Carbon-in-Leach (CIL) is conventionally used in gold processing operations when preg robbing components are present in the ore. CIL process is becoming attractive even in other situations when preg robbing is not a factor. This paper discusses the situations in which the CIL circuit can be applied. The results of Leach/CIP and CIL circuits at Newmont's Mill No.2, 4 and 5 are presented for comparison. Newmont's Mill No. 4 was initially designed for a throughput of 4500 tons per day. The mill is presently operating at an average throughput of 7300 tons per day without significant changes to the original design. The design considerations of the Mill No.4 CIL circuit are discussed.

The Turquoise Ridge gold deposit is located near the Getchell Mine, 72 km (42 miles) northeast of Winnemucca, Nevada. The deposit is owned by First Miss Gold Inc. The host rocks consist of Ordovician and Cambrian age shales and limestones. They have been crosscut by the northeast-trending Turquoise Ridge shear zone and northwest-trending shear zones. Gold mineralization occurs at depths from 427 m (1 400 ft.) to 671 m (2 200 ft.), along the intersection of these structures. Large tonnage, flat-lying deposits occur where folded, favorable beds are intersected by the faults. The carbonate within the beds has been replaced with silica, pyrite and arsenic sulfides.

This paper discusses the subject of "Improving Contracting Methods" from the owners point of view, particularly the public. An overview is given of the work of the U.S. National Committee on Tunneling Technology and some apparent results of the implementation of these recommendations or lack thereof. Selected recommendations that are not being implemented are discussed as to the the desirability and the possible impact of their implementation. Impediments to acceptance of the recommendations are identified and solutions proposed. The difference in the flexibility, attitudes and approaches of owners, public, quasi-public and private, toward improving contracting methods are discussed. Particular emphasis is given to the fact that the onus to improve is on the owner because they usually develop the contractual language or at least have the final decision on its content and are or should be an equal party to the contract during its administration.

The Guasare Coal Project is located a short distance from Lake Maracaibo, in the Northwestern region of Venezuela. In 1987, Carbones del Guasare, a joint venture comprised of Carbozulia, ACC Venezuela, a subsidiary of ARCO, and AGIPCoal of ENI Group, Italy, was formed to develop the Guasare coal reserves for world markets. Drilling with the Venezuelan state of Zulia has indicated a coal resource of over 6 billion metric tons. Further exploration has delineated the Guasare deposit as an area particularly suited for cost-effective surface mining. The calculated mineable reserves of this area (300 million metric tons) and the coal quality characteristics are based on extensive core drilling programs.

In-pit crushing and conveying of waste has been utilized in the mining industry for over 30 years. In recent years, innovations in crushing, conveying, and particularly waste and leach stacking technology have sparked a renewed interest in continuous haulage systems for large-scale open pit applications. A review of the advantages/disadvantages and operating techniques of crushers, feeders, conveyors, and stacking systems currently available is made. The paper examines some operations that are currently using large scale continuous haulage systems. Finally, a case study is presented that evaluates the application of a continuous waste haulage system in a large open pit mine in the Western United States, The case study includes a economic comparison with the existing truck haulage system.

In 1936 a young Dutch geologist discovered an exposed ore mountain in the remote, mountainous province of Irian Jaya, Indonesia. This was the beginning of one of the most overwhelming challenges ever faced in obtaining mineral resources from the earth. The challenge was to traverse mangrove swamps and reach deep into the almost impenetrable jungles of the Jayawijaya Mountains which have an elevation of 4900 meters (16,000 ft.). The target was an almost inaccessible mountain of copper ore.

