For several years the C. F. & I. Co. men have been working on a fan signal and many different schemes have been tried. I will describe a few of them. A make-and-break attachment was placed on the fan shaft which caused a light to flicker. A hinged door was placed on air course and counter balanced so that it would have a slight travel when the air pressure was reduced an appreciable amount. This motion was used to open the power circuit, blow a whistle, or ring a bell. Series transformers were placed in motor leads of fan drive motor and the variation in amount of power to motor was used to control the fan signal through a magnet or relay. A governor was placed on the fan shaft which opened a signal circuit when speed of fan was reduced. We tried to produce a machine actuated by the volume of air, (that is on the principle of the anemometer) but had to discard this due to its being too delicate. None of the above schemes seemed to fill the conditions which the State and our Mine Inspector wanted covered. They gave us the following demands for a signal: 1. Must open mine circuit and sound alarm when air pressure was reduced below a certain amount. 2. Must be fool proof. 3. Must work on any kind of fan drive (steam or motor). 4. Must be safe to ' install- in any mine or fan house. 5. Must not depend upon mechanical device which could become inactive due to friction or other causes. 6. Must be as simple and easy to adjust as possible.

Good Morning. Thank you for your kind welcome, Lyle and thank you for having me here today. I spoke at the fall meeting of the Utah state RMCMI in Price and it's nice to be invited back. I can see by the program that you have two great days of interesting and informative meetings, including the mine rescue team exhibition and the safety recognition award presentations. As you all know, I am here standing in for Dave Lauriski, who is in China with Secretary of Labor Chao. As you also know, Utah is near and dear to his heart - and so is the Rocky Mountain Coal Mining Institute. I want to assure you Dave would be here if it were at all possible. But it is my good fortune that I could come in his place. We have made great progress as an Agency thanks to the hard work and dedication of MSHA's employees. But we are always looking for new ways to solve problems and continue to send more miners home safe and healthy every day. And we have been working on some great ways to do that, including thinking strategically. During my presentation today I'm going to talk about where the Agency is in terms of our transformation to the MSHA of the 21st century, a little bit about how we got to be where we are, and then describe our roadmap to the future state. And I'm going to focus on the significance of our plan and the planning process to demonstrate the implication for the mining industry. Former President Dwight Eisenhower once said, "In preparing for battle I have always found that plans are useless, but planning is indispensable." Now I do like Ike, but I would have to take exception to the first part of the sentence. I have found plans and the planning process to be indispensable - the plan to give me a roadmap to my goal, and the process to focus me on the steps I must take to get there. We all know that having a strategic plan makes the difference between success and failure. We've seen it time and time again, in business, in our lives - and in government: Having a strategic plan is crucial to success. And the process of making the strategic plan is crucial to its success. Putting together a workable strategic plan - a good roadmap - that will successfully lead you to your goals requires a thorough, careful process that takes into account each factor that you may encounter along your way to success, as well as those with whom you will travel. In order to talk about our current plan I want to take you back to three years ago, when Dave Lauriski went to Washington to lead MSHA. He knew that change was in the air. PRESIDENT WHITESIDE: I am sure we are very grateful indeed for this very interesting talk that Mr. McClure has given us. If anyone has any questions to ask Mr. McClure I am sure he will be glad to answer them at this time. MR. WEITZEL: I want to ask Mr. McClure whether in the instance he described by-passing the drier, whether there was any rest period between the crusher and the furnace, whether the powdered coal that was not dry was allowed to rest in the pipe or was blown directly into combustion chambers. MR. McCLURE: Yes, it moved directly; there might have been some difference had we given it an opportunity to rest. We just had to get in and get out so as not to interfere with operations. MR. WEITZEL: Your idea is, even though you did use a high moisture lignite, you could store it under water if you eliminated surface moisture later. That is a new idea to me; I always had thought that you had to reduce the moisture down under 2 per cent, and to try to store it with anything more than that, any higher moisture, you would have to break the stuff loose again, as it gets so hard it won't move. MR. McCLURE: It might develop I am absolutely wrong; I am just saying what I observed, and I may have had some unusual condition, which I did not detect; something may actually develop which will make my statement of drying lignite entirely wrong. The first session of the Rocky Mountain Coal Mining Institute was called to order by Past President R. M. von Storch, who introduced the President, R. R. Williams, Jr., Manager of Mines, The Colorado Fuel & Iron Corporation, Pueblo, Colorado. His speech of welcome is as follows: "Members and guests of the Rocky Mountain Coal Mining Institute: It is my distinct privilege to welcome you to the fifty-fifth regular meeting of the Institute. We have again gathered to meet our treasured friends, to make new acquaintances, to hear important papers by outstanding authorities, and to generally enjoy ourselves in the setting of the beautiful city of Colorado Springs. It is the prerogative of your President to appear as optimistic as he desires in the opening remarks to this Institute. I must admit that I have had to cast aside some bare and significant facts to the contrary. However, there must be a great deal of optimism present in an industry that can survive the adversities that have confronted. the coal industry within recent years.

