Growing concern from labor unions, regulatory agencies, and industry about the safety of a prevalent underground coal mining method which utilizes remote control has prompted human factors field evaluation of mining activities. Remote control operations were implemented with little consideration given to human-system interactions. Ideally, collecting and analyzing information prior to implementing new technology would have helped to address potential problems. One such problem that operators and other mine personnel are faced with is the question of where they should safely position themselves to avoid injury while remotely operating machinery. To determine work methods employed by machine operators before and after implementation of the new method, work sampling techniques have been used to provide data about positioning of face crew members at different points in the mining cycle. This data provides information for optimal positioning, leading to safer operating procedures and identifying training shortfalls.

Cerium and thorium sulfides have found use as crucible materials for melting certain radioactive metals. However, thermodynamic treatment of these sulfides has been hampered by lack of experimentally derived entropy values. This Bureau of Mines report describes heat-capacity measurements between 51° and 298° K, and entropy evaluations at 298.15° K, for cerium monosulfide (CeS), cerium sesquisulfide (Ce2S3), and thorium disulfide (THS2). The entropy values, with Literature results for the heats of formation, are used to obtain free energies of formation at 298.15°K. MATERIALS The samples used in this work were supplied by Prof, Leo Brewer of the Department of Chemistry, University of California. The methods of preparation and some of the physical and chemical properties of these sulfides were given by Eastman and coworkers.3 4/ Chemical analyses, conducted in our laboratory, gave the following results:

"ORIGIN OF INVESTIGATIONThe Federal Mine Safety Code for Bituminous Coal and Lignite Mines of the United States, July 24J 1946, contains the following provisions with regard to rock dusting: Article VI. - Section 2. Rock dusting.(a) All mines, except those mines or those locations in a mine which are too wet or too high in incombustible content to propagate an explosion, shall be rock-dusted to within 80 feet of the faces of rooms and entries; however, if the mine or any part of it is wet but becomes dry, the mine or portion of the mine so affected shall be rock-dusted as ·soon as it becomes dry. (b) In mines partially rock-dusted or in mines that are required to start rock dusting, haulageways and parallel entries connected thereto by open crosscuts shall be rock-dusted. Back entries shall be rock-dusted for at least 1,000 feet outby the junction with the first active entry. Inby this junction, the rooms, entries, and crosscuts shall be rock-dusted by generalized rock dusting as provided for in section 2(a).(c) Where rock dust is applied, it shall be distributed upon the top, floor, and sides of all open places and maintained in such quantity that the incombustible content of the mine dust will not be less than 65 percent. In trackless entries and air courses, protection in lieu of generalized rock dusting may be had by using bags filled with rock dust, if they are placed at regular intervals and staggered as described in Bureau of Mines Report of Investigations 3411."

An equilibrium study of the system potassium carbonate, potassium bicarbonate, carbon dioxide, and water has been conducted with solutions of 20-, 30-, and 40-percent equivalent potassium carboaate concentrations. These equilibrium data cover the operating range of the hot carbonate scrubbing system for removing carbon dioxide from gas mixtures. Such data are necessary to establish the limits of purification and are used to design absorption and regeneration towers. Values of K in the relationship K = (KHCO3)2/(K2CO3)PCO2 were determined for higher temperatures of 70" to 140° C. and greater concentrations, I 20 to 40 percent, than employed by previous investigators. For the 20- and 30-percent concentrations, K is constant at a given temperature; thus, once K has been determined the equilibrium pressure of carbon dioxide can be calculated for any conversion. Variation of & values with changing conversion was observed with the 40-percent solutions, so that equilibrium calculated pressures are less reliable from average K values.

The titanium-iridium alloy system was investigated to determine whether alloys of this system would merit further development as control-rod material for nuclear reactors. A study was made to determine the titanium-iridium phase diagram by using melting-point, thermal analyses, X-ray diffraction, dilatometric, electrical resistivity, and metallographic techniques. The titanium-iridium alloy system was investigated between 500° and 2,400° C. Results indicate the formation of two intermetallic compounds, Ti3Ir rind TiIr3, and one intermediate solid solution centered about the 50 atomic percent iridium composition. A eutectic reaction occurs at 1,475° C, and 19 atomic percent iridium. The Ti3Ir decomposes peritectically at 1,520° C. The intermediate solid solution exhibits a maxima of 2,140° C. at 50 atomic percent iridium. This phase is also believed to undergo an order-disorder transformation at 1,750° C. Another eutectic reaction takes place at 2,000" C. and 60 atomic percent iridium. The compound TiIr3 formed at 75 atomic percent iridium decomposes peritectically at 2,115° C. Further increases in iridium content result in the formation of an iridium-rich terminal solid solution. Information obtained below 900° C. in titanium-rich alloys indicates that iridium acts as a beta stabilizer in titanium, and the authors believe that a eutectoid decomposition of beta-titanium occurs near 500° C. and 10 atomic percent iridium.

