INTRODUCTION Use of air-cooling or refrigeration equipment in underground mines is needed when conventional ventila¬tion techniques do not maintain acceptable environ¬mental temperatures in working areas. Because refrig¬eration can be very expensive, it should be implemented only after all possible and practical steps have been taken to eliminate or reduce heat sources in the mine. As an example, to prevent the main ventilation fans from contributing heat to mine air, they should be located in the air return and not in the air intake. It is particularly important to prevent any direct contact between hot water and ventilation air, especially in mines which encounter large flows of hot fissure water. Any water hotter than the prevailing wet-bulb temperature of the ambient air must be removed by pipes located as close as possible to the water source. This hot water must not be allowed free contact with the incoming ventilation air at any time during the water's passage out of the mine. Although insulation of the pipes carrying the hot water is seldom necessary, direct contact between the air and the water must be prevented so the warm water cannot evaporate. REVIEW OF COOLING PRACTICES Spot Coolers vs. Centralized Refrigeration To eliminate a few specific hot places in an otherwise cool mine, it is possible to use devices known as "spot coolers." A typical spot cooler that uses chilled water is shown in Fig. 1. These devices consist of self-contained refrigeration units that are often mounted on rail cars for haulage to hot spots. The cooling capacities of such spot coolers usually are limited to about 100 kW or 30 "refrigeration tons." A refrigeration ton represents a cooling rate that produces 1.0 st of ice in 24 hr; that is a cooling rate of 3.517 kW (200 Btu per min). Typically, the electric-power consumption to drive the compressor motor of the refrigeration plant in mines is 1.0 kW per refrigeration ton, corresponding to a coefficient of per¬formance of about 3.5. The principal difference between spot coolers and centralized refrigeration plants is the method of re¬jecting heat from the refrigeration system. Centralized refrigeration plants always discharge heat into the reject or return airflow of the mine; often that is the primary influence in selecting the location for the underground refrigeration plant. Heat from spot coolers usually is rejected into drain water or into air that is not flowing to the location requiring the cooling. As a result, spot coolers remove heat from troublesome hot spots in the mine, injecting that heat-plus the electrical energy used by the cooling unit itself-into other working areas where the ambient conditions are cooler. In effect, this is "robbing Peter to pay Paul." In deep, extensive mines, spot coolers usually pro¬vide only temporary and, over the long term, expensive solutions to localized cooling problems. Centralized re¬frigeration plants are preferred for such mines, with cooling distributed throughout the mine as required. Fig. 2 illustrates a typical underground centralized re¬frigeration plant. Centralized plants lend themselves to improved maintenance at reduced costs while offering the economy of size. Refrigeration plants of larger unit sizes have considerably lower initial costs than smaller unit sizes. The remainder of this chapter is devoted to large refrigeration plants, with no further consideration of spot coolers. Cost of Refrigeration Total Cost: The total cost of refrigeration amounts to about $200/kW of cooling per year (1981 US $). This total cost breaks down into approximately three equal parts: 1) Financial charges, which include the interest and amortization on the capital cost of the initial installation, and the cost of necessary underground excavations. 2) Operating and maintenance costs which include the cost of the electric power to drive the refrigeration plant's compressors. 3) Distribution costs which include costs for pump¬ing, insulated piping, and air-to-water heat exchangers. The local cost of electric power, the number of operating months per year, and the method of refrigera¬tion distribution all contribute to the actual costs in¬curred in a given application. However, the variations usually are limited to no more than ±30% of the $200/ kW per year total cost figure. Cost Per Ton: Refrigeration cost per ton of mineral production can be calculated if the annual production tonnage from the refrigerated section of the mine is known. In most cases, this cost will be less than $1 .00/t. However, in deep mines with high rock temperatures, such as those found in South Africa, the total cost of refrigeration can increase to several dollars per ton of broken rock. Imported products and materials have been in the news over the last several years in a wide variety of industries. Certainly the mining and industrial minerals industry has not been exempt from this. Cement imports have received considerable attention in the press and a number of written articles. We are also seeing imported aggregates particularly along the gulf coast and east coast of the United states. We are now hearing increasing talk of bringing high brightness calcium carbonate from offshore sources into the U.s. domestic markets. This paper takes a look at the location of these sources, factors affecting their acceptance by U.S. industry and presents a general cost comparison of offshore and domestic calcium carbonate. In addition, the market response of U.S. suppliers and the impact of imports is also discussed.