The first Mine Rescue Performance Evaluation for mine rescue teams was held just prior to the 1992 RMCMI convention meeting schedule on June 27 and 28. Six teams took part in this year's evaluation; Decker Coal, Decker, Montana; BHP Minerals' White Team and BHP Minerals' Purple Team, both of Aztec, New Mexico; Kerr McGee Coal Corporation, Jacob's Ranch Mine, Gillette, Wyoming; The Coteau Properties Company, Freedom Mine, Beulah, North Dakota and The Falkirk Mining Company, Falkirk Mine, Underwood, North Dakota. This was the first mine rescue evaluation program developed to measure a unit's proficiency in their skills rather than emphasis on a ranking order of teams. The objectives for the evaluation were to promote learning and to evaluate the current level of experience of the attending rescue units. The priority goal for this evaluation was to recognize current rescue skills, knowledge and abilities of each team participating. In doing this, each team is provided with individual evaluations and a path for improvement as needed. [ ] Realistic industrial related scenarios, closely simulating the stress of actual rescue incidents, was provided by members of the Hermosa Cliffs Colorado Fire Department under the direction of Dan Noonan, Fire Chief. On Saturday, June 27, five rescue scenarios were presented for each team to complete and on Sunday three of a more difficult nature were encountered by each team. On the final day of the RMCMI convention two of the teams performed rescue demonstra¬tions. Onlookers were afforded the opportunity to view the teams in action as they simulated actual rescue operations. The value and importance of mine rescue teams such as those participating in this year's Rescue Team Performance Evaluation are very evident as in many cases they are the only rescue personnel and medical staff on the work site in case of an emergency. Most of these persons are volunteers who spend many hours studying, practicing and perfecting their expertise in the lifesaving techniques needed in the event of a mine emergency. At the same time, they are very qualified coal miners who perform their respective duties at their mine locations, Their dedication to gaining the most knowledge they can get to handle these life and death situations is evident in their participation in evaluations such as this one. [ ] If a highly educational, informative, sharing of knowledge and expertise, while at the same time providing a very enjoyable experience, deems this evaluation a success ... the Rescue Team Performance Evaluation held during the RMCMI Convention at Tamarron this year was certainly a SUCCESS!! Pictured on these pages are the eight RMCMI Scholarship Award Winners for the 1990-1991 year followed by a brief profile. All winners, except John Nixon from Texas, were present as guests of the Institute at the June convention in Keystone, Colorado to receive recognition at the Welcome Session Monday, July 1, 1991. Each state vice president served as the host for the collegiate winner. In addition to receiving a plaque from the Scholarship Chairman, Dr. Donald Gentry, each winner receives $750 tuition credit for the coming academic year. As this is a continuing award, the winners from the previous year will receive another $750 for tuition credit in their senior year if they have maintained good academic standing and are recommended by their university. Criteria for these awards to be made in the spring annually is (1) That the award be made to a sophomore student and used as tuition during the junior year. (2) That the recipient be both a U.S. citizen and a resident of the state involved. (3) That the recipient have good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than those in the mining departments, but in the engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. Through annual donations of $100 or more, the Patrons of the Institute fund the scholarship program and the various vice presidents contribute the travel expenses to conventions for these outstanding young collegiates. [ ] Walter Mengel III University of Arizona Tucson, Arizona Walter has attended the Mining Engineering program at University of Arizona since fall, 1990. He is a very diligent student and has recently been selected student mine foreman for the San Xavier Mine. Walter is secretary of the U. of A. AIME Student Chapter and a student member of the AIME Tucson Chapter. His career interests lean towards western coal mining. [ ] Matthew Madden Colorado School of Mines Golden, CO Matt carries a 2.619 cumulative grade point average in the Mining Engineering Department and ranks 194 in a class of 440. He is involved in a number of school activites such as a member of the Society for Mining, Metallurgy and Exploration, Inc., member of the Resident Hall Association, a Admissions Ambassador, and will be a Resident Hall Director for 1991-1992. Matt is also involved in wrestling and received a Colorado School of Mines Athletic Scholarship in 1990.

