Wilfred P. Schmoe, executive vice president of Du Pont Co., Wilmington, DE; Frank W. Luerssen, chairman and chief executive officer of Inland Steel Co., Chicago, IL; and Adam H. Zimmerman, president and chief operating officer of Noranda Mines Ltd., Toronto, Ontario. First, then Griffith's remarks. Introduction The key to successfully managing a natural resource company in austere times is good management in good times. In other words, position the company during prosperous times to survive the times when the well dries up. Although we know how to manage properly, for various reasons we sometimes do not do it. We forget the lessons of history. We allow ourselves to be carried away by our egos. We fail to position our companies properly in good times. As a result, in bad times we find ourselves in deep trouble. We need constant reeducation in the things we already know. In the natural resource industries, proper positioning in good times involves becoming a low-cost producer, retaining the flexibility to pull in our horns, developing a lean and effective organization, and maintaining a healthy balance sheet. Nothing improves the chance of survival during austere times as much as being able to produce at a lower cost than your competitors. In our business, that means having low-cost mines - low cost because the ore bodies are high grade or favorably located, and because they are efficiently operated. It also means recognizing the competition. The key numbers are the cost to produce an ounce of silver or gold. Nothing else really counts. And our competition is every other precious metal mine in the world. Flexibility is important when one gets stuck with a high-cost operation, often because things do not work out as we expect. It is important to be able to shut down an operation quickly and easily, without high holding costs, and without disrupting the corporate organization. A lean and mean, effective organization of competent people is vital during bad times. A company will not have that if it is not developed and maintained during good times. A total transportation system providing for delivery of finished products to customers and raw materials to the plant is one of the key elements contributing to Dravo Lime Co.'s success. Dravo Lime operates one of the largest noncaptive lime and limestone plants in the US at Maysville, KY, where products produced can cost as much to deliver as they do to manufacture, depending on the product itself, its destination, and mode of transportation. With delivery costs comprising a significant portion of total costs for its products, Dravo Lime has made total transportation services an integral part of its business strategy. Prices for most products produced at Maysville are quoted f.o.b. destination. In short, Dravo Lime's Distribution Department relies on the approach that says to customers: "Leave the delivery to us." The 0.9-Mt/a (1-million stpy) Maysville facility, located about 121 km (75 miles) east of Cincinnati, OH, on the Ohio River, primarily produces sulfur-absorbing Thiosorbic lime used by coal-fired electric utilities as a scrubber reagent to remove SO2 from stack gases. The product is currently supplied to eight power plants in the Ohio River valley region which extends through portions of Kentucky, Indiana, Ohio, West Virginia, and Pennsylvania. The plant ships approximately 907 kt (1 million st) of lime and a comparable amount of limestone fines each year. In addition, it arranges for delivery of about 181 kt (200,000 st) of coal to the plant. Lime is transported by covered hopper barges, covered rail cars, covered dump trucks, and pneumatic trucks. It is transferred from barges to storage silos and trucks at a terminal on the Ohio River near Marietta, OH. At another terminal near Aliquippa, PA, lime is transferred from barges to silos, trucks, and rail cars. Future plans call for rail-truck transfer terminals. To produce lime from limestone at the Maysville plant, about 181 kt (200,000 st) of coal is burned annually in three coal-fired kilns. In transporting this coal from the mine to Maysville, Dravo takes maximum advantage of opportunities for reloading carriers with limestone for outbound backhaul movement. Coal, shipped from southeastern Kentucky mines in rail cars, is transferred to barges at a river terminal in West Virginia. After it is unloaded at Maysville, the barges are cleaned with a front-end loader and then reloaded with limestone. Limestone also is backhauled in connection with truck deliveries of coal. The economics of using backhaul shipments has permitted Dravo to enter into markets in which Maysville limestone otherwise would not be competitive. The company plans to backhaul limestone in empty open hopper cars in the future. As part of its ongoing assessment of the distribution system that supports the Maysville operation, Dravo Lime recognizes that a new environment has developed between shippers and carriers because of regulatory changes in the railroad and trucking industries. Although dry bulk shipments by barge to and from Maysville have always been unregulated, other forms of transportation have not. With railroads and motor carriers now approaching varying degrees of deregulation, contracts and agreements are replacing tariffs, and rate negotiations are becoming a daily activity. The flotation of quartz, feldspar and alumina was studied as a function of pH when using N-alkyldiamines as collectors. The lengths of alkyl chains of diamines were 8, 9, 10, and 12 carbon atoms. It was found that shorter hydrocarbon chain length of alkyldiamines has stronger tendency to float quartz while the feldspar responded poorly to flotation with these collectors at high pH values. The effect of addition of nonionic surfactant of Brij type, when using dodecadiamine as collector, was investigated. Flotation studies in the absence and in the presence of sodium dodecylsulfonate were carried out. These studies have indicated that sodium dodecylsulfonate, in the concentration studied, functions as strong depressant for feldspar.
