For conventional applications, there is limited demand for rare earth elements as well as yttrium and scandium. But the emergence of new high technology applications such as supermagnets, lasers, and superconductors should result in significant demand for some of these elements. This article examines the anticipated applications and demands for rare earth elements over the next decade. It also looks at the implications on the use of available resources. In the context of a growing demand, process methods are reviewed for the recovery of rare earth elements from conventional and unconventional resources. And the article also discusses the challenges facing the mining industry in meeting this opportunity. Reserves and reserve base The rare earths (RE) are a homogeneous group of metallic elements occupying the area from lanthanum to lutetium in group IIIB of the periodic table. Yttrium and scandium are also included with the rare earths because of their chemical similarities and common existence in nature. These 17 elements and their atomic numbers are shown in Table 1. The rare earths are widely distributed in low concentrations throughout the earth's crust (Hedrick, 1985). They occur in many rock formations including basalts, granites, shales, and silicate rocks at concentrations of 10 - 300 ug/g. They also occur in more than 160 discrete minerals. Most of these are rare, but may contain as much as 60% rare earth oxides (REO). More than 95% of the REO occurs in three minerals: monazite and bastnasite for the light rare earths and xenotime for yttrium and the heavy rare earths. Apatite and multiple-oxide minerals, such as euxenite and loparite, are also commercial sources of the lanthanides and yt-trium. Rare earths do not occur in nature in the elemental state. And, except for scandium, they do not occur in minerals as individual compounds. Bastnasite and monazite are the two major minerals used commercially to supply most of the rare earths (Hedrick, 1985). Bastnasite is a key raw material source for the cerium subgroup elements. The largest known bastnasite deposit occurs with iron ore minerals in China. The second largest deposit is situated in California. Typical rock analyses of the fluorocarbonate mineral bastnasite deposit in California show about 15% bastnasite. The REO content of that is about 50%. Introduction The federal government's declining role in funding research has created a critical dollar gap for university departments of mining engineering. Industry, too, is affected by the drought. Research is lagging. Hardpressed universities are going to the private sector for funding. Mining companies should not shower universities with philanthropy, but a research partnership should be contracted on a pay-as-you-go basis. A model exists at The University of Alabama (albeit not in mining) that could be adopted by the mining industry. An equal partnership arrangement between a university and an industry for conducting research is proposed. The concept is not that a corporation sponsors and a university performs the research. Nor does it call for educational contributions or giveaways from industry. Rather, the corporation and the educational institution enter into a cooperative research endeavor, a full and equal partnership. Both parties contribute and both share the benefits. A key to the relationship is that it has a single objective: it must generate profits or reduce costs for the company. Working Model Recent literature is replete with examples of proposals for joint research endeavors, involving both contracts and grants, between industry and universities (Bronwell, 1971; Bugliarello, 1978; Branscomb, 1981; Sanford and Holland, 1982). They are all good proposals and offer something to both parties. They are, however, not widely supported. Few have received a favorable nod from the US mining industry. Though it may be logical, for example, to remake the American Mining Congress (or some new consortium) in the mold of umbrella-type industry organizations to fund cooperative research with mining institutions, such proposals have never flown. What model, then, will work? First, look for a model that has worked in industry in general. Second, seek to apply it to mining specifically. There is a model project that satisfies the first of those criteria. It is a project complicated by a third party, in addition to a corporation and a university. In January 1983, the "Factory of the Future Project" was initiated between The University of Alabama (UA) and General Motors Corp. (GM). The United Auto Workers (UAW) is a third party to the agreement. The factory was GM's Rochester Products Division manufacturing plant in Tuscaloosa, AL, also home of UA's main campus (Fig. 1). Saving a Plant The agreement came about at the initiative of GM and the UAW. Faced with having to close the plant because of excessive production costs, company and union officials proposed to the university that an applied research facility be established at the plant. The university would operate the laboratory, dedicated to $470,000 a year cost reductions for the company. The school would lease the 5.1 km2 (55,000 sq ft) space for $470,000 a year for three years. Any savings effected by the university's research effort would be credited toward to the rent. GM said the small factory, which made replacement carburetors

