This report discusses the nonfuel critical minerals position of the United States-both current and future (to the year 2000). We have assumed that there will be no major global disturbances-military, political, or economic-during the rest of this century. However, international relationships, strategies, and conditions that affect the supply of minerals are very tenuous, normal trading patterns can be easily upset, and national and ideological objectives can and do interfere with "normal" free market conditions. For example, the Department of Defense has reported that the Soviet Union is engaged in a strategy designed to reduce the availability of strategic minerals, through either physical disruption, market manipulation, or domination of producing or neighboring states. Although such a strategy poses serious concerns for the United States and the free world, the impacts of disruptions are not covered in this publication. Historical Perspective The modern industrial economy of the United States is founded on the production and use of minerals.* Two hundred years ago our forebears began taming a raw continent, developing a base for agriculture and a rudimentary minerals producing system. In the 19th century, with the aid of imported labor and capital, the development of America's vast natural resources was undertaken, and the transition from an agricultural to industrial society was underway. By the century's close, the United States had emerged as a great industrial power, partly through the development of such mineral resources as iron in Minnesota and coal in Pennsylvania.

Gieseler plastometer tests were performed on eight western coking coals at retort - immersion depths ranging from 2 to 3-3 /4 inches (measured to the center of the coal charge ) . Increased maximum fluidities were associated with greater retort - immersion depths , the most pronounced increases being observed on highly swelling coals when tested at 3-3 /4 inches . The maximum fluidity of one of these coals when tested at 3-3 /4 inches was 146 percent greater than that observed at 24 inches . Retort - immersion depth had no significant effect on the temperatures of initial softening , fusion , maximum fluidity , end of fusion , and solidification .

This investigation, which began 90 minutes after the February 3, 1995, seismic event, has benefitted from the assistance of a large number of individuals. Computer-aided control of a mining machine requires a guidance system to aid remote positioning of the machine by determining its position and heading. The mechanical position and heading system (MPHS) developed by the U.S. Bureau of Mines provides such navigation information during face maneuvers. This report describes the required theory, which yielded a reliable algorithm for calculating machine position and heading, and implementation of this theory in hardware and software design, which made surface testing of the MPHS possible. Analysis of the errors and test results showed that the MPHS provides reliable results and can, therefore, provide useful guidance information for face navigation.

The 19th National First-Aid and Mine Rescue Contest was held in the Civic Center, Charleston, w. Va., on October 2, 3, and 4, 1961. The meet was sponsored by the Bureau of Mines and the Joseph A. Holmes Safety Association, in cooperation with State mine inspection agencies, management and labor of the mineral extractive industries, and other groups interested in safety. The Arrangements Committee, as authorized by the General Committee, made the necessary arrangements for conducting the 1961 contest. Members of the Arrangements Committee were: George Trevorrow (chairman), Bituminous Coal Operators' Association; James B. Rock falls in coal mines cause many injuries each year. Most of these injuries are not caused by major roof collapses, but from falls of smaller rocks from the immediate top or roof skin. Even though safety professionals and mine operators strive to reduce these types of injuries, there has not been a substantial decrease in the rock fall injury rate over the past decade. Various surface controls are used in mines to control the roof skin. One control that has proven to be very effective is roof screening. Roof screen effectively controls roof skin and provides a high roof surface coverage. Although many mines are reluctant to use screen for primary skin control because of the additional costs of time and materials, others are having great success at controlling both the costs and surface rock. In this study, injury data are presented that show a dramatic reduction in roof skin injuries when screening is used. Much of this success is due to the protection from falling rock that the operators receive from roof screen. Five case studies in which roof screen was used are presented along with the associated costs of materials, impact on bolting advance rates, and potential ergonomic risks. The effects of roof screening on skin control and safety are also included. Finally, this paper provides information about best practices and features of roof bolting machines that affect production and safety.

This Bureau of Mines study describes a process for recovering nickel, cobalt, molybdenum, and chromium contained in complex waste superalloy grindings that, for lack of an economical domestic recovery process, are being largely marketed abroad. The process, devised by laboratory scale operations, includes scrap preparation, dissolution of metallics in hot chlorinated acidic liquor, carbon adsorption, three successive solvent extraction separations, and selective chemical precipitations. Nearly 90 percent of the nickel, cobalt, molybdenum, and chromium were separated and recovered as oxides, carbonates, and basic sulfate products.

