Introduction The best way to eliminate the possibility of rapid excavation in tunnel work is to start an argument between Owner Engineer and Contractor. And arguments are readily started when work is progressed without a frank open agreement on the rules of the game. Fifty years ago a tunnel contractor took a job to excavate and line a tunnel, providing all labor and materials under the guidance and continuous instruction of the Engineer who provided all survey work, checked each new heading and set the lines for the next round of drill holes, usually designed and ordered protective measures, kept record of progress and controlled payment for the work. In my first job in a tunnel, muck cars were loaded by hand and hauled by donkeys. Progress was, at today's criteria, not rapid. The Contractor or in the case of a large concern, his executive field representative was always at the site, knew most of his men by name, and there was a mutual feeling of respect between him and the Engineer in charge of the work. Misunderstandings were cleared up when they came up, expeditiously and fairly, even though satisfaction was not always expressed. The Owner came for the ground breaking and usually for the holing through shot. The Owner had full reliance on the Engineer's ability and integrity. The Engineer recognized the Contractor's expertise in being able to man the job and produce results.

INTRODUCTION The Waste Isolation Pilot Plant (WIPP) is currently being constructed for the United States Department of Energy in SE New Mexico. The purpose of the project is to store low level transuranic waste in an underground environment which will ensure a safe atmosphere for the life of the stored waste. Ohbayashi was contracted by the DOE to sink two shafts and underground drift development which will be used to conduct a series of long term experiments in order to finalize the suitability of the geology and the environment for the transuranic waste storage. The two shafts sunk at the WIPP site were excavated around a borehole by conventional methods. The excavation around a borehole eliminates some of the established blind bottom sinking techniques, but creates unusual problems which must be pre-planned and scrutinized closely. An analysis of the slashing to the borehole technique will be given. WASTE SHAFT The waste shaft (w/s) is 5.8 meters (19 feet) in diameter and will be used primarily to transport the radioactive waste to the underground storage area. A pre-existing 1.83 meter (6 feet) diam borehole was taken to a depth of 655 meters (2150 feet) to the existing drift; at this level, a 38 meter (125 feet) sump was installed using blind bottom sinking techniques. Process development for Eskay Creek began in early 1990 at Lakefield Research, and was initially focused on producing a high-grade/high-recovery concentrate for sale. Owing to the significant base metal sulphide (Cu, Zn, Pb) content of the ore, such a product would have made an attractive feed to a copper smelter, while a gravity and/or flotation flowsheet would have circumvented many of the environmental permitting problems that were anticipated. In the event, it was found that neither gravity nor flotation (nor even a combination of the two) was able to produce a discardable tailing and, in late 1990, attention shifted to the development of a hydrometallurgical flowsheet.

Accurate toughness determinations are difficult to achieve in the case of soft or heterogeneous rocks. The existence of a large process zone ahead of the crack tip makes the determination of the apparent toughness crack length dependent, in the case of subsized specimens. In order to use practical size specimens, the authors propose a new toughness test, the Modified Ring Test, which pre- vents a largely developed process zone to form ahead of the crack tip. This test has also the advantage that its geometry is core-based. Numerical and experimental results are discussed.

The main feature of caving methods is to draw ore from the overlying waste rock. Salinity in Effluents carries a high penalty as a result of toxic­ity, corrosion, limited re-use potential, scaling and environmental impact. Although the high TDS, such as Calcium sulfate, other than metals are still being dealt with a low key non issue basis, they are receiving more and more attention from regulators. Traditional solutions to solve these problems are costly and inefficient and create therefore severe constraints on the prof­itability of mining operations and out-price in general the finan­cial resources for environmental clean up operations. Going up the technology versus cost curve the most econom­ic solution to pollution is dilution but which is difficult in a coun­t1y shoti of water. If this can't be done, the second best, at least in sunny areas, is, to pump the whole effluent on a tailings dam for evaporation. Depending on the contaminants, one may have to pond the efflu­ent to avoid re-dissolution and seepage into the ground. The next most common solution to pollution is the addition of lime to remove and concentrate any dissolved metals and then dump the product, hidden in a mass of gypsum in a convenient place. Again ponding may be required to avoid ground pollution. However the treatment costs start to rise steeply if it is not allowed to discharge the limed overflow solution because of its high calcium sulphate content. Further treatment is then required in the form of high cost and high tech membrane process tech­nology such as reverse osmosis or dialysis or even mechanical driven evaporation.

