Demand for arsenic exceeded supply in 1980, and the major domestic and foreign producers allocated available supplies to customers. Major demand was about evenly divided between industrial chemicals and agricultural chemicals. Legislation and Government Programs.-In June 1980, the Environmental Protection Agency (EPA) listed inorganic arsenic as a hazardous air pollutant.2 Proposed regulations on arsenic emissions were to be announced on an industry-by-industry basis at a future date, and public comment on the listing and on specific regulations was to be heard.

Surface mining operations use large off-road haul trucks extensively to move material at mining properties. Past research, using the United States Environmental Protection Agency’s (EPA) emissions factors for unpaved haul roads, has shown that haul trucks generate the majority of dust emissions from surface mining sites, accounting for approximately 78%-97% of total dust emissions. Observations of dust emissions from haul trucks show that if the dust emissions are uncontrolled, they can be a safety hazard by impairing the operator’s visibility. This increases the probability for haul truck accidents (See photos above). However, the greatest long-term health hazard of dust generated from hauling operations is due to inhalation of the respirable dust [median diameter <4 micrometers (µm)] and tho­racic dust, which is equivalent to the EPA’s definition of PM10 [particulate matter with a median diameter <10 µm]. Exposure to respirable dust has long been considered a health hazard at surface mining operations, especially if silica dust is present. There are two legislative acts that regulate the air quality for mining operations: the Federal Coal Mine Health and Safety Act of 1969 and the Clean Air Act of 1970. The Federal Coal Mine Health and Safety Act of 1969 established the limits for dust in the work place for health and safety pur­poses. The Clean Air Act of 1970 regulates air emissions from facilities from an envi­ronmental perspective.

The Bureau of Mines made enthalpy measurements on sodium bromide and sodium iodide in the temperature range 400° to 1,200° K using an ice calorimeter. Equations representing enthalpy as a function of temperature were derived from the data by the method of least squares. These equations were used to calculate smooth values of heat capacity, enthalpy, and entropy at 50° K intervals from the ice point to 1,200° K. The melting point determined for sodium bromide was 1,020° K; the melting point of sodium iodide was 934° K. The heats of fusion of sodium bromide and sodium iodide were calculated to be 6,270 and 5,680 cal/mole, respectively.

A thermal radiation probe was constructed and tested in pulverized-coal-fired furnaces. A rotatable sensing head on the side of a water-cooled probe permitted measurement of radiant flux within a 7.20 cone from any desired direction to a point within a furnace. A response curve for a corner-fired furnace showed radiant flux of 130,000 Btu per sq ft per hr, when viewing flame, and 60,000 Btu per sq ft per hr, when sensing wall reflection. Detailed drawings and fabrication procedure are given.

"INTRODUCTION The Big Four fault and the Sandy Creek fault, with several cross faults, traverse the Stalion-Curnel fluorspar prospect in a northeasterly direction. The Big Four mine, about three-quarters of a mile northeast of the prospect, is the only active mine in the immediate area.A resistivity survey was made of a portion of the prospect by the Division of Geophysical Exploration, Bureau of Mines, in May and June 1946. As a result of this survey, five holes were drilled by the Bureau of Mines during the period from October 8 to December 16, 1946. Two Longyear No. 12 Junior Straitline diamond drills were used for the work.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. A fifth successive record in fuel efficiency was established by the petroleum-refining industry in 1937, when the average heat requirement per barrel of crude oil run to stills was 554,000 B. t. u. compared with 597,000 B. t. u. in 1936. These amounts represent roughly the heat obtainable from a tenth of a barrel of fuel oil (see fig. 1). Innumerable factors can influence heat consumption at refineries, but only a few are important enough to be subject to statistical measurement. Foremost of these is the ratio of runs to capacity, it being generally recognized that because the fuel demands for other than stills are comparatively inelastic, total heat requirements do not increase in direct proportion to crude runs. Thus, in 1937, crude runs of 1,183,440,000 barrels were 11 percent higher than in 1930; the average operating ratio was 83 percent compared with 79 percent in 1936; but the total heat requirement increased only 4 percent, or from 638,149 billion B. t. u. in 1936 to 663,966 billion B. t. u. in 1937.

