During 1990-2001, a total of 518 fires occurred in all metal/ nonmetal mining categories; 296 of those fires caused 308 injuries and 4 fatalities. Surface operations had the most fires and the highest injury risk rate values. Forty-five fires destroyed or heavily damaged facilities and equipment (including 19 pieces of mobile equipment) because of failure of firefighting methods, late fire detection, undetected fires, or fire size. In the future, many of these fires and injuries might be prevented or detected and extinguished at their earliest stage by improving current fire safety procedures, adopting existing/ improved fire detection and suppression technologies, and/or developing new technologies. Several strategies for reducing and/or preventing the number of fires and fire injuries follow. I. Increase vigilance, improve safety procedures, and develop new technologies in order to prevent fires and injuries caused by fame cutting and welding operations. 2. Improve equipment hydraulic/fuel/electrical systems inspection programs; adopt fire-resistant hydraulic fluids and electrically powered motors for use in underground mines; develop new technologies (equipment/cab rapid fire detection/ prevention/suppression systems, emergency line drainage systems, and fire barriers); adopt an optimal ground level location for the activation of emergency systems; improve operator's fire preparedness training programs; and develop effective and rapid local firefighting response capabilities. 3. Adopt existing/improved systems for continuous and early detection of combustion gases and smoke along beltlines. 4. Adopt existing/improved technologies for monitoring equipment (beltlines) operational functions. 5. Increase vigilance and adopt improved safety procedures for handling f amenable liquids and refueling fuel in the vicinity of heat sources.

Explicit expressions are presented for the input admittance and effective height of several buried metal antennas, namely: (i) prolate spheroidal; (ii) spherical; (iii) oblate spheroidal; (iv) parallel plate; (v) parallel plate with protruding dielectric in the same plane of the plates; (vi) parallel plate with protruding dielectric in a plane normal to that of the plates (H-shaped antenna). Explicit expressions are presented for the input admittance and effective height of several buried metal antennas, namely: (i) prolate spheroidal; (ii) spherical; (iii) oblate spheroidal; (iv) parallel plate; (v) parallel plate with protruding dielectric in the same plane of the plates; (vi) parallel plate with protruding dielectric in a plane normal to that of the plates (H-shaped antenna). It is concluded that in all practical situations of "small" antennas approximation 1 is almost always appropriate. Computations were carried out for bare antennas, the extension to insulated ones being, however, straightforward. Although a rigorous theory of the antenna performance in a realistic semi-infinite conductive medium has not been developed, the results quoted should also be applicable when antennas are a few skin depths below the earth's surface. In particular, for the evaluation of radio-links under up-over -and-down operating conditions, the antennas can be replaced by dipoles of length equal to the effective height. Since the antenna's parameters are given in analytical form, it is also possible, by using Laplace transform techniques, to compute the transient response of the antenna. The transient is described by pole (short-time behavior) and branch-cut contributions (large time behavior). For these last terms, an asymptotic evaluation is possible, so obtaining closed form expressions for the response at large observation times, which is closely related to the dispersion characteristic of the environment.

Great strides have been made in recent years to reduce the disaster potential of underground mine fires. However, mines can still be caught unprepared for a fire emergency. Fires can grow too large before they are detected, warning systems can be too slow and uncertain to reliably signal the danger, and suppression systems can be inadequate to extinguish the flames. New mining systems and equipment may create unanticipated fire hazards, and new materials may generate highly toxic combustion products. This report contains papers that summarize recent significant developments from the Bureau of Mines mine fire protection research program relating to these problems. Certain of these findings are also applicable to surface mining operations. The papers fall into the general categories of fire detection and instrumentation, fire warning, fire suppression, diesel equipment, spontaneous combustion, and toxicity analysis of combustion products.

