"In 2012, Superstorm Sandy (Sandy) caused extensive flooding in many of the tunnels in New York City. The inundation resulted in two distinct stress changes to the tunnel structures. The first stress change was water pressure on the inside face of the tunnel lining. The second condition related to the change in buoyancy of the tunnels. In areas where the tunnels were supported on rock and an adjoining area supported on soft soil, overstress issues arose. Numerical analyses were performed to assess the structural impacts of the tunnel water inundation; especially stress changes due to internal pressure as well as changes resulting from the buoyancy effects. The paper will discuss the assessment process and its results; it will demonstrate that the change in internal pressure were of little consequence, however the change in buoyancy resulted in significant increases in bolt stresses. INTRODUCTION Superstorm Sandy caused tens of billions of dollars in damage in the NYC metropolitan area. It also caused significant disruption to the transportation system by flooding most of the under river tunnels servicing Manhattan from the outer boroughs and New Jersey. The rehabilitation of the tunnels was of paramount importance to the restoration of the NY and NJ economies. With this rapid restoration, it was essential to determine whether the flooding of these tunnels caused damage to tunnel structures. A series of analyses were undertaken to ascertain whether the change in the stress conditions and buoyancy of the tunnels, due to the flooding, was significant enough to cause damage or over-stressing of the tunnel components. The effects of this unforeseen loading condition was a concern to the agencies operating these tunnels and were thus analyzed to ascertain if there were any adverse impacts. This was a concern because the majority of under river tunnels in NYC was built earlier in the century and constructed using bolted cast-iron lining segments. The cast iron, although quite strong in compression, is much less so in tension. Also, after nearly a century of use, the bolts connecting these segments together have under gone varying degrees of corrosion. The stress changes in both the liner segments and the supporting bolts were estimated for conservative ground support conditions to provide confidence that the flooding had not caused permanent damage."

The area described in this paper lies along the inner margin of the Coastal' Plain in Twiggs County, near the exact center of the State of Georgia. Twiggs is one of four counties which produces approximately 75 per cent of the nationals output of kaolin used in the paper trade. In this vicinity the land surface is characterized by coastal plain hills with elevations ranging from about 250 feet, above mean sea level in the flood plain of: the Ocmulgee River to about 550 feet above mean sea level on the hill tops. Surface drainage in the area is southwestward to the Ocmulgee River, the tributaries of which have dissected the land surface exposing thick sections of the upper parts of the hills of Eocene (Ocala Limestone and Barnwell formation) limestone, sand, marl and clay, and in the lower parts of the hills Cretaceous (Tuscaloosa Formation) kaolin, kaolinitic clay, sandy clay, sand and, gravel. The contact between these two principal groups of geologic units is rather easil distinguished as the top of the kaolinitic beds. It is described in detail and mapped in published geologic reports for the area (LaMoreaux, 1946).

The vibration energy that travels beyond the zone of rock breakage is wasted - all it does is cause damage and annoyance. Under favorable geologic conditions, this energy may travel many kilometers before it finally drops bellow the background noise level. This has forced the introduction of more restrictive limits to the allowable vibration levels. To maintain the profitability of a mine or quarry and to comply with environmental protection legislation, blasting needs to be performed in a more predictable way that will ensure that the final results are optimal in both mining and environmental terms. Minimization of ground and induced structural vibration is, therefore, a matter of good blasting practice - not just an attempt to avoid complaints from neighbors. A new approach to blast vibration minimization is presented. The method utilizes the existence of the local minimums in the frequency spectrum of single-hole blast vibration. The results are presented as a delay map showing maximum ground or structural vibration velocity for many combinations of interhole and interrow delays. A blast engineer can use this map to select an optimal combination of delays that will produce a low vibration velocity at a selected location and, at the same time, will be acceptable from the point of view fragmentation or muck pile shape.