"INTRODUCTION Foam, unless intentionally created, in any industrial process presents operational problems, or at a minimum, is a nuisance. Some foam problems are unique to a given industry and others are common across many industries. A few problems foam presents to any particular industry are: (a) Poor Housekeeping, (b) Environmental impact, (c) Safety Hazards, (d) Slower Production Rates and, (e) Reduced quality of the end product. Defoamers address these issues. Sadly, the assumption in most industries is all defoamers are alike. In reality, a lot of chemistry is involved in the manufacture of even the simplest defoamer sold today and rarely are any two defoamers “just alike”. Today’s defoamers can include polymer chemistry, fatty esters, alkoxylated alcohols, silicone chemistry, silicone surfactants, ethoxylated and propoxylated block polymers, and a tremendous amount of emulsion chemistry just to name a few. This paper will discuss the various types of defoamers, defoaming mechanisms, the advantages and disadvantages of defoamer selections, and how to choose the proper defoamer for your application. Before a discussion of defoamer can be brought about, foam generation and composition must be discussed. WHAT IS FOAM? Foam is a colloidal suspension of a gas dispersed in a liquid. Most often foam consists of air dispersed in water. If a stream of air is introduced into a liquid, the bubbles produced assume a spherical shape. As the density of the bubble is less than the liquid the bubble rises. When the individual bubbles reach and pass through a surfactant free liquid they collapse. Air from the bubble dissipates and the liquid previously surrounding the bubble flows back.It should be noted a pure liquid will not foam. In the case of air dispersed in water a surfactant is necessary to make the water support a stable foam. A surfactant is a term used to describe a surface active agent; a compound with a hydrophilic end and a hydrophobic end on the same molecule."

The successful integration of overburden casting techniques into the mine production cycle can be an extremely cost effective use of explosives. The entire mining cycle revolves around the cast blasting and to be successful requires a great deal of planning and cooperation. Several operations of Cyprus Coal Company in the Appalachian coal fields have successfully integrated blast casting into their mine plan. This paper will detail the parameters and necessary controls to integrate an overburden casting program into a surface coal operation.

When operations begin early next year at the $100-million Port Kembla coal loading facility in New South Wales, Australia, a sophisticated computer system, directed by two of Hewlett-Packard's HP1000 mini-computers, will perform a number of functions ranging from monitoring and reporting arrivals and departures to maintaining a library of events for up to one year. The three-processor HP1000 system configuration, valued at $215,000, is one of the largest single orders, in terms of dollar value, ever submitted in Australia for Hewlett-Packard's line of engineering and manufacturing minicomputers. The processors will be linked in a fully "backed-up'' configuration using Hewlett-Packard's fourth generation distributed networking system, DS/1000-IV, making the system one of the most sophisticated in Australia. Interfaced to a number of weightometers and programmable logic controllers (PLCs), the computers will be the heart of a coal inventory system for the facility which, in its first phase, will be capable of handling more than 13.5 Mt/a of coal. The computers will report on all plant functions, including conveyor belt and water spray operations. Specifically, the system will: • Monitor and report all coal movements related to road and rail deliveries, dispatches from ship loaders, and interstockpile transfers. •Maintain a ''running log" of all events pertaining to overall plant operations, such as conveyor starts and stops and anti-pollution spray activation. • Accept and maintain plant data entered manually or acquired automatically from various remote locations via either visual display units (VDUs) or PLCs. • Maintain complete historical records of all transactions and related plant events for up to one year. • Provide a facility for stockpile management, modeling-type programs, and training or other simulation activity. The facility was designed with the following characteristics in mind, based on an analysis of requirements for an automated coal loading operation that would optimize productivity and be flexible to change and grow with facility needs and changing technology: • Continuous Operations-Due to the need for continuous plant logging and control, the overall facility will be capable of uninterrupted, 24¬hour operation. • Handling Current and Projected Workloads-The facility will be capable of not only handling current workloads, but also any additional workloads required during future coal loading operations. • Expansion-The facility will be capable of expansion, for a minimum cost, at any time with minimum disruption in operations. • Single Source of Supply and Maintenance-The facility will be supplied and maintained by one supplier, through hardware and software maintenance support contracts. System Configuration Two HP1000 minicomputers, each with 500K bytes of main memory, will be front-ended by a pre-processor with 256K bytes of main memory. These three systems, active, backup, and front-end, will be interconnected into a triangular array, as shown in the accompanying diagram. Under normal conditions, the front-end will transmit plant status data to one of the main systems, whose primary function will be to monitor coal flow and maintain a relevant dialogue with operators. The front-end, therefore, handles all communication with the plant PLCs, effectively removing this overhead from the current plant monitor (either of the two main systems). The front-end pre-processes and post-processes all information flowing from the plant monitor to the PLCs and vice versa, thus effectively handling all communication between the two units. A second main system will handle reporting, administrative, and modeling functions, and will also be capable of performing both front-end and monitoring operations. Linking all

