"Ontario and Quebec taxpayers will have to dig deeper into their pockets to pay more tax, according to budget papers tabled in these provinces in May 1993. Individuals will be hardest hit, but corporations will also have to ante up in the face of higher rates, reduced deductions, and new taxes.Up, up, and away...Somewhere in the bleak picture of the 1993 Quebec and Ontario budgets, there is a bit of good news for the mining industry.Careful scrutiny reveals:• Ontario will correct a capital tax provision which inadvertently penalizes flow through share issuers;• Quebec's flow-through incentives will be extended to December 31, 1995; and • both Quebec and Ontario will allow deductions for mine site reclamation payments.The industry may also find some comfort in the fact that Ontario's new corporate minimum tax will be profit-based (unlike the federal minimum tax), so that non-producers should not face a liability for this tax. There is some concern though, about Quebec's announcement that the refundable credit mechanism in the Mining Duties Act will be reviewed."

"Attempts have been made to produce hardened structures of a pseudomorphic type in various carbon and alloy steels. In order to obtain martensite with a fine distribution of cementite, an initial structure of fine lamellar or nodular pearlite is required; this may be obtained by conventional means. This is followed by partial austenitization and quenching.Two methods have been tried to induce partial austenitization:(a) A resistance (direct current) heating method involving rapid entry into the austenite field.(b) A new method, described as the ""threshold"" technique, involving homogenization of temperature just below A 1, followed by entry into the austenite field; two furnaces are required.The resulting structures have been examined for microstructures, hardness, tensile, and impact values. The tensile properties are comparable with those obtainable by conventional treatment methods. Impact values are disappointing, but this is explainable from the nature of the manifold changes occurring."

"Microwave induced cracks have the potential to enhance metal recovery from coarse sphalerite particles in heap leaching operations by creating new crack surface areas for lixiviant and enhancing value mineral exposure. The mode of fracture and the extent of mineral exposure due to microwave induced cracks have not yet been investigated. The objective of this study was to determine the extent of particle damage and mineral exposure in microwave treated particles. This was done using X-ray computed tomography (XCT) and image analysis techniques. XCT analysis was conducted on small (–5+4.75 mm), medium (–16+9.5 mm), and large (–25+19 mm) sphalerite ore particles before and after microwave treatment (MT). Geometrical properties, such as volume and surface area of each mineral phase in each particle was determined from the XCT reconstructed images using VGStudioMax image analysis software. These geometrical properties were used to calculate the interfacial areas of sulphide mineral grains in microwave treated particles before and after MT. The ratio of specific interfacial area after MT to specific interfacial area before treatment was used as an indicator of the degree of preferential grain boundary fracture. The results showed significant grain boundary fracture after MT at all sizes. For small sized particles, about 31% of the interfacial area was lost compared to 23 and 16% for medium and large particles, respectively. The results also showed an increase in the degree of mineral grain exposure of 28, 26, and 15% for small, medium, and large particles, respectively, after MT. These results provide experimental evidence supporting improved mineral exposure due to MT. INTRODUCTIONFor some years it has been suggested that microwave treatment (MT) of ores might result in preferential grain boundary fracture that would have benefits such as improved grain exposure and particle weakening. (Kingman, 2006). Most of the experimental work investigating the application of microwaves to mineral processing flow sheets has focused on assessing the benefits of applying microwave technology to flow sheets consisting of size reduction and mechanical flotation cells (Kingman et al., 2004). Experimental studies have shown that coarse crushing during tertiary grinding of microwave treated ore resulted in a better liberated coarser flotation feed (Scott, Bradshaw, & Eksteen, 2008). It has been suggested that improved liberation in milled flotation feed, was due to the presence of grain boundary fracture in microwave treated particles. However, this improvement in coarse particle liberation does not necessarily translate to a significant improvement in downstream flotation recovery (Kobusheshe, 2010). This is as a result of the size limit to the flotation of coarse material, due to detachment forces acting on particle-bubble aggregates, which increase as the particle size increases (Jameson, 2012). Current conventional, mechanically agitated flotation cells are not designed to float coarse material (Jameson, 2012). Hence it has been difficult to show the downstream processing benefits of applying microwaves to ores processed by comminution followed by flotation (Kobusheshe, 2010). It is clear from investigations carried out so far that inappropriate downstream exploitation of microwave treated ore would fail to realise a meaningful process benefit (Kobusheshe, 2010; Ali & Bradshaw, 2011)."

Introduction In this review, which is the fifth of the series on the Progress in Coal Technology, an attempt has been made to outline some of the more important developments that have taken place in coal carbonization during the last decade. Research into both high-and low-temperature carbonization has been active for three principal reasons: (1) the growing shortages in most countries of high-quality coking coals; (2) the demand for smokeless fuels for domestic purposes; (3) the need for metallurgical coke for the increased output of steel in the post-war years. The growing importance of coal tars as a source of chemicals for the preparation of synthetic products and of coal gases for the recovery of sulphur is evident. Many of the researches initiated because of wartime necessity have been continued .and even expanded in the post-war years. High-temperature carbonization with a suitable coal yields a strong coke which is used primarily for metallurgical purposes, a tar with good marketable value, and a large yield of gas of medium calorific value. Low-temperature carbonization gives a more free-burning solid product suitable for a domestic fuel, a high yield of a tar which is generally regarded as superior to high-temperature tar for chemical purposes, and a smaller yield of a higher-heat-value gas.