The U.S. Bureau of Mines (USBM) has developed a test procedure to compare the initiating strength of detonators by using adjustable-sensitivity liquid explosives. Various tests of detonator strength are currently used by the industry, but many of them do not quantify the ability of detonators to initiate detonation reactions in an explosive charge. The USBM used mixtures of nitromethane and ethylene diamine, the sensitivity being "fine-tuned" by 2-nitropropane. Military standard J-2, commercial No.6, and commercial No.8 detonators were evaluated using three test configurations: (1) axially immersed in the test explosive, (2) tip just touching surface of the explosive, and (3) immersed transversely in the explosive. Markedly different results were obtained for these three configurations, indicating that the directional effects are important. This explains why different detonator strength tests do not correlate well with each other. Some tests, such as the sand bomb and underwater, measure the total energy out-put, while other tests, such as the plate dent, test measure the energy in the axial direction. The USBM's test data indicate the importance of conducting the experimentation in the manner in which the detonator is actually intended to function.

There has been a good deal of speculation as to the function of a vehicle in the coal hydrogenation process. One of the most fruitful theories has been the suggestion that a vehicle such as tetralin functions by supplying hydrogen to the coal, and that the high-pressure hydrogen present in the system serves to regenerate the tetralin. In order to obtain experimental evidence bearing on this theory, a series of experiments was planned in which varying quantities of tetralin were used with coal in the presence of high-pressure hydrogen. This paper reports the results of these experiments.

"INTRODUCTION Lookout Mountain is the natural barmier that isolates Dade County from the rest of Georgia. Legend has it that Dade County seceded from the Union long before the rest of the State of Georgia and did not officially return until July 4, 1945.Coal mining began in the Lookout Mountain area in 1891, and by 1894 production amounted to about 1,000 tons daily. Present production by the two principal operating companies is about 3,600 tons monthly.In the Sand Mountain area, coal has been mined intermittently since before the Civil War, and probably 6,500,000 tons has been produced.The Bureau of Mines coal project was initiated to alleviate a possible coal shortage and to assist the State in developing coal deposits to supply State institutions and local markets. Drilling began January 1, 1945, and ended May 11, 1945, after 2,907 feet had been drilled. By this time the Georgia Power Co. became interested in northwest Georgia coal fields as a possible source of more economic fuel for their steam-driven power plants, but the Bureau continued to act in an advisory capacity to the power company until June 30, 1945."

A simple economical method has been developed for determining the in situ longitudinal and shear velocities in rock from which its elastic constants can be calculated. By detonating small charges of high explosives in shallow drill holes near a free surface, both longitudinal and shear waves were generated simultaneously. Accelerometers and velocity gages mounted to the rock surface were used to record the arrival time for both waves over travel path lengths from 50 to 450 feet, Measurements were made in two rock types. From the arrival time measurements, the longitudinal and shear wave velocities were calculated. From these velocities and the density of the rock, the elastic constants were calculated. The dynamic elastic constants of drill core samples of the two rock types were determined in the laboratory by the resonant-frequency method, The lab- oratory and in situ elastic constants are compared and significant differences noted. In general, there is less spread in the in situ data than in the laboratory data, and Poisson's ratio does not fall outside the theoretical limits for the in situ data as is often the case for laboratory-determined elastic constants.

This paper is one of a series being prepared by the United States Bureau of Mines describing clay mining, crushing, and grinding methods and costs at various operations throughout the United States. These papers are designed to disseminate technical information regarding methods used. The cost tabulations represent local operating expenditures only and not total production costs. It is recognized that in many instances publication of total production costs may cause embarrassment to the individual operator as well as to the industry as a whole. On the other hand, operating costs are essential to a technical discussion and study of the methods employed. The attention of the reader is called specifically to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. The following report deals with the methods employed by the Malvern Clay Co., Malvern, Carroll County, Ohio. The author wishes to acknowledge the assistance of the following persons: H. C. Volume III of the final report examines the indication versus interruption procedures used on motion-drive power equipment, with emphasis on surface excavators. The report begins with a review of the electromechanical acid conversion used with the Ward-Leonard control system. Protection criteria for the drive-system components are then discussed. Fault sources and fault calculations for both the ac supply source and dc power loop are introduced to assist in discussing indication and interruption procedures. The subject is then expanded to examine the dynamic process of the machine and determine the effects of fault current and position of the machine to allow for an orderly shutdown. With this analysis, possible indication an interruption procedures are given for the four-quadrant duty cycle of excavators. The report concludes by introducing other mining operations that utilize similar motion-drive systems and also static (solid-state) drives and recommends further research in these areas, as well as a more detailed examination of the dynamic fault analysis for excavators.