Mining was the first economic activity carried out in Cuba, by the colonial conquerous, i.e. gold extraction from rivers and use of asphalt to calk their ships; however, due to different historic reasons only a limited development took place in this field during the colonial domination. During the republican period beginning early in this century, other interests lead to a larger scale exploitation of some known deposits. From the beginning of the century up to the triumph of the Revolution in 1959, not less than the following figures were extracted of some Cuban minerals: Refractory Chromium 3,300,000t Manganese 7,650,000 t Copper 9,000,000 t Iron 22,000,000 t Nickel 150,000 t (Ni oxide and sulphide These productions were practically directed to cover the demands of the U.S., industry and some-times these Cuban ores were almost the sole suppliers of the market.

"This article describes, through the presentation of five cases-history, technological advances that the Authors together with Tunneling Contractors devised for coping with adverse geotechnical conditions. It is believed that by introducing these new elements in a method that has proven its value in Italy and abroad for the last 40 years, the umbrella arch method, due to its versatility and simplicity, can become a universal method for conventional tunneling in very poor ground conditions. After a description of common faults and mistakes in applying the method, 5 projects are presented which demonstrate that self-drilling pipes give excellent results in terms of performance a zero volume loss, while, function of the ground conditions the various grouting mixtures used, such as expansive jet-injected cement-base grouts and bi-component resins, extend the use of the umbrella-arch in variety of grounds even in presence of water-bearing lenses. The case-histories provide successful applications in different conditions.BASIC FEATURES OF UMBRELLA ARCH METHODThe umbrella arch method provides a short support of the tunnel vault just ahead of the excavation face. The method foresees the drilling and installation of peripheral, sub-horizontal steel pipes in the ground, followed by their grouting. The umbrella arch method is also known as forepoling, steel pipe umbrella, reinforced protective umbrella or simply “umbrella”. The umbrella arch method does not have a static function because the immediate stabilization of tunnel section is entrusted to the internal shell of steel ribs and shotcrete. The “umbrella” provides a pre-support of the excavation which has to be stable for an adequate length and duration permitting the installation of the next steel rib and shotcrete under conditions of safety (Figure 1).The umbrella-arch provides pre-reinforcement of poor ground around the tunnel perimeter in a simple and flexible manner that is adaptable to different ground conditions. In fact, it is possible to vary the number and length of pipes, the distance between them, their diameter and thickness as well as the overlapping length of two succeeding umbrella arches. The versatility of the umbrella arch technique allows its application to: clay deposits, granular alluvial deposits, moraine and debris materials even when containing large blocks, heavily jointed, foliated and tectonically disturbed rock masses."

Good afternoon, fellow members of the international mining community. I appreciate the opportunity to participate in this special three-day, international gathering, and to join with you in honoring one of my very good friends, Doug Fuerstenau. It couldn't be more fitting to have this kind of event to mark Doug's 60th birthday. You know, in addition to his faculty position at the University of California in Berkeley, Doug is a member of the Board of Directors of our Homestake Mining Company. So it is a double pleasure for me to help pay tribute to one of the outstanding academicians of the mining industry as well as a man with whom I work closely in running Homestake. I have been asked to talk about "The Future of Precious Metals," but I will concentrate my remarks on gold. Since the theme of this Symposium is "Challenges in Mineral Processing," what I'm going to talk about is a challenge that relates especially to a major problem faced by those of us who process ores to recover gold. I noted that in the Scope of this Symposium, it stated: "the mineral industry is currently facing many challenges to improve the economics, operating efficiencies and environmental concerns of the mineral processing system." I couldn't agree more with that statement. I think that a need exists for us to address this situation as it involves gold. And who better to consider this than the worldwide leaders of mineral processing research here assembled. I start with the premise that we need a new method for cyanide use or a chemical to replace sodium cyanide entirely. In the case of using cyanide differently, I see a continuing difficulty in getting general public acceptance regardless of how