Charles Morris Minerals engineers have a new opportunity to shape their industry's future. They can help secondary school teachers in their own communities improve their scientific knowledge and thus be better prepared to teach their students. Local sections of AIME and other groups are being asked to sponsor expense-aid scholarships for teachers who complete the summer field course A Total Concept of the Mining Industry. Now in its 18th year, the six-week summer course is presented by the Colorado Mining Association Education Foundation Inc., in cooperation with the Colorado School of Mines Office of Special Programs Continuing Education. The course will be held June 9 through July 18. "In the past, we have been successful in soliciting support for teacher-scholars from many organizations, corporations, and individuals within the industry," said John Robertson, Jr., Foundation chairman. "Now we hope to enlist the help of engineers at the grass roots level in identifying qualified local teachers and giving them what it takes to participate in this continuing education program." Robertson said the course provides secondary school teachers, counselors, and administrators with a working knowledge of the mining and metallurgical industries. It also helps teachers recognize career opportunities for their students. "With the industry facing a challenging new era, we must have teachers who can relate the excitement of this challenge to their students. They will inspire future generations of resource finders, developers, and managers," he said. More than 670 teachers in 27 states, including 45 graduates of the "class of '85" have completed the course and gained six semester hours of graduate credit. The Foundation's Planning and Curriculum Committee meets regularly to develop the course outline and recruit the faculty. Lecturers are selected on their ability to communicate with people not familiar with the industry. Last year, 67 faculty members came at their own time and expense to discuss their specialties, ranging from exploration to marketing. Normally, teachers receive scholarship aid in the form of tuition and fees, and transportation and meals while on field trips. Expense-aid scholarships cover room and board on campus for those beyond the Denver-Metro area, and travel to and from Golden. "We hope to broaden the appeal and the geographical range of the program," Robertson said. Inspiration for the field summer program for teachers came in 1967 from a mining engineer, the late C.L. (Lindy) Barker, a 1931 graduate of the Colorado School of Mines. Barker and a group of concerned individuals convinced the Colorado Mining Association to accept sponsorship of the course in 1968. The Colorado School of Mines and its Office of Special Programs and Continuing Education agreed to be a co-sponsor to give it accreditation and provide physical facilities and coordination. The first course was held in 1969. Operating funds were solicited from industry to pay tuition, course material, the cost of a course coordinator, field trips, and overhead. Through the years, personal contact by an industry representative has been the most effective teacher recruiting tool. Through expense-aid scholarships provided by local sections of professional organizations, such as AIME, as well as CSM alumni and other friends, there will now be a greater incentive for more teachers to get to know the minerals industry and pass that knowledge on in the classroom.

A test to characterize the amount of gravity-recoverable gold (GRG) in an ore is described. Typical GRG results are given and possible uses are discussed. The overall database, which includes 68complete tests, is presented. The ore samples treated had an average GRG content of 63% of the total gold in the sample, with a standard deviation of 20% and a range of 3% to 97%. Both the F8(, of gold and the GRG content at a grind of 100% finer than 850 pm correlate well with the overall GRG content (at 80%finer than 75 pm). The primary use of the test is to determine whether gravity recovery should be used and how. Results can also be used to predict gravity recovery, as many of the ores tested are from plants employing gravity recovery. Gravity-circuit simulation can be used to refine recovery estimates or for optimization studies.

Texas Utilities Generating Company (TUGCo) surface mines lignite for use as a boiler fuel at mine mouth generation stations. Currently, the annual lignite production requirement of approximately 28 million tons necessitates mining across approximately 1,600 surface acres each year. The mining operations, located in Freestone, Panola, Titus, and Hopkins counties, Texas, have drastically disturbed some 13,000 surface acres to depths of up to 110 feet since initial startup in 1971. The TUGCo mining philosophy, a commitment made prior to initiation of mining operations and prior to any mining regulations, includes a return of mined-out land to private ownership in the most useful state possible. In the areas of TUGCo operations, the local economies are based upon agricultural production. Historic land use surveys have typically shown a trend from row crop production to pastureland for cattle production. During the 1960?s, the percentage of acreage devoted to row crop production approached zero with respect to the total acreage devoted to agriculture. TUGCo reclamation operations have therefore emphasized restoration of land to a state that is favorable to cattle production

When blowing ventilation is used on a mining section, a machine-mounted scrubber is often required to maintain face dust levels below 2 mg/m3. Operation of the scrubber also affects airflow patterns at the face and the dilution of liberated methane. Reductions in scrubber flow can result in increased methane concentrations. During mining, loading of the scrubber filter with dust is likely to reduce airflow. Detecting changes in scrubber flow is difficult, especially with extended cutting, because the machine must be operated from a remote location. Tests were conducted to demonstrate how scrubber airflow could be continuously monitored at a remote location. Three variables, static pressure at the fan inlet, differential pressure across the scrubber filter, and scrubber fan motor current, were continuously monitored while the scrubber filter was incrementally loaded to reduce air flow. The results show that monitoring each variable provided a way for estimating scrubber flow.