PURPOSE: Evaluate practical technological advances in hearing protective devices for use in different mining environments. RESEARCH SUMMARY: Previous NIOSH research shows that miners develop hearing loss much more quickly than nonoccupationally noise-exposed individuals. Also, miners experience a greater severity of hearing loss than would be expected for nonoccupational noise-exposed persons of the same age and sex. As described in the National Occupational Research Agenda, problems created by occupational hearing loss include (1) the reduced quality of life due to social isolation and unrelenting tinnitus, (2) impaired communication with family members, the public, and coworkers,(3) a diminished ability to monitor the work environment (e.g., warning signals, equipment sounds, etc.), (4) lost productivity and increased accidents resulting from impaired communication and isolation, and (5) expenses for workers’ compensation and hearing aids. Although the elimination of hazardous noise is the ideal long-term solution to the noise problem, miners will likely need to rely on personal hearing protection in certain situations for quite some time. However, it is well known that noise attenuation provided by hearing protectors as they are worn during everyday use in the workplace is usually worse than when tested under laboratory conditions. Additionally, workers may refuse to wear their hearing protection for any number of reasons. Therefore, this project was initiated to evaluate practical technological advances in hearing protectors, with an emphasis toward optimizing the balance between effectiveness, comfort, overprotection, and communication ability. Currently, the necessary in-house laboratory facilities and research techniques are being finalized. Individual experiments are planned that involve analysis of new hearing protector technology under both laboratory and field conditions. The laboratory components are to consist of con-trolled studies using human subjects and/or an anthropometrically correct artificial test fixture to evaluate the adequacy/effectiveness of various hearing protective devices. Field studies are planned to determine the actual usefulness and practicality of the hearing protectors as used in diferent mining environments. Recommendations can then be offered to the mining community regarding correct earplug/earmuff usage that maximizes recognition of hazard/warning sounds while adequately protecting the miners’ hearing.

Although the Stamler feeder/breaker has been used for coal crushing in underground mines for many years, it has only recently been applied to other crushing operations. Two companies presently using Stamler feeder/breakers for rock crushing were contacted regarding their experiences with the units in actual field use. In both cases information was obtained directly from the individuals responsible for field operation and maintenance of the units. White Pine Copper Co. has been using Stamler feeder/breakers for over two years to crush copper ore. They now have fourteen 450-ton-per-hour units on line. The ore has a compressive strength of from 18,000 to 28,000 psi and is extremely abrasive. Maintenance is performed on a tonnage basis. The breaker shaft is replaced every 250,000 tons (requiring about 4 hrs) and picks are replaced about every 1500 tons by the operator (requiring about 2 min per pick). Very little unscheduled maintenance has been required. Crushing costs are fairly high (estimated at 13 to 15t per ton including maintenance and operation) because of tale extreme abrasiveness of the material. A new Stamler feeder/breaker with Ultramet wear surfaces was put or line in June 1976. Ultramet was found to increase the life of belt transfer station surfaces by up to 400 percent and it is hoped that it will do the same for the feeder/breaker. At this time it is still too early to evaluate the performance of the Ultramet unit. If it does improve abrasion resistance, crushing costs could be greatly reduced. White Pine is very pleased with the units and the service provided by Stamler.

The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory, cooperated with Tecrete Industries Pty. Ltd. and BHP Australia Coal in a research program to evaluate the strength characteristics and air leakage of four seal and two stopping designs for use in underground coal mines. A fundamental safety research area for NIOSH is to eliminate the occurrence of coal mine explosions or to mitigate their effects. One approach to achieve this goal is to develop new and innovative seal designs that provide increased explosion isolation protection for the mining personnel against ignitions that originate from within the gob or. other worked-out areas of the mine Full-scale seals and stoppings were constructed in the Experimental Mine at Lake Lynn Laboratory near Fairchance, Fayette County, PA. They were ail--leakage tested, then subjected to a series of explosions with average pressure pulses ranging from 25 to 500 kPa (3.5 to 72 psi). Instrumentation measured seal displacement and acceleration as a function of time, providing data to assist in the development of numerical models 1'01- future seal design. All three seals designed with Meshblock wire forlnwo~-k ant1 a lnonolithic shotcrete core withstood the first explosion test, which generated an avcr-age rnaximu~n pressure of - 140 kPa (-20 psi) while maintaining acceptable air leakage rates. These seals I-anged from 175 to 325 mm thick. They included a 2.7-m-high by 325-mm-thick seal that was tesled 27 hr after completion against this - 140-kPa explosion pressure, a special requirement of the test program. This seal survived explosions with pressure pulses up to 300 kPa (43 psi). The 2.3-m-high by 325-mm-thick Meshblock seal survived three explosion tests with overpressures up to 455 kPa (66 psi) and satisfied the air leakage criteria. A I ,200-mm-thick plug seal was constructed of two Gunmesh formwork walls in-filled with shotcrete and a 3,450-kPa (500-psi) strength Aquablend core. This plug seal survived three explosions with pressure pulses ranging 11-om 150 lo 430 kPa (-22 to 62.5 psi) with no measurable postexplosion air leakage. Two Gunmesh stoppings with thicknesses 01' 40 and 75 inln withstood explosion overpressures of 23 and 115 kPa, respectively. Anchoring all seal and stopping designs into the roof, ribs, and floor with steel "rootbolts" provided very effective boundary constraint that is critical to the performanceofstructures subject to explosion overpressures.