The benefits of computer simulation in the design of a refracto­ry gold autoclave facility is discussed. Three computer simula­tion programs used for autoclave design are briefly described in this paper. 1) METS IM® - A Process Simulation Software Package Developed by Proware: Mass and energy balances are conducted around the auto­clave and its ancillary processes. Results from the process simulation define process equipment requirements and are used for establishing operating costs. The p_rocess model integrates various unit operations including grinding, acidu­lation, pressure oxidation, counter-current-decantation, neutralization, cyanide leaching, and carbon-in-pulp or car­bon-in-leach. 2) ALGOR® - Finite Element Analysis (FEA): A computer software program is used in the design and analysis of brick lined pressure vessels, such as autoclave, heater, and flash vessels. This software creates a steady state thermal model, and accurately predicts temperature distribution throughout the entire vessel, including nozzles, which represent regions of high thermal intensity. 3) Compress©: A software package developed by Codeware used for the sizing of pressure vessel components, includ­ing shells, heads and nozzles, according to ASME Boiler and Pressure Vessel Code, Section VIII, Division 1.

There has been a surge of exploration activity and interest in mineral properties located in cold Northern climates, with gold and copper properties as the two most attractive targets. There are already a number of mining operations located in the Arctic, for example, Red Dog, Polaris, and Lupin, all located in the Canadian Arctic. The logistics of sustaining operations, the engineering design and construction methods for such inhospitable regions are now relatively well understood. However, at least three of the proposed new mines in the Yukon Territory, Canada are designed to be heap leach operations. Rescan Engineering has recently completed Feasibility studies for two heap leach operations in the Yukon, one of which, the Brewery Creek Mine, is now in operation. The purpose of this paper is to explore some of the engineering and operating concepts that have been developed to make heap leaching an appropriate process method for gold recovery in a cold climate. Many of the readers will be familiar with the general and specific details of heap leaching, and it is not the intention of the authors to deal with any of the established "do's" and "don'ts" that have been addressed in numerous previous papers, but only with those pertaining to cold weather operations. This paper also examines these design concepts in specific relation to the results of the first winter's operation at Brewery Creek Mine, the first "far" North heap leach operation.

For many years the explosives industry was a technological enigma: it was at the 'cutting edge' of some technologies and in the backwaters of others. For example, for at least the past 85 years, the industry routinely measured time to one-millionth of a second for determining the detonation rate of explosives. At the same time, however, formulations were usually hand-written in 'formula books,' such as the alchemists may have done. Also, due to the fact that the equipment had proven to be safe, many of the mixers and packing machines in use until recently were those patented in the 19th century; improving efficiency was not worth the possible risks that might be encountered. In recent years, the wide availability and portability of computers and their adaptation to specialized applications have revolutionized the explosives industry, much as it has many others. With the advent of the water-based emulsions and slurries (water gels), and the necessity to design totally new processing and delivery equipment, the opportunity arose to apply modern techniques to many aspects of the business. Table 1 lists some computer applications currently in use by explosives manufacturers and end users. The use of high-tech production controls, equipment design aids, field measurement devices and other computer applications is so pervasive in the industry today that any brief article such as this must be considered only as a broadbrush overview of the subject.

A methodology was developed wherein. the increase in compressive strength, mineralogical changes and pore water composition were all studied simultaneously as a function, of moisturized spent shale curing time. From these results the relationship between the nature of cementation process and the composition of pore water was established. Heavy metals were entrapped in the cementing constituents and the pore water became mainly a solution of alkaline sulfates. While the specific data are applicable only to the material studied, the methodology and general conclusions are useful for evaluating the environmental factors in spent shale disposal and expected leachates composition.

Gold and silver cyanide complexes are presently desorbed from activated carbon by means of hot caustic elutions. These solutions may or may not contain additional sodium cyanide. There are several parameters which affect the rate of stripping. Some of these include pH, ionic strength, and tempera­ture. Stripping is conducted in recirculating (ZADRA) or once through (AARL) circuits. This paper describes the development of a new chemical eluant which increases the rate of stripping of both gold and silver cyanide complexes from carbon. Two case history applications are described.