The Tuesday Morning session opened at 9:00 a.m. and was presided over by Mr. E. C. DeMoss, Vice President, Utah Construction & Mining Company, San Francisco, California. Mr. DeMoss introduced Mr. C. Howard Hardesty, Jr., Senior Vice President, Con¬tinental Oil Company, New York, N. Y. Mr. Hardesty spoke on the "Relationship of Coal to Progress in Oil Industry." Mr. Hardesty was born in Fairmont, West Virginia, 1922. He is an attorney by profession; he attended Mercerburg Academy in 1939 and received a Bachelor of Science degree from Duke University, 1943. He then served three years in the U. S. Navy and returned in 1946 to obtain his LL.B. from West Virginia University in 1949. Mr. Hardesty has had an outstanding professional career which started as a partner of the law firm of Furbee & Hardesty, Fairmont, West Virginia. He subsequently was West Virginia's State Tax Commissioner and President of the West Virginia Bar Association. In 1963 lie became General Counsel of Consolidation Coal Co., Pittsburgh, Pennsylvania; in 1964 he was made Vice President, Secretary and General Counsel, Consolidation Coal. In 1966 he was elected Executive Vice President of Consol, and, shortly after it was merged with Continental Oil Co., he was made Senior Vice President of Continental. He is married to the former Doris Wilson; they have two children and reside in Greenwich, Connecticut.

The Hiawatha pitmouth is located at the head of the middle fork of Miller creek, at an altitude of approximately 8,100 feet. The coal is lowered to the tipple down a gravity tram two miles long, in 16 car trips which carry about 60 tons net. The average running time of the trip is about nine minutes. At the bottom of the tram there are two tracks for the loads and two for the empties. The trip, after being cut off the rope, is dropped by gravity onto a feeder, where the cars are uncoupled and fed one at a. time across the pitcar scales and into the dump. The dump is of the full revolution type, friction driven. On passing out of the dump the cars are returned by a kickback onto the empty car haul. They are caught at the bottom by a brake which consists of a pair of steel squeeze blocks operated by heavy springs. The empties are elevated to the double tracks, where the trips are made up. The feeder, scales, dump and empty car haul are all built on the solid ground of the hillside instead of being incorporated in one structure with the screening plant. The coal is dumped into a small hopper with a capacity of about 15 tons, whence it is fed by a reciprocating feeder onto a scraper conveyor which takes the coal over to the screening plant, a distance of 120 feet. This conveyor is 48 inches wide and travels at 120 feet per minute. The screen itself is interesting. It is of the Marcus Horizontal type.