As part of the waste characterisation program to address site reclamation, WISMUT GmbH initiated 56 columns operated as large-scale humidity cell tests. The columns were initiated to assess the acid generation characteristics of waste rock from 14 waste rock piles distributed around the site. Of the 56 tests, 11 are ongoing and have been operational in excess of 160 weeks. The results to date from these long-term tests are surnrnarised. In particular, the methods for, and importance of, establishing the availability of the carbonate neutralisation potential and acid generation potential respectively, are discussed. Geochemical controls on uranium, and the conformity between the geochemical models MINTEQA2 and EQ3/6 in assessing these controls are discussed. Testing indicates that waste rock with an MS-NP:AP ratio in excess of about 2.7 should result in net neutral pH conditions.

The complexation of Alizarin Red S (ARS) at the surface of hydrous fluorapatite particles has been investigated at 25.0 C by means of potentiometric titrations, adsorption experiments in 0.1 M NaCI ionic medium, and Diffuse Reflectance Infrared Fourier Transform spectroscopy (DRIFT) studies. A chemical model describing the reaction at the aqueous mineral surface has been established under equilibrium conditions according to the reaction [== -CaOH2 + HA2 - « _ =PO CaA2 - z + H30&apos;; to (int.) = -5.61 ± 0.02 3 a =PO- logBs-1110(int.) ( ) within the range 8.40 <_ -log[H ] <_ 9.80.] Experimental data were evaluated using the computer program FITEQL on the basis of a constant capacitance model for the electric double layer. The surface complex structure, has been proposed to involve the quinoid and alpha phenolic oxygens of ARS coordinated to the calcium sites on the fluorapatite surface.

Previous research developed guide- lines to restrict the placement of air velocity sensors to areas of Low turbulence in underground nines. Even though these guidelines are theoretically correct, and may be easy to follow in underground coal mines, their application in small underground metal mines is difficult. As a result, study was undertaken at the Colorado School of Mines Experimental Mine to determine if an air velocity sensor could be placed in other locations with acceptable results. It was found chat by applying a variable calibration function to correct for changes in amounts of turbulence, instead of the previously used calibration factor multiplication, the sensor could be used successfully in areas of moderate turbulence.

The open stope room and pillar method of mining is used throughout Ozark Lead Company&apos;s underground mine located at Sweetwater, Missouri. This method of mining produces an approximate overall ore extraction of 80%. Pillar recovery, on a limited and experimental basis, was started in January of 1979 to determine the maximum size underground opening that could be mined safely. Monitoring the roof and surrounding pillars for potential failure during this pillar recovery process was accomplished by utilizing a simple rod extensometer to measure roof sag. Boreholes 7.5cm in diameter were drilled 3.5m into the roof to spot any separations or cracks that might have propagated between the bedded layers of rock. Underground openings 85m in length by 46m in width have been mined successfully without roof or surrounding pillar failure. Continued measurements to establish long term results will be necessary.

The surface "roughness" of mineral particles has long been known to influence the fundamental process of particle-bubble attachment and other subprocesses in froth flotation. The physical nature of the surface of fine mineral particles can be analysed by determining their fractal geometry. A number of techniques are available to measure the fractal properties of mineral particles, these include gas adsorption, mercury porosimetry, neutron or X- ray scattering and image analysis. From the resultant Richardson plots or their Fourier-space analogs, the fractal dimension of flotation feed and product samples can be determined. Textural characteristics of particles have an influence on the stability of 3-phase flotation froths and the selectivity of recovery in the froth. Decrease of the equilibrium froth height for particles of higher fractal dimensions was experimentally established. The induction time of quartz particles of different fractal geometry has also been studied.

