The advent of the process control computer with its capabilities of monitoring, storage, and real-time control has revolutionized control technology in the mineral industry. Initial efforts to introduce the computer into process control began in the early 1960's. However, it wasn't until the last decade with the introduction of integrated circuits and minicomputers that truly successful applications became visible. Computer hardware and real-time operating software have improved to the point that they rarely provide major problems in the implementation of successful control systems. At this time the most prevalent problems and obstacles affecting the successful implementation of a control system are as follows: (1) reliable and representative sampling systems; (2) rugged and reliable process sensors; (3) the availability of well-defined control strategies; (4) the willingness of plant management to provide the continuous support necessary to acquire and/or train appropriate personnel in the operation and maintenance of advanced control systems. Discussion of these problems and of the instrumentation required for the successful application of computers in minerals processing plants follows. In order to enhance this discussion the remainder of this subsection is broken up into individual mineral processing categories.

In order to drive tunnels with low overburden in town regions, it is necessary to give a quantitative prognosis for the deformation of the underground as well as of the tunnel-lining and of its stability. These problems and their solutions are illustrated by the works for a two-track-railway-tunnel in Bochum (Ruhrdistrict). In this case the most important problems consisted in passing below buildings in a vertical distance to the fundamentals of only 3.20 m and a railway earthdam with rapid train traffic in a distance of 4 m under the dam. The results of measurements from other comparable tunnels and finite-element-computations were used to prognose the settlements on the surface and in the ground, their distributions and their development in time. To obtain these values at the site, a special system of tunnel driving was executed. The tunnel was excavated with the newest type of tunneling-machine from DEMAG, cutting an inclined front, immediately followed by a special temporary support of shotcrete and inclined steel-ribs. By using theoretical and empirical methods to assess the behavior of the tunnel and underground and by executing an optimal driving system in technical as well as economical aspects, the expected behavior, expressed in quantitative values, was almost equivalent to those received by control measurements.

Each mining operation is unique in some aspect ownership; ore body location, size, geometry, grade, mineralogy, hydrology, or geotechnical parameters; or constraints such as environmental regulations. However, all mining operations are alike in one aspect; the prime objective of any mining project is to maximize the return on the investment. This is the golden rule, or in the language of mining, the investor?s law of conservation. A mineral resource, by definition, does not become a minable reserve unless the mineral or minerals can be extracted economically (and legally). The three preceding sections have covered the various types of surface mining options. The choice of the most economic method is dictated primarily by the type of de-posit to be mined, the mining rate, and the physical characteristics of the deposit.

