"In Part 1 of this paper, published in the August 1995 issue of Natural Resources Forum, a review of several mining disasters around the world established the complex nature of their causation and their catastrophic effects. The involvement of human beings, either through acts of commission or omission, was highlighted. In Part 2, a discussion of the various approaches to disaster control, mostly as practised in the USA, is presented. A systems approach to disaster prevention incorporating elements of hazard identification, mine design, emergency response and post-emergency audit is presented.In the USA the role of government in the affairs of its citizens is continually growing. This role is intended to ensure an unimpeded pursuit of happiness and prosperity by the population and to curtail actions which are restrictive or harmful to the citizenry. The passage of a legislation is an indication that it has been decided through the established process that the activities covered by the legislation should receive appropriate consideration. The enactment of the Coal Mine Health and Safety Act of 1969 (The 1969 Coal Act), the Mine Safety and Health Amendment Act of 1977 (The 1977 Mine Act) and the Surface Mining Control and Reclamation Act of 1977 (The 1977 Surface Mining Act), was specifically intended to further the role of government in the health, safety and environmental affairs of the mineral industry.Currently, the federal government's responsibilities for mine safety and health are divided among three agencies: the Mine Safety and Health Administration (MSHA) in the US Department of Labor, the Bureau of Mines (USBM) in the US Department of the Interior and the National Institute for Occupational Safety and Health (NIOSH) in the Department of Health and Human Services (National Research Council, 1981). MSHA is responsible for issuing and enforcing mine safety and health regulations, for training miners and for responding to mine emergencies. The Bureau of Mines is responsible for conducting research on mine safety and on the technological means for reducing health and safety hazards in mines. NIOSH conducts research relating to miner health, and together with MSHA, tests and certifies devices used to detect hazardous materials in mines and protective equipment used by miners. NIOSH also plays a public health role in that its activities in mining include health hazard evalua¬tions, general mining surveillance as mandated by law and medical surveillance including coal miner X-ray and autopsy programmes. MSHA shares with the Bureau of Mines the responsibility for integrating R&D results into operational practice. MSHA implements R&D results either by incorporating them into its own operations or by rule making that requires new practices or equipment to be adopted by the mining industry. In many instances, the Bureau's R&D results have been adopted by the mining industry without rule making."

Improve ground control in longwall gate entries by developing a practical method for evaluating longwall pillar designs. Background Longwalls have emerged as the most important technology to be applied to underground mining since the continuous mining machine. Longwall mines currently produce more than 30 pct of all the underground coal mined in the United States, up from less than 5 pct just 15 years ago. Safe longwall mining depends on maintaining ground control in the gate entries, the lifelines that provide access to the longwall face. In multientry retreat mining as practiced in the United States, rows of chain pillars are left to protect the gate entries (see figure 1). Chain pillars are subject to severe and complex abutment loads during the process of longwall panel extraction. The design of these pillars is often the single most important element in gate entry ground control and has been the subject of intensive Bureau of Mines research.

The twelve latexes listed in Table XI penetrated A horizon soil as shown by elution through a laboratory soil column and gave good sealing efficiency. See details in Table XII. High elution through laboratory soil columns of 4 to 6 inches depth is desirable because it predicts penetration of latex to a greater depth in the field. No definite correlation was evident between penetrating ability and particle size, surface tension, or pH. Most of the materials, however, were characterized by low surface tensions in the 36 to 53 dynes/cm range while particle sizes were usually in the intermediate range of about 1500 to 2500 Å. Naugatex J-3471 (a highly crosslinked styrene-butadiene copolymer) was the most promising of this group for stability, penetrating ability; and sealant efficiency. It also showed utility with [B] profile soil. Many of the other latexes tested in this investigation showed good sealing efficiency but were judged unsatisfactory because they gave low penetration or formed surface films with & horizon top soil. In general, latexes containing cationic surfactants were not satisfactory because they formed a heavy surface film. This is due to neutralization of the positive latex charge by the negatively charged soil particles.