Part 1: Physical Characteristics The physical and mineralogical characteristics of samples from five sources in the Western United States were determined using size analyses, microscopic studies, and point counts. These results were combined with leachability assays and the chemistry of leachates obtained during slurry tests to predict sample dissolution characteristics during column leaching tests. Part 2: Dissolution Characteristics Two columns of each sample were leached over a period of 3 years with synthetic rain. Residence times were between 2 and 11 weeks. The samples were subjected to daily and seasonal temperature fluctuations and wet-dry and freeze-thaw cycles. During the latter part of this study, a biocide leachant (sodium benzoate) was substituted for synthetic rain to assess the degree of dissolution caused by biological oxidation. It was found that the presence or absence of barite or carbonate minerals can be used to predict the leaching behavior of the column material.

This question and others like it have been heard over and over again by those who have tried to convince operating men that there are sound merits to installing a process control computer. At IMC we have done a great deal of thinking and talking about computer control. In the course of these discussions the operating people have asked a number of questions about computer control. These questions and our answers to them make up the main part of this article. Obviously, the answer as to whether or not to go into computer control will be an individual problem conditioned by your company&apos;s circumstances. What I hope to do here is raise some questions, give you an idea of our thinking on the subject, and lay out some general guidelines for you to consider.

Most mining companies today perform site assessments and operational or compliance audits regularly. The purpose of these audits is to review company facilities and operations to determine whether they comply with applicable federal, state and local environmental laws and regulations. Why Audit? Companies adopt assessment and audit programs for legal and business reasons. The business reasons include: (1) ensuring efficient and cost-effective compliance through early problem identification and resolution; (2) planning and implementing business transactions such as real estate conveyances, loans, mergers and acquisitions, and waste disposal service contracts; and (3) employee training and relations. Legal reasons for audits include: (1) avoiding enforcement actions and penalties; (2) meeting environmental permit certification requirements; (3) avoiding corporate officer liability; and (4) meeting Security and Exchange Commission disclosure requirements. The Environmental Protection Agency ("EPA") encourages environmental auditing by regulated entities. The EPA Environmental Auditing Policy Statement was published in the Federal Register on July 9, 1986 (51 Fed Reg 25,004). Although the existence of an auditing program does not create a defense to or otherwise limit a company&apos;s regulatory responsibilities, EPA considers compliance programs in setting inspection and enforcement priorities. If a company makes an honest effort to identify and correct its own problems, EPA&apos;s enforcement approach is influenced, especially if violations are promptly reported. Perhaps more significant to many executives, the U.S. Department of Justice issued guidelines last year on when it will pursue criminal prosecution for environmental violations. See Department of Justice, "Factors and Decisions on Criminal Prosecutions for Environmental Violations in the Context of Significant Voluntary Compliance or Disclosure Efforts by the Violator," (July 1, 1991). It is now commonplace to read about major companies pleading guilty to criminal violations and paying millions of dollars in penalties. For example ALCOA recently agreed to pay criminal fines and civil penalties totaling $7.5 million for unauthorized excavation of PCB-contaminated soil and improper dumping of spent caustic solution. No executive wants to explain to the Board of Directors or shareholders why the company was criminally indicted. The Department of Justice considers factors such as voluntary disclosure, preventive measures and compliance programs, such as a regular compliance auditing program, the effectiveness of the disciplinary system for employees who violate the company&apos;s environmental policies, and subsequent compliance efforts by companies to remedy ongoing noncompliance. The Department of Justice looks closely at whether audit recommendations were implemented in a timely way and whether environmental compliance was a standard by which employees were judged. The Lawyer&apos;s Role. The role of the lawyer in an audit team deserves special attention. When enforcement action or litigation has begun or is contemplated or a government agency has asked for information, attorneys always should be directly involved in environmental audits. In most situations, however, environmental audits are management tools, and the attorney&apos;s role should be to advise the team. The attorney can help make sure the team understands the laws and regulations the facility must