The thirtieth regular meeting of the Rocky Mountain Coal Mining Institute was called to order at 11: 20 o'clock A. M., Wednesday, June 3, 1931, President G. A. Kaseman presiding: PRESIDENT KASEMAN spoke in part as follows: I have in mind to say a few words of welcome to the coal operators, but I am afraid that the words I might have said would be hardly appropriate, because I believe the coal operators are in the minority today. It demonstrates to my mind something that has been running through it for some little time. When the hard times came on a year ago, we thought we were going to get over it rather lightly. I recall at this time a year ago we thought that the depression was about at an end. The National Administration from Washington told us we had reached bottom and things were going to perk up, and for a few weeks or maybe a month or more there was a sort of optimism throughout the country. I had been East, and when I re- turned to Albuquerque I said to my friends and associates that things were getting better in the East and that they would soon be better out here and we will not have felt the hard times very much. But I have learned differently since. I have learned that hard times are no respecter of communities or corporations, or persons, or activities, and that we all suffer alike. On that account we find that our Institute is suffering just the same as other activities, whether national, state, local, social, or what- ever it may be. Our attendance is light or, that account. We all know when times are hard we have to stay at home and watch things closer than when they are good. And when they are good we feel that the machine will run of its own momentum and in this way we can get away to see what is going on in the world. When times are hard we have to stay at home and look after everything from day to day and hour to hour.

The nineteenth regular meeting of the Rocky Mountain Coal Mining Institute at Rock Springs, Wyoming, was called to order in conjunction with the Wyoming State Safety and First Aid Meet, at 2 p. m., Thursday, August 7, 1924, by President William Littlejohn of Castlegate, Utah. Meeting opened by invocation by Father Welsh. Address of Welcome by Mayor P. C. Bunning and key to city presented to President Littlejohn. Response to address, of welcome made by President Littlejohn. Minutes of the last regular meeting read and approved. Report of officers: Financial statement by Secretary-Treasurer Shubart, who stated that there was $1,225.68 in the treasury and requested that the report be referred to an auditing committee for examination and approval. Motion by Mr. Pryde that the report be referred to an auditing committee. Seconded by Mr. Robinson. Carried. A committee of three, consisting of Messrs. Murphy, McKeehan and Gibson, were appointed by President Littlejohn to examine the report, and approve it. As no time was found during the meeting, the Committee was instructed to report later by mail. Report of Standing Committees: Mr. Pryde stated that the report of the Safety Committee would he presented at the morning session, August 8th. Report of Special Committees: None. Unfinished business: President Littlejohn stated that some action should he taken on the interchanging of certificates in the four states of New Mexico, Colorado, Utah and Wyoming. A committee should probably be appointed from each of the states, and the matter left in their hands to try if possible to get their legislators to put some law into effect which will make the certificates in all these four states interchangeable. President Littlejohn also stated that the subject had been brought up, through correspondence, of changing the emblem of the Rocky Mountain Coal Mining Institute, which is the old oil lamp, and that he had had a letter from Mr. C. M. Schloss, who stated that inasmuch as the old oil pit lamp was symbolic of mining it should be retained so that unless someone had any

Much has been written by men connected with the coal mining industry, and mining laws have been enacted for the safety of the men employed in the mines, and for the protection of property connected therewith. It seems almost impossible for anyone to select a subject that has not already been read, discussed and put into effect, especially in the coal mines of Western America. There is, however, a subject of much interest to the mining public, and to which I have given a great deal of study and consideration, and which I believe will be received by this convention, and will be given due consideration in the future in applying it to the safety of the mine,- "Efficiency in Shot Firing." Beginning