The Chino open pit mine, concentrator, and smelter are located in Grant county in Southwestern New Mexico. Chino Mines Company is a partnership, two- thirds owned and operated by Kennecott Santa Fe Corp., and one third owned by MC Minerals Corp. (Mitsubishi) of Japan. The concentrator, with a design capacity of 37,000 tons of copper-molybdenite ore per day, was commissioned in July, 1982. Water from underground uranium mines located in the Ambrosia Lake district near Grants, New Mexico, U.S.A., is treated to reduce levels of uranium, selenium, radium and molybdenum. The treatment system consists of a series of ponds and an ion exchange plant. Bacterial and algal populations present in the pond system are considered agents which actively assist in removal of the pollutants present in the water. Pondbottom sediments maintain a reducing zone and a large population of sulfate-reducing bacteria of the genera [Desulfovibrio] and [Desulfotomaculum]. Uranium, molybdenum, and selenium accumulate in the pond sediment. Stimulation of the microbial sulfate-reducing activity resulted in a decrease of soluble concentrations of these elements in laboratory systems. Predominant components of the treatment ponds’ algal flora are the filamentous [Spirogyra] and benthic [Chara]. Laboratory study indicates that [Spirogyra] is more active than [Chara] in removal of uranium and molybdenum from solution. However field-collected algal samples of both of the genera contain uranium and molybdenum. Laboratory studies indicate that death and decay of the algae in association with pond sediment does not result in return of cellbound uranium and molybdenum to the water. The algae appear to act as bio-filters for accumulation of particulate pollutants and agents for adsorption and/or absorption of soluble pollutants.

Mining of Molybdenum at Questa, New Mexico has been accomplished by block cave methods since August, 1983. As caving progresses, a periodic geologic evaluation is made of the rock types present in finger raises on the Grizzly Level of the mine. The production maturity of the cave can be monitored by relating this data to geologic cross-sections through the orebody. The draw point mapping program is a simple and effective tool that is used in making draw control decisions at Questa.

There used to be a time when bins were designed for total volume and placed in any available place of the plant. Poke holes were provided and feed was maintained by manual prodding, lancing, hammering, and by various mechanical flow-profiting devices. Little thought was given to what occurred inside the bins and why materials did not flow. Indeed, such mental effort was hard to justify while low-cost manual labor was plentiful, quality standards low, and rates of feed moderate. The past fifteen years have seen a drastic change in these conditions. We all know that labor for hard manual work is becoming unavailable at any wage, level. Standards of product uniformity are continuously rising. This uniformity is just as important in a fine ore feed to ball mills as it is in a cattle feed or in a flour mix. Rates of feed now frequently exceed 2,000 tons per hour per feeder. At that rate there is no time for, lancing or prodding. An efficient storage, plant contains a known available volume of bulk solid, and feeds it at the required time, at the prescribed rate, and without degradation of the product. A storage bin may also perform other functions such as blending of different grades, degasification of aerated, powders, isolation of different gaseous media. A contact bed of particles flowing by gravity in counter-current with a gas or liquid may be used as a continuous reactor. Gas or liquid pressures can be simply contained by, a sufficient head of flowing solid.

The operation described in-this paper will be confined to the Nemacolin Mine of The Buckeye Coal company, Nemacolin, Pennsylvania.' This mine is-located on the Monongahela River approximately sixty miles south of Pittsburgh. The mining is in the Pittsburgh seam that has an average thickness of 88 to 90 inches. The current practice is to mine approximately 80 inches, leaving 8 to 10 inches of roof coal. All of the coal produced is used solely for by-product coking by the parent Youngstown Sheet & Tube Company, Youngstown, Ohio. Eight to ten inches of top coal are left by the miners to prevent air slacking of the draw slate. In addition, this top coal which will float at the washing gravity has a very high ash and sulphur content, and when mined, seriously affects the quality of the clean coal product.

Apatite ore plays a critical and irreplaceable role in fertilizer production and is being upgraded in quality in northern Vietnam. The old tailing of the Bac Nhac Son beneficiation plant (Vietnam) has a significant apatite amount in the form of coarse unliberated particles. These millions of tons of tailing ore have 6–8% of P2O5 content, which can be retreated to provide fertilizer factories. This work presents the results obtained in recovering apatite from this tailing in the laboratory. By the combination of the processes of classification, preliminary flotation, re-grinding and cleaning in the flotation column, an apatite concentrate of 30.68% P2O5 can be obtained with the total recovery of 37.76% from the initial tailing of 7.56% P2O5. The study results not only provide an appropriate technical solution for recovering the apatite ore from tailing ore but also have outstanding meaningness in the recovery of mineral resources under the context of a circular economy.