Traditionally, when one considers the optimization of a flotation circuit, the scope of work focuses on a review of unit process equipment. This usually includes topics such as grinding ball typed, grind size, classifier efficiency, mill liner design, chemical reagent addition rates, alternative chemical reagents, on-line process analysis, and automated control strategy. However, since very few companies can afford the capital expenditure needed to completely automate the processes, the flotation operator remains as a critical link in optimization of the circuit. Therefore, upgrading of operator skills and knowledge through training must be considered as equally as important as unit process review. This paper will review some concepts and approaches to innovative operator training. INTRODUCTION Consider for a moment the fantastic changes that have occurred in process automation at many flotation plants during the last several years. Flowmeters, density gages, and on-stream analyzers now routinely measure process conditions and effect control strategy. These functions had until recently been entrusted to human flotation operators. Now with a little stretching of the imagination it is possible to envision a plant where very little human intervention would be required. However, when one begins to calculate the capital cost required to fully install automatic equipment, it quickly becomes apparent that many parts of flotation plants will continue to require skilled, knowledgeable operators to ensure successful operation. Additionally as these automatic systems are put into place, the operator's duties become increasingly complex. Therefore no flotation plant can be considered optimized without upgrading each operator's skill and knowledge to match the technology utilized. BACKGROUND At Henderson, one of the hardest steps towards the optimization of operators was to realize that present level of operator skill and knowledge was not sufficient. Since Henderson had a track record of producing the highest quality molybdenum concentrate in the world, it was difficult to accept the idea that change was needed, or even possible. This realization came about as Henderson began a program to modernize the cleaner plant circuit. Henderson utilizes a complex cleaner flotation circuit involving multiple stages of flotation, with a counter- current routing of flotation tailings. Since start-up in 1976 Henderson had relied upon next-day laboratory analysis techniques, that provided an after the fact measurement of process. Hour to hour process control was implemented by the operator, the basis for the operators' control decisions was primarily the individual operator's experience and "feel'. Bench marking of current flotation technology indicated that on-stream analysis was a proven state-of-the-art method for improving process control. An Outokumpu Courier 30 analyzer was purchased and installed to provide real-time analysis of critical cleaner plant flows. The analyzer quickly began to provide valuable assay information, allowing the metallurgists to develop specific target values for important flotation variables. However due to the complexity of the circuit, the analyzer information showed that a problem was usually caused when several targeted parameters went out of range simultaneously. This made it difficult for the operator to determine just where to implement the proper corrective action. It became apparent that to take full advantage of the new analyzer information each operator would have to become proficient at understanding the material balance of the entire circuit. TRAINING PLAN CONCEPTS With the goal of giving each operator a working knowledge of a circuit material balance the following concepts were applied to develop a training plan: - Most operators were high school graduates, but had fairly weak mathematical skills, and had very little experience at metallurgical calculations. - The training would have to address a wide range of topics from basic fundamentals to complex material balance. The basic sequence decided upon, was to present a fundamental topic to the entire group, break into small groups to work a “hands on'”case study example of that topic, and design the case study results so that they could be combined to highlight a major portion of the material balance concept.

"The I-70 Eisenhower-Johnson Memorial Tunnel (EJMT) Fixed Fire Suppression System (FFSS) will help protect the traveling public as well as the entire tunnel itself, which is a critical asset of the Colorado highway system. This project is part of an effort to avoid any closure or long-term damage to these tunnels after a fire event. Historically, the EJMT complex has experienced two to three fires a year. While CDOT has firefighting capability at the EJMT complex, the fixed fire suppression system will provide first responders the critical time needed to safely approach the scene and take action, and is a necessary tool in combating tunnel fires, keeping the public safe, protecting the tunnel structure, and minimizing disruptions to traffic. This paper provides a case history of the first-of-a-kind design and construction of the EJMT FFSS. Major project elements include; water-only deluge fire suppression system, fiber optic linear heat detection system, updated fire alarm system and new drainage system. PROJECT BACKGROUND The I-70 EJMT FFSS was awarded to the Design Build Team lead by Barnard Construction, supported by Rondinelli Life Safety, BCER Engineering, ILF Consulting, Western States Fire Protection and Systems Group. The team conducted successful live fire tests at the Boulder Regional Fire Training Facility in November 2014, with the final design of the FFSS and other supporting infrastructure completed in the spring of 2015. Construction began in early summer of 2015 and the project was completed in December 2015. While CDOT currently has firefighting capability at the EJMT complex, this project features an intelligent linear heat detection system that can accurately identify a fire within feet of its location and subsequently activate the corresponding water-only FFSS deluge zone, bringing water in from an existing supply system on the west side of Loveland Pass. The detection system also activates cameras so the EJMT onsite control room personnel can view and better assess a fire event. The uniqueness of this design is that the majority of the installation occurred above the traffic lanes in the tunnel, which resulted in minimal impacts to motorists below. The fire suppression system will help protect the traveling public as well as the tunnel structure, a critical asset to the highway system. This project is intended to reduce damage and avoid long-term closures of the tunnel due to fires. A long-term closure could cost Colorado billions of dollars and negatively impact tourism along the I-70 mountain corridor."