with 1865, and for a period of 28 years in the state of Colorado, the annual reports of the chief inspectors show that 1159 coal miners were killed in the following manner: Five hundred eighty-two by falls of rock and coal ; 517 by gas and dust explosions; 6o by careless handling of explosives and the shooting of coal by the, individual, miner. It is my firm belief that 75 per cent of these fatal accidents might have been avoided, if a safe and proper shot firing system had been installed, at each and every mine. This may sound unreasonable, but I believe that the blasting of coal by the individual miner, and the use of black powder, squibs and fuse has, in reality, caused the death of many miners, from shock after blasting, the shooting out 'of timbers, and working in powder smoke, which fatal accidents were attributed to falls of rock or coal. These conditions led the people of Colorado, through their representatives of the General Assembly of Colorado, to enact a new coal mining law, and in 1913 this law became effective, containing twelve sections devoted to the subject of Efficiency in the System of Shot Firing. During the period 1913 to 1920, the employment of a shot firer, the use of permissible. powder, and the electric hand battery has resulted in safer mines, safer miners and safer shot firers, and I believe every coal mine in the state should employ first-class, certified shot firers, use permissible powder and fire the shots with an electric hand battery. I believe where gas generates in dangerous quantities, which is generally determined by inspection of the mine, and the daily report, the shooting in. such a mine should be done by electric battery located outside of the mine. Where permissible powder is used, I have seen the shot firer start down the mine with a belt around his waist containing one hundred caps, a safety lamp to test for gas, and an open light to ignite the fuse. Would it not be much safer for the shot firer if he used the electric hand battery? In non-gaseous mines where black powder is used, I have. seen the miners carry fuse into the mine, and shot firers have been known to partly tamp the holes, which was

MR. SHUBART: Mr. Miller's paper mentioned the two processes that seemed to be a success, the Smith process and the Piron process. I suppose the main difference is this, that Smith's process is to furnish domestic fuel and the by-products while the Piron process that Ford is installing is for fuel for power plants. I would like to ask Mr. Miller something about the commercial cost of the process. With the briquette you must make it cheap enough to sell. What are the commercial possibilities of Smith's briquette? MR. MILLER: It is pretty hard to say what the cost would be at this time, owing to the fact that slack has advanced double, or even more at the time I was in New York with the plant, but at that time it was costing $1.10 for the operation. You can add to that, of course, the cost of the coke. One dollar and ten cents was the entire cost of plant operation. It takes about one and one-half tons of coal to make a ton of briquettes. One dollar and ten cents takes care of all the material, cost, labor, handling, etc. Labor was much cheaper then. I would say it would cost about $2.20 now. The cost of coal is what you can buy it for on the market. I don't think, however, that the carbocoal process will ever meet with any great favor for the simple reason that it is really a prepared fancy fuel. It is going to be nice for people in offices where they want a grate or for families where they want a nice clean fuel. It leaves no stain on the fingers, no odor to it. It seems in carbonizing coal we change the carbon molecule. For instance, we are all familiar with the diamond. It is carbon, yet it requires a tremendous heat to burn a common little diamond. But you can set a piece of charcoal afire, which is also carbon, with a match. The molecular form has been changed in carbonizing coal, i. e., it is larger. Carbocoal will fire very readily, it can be started with a piece' of paper. I think the Piron process will be the process, i. e., to simply take out the tars and light oils, then fire direct-have the distillate plants right on the job. CHAIR: Can Mr. Shubart tell us something of the mechanical part of the Piron process? MR. SHUBART: The Piron process is of interest because Mr. Ford is taking it up. He has made so few mechanical mistakes it makes us feel that it is a success. Piron is a chemist of high accomplishment and reputation. The thing about the proces is its simplicity. Mr. Smith's is a very elaborate process, but Piron has gotten around