While surety capacity for the mining industry continues to shrink, States are demanding greater financial certainty for closure/post closure obligations. To combat these demands, larger mining companies are pursuing a Mining Surety Reinsurance Program that requires a significant up front capital contribution. This paper outlines an alter-native program for middle market mining organizations. The program utilizes a “Blended Finite Risk” environmental insurance solution with surety acting as the “front” in states where insurance is not an acceptable form of collateral. Marsh proposes creating separate programs for each State requiring surety. The reason for separate programs stems from each states’ different surety rules. Insurance companies typically require at least $5 million in future value remediation liabilities for finite risk programs. Since most middle market mining companies have obligations that fall below this threshold, the Blended Finite Risk Program contemplates combining several companies closure/post closure liabilities to accomplish the minimum amount required by the insurance company. Why use a Blended Finite Risk Program? One of the primary benefits is the financial assurance that funds will be available for planned remediation. For example, the financial assurance may be required by a government agency. The certainty may help facilitate a merger or acquisition. Additionally, the funds may be part of a CER-CLA PRP settlement. In all cases, the insurer providing coverage would be a secure independent 3rd party. A Blended Finite Risk Program also provides a long-term solution – up to 30 years and in some select cases longer. The benefit to a state or the BLM is the removal of financial uncertainty. An insurance company writing the policy would have an AA or AAA balance sheet. The hardening of surety markets coupled with the tightening of financial assurance requirements in many states have necessitated the posting of 100% collateral. This program substantially reduces these collateral requirements.

By an order of the Executive Council of the Provincial Government dated January 18, 1979, a Royal Commission was established under the Public Inquiries Act to: 1) Examine the adequacy of existing Federal and Provincial requirements for the protection of the health and safety of workers associated with exploration, mining and milling of uranium in B.C. and for the protection of the environment and of the public. 2) Receive public input on these matters. 3) Make recommendations for setting and maintaining standards for worker and public safety and for the protection of the environment as a result of the exploration for the mining and milling of uranium ores. At that time,and at the present time in British Columbia, no uranium mines were, or are, in operation. Exploration at a number of sites was under way and one deposit, the Blizzard deposit, with estimated reserves of 1.92 million tonnes containing approximately 4.74 million kilograms of U308 was at an advanced stage of exploration. With our Terms of Reference, and because of the diverse geology of the western Cordillera which could potentially host a broad variety of uranium, deposit types, the Commission was faced with the task of considering environmental and health protection necessary for the potential development of [any] kind of uranium mineralogy situated in [any] of the environments found in British Columbia. Over the past 17 months since that time, much has transpired, culminating in the February 27, 1980 Provincial Government announcement of a seven year moratorium on exploration, mining and processing of uranium coupled with the termination of our Inquiry before completion of the hearings. The Government sebsequently modified its decision to terminate the Commission completely, deciding instead to stop the hearing but allow time for the Commission to gather in the work that had been initiated

Much criticism has been levelled at bacterial oxidation over the quantities of air required for successful operation. Examination of the oxidation reactions and the assumptions concerning oxygen transfer made in the literature (1) indicate that the aeration requirements can be much less than those beirig suggested. Observations made on a large scale pilot test have confirmed reasonable aeration levels in extended site operation over a six month period. These aeration levels have implications for the engineering design and the power needed for aeration and agitation. Thus, these parameters effect both capital and operating costs as well as influencing the complexity of the design and normal operation. A number of companies have developed bacterial oxidation cultures intended for commercial ·expl oi tat.ion ( 2, 3, 4). Most of these cultures have been based on Thiobacillus and operate at temperatures between 30°c and 40°c. This temperature range limits their application in hotter regions unless means for both heating and cooling are provided in the design. Thiobacil!us cultures are also reported as not able to oxidize arsenic (III), which may limit the application of these cultures to successfully treat arsenopyritic ores and concentrates (5). BacTech (Australia) Pty Ltd has developed a culture which operates at temperatures above 4o0 c and which has been tested in a large site based continuous pilot plant at up to 55°c over a six month period. The culture showed resistance to high levels of soluble arsenic, allowing the arsenic to be retained in solution for control led precipitation and disposal. Data for. the arsenic precipitates indicated that these waste solids were relatively stable and, under the correct circumstances, were suitable for disposal into tailings dams without causing environmental problems.