"Cooperation was arranged between the mine operators, the Michigan College of Mines and Technology, and the Bureau of Mines for a study of present milling practice in the copper district of Michigan. Work was actively commenced in January, 1928.In Michigan copper occurs almost wholly as native copper. An insignificant amount of copper sulphide is present. The native copper occurs in two general classes of formations--namely, amygdalaid and conglomerate.In respect to ore dressing, the outstanding peculiarities of the two types of copper are: (1) In the amygdaloid, the relative coarseness of the metallic copper, which is almost completely liberated at approximately 48-mesh comminution; (2) the sprangly and flakey physical character of much of the liberated copper after crushing; (3) in the conglomerate, the extremely fine dissemination of the metallic copper, which is not completely liberated by crushing to -200 mesh.Because the study to date has been confined almost wholly to amygdaloid ores, the conglomerate class is not considered herein. The conglomerate ore is being efficiently treated, and the loss of copper is small.The amygdaloid ore contains a silicious gangue of which 80 per cent has a specific gravity of less than 2.84, 92 per cent of less than 2.94, and 98 per cent of less than 3.17. Epidote of 3.25 specific gravity is noticeably present, and accumulates on the table concentrators, from which it is hard to make clean con¬centrate and middling recovery.The general nature of the amygdaloid ores varies a little from mine to mine, but the general characteristics are the same, as is shown later by flotation tests."

A specially recommended cable is a rubber-sheathed cable that has met the minimum performance requirements for cables as set forth in Schedule 20. The first in the series of recommended cables was listed September, 1930, by an ad- vance notice published as Information Circular 6375 which described the conditions under which the cable tests were made. Since that time six additional cables have met the test re- quirements and have been specially recommended. The cables listed were all twin (parallel duplex) cables having outer belts or cov- erings of approximately -inch high-grade rubber compound, and have the same general appear- ance and relative dimensions as the types of twin cables in general use. The cables were tested under conditions designed to show their approximate perform- ance under mine conditions. Only twin-type cables have met these test conditions. Although the recommended trailing cables are much better and safer for mine use than other cables and withstand being run over by a 7-ton car, they should not be considered as 100 per cent safe. The 7-ton car test represents the minimum limit requirement effective at present under Schedule 2-C, but the test car operates on a straight and level track, and thus does not represent the more severe conditions of mine use such as might result from uneven and curved tracks.

Water pollution has been an integral part of most mining operations in the past. Most mine planners had designed their mining operations with little or no regard for prevention of water pollution. The main planning element was always the economics of mineral recovery. Quite often the cheapest means of mineral recovery resulted in the largest water pollution problems. Recent water pollution laws have introduced a new economic element - water pollution control costs - to be considered in mine planning. Water pollution control costs can be extremely high. Foresighted planning can minimize these costs and provide better water pollution control. Effective pollution control preplanning can eliminate pollution from active mines and minimize pollution that may occur after completion of mining. Presently available technology can practically eliminate water pollution by treatment of the mine water. Use of water treatment during mining has no effect on the levels of water pollution after treatment ceases and the mine is abandoned. Therefore, this section of the report deals with preplanning to reduce water pollution, both present and future, by using at-source control techniques. Proper planning of mining and pollution control techniques should follow the concept of a complete, comprehensive reclamation plan. This plan should have control measures designed for all phases of mining from initiation through completion. Preplanning involves acquiring complete information concerning the future mine site, defining the reasons why mining could cause pollution from the site, and determination of available techniques to prevent or minimize formation or transportation of pollutants. Location of haulage and access roads and other mine related facilities should be included in preplanning for water pollution control. Many significant events that began in 1990-91 continued to have a profound impact in the world minerals economy in 1992. The dissolution of the U.S.S.R. and the formal breakup of the Council for Mutual Economic Assistance (CMEA) had significant effects far beyond the geographic boundaries of Europe and Central Eurasia. CMEA's network of economic interdependence had relied on central planning, a variety of subsidies, and barter agreements that allowed its members to function without the pressures of productivity and efficiency. In the mineral sector, many decisions had been made based on the need for military planning and technology competition with the market economy world. Because of inexpensive oil available through subsidies and technology assistance from the former U.S.S.R., industries III CMEA member countries had been able to function and maintain production to supply minerals and materials required to support the policies of the central plan. In 1992, most of the former CMEA countries decreased their output of many minerals. In some cases, the network of production that had been in place was severed. Political and economic instability, destruction of infrastructure, and new priorities were affecting other mineral industries in the area. In late 1991, 15 independent countries replaced the U.S.S.R. and in early 1991 the former CMEA countries found themselves trying to adjust to the realities of economic independence and the need to compete with former allies for survival. Although 11 of the 15 former Soviet republics joined in the Commonwealth of Independent States (CIS) in December 1991, in 1992, individual economic needs exceeded the needs of the Commonwealth III importance. As a result, new mineral trade patterns emerged as minerals were used as a source of much needed capital.