The photographic measurement of bubble diameter is tedious and restricted to vessels with transparent walls and relatively low bubble concentrations. A new method for predicting bubble diameter in a flotation column has been developed and confirmed by comparison with measured mean bubble diameter (Yianatos et al., 1987) Flotation columns are not mechanically agitated. This note describes an extension of Ms method to a mechanically agitated flotation machine. A recent publication by Szatkowski (1987) provided sufficient data to calculate bubble diameter by the proposed method and compare with values determined photo- graphically. Method In a two-phase system (gas and liquid), bubble diameter (db), superficial gas rate (Vg) and liquid rate (Vl), and gas holdup (Eg) are linked by two relationships (see the nomenclature at the end of the paper for definitions of symbols). [ ] Equation 1 is the definition of slip velocity (relative gas to liquid velocity) for a countercurrent gas-liquid system, and equation 2 is an adaptation (Yianatos et al., 1987) of the expression of Masliyah (1979) for hindered settling in a multispecies system. The solution for bubble diameter is by repetitive substitution of estimates of db in equation 2 until the calculated Ubs is equal to the measured Ubs in equation 1. Results and discussion Table 1 presents the data obtained by Szatkowski (1987) from a mechanically agitated laboratory flotation machine. The machine generated bubbles by directing a gas stream into the vicinity of a disk rotating at Ngh speed (up to 8000 rpm) in the flotation slurry. The air was completely dispersed in a swarm of fine bubbles. A photographic technique was used to determine the distribution of bubble size. The mean diameter and standard deviation were then calculated. Table 1 provides all the information necessary for computing bubble diameter (Vl is assumed zero). The calculated bubble diameter is presented in Table 1 as d;. Figure 1 plots measured versus calculated bubble diameter and shows reasonable agreement between values. There is an apparent tendency to undercalculate the small bubbles and overcalculate the large ones.

A.B. Rushton The work and resulting publications of the Committee on Underground Coal Mine Safety and The President's Commission on Coal were appropriate at the time of publication. The statistics cited in the publications appeared to be valid, and the actions proposed by the committee had merit. Although the actions proposed to achieve further improvements in safety may have been worthy of repeating, to associate statistics (Table 1) that are seven to eight years old with company names is bad. Statistics are readily available from the Mine Safety and Health Administration (MSHA) and are usually within three months of being up to date. A review of the most recent Coal Controlling Co. Report will reveal significant changes in the rankings. The more recent statistics should have been cited, or at least compared with those used in the article. Westmoreland Coal Co. is listed as having a 21.1 disabling injury rate for the period (1/78-12/80). The disabling injury rate for the Company for the year ending 1985 was 7.4 for the underground mines and 6.25 for the total facilities. Through March 1986, the dis- abling rate for the underground mines was 2.86. The management and employees of Westmoreland Coal Co. are committed to safety. The improvements achieved over the past five years attest to that commitment. We are justifiably proud of the achievement and dislike being misrepresented as in the April 1986 article Reply by E.M. Spokes I regret that the lapse of time since the original work gives a picture of safety practice that is no longer true today. That Westmoreland has reduced its disabling injury rate by 65% to 7.4 in 1985 is most commendable, and I congratulate you for this accomplishment. It is typical of the progress sought by the National Academy of Science and National Research Council when they funded the original study and published "Toward Safer Underground Coal Mines" in 1982. If a significant number of companies do as well as Westmoreland, the report will have served its purpose. Since the paper was primarily a condensation of the original report, it would not have been appropriate to seek access to later statistics. The purpose in seeking its publication at the time of presentation was to reach those who might have missed the original report. The fact that publication was delayed has not voided that purpose and may have reminded some who were aware of the original that its recommendations still apply to improvement of underground coal mine safety

Evidence has accumulated indicating that cultural change toward safer workplace behaviors is beginning to occur systematically in the coal industry. Through a range of programmatic mining company successes, enforcement and litigative actions, economic responses to competition, and integrated efforts by federal and state agencies, a broader participation of safety and training professionals is being achieved to address prioritized workplace problems at mines. Small steps in workplace-related improvements have been realized already, but the trends in industry safety statistics, coupled with focused programmatic initiatives, indicate that more definitive and systematic steps are occurring to improve safe behavior in the workplace routinely.