The engineering profession has traditionally devoted its efforts to understanding and modifying the Earth's environment in order to adapt it to man's needs. In appraising our overall performance, I would have to say it has been a mixed bag. In many areas, notably communications taken in the broadest sense, and development of creature comforts, we have done a good job. In others, we have failed, particularly in our assessment of the effect of our work on the environment. Our failures have been due in part to a lack of understanding or foresight, and in part to a disproportionate emphasis on lowest first cost. Now, with an increasingly large number of people living in a finite environment, there is an urgent need for reassessment. It is no longer possible to pursue a single objective without regard to its side effects. Our projects are too large, and there are too many of them. Environmental impacts must be taken into account in all important engineering decisions of the future. There are forces at work which will help to bring this about. Thinking people everywhere have realized that adverse alteration of our environment eventually affects every one of us. The majority of our citizens, who now live in cities, are beginning to appreciate the advantages of a good natural environment in a way which others who have been closer to the soil have appreciated for years. Our people have flocked to the cities because they wanted to be "where the action is." At the same time, there is a strong desire for what we have come to call the quality of life. Today, we all want the standard creature comforts. We want to be able to move freely

1. TRENDS OF DEVELOPMENT IN THE MECHANICAL DRIVING OF UNDERGROUND EXCAVATIONS IN THE GERMAN COAL MINING INDUSTRY The demand for higher advance in underground excavations led, in the past ten years, to the development and application of various mechanical methods in the coal mining industry of the Federal Republic of Germany. Hence, a modern mine cannot operate anymore without tunneling machines for the driving of horizontal and inclined roads and shaft boring machines for the sinking of shafts. In future, boring operations will assume a high positional value in the mining industry, as the development of cutters has kept pace with the development of machines. In the past ten years, about 40 km of roadways have been bored by tunneling machines in the German coal mining industry, further 140 km will be bored by 1990, part of which are already under contract. The idea was tempting to apply the technology of horizontal tunnel borers also to the sinking of vertical shafts. The underground contractors Deilmann-Haniel GmbH of Dortmund and Thyssen Schachtbau GmbH of Mülheim/Ruhr developed already in 1970, together with Wirth of Erkelenz, a shaft boring machine working without drill pipes, capable of sinking shafts following a pilot borehole, according to the downward reaming method (Fig. 1). In the meantime, two such shaft borers are operating in coal mines with diameters of 4.50 m to 6.50 m. Recently an order was placed for a third Wirth shaft borer for diameters up to 8.50 m. Since 1971 about 3.800 m of open or blind shafts have been sunk by the reaming process (Fig. 2).

The Arizona Legislature is currently in the process of considering mined land reclamation legislation in the 1994 legislative session. A bipartisan legislative study committee has drafted proposed mined land legislation. The committee has attempted to craft legislation that is appropriate for the unique conditions in Arizona. Existing Arizona and federal laws and regulations extensively regulate the environmental performance of mines in the state to protect public health, safety and the environment. The proposed mined land reclamation legislation does not replace or duplicate these statutory provisions relating to environmental protection. Instead, the purpose of the proposed legislation is to provide for the reclamation of land that is being mined and to fill the gap in existing laws by requiring the reclamation of land that currently is being mined or that has been mined since 1986 to provide for future land use. The legislation would require an operator to submit a reclamation plan describing the exploration operations, mining operations, post-mining land use and the proposed reclamation measures for review by a state agency. Financial assurance also would be required in an amount such that a third party could complete the approved reclamation measures. Arizona's mined land reclamation legislation would recognize Arizona's leading role in hard rock mining and emphasize the mining industry's economic importance to Arizona and the nation. Because mining operations necessarily require disturbing the surface of the earth to extract valuable minerals, reclamation requirements would be adapted to different conditions and would vary depending on site-specific conditions and on the commodity being mined. The current proposal does not identify the state agency that will administer the mined land reclamation program and approve reclamation plans, substantial changes to plans, and transfers of reclamation plans to other operators.

Most governments recognize that energy efficiency represents a partial solution to reducing global capital shortages and environmental crises that threaten to seriously impede economic growth. Much of the United States and many foreign countries are embracing the concept of Integrated Resource Planning (IRP) which incorporates Supply Side Management (SSM) and Demand Side Management (DSM). Since SSM comes at twice to three times the cost of DSM, it makes economic sense to employ the energy conservation techniques of DSM. This paper will explain these concepts and some of the incentives being put forward by governments and utilities to promote DSM.