Water-based epoxy sealants were examined during a 2-year period to deter-mine their effectiveness as barriers to radon release in uranium mines. Radon emanation rates from uranium ore samples were monitored for extended periods in the laboratory before and after sealant application. Reduction of radon flux due to the coating of laboratory samples was approximately 80 percent. Test chambers in a dormant uranium mine were monitored to determine both short and long-term barrier effectiveness. These field studies of the seal-ants indicated radon flux reductions exceeding 50 percent relatively soon after application and nearly 75 percent about 1 year later. An unexpected complication to early monitoring in the form of a large radon emanation increase, believed due to added moisture, is discussed.

The hydrogenation of phenyl ether, benzyl ether, and phenyl sulfide in the presence of iron catalysts was studied by the Bureau of Mines to gain a better understanding of the role of iron catalysts in the hydrogenation of coal. The carbon-oxygen and carbon-sulfur bonds in these compounds may be similar to some of the carbon-oxygen and carbon-sulfur bonds in coal which react during the early stages of liquefaction by hydrogenation. Experiments were made in batch autoclaves for 4 hours; hydrogen was at a pressure of about 540 atmospheres. In the hydrogenation of phenyl ether at 400° C, metallic iron catalyzed both hydrogenolysis (splitting-hydrogenation) and nuclear hydrogenation (addition of hydrogen to aromatic rings) reactions, Products were principally benzene and cyclohexane. The activity of metallic iron was decreased by adding carbon monoxide or a reactive sulfur-containing organic compound. Ferrous sulfide catalyzed the conversion of phenyl ether to benzene, phenol, and small amounts of cyclohexane. Hydrogenolysis of benzyl ether was catalyzed by metallic iron and to a lesser extent, by ferrous sulfide at 250° C. No nuclear hydrogenation was observed with either catalyst. Conversion of phenyl sulfide to benzene was nearly quantitative in experiments made at 250° C with equimolar quantities of phenyl sulfide and metallic iron or iron as ferric oxide. Conversions of metallic iron and ferric oxide to ferrous sulfide were nearly stoichiometric. No reaction of phenyl sulfide occurred in the presence of ferric oxide and water, and very little occurred in the presence of metallic iron and water. Ferrous sulfide also catalyzed the hydrogenolysis of phenyl sulfide to benzene, but conversion was lower than in experiments with metallic iron or ferric oxide. The activity of ferrous sulfide was increased by adding water and decreased by adding hydrogen sulfide. The results of this study suggest that ferrous sulfide is an active form of iron when iron is used as a catalyst for the hydrogenation of coal.

"INTRODUCTION The method of differential thermal analysis suggested by Le Chatelier (1)1 in 1887 has recently emerged as an outstanding means of studying the constitution of various substances, particularly clays, soils, and miscellaneous hydrous materials (2). The literature ably discusses the applications and results obtained but has paid too little attention to specific details of construction of the apparatus. Knowledge of the apparatus is of importance to the experienced research man as is extremely useful to the novice v ho ventures into this field of analysis. Further, it is generally acknowledged that the variations in design and conditions of operation are one of the essential causes for differences in characteristic temperatures as reported by various investigators. A step forward in the elimination of such differences is the publication of the details of construction and operation of a simple and inexpensive apparatus that has proved useful at the southern Experiment station of the Bureau of Mines, where it was used in cooperation with the University of Alabama, Tuscaloosa, Ala."