"INTRODUCTION Contemporary city is made of layers. Physical structures layers (built fabric, residential, commercial industrial etc. ), infrastructural layers (below and above ground), “green” layers (parks and open spaces), and also informational layers, i.e. connections, links, between sectors of the city and other territories. The “city of layers” concept represents the exercise of “rebuilding the city” per each layer, highlighting those physical built structures that are functional to define a relation. For example, if consider the “connection” relation, the city is re-designed by considering only transportation built structures. The layer obtained in such fashion is hence the “transportation” layer, including below grade infrastructures (subways) and above grade lines (rail, bus, tramways etc.), as below shown in Figure 1.In this sense, the contemporary city is represented by separate constructs assembled together according to a specific functionality (e.g. “connection”). As a consequence, the relation between what is built underground, and the related above-ground development, can be perceived in his most evident appearance. What could happen within the contemporary city if the planning process would begin from below to above and not vice-versa?INTERACTION The question risen in the introduction is strategic when approaching the difficult task of designing (or re-designing) a multi-level organism like the contemporary city. Nowadays, the theme of integration between underground and at-grade master planning has become the subject of many urban renovation projects, where the design process has begun within the transportation layer, underground, and further developed by interacting with at-grade structures already existing or in phase of design.A series of case studies where below/above interaction plays a key role in the project will be further analyzed. Moreover, it is relevant to understand the mechanics of an urban transformation process that originates within the transportation layer and ends up with the design of entire sectors of the city. The Transit Oriented Development approach is a useful tool to clearly understand such transformation process. TOD has become, in particular in the last decade, one of the most effective tools for urban design, in order to solve simultaneously the many different instances related to transit planning, urban design and real estate market."