The emergence of activated charcoal adsorption as the most popular recovery method for precious metals, has led to numerous innovations aimed at increasing the efficiency of the process. This article describes a change in traditional charcoal transfer methods which will aid in reducing charcoal attrition losses. Studies have shown that significant charcoal attrition takes place during transfer, be it when using airlifts or centrifugal pumps. Tests conducted at Pinson Mines indicated a 4 to 8% loss to the minus 20 mesh fraction of charcoal after three (3) hours of pumping charcoal. Tests conducted while the author was at Jerritt Canyon indicated that charcoal transfer was a major contributor to charcoal losses; a decrease in the amount of coarse charcoal (plus 12 mesh) and an increase in the amount of finer charcoal (minus 16 plus 20 mesh) was noted as charcoal was moved to the head of the adsorption circuit.

The flotation of Azara barite tailings was investigated using crude rubber nut oil (RNOc), refined rubber nut oil (RNOR) and oleic acid as fatty acid collectors. Chemical characterization of the rubber nut oils indicated high acidity, high saponification values and high iodine indexes, which are indicative of a high fatty acid compositions. The Azara barite tailings analyzed 64.6% BaSO4 by atomic absorption spectrophotometry. Gravity and magnetic separation techniques yielded a BaSO4 concentrate with a grade of 74.8% and a recovery of 92.5%. Barium sulfate grades of 90.0%, 92.8% and 94.8% with recoveries of 80.3%, 85.4% and 86.7% were achieved with collector dosages of 750g/t crude rubber nut oils, refined rubber nut oils and oleic acid, respectively. Hence, rubber nut oils are effective fatty acid collectors for the flotation of barite tailings.

Bond International Gold's Colosseum gold mine was discovered in 1865. No recorded production occurred, however, until the 1930s, with production of about 19 kg (615 oz) of gold. The mine was closed in 1942 as a nonessential industry during World War II. The property was acquired by Dallhold Resources in mid-1986. Construction of a 1.1-million Mt (1.2-million st), carbon-in-pulp (CIP), cyanide mill began in November 1986 and was completed in September 1987. Minable reserves are estimated to be 9.5 Mt (10.5 million st), with an average grade of 2.1 g/t (0.061 oz per st). This article describes the general process flow and plant equipment. And it looks at the maintenance and operational problems encountered in the first six months of operation. Process description Ore is direct hauled from the open-pit mine 1.5 km (1 mile) to the crushing facility. There it is crushed to -152 mm (-6 in.) with a single- stage, 1.5-m x 1.2-m (60-in. x 48-in.), 186.5-kW (250-hp), Fuller-Traylor jaw crusher. The ore is then stockpiled in a 31.7-kt (35,000-st) reclaim ore pile. Lime is added to the crushed product as it is conveyed to a single 6.4-m x 4-m (21-ft x 13-ft), Hardinge semiautogenous grinding (SAG) mill, followed by a single 4.3-m x 7.3-m (14-ft x 24-ft) Hardinge overflow ball mill. After grinding, the slurry is thickened and then preaereated for three hours. Following preaereation, the pulp is leached with NaCN at a pH of 11, also for three hours. The slurry then goes through a seven-stage CIP circuit for 21 hours. Then the tailings slurry is preaereated for three hours before cyanide destruction using the Inco process. Loaded carbon is eluted using an Anglo American strip, followed by electrowinning on stainless steel wire. The stainless steel wire is transferred to refinery cells where the gold and silver is plated on stainless steel plates. Following electrore-fining, the gold-silver foil is removed, melted, and poured into dore bars for shipment. The crushing, milling, refining, and maintenance processes require 37 people. Crushing The crushing area required changes and modifications following start-up. Several areas are of specific note. Structural failures Rubber support cushion blocks located under the coarse ore bin failed. These were replaced with heavier, more durable blocks and have since appeared to be satisfactory. A severe structural vibration was encountered in the entire crushing facility. A mechanical engineer, brought in by the contractor, determined the structure needed more support and cross-bracing.

Over the years since the initial experiments with underground concreting were made in 1956, attesting to cope with the ground weight and pressure encountered in the development of a large-scale underground block caving system, the use of monolithic concrete linings has grown to include most of the primary development in the, mining area. Although the development cost of concrete linings is higher than either timber or steel-supported openings, the repair and maintenance costs are substantially lower, making concrete the most economical means of ground support. Other advantages are also apparent, in that concrete provides superior fireproofing, better ventilation, and a safer, cleaner working place.