A case study is presented that relates statistical descriptions of joint sets to the distribution of local wedge failures along the crest of a catch bench at the Yellowstone Talc Mine. The fracture sets and bench width were mapped by teams of geological engineering students from Montana Tech under the direction of Dr. Mary MacLaughlin. The students analyzed the fracture data, conducted physical property tests, and used a beta version of a NIOSH program “Bwedge” to predict the distribution of surviving bench widths. In the course of this analysis the students developed evidence of software performance issues that, unfortunately, frustrated their analysis. These have now been addressed and a full analysis completed. The analysis confirms the validity of the student mapping program and provides insight into the effects of blasting and excavation practices on the bench. It also provides a tool for exploring the pattern of bench crest failure that would result from variations in both bench geometry and blasting practices.

Develop a cost-effective diesel aerosol sampler that can be used by industry and regulatory agencies to determine the diesel exhaust aerosol concentration in mine atmospheres. The sampler must be easy to use, wearable by mine personnel, compatible with current personal sampling protocols, and inexpensive. Approach The University of Minnesota (University) and the U.S. Bureau of Mines (USBM) have developed and tested a prototype diesel exhaust aerosol sampler. The sampler, however, was complicated and expensive to fabricate. Consequently, the USBM redesigned the sampler to simplify both manufacturing and use, and the sampler was evaluated to ensure equivalency with the prototype. Background The National Institute for Occupational Safety and Health (NIOSH) has recommended that "whole diesel exhaust be regarded as a &apos;potential occupational carcinogen,&apos; as defined in the Cancer Policy of the Occupational Safety and Health Administration." In addition, the U.S. Mina Safety and Health Administration (MSHA) has been directed by an advisory committee to establish a diesel exhaust aerosol standard and regulations to minimize exposure to diesel pollutants in underground coal mines.

The Bureau of Mines has undertaken beneficiation investigations on samples representing large tonnages of oxidized taconites in order to develop and evaluate applicable technologies for producing iron oxide concentrates from these materials. Information derived from the investigations can be used to expand the domestic iron raw-materials base and to establish the impact these taconite deposits may have on future national iron ore requirements. This report describes a process that includes reduction roasting, magnetic separation, and flotation, applied to a western Mesabi Range sample taken near Coleraine, Minn. The sample contained 36.8 pct iron and 46.0 pct silica, and represented 0.5 to 1 billion tons of crude material. An average of 962 lb/hr of oxidized taconite was roasted with 33 lb/hr of lignite in a 35-foot-long rotary kiln. Pulverized lignite and natural gas maintained the kiln operating temperature at 850° C. The roasted taconite was beneficiated by magnetic separation and cationic flotation in a 900-lb/hr pilot plant and yielded a product analyzing 68.1 pct iron and 4.6 pct silica, and containing 82.4 pct of the iron in the kiln feed.

Researchers working for the National Institute for Occupational Safety and Health (NIOSH) at the Pittsburgh Research Center are developing ways to protect the health of miners. Part of that effort is improving the air quality in metal/nonmetal mines by developing proper ventilation techniques. The air quality of large opening nonmetal mines can be greatly improved by using engineering controls of contaminant prevention and proper ventilation techniques. Contaminant prevention includes methods to reduce contaminants from entering the mine air. Ventilation can be improved with appropriate fan selection and fan operation used in conjunction with air coursing using manmade and insitu rock stoppings.