all that. Piron feeds the raw coal in at about one-half inch mesh or smaller. He feeds it into a retort about 55 feet long, 16 feet wide over all. He has a hearth about 6 feet wide and the length of the retort. The base of the hearth that carries the coal is a conveyor, a flat cast iron conveyor, a very massive affair, very accurately made, so that there is no loss of coal. Between the upper and lower strands of the ' conveyor is a bath of molten lead which gives an accurate control of temperature. For best results he must have temperature of not under 800 F., not over 1,300 degrees F., about 1,100 or 1,200 F. seems to be ideal for getting greatest yield of oils and the best tars and other by-products. (The following discussion took place on this screen lecture in the dark.) MR. SHUBART: Would you give us a little .explanation as to the operation of this machine and what you are doing with it? MR. TESCHER: There is a 20- horsepower motor, rheostat, crusher, and a fan mounted on one base plate and operating on one shaft. The fan is overhung on the shaft. The only bearings you have are the bearings on each side of the crusher and the motor hearings. On one side of the ma- chine there is an opening for feeding shale. The machine is operated at 1,200 revolution per minute and as the shale is pulverized, the fan automatically exhausts fine dust from the crusher from an opening in the top of the crusher. The machine pulverizes 3,000 pounds in eight hours, reducing the materid to one hundred mesh. The last ma- chine we put in has been operating continuously fifteen hours a day for the past sixty days, without repairs of any kind. PRESIDENT LITTLEJOHN: Where is the machine in operation? MR. TESCHER. At the Royal mine. We have used ordinary mining ma- chine cable in local movements of the machines. This has enabled us to have twenty-two locations throughout the mines. The mine is highly gaesous, and the machines had to be placed on intake air. MR. SHUBSRT: What type of crusher do you use? MR. TESCHER. A No. 16 Universal, operating at 1,200 revolution per minute. M. SHURART: What material do you feed to it? MR. TESCHER: We have shale three-quarters of a mile from the mine. In the winter months we have been troubled with moisture. We build a kiln and get this shale and load it into the kiln for drying and then place it into a pit car and take it into the mine. The material must be dry. We have also used slate in the mine and have had good success. The slate at the mine is fairly hard. I presume, however, that the slate will probably carry a high silica content. MR. SHUBART: Mr. Harrington claims that silica does not do the harm, as was formerly supposed. MR. TESCHER: There is still a question as to whether it is harmful or not. PRESIDENT LITTLEJOHN: Are there any of these machines in operation closer than Aguilar? MR. TESCHER: There is one at the Alamo mine. Mr. Quealy also purchased a couple of them for use at his Wyoming mines. MR. LITTLEJOHN: Have you any maximum length that you make your dust barriers? What I mean by that is, your entries are 10 feet wide, and I believe if I remember right, in your single track entries you had only one dust barrier to cover the full width of the. entry in your double track entries, I believe you had two-I would like to know, have you any maximum length you make these barriers? MR. CHAS. LEGER, ROYAL FUEL CO., UTAH: It is stated that they shouldn't be over 8 feet long to obtain sensitiveness. If they make them over 8 feet they are not as sensitive as they should be. They should be made short for two reasons in order to keep the sagging out and to make them as sensitive as possible. MR. DAN HARRINGTON, U. S. BUREAU OF MINES: I didn't come here to enter into any extended discussion on rock dusting or to discuss in particular the situation at Dawson. At the February meeting at Denver, we made a complete study of this matter. Since that time a report was completed and reported to the Phelps-Dodge Corporation and Mr. Moorhead probably has a copy of it, which can give you more complete information as to what we found. We found that with the adobe dusting that they have done, they had six miles of entry pretty thoroughly dusted and of all the samples we took, at least 95 percent of them showed that not only the floor but the ribs and roof were in such a condition that an explosion could not originate in any part of this entry. In other words, this entry as it was dusted was absolutely protected from ignition and propagation. The adobe they used was of material that was non-combustible. In most instances there was not more than 3 per cent of moisture in it.