Acknowledgments I am honored to be named as a recipient of the Antoine M. Gaudin Award, and I would like to briefly single out four groups who deserve a special thank-you relative to this award. The first group consists of Professor Kawatra, the many international support references that he gathered and the Gaudin Committee itself. I know such things don't come without considerable effort by many individuals, and I'm grateful for their support. The second group consists of the management of The Dow Chemical Company, the managements of various mining companies and, in recent years, the management of G. S. Technologies, all of whom supported me, financially and otherwise, in my grinding, flotation and other particle-processing work. Operations people are the most overworked and under recognized people in the world, whether they be in the mining or chemical industry. Obviously, without extensive industrial support, especially from operating personnel in the mining industry, almost nothing about the work contained in this lecture would have, or could have, happened. The third group consists of a number of coworkers who have played key roles in specifically implementing the new flotation-product portion of this lecture. Of these, Bob Hansen, Don Leonard, Basil Fee, Simon Isherwood, Fernando Cones and Marty Meulendyke deserve special recognition. They have not only been dedicated, but they have been great to work with. Also in this third group are many members of the international academic community, especially those at Penn State. Professor Leonard Austin must be singled out because he took me as a young mathematically oriented chemist and taught me to be an effective process-oriented engineer. Without this experience, I would not have had the over 30-year career as an engineer, which I have loved. In addition, Len planted the size-reduction-research virus in my blood, which I can't seem to get rid of. I also need to mention Professor Frank Aplan, whose obvious love of mineral processing and froth flotation helped to create my interest in flotation. Thus, for those of you who don't like my approach to flotation, it's all Frank's fault. The fourth, and certainly not the least, group to thank is my wife, Charlene, and our two sons, Richard and Steven. No one could have a more supportive family. In every sense of the word, my wife has been my partner from the beginningwe were married at the end of my freshman year in college. She has sacrificed much for me, and I will never really be able to express the depth of my gratitude for Charlene's encouragement, loyalty and support over the past 36 years. General comments on froth flotation The industrial process of froth flotation: Where is it going? I'm here to tell you loud and clear that froth flotation is alive, well, and growing. The inherent characteristics of high mineral throughput per unit of capital, low operating cost per unit of feed, high mineral specificity and high operating flexibility have guaranteed froth flotation an important past and a growing future. As with any evolving technology, there are always trends at the industrial level that are primarily driven by economics. History of the feldspar industry in the United States has been summarized by DuBois (I)*. The earliest production of feldspar in the United States is reported to have been from Mitchell County, North Carolina, about 1744, with the product shipped to England, In about 1825 several pegmatites were worked to a limited extent in Connecticut, with the production shipped to England. The first feldspar grinding facility was constructed about 1850 in Connecticut, with chaser mills used. Feldspar has been produced continuously in the United States since about 1870. Feldspar is produced from the following states: North Carolina, California, Georgia, Connecticut, South Carolina, South Dakota, Kansas, Oklahoma, Virginia, Arizona, and Wyoming. Total United States production for 1969 will amount to approximately 900,000 tons. The most current published figures for world production is 1966, at which time 2,165,000 tons was produced. It is estimated that world production of feldspar for 1969 will amount to 2,410,000 tons. Historically, feldspar has been produced by hand sorting and hand cobbing of coarse block feldspar obtained from the intermediate and wall zones of zoned pegmatites. In the United States the reserve of known block feldspar, recoverable by hand sorting is nearing depletion. More emphasis is now placed on feldspar sources contained in finer grained rocks, especially coarse granites or fine-grained pegmatite and beach, dune, and river sands from which the feldspar is obtained by beneficiation.

