The Don River & Central Waterfront Coxwell Sanitary Bypass Tunnel Project in Toronto extends approximately 10.5 km from Ashbridges Bay Treatment Plant west under Lake Shore Boulevard, north under Bayview Avenue and east through the Don River park area to the Coxwell Ravine Park. This project includes the installation of five intake shafts connected by 10.5 km of 6.3 m internal diameter tunnel and eleven drop shafts and vent shafts, connected to the tunnel by a series of adits. During the excavation of one of five intake shafts (20 m in diameter and 52 m deep), significant volumes of free phase oil and hydrocarbons were encountered. Due to the heavy inflows of the contaminants, excavation was stopped at the transition depth. The initial support of excavation needed to be redesigned, shaft had to be backfilled with CDF and installation of deeper secant piles are in progress to cut off contaminants. This paper outlines the initial plan for excavation as well as the design changes to the plan. The current status of the shaft excavation and lessons learned will be discussed.

Y. Luo and S.S. Peng are to be congratulated for their outstanding paper providing new results from surface subsidence monitoring over longwall panels under different conditions. This writer found the authors' paper very interesting. In reference to this paper, the following contributions are offered: • In the paper, the maximum possible subsidence (?Smax) induced by chain pillar convergence has been related to a parameter (h/I -p) by linear regression. (Notations are expressed in this discussion's Fig. I (b).) It is a well-known fact that in a goaf the roof lowers onto broken material that gradually compacts. Then the physical behavior of goaf may closely follow the compaction characteristics of broken materials. In light of this assumption, a mathematical means (Fig. 1(a)) of defining the expected compaction (i.e. surface subsidence) represents an exponential expression between ?Smax/m vs. h/1-p. This is based on Luo and Peng's field observations from the Appalachian, Illinois and Alabama coal fields. (The coefficient of regression "r" under consideration was computed to be 0.883). • According to Wardell's (1969) findings for board and pillar mining, the maximum possible subsidence can be expressed in terms of maximum pillar loading (depth, ratio of extraction) and the height-to-width ratio of the pillars left. Using Luo and Peng's 1991 results, this writer discovered a regression equation between the above-mentioned factors. As displayed in Fig. 1(b), the functional expression approximates as closely as possible the observed subsidence data.

Successful transitions from micro- to macro-engineering are the keys to effective technology transfer between research and development organizations and industrial end users. At the same time, it has proven to be one of the most difficult tasks that the minerals industry has had to manage. Typically, developers of fundamental information concerning how mineral processing subsystems work have been academics and government scientists. These are the individuals giving the most important input to micro-engineering models that can benefit industrial operations. Publication is the usual route for "attempting" to transfer this technology to the end users. Unfortunately, with such publications, very little direct communication occurs concerning real industry needs or the future steps required to make the particular micro-engineering model useful. In the past, the industry has relied on in-house R&D groups and plant metallurgists to "translate" publications, to provide useful macro-engineering tools for plant applications. To some extent, engineering companies have also been asked to serve this function. However, these firms have been rather ineffective in this area since their conservative nature has caused them to look rather suspiciously at new technology. This approach to technology transfer has worked, albeit clumsily, for the last several decades. This communication system is now on the verge of total collapse due to conditions of the minerals industry. Mining companies can no longer afford the significant overhead expenses of specialized technical staffs. Universities are finding it extremely difficult to interest US students in mineral engineering programs, and funding for such programs is weak. Faculty members involved in micro-engineering research today tend to focus on pure (non-application-oriented) research.

BACKGROUND The development of public transportation in the Los Angeles Metropolitan area is, as in other cities, closely tied to the development of the area because of increases in population and commercial and industrial activity. Local transportation first appeared in the area in the 1870s when the population was fewer than 10,000 residents. Around 1910, after many consolidations of competitive interests, two large railway companies were formed: The Los Angeles Railway, which provided urban transportation in the Los Angeles City area, and the Pacific Electric Railway, which primarily provided suburban and interurban transportation. These two entities continued with their operations until after World War II, when the ownership passed on to the Los Angeles Transit Lines and the Metropolitan Coach Lines, respectively. By then the railroads needed new equipment, track rehabilitation, and, of course, more money-paying patrons. Lack of grade separation of railway facilities from other traffic increased commute times and encouraged travel by private automobiles. The romantic era of hopping on a Pacific Electric Company "Big Red Car" was coming to an end. As early as 1917, in fact, bus lines were substituted for unprofitable rail service. The Los Angeles Metropolitan Transit Authority (LMTA) was established in 1951 by the California Legislature to study and plan for improvements in the public transportation facilities in the Los Angeles area. In March of 1958 the Los Angeles Metropolitan Transit Authority took over the operation of the two lines.