The U.S. Bureau of Mines (USBM) conducted mineral investigations in the 1,227,000-acre Emigrant Trail study area of Nevada during 1992. During the USBM investigation of 25 areas of development interest, 190 mineral localities were identified and 260 rock and 50 alluvial samples were taken. At least 0.5 million troy ounces of gold, 2.3 million troy ounces of silver, 3.3 million pounds of copper, 10.9 million pounds of lead, 2.4 million pounds of zinc, 500 tons of alunite, 40,000 tons of sulfur, 9,000 pounds of mercury, and 21,000 pounds of tin have been mined from the area and vicinity. Adjacent to the study area, gold is being mined at large, open-pit gold mines, the Hog Ranch and Hycroft Resources, Inc., Sulphur mines, and new production is planned at the Rosebud LAC/Equinox. Hog Ranch mine is nearing depletion, but resources of more than 0.5 million troy ounces of gold and about 5 million ounces of silver are estimated for the Rosebud LAC/Equinox project and more than 0.4 million ounces of gold for the Hycroft Resources, Inc., Sulphur mine. Significant investigations are occurring at SP Ridge and other sites near Scossa and at the Dan claims in the Southern Calico Mountains. Precious opal, placer gold, and geothermal energy resources occur in the study area and vicinity.

"Electron spin resonance measurements provide evidence for the formation of long-lived Cr(V) intermediates in the reduction of Cr(Vl) by glutathione redtuctase in the presence of NADPH and for the hydroxyl radical formation during the glutathione reductase catalyzed reduction of Cr(Vl). Hydrogen peroxide suppresses Cr(V) and enhances the formation of hydroxyl radicals. Thus Cr(V) intermediates catalyze generation of hydroxyl radicals from hydrogen peroxide through a Fenton-like reaction. Thus the mechanism of Cr(VI) toxicity might involve the interaction between macromolecules and the hydroxyl radicals.C(Vl) compounds have been found to exert serious toxic and carcinogenic effects on humans and animals (1-3). In contrast, most Cr(III) compounds are relatively nontoxic, noncarcinogenic, and nonmutagenic (1,4). Cr(VI) and Cr(III) oxidation states are different in their metabolic pathways: Cr(VI) , ions are rapidly transported across cellular membrane (1,4,5), while Cr[III) moieties do not easily penetrate cells and are not oxidized by cellular constituents (!). Since it is known that the reduction of Cr(VI) ion is required for its reaction with DNA (1), the molecular mechanisms for the intracellular Cr(Vl) reduction has been the focus of current studies but the details are still not understood.Earlier studies on the mechanism of Cr(Vl) reduction include those on the reduction of Cr(VIJ by glutathione (GSH) .0,6-8), ascorbic acid (9), glucose (10), lactose (IO), galacturonic acid (11), microsome (12), and mitochondrial electron transport chain complexes (13). These studies have shown that the Cr(VI) reduction involves the formation of Cr(V)-containing species which are often considered to be the toxic form of chromium. Thus far, however, no information is· available on the subsequent fate of those biologically formed Cr(V) species, in particular employing well defined biochemical systems. In this context, we report here our investigations of the reduction of Cr(VI) by glutathione reductase (GSSG-R). This enzyme was selected because it is ubiquitously present in cellular systems and it has been postulated to be involved in the Cr(VI) reduction (14-17) but the underlying mechanism has not been clarified. We find that the reduction proces·s involves not only Cr(V) but also ·OH radicals. We further investigate the reactivity of Cr(V) and find that it catalyzes generation of OH radical from H2O 2 through a Fenton-like reaction. The role of ·OH in Cr(VI) carcinogenicity is suggested from this study."

As part of a respirable mine-dust research program at the U.S. Bureau of Mines, spark-source mass spectrometry has been used for the semiquantitative determination of trace elements (200 ppm weight or less) in raw coals. In addition, several minor and major elements have been determined using this technique. Sixty-four elements ranging in concentration from 0.01 to 41,000 ppm weight were determined in one anthracite, two mvb, four lvb, and six hvab raw coal samples. The samples represented 10 coal seams located in Pennsylvania, West Virginia, Virginia, Utah, and Colorado.

The purpose of this paper is to present briefly certain preliminary results of the study of mining methods by the United States Bureau of Mines; to show the relative importance of each method in terms of tonnages mined and man-hours consumed; to give to the mining engineers and particularly to the young student of mining a better understanding of the principal mining methods; and to indicate changes now in progress and to present suggestions for improvements in the art of mining. Questions of mine development and details of underground practice such as drilling and blasting, loading, hauling, hoisting, ventilating, pay systems and mine management are omitted, as these have been or will be discussed in other bureau publications.