In March 1937 the entire country was shocked by news of an explosion of gas in a New London (Tex.) schoolhouse, which resulted in the death of 280 pupils and 14 t eachers. The Government investigators of this disaster believed that the cause was the ignition and explosion of a large volume of explosive natural gas-air mixture that had accumulated in a poorly ventilated space beneath the first floor of the main school building and that this accumulation was due to leakage from gas lin suspended underneath the floor to carry the gas supply to the school.!i/ For some years there has been a potential explosion hazard in school houses and other buildings that are supplied with water from deep wells in certain parts of Illinois. Notwi thstand.ing the disaster at New London, Tex., and the fact that there had been gas ignitions at four water wells in different parts of the State, the explosion hazard in schools and other buildings was not fully recognized until a few months after the disaster in Texas, when an explosion occurred in the settling basin of the municipal water works of Clinton, Ill., and another in a pump house of the municipal water works in Normal, Ill, The explosion in the settling tank of the municipal water works in Clinton, Ill., occurred on August 12, 1937, and a.id considerable damage to the settling tank, but fortunately no one was injured. At the time of this explosion rapairs'and aJ.terations to the water plant were in progress, and 10 men were employed in the immediate vicinity of the settling tank. Two of these men were enlarging a hole in the concrete side with an air hammer for the installation of a larger discharge line.

That a close analogy exists between the flow of air in mines and the flow of current in electrical networks- has been known for a long time. The laws that have been used to solve series and parallel electrical circuits have been used to solve for the equivalent resistance in mine ventilation problems. Kirchhoff's current and voltage laws have also been adopted in solving mine ventilation network problems. It will be best to define a few terms here regarding networks, and with reference to Figure 1, these definitions can be elucidated. Figure 1 can be represented by the network in Figure 2 without losing any essential details. 1. A junction is a point where two or more airways meet. 2. The segment of a roadway connecting any two junctions is known as a branch. 3. A mesh is a closed path through the network. In the above network, B, C, D and F are the junctions, CF and CD are two of the branches and CFDC is a mesh. Kirchhoff's current law states that the sum of currents entering a junction. Applying this law to the junctions in the ventilation network, one obtains for junctions C and F, the following relationships: JUNCTION C: Q1 = Q4 + Q3 (1) JUNCTION F: Q2 + Q3 = Q5 (2) Similar relationships can be drawn for other junctions. The Bureau of Mines has carried out investigations on a method for producing zirconyl sulfate solution from zircon sand, comprising (1) reacting zircon sand with molten NaOH, (2) leaching the resultant fusion frit with water to remove sodium silicate and to convert sodium zircon-ate to hydrous zirconium oxide, and (3) leaching the hydrous zirconium oxide from unreacted sand with hot, dilute H2S04 to produce crude zirconyl sulfate solution. The following conditions were found to be suitable: reacting 0.6 kg of NaOH per kilogram of zircon sand for 10 min at 600° C; leaching the frit with 3 to 4 liters of water per kilogram of solids; leaching the residue with 5.1 liters of water and 1.25 liters of 98-pct H2S04 per kilogram of original solids for 10 min at 90° C; and filtering or decanting to recover unreacted zircon sand. A preliminary cost estimate is included.

Five makes of expansion-type shells and two types of bolts (mild-steel and high-strength) were used in 30 tests made in sandstone and shale roof, The results show that the anchorage obtained in both the sandstone and shale were stronger than either type of bolt. That is, the yield loads of both bolt types were exceeded before excessive anchor slip occurred. A relationship for evaluating the anchorage effectiveness of 3/8-inch-diameter, expansion-type bolts is presented. A comparison of test results indicates that the anchorage effectiveness of 5/8-inch- and 3/4-inch-diameter expansion-type bolts did not differ appreciably.