Large quantities of combustible materials are often found in underground metal and nonmetal mines, with support timber predominating. Wood lagging and timber, wires and cables, brattice cloth, hose, paper products, cardboard cartons, and wooden containers are additional combustible materials commonly found in underground storage areas. Shorted or overloaded electrical cables, worn sockets and plugs, spontaneous combustion, careless smoking, and welding and cutting are common fire ignition sources. Inexpensive, reliable fire detection and suppression systems are available to provide early warning and to extinguish fires that originate in underground storage areas.

"There has been much writing and argument on the subject of giving bonuses to miners, quarrymen, metallurgical and chemical workers, and others as a stimulus for safe work and for work safely done. Theoretically, everyone should be careful and should not need monetary or any other type of encouragement for the prevention of accidents; as a. fact, few people are careful, and this is primarily the reason way many if not most accidents occur. A bonus, however, is not simply money given away by an employer; it must be earned, so to speak, before it becomes due; in other words, if the standard established is not reached, no bonus is paid, and in many cases some disciplinary action is taken.The United States Bureau of Mines Is asked from time to time for suggestions for rewards to mine workers who have a good attitude toward working safely or who need some stimulus to cause them to make greater or more earnest efforts toward safety for themselves and their co-workers. A recent inquiry prompted the collection of data on some safety bonus systems from reports of this bureau's field engineers and others, and some of these Now given. Bonus practice at both coal and metal mines is included because a system used at metal mines is generally adaptable to coal mines; in fact, in numerous cases, bonus systems recently started at some coal mines are based on systems in vogue and giving satisfaction some metal mines; in-some instances, also, metal mines have been able to get good suggestions from coal mines or from the cement or petroleum industries. it .should be understood that a bonus, even as applied to the encouragement of safety, does not necessarily mean payment of money; in fact, some successful bonus systems have in them no direct money exchange; hence, the bonus as treated in this paper is that defined as ""Something given in addition to what is ordinarily received by, or strictly due to, the recipient.""Acknowledgment is given here to members of the safety division of the Bureau of Mines who sent in some of the information here presented; to the Engineering and Mining Journal and Mining Congress Journal, from which some items were abstracted; to various mining officials who gave data in one form or another; and to M. von Bernewitz, of the United. This handbook is for the engineer or person responsible for the storage and removal of material from bins and silos in the minerals industry. The objective of the handbook is to prevent bin-related accidents by eliminating problems which require workers to enter bins. It provides basic information on handling materials so that knowledgeable decisions can be made on bin design and accessories to minimize flow stoppages. Materials are classified in terms of their flowability, and bin design and accessories suggested for each classification. A method for classifying a material is also given, and the various types of material flow aids reviewed. Safety around bins is the basic theme of the handbook. Federal regulations are reviewed and additional suggestions presented to prevent bin accidents. New equipment for releasing material hang-ups is reviewed.

A relatively innocuous halocarbon was investigated as a substitute for the highly toxic carbon tetrachloride in the approval testing of chemical cartridges. The vapor effluent of 1,1,2-trichloro-1,2,2-trifluoroethane from chemical cartridges is continuously monitored by a nondispersive infrared analyzer. Breakthrough times for the cartridges, using the halocarbon, can be equated to those of carbon tetrachloride, if multiplied by the factor, 1.49.

A package of bench design programs is being publicly released by the National Institute for Occupational Safety and Health (NIOSH). These programs are designed to provide a probabilistic estimate of the likelihood that various widths of catch bench will be retained. Program modules address the mechanisms of plane, plane step path, and wedge failure. Results are drawn from statistical and geostatistical descriptions of fracture characteristics and other input parameters, and reported as the statistical chance that a given width of catch bench will survive, that is, that a catch bench will remain wide enough to catch rolling and sliding material and prevent such material from posing hazards to miners operating below. The capabilities and application of this software are demonstrated through a case example. Comparing bench width estimates obtained using geologic data with actual widths is a key step in verifying that a program is appropriate for particular site conditions and that proper statistical descriptions of fracture parameters for that site have been developed. Such verification efforts improve confidence, and hence usefulness, of this method for designing future slope benches. Development and release of these programs appears particularly timely given recent progress in photoanalysis methods, which promise to greatly reduce the cost of collecting fracture data.