In many ways a government could be regarded as a macro business enterprise. Its shareholders are its peoples, the productivity of the nation depends on them, and, indeed, the profits or losses of a nation's balance sheet can be linked to the surplus or deficit in its balance of payments. International loans need to be repaid, and in most developing nations the noose is tied so tightly that one wonders if such debts will ever be repaid. In their endeavour to meet such obligations, their currencies may be devalued [sometimes in frightening proportions], in the hope of boosting the export potential. However, this is a vicious circle, since exports will not be achievable unless sufficient technical expertise and infrastructure exist to address the opportunities which may have been created through devaluation. Many of the poorer countries have exportable resources of minerals, which are supplied on the international market. This may be the good news, but, unhappily, steps were seldom taken to enhance the value of the mineral products through further beneficiation and the production of high-value sophisticated products. That is where the vicious circle comes in: inadequate infrastructure is created, competent and well-trained manpower is not generated, and the result has inevitably been that the GDP slips backwards, and the nation becomes progressively impoverished. To exacerbate the problem, it is unfortunate that the more impoverished a nation becomes, the greater is its birthrate, and hence the greater the need to create wealth at the very time that the nation is becoming poorer and poorer. Within this scenario, one may well reflect that this is exactly what nations on the African Continent are experiencing, namely exploding populations, although most of the poorest nations in the world are found on this continent. Yet they often possess a superior mineral production potential. Africa still suffers from what may be called the colonial influence, in that the developed world has regarded this continent as a source of raw materials to feed its own factories. The colonial powers gave only secondary attention to developing the nation's peoples and its infrastructure, such as railways, roads, harbours, and other services. These problems all naturally fall within the ambit of government interest, and it is therefore obvious that the state should play a dominant role in addressing them. The reasons for governmental involvement in mineral-related research and development differ considerably, depending on the state of industrial development of that country. Thus, in the highly industrialised world, government's interest will lie mostly in the fields of strategic minerals, which may not be economically exploitable. An example would be the exploitation of American low-grade chromites during the Second World War, or minerals which need to be imported from unfriendly or unreliable sources, such that disruption would not be in the national interest. Colonial powers like the United Kingdom and France established R&D facilities to assist, inter alia, in the exploitation of mineral resources in their colonies. The approach of developing countries would differ from that of the industrialised nations, in that their primary quest would be to promote, support and encourage the development of infrastructure, and the establishment of major industries in order to create and provide employment opportunities, as well as to support small operators who cannot afford to undertake their own research and development. On the debit side, it is a sad fact that, however good their intentions may be, underdeveloped countries are invariably unable to provide the requisite financial support to sustain their own research-and-development laboratories. In a high-tech world, the cost of sophisticated equipment is steep and cannot be afforded. Again, the proverbial vicious circle comes into play. The competent researchers find themselves without rewarding employment and would therefore shun such institutions. Recent trends in the developed world have been to privatise research-and-development institutions, the argument being that they should draw closer to the industry they serve, and that the provision of taxpayers' money for strategic purposes is no longer as important as it may have been once. Complete state withdrawal has had its negative effect in that long-range, high-calibre research has tended to be replaced by short-term problem-solving projects. Industries engaged in the minerals business differ somewhat from major ones, like motor, computer or pharmaceutical industries, which are large enough to support their own internal research and development, and whose work is highly confidential, so that any leakage could have disastrous consequences. Furthermore, private companies are answerable to their shareholders and costly long-range, 'blue-sky' research would be difficult to justify. Since mineral research has become of lesser importance in the sophisticated First World, this trend has persisted. On the positive side, R&D institutions which are totally financed by government, suffer because they tend to forget the reason for their existence. They have often become a form of auxiliary to an academic institution where higher degrees are collected by scientific boffins who, in their quest for academic excellence, tend to disregard the benefits that industry may ultimately gain from this research endeavour. The trend in recent years - and South Africa is no exception - has been for the state to progressively reduce its subsidy, whilst at the same time encouraging research organisations [for their ongoing survival] to interact closely with industry, and to conduct work directly for them on a contract basis. Organisations such as CSIRO in Australia, CANMET in Canada, the USBM in the United States and Mintek in South Africa all generate income from the private sector. Among underground coal miners, hearing loss remains one of the most common occupational illnesses. In response, the National Institute for Occupational Safety and Health (NIOSH) conducts research to reduce the noise emission of underground coal-mining equipment, an example of which is a roof bolting machine. Field studies show that, on average, drilling noise is the loudest noise that a roof bolting machine operator would be exposed to and it contributes significantly to the operators? noise exposure. NIOSH has determined that the drill steel and chuck radiate a significant amount of noise during drilling. NIOSH and the Corry Rubber Corporation have developed a bit isolator that breaks the steel-to-steel link between the drill bit and drill steel and a chuck isolator that breaks the mechanical connection between the drill steel and the chuck. This effectively reduces the noise radiated by the drill steel and chuck and reduces the noise exposure of the roof bolter operator. The paper documents the evolution of the bit isolator and chuck isolator. Laboratory testing confirms that production bit and chuck isolators reduce the A-weighted sound level generated during drilling by 3.7 to 6.6 dB

The Bureau of Mines is investigating the potential for in situ leach mining "(ISM) of gold and silver mineralization. This preliminary study examined samples from several types of deposits using light optical microscopy and the electron microprobe to characterize the ore and gangue minerals and their microscopic characteristics, including the spacial relations between the target minerals and likely natural fluid channelways. Low grade disseminated deposit types from the western U.S. were found to contain fracture-hosted or matrix-hosted gold and silver minerals, some of which are encapsulated by quartz or pyrite. Geologic features readily observed microscopically include ore and gangue mineral identity, size, and their association with each other and with fractures. Successful ISM application to gold and silver deposits needs this data to: (1) select the proper lixiviant based on chemical reactivity of the host rock, ore, and gangue minerals, (2) determine potential permeability characteristics when designing lixiviant flow patterns, and (3) understand potential problems of the lixiviant reaching encapsulated ore minerals. Careful examination of the geologic characteristics of each ore body is required because of the observed diversity of characteristics in deposits from the same "class" and even within the deposit itself.