The Carajás Hills are in Brazil's Eastern Amazon, between the Araguaia and Xingu rivers, and parallels 5° and 7° Latitude South. A location map is given in Fig. 1. It is an area of low mountains (maximum altitude 900 meters), covered by the Amazon rain forest. Annual average temperature is 25°C, ranging from 31°C (maximum) to 19°C (minimum). Annual rainfall averages 2,000mm. Although it rains throughout the whole year, heavy rains occur from December through March. At the beginning of the 20's, Brazilian explorationists made brief geological descriptions of the area. Due to the thick soil, scarce fresh rock outcrops and the tropical forest covering a completely unpopulated area, detailed geological studies were difficult and reconnaissance expeditions were limited to the river margins.

In 1986, Gold Fields began negotiations with a large Nevada electrical power utility to supply power for its Chimney Creek mine in northern Nevada. After the long negotiations reached an impasse over various costs associated with the power line, a decision was made by Gold Fields to generate its own power. Self-generation is not uncommon overseas, but it is rare for any but very large or very small operations in the United States. Surprisingly, under certain conditions a mine can generate its own power profitably, and Gold Fields has found that the associated operating and maintenance problems are minimal. The following report details what factors went into this decision and how it works. Hopefully, it can serve as a guideline for those who may find themselves in a similar position. History In the spring of 1986, Davy McKee Corp. was contracted by Gold Fields Mining Corp. to provide design engineering and construction management for the chimney Creek Mine. Chimney Creek is located about 50 mi northeast of Winnemucca, NV in a remote part of Humboldt County. The nearest industry using utility power was the Pinson Mine, about 13 mi from the proposed plant site. The existing electric line was not capable of carrying another mine the size of Chimney Creek, which required 29 million kwh per year. There were three options available to Gold Fields for the power supply: 1 )Power could be supplied by the public utility from a coal-fired plant about 30 mi away by constructing a new line to the mine,

Labor costs, which have rapidly increased in the industrial countries for several years, have forced the mining industry to develop new methods and cost saving systems. Also, because mining is basic to meeting the increasing requirements for raw materials, the mining industry is guaranteed a key position in cost cutting efforts. Although this report aims to describe major recent developments in the Federal Republic of Germany, it is restricted to a limited number of them in view of the wide variety of current innovations. The most important mining activities in West Germany are concentrated in the coal mines on the Rhine, Ruhr and Saar, in the lignite open-cast mines west of Cologne and in the potash and salt mining region in Lower Saxony and Hesse. This report will only discuss developments in the underground coal mines and the potash and salt mines, and focuses on projects of Salzgitter Maschinen and Anlagen AG (SMAG). HYDRAULIC DRILLS Drilling strata of varying strength One special difficulty faced in European coal mines is the varying of compressive strength of strata that occurs even over a few meters. The strata associated with the coal measures ranges from hard and tough sandstone or conglomerate to very soft carboniferous shale. It is often difficult to use continuous miners or roadheaders so that drifting by blasting still predominates. But the varying compressive strengths of the strata makes it difficult to choose the best method to drill the rock. For example, it is best to penetrate hard sandstone or conglomerate with heavy percussion drills. The soft carboniferous shale on the other hand, should be penetrated by high speed rotary drilling to obtain optimum performance.

Ltd.’s 45-kt/month (49,600-stpm) concentrator at the Spektakel mine in South Africa is comprised largely of reconditioned equipment from the old O’Okiep mill, which operated from 1940-1975. When combined with modern approaches to layout, crushing, classification, and flotation, a simple-to-operate plant was constructed at a cost of only $3.2 million.