The lack of visibility near earthmoving equipment resulted in six fatalities in U.S. surface mining operations during 2003. These accidents were the result of either a piece of equipment striking another vehicle or worker, or the equipment traveling over the edge of an embankment. Figure 1 is an example of a recent accident that resulted in serious injuries to one worker and fatal injuries to two others when a van parked in front of a haul truck. Two fatalities occurred in separate incidents when front-end loaders struck workers. Another two workers were killed when their equipment backed over the edge of a highwall or dump point [1]. There is clearly a need to provide better information to equipment operators regarding their surroundings. [ ] Researchers at the National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory, are working to reduce these accidents by developing systems that sense obstacles and changes in terrain near the equipment and provide this information to the operator. Many off-the-shelf proximity warning systems that were developed for automobiles, light trucks, and recreational vehicles were evaluated on off-highway dump trucks [2]. Many limitations were found with existing systems, including frequent false alarms, limited detection range, a lack of specific information on an obstacle (e.g., location, identity), difficulties in finding suitable mounting locations, and an inability to withstand the environment. These limitations have necessitated the development of new systems designed specifically for large, off-highway, earthmoving equipment. New off-the-shelf systems available for mining equipment include radar and tag-based detection systems. Prototype systems now being developed include a proximity warning system based on the Global Positioning System (GPS) and a computer-assisted stereovision system. Development of these new systems was accomplished by working with manufacturers to modify existing systems to meet the needs of surface mining and through cooperative research with organizations to develop completely new solutions. A typical proximity warning system consists of a sensor or antenna mounted on the equipment that detects the presence of obstacles and an alarm interface in the cab of the equipment. Some systems, as described in more detail below, also require that other vehicles and personnel on the ground be outfitted with electronic tags that transmit an “I’m here” signal back to the system (e.g., radio signal detection systems or GPS). Many types of proximity warning systems are on the market, but they are not all discussed in this paper. APPROACH In past work, engineers at NIOSH evaluated several off-the-shelf proximity warning technologies in order to verify their effectiveness on off-highway dump trucks [2]. Dump trucks were chosen because of the number and severity of accidents involving this type of equipment and because extensive blind areas around these trucks are typical. The Bureau of Mines stabilized 10 acres of windblown copper mill tailings at McGill, Nev., by a combination chemical-vegetative procedure. Legumes, winter wheat, wheat-grasses, and wild rye were seeded, and the area was subsequently sprayed with a resinous adhesive chemical to stabilize the sands until the vegetation could grow. During the year since treatment, the area has been well stabilized against wind erosion. The established vegetation appears to be capable of self-perpetuation and renewal without irrigation. The cost of stabilizing the area was $135.50 per acre.

Fatal accidents at coal mines throughout the United States numbered 170 during May , 1923 , according to reports received by the Bureau of Mines of the Department of the Interior from State mine inspectors . The production of coal during the month was 54,649,000 tons ; hence , the fatality rate was 3.11 per million tons . In May last year the fatality rate was 4.22 , based upon an output of 20,636,000 tons , including 35,000 tons of anthracite . Because of the miners ' suspension of work last year, the production of fresh-mined anthracite in May 1922 was completely stopped ; in May 1923 the anthracite output was 9,573,000 tons . For bituminous mines alone , the fatality rate in May 1923 was 2.67 per million tons as compared with 4.17 in May a year ago . During the first five months of the present year , the fatality rate for bituminous mines was 3.55 per million tons , based on 809 deaths , as against a rate of 3.70 for the corresponding months last year, based on 611 deaths . The rate for 1923 represents a reduction of 4 per cent . For anthracite mines alone the five-month fatality rate for 1923 was 5.36 per million tons , based on 228 fatalities , as against a rate of 6.72 for the first five months of 1922 based on 147 fatalities . The rate for 1923 represents a reduction of 20 per cent . The average fatality rate for May during the past ten years ( 1913-1922 ) is 3.37 per million tons for bituminous coal mines and 6.02 per million tons for anthracite mines . A gas explosion , due to open light , occurred on May 6 at Aguila , Colorado , and resulted in the death of ten men . This explosion brought the number of "major disasters " in 1923 to 4 , with a loss of 145 lives . During the first five months of last year, there were 7 similar disasters with a loss of 82 lives . The year's record to date for all fatalities from all causes shows a reduction in the fatality rates per million tons from haulage accidents and from falls of roof and coal , an increase in explosions of gas and dust and in accidents due to electricity , and no change in the fatality rate from explosives . The reductions in haulage accidents and in falls of roof and coal are particularly gratifying, because these two classes of accidents usually cause about 65 per cent of all fatalities in the coal-mining industry . The thermal reactions of l-methylindole were studied in the temperature range of 525° to 627° C in a flow reactor. The major products consisted of 2-methylindole, 3-methylindole, indole, quinoline, hydrogen, and methane. 2-Methylindole is formed from 1-methylindole by an irreversible isomerization reaction. The 2-methylindole isomerizes in a reversible manner to 3-methyl-indole, the equilibrium favoring the 3-methyl isomer. Indole is formed directly from 1-methylindole. Quinoline is formed from l-methylindole, 2-methylindole, and 3-methylindole.