Heap leaching of ore with cyanide is a common and economical means of extracting precious metals (gold and silver) from mined ore. The use of cyanide, and the heap leach process, can seriously impact the environment. In the worst case, catastrophic failure of containment structures can release toxic levels of cyanide into receiving bodies of water, resulting in toxicity to ecological communities and contamination of public water supplies. Furthermore, cyanide degradation products such as nitrates can also impact local streams, lakes, and aquifers. Even if cyanide can be removed, the crushed residual ore may generate acid solutions that can release toxic heavy metals into the environment. Pintail Systems, Inc. (Pintail) of Aurora, CO, in conjunction with technology partners Science Applications International Corporation (SAIC) and Fairmile Gold Corporation (Fairmile), have developed a microbially-based precious metal lixiviant that can be used as an alternative to cyanide. The microbial process, called BioLix, is Pintail's second-generation biotechnology product for the recovery of precious metals from ore. The BioLix process is based on the enzymatic induction of organic lixiviant compounds using proprietary inducing agents and microorganisms. The process operates at near neutral pH and ambient temperatures using non-pathogenic microorganisms and food-grade chemicals. Precious metal extraction is also enhanced through the employment of microorganisms that facilitate mineral-solution reactions such as surfactant generation (improved wettability), and oxidation of gangue minerals that expose mineral surfaces to leaching. In order to demonstrate the effectiveness of the BioLix process, results from laboratory bench-scale experiments and a column study are presented. In addition, new applications for this enabling technology are discussed and include re-leaching of spent ore heaps, in situ leaching, and cyanide replacement for heap leaching.

During the latter part of the twentieth century exploitation of mineral resources, and gold mining in particular, experienced a resurgence in Europe, with major mining houses and many junior companies involved in exploration and subsequent mine development. Gold projects in particular were actively encouraged and exploration programmes and permitting studies initiated in more than 15 countries, both within the European Union (EU) and the former eastern bloc. During the initial period, governments in many countries provided active support. Following a series of negative environmental mining incidents in the latter part of the century public opinion, often ill-informed, led to political pressure to withdraw governmental assistance. This in turn resulted in the revocation of exploration licenses, and ultimately to the failure to develop a number of potentially world-class mines within the region. Despite these setbacks, gold production in Europe continues, and is probably higher now than 20 years ago. The mining industry is currently coming to terms with both changing attitudes of governments, and the increase in scope and prescriptive nature of legislation. Recent experiences, particularly in Greece and Turkey, exemplify the problems faced by the industry in the region, which are causing major mining companies to reconsider future activities in Europe. The paper presents an overview of European gold mining and its environmental performance in the context of international practice, new legislation, and public perception of mining generally. The rationale of governments in withdrawing support for the industry is questioned, and the feasibility of achieving sustainability where there is no level playing field globally is reviewed. The question is posed to governments, regulators and mining companies alike as to whether there is a future, not only for gold mining, but for the minerals industry in general, within the EU.

The situation of Japanes coal mine is in the severe enviroment, because the policy on coal mining has changed. Every year one or two coal mines will be foced to close. To continue the production of coal, we have to reduce the cost of production. Therefore, the mining by longwall method which is more than 250m was attempted at Taiheiyou Coal Mine to reduce the cost and this mining method have had successful results. To get successful results by this mining method, the controlling and prediction of gas emission from the longwall panel will be most important things. In this paper, the comparison of the predicted gas emission from the mining panel based on the measured gas content by using new device with the observed results is described.