In a recent speech in Pittsburgh, Dr. George Keyworth, the President's Science Advisor, made a statement which I believe deserves our very careful consideration. Dr. Keyworth said that there is no energy crisis. The crisis, he explained, is simply that people refuse to accept the solution. The solution which Dr. Keyworth has in mind is increased utilization of our abundant supplies of solid fuels and, in particular, uranium. I share his view concerning the solution to our energy needs. The use of uranium fuel is a safe, clean, and dependable means to generate our electric power. It is time that we addressed the real energy crisis: the refusal to accept the nuclear solution. The reason for the refusal is not difficult to find. It is nihilistic thinking about risk. Under this thinking, we assume the worst possible case and act accordingly, simply because we cannot prove to a total certainty that nuclear energy is perfectly safe. If this absolutist approach were generally applied throughout our society, there is no doubt all of us would soon be sitting around our campfires fearfully holding the wild animals at bay with our trusty spears. Today I am here to enlist your support in reversing the regulatory trend that threatens the very extistence of the nuclear power industry. As distinguished scientists, engineers and businessmen, you can use your influence to help bring rational regulation to the industry. Our industry supports strong safety and environmental protection programs. We understand the need for and do not object to reasonable regulation. Many anti-pollution measures can be practical to implement, cost effective and highly successful in minimizing environmental impacts. However, it is a fact of life that in the field of health and safety regulation, the law of diminishing returns operates with a vengeance. Absolute or near-absolute safety is impossible and any attempt to achieve it is intolerably costly. Fixation on absolute safety is particularly acute in the regulation of the nuclear power industry. Government Agencies, overly anxious to allay the irrational fears of those opposed to nuclear power, are literally regulating the industry to death - exactly the result sought by the anti-nuclear groups. Dr. Robert L. DuPont wrote in a recent issue of [Business Week]: "The nuclear power industry has been virtually stopped in the U.S. [because of fear]. This is true despite the fact that for more than 20 years the commercial nuclear industry has operated under unprecedented public health scrutiny and that to date there have been no radiation-related injuries, let alone deaths, suffered by any member of the public."1 I believe a useful way to convey the nature of the problem faced by the nuclear industry is to review an example of [unreasonable] regulation. While the example relates to our domestic industry, I am certain there are similar situations in other countries. For the example I will use the Nuclear Regulatory Commission's recently issued regulations governing the stabilization of uranium mill tailings.2 These regulations, known as the Uranium Mill Licensing Requirements, specify, among other things, that radon emanation from uranium mill tailings be limited to no more than 2 pCi/m2-sec. First, one must understand that this standard will have virtually no impact on the total amount of radon to which the public is exposed. Radon emitted from even completely unstabilized tailings piles is a tiny fraction--much less than 1%--of the amount of radon released from natural soils in the United States.3 In fact, it is far outweighed by natural variations in the background flux. For example, changes in the level of the Great Salt Lake in recent years have had [eight times] as much effect on the amount of radon released into the Salt Lake City regional air than the annual release from the Vitro Mill tailings pile located in that city.4 Nevertheless, NRC claims that the standard is required to protect the public. The Commission admits, however, that there are no studies which establish that exposure to radon at the low levels associated with uranium mill tailings will result in any adverse health effects.5 In the absence of actual evidence, the Commission assumes that some such effects will occur on the basis of the linear, non-threshold model.6 Employing this model, NRC calculates that the maximum hypothetical risk for the average member of the population is only about 1 in 70,000,000 from the radon that would be emitted from [three times] the number of mills now in existence, even if the tailings produced through the year 2000 are left unstabilized.7 NRC has elsewhere explained that this level of risk would be equivalent to the risk posed by "a few puffs on a cigarette, a few sips of wine, driving the family car about 6 blocks, flying about 2 miles, canoeing for 3 seconds, or being a man age 60 for 11 seconds." This level of risk is [de minimis] in comparison to other risks commonly and readily incurred in our society.9 Moreover, even this remote risk is overstated. A group of prominent health physicists, including experts from the Department of Energy, The Environmental Protection Agency, Britain, Canada and Germany recently published a study indicating that the risk to the public per unit exposure to radon can be no greater than one-third that suggested by the Commission, and [may in fact be zero].l0 Regulators routinely rationalize the need for their regulations. For example, NRC attempts to justify the radon flux standard because it is necessary to reduce the risk to someone who builds a house on top of a tailings pile. The Fort Lawton Parallel Tunnel was built in 1990 - 1991 by Morrison Knudsen Corporation (MK) as an integral part of Seattle METRO's planned expansion of the Westpoint Treatment Plant. The project included a concrete lined 2542 m (8,340 ft) long tunnel bored in sands and clays under the presence of methane gas and over 27.4 m (90 ft) of ground water table. The tunnel roughly paral¬lels an existing and still operating 3.65 m (12 ft) diameter tunnel originally completed in 1909. The parallel tunnel was constructed using a Lovat 4.72 m (15 ft-6 in) earth pressure balanced TBM with ribs and timber lagging as primary support. The tunnel alignment crossed under as much as 91.4 m (300 ft) of overburden as well as twin mainline railway tracks; terminating in a shaft adja¬cent to the Seattle ship canal. The project was completed in June, 1991 after a final "wet-tap" tie-in to the existing brick-lined sewer; over five months ahead of the contract schedule. This paper will describe the construction methods, job site conditions and difficulties encoun¬tered on this very challenging and successful project.