Working with or near underground coal mining equipment is hazardous because of the multiple sources of energy and adverse environmental conditions. Of the 4169 injuries reported to Coal Services during the three years to June 2005,447 were associated with continuous miners, 232 with LHD (load-haul- dump) vehicles, 140 with shuttle cars, and 140 with personnel transport - a total of 959, or 23% of all injuries reported during the period. An analysis of the injury narratives accompanying these injury claims highlights a number of opportunities for controlling injury risks. Using the frequency of reported injuries for the prioritisation of risk control strategies has limitations because of the tendency to underestimate the importance of relatively uncommon but potentially high consequence events. Injury reports also underestimate the contribution of risk factors such as whole body vibration, which have a long-term cumulative contribution to an elevated risk of injury. However, taking these limitations into consideration, the results of the injury narrative analysis suggests the following hazards as the highest priority for elimination or control: • handling continuous miner cable • strain while bolting • slipping off continuous miner platform • inadvertent or incorrect operation of bolting controls, and operation of controls while a person is in a position of danger • hitting potholes or other roadway abnormality • collisions while driving underground vehicles

A REPORT of technological advancements restricted to a specific 12-month period is impractical. Inherent in the nature and development of technology is the element of time; rarely can a new process or product be attributed to a particular year. An overall picture of general trends and pattern changes, however, is indicative of technological growth. This paper presents selected observations and discussions of current metallurgical research and practices in an attempt to develop' such a picture. Of the estimated $16.5 billion spent for research and development in the United States in 1962, at least 80 percent was earmarked for the aircraft, electronics, chemical, and machinery industries. Much of the effort was of the end-use variety and was oriented closely to the national defense and aerospace programs. Only a small fraction of the total research money was directed to studies of the utilization and improvement of metals. Even if the investigations in allied fields such as solid state physics are included, the total research expenditure for metal and mineral materials barely reached $500 million. An additional $200 million was spent by industry and government for development of minerals recovery and processing methods.

The U.S. Bureau of Mines has developed a computer model to describe a flotation process. Coal data from conventional flotation has been converted to a simple, two-parameter kinetic model developed by Reuter and van Deventer (1,2)3. Each set of coal data was represented by two constants, a and ß, and an average flotation rate. The success of the model was demonstrated when the calculated and experimental recoveries showed good correlation. The two-parameter model allows complex data to be defined much more efficiently than traditional knowledge-based models.

Thls report summarizes work done under Bureau of Mines contract H0357100, "Development of a Crimp Connector for Trailing Cable Splices." The purpose of this effort was to establish optimum connector design conditions to meet flex cycle, pullout and electrical resistance criteria on phase power conductors. Field testing of "optimum design" connectors is briefly discussed. One of the primary objectives of contract H0357100 was to enable one to design better performing phase conductor connectors. Illustrating the practical significance of this 1s a discussion on the development of a new splice kit for trailing cables. The connectors in this kit were designed in accordance with the design methods described in the contract final report. Kit components, test data, and a connector installation tool are also discussed. The successful effort on the phase connector has resulted in contract H0377042, entitled "Design and Testing of Joining Sleeves for Trailing Cable Ground and Pilot Wires." The purpose of this contract (currently in effect) is to improve ground-conductor and pilot-wire performance. Significant findings to date are discussed.