Sporosarcina ureae was able to grow in the presence of tip to 10-ppm L-asparagine complexed gold. However, 10 ppm Au3+ was found to be highly toxic to Sporosarcina ureae, killing 109 bacteria/mL within a few seconds. To compare the effects of these responses on gold mobility, an in vitro bacterial biofilm model was developed to examine the interaction be¬tween Sporosarcina ureae and ionic gold or L-asparagine gold complexes in gravity fed columns. The immobilization of ionic gold was between 80% and 90% over a period of one week. But, as the available cellular reactive sites became saturated, immobilization decreased to 14% within two weeks. In the L¬asparagine-gold system, gold immobilization in the cytoplasm occurred at a high rate (80% to 90%) throughout the experi¬ment, with limited toxicity towards Sporosarcina ureae. The bacterial immobilization and detoxification of L-asparagine¬complexed ionic gold was associated with a low molecular weight, i.e, <5,000 dalton (atomic mass unit), intracellular protein fraction. This peptide-complexed gold would allow for the continued biogeochemical cycling of gold under ambient (<100°C) surface or near-surface conditions.

Beginning in late 1985 and continuing through 1987, US Bureau of Mines personnel investigated longwall chain pillar and entry design in two and three-entry gateroad systems at a deep underground coal mine in central Utah. To evaluate their respective stability characteristics, four chain pillars and two longwall panels within the two separate entry systems were instrumented with Bureau hydraulic borehole pressure cells to continuously monitor vertical and horizontal pillar and panel stresses through adjacent panel retreat. In addition, supplemental entry closure information was obtained from sites located in the vicinity of the instrumented pillars. The findings presented in this report demonstrate the practicality of evaluating mine pillar stability using in situ methods and support three significant conclusions regarding ground control aspects of the investigated two-entry system: (1) Total areal entry loading was considerably less for the two-entry system, as opposed to the three-entry system, (2) a smaller percentage of opened ground in the two-entry system contributed to a marked reduction in rooffalls, and (3) lower areal loading in the two-entry system suggests improved ground conditions when mining the underlying seam.

Sweden is beginning to reap the rewards of a process that has transformed a country with a history of metal mining into one of Europe&apos;s most vibrant exploration regions. Exploration and mining companies from North America, Europe and Australia have joined local firms in the search of gold, base metals and diamonds. This has been due to changes in Sweden&apos;s mining laws in the early 1990s. These changes opened the way for unhindered private sector investment in the country&apos;s mineral industry. More than 20,000 km2 (4.9 million acres), mainly in northern Sweden, is now held under granted or applied exploration claims. Exploration permits diamonds, applied or granted covers more than half of Sweden&apos;s surface. This is a greater proportion of the country than ever before. Major mining companies and junior explorationists are evaluating a geological potential that bears favorable comparison to other major mining centers. Historically, Sweden&apos;s gold re- sources occur in greenstone belts in northernmost Sweden and in association with massive sulfide deposits in the Skellefte district. These are receiving particular attention by exploration companies. In addition, new areas in Sweden are also being explored for gold. This increases the probability that Swedish gold production - already the highest in Europe - will increase in the future (Table 1). Sweden&apos;s recorded mining history goes back for much of the last large pool of expertise in exploration, mining, equipment manufacturing and minerals industry research. In addition, the Geological Survey of Sweden provides sup- port for exploration in terms of data archives, processing and publications. Other benefits for exploration companies are Sweden&apos;s communications infrastructure, its member- ship in the European Union, bringing access to one of the world&apos;s major markets and the high level of educational, technical and language skills held by the country&apos;s work- force. And deregulation of the economy and the introduction of competitive corporate tax rates have made Sweden a favorable destination for investment in Europe.