As in many other areas of the Mexican economy, the legal rules applicable to mining in Mexico have been changing fast. Mexico's mining sector is opening up to levels of international participation that were unforeseeable just a few years ago. Over the last several years, Mexico has made dramatic changes in its trade and investment policies. Many of these changes have their roots in the administrations of Miguel de la Madrid and perhaps even Jose Lopez Portillo. However, the current administration of President Carlos Salinas must be given credit for articulating, advancing, promulgating and implementing these changes. Just a few short years ago, few people believed Mexico would repeal so many of its restrictions on foreign investment and lower its average tariff level from something around 100% to less than 10%, where it is today. NAFTA and mining The North American Free Trade Agreement (NAFTA) is the most comprehensive international expression of Mexico's new policies. Except perhaps for the agreements establishing the European Union, NAFTA is the most detailed trade agreement ever written, consisting of about 2000 pages. The provisions of NAFTA with the greatest relevance to the mining industry include the chapters on investment and government procurement. Many mining companies may also find the temporary work provisions relevant. Finally, no discussion of NAFTA and the mining industry would be complete without some mention of the North American Agreement on Environmental Cooperation, the so-called Environmental Side Agreement.

Cementitious seals are made of foamed cements with strength ranging from 100 to 600 psi. These cementitious seals are usually used at locations where the seal will be subjected to some convergence, assuming that this material can absorb entry closure without compromising the structural integrity of the seal. Prior to 2006, Lake Lynn Experimental Mine (LLEM) conducted full-scale tests on various cementitious seals designed to meet or exceed the 20-psi horizontal static load requirements of the old 30 CFR1 75.335. Both hydrostatic and dynamic loading tests were conducted. The structural response (pressure and displacement readings) obtained from these tests were recorded. The stability of the cementitious seal is based on balancing the load applied to the face of the seal from the explosion against the shearing resistance at the seal/rock interface. Therefore, the properties of the seal/rock interface, such as stiffness, cohesion, friction, etc. are critical to determine the stability of a cementitious seal. These properties are usually assumed by the researchers in their models. This paper emphasizes the importance of having the correct properties of seal/rock interface in the numerical modeling. FLAC 3D models were developed to simulate Celuseal2 cementitious seals subjected to both hydrostatic and dynamic loadings. Using the hydrostatic and dynamic loading test data conducted at LLEM, the static and dynamic properties of the seal/rock interface were back calculated. The FLAC 3D models showed good agreement with the test results.

The Escalante Silver Mine in Southwest Utah produces an average of 71.000 kg (2.3 million troy ounces) of silver dore annually. Precipitates from a cyanide leach circuit are treated by either acid leaching prior to fusion or a direct fusion with nitre. Process development, plant experience, and a comparison of both methods will be discussed. Plant experience from the custom treatment of a gold/silver precipitate containing matte producing elements will also be covered.

El Teniente Mine of Codelco-Chile, located at Los Andes Range of Mountains, 90 kilometers South far from Santiago, the capital city, has been exploited for more than 90 years, with over 1000 million tonnes of copper ore extraction. No doubt, this particular record, has been possible to achieve due to an efficient combination of human and technological efforts in the exploitation of one of the biggest ore deposits of the world. Throughout times, the exploitation has evolved from a mainly manual one to a highly mechanized exploitation. Notwithstanding, different and several geomechanical problems that occurred in one of its areas, increased the risks to personnel that should normally operate large equipments in its working face. This last condition, forced El Teniente mine to design and develop systems and technologies that would allow the use of tele-operated LHD, picking hammers and drilling equipment (jumbos) from a safe zone. Currently, El Teniente Mine is using in its extractive works equipment such as LHD, picking hammers, and drilling Jumbos, that can be manually or teleoperated commanded from a Central Control Room located one kilometer away from the production area. In general, a new technological era has been opened in the mining exploitation at El Teniente: the exploitation era with telecommanded robots.