INTRODUCTION This paper discusses two uranium tailings waste disposal studies that reflect the United States Nuclear Regulatory Commission (NRC) regulatory actions and their changing requirements during the mid to late 1970's. Present guidelines require that all new uranium tailings impoundments be designed and constructed to eliminate, to the extent that it is reasonably achievable, exposures and risks to the public from the tailings. This includes positive measures for control of seepage losses from the impoundment and for control of radiological releases caused by wind and water erosion. Long-term stability of the reclaimed impoundment is also a very important requirement. That is, it is intended that the tailings impoundment, once it is reclaimed, will require little or no care or maintenance as long as the uranium tailings remain a hazard. Principally because of the long-term stability objective, the NRC has now identified subsurface burial of the tailings as the "prime option" for tailings disposal. The environmental implications of these proposed regulatory actions are obviously desirable. The economic implications the actions may have on a particular project are not always so obvious because they are so dependent on environmental suitability of site conditions. Selection of a site with favorable topographic, geologic and hydrologic conditions will usually result in the most economically and environmentally attractive alternative for tailings disposal. The first project discussed in this paper was initiated before the NRC guidelines had been developed to favour subsurface burial. At the beginning, seepage and radon emission control requirements were moderate. Constraints were imposed on the design by site topography, geology, and project capitalization considerations, factors which were dealt with according to straightforward engineering and design principles. More serious constraints were imposed by changing regulatory requirements. Unlike the more usual engineeringrelated constraints, regulatory requirements were upgraded during the design process, causing the design itself to undergo numerous modifications. Risk assessment, risk management, and engineering/economic feasibility analysis are presented as three effective, practical tools for decision making in the remediation of contaminated soils. Risk assessment is applied to evaluate the extent, magnitude and sources of contamination, to identify appropriate contaminants of concern (COCs). Risk management is then applied to identify the acceptable contaminant residual levels for the COCs. Finally, engineering/economic feasibility analysis is used to define the appropriate cost-effective remedial action and associated target contaminant action levels that will achieve the acceptable contaminant residual levels. A real site application of this decision making approach is presented. This site illustrates that through appropriate engineering, acceptable risk-based contaminant residual levels can be achieved with higher action levels.

The barite industry shares with its associates in the minerals industry the impediments of excessive federal and state regulations. We have learned to exist with the Organic Act of 1976, the Mine Safety and Health Act of 1966, and the Multiple Use Act of 1955. I do not mean to imply by the above that all aspects of mining legislation have been detrimental, however, each of you has been subjected to interpretative restrictions by federal or state bureaucrats. As frustrating and costly as this is to the barite industry, it is not the primary problem facing our segment of the industry at the present time. Our major difficulty today deals not with too much government regulation, but with the lack of a cohesive and consistent government energy program. This administration and those that have preceded it have dealt with intermittent energy crises on an emergency basis. If we remove the political rhetoric which has surrounded each of the more recent major crises, we can liken the action of our federal government to that of a rural volunteer fire department which devotes its entire efforts toward extinguishing existing fires rather than the developing of programs designed to prevent future fires. The lack of a comprehensive energy program has created an environment in which long range planning is extremely difficult, if not impossible.

Large reserves of copper are contained in waste dumps which have been created by open-pit mining of porphyry-type copper deposits in the Western United States. Nearly 6 billion tons of copper-bearing material exists in the waste dumps at present, and another billion tons will be added each three to four years as additional material is stripped from the present mines and new open-pit mines are developed. The dumps constitute an enormous resource containing some 7 to 10 billion dollars worth of copper. Increased attention is being given to the recovery of copper by leaching from these dumps as attested by the fact that in 1968 approximately $175 million of copper was recovered by leaching operations. During the leaching process, however, numerous problems exist which prevent complete extraction of the copper from the dumps. Probably the most important problem encountered is the incomplete contact of the copper-bearing materials by the leaching solutions. This problem is mainly created by the formation of physically compacted and chemically cemented layers within the dumps which prevent solution flow to many sections of the interior of the dumps.

Over the last decade new constraints have emerged in the metallurgical industry which challenge the very basis of design and construction of smelters and refineries. The hackneyed designs of the past will not now serve the revised objectives of: - minimal cost of ownership - improved productivity - reduced energy consumption - greater flexibility in feed or product - minimized recycle loops and by-products - more stringent environmental control The impact of these constraints has been channeled constructively into process intensification - exemplified at the large scale by the introduction of flash smelting technology and at the smaller scale by the application of rotary process vessels and converters for augmented heat and mass transfer. The design of successful process plants depends on the understanding of the unit operations and their interactions which is the discipline of systems engineering. With the advent of increased process intensification the importance of a systems approach to process design and implementation becomes paramount. This paper describes the systems approach with specific reference to medium scale projects in the primary and secondary metallurgical industry.