INTRODUCTION Mineral processing plants generally operate efficiently within the technical, economic and management constraints applied to them. They have no choice, because the dynamic and competitive nature of the mineral business dictates that survival and/or prosperity of the company depends on being a low cost producer. Progressive mineral companies realize that market downturns will occur, and they must continuously strive for lower unit production costs rather than be satisfied with the status quo. Mineral companies generally tend to reduce costs during market downturns. This short-term solution is achieved by high grading of ores, and cut-backs In waste stripping, exploration, and capital expenditures.(1) However, to remain a low-cost producer in the long term, companies must enhance revenue and reduce cost simultaneously. This Involves continuous evaluation of technologies and reagents, periodic audits to locate revenue losses; and gathering and analyzing statistical plant data to clearly understand the Impact of process variables on efficiency. Mineral companies are caught in a Catch-22. They need resources to accomplish the objectives outlined above. Most mill stuffs have been cut to the minimum level necessary to maintain production. Resources such as time, manpower and money are scarce, and mill metallurglsts struggle to use these resources productively. Is your flotation plant optimized? History Indicates that successful operations constantly tune the flotation circuits to Improve metallurgy or reduce cost. This Is the essence of evolutionary change In mineral processing operations. A plant auditing approach can play a key role in assisting the process engineers to achieve the overall objective of enhancing metallurgy and reducing cost with limited resources through evolutionary improvements. FLOTATION SYSTEM The flotation process is the most widely wed concentration process In the world today. The number of variables that can affect the flotation results Is very large, maybe over 100. These variables can be divided Into three main groups: (2) (1) ore and mineral properties; (2) reagent treatment; and (3) flotation machine characteristics. Some of these variables can be controlled while others have to be accepted. Recently, Investigators (3,4) have attempted to describe the flotation process as an engineering system which includes chemistry, equipment and operating variables. Though some of the variables are Independent, most are co-dependent. thus making it difficult to develop simple cause and effect relationships. For example, it is easy to understand the effect of reagent change on recovery and grade In the rougher circuit, but very difficult to quantify Its impact on filtration downstream. Plant audits on a periodic basis are necessary to develop an understanding of the Interactive nature of the system. Auditing provides comparisons of plant operating performance before and after variable changes. OVERVIEW OF PLANT AUDITING An audit Is a formal, thorough and periodic examination of a system. There are various types of audits (i.e., geological, environmental, metallurgical. economic, etc.), and each serves a different purpose. (5) The discussion here is related to plant and/or metallurgical audits. Neale and Flintoff note that two key factors governing changes In an operation are: (1) the opportunity must be recognized; and (2) the justification for change must exist. (6) Both factors emphasize the critical role of successful plant auditing. Without plant audits. many opportunities for improvement must go unrecognized. On the other hand, when a situation ripe for improvement Is recognized. the hard data from a plant audit can reveal the expected impact of an operating change.

Procedures are discussed to determine if a waste material can become acid producing when left exposed to the environment. When wastes proves to be acid producing, methods are described that can be used to determine the characteristics of the effluents produced from a commercial size waste dump, taking into consideration that large quantities of pollutants can accumulate inside a waste dump during dry periods. The length of such dry periods and the quantity of rainfall greatly affect effluent characteristics.

The Buick concentrator represents state-of-the-art technology in automated digital process control operation utilizing a centralized computer. The process control strategies implemented at Buick are no longer new to the industry, but the successful application of these developments is still rather unique in North America. Productivity improvements, determined to be a direct result of the process control developments, are the primary topics of this paper. Emphasis is placed on metallurgical benefits including both lead and zinc recoveries; lead concentrate grade; and reductions realized in reagent consumptions, operating costs, and personnel. A detailed description of the concentrator, along with a history of the process control development and a more in-depth discussion of the control strategies implemented at Buick can be found in the references. (The Buick flowsheet is depicted in Fig. 1).

Although explosives constitute only a small portion of a mine&apos;s total cost, the relative success of each blast has a tremendous effect on subsequent activities such as excavation, crushing, and equipment maintenance. Beginning in January of 1993, tests were carried out to determine whether productivity could be improved by replacing standard ammonium nitrate fuel oil mixtures (ANFO) with a high density, high performance blasting agent. The study was carried out at gold mines, coal mines, and cement quarries in Nevada, California, Colorado, and New Mexico. A wide variety of rock types and blasting conditions were encountered. Results showed that at most operations productivity was sufficiently improved to more than offset the increase in explosives cost. This resulted in a net reduction in mining cost. This paper presents a summary of these results.