INTRODUCTION This paper presents (1) modified slipform system which was employed for simultaneous concrete placement for permanent lining and Instruction of a partition wall in the execution of a ventilation shaft 620m deep, and (2) current shaft sinking techniques which have been applicable and efficient for the subsurface conditions in Japan. MODIFIED SLIPFORM SYSTEM FOR PERMANENT LINING OF VERTICAL SHAFT General Information This paragraph deals with rapid construction by using modified slipform system for the permanent concrete lining and a partition wall of ventilation shaft, which has inside diameter of 620m and depth of 620m, of Enasan Highway Tunnel. The general feature of the shaft is illustrated in Fig. 1 and standard section of the shaft is illustrated in Fig. 2. The geological condition surrounding the shaft is mainly of ryolite and surface is of talus, but as a whole, they are rather weak and weathered rocks with faults, fissures and clay seams. 220mm borehole for the geological investigation was used as a drainage hole, predicting the amount of water inflow into the shaft to be 10t/min. The shaft was executed mainly by means of the conventional short step sinking method of 1.2m lift, employing temporary headframe and hoists. For each lift, 40 to 50cm thick temporary concrete lining was used. About 28,600m3 of rocks were excavated and

Introduction On June 20, 1986, the Occupational Safety and Health Administration (OSHA) published revised asbestos exposure standards for general industry and construction. The standards reflect OSHA's attempt to adequately control workplace exposures to minerals it considers carcinogenic - minerals capable of causing or contributing to cancer. These standards specifically identify asbestos as: chrysotile, an asbestiform serpentine mineral; and the amphibole minerals amosite, crocidolite, tremolite asbestos, actinolite asbestos, and anthophyllite asbestos. Each of these has a more common nonasbestos mineral analog that exists in nature in a crystalline, blocky shape rather than the hair-like or fibrous shape of asbestos. The mineralogical names for three of these nonasbestos minerals are unique: antigorite for chrysotile, cummingtonite-grunerite for amosite, and riebeckite for crocidolite. The other three nonasbestos analogs do not have unique mineralogical names. They are simply designated as actinolite, tremolite, and anthophyllite without the word asbestos following their names. The 1986 OSHA standards not only cover exposure to the six asbestos minerals, they also cover specifically the nonasbestos forms of actinolite, tremolite, and anthophyllite (AT&A). The new standards regulate these minerals exactly like asbestos (OSHA, 1986). The construction aggregate industry views this as a major problem because these nonasbestos minerals are common amphibole rock-forming minerals in the earth's crust. They exist in small quantities over large areas of the United States (Kuryvial et al., 1974). These minerals, unlike asbestos, are not mined for a specific commercial purpose. They are unavoidable components in much of the aggregate used for construction throughout the US. They are also common in the gangue material of metallic ores. There are areas of the US where amphibole-bearing bed¬rock is common. Not every rock mass in these areas contain amphiboles, however. It does mean, though, that amphiboles are physically compatible with many of the rocks in those areas. And given the correct geochemical conditions, they will be present primarily in the nonasbestiform variety. In addition, these amphiboles will probably exist in the natural drainage system, sand and gravel deposits, stream sediments, lake shores, valley basins, or ordinary beach sand within these areas. There has been little quantification of nonasbestiform AT&A in dusts and soils in the US. This is not surprising since these nonasbestiform minerals are not commercially valuable. However, an example of the pervasive nature of these minerals can be found in a 1981 Geological Society of America publication where about 0.7% tremolite-actinolite was found in the desert dust in and around Tempe, AZ (Pewe, 1981). Since OSHA standards treat these common nonasbestos minerals as carcinogens in the same way as asbestos, large natural areas in the US are implicitly being labeled as hazardous by OSHA. When a substance is identified as a carcinogen, another OSHA standard comes into play, the Hazard Communication standard. There are also right-to-know laws in 9 states that essentially duplicate this federal standard. These standards require that a product containing 0.1% or more of an OSHA-designated carcinogen be labeled as such (OSHA, 1983). This means that much of the stone and sand gravel products occurring naturally and mined in the US could be labeled a carcinogen when, in fact, they are not. The National Stone Association (NSA) and the domestic construction and mining industries believe that OSHA has seriously erred. The NSA has studied the health, mineralogical, technical, economic, and legal basis for OSHA's action. These studies concluded that there is no justification for the agency regulating nonasbestos minerals as if they were asbestos. Health issues The preamble to OSHA's 1986 asbestos standard states that evidence for asbestos-like health effects from exposure to nonasbestiform varieties of AT&A is inconclusive (OSHA, 1986). The fact is, not only are the data inconclusive, they are nonexistent. During 1986-1987, NSA's occupational health and epidemiology consultant, Environmental Health Associates (EHA), reviewed all available health studies related to AT&A. EHA found evidence that malignancies in both experimental animals and humans are associated with the asbestos forms of these minerals. No experimental or epidemiological evidence was found that indicated such pathogenic effects occur from exposure to nonasbestiform varieties of these minerals. There are relatively few scientific studies of the health effects of exposure to nonasbestiform varieties of AT&A. This paper makes five major points which may be contributions to the art of limestone sinkhole engineering. First, solution cavity development in limestones is dependent in great measure on pyrite contained within the limestone. Second, rock failure is rarely involved in sinkhole problems, while soil failures are almost always the mode of occurrence. Third, draw down, depression of the water table, is a primary causative factor in sinkhole development. Fourth, lateral movement of vadose water along the soil-rock interface, sub-soil erosion, is the mechanism by which soil is stoped, raveled, piped, or removed from the soil cavern. Fifth, the ultimate or triggering factor in localizing a sinkhole collapse is any superposed mechanism which disrupts the continuity of an impermeable clay soil overburden. The above theses are presented as extensions of our observation and of published literature, with the suggestion that additional study of these mechanisms is warranted.