Introduction Friction Rock Stabilizers, trade name Split Sets, are presently under research and development by Ingersoll-Rand Company and Dr. James J. Scott, inventor. Conceived in 1953, the system is a patented process undergoing extensive field and laboratory testing. The author has published papers on the Split Set System earlier (References 4, 5, 6) The Split Set System holds promise to be a revolutionary development in the field of ground control. The system produces an interior reinforcement to a rock mass which: 1. Is simple in its concept. 2. Adjusts to the degree of restraint needed to match rock properties. 3. Provides a yieldable support and, later, a more rigid support as it is needed. 4. Pre-loads the rock in compression to increase stability. 5. Is a full-contact, fully tensioned device to resist rock loads. 6. Minimizes the stress concentration effects inherent in many interior support devices. 7. Improves safety for the miner. 8. Is cheaper than a grouted system. 9. Offers the rock mechanics engineer an opportunity to design in a fashion not before possible.

The term clay is somewhat ambiguous unless specifically defined, because it is used in three ways: 1) as a diverse group of fine-grained minerals, 2) as a rock term, and 3) as a particle size term. As a rock term, clay is difficult to define because of the wide variety of materials that comprise it; therefore, the definition must be general. Clay is a natural, earthy, fine grained material comprised largely of a group of crystalline minerals known as the clay minerals. These minerals are hydrous silicates comprised mainly of silica, alumina, and water. Several of these minerals also contain appreciable quantities of iron, alkalies, and alkaline earths. Many definitions state that a clay is plastic when wet. Most clay materials do have this property, but some clays are not plastic, e.g., halloysite and flint clay. As a particle size term, clay is used for the category that includes the smallest particles. The maximum size particles in the clay size grade are defined differently on various grade scales. Soil investigators and mineralogists generally use 2 pm. as the maximum size, whereas the widely used scale by Wentworth (1922) defines clay as material finer than approximately 4 pm. Some authorities find it convenient to use the term clay for any fine-grained, natural, earthy, argillaceous material (Grim, 1968). When used this way, the term includes clay, shale, or argillite, and some argillaceous soils. Even though no standard definition of the term clay is accepted by geologists, agronomists, engineers, and others, the term is generally understood by those who use it. Clay is an abundant natural raw material, and it has an amazing variety of uses and properties which will be discussed in this chapter. Clays rank among the leading industrial minerals in both tonnages produced and total value. Their importance is indicated in Table 1, which lists the 1988, 1989, and 1990 productions according to the US Bureau of Mines (Ampian, 1992). As industrial minerals, clays are a complex group that consists of several mineral commodities, each having somewhat different mineralogy, geologic occurrence, technology, and uses. In this section these commodities are organized as follows: 1) bentonite, 2) common clay, 3) hormites, and 4) kaolin. Fuller's earth is discussed in both the bentonite and hormite chapters. Fuller's earth is a term based on use, and both bentonites and hormites are sold as fuller's earth. The overlapping is particularly evident where both bentonite and non-bentonite fuller's earth are used for the same purposes or products, such as in drilling mud, bleaching or clarifying fats and oils, and carriers for insecticides and fertilizers. Kaolin, ball clay, halloysite, and refractory clays are grouped together because they consist mainly of minerals of the kaolin group. BHP Australia Coal Pty. Ltd. (BHPAC) manages and, through its parent company BHP, partly owns seven large opencut mines in the Bowen Basin of Central Queensland, Australia. In terms of developments in surface mining in Australia, the operations of BHPAC are as representative as any. The seven mines managed by BHPAC produce a combined total of about 40 Mt/a (44 million stpy) of mostly high quality coking coal. They also produce small but increasing amounts of thermal and PCI coal. Virtually all of the coal produced is sold on the export market. In 1993, Australia exported 133 Mt (146 million st) of coal. Salable production was 172 Mt (189 million st) in New South Wales and Queensland and 180 Mt (198 million st) nationwide. Mining systems Surface coal mines in Queensland can be typified as large, long-strike-length, shallow-dipping and sometimes multi-seam dragline operations. There are exceptions. Blair Athol, for instance, works a 30- to 40-m (100- to 130-ft) seam beneath shallow cover but is still a dragline operation. Moura is truly multi-seam and steeper dipping but also is still a dragline operation. Mines in the Ipswich area are small shovel-truck operations.