Introduction Trapper mine is a dip-line strip coal mine, located about 10 km (6 miles) southwest of Craig, CO. The mine provides the Craig Generating Station, operated by Colorado-Ute, with about 2 Mt (2.3 million st) of coal annually. The Trapper mine is situated on a hillside that climbs in elevation from 2 to 2.5 km (6500 to 7400 ft) at average grade of 15%. The coal seams dip at about 16% down-grade and they outcrop near the top of the hillside. They exceed maximum stripping depth in 1 to 1.7 km (3500 to 5500 ft) of pit length. Stripping in the three existing pits is performed with three Page 752 23 m3 (30 cu yd) walking draglines. Two of the pits are currently being cast blasted. Until the active cut, the Derringer pit was cast blasted only where the lower mined seam exceeded stripping capabilities and the pit was a single seam operation. Now, a 9-m (30-ft) interburden bench has been incorporated into the stripping plan. This bench protects the first seam of coal from shear when the overburden is cast blasted. The cast blasted section of the 1.6 km (53,000 ft) long pit has been increased from the 457 m (1500 ft) casted previ¬ously to 1 km (3500 ft). High speed films show the coal losses due to shear of the blast are minimal. The pit width in Derringer pit is 61 m (200 ft). This is necessary for efficient spoil side stripping of a relatively thin interburden in the two-seam section of the pit. The Enfield pit is entirely cast blasted. The single seam pit is 46 m (150 ft) wide, 1.1 km (3600 ft) long, and varies from 15 and 46 m (50 and 150 ft) in overburden depth. The Sumich (Victorine) gold mine is located in the Toiyabe Mountain Range on the east side of Victorine Canyon, a north-trending branch off Kingston Canyon in the northwest quarter of Section 27 and southwest quarter of Section 22, T16N, R43E, in the southern end of Lander County, Nevada (Fig. 1). HISTORY Discovered in 1862, the Victorine reached a peak of development between 1872 and 1887. The "Victorine" and "Morning Star" lode mining claims, located on the outcrop of a prominent auriferous quartz vein, were patented in 1869 and 1891, respectively. 1, respectively. Gold ore was mined underground in adits driven, on the level, directly into the side of the mountain. Ore brought to the surface was trammed about 457 m (1500 ft) south on a track constructed along the contour to ore bins. From this transfer point, the ore was moved by aerial tram to the bottom of the canyon then hauled by horse-drawn wagon to the mill located about 3.2 km (2 miles) east down Kingston Canyon. Exact details of the milling process used on the Victorine are lacking, but old reports mention water-driven stamp mills, amalgamation, chlorination, and cyanidation. Gold and silver mill products are reported to have been sent to England for final refining. High-grade gold values of 103 g/t (3 oz per ton) remaining in mine walls and on outcrops, attest to the lack of success in treating the Victorine ore in the early mills. The Victorine mine may have been worked sporadically after 1887 with little success. In 1934, control of the property was acquired by William P. Moloney, an attorney from Marion, OH, who also control- 1 led an interest in the successful Goldacres mine in Lander County, NV. This property was studied, sampled, and metallurgical tests were done in 1934, but no development resulted from this work.