Science involves the study of the nature and behaviour of natural things and the knowledge we obtain about them. Scientific endeavour leads to the unfolding of new knowledge and adjustments to our understanding and our behavior. To indicate that we ‘know’ something may merely mean we do not feel able to, or that we do not wish to, disagree with others who claim to know; or it may mean we have either heard about it, or studied it, or understand part of it, or accept that it is true, or have seen evidence to be convinced of its veracity. What do we ‘know’ about the health effects of vibration? There are many unknowns in the field of human responses to vibration. Not all would agree on what is known and what is unknown. This paper seeks to summarize what we know that we know, what it is sometimes claimed that we know, and what we know that we do not know about the relation between exposures to vibration and our health. It also speculates on what we do not know that we do not know. Hand-transmitted vibration What we know we know We know that exposures to hand-transmitted vibration result in various disorders of the hand, including abnormal vascular and neurological function. Not all frequencies, or magnitudes, or durations, of hand-transmitted vibration cause the same effects. What we may claim to know To enable exposures to be reported and compared, they are ‘measured’ and ‘evaluated’ using defined (e.g. standardised) procedures. This involves identifying what is to be measured and specifying how it is expressed by one (or a few) numbers. Summarising a vibration exposure in a single value involves assuming the relative importance of components within the vibration (e.g. different magnitudes, frequencies, directions, and durations), so standards define ‘weightings’ for these variables. The importance of the weighted values may also be suggested, allowing ‘assessments’ according to a criterion (e.g. the probability of a specific severity of a specific disease). Standards for the measurement and evaluation of hand-transmitted vibration define a frequency weighting and time dependencies that allow the severity of vibration exposures to be assessed and the probability of finger blanching to be predicted 1. What we do not know We do not know that the frequency weighting in current standards reflects the relative importance of different frequencies and axes of vibration in producing any specific disorder. We do not know whether the energy-based daily time-dependency inherent in A(8) reflects the relative importance of vibration magnitude and daily exposure duration. Consequently, the relation between A(8) and the years of exposure to develop finger blanching, as in an appendix to ISO 5349-1 (2001), is not well-founded. We do not know, or at least there is no consensus on, the full extent of the disorders caused by hand-transmitted vibration (e.g. vascular, neurological, muscular, articular, central), or the pathogenesis of any specific disorder caused by hand-transmitted vibration, or the roles of other factors (e.g. ergonomic factors, environmental factors, or individual factors). Many different types of structures and materials have been used to build mineral processing facilities throughout the years. Although structure type and building material were not viewed as significant factors affecting the health of employees in these facilities when they were built, the National Institute for Occupational Safety and Health (NIOSH) has found that building type can impact respirable dust and noise levels. NIOSH performed a study in which it evaluated three building types: masonry, an open-structure design, and a steel-sided design. This study indicated that an open-structure design (no walls) was superior from both a dust and noise (health) standpoint when compared to the other two structure types. Therefore, companies may want to consider this design when building new structures.

To be authorized for use in coal mines, explosives and blasting devices must pass certain safety tests prescribed in schedule 1F,3/ on the basis of extensive practical and theoretical research by the Explosives Testing Station of the Federal Bureau of Mines. An explosive or blasting device that passes these tests is placed on the active permissible list. As this list is constantly revised, it has been the practice of the Bureau of Mines periodically to publish the names of explosives and blasting devices that have been added to the active list, as well as those that have been transferred to the inactive list; changes in brand names also are reported. This circular covers all permissibles including additions, transfers, and changes made between December 31, 1945,4/ and December 31, 1951.