Exploration The technology of underground construction and particularly of tunneling, both now and in the future, starts with knowledge of the properties of the medium surrounding the tunnel. Although we are trying to develop machines that can excavate tunnels independently of the properties of the medium, and although we may achieve some success in this direction, we seem always to be brought up short by a paradox: With increasing sophistication of machines and with increasing complexity of construction jobs, our methods are likely to become more sensitive rather than less sensitive to changes in the medium. I suspect that the need for more precise knowledge of subsurface conditions in advance of construction will increase rather than decrease as time goes by. In the recent anniversary issue of Engineering News Record, Probing the Future, Senior Editor Bill Jacobus prophesies highly sophisticated devices to probe the unknowns of the earth's soil and rock materials. He envisions that "drill holes to obtain borings will give way to rock-melting coring devices". He may be right; it is hard to argue the accuracy of predictions of the future. This paper presents the experimental results of an ongoing investigation into various properties related to the performance and durability of concretes made using existing and new cement replacements. The process of cement and concrete production is investigated focusing on product performance and environmental performance. The overriding factor for the progression of a material will be product performance however; each material selected will have many intrinsic environmental benefits. The study combines Ordinary Portland Cement (OPC) with each cement replacement candidate using the most common replacement percentages, 10, 20, 25, 30 and 50 percent. A 35N/mm2 concrete is then prepared and analysed in the fresh and hardened state. In addition, a chemical and physical analysis of each replacement material has been performed and results compared to the control samples containing OPC only and Ground Granulated Blast Furnace Slag (GGBS) as a replacement. The results show that in their present form the replacements used in this research do not compare with the strengths achieved by the controls. The right balance of chemical composition and particle grading needs to be achieved to produce a realistic replacement material. The processes required to achieve this must strike a balance between monetary and environmental cost.

A feasibility seismic refraction and reflection field survey was conducted at the U. S. Borax Company open-pit mine, Boron, California by the writers during the weekend of March 13 and 14, 1976. This field survey was carried out as a preliminary investigation primarily for the purpose of evaluating and establishing the ability of such geophysical techniques to locate and outline the subsurface openings of the old room-and-pillar mining under the present open-pit. The value of such knowledge about the old underground workings is directly related to the safe and economical operation of the open-pit mine for the company. Although mine maps of the old underground workings are available at the mine, the extent of roof and wall cavings and the present condition of the old underground openings are unknown. Owen and Suhler (2) are the first investigators who used electromagnetic methods, Pulse-Echo System, and electric resistivity measurement to solve the problem without success. A few years later, Herzig and Owen (1) attempted to solve the problem with application of earth resistivity measurement method with unfavorable results. The U. S. Borax Company carried out an extensive study for slope failure problems of the open-pit with application of dipmeter measurements. However, the slope stability study was not correlated to the old underground openings lying under the present open-pit (3).

The Call for Papers described the session as "Top down applications; management tools for decisions, planning, investment/finance, and negotiations." In order to attract papers, and know which ones to include as well as those to reject, it was necessary to (1) define the executive suite, (2) review what had been done in previous APCOM symposia, and (3) find out what's happening now, what isn't being done, and what can be predicted. To accomplish this, especially the third task, senior managers throughout the mineral industry were generous with their time in telephone and personal interviews. Five papers were selected for presentation at the symposium and inclusion in the proceedings; the content is divided between the Executive suite in the mineral industry and those elements which apply to any Executive Suite. The Executive Suite is the top portion of the organizational tri- angle (I), those to whom the managers of functional areas such as exploration, production, finance, and marketing report. The make-up and specific activities within an executive suite reflect the organization and culture of its corporation. As there is no typical corporation, there is no typical executive suite; however, those who work within the executive suite typically do not have day to day operational responsibilities and either are, or report to, the Chief Executive Officer.

High costs--and high risks--are normal in coal exploration and mine development. But risks and ultimate costs are minimized by foreknowledge of prospective coal seams and adjacent formations. Extensive drill hole programs are often used to obtain needed information. Cores and cuttings from these holes are used to determine coal location, thickness, and quality; they are also used to study physical and geological characteristics of surrounding beds. Valuable as these core and cuttings studies are, their effectiveness is often diminished by loss of recovery or by incomplete analysis. Needed is an effective and economical method for augmenting these studies. Well logs provide information of the type needed for efficient cool prospecting. Furthermore, obtaining these logs in drill holes, and evaluating the data they provide, is both fast and economical. To investigate the usefulness of well logging methods in coal explorations, the authors worked with Mr. Jon Jenkins of Truax Truer Coal Company. Logs were run in a number of drill holes in various areas of the Illinois Basin; these areas provided variety both in coal quality and geologic conditions. The data were studied extensively using computer methods similar to those now used in the evaluation of oil and gas wells. (2, 3) This study was used to produce a computer-generated analysis designed especially for mining problems.