Contract 75-124-211 extends along the Chicago River from Roosevelt Road on the south to Ogden Avenue on the north. In addition a branch tunnel runs east from approximately mid-project ending near Lake Michigan. The contract was bid on December 14, 1977 with three joint-ventures submitting bids. Of these the joint venture of J.F. Shea Co., Inc. Walnut, California, (Sponsor), Peter Kiewit Sons' Co., Omaha, Nebraska and Shea Company and Associates, Walnut, California was low with a bid of $101,976,680.00. The MSD awarded the job to the Joint-Venture on January 5, 1978 with a scheduled completion date of January 23, 1983. The project consists of the following major items of work: (1.) A 25'-0" minimum diameter Construction Shaft, 220 feet deep (2.) 13,726 Linear Feet of 30'-0" Concrete lined Tunnel in rock (3.) 6,648 Linear Feet of 13'-0" Concrete lined Tunnel in rock (4.) Seventeen concrete lined Drop Shafts varying in finished diameter from 4'-0" to 12'-0", and each approximately 250 feet deep with chambers and connections to the tunnels varying from 100 to 1300 feet in length.

A pilot plant study was conducted to evaluate the performance of column flotation in the recovery of gold from the gold/tellurides bearing sulphide ore of the Kensington deposit (Echo Bay Mines and Coeur d'Alene Mines), and to compare the performance of column flotation to conventional "mechanically agitated" flotation, Tests were conducted in a 150 mm diameter, 60 liter glass column with ground flotation feed split from a concurrently operating conventional pilot plant, thus permitting direct comparison between the two processes. During the test program, the effects of wash water rate, gas holdup, froth depth, residence time and flow bias were examined in detail. The bulk metallurgical ore sample had an average "as tested" feed grade of about 5 git gold and 1 % sulphur, with the gold occurring primarily as inclusions of montbrayite (Au2Te3) in pyrite, with minor amounts of native gold. Conventional flotation using 60 minutes residence time across four roughing stages recovered about 97% of the gold into concentrates grading about 50 g/t Au. A single stage of column flotation roughing using 25 minutes residence time matched the conventional circuit recovery of97%, but produced grades of +150 git Au.