The fifth Annual RMCMI Mine Rescue Evaluation was held June 29 through July 2 in conjunction with the 92nd RMCMI Convention. Eight teams from four states participated. They were: BHP La Plata Mine NM Capt. Jonathon Sorrell BHP Navajo Mine NM Capt. Ron Miller BHP San Juan Mine NM Capt. Albert Nelson Bridger Coal Company WY Capt. Ted Laughlin Coteau Properties Co ND Capt. Terry Davis Kerr-McGee Coal Corp WY Capt. Elvin Stanton Sabine Mining Company TX Capt. Spencer Thompson Solvay Minerals WY Capt. Ray Blaisdell Activities started with a Rope Rescue class taught by John Peleaux, from Innovative Access, at 1:00 p.m. on Saturday. The Mine Rescue Reception, Team Meeting, and Equipment Inspection was held Saturday evening. All participants received a T-shirt and cap. The Mine Rescue Evaluation started Sunday morning and ran until it was rained out around 3:00 p.m. There was a team swap meet Sunday evening at which teams bought extra caps and shirts. They also traded with other teams. [ ] The Evaluation resumed Monday morning and ran until mid-afternoon. The Evaluation was made up of seven stations. There were six scenarios and a written test. Teams were also challenged by a 14-foot confidence course wall to get their team over. The teams were evaluated by: Jack Knight Champion International, Pensacola, FL Becki Pickert Colorado Northwestern Community College, Craig, CO John Peleaux Innovative Access, Evergreen, CO Lynn Busskohl Kerr-McGee Coal Corp., Gillette, WY Lenny Altenburg Kerr-McGee Coal Corp., Gillette, WY Elvin Stanton Kerr-McGee Coal Corp., Gillette, WY Clarence Baker Kerr-McGee Coal Corp., Gillette, WY The victims for the scenarios were from the Kerr-McGee Mine Rescue-Team. They were: Dana Cooper, Doland Zink, Suzanne Ott, Mike Szuma, and Craig Moore. Also helping as a victim was Candy Cobb from Casper, WY. [ ] The program concluded Tuesday morning with the Awards Breakfast. A medical kit, donated by Strategic Supply, was given to the Solvay Minerals Team for the fastest time over the confidence wall. Engraved stone awards were given to the teams indicating the rating they achieved. Four teams received Level Ill (The highest rating) and three received Level II. The Kerr-McGee team also received an award for helping put on the evaluation. Additional stones were presented to Jack Knight, John Peleaux, Becki Pickert, and RMCMI President. Marcie Greenberg. The current plans for the 1997 Mine Rescue program are that Jim Andrews with Colowyo Coal will assume the chairmanship. Goals for next year are to increase funding and participation by establishing sub-committees or task groups. With the chair located in Colorado, coordination of the evaluation should be easier. Comments from all the teams were positive and they intend to return next year at Steamboat Springs. [ ]

The subject of this paper may seem threadbare to, many of you, but even if I repeat what you already know, just smile to yourself and think how much wiser you are than your neighbor, for it is startling what a number of tipples are erected that violate the elementary fundamentals not only of good design but of practical operation. Possibly a coal screening plant is a simple plant. If so, we treat it like we do a great many other simple things. We treat it entirely too lightly and fail to take into consideration, not only the changes that may occur later, the conditions we may be compelled to meet as competition changes, but even the elementary physical conditions that exist right at the tipple site. If I get too positive over some particular point, don't blame me, but remember some of the heart-breaking experiences we have had correcting these omissions, trying to make a tipple do merely what it was designed to do, when the builder tied everything up in such a constricted space, that no room was left to get the results he must have. Perhaps some of the things will look too expensive. Don't say that you can't afford them. Many of them you can't afford to do without, and when you figure that a tipple is put up for possibly twenty years of operation, you can't afford to omit any reasonable precaution not only in taking care of the present, but in foreseeing the future. We will consider a tripple screening plant, suitable for Western conditions, capable of handling approximately 2,500 tons per eight hours. The largest screen sizes must be loaded into either open cars or box cars, and arrangement provided for screening and loading not less than five sizes of coal: lump, egg, nut, slack, dust, or any reasonable combination of these. As we are considering only the preparation of the coal, we will omit all consideration of the method of haulage, pit cars, methods of dumping, and will take the coal after it is in the dump hopper. The track arrangement will frequently be determined by the ground layout. Our sizes and tonnage can be loaded on three tracks, but four tracks are better. The two outer tracks should be left for loading lump coal, No. 3 track should be left for egg coal, and No. 4 track for loading nut, slack and dust. Where a fifth track can be provided, No. 5 track should be held open only for run-of-mine coal, to act as a storage where emergency coal can, be run, should there be any delay in the screening equipment or in changing cars. Track No. I should be used for loading lump coal into box cars only. Track No. 2 should be used for loading lump coal into open cars only, and may or may not be provided with picking table, loading boom, or both. Where picking is necessary, a picking table can frequently be put between the two "lump tracks, heading down track, pivoted at one end, so it may be raised or lowered to feed either open or box cars; with