"At a distance of 10 years from the first application of the Nazzano Method, the widening under traffic of a tube of an existing motorway tunnel was realized near Ancona, along the A14 Motorway in Italy. This paper describes the works for the enlargement with conventional method of the second tube, very close to that already widened under traffic.This enlargement was realized very fast, taking into account the advantages of some interesting technological improvements of the Final Design proved in the first tube.INTRODUCTION TO THE WIDENING OF EXISTING MOTORWAY TUNNELSThe widening of a twin-bore motorway tunnel usually considers the double option of creating a third bore as an alternative or closure to traffic of one of the two bores with the resulting reduction in the level of service for users.On the contrary, the extension in situ of a road, motorway, railway or underground tunnel in the presence of traffic, made possible by an inspired idea of Prof. Pietro Lunardi, enables the level of service of the infrastructure to be maintained without the need to resort to alternative routes to create new permanent or temporary bores, not always feasible because of the lack of the necessary space.This construction technique, known as the ‘Nazzano Method’, is part of the technologies refined and offered by the ADECO-RS approach to tunnel design and construction (Lunardi P., 2008) which is increasingly used in the world, leading to the industrialisation of tunnelling (meaning respect for the times and costs set out during detailed design) both in conventional and mechanised (through TBM) excavations.The first true experimentation of the ‘Nazzano Method’ was carried out between 2004 and 2007 to enlarge the two-bore ‘Nazzano’ tunnel (Italy, Milan-Rome A1 motorway) in the presence of traffic, widening it to house from two to four lanes in each direction (Lunardi P. et al., 2007). Following the success achieved in this first application, the Nazzano Method was strengthened considering all the possible suggestions arising from the previous experience and then taken up to enlarge the north bore of the ‘Montedomini’ two-bore tunnel (Italy, Bologna-Taranto A14 motorway), in situ and the presence of traffic."

The activities of Outokumpu Oy in the mining industry span all branches from prospecting to the production of refined metals and the manufacture of semifinished products. Products include copper, zinc, mercury, cadmium, nickel, cobalt, sulfur, gold, silver, iron ore, stainless steel, selenium, ferrochromium, lead and chromium concentrates, as well as chromite foundry sand. In addition, the activities of Outokumpu Oy extend to development and production of instruments, planning of industrial projects and instrumentation as well as the manufacture of specialized machines for ore concentration. The company now operates ten mines, eight of which are underground and all of which are in sulfide deposits except one. The fully automated monitoring and control of underground mine ventilation at the Pyhasalmi mine are an important technological contribution to the industry. Development work on the ventilation control was started in 1969, and since May 1973 it has operated in a fully automated computer-controlled mode. The Pyhasalmi mine has been in production since 1962, having begun as an open-pit operation. Development of underground mining began in 1967. The present annual production is one million tons all from underground mining. The underground mine is equipped with a main shaft and an auxiliary shaft, and two raises for ventilation. There is also a rampway from the surface to a depth of 500 m. The main shaft is for ore hoisting and the auxiliary shaft is used for waste-rock hoisting and for downcast ventilation. One of the raises is for downcast ventilation and the other is for upcast ventilation. The mining methods employed at Pyhasalmi are sublevel stoping with backfill, sublevel caving, and sublevel shrinkage stoping. Copper and zinc concentrates are produced. The Pyhasalmi mine is highly mechanized with about 4000 installed diesel horsepower underground. The maximum capacity of fresh air is 150 m3/s.

Colonel George Armstrong Custer led the Seventh U.S. Cavalry Regiment., comprising 31 officers and 637 enlisted men, into the valley of the Little Big Horn River in southern Montana. His assigned mission was a reconnaissance-in- force to locate the Indians reported to be assemblying in that area. Custer was extremely successful in locating the Indians. Unfortunately he located more than 3000 Cheyenne and Sioux under the leadership of the great war chiefs Crazy Horse and Gall. Custer's entire battalion of more than 200 men was annihilated; there were no survivors. While I don't seriously suggest that things will be all that bad in the uranium industry, I do suggest that some very fundamental changes have occurred in the uranium market. Conventional thinking based on past truths will no longer suffice. Geology, economics, politics, nuclear growth pat terns, technology, and utility attitudes have all changed. New thinking is in order. It is at this point that I would offer my usual disclaimer. My views regarding the future are simply that--my personal views. My belief that certain events will come to pass does not mean I view those events as appropriate, wise, good, equitable, or economic.

At Gold Fields' Chimney Creek Mine, major reviews of the reclamation and closure plans are done concurrently with the annual mine planning required for budget preparation. This review includes identifying and scheduling reclamation work that can be done within the next few years and development of associated costs. Longer term mine, leach pad and waste dump development are examined to take advantage of any design changes that can reduce ongoing reclamation or closure requirements and reduce costs. The success and cost effectiveness of past efforts are continually evaluated to determine the best methods for reclamation.
