Workers in hazardous environments such as mining are constantly exposed to the health and safety hazards of dynamic and unpredictable conditions. One approach to enable them to manage these hazards is to provide them with situational awareness: real-time data (environ-mental, physiological, and physical location data) obtained from wireless, wearable, smart sensor technologies deployed at the work area. The scope of this approach is limited to managing the hazards of the immediate work area for prevention purposes; it does not include technologies needed after a disaster. Three critical technologies emerge and converge to support this technical approach: smart-wearable sensors, wireless sensor networks, and low-power embedded computing. The major focus of this report is on smart sensors and wireless sensor networks. Wireless networks form the infrastructure to support the realization of situational awareness; therefore, there is a significant focus on wireless networks. Lastly, the “Future Research” section pulls together the three critical technologies by proposing applications that are relevant to mining. The applications are injured miner (person-down) detection; a wireless, wearable remote viewer; and an ultrawide band smart environment that enables localization and tracking of humans and resources. The smart environment could provide location data, physiological data, and communications (video, photos, graphical images, audio, and text messages).

An investigation was begun by the Bureau of Mines in 1948 to determine the preparation characteristics of American coals. Results of the investigation were planned to be reported on a county basis and from the data developed to determine: 1. Which coals either as mined or after beneficiation by conventional preparation are chemically suitable under present standards for producing metallurgical coke. 2. Which coals require special and more intensive treatment in preparation than is now practiced. 3. Which coals cannot be considered potential sources of metallurgical coke, regardless of preparation by present-day methods. This report is one in this county series that describes the preparation characteristics of the coals of Lee County, Va.

STRIKES in the steel and copper industries adversely affected production in the minerals industry in 1959. Because of an excellent first half of the year and rapid recovery of production after the steel settlement, most statistical indicators were higher than the recession-recovery year 1958. Domestic production of metals declined by 9 percent, but nonmetals (except fuels) increased by 8 percent. Ferrous-metal mine production was down 8 percent, and base-metal mine production was off 11 percent. Employment was high during the first half of the year, but averaged lower than in 1958. Stocks continued to decline as a whole, but crude metal ore stocks actually increased. The indexes of stocks at yearend were still high as compared with 1955. Prices were firm throughout the year. A new index of average unit mine value is presented for the first time in this review; it showed a very slight decline in average mine realization for 1959. The percentage share of supply from imports increased in some commodities, due in large part to the shutdown of domestic iron, steel, and copper industries.

The Bureau of Mines sponsored an investigation of the thermal oxidative degradation characteristics of selected ingredients employed in the formulation and manufacture of conveyor belts. This work was done to supplement similar studies of samples from finished conveyor belts and thus provide basic data for correlation of the potential toxic behavior of a finished belt with that of the individual ingredients. This report covers the study of (1) basic polymers (styrene-butadiene, neoprene), (2) reinforcing fibers (Nylon 6,6, Dacron, viscose rayon), (3) flame-retardant plasticizers (tritolyl phosphate-isomeric mixture, tri-p-tolyl phosphate, tributyl phosphate, tris (dichloropropyl) phosphate), (4) plasticizers (diphenylphtha1ate, di-(2-ethylhexyl) sebacate), and (5) a vulcanization accelerator (2-mercaptobenzothiazole).

This paper outlines the legal standards and methods for protecting underground coal mines in the United States from explosions of methane gas and coal dust. It will discuss inspection and monitoring of mine atmospheres, dilution of methane through ventilation, methane drainage prior to, during and post-mining, as well as explosion prevention through rock dusting and sealing of mined-out areas. Recent research findings of the National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory on the magnitude of pressures obtained during methane explosions from modeling and full-scale explosion tests at the NIOSH Lake Lynn Experimental Mine will be presented. This work is currently being applied to modeling the structural response of explosion-proof mine seals to pressures from gas explosions. Also, new research will be presented on the inertization of float coal dust in mines through the addition of inert stone dust and on the application of the Coal Dust Explosibility Meter (CDEM), a handheld device developed by NIOSH to directly measure the explosibility of a coal dust - limestone dust mixture based on optical reflectivity.