The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) recently conducted full-scale explosion experiments; these experiments evaluated the strength characteristics of various seal designs used for safely isolating worked-out areas in underground coal mines. Large-scale explosion tests were conducted within the multiple entry section of PRL’s Lake Lynn Experimental Mine (LLEM) employing the only currently accepted test method endorsed by the Mine Safety and Health Administration (MSHA) for seal design in American mines. These explosion tests are labor-intensive, expensive to conduct, and can interfere with other critical underground safety and health research programs conducted by NIOSH. Therefore, the PRL has developed an alternative seal evaluation method, based on a hydrostatic pressure loading concept, that can facilitate the in-situ testing of seals in an operating mine. Two chambers within LLEM and one within the Safety Research Coal Mine (SRCM) were used for hydrostatic pressure loading various seal designs. The results from tests in these chambers compare favorably with those from the large-scale explosion tests in the multiple entries. Preliminary size-scaling relationships for predicting the strength of standard seal designs as a function of entry size is also presented. In addition to testing seal designs at the required 20 psi static pressure level, the new facilities also allow for the determination of the seal’s ultimate failure pressure. This new approach shows promise as an alternative evaluation method for improving mine sealing technologies which, in turn, will enhance the safety of the underground personnel.

In the past several years, there have been a number of blasting-related carbon monoxide migration incidents. In each case, there have been some common factors that appear to be related to carbon monoxide migration. Geology, heavy confinement of the blast, close proximity to the affected structure, and open pathways into the affected structure are just a few. Prince William County, VA is an area undergoing a boom in suburban development. In the year 2001, more than 4,050 new homes were constructed within the county.1 In the new housing development located in Bristow,VA, trench blasting was utilized to excavate proposed sewage and utility lines. On November 8, 2002, a trench blast was conducted for the installation of utility lines. Later that evening a carbon monoxide detector alarmed in a nearby house. The gas company and fire department sampled for carbon monoxide and measured 100 ppm and more than 200 ppm on the first floor and in the basement respectively. Subsequent efforts to prevent migration of CO into the nearby homes met with mixed results. The only reliable technique for protecting neighbors from CO appears to be the placement of CO monitors in the homes. The events are presented and discussed.

This study examines the patterns and trends in noise exposure documented in data collected by Mine Safety and Health Administration inspectors at U.S. coal mines from 1987 through 2004. During this period, MSHA issued a new regulation on occupational noise exposure that changed the regulatory requirements and enforcement policies. The data were examined to identify potential impacts from these changes. The overall annual median noise dose declined 67% for surface coal mining and 24% for underground coal mining, and the reduction in each group accelerated after promulgation of the new noise rule. However, not all mining occupations experienced a decrease. The exposure reduction was accompanied by an increase of shift length as represented by dosimeter sample duration. For coal miners exposed above the permissible exposure level, use of hearing protection devices increased from 61% to 89% during this period. Participation of miners exposed at or above the action level in hearing conservation programs rapidly reached 86% following the effective date of the noise rule. Based on inspection data, the occupational noise regulation appears to be having a strong positive impact on hearing conservation by reducing exposures and increasing the use of hearing protection devices and medical surveillance. However the increase in shift duration and resulting reduction in recovery time may mitigate the gains somewhat.

While less than 1% of reported accidents are associated with slope stability problems, slope failures were responsible for about 15% of all U.S. surface mine fatalities between 1995 and 2001. Small rockfalls, which may involve hand-sized rocks weighing only a few kilograms, can cause fatal injuries to workers away from the protection of large machinery. Massive highwall failures containing a million cubic meters of material or more can be fatal even for heavy equipment operators. As part of an ongoing study at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health, several remote-sensing technologies are being evaluated as tools to monitor slopes for hazards and to assess slope stability. Field tests of a hyper spectral imager were conducted to assess its value for improving geologic maps of potentially unstable alteration zones on mine slopes. An interferometric radar device capable of detecting very small displacements on slopes awaits final assembly and field testing. Computerized monitoring methods using images from digital and video cameras are being assessed for application to mine slope surveillance. These and other techniques will eventually provide new tools to augment current methods for monitoring ground control hazards in mines.

Coal is a soft and brittle material. Drilling rates in the Pittsburgh coalbed using a drag bit exceed 3 ft/min at 2,500-pound thrust. However, maintaining the bit on a horizontal trajectory or parallel to bedding planes to attain lengths of 1,000 feet is difficult. This Bureau of Mines report presents a drill string configuration that can be guided through the coalbed. The angle of the borehole is measured periodically and by proper combinations of bit thrust and rotational speed (r/min), bit trajectory can be lifted or dropped to keep the bit in the coalbed. An example of a hole drilled to 2,126 feet is presented to show levels of thrust and rotational speed used to lift or drop the bit, the seemingly unexplainable events that occur, and the strategy used during drilling. Thrust levels during drilling range from 600 to 2,500 pounds. Hydraulic motors powered by a 30-hp, 440-volt motor provide ample power for drilling horizontal holes 2,000 feet long.