Steel liner plates, which are bolted together to form a shell, are commonly used to provide temporary protective linings in the tunneling industry to ensure the stability of the tunnel and safety of the workers until more permanent ground reinforcement can be installed. As the ground deforms to try and close the opening, the liner plate is radially stressed, and by deforming redistributes these loads back to the surrounding insitu earth. Grouting behind the plates is done to fill any voids and ensure uniform contact to the strata around the back of the plates. Another function of the liner plate in some applications is to act as a platform or structure for the mining machine to react against in order to develop the necessary forward thrust to be able to excavate the face. In this case, the liner plates are loaded axially as a horizontal column of bolted liner plate rings, creating a jacking force against the liner plate assembly. In general, the buckling strength of the plate sections determines the jacking force capacity. Historically, the jacking force capacity of tunnel liner plates has been theoretically determined by some simplistic equations developed from tests of single liner plates. Recently, full-scale tests on a complete circular section of bolted liner plate ring segments have been conducted in the NIOSH Safety Structures Testing Laboratory using the unique Mine Roof Simulator to apply controlled loading in a manner that simulates the real world environment. Due to the unique size and capacity of the Mine Roof Simulator, these are believed to be the first full-scale tests conducted on the jacking force capability of tunnel liner plate rings. These tests indicate that the previously used theoretical equations tend to over predict the jacking force capacity of these tunnel liner plates. Unanticipated deformations in the field have been observed at loads below these theoretical design loads, therefore, a more accurate determination of the jacking force capability was needed. This report summarizes the full-scale test results, examines design parameters that impact the jacking force capability, and develops new mathematical models to improve the prediction of design loads.

Provide an effective method for "soft" soldering aluminum and aluminum alloys using conventional tin-lead solder alloys and flukes. The Problem In the past, it was virtually impossible to solder aluminum and aluminum alloys using standard tin-lead soldering systems (solder and flux) due to the presence of an aluminum oxide surface film which forms instantly on aluminum and aluminum alloys when these are exposed to air. The tenacious and stable oxide film enables aluminum-base materials to maintain their bright luster. But the film also prevents the required wetting and spreading of solder on the substrate, causing the loss of adhesion between the solder and the substrate. Transient electrical noise events pose serious problems for data acquisition systems used in monitoring acoustic emissions in laboratory and field environments. The U.S. Bureau of Mines has designed and constructed a trigger discriminator circuit for use in ultrasonic acoustic emission studies. Designed for use with signals in the frequency range of 50 to 400 kHz, the instrument examines .incoming signals for frequency content, amplitude, simultaneity, threshold crossings, and number of channels above threshold. If preselected criteria on these properties are met, a plus 5-V pulse is output that may be used to trigger a data acquisition system, allowing rejection of noise events that do not possess useful information. The system was designed for four input channels, but may be expanded to more channels with minimal design changes.

It is suggested in chapter 1 that emergency activities (including escape) are not individualistic. They tend to be group responses. If escapes from mine fires are group activities, then preparation for such events must take group behavior into account. This chapter explores the hypothesis that the miners who escaped from the three mines under study did so as members of groups. For development of this chapter, the database was examined for evidence of the existence of escape groups and for instances when individualistic behavior was paramount. Illustrations of group and/or individualistic behavior were analyzed and representative examples are provided in the following discussion. The nature of groups was discussed in chapter 3 and the following working definition was offered: "We mean by a group a number of persons who communicate with one another often over a span of time, and who are few enough so that each person is able to communicate with all the others, not at second-hand, through other people, but face-to-face" [Homans 1950]. To determine whether or not groups existed during the fire evacuations, it is important that the concept of group be clearly defined. Therefore, the discussion started in chapter 3 will be elaborated here. The defining characteristics of group given in chapter 3 were taken from Homans [1950]. They include size, person-to-person com¬munication, feelings that members have for each other, explicit and implicit rules for behavior, and common activities. An additional characteristic that is sometimes used to define groups is cohesiveness. Kiesler and Kiesler [1970] state, "Cohesiveness would include not only the attraction that the group holds for its members but also any other force operating on the individual to stay in the group." Variables said to contribute to cohesiveness include "(1) the attractiveness of a group for its members," and "(2) the coordination of the efforts of the members" [Keisler 1970]. One source of the attraction to a group occurs when "the goals or exterior tasks confronting the group are consistent with those of the individual person, and can best be handled by group action" [Cartwright and Zander 1968, in Davis 1969]. In other words, a common goal and a coordinated effort mounted to achieve that goal contributes toward the creation of a cohesive group. As discussed in the earlier review of research (chapter 1), groups have frequently been studied in laboratory or simulation settings. These methods allowed control over variables of interest. Kiesler and Kiesler [1970] state, however, that they "find group variables conceptually imprecise and experimentally difficult to work with." Experimental control, in other words, is difficult to achieve in the study of groups. The richness of the naturalistic mine fire data may provide an opportunity for an examination of groups that cannot be found in laboratories or simulations because this environment was not