The disposal of sludges and other similar industrial wastes is a major problem. Liquid wastes from industrial operations, when treated, produce significant volumes of sludge which are difficult to dispose of, because of the chemical and physical properties of the sludge. In the mining industry sludge is produced from various water treatment operations, in particular mine drainage neutralization. Waste water from coal preparation plants also produces a sludge however the sludge is in fact a slurry containing clays, coal fines and coal impurities. In many areas the disposal of these sludges is producing a serious problem. Mine drainage sludge consists of a variety of hydrous iron oxides, usually ferric oxides, contaminated with other neutralization products such as calcium sulfate. The interface between precious metal miners and gold refiners has been an uneasy interface over the years. The reasons for this interface and its apparent uneasiness and lack of trust include technical factors, economies of scale, and cultural differences. Technical factors take two forms. First, concentrates, precipitates and sponge produced at the mine site are notoriously difficult to sample and a non-representative sample can be the cause of misunderstanding and distrust. Dore, however, is homogeneous and can be correctly sampled and analyzed. Second, the technology and chemistry of fine gold and silver production is complex and quite different from that of dore production. Most mining companies are content not to be involved with additional processing steps.

INTRODUCTION The need for Government-sponsored research and development to increase excavation rates and lower costs for tunneling and mining operations in a variety of rock types has been emphasized in a wide range of publications from advisory panels, symposiums on rapid excavation, and individuals. In response to the predicted demands for mining and construction-oriented underground excavations for the next two decades (1970-1989), a comprehensive 10-year, $200-million research program in rapid excavation was proposed by the National Academy of Sciences in 1968 (1). Although the large program recommended by the Academy has not been funded, substantial Government-sponsored research in rapid excavation has been conducted during the past several years. This paper reviews some of the significant research accomplishments obtained under a three-year, $6.6-million research program in rock mechanics and rapid excavation sponsored by the Defense Department&apos;s Advanced Research Projects Agency (ARPA) and managed by the Bureau of Mines. In addition to the rock mechanics research, five major phases of excavation; systems analysis, geologic prediction, rock disintegration, ground support, and materials handling were represented by the projects funded under the ARPA program. A method and equipment have been developed Tor measuring the impact strength of grains of brittle materials. It is shown that brittle materials develop a characteristic particle size distribution when fractured by impact. A simple mathematical model has been found to describe this distribution, and one of the parameters of the model has been designated the r value. The r value is directly proportional .to impact energy and, for fixed impact energy, it becomes a useful criterion of grain strength. Data are presented on the variation of the r value as a function of sample history, initial size, energy input and number of impacts, The results are interpreted in terms of the flaw theory of brittle fracture.

The Bethlehem Mines Corp. is a captive mining subsidiary of Bethlehem Steel Corp. Its coal production is tied to the demands for and production of steel, a situation that has to balance between the following two extreme strategies: (1) either the mines are designed and operated for some optimum production level and the demand fluctuations within the steel corporation are met by supplementary corporate coal sales and purchases, or (2) the mines absorb all the demand fluctuations, regardless of the effects on mine costs. A rational definition of the best strategy between these extremes is, of course, needed but is very difficult to formulate in view of the complexity of the many factors that would have to be included in the analysis. Consequently, rather than setting profit targets for each given mining division and/or individual mine, the practice evolved to set production targets for producing specified tonnages of coking coal for shipments to the ovens located at the corporation&apos;s iron and steelmaking plants. This in turn leaves the mines with the dilemma of having to explain demand-related cost-per-ton fluctuations while essentially depriving them of the ability to control profit through tonnage optimization. In the early 1970&apos;s, the coal prices rose significantly, while other factors led to sagging productivity in underground coal mining. Thus, the role of Bethlehem&apos;s coal operations in the corporate profit picture gained in relative importance. This, in turn, sparked a closer attention to the coal mining cost structure and factors controlling productivity. At the same time, the drastic increase in the capital needed to open a new mine also increased the amount of planning required to minimize risks. All of this called for more well-defined, quantitative operating data. Bethlehem therefore launched, in the early 1970&apos;s, a number of innovative steps that, as the future may show, represented pioneering contributions to the growing sophistication of North American underground coal mine planning and management control practices. This case study describes the changes that led to the current implementation of a novel production reporting system at Bethlehem&apos;s coal mines. These changes took place in two distinctly different phases. The current system that resulted from the Phase II developments utilizes, of course, experience gained earlier and is expected to be amplified to incorporate more advanced concepts and technology as future experience dictates.