Production scheduling of an open pit mine is one of the most important steps in open pit mine planning. The production schedule of a mine defines the distribution of cash flows and as a result directly influences the net present value and overall economic feasibility of a project. It is becoming more and more critical to obtain an exploitation schedule of a deposit such that highest possible returns are achieved from a project. As the mining industry mines lower and lower grade ores, production scheduling is becoming a key item which can make or break a project. Although the need to plan and operate a mine with an optimum production schedule has been obvious for some time, the methods used to obtain such a schedule have not been. There is not a single, mathematically proven, optimum mine production scheduling algorithm which is widely accepted and used today. In an attempt to determine a production schedule which is optimum, a new algorithm was developed. This algorithm, in theory, is based on the lagrangian concepts of mathematics and in practice is based on the parameterization concept of mining. This paper describes the fundamentals of this newly developed algorithm.

Public Law 75-87, the Surface :mining Control and Reclamation Act of 1977 (SMCRA), Section 516(b) requires the underground coal mining operator to "adopt measures consistent with known technology in order to prevent subsidence causing material carnage to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonably foreseeable use of such surface lands, except inn those instances where the mining technology used requires planned subsidence in a predictable and controlled manner . . .?. The Congress also directed the Secretary of the Interior to promulgate regulations to implement the law. As a result, the control of subsidence from underground coal mining to minimize surface damage has become the mandate of a Federal law. This paper discusses the mechanics of subsidence and the effects of subsidence on ground features and also summarizes some of the measures which have been used to minimize the possibility of damage to surface structures as a result of subsidence due to underground coal mining.

The bioleaching of mineral sulfide pulps in a bench-scale rotating drum reactor has been studied. The reactor includes horizontal paddles in the inner wall for lifting of the mineral pulp. The performance of the reactor was tested in the bioleaching of a refractory pyritic gold concentrate in the presence of pure Thiobacillus ferrooxidans strain (ATCC 19859). The concentrate was efficiently bioleached at 50% pulp density with the drum operating at 0.5 -1.0 rpm Attempts of bioleaching the concentrate at the same pulp density in conventional stirred reactor showed severe inhibition of bacterial activity. The results demonstrated that the drum reactor allows to operate at much higher pulp densities than the conventional stirred tank reactor. This behavior is explained in terms of an improvement of the bacterial activity due to a better control of the attrition of the mineral particles.

Investigations have been conducted at Chino Mines Co. into the effect that SAG mill recycle material (critical size) exerts on SAG mill throughput and specific energy requirements. Tests were conducted on laboratory, pilot, and plant scales to evaluate the merits of alternative treatment options. Removing critical size material from the SAG mill circuit has been shown to improve new feed rates by 84% with a reduction in specific energy (kWh./t) of 88%. Test results obtained to date are presented.

The handling of radioactive waste deposits from factories that produce chemical fertilizers is a difficult problem, but has a great significance for soil quality and for the environment. The Romanian legislation has produced law and normative acts concordant with EU regulations for prevention and protection, and also for environmental contamination control with radionuclides. The soils and agricultural plants in the vicinity of phosphogypsum deposits are radioactively contaminated; the annual variability of the respective radioactivity values is demonstrated by annual records. Residual radioactivity monitoring determines the presence of radioactive ions in the soil and cultivated plants: wheat, maize, sunflower, as well as the spontaneous flora. The results obtained lead to the conclusion that ecological restoration works must be executed for degraded soils due to impacts of radioactive materials.

INTRODUCTION Traditionally mineral processing equipment has been procured based on (equipment) specifications prepared by the engineers. As newer materials of construction are being used for equipment manufacture and plant control systems become more sophisticated, the need for thorough and detailed specifications is greater than ever. For example, it is not uncommon to find plants looking at grinding circuits consisting of semiautogenous mills with variable speed, gearless, drives of large horsepower. Technical specifications for the mill, wrap- around motor and control system must, therefore, be carefully prepared to ensure that the respective equipment supplied by vendors meets overall grinding needs. Various engineering and design companies have expended considerable time and effort in developing the specification format. Equipment manufacturers have also given significant effort to developing data sheets aimed at collecting information regarding not only the duty of the equipment, but also the conditions under which it will be operated. As engineers moved from one company to another, the specification format became cross-fertilized and further developed. As a result, specifications on file with various engineers have improved considerably over a period of time. Equipment specifications from earlier projects are commonly used as a basis for tailoring new ones. To keep equipment specifications short, general technical considerations are often compiled as separate specifications. For example, general considerations applicable to the design, manufacture and supply of the mechanical equipment are consolidated under "Standard Requirements for Mechanical Equipment” and included along with that specified for purchase. As the economic feasibility of the project has been established during earlier studies, purchase-related activities can be initiated following completion of the specifications. Procurement itself is a major activity, however, in this chapter only those activities directly related to the purchase of equipment will be discussed.