During the past decade many U.S. industries have realized the importance of a total loss control program; the bituminous coal mining industry is no exception to this trend. Oftentimes, we realize that the circumstances surrounding a "near miss" (an incident which does not result in personal injury or property damage) are practically identical to those associated with a fatality, disabling injury, or major property damage. And, many organizations suffer enormous financial losses in cases where no one is injured or property damaged but costly delays in production result. Detailed analyses of both injury and non-injury cases can provide valuable input into those engineering, behavioral, and management controls that are necessary to prevent their recurrence. The purpose of this paper is to describe a comprehensive loss control surveillance system (LCSS) that will enhance management control in preventing personnel, property, and production losses, thereby, maximizing profit. The next section describes the components of this LCSS. Then, we present one practical example of how this valuable management tool can be used to minimize loss through safety and training programs.

Stabilization of slopes on abandoned mine land (AML) invariably involves some channelization to control surface drainage. Typically, these channels are lined with riprap or gabions, depending on gradient and expected flow rate. The conventional treatments pose a problem since they require frequent maintenance and replacement at times. Soil bioengineering presents an alternative to the conventional measures. In soil bioengineering, living woody plant material forms the main structural component in systems designed to prevent shallow mass slope failures, surface erosion, and channel bank erosion. An experimental application of soil bioengineering techniques was designed and implemented at an AML site in eastern Kentucky. The design consisted of live fascines and live stakes using willow branches installed with coir geotextile. Channel gradient, length, and cross-section were considered in the design.

Zeolites are crystalline, hydrated aluminosilicates of the alkali and alkaline-earth metals. Their crystalline framework is based on a three dimensional network of SiO4 tetrahedra with all four oxygens shared by adjacent tetrahedra. The alkali and alkaline-earth cations are loosely bound within this framework structure and may be exchanged, to varying degrees, with other cations or molecular water. Most zeolites can be reversibly dehydrated. At present, close to 40 natural zeolite minerals have been identified and over 100 zeolites have been synthesized. Zeolites are a family of hydrous aluminosilicate minerals whose physical properties provide unique features for a wide variety of practical applications. Zeolites have been known for more than 200 years, but it was not until the middle of this century that their economic potential and widespread occurrence in sedimentary rocks were known. Since 1950, literally thousands of articles and patents have appeared in technical literature, and commercial pro¬duction of natural zeolites may now exceed 1 Mt worldwide an¬nually. In the past 40 years, the zeolite mineral group has changed from that of a museum curiosity to one of an established industrial mineral commodity. According to Breck (1974), zeolites are characterized by the following properties: 1) High degree of hydration, 2) Low density and large void volume when dehydrated, 3) Stability of the crystal structure of many zeolites when dehydrated, 4) Cation exchange properties, 5) Uniform molecular-sized channels in the dehydrated crys¬tals, 6) Ability to adsorb gases and vapors, 7) Catalytic properties. All zeolites are molecular sieves, but not all molecular sieves are zeolites. Activated carbon, activated clays, alumina powder, and silica gels are also molecular sieves. Molecular sieves are materials that can selectively adsorb molecules on the basis of their size, shape, or electrical charge (Clifton, 1987). Commercial application of zeolites is based on the following physical properties: molecular sieving, ion exchange, adsorption, and catalysis. Potential commercial utilization includes hundreds of possible applications. The principal uses at this time, however, are as fol¬lows: -Ammonium-ion removal in waste stream treatment, sewage treat¬ment, pet litter, and aquaculture, -Odor control, -Heavy metal ion removal from nuclear, mine and industrial wastes, -Agricultural use, such as soil conditioner and animal feed supplement. An estimated 800 kt to 1 Mt of natural zeolites were produced and consumed worldwide in 1991. Eight small operators reported collective production and consumption of an estimated 18 kt of natural zeolites in the United States during 1991, mostly for feed additives and for odor control, aquacultural, agricultural, catalytic, and ion exchange applications (Eyde, 1992).