"INTRODUCTION The Bulk Handling Technology has suffered an important development in the recent years, allowing the use of conveyor belts in the most important and critical applications. As a consequence of this, the reliability and lasting performance of the conveyor belt components is becoming more and more significant, thus the implementation of preventive maintenance programs is a must. The rollers are one of the consumables in the conveyor belts, which have to be changed once arrived to the end of life. The actual ways of detecting this moment always require intensive use of labour and they are not very accurate. Indeed, if the rollers get broken before replacement, the consequences could be very important, generating additional costs and operational losses. The R&D Department of ULMA Conveyor Components, has been working since early 2012 on the development of Monitored Rollers along with a Management Software to provide users the capacity to Manage and Monitor the rollers from its desk, getting continuous online information on the internal temperature of the bearings, on the working status of the rollers as well as the identification of the rollers close to their end of life so that they could be changed during the next maintenance stop of the conveyor belt. In short, a system of Preventive Maintenance for Conveyor Belt Rollers BACKGROUND AND CURRENT STATE The malfunction of a single roller in certain conveyor belts can suppose the standstill of the whole installation until its replacement, due to the risk of greater and more expensive failures like the rip of the belt. In the case of a bulk handling installation where a continuous supply of material is necessary, a bare stop of one hour could entail huge economical losses. What’s more, many conveyor belts are several kilometers length or the access to some parts of them is very complicated. Due to these difficulties the inspection and maintenance operations can become expensive and hard going, with staff going over the whole area checking the correct condition of the conveyor and rollers, which means a dangerous activity. In addition, it’s quite common to find rollers working in very harsh conditions, completely exposed to the elements or working in corrosive closed environments like underground mines. These tough working conditions together with the very demanding features of Bulk Handling sector (high loads, speed, dangerous materials etc.) can bring the unexpected failure of a roller, even being designed to support them. Thus, to have the working conditions of the rollers real time is clearly required, in order to achieve an actual predictive maintenance of the system and avoid fatal failures. Nowadays the most common procedures to identify a broken roller is to hear how it sounds or use thermo-graphic cameras to measure their internal temperature, both of them implying workers inspecting the whole length of the conveyor while the conveyor is running. This means intense use of workmanship and operational safety level reduction."

In the mining industry, conversion of fine particles into a slurry is often part of the normal processing of the ore. Therefore. from a system's point of view, slurry transportation would be considered as a natural alternative, all the way from the working face to the final processing. In underground mines, there is sometimes a considerable inflow of ground water that has to be pumped out. When the mine dewatering installations are integrated with a hydraulic hoisting system, the cost of power needed to pump out the ground water can be excluded from the cost of hoisting, compared with other modes of transporting the solids to the surface. The chief advantage of hydraulic hoisting is that the hoisting capacity can be increased at comparatively low total cost without necessitating the sinking of new shafts. Alternative examples include deepening of the existing mechanical hoisting system, truck, or conveyor belts transport in ramps to the present level. These often become very expensive. The economic effectiveness of hydraulic hoisting and hydraulic design considerations have been discussed by Kostuik (1965) and Sellgren (1985, 1986) for both small shallow mines and large deep underground mines. Objective and scope The objective of this study was to demonstrate the feasibiliy of hydraulic hoisting in hypothetical examples of mine deepening. Underground grinding to a maximum particle size of about 700 um (about 25 mesh) is considered. The pumping of ground ore products with positive displacement plunger or membrane type of pumps at working pressures of up to 15 MPa (2200 psi) is a thoroughly tested technique (Venton, 1986). Hydraulic hoisting system A hydraulic hoisting system is described schematically in Fig. 1. The ore is mined, handled, and crushed conventionally. It is then ground wet underground. The slurry is then temporarily stored in an agitated tank and pumped to an agitated receiving tank on the surface. The ore is then further processed in the concentrator. The capacity of a pipeline is very high. For example, an annual production of 500 Kt (550,000 st) of ore can be handled in a 100-mm-diam (4-in.-diam) pipeline. Systems layout - economic effectiveness Schematic mine layouts are presented that represent situations where hydraulic hoisting often is the most economical alternative. A situation where the ore is trucked to the level of the existing hoisting system is shown in Fig. 2 (following page). With hydraulic hoisting, only a shaft for ventilation, pipe- line, and personnel are needed. In a first phase (Fig. 2). a hydraulic hoisting installation with crushing and grinding units, storage facilities, and pumps has been located at a level of about 400 to 600 m (1310 to 1970 ft) below the surface. Over the past decade, numerous factors have led US copper firms to face increasingly severe competition from low cost foreign producers. As a result, greater attention is being devoted to developing and implementing new technology that can reduce costs and maintain the competitive position of domestic firms while simultaneously meeting environmental requirements. To obtain a better understanding of the likelihood of the development, adoption, and use of innovative copper technologies in the future, the Bureau of Mines contracted with Mineral Systems Inc. of Stamford, CT, to undertake a systematic survey of technological experts in industry, government, and the academic community. According to the survey, major developments in exploration over the next 25 years are likely to be in technologies that facilitate analysis and interpretation of deposit data rather than those that enable the collection of additional data. Most new copper mining and beneficiation technologies are likely to represent evolutionary extensions of existing systems with a notable increase expected in the application of information systems technologies and computer control methods. A possible movement towards increased usage of continuous mining systems in copper was also noted. Experts indicated that several copper smelters are under consideration for extensive renovation and, as a result, flash smelting technology is expected to become much more widely used in the US. A gradual movement toward continuous smelting methods was also forecast. In copper refining, the major technological change expected is the gradual automation of various refinery operations. Finally, though increased usage is expected, in situ solution mining and hydrometallurgical processing of sulfide ores are not expected to become widespread over the forecast time horizon. This first article in a two-part series describes the survey method chosen and the technological innovations selected for eval¬uation. Also discussed are the assessment panels, background scenarios, critical events, and diffusion forecasts. Next month, part two will address technology forecasts resulting from the study. Featured are discussions on future copper exploration, mining, beneficiation, smelting, refining, and recycling. A cost/benefit analysis will also be included. Methodology Selection of Assessment Method To develop a consensus forecast of technological change in the copper industry, a technique for systematically polling subjective opinions of experts was required. After conducting a literature survey and some preliminary testing, the direct probability assessment method was selected. With this assessment method experts are asked to express in quantitative terms their judgment of the probability that a specified event will occur, usually over a series of time frames. The method was chosen because the experts were observed to be more comfortable with this approach during the testing period, and the results of this process effectively satisfied the assessment objective. The experts generally could provide more precise estimates of the timing of future events using this technique because it was the least cumbersome of the assessment methods tested. Identification, Selection, and Description of the Technologies The initial list (Table 1) of innovative copper technologies assessed in the study was developed from two principal sources: knowledge and expertise of the study team and a review of relevant technical literature. From this list of 47 potential technologies, 10 were selected for detailed assessment. Table 2 lists 35 technologies that were subsequently identified in the first series of assessments. Twelve technologies from this list were also selected for detailed evaluation in a second assessment round. Pardon my audacity, but I feel that this is the solution, not just a solution. Further, I will be so bold as to maintain that this is the last-ditch, eleventh-hour chance for the mineral industry to solve its critical technical manpower shortage. I am not being facetious. I am convinced that there is only one solution--just as there is but one real cause of the problem. My conclusion 'is reinforced by countless talks of endless hours with people both in and out of the industry, with employers and employees, and with educators and students. While I claim no originality for the idea and have no pride of authorship, I am concerned that the industry hear and heed in time. It is quite unlikely that the mineral industry and the mineral engineering profession will willingly subscribe to my thesis or gladly buy my proposal. I am convinced, however, that it is the only course of action open to us, and the only course of action which will succeed.