INTRODUCTION The decontamination of a uranium mill site is principally an earth moving task. The task can be completed effectively and efficiently by selecting the proper earth moving equipment and using that equipment within its particular constraints for decontamination work. A considerable backlog of experience concerning earth moving equipment selection and use was acquired during the decontamination work conducted at the former Shiprock, New Mexico, uranium mill site. This experience was acquired by trial and error while decontaminating over a wide range of depths and different types of terrain. Many different types of excavation equipment were available to the Shiprock decontamination project because the Navajo Engineering and Construction Authority (NECA) heavy equipment operator's school was doing the decontamination work and a variety of equipment was needed for training. The equipment is described and its general use for decontamination is discussed. Its on-the-job use for decontaminating the Shiprock millsite is presented. [EARTH MOVING/ANCILLARY EQUIPMENT DESCRIPTION AND DECONTAMINATION CONSTRAINTS] Tractor-Scrapers The most commonly used scraper is the bottom-dump type because it is highly mobile and can dig, carry, and spread loads. In this type a tractor is connected with a yoke to a scraper bowl (Figure 1). The bowl is essentially a rigid box that pivots around the rear axle, opening to the front. A hardened steel knife, or bit, is attached to the leading edge of the bowl. When scraping, the bit penetrates and forces the earth overlying the bit edge into the scraper bowl as the scraper moves forward. When the bowl is full, it is closed by lowering a closure or apron against the cutting bit. The load is dumped while moving, by raising the apron and forcing the load from the bowl with a crowd, or ejector. The height of the dumped load is controlled by adjusting the bit height when dumping. Scrapers of this type generally do not have enough power to scrape up loads unassisted. Loading assistance is generally provided by a crawler tractor that pushes from the rear against the scraper's push block. Some scrapers are made self-loading by adding an additional engine for the extra power needed for the load pick up. Another commonly used self-loading scraper uses a loading elevator (Figure 2). The elevator consists of two roller chains carrying crossbars. The elevator is rotated when scraping and the crossbars cut the earth above or in front of the bowl bit, forcing the load into the scraper bowl. No apron is used on elevating scrapers. The load is dumped by partially retracting the bowl floor and pushing with an ejector. Scrapers have some undesirable characteristics when used for decontamination work. This paper offers a comprehensive solution to the problem of dust emissions at belt conveyor transfer points. It discusses details of enclosure design and presents a straightforward procedure for calculating required dust control exhaust volumes. Many design variables are taken into account which heretofore have been commonly ignored or inadequately considered. These include belt widths, belt speeds, enclosure openings, material flow rates, material bulk densities, material lump sizes, height of material fall, material temperature, and ambient air temperature. All of these quantities are handled by means of a "fill-in-the-blanks" type of calculation form which permits quick, reliable solutions by relative "non- experts".