This chapter on the role of minerals in developing economies is oriented toward economic policy issues. The discussion and analysis cut across the technical, economic, legal, and policy fields. The goal of this chapter is to pro- vide relevant background information important to individuals involved with the minerals sector in developing countries. Where possible, trends are shown to provide a basis for understanding the evolving role of minerals in developing economies. This chapter is divided into the following five sections: (1) characteristics of developing countries (which presents selected statistical comparisons); (2) government objectives in developing countries; (3) government policy formulation in developing countries; (4) determinants of future trends, and (5) a summary of the chapter's major points combined with the authors' view. CHARACTERISTICS OF DEVELOPING COUNTRIES There are 155 nations in the world categorized as "developing countries." In total these nations represent about one third of the value of the world's mineral production, three quarters of the world's population, and over half of the world's land surface area. The group of so-called developing countries is quite diverse and there are exceptions to almost any general observation about the group as a whole. Most definitions of the term "developing country" are based on levels of per capita income. However, if per capita income is the sole criterion used in categorization, then several oil-exporting countries would jump from the category of developing country to the category of developed country.a Obviously, this results in a poor fit with respect to other measures. In general, the majority of developing countries can be characterized by relatively low per capita income, high population growth rates, high levels of unemployment, low levels of education, short average life ex- pectancies, income distribution skewed toward the highest 20% of the population, and a large share of exports represented by primary commodities. b For the purposes of this chapter a slightly modified version of the widely used World Bank system of classification (shown in Table 1.2.1) is used. As summarized in Table 1.2.1, developing countries are divided into three main groups based on estimated gross national product (GNP) per capita. It should be noted that the high- income, oil-exporting countries have characteristics of both developing and industrialized countries; however they are included for most statistical comparisons within the group of developing countries. Prolonged subzero climatic conditions impose some unique engineering problems for the developer and operator of open-pit mines in the Far North. The remoteness of the job site and the extremely cold, long, dark winters severely tax both man and machine in the quest for the Arctic's rich mineral wealth. Undoubtedly the singular most troublesome problem for the engineer is Permafrost which underlies about 201o of the land area of the world and about 85% of the state of Alaska. Permafrost has its impact on building construction and mine excavation, while posing a more pervasive threat to the-delicate ecologic balance within the Arctic wilderness. Yet the difficulties associated with mining up North may not be as overwhelming as has been previously supposed. For example, the lowest temperature recorded at Point Barrow is -560F, whereas Montana has recorded -69.7° F.. There are no specially designed machines for mining and construction in the Arctic, and efficient equipment utilization is maintained through proper operation and servicing techniques. However, neither equipment or people can be assumed to function normally at -40°F. Special techniques in drilling, blasting, and ripping are being used to yield economically competitive ores. Overall, a fundamental understanding of the nature of Permafrost will allow the engineer to deal expeditiously with an Arctic mining venture and at the same time to deal fairly with Arctic environment.

The wear behaviors of grinding media with different chemical compositions and microstructures in wet grinding of a quartz-pyrrhotite mixture was investigated under various environments. The marked ball wear tests showed that the wear rate could be minimized by a suitable combination of martensite and ferrite within the same ball. A ball composed solely of hard martensite exhibited increased wear under an oxygen environment, while balls composed of both soft ferrite together with hard martensite exhibited decreased wear due presumably to the difference in their passivation? behaviors. The galvanic interactions between the two phases as well as among these phases and an electroactive mineral were investigated through electrochemical measurements under abrasive conditions in a slurry. The rates of formation of passive films controlled the corrosion currents of the high chromium steel media. Corrosive wear and its effect on flotation are discussed using the passivation kinetics model thereby developed.