The Bureau of Mines conducted a laboratory-scale investigation of grouting mixtures containing iron or aluminum to determine the existence of health or explosion hazards, due respectively to oxygen depletion or hydrogen emission. Mixtures containing iron created an oxygen deficiency in less than 24 hours and released small amounts of hydrogen; a health hazard could occur but only under extremely unfavorable conditions. Mixtures containing aluminum released little hydrogen and consumed little oxygen; however, if improper on-site mixing yielded high local metallic aluminum concentrations, enough hydrogen might be released to produce an explosive atmosphere in a confined space.

The Bureau of Mines derived equations expressing the theoretical relationship between density of oil-shale rock and its organic content. Effects on theoretical shale density produced by variations in mineral composition and organic matter properties were evaluated. The theoretical relationship was extended to relate oil-shale density to oil yield in both oil weight and volume units by considering the fraction of organic matter converted to oil and the specific gravity of the oil produced. Corollary equations relating organic content by volume to organic content by weight and to oil yield were developed. The general relationships apply to an oil-shale deposit uniform in character. Application of the theoretical relationships to Green River Formation oil shales was demonstrated.

The wettability of petroleum reservoir materials by water and crude oil has been recognized as an important factor in determining waterflood behavior. The problem of simulating and studying reservoir conditions and characteristics, to produce laboratory results congruous with field experience, has been examined by many methods. (1, 2, 3, 4).4/ The most generally accepted approach to this problem is determining wettability of the porous medium by imbibition methods; or, after solvent extraction, predetermining the wettability of the samples by coating the surface of the medium to render it preferentially oil-or water-wet (3, 5). The emphasis of wettability studies has been placed on the characteristics of the reservoir materials with little consideration being given to the fluids themselves. Therefore, the wetting tendencies of crude oils have been investigated by a recently developed method (6). Imbibition and the more general phenomena of capillary pressure are the most direct ways to measure wettability. The simplest type of capillary pressure observations involves the use of an interfacial-tension capillarimeter, which does not produce as separate values either interfacial tension or contact angle. Actually, these quantities do not have independent significance in reservoir engineering, and the property of wettability they are intended to evaluate is given, immediately by capillarimetric measurements.

Enthalpies of formation of three sodium titanates were determined by hydrofluoric acid solution calorimetry, The values obtained for formation from the elements at 298.15° K are -370.9±0.5 kcal/mole for Na2TiO3, -832.1±0.9 kcal/mole for Na2Ti307, and -1,510.9±1.7 kcal/mole for Na2Ti6013. Tables of enthalpies of formation and Gibbs energies of formation are given as a function of temperature both from the elements and from the component oxides for Na2Ti03 and Na2Ti307.

Rivers in industrial and raining areas frequently are contaminated by material dumped into them causing the water to carry in suspension large amounts of silt, which subsequently is deposited alone; the banks and, ultimately on the agricultural lands if the water is used for irrigation purposes. Two common examples of this practice are the dumping of breaker refuse in the anthracite region of Pennsylvania and the dumping of tailings from the metallurgical mills in various metal-mining districts. Studies in stream pollution and its resultant problems are very important, and surveys are constantly being made by Federal and State agencies, as well as by private companies, to determine the quantity of solids actually being carried by these watercoarses. These studies require accurate sampling of the silt-carrying water to determine the amount of solids within reasonable limits. A device that will obtain reasonably accurate samples of material from silt-bearing streams is described in this circular.

The feasibility of locating a buried vertical magnetic dipole source (horizontal loop) from surface measurements of the vertical and horizontal magnetic field components has been investigated by Wait (1971). , For sufficiently low frequencies, the magnetic fields have a simple static-like behavior, and a single observation of the ratio and relative phases of the vertical and horizontal field components is sufficient for location when the earth is homogeneous. However, when inhomogenieties are present, the surface fields will be modified, and source location may be more difficult. In order to obtain a quantitative idea of the surface field modifications, we consider a spherical conducting zone as a perturbation to the homo- geneous half-space. A rigorous solution for the buried sphere problem has been formulated by D'Yakanov (1959). Unfortunately, his solution is restricted to azimuthally symmetric excitation, and even then the solution is not in a convenient computational form. However, if the sphere is electrically small and is located at a sufficient distance from both the dipole source and the interface, the scattered fields can be identified as the secondary fields of induced dipole moments. The latter are equal to the product of the incident fields and the polarizabilities of the sphere. The details of the approach are given by Hill and Wait (1973). Wait (1968) has used this induced dipole moment approach for scattering by a small sphere above a conducting half-space. The method has the advantage that it is easily generalized to scatterers of other shapes for which both the electric and magnetic polarizabilities are known, such as spheroids (Van de Hulst, 1957).