It was first pointed out in 1934 by Gaudin (1) that the "oily" oxidation product of the alkyl xanthate ion-dialkyl dixanthogen, might be the "active flotation agent" on sulphide minerals and there have been a number of studies supporting this hypothesis (2,3,4). However, all of these studies have relied largely on electrochemical evidence. Galena, being a semiconductor, may be used as an electrode in aqueous solution and it was shown that ethyl xanthate ion does not adsorb with charge transfer in the absence of oxygen unless the potential of the galena surface is above -100 mv versus the hydrogen electrode (H2 E). At this potential the galena surface is slightly hydrophobic but does not become strongly hydrophobic unless the potential is raised to 210 mv (versus H2 E). It is suggested that, at potentials of 210 mv or above, ethyl xanthate ions are oxidised to diethyl dixanthogen and that chemisorption of oxygen raises the galena surface to this potential. On the other hand, examination of xanthated galena surfaces by chemical or physical methods (5,6,7) has failed to detect dixanthogen and it has been shown that dixanthogen may be reduced to lead xanthate at a lead sulphide surface. (5,8)*. It was suggested by Leja and Poling (5) that, as dixanthogen is a neutral molecule it would not be repelled by the negatively charged galena surface so that the adsorption was envisaged as taking place through homogeneous oxidation of the xanthate ion to dixanthogen, adsorption and reduction of the dixanthogen to a chemisorbed lead xanthate species. In paper I of this series (11) it was shown that the thiosulphate ion, which forms on galena surfaces in slurries at the pH normally used for flotation, will reduce dixanthogen. There is, therefore, the impasse that the electrochemical evidence requires that xanthate ion be oxidised to dixanthogen at the galena surface while the chemical evidence shows that the reverse reaction takes place.