INTRODUCTION In June of 1992, the Bureau of Reclamation, United States Department of the Interior, awarded the contract for construction of the Sixth Water Aqueduct to the Fedrick-Redpath Joint Venture. This aqueduct, a segment of the Diamond Fork Power System, Central Utah Project, diverts water from Strawberry Reservoir into Sixth Water Creek and, when complete, will replace the old Strawberry Tunnel which was driven in the early 1900's. The new aqueduct is being built primarily as a result of deterioration of the old tunnel, but will also have a higher capacity and more positive control than the old tunnel as well as the capability to incorporate a turbine into the system at a later date. The Fedrick-Redpath Joint Venture is comprised of C.R. Fedrick, Inc. of Novato, California and J.S. Redpath Corporation of Tempe, Arizona. Fedrick, with its experience in pipelines and heavy construction, will construct the 4200 ft surface pipeline and flow control structure; Redpath, the managing partner, performed the underground work consisting of a 600 ft vertical shaft and 3300 ft tunnel. The project is located in the Uintah National Forest, approximately 20 miles east of Provo, Utah at a mean elevation of 7000 feet above sea level.

Is the Brazilian gold rush over? Judging from the situation in Brazil over the past few decades, the answer is almost certainly yes. The picture of swarms of Brazilian prospectors or "Garimpeiros" crowding or, more correctly, overcrowding the gold regions of the Amazon jungle using the time-aged empirical approach to gold exploration has finally run its course. There are two fallacies that have lead to a reduction in the discovery of new gold fields in Brazil. The first fallacy is that "Brazil's geology is largely unknown." The extreme depth of weathering and the general lack of understanding of the shield deposits are at the origin of this misconception. The second fallacy is that "Brazilian prospectors ("garimpeiros") are very naive, have very little technical knowledge and can only produce gold at very low recovery rates." This is more of a result of wishful thinking for the purpose of justifying limiting exploration programs than it is a real consideration. In this paper, the author takes a methodical heuristic approach to gold exploration in Brazil and offers this as an alternative to the empirical approach of the garimpeiros.

The Sacaton mine is a relatively new open¬pit copper mine owned by Asarco, Inc., which has been in production only a few years. The mineral deposits consist of two ore zones; a western, near-surface zone minable by open-pit methods, and a deeper eastern zone which will have to be mined underground, probably by block caving. The copper deposits are related to small quartz monzonite intrusives implaced into Precambrian granites. Both rock types act as hosts for the copper mineralization, which has been secondarily enriched sufficiently to constitute ore. In the western zone the enriched supergene chalcocite has been subjected to postenrichment oxidation processes with partial destruction of the chalcocite blanket. The deeper eastern chalcocite zone has not been as severely affected by later supergene processes. Several mineralogical populations are represented in the total copper deposit. Leached capping overlies the chalcocite enriched zone, and in the western ore body there is a very irregular interface between the leached and enriched zone, which is complicated by oxide copper minerals irregularly distributed. Primary lower-grade chalcopyrite mineralization occurs below the enriched zone. When mining commenced near the top of the enriched zone, considerable difficulty was encountered in correlating the actual grade of ore in place with the estimated grade of the mining blocks. The mineralogical complexity and fairly wide spacing of diamond drilling made reliable grade estimation of individual ore blocks a difficult procedure.

Taboca Mining is one of the largest producers of tin in the world. In its pilot plant, significant amounts of a middling of 90% xenotime (YPO4) and 10% zircon (ZrSi04) are produced. Until now, these minerals of this ore body could not be separated successfully. This paper presents some aspects of the fundamentals of xenotime and zircon flotation with anionic (fatty acids) and cationic (amine acetate) collector, as well as the influence of the superficial leaching of the minerals with cold HCI and HNO3 on the floatability. The mineralogical studies showed that both minerals are optically liberated in -212+106 µm size fraction. Surprisingly, SEM analysis indicated that both xenotime and zircon contain very small inclusions (1-5 µm) of thorite (ThSiO4). On the other hand, zircon is fairly metamictizated giving rise to malacon. Zeta potential tests showed that the isoelectric points of xenotime and zircon correspond to a pH value of 4.5 and 4.7, respectively.The pretreatment with HCI and HNO3 displaced the isoeletric point (IEP) of the minerals to the left. The microflotation tests indicated that the floatability of both untreated and treated minerals are quite similar in the presence of the collectors studied in this work. Adsorption mechanisms are also suggested.