It is the purpose of this paper to review theoretical model concepts in through- the -earth transmission of electromagnetic waves. While the subject is very broad in its defined scope, we will be conscious of the specific applications to mine rescue and emergency telecommunications in coal mine environments. The plan of the paper is to outline previous theoretical efforts without attempting to attach names or organizations to the specific developments. However, we include a guide to the literature as an appendix. Without pretending to be entirely impartial we include a critique of the limitations of the available analytical models. As I see it the central problem is to calculate the steady state mutual impedance of a four-terminal network that is the black box characterizing the through-the-earth path. Problems of secondary importance include the determination of the input impedances of the two pairs of terminals and the associated transient responses. [ ]

Well-prepared personnel and an effective emergency response plan are essential components of any emergency command center. Unfortunately, evaluating emergency preparedness is often difficult until a disaster actually occurs. For example, unexpected events may develop during an emergency that were not considered during the planning phase. Also, the command center may need to cooperate with organizations that it has not worked with previously. Preparation can be especially difficult for smaller or remotely located command centers, or those with limited resources to conduct mock drills. This paper explores the potential of using the Internet to teach and evaluate command center skills. The National Institute for Occupational Safety and Health (NIOSH) is developing an Internet-based, computer simulation training package for the mining industry. Trainees will play the role of command center leaders at a mine, while the actions of other individuals and organizations are simulated. Trainees will be able to test their emergency response plans and learn valuable lessons from past mine emergencies. Nationally recognized experts will be able to create new training scenarios and make them available to mines throughout the U.S. This product should better prepare command center personnel for large-scale disasters such as fires and explosions. Occupational illnesses are more difficult to identify than on-the-job injuries. Many illnesses related to occupational exposures may not be diagnosed until years after exposure; by that time, exposed workers may have changed jobs or left the workforce. Other approaches to identifying occupationally related illness are analysis of death certificate data (see chapter 2) and medical examination studies of workers known to have high exposures to hazardous agents. Figures 5-1, 5-3, 5-4, 5-6, 5-8, and 5-10 show, for each commodity, the percent of illness conditions reported to MSHA by nature of condition. Heart attacks that occurred on the job are reported without regard to work-relatedness. Figures 5-2, 5-5, 5-7, 5-9, and 5-11 show rates by year during 1986-1995 for selected conditions. Since there are many limitations on the accuracy of illness reporting, the frequencies and rates shown here should not be considered directly comparable across commodities. Figure 5-12 shows estimates for hearing loss by age among coal miners compared to a nonoccupationally noise-exposed population. These data come from a study by Franks [1996] of a group of audiograms obtained on coal miners by a commercial company. Using the NIOSH definition of hearing impairment, i.e., an average hearing threshold level for both ears that exceeds 25 dB at frequencies of 1,000, 2,000, 3,000 and 4,000 Hz, the figure shows that by age 30, more than 10% of miners suffer hearing impairment; by age 50, 90% of miners have hearing impairment. In contrast, only 10% of the nonoccupationally noise-exposed population suffer hearing impairment at age 51, and 50% of the nonoccupationally exposed population have hearing impairment at age 69. Figure 5-13 shows a similar analysis of commercial audiograms on male metal/nonmetal miners [Franks 1997]. At age 20, approximately 2% have hearing impairment using the NIOSH definition of hearing impairment described above. This increases to 7% at age 30, 25% at age 40, and 49% at age 50. In contrast, only 9% of the nonoccupationally noise-exposed comparison population have hearing impairment at age 50. Franks' analysis showed a different pattern for female metal/nonmetal miners; they developed hearing loss at the same rate as would be expected for a non-noise-exposed female population.

The Convertol process, recently developed in western Germany, is a new method of cleaning and dewatering coal-washery slurries. It is a modified bulk-oil process, in which a very small quantity of heavy oil is dispersed over the surfaces of the coal particles, followed by a screen centrifuge operation in which the water and dirt (clay, shale, and pyrite particles) are thrown out through the screen perforations and the clean coal particles are retained on the screen and discharged as a dewatered, clean coal product of 8- to l0-percent surface moisture. It is reported, also, that the process oil, all of which is retained in the clean-coal product, adds to the coking power of the coal and facilitates the production of briquets, reducing the proportions of binding material required.

Safety and health professionals from all sectors of industry recognize that training is a critical element of an effective safety and health program. A major concern in the mining industry today is how to train the present aging workforce plus the expected influx of new and less experienced miners and mine operators as the cohort of older workers retire. This paper defines the problem, offers a model to structure the inquiry, and presents the key issues a multi-disciplinary team of NIOSH researchers identified, based on an extensive review of the current literature in relevant areas. Issues include differences between cohorts, such as the newer workers (Generation M), and present workers (Boomers) with respect to their physical, social, psychological, and cultural characteristics, their learning styles and work expectations. Specific issues for an aging workforce are discussed. Some preliminary recommendations are offered on the type of training needed.