Results for the first underground test of the ventilated drum in a U.S. coal mine are presented. Tests were conducted by the Bureau of Mines through a contract research program with Foster-Miller, Inc., to evaluate dust control effectiveness in a western mine and for gas control in a full scale laboratory facility. The ventilated drum is designed to reduce the amount of dust from cutting by drawing dust-laden air from the cutting zone through twelve water- powered "dust capture" tubes built into the shell of the shearer drum. High pressure water up to 1 12.48 kg per cm2 (1,600 psig), released from sprays, induces maximum airflow of 1.89 m3/sec (4,000 cfm) from the face side of the drum and provides cleaning for respirable dust and improved methane dispersion. At the gob side of the drum a deflector plate, attached to the cowl arm, turns the water spray and a proportion of the cleaned air back into the cutting zone. More than 50 ventilated drums have been installed to date in England, and their tests carried out on fixed height and single-ended ranging drum shearers have shown reductions in respirable dust of 60-80 pct, as compared with conventional wet cutting. The U.S. test on a double drum shearer showed slightly lower reduction.

Testwork was conducted on loaded carbon samples from a small gold mine in South Africa. It was shown that a 75% saving in reagent consumption in the Zadra elution circuit could be achieved by adopting a cyanide-free elution approach, i.e. by cutting back the NaCN level from 1 % to nil, and the NaOH level from 3% to 1 %. This process change was also shown to result in a 20% improvement in the elution kinetics. Furthermore, it was also shown that a 50% enhancement in elution rate over the current situation could be achieved by use of an eluant containing 0.5% NaOH and 0.15% NaCN, corresponding to an 84% saving in reagent consumption. A further improvement in elution kinetics was found to occur by increasing the NaCN level to 3%, but this would lead to a concomitant increase in reagent consumption, due to the decomposition of cyanide at high temperatures. The presence of base metals loaded onto the carbon was also found to have a significant effect on the elution. Copper tends to adsorb as Cu(CN)2- during the adsorption stage, and acid washing converts this species to CuCN. Copper in this form is not eluted during cyanide-free elution, whereas it is eluted during a conventional cyanide elution, consuming the initial cyanide in the process. The elution data was analysed and the fit to a simple model was verified.

Oxide copper was discovered in 1946 at Guelb Moghrein. Early work culminated in the construction in 1970, by a consortium headed by the Anglo American group, of a project producing copper concentrates from 1,000,000 tonnes per annum of oxide ore. The process used was the TORCO (Treatment Of Refractory Copper Ores) process, which reduced oxide copper minerals to elemental copper by roasting in fluidised beds at 800°C with salt and coal. The roaster product was then floated to yield a high grade smelter concentrate, which was exported. The project closed in 1976, due to low copper prices and increased energy prices, leaving an open pit, the old TORCO plant, a water pipeline, and more than 2,000,000 tonnes of tail­ings, which contained remnant copper, as well as an average of 3 git of gold. After several attempts to recommence operations at Akjoujt, recovery of gold from the old TORCO tailings was started in 1992 by a joint venture company known as MORAK (Mines d'Or d'Akjoujt). This company comprises General Gold Resources N.L. of Australia, who are the managing partner, SAMlN (La Societe Arabe des Mines d'Inchiri) and the International Finance Corporation. Because the tailings are high in copper (0.1-0.3% Cu), the project used the 'Hunt' process, which uses a combination of cyanide and ammonia to leach gold while suppressing copper extraction. The gold is recovered from leach liquor by carbon absorption.

The boron review arrived too late to appear in the June issue. The United States was the world's second largest producer and the largest consumer of boron compounds during 1991. According to the US Bureau of Mines, boron mineral concentrate and chemical production in the US totaled about 1.1 Mt (1.2 million st), yielding about 608 kt (670,000 st) of BO, in 1991. Total estimated value was $440 million. That level of production was equal to 1990 revised production figures. Value was greater by $37 million, however, reflecting a strengthening of boron product prices. The US continued to supply essentially all its own boron while maintaining a strong position as a source to foreign markets of sodium borate products and boric acid. Domestic employment in the mining and beneficiation of boron products in 1991 remained at 1100 people, about the same level as in 1989. The Bureau of Mines estimated total world production of boron in 1991 - mineral concentrate and chemical - at about 2.9 Mt (3.2 million st). That corresponds to about 1.2 Mt (1.3 million st) of BO ,. World production in 1991 was about equal to revised 1990 levels. US production Mines and processing operations in southern California were the only domestic sources of boron mineral concentrates and chemicals in 1991. US producers, in order of quantity of production, were US Borax and Chemical Corp., North American Chemical Co., and American Borate Co.