To concentrate coarse mica particles using a dry beneficiation technique. Approach Concentrate coarse, II berated mica particles using a Bureau-designed system of crushers, screens, and a two-stage zigzag air classifier. How It Works Because mica has a flat plate-like crystalline structure, mica particles are significantly lighter than blocky gangue particles of the same size fraction. Thus an air classification technique can separate the flat, light mica particles from the heavier gangue particles. The ore, which Is first run through a standard jaw crusher, a roll crusher, and a hammer mill to liberate the mica, enters the rougher Zig-zag section through a rotating air lock. See photograph and diagram of a 2-stage air classifier. Airflow through the classifier can be varied according to the size of the particles being separated. The gangue material falls through the airstream of the rougher zigzag section and is discarded as tailings. The mica flakes are carried by the air-stream to the cyclone shown on the right side of the diagram, where they are collected. This rougher mica concentrate is fed to the cleaner zigzag section through another rotating air lock. The mica particles are again carried by the airstream but they are now collected In the cyclone on the left side. The cleaner concentrate leaves the left-side cyclone through a third rotating air lock and is rescreened to remove under-size material missed by the first screening. The final product of this pneumatic process is generally a high-grade mica concentrate. A generalized flow diagram for the pneumatic concentration method Is shown In the second diagram.

To recover metals as sulfide concentrates from contaminated waste streams using hydrogen sulfide (H2S) generated by the bacterial digestion of waste organic materials. Approach The goal of this research is to develop a treatment method for metal mine effluents that will rival the cost and convenience of conventional lime treatment, and that will provide better effluent water quality, result in less expensive sludge disposal, and allow for the selective recovery of metals.

The goal of blasting is to get maximum fragmentation of the consolidated material in the overburden with optimum drilling and blasting cost. The amount of fragmentation required is determined by the stripping unit to be used In overburden removal. Many coal seams must also be broken by blasting; this is conducted before coal removal. There are environmental factors as well as due regard for public safety, health, and welfare that must be considered in choosing the blasting plan. The blasting plan should be made during preplanning and is based on data from the overburden cores. Analysis of the data will help In determining the kind of drilling equipment and bit types that will be needed for overburden preparation.

A series of gelatinous permissible explosives was prepared with increasing sodium nitrate content and subjected to an improved technique for evaluating incendivity in coal dust-air and coal dust-gas-air mixtures. Those explosives containing an appreciable amount of sodium nitrate were found to be very hazardous in coal dust-air and coal dust-gas-air mixtures.

Trailing-cable splices are evaluated for moisture exclusion abilities after repeated travel over shuttle-car sheave wheels. Tests are conducted on cables with jackets made of neoprene, cholrosulphonated polyethylene (CSPE), and nitrile butadiene-polyvinyl chloride (NBR-PVC) to 50° C. The results show that some splice kits are effective as received, others are improved with minor but significant changes, and still others must be redesigned to be effective in underground applications. Laboratory results are compared with actual underground splice results. Recommendations for cable preparation prior to splicing are presented.

Table 28 and figure 10 show the number of fires and fire injuries for coal preparation plants by state during 1990-1999. Table 28 also shows the risk rates, employees&apos; working hours, and lost workdays by state. For coal preparation plants, 91 fires occurred in 1 1 states during 1990- 1999. Twenty-three of those fires caused 25 injuries (the yearly average was 9.1 fires and 2.5 injuries). Ten fires and eight injuries involved contractors. The Ewhr value was 24 1 x 10&apos; hr (Irr = 0.02 l), and the LWD value was 198. Pennsylvania had the most fires (24 fires and 4 injuries), whereas West Virginia (22 fires and 7 injuries) and Kentucky (22 fires and 7 injuries) had the most fire injuries. Among these states, Kentucky had the highest injury risk rate value (Irr = 0.025). Table 29, partly illustrated in figure 11, shows the number of fires, fire injuries, risk rates, employees&apos; working hours, and lost workdays by time period. The number of fires decreased during most of the periods (an increase is seen only during the last period). The number of fire injuries show a decrease followed by an increase during the periods, accompanied by a decline in employees&apos; working hours throughout the periods. The Irr values follow patterns similar to those shown by the injury values (see table 29 and figure 11). Tables 30-35 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 12 shows the major variables during 1990-1999. Table 36 shows the fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.