This report (Independent Functional Safety Assessment Guidance 7.0) is the last in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and after-market suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. "Arsenic has been recently quoted at 10 1/2 - 11 cents per pound, an increase over the prevailing price of last fall, when arsenic was cents, as against pre-war prices around 4 cents is evidently a sustained demand for this material. The following statements are intended to summarize briefly some particulars regarding arsenic.Commercial arsenic is the white arsenious oxide (As203). This is the form in which it is generally marketed, as the uses of arsenic demand its industrial application in this form. Arsenic as an element finds rather restricted use in the hardening of lead shot, ere it is to some extent replacing the use of antimony, while white arsenic is employed in a variety of manufacturing processes, chief of which is the manufacture of insecticides and sprays. The poisonous nature of most arsenic compounds, the commonly known ones being paris green and lead arsenate, and its relative cheapness, make arsenic a material suitable for this purpose. The stimulation of agriculture during the war greatly increased the demand for arsenical insecticide. Glass making consumes a large amount of arsenic as it has been impart increased brilliancy to the glass. Crude commercial arsenic is often used to kill weeds along railroad tracks. Arsenious oxide is used also for preserving hides, while the disulphide, AS2S2), finds an application in dehairing hides for the finest grade leather, as it least affects the product. Orpiment (As233), is used in textile dyeing. Wall paints and wall paper formerly consumed considerable arsenic in the form of paris green, but this use has been largely,given up due to the poisonous nature of the dust from the product. Sodium arsenate for a similar reason, is now little used in printing where it had found application. The great objection to arsenical yes and paints is the risk of poisoning from use of the manufactured article. Sodium arsenite is the principal poisonous in¬gredient of many cattle and sheep dips. Arsenic compounds are also used medicinally."

The study of oil production methods with reference to the amount of oil originally pressent in the oil-bearing, formations has developed the fact that-ordinary methods-of production remove only a part of the oil actually present. In fact, it is generally realized that when a field is abandoned more oil remains in the sand than has ever been removed. As a consequence of this realization, the petroleum engineer has devoted considerable tine in recent years in devising methods for increasing the percentage of recovery. His studies have indicated that in most cases the total production of a field is dependent upon the available gas rather than upon the available oil. Mien the gas in the sand is exhausted, oil production ceases even though there may be enormous quantities of oil remaining unrecovered. Consequently, any method of conserving the gas or increasing the supply of gas will increase the ultimate recovery from a field. The practice of producing oil under vacuum increases the effectiveness of the gas remaining in the sand, as well as furnishing more gas by evaporating the light fractions of the crude. Pumping &apos; compressed gas or air down selected wells of a lease has been found to increase the production of oil from the surrounding wells. Studies of oil and gas ratios have indicated that much of the available gas has been wasted as far as its effectiveness on oil production is concerned. his has led to the development of "stop cocking"3 and the practice of producing under back pressure3, which methods aim, to obtain more effective work from the gas with reference to the amount of oil delivered to the well.

This paper discusses a practical method for enhancing the performance of mining work crews. The method, described as the Work Crew Performance Model (WCPM), seeks to define performance variability within similar tasks of an underground work crew. Key components of the WCPM include: (I) job definition through task analyses; (2) the ranking of job elements by perceived cost consequence; (3) observational techniques to establish performance baselines; and (4) cost linkages between adherence to task procedures and measures of consequence for noncompliance. The components of this model emphasize a reliance on learning from a veteran work force and using that information to reinvest in strategies to enhance safety and efficiency. These strategies are not limited to technologic efforts but include consideration of the so-called "soft-skill technologies" aimed at reducing variability in individual performance and at effecting a continuous improvement in overall system effectiveness.

Although local conditions at each mining property affect the percentage of increase in drilling speed for a given reduction in gage of bit, the results of drilling tests conducted at the Mount Weather testing adit show such a large advantage in favor of the smaller gages that they should be indicative of the possibilities at most mines. GENERAL DISCUSSION Although it is common knowledge among miners that drilling speed increases with reduction in gage of bit, the large amount o this increase is not so universally realized, A recent Bureau of Mines4/ survey of drilling practices in 28 metal mines showed that the maximum gage of starters is 3 inches and that at 50 percent of the mines starters are 2-1/4 inches or larger, Because this size appears too large for conditions at most mines where abrasion is moderate and where powder distribution permits, the use of smaller bits presents a favorable opportunity for reducing drilling costs.

One phase of the Bureau of Minest work in the field of health and safety is the promotion of safe, satisfactory, and reliable respir atory protective devices. To insure that such devices will be available, the Bureau has established schedules of what it considers the minimum re- quirements for oxygen breathing-apparatus,3 gas masks, hose masks,5/ and mechanical filter-respirators (a schedule of requirements for hose- type supplied-air respirators is being prepared). Approval of oxygen breathing-apparatus is given by the Safety Division; approval of other types of respiratory equipment is given by the Health Division, both divisions being in the Health and Safety Branch, Manufacturers of respiratory protective devices may submit their equipment to the Bureau for approval under the requirements of these schedules.