"The Lingan Mine is the newest of the four operating collieries of the Cape Breton Development Corporation and is located on the east coast of Cape Breton Island. Development of slopes began in 1969 using four Dosco Roadheaders. Production commenced in October 1972, when a partial extraction section utilizing a continuous miner, loader and shuttle car was installed. A second Joy unit is scheduled to begin production early in 1973. This paper describes the production and development operations, the ventilation system and the equipment in use at the mine."

The world wide consumption of energy is steadily increasing and by 2030 it is forecasted to grow by another 50%, leading to mounting political and economic pressures. For any pyrometallurgical operation, it is therefore paramount to investigate and implement methods to decrease the use of energy. In the pyrometallurgical processing of steel, copper, nickel and other high temperature metals, a large amount of energy is lost in hot off-gases, molten slags, mattes and molten metals. Most of this energy is generally lost during the cooling and solidification steps with very little focus on energy recovery or reuse. In this paper we will quantify how much energy is contained in the various slag streams, then review previous attempts and methods employed to recover some of this energy, and finally evaluate some novel technologies that could potentially be employed.

The amount of impurities to be processed in a copper smelting process has increased for recent years because of an increase in the electronic scrap amount. It has been found that Sb and Ni effect on the operation of our copper electrorefining process. It is found that the current efficiency of the copper electrorefining tended to be decreased as the Ni concentration in the electrolyte increased. The passivation of the process seemed to be more related to SO4 concentration in the electrolyte rather than the Ni concentration in it. The current efficiency decreased when the Sb content in the anode was high. A high Sb content in the anode caused easy passivation by forming a gel-like film in the slime layer. We have developed a method to for see the anode passivation in a short time while generating a slime layer. We confirmed the tendency of passivation through the experiment of changing Pb content in anode. Passivation was easily occur with an increase in Pb content in the anode. The amount of slime increased as the Pb content in the anode increased. This suggests that passivation was facilitated because liquid diffusion near the anode was inhibited. INTRODUCTION The amount of impurities to be processed in copper smelting has been growing in recent years because the amount of electronic scrap has increased. Figure 1 shows that the contents of Sb and Ni in copper anodes have increased since 2007.High Sb and Ni contents in the copper anode decreased the current efficiency of the process and made the quality of copper cathode poor because of the anode passivation and the formation of floating slime in the electrolyte during electrorefining. If these influences of impurities are suppressed, it would be possible to make copper electro-refining current density higher and to process much amount of electronic scrap. We examined the components of our copper electro-refining process like anode composition, slime properties and electrolyte composition, and investigated the mechanism by which Sb and Ni affect passivation and current efficiency. The challenge of "ore bodies getting steadily harder and lower in grade" was brought to light during the first oil crisis in the 70's. Shortly afterwards, HPGRs appeared on the scene with the promise of saving energy. This combined with developments in wear protection for the rolls ushered in a period of trade-off studies that considered the HPGR as an option to improve project economics or to even make projects feasible at all. Since then, applications of HPGRs at Cerro Verde (Freeport), PTFI Grasberg (Freeport), Mogalakwena (Anglo Platinum), Tarkwa (Goldfields), Boddington (Newmont), Penasquito (Goldcorp), and others have contributed to the creation of a formidable basket of operating experience. Collected through years of successful operation, this information has been used to validate design criteria, scale-up factors and establishing a clearer picture of what "to do" and what "not to do". This paper compares results from various mining operations using HPGRs in their processing plants. Some of the lessons learnt in different operating environments are reviewed in order to support proper implementation and operation of HPGR's. Some of the development programs that have been initiated to improve wear life of the tyres and to reduce overall operating costs are reviewed. It is timely to summarize today?s experience and analyse its implications for existing and new operations.

Azbe System of Controlled Calcination To obtain good and cheap lime there are certain fundamental requirements that need to be satisfied. These are : (1) Proper combustion of fuel and steady supply of heat to the kiln. (2) Proper heat distribution in the kiln. (3) Uniform drawing of lime through the several shaft sections. (4) Complete cooling of the lime and recovery of the heat. (5) Temperature control of the hot zone by economical means. (6) Ample draft to obtain high capacity. (7) Arrangements to facilitate operation. Figure 17 shows diagrammatically one of the smaller kilns, intended for large stone. Such a kiln can be supplied with gas from a centrally located automatic gas producer, or, as shown, from an integral producer located snugly against the kiln. These producers make very good gas and have a gasification capacity of either 10 or 15 tons of coal a day. The producers have water-sealed ash pits, a rather thick fuel bed that is conducive to the making of high-CO gas, and are under forced draft. No steam is used. Clinkering is prevented by admixing some spent gas from the kiln with the air. Coal feeding is from a coal bunker through spouts into the hoppers over the producer. This is done, at proper intervals, by manual operation of slides, but it is planned to install mechanical feeders. Central mechanical gas producers have the advantage of requiring little labour, but the blowing of soot is a problem, as also is the proper distribution of the gas among several kilns. In the case of integral gas producers, soot from the centre burner is blown back into the producer to be burned, and the supply of gas to the kiln is controlled by regulation of air to the producer. In large plants, the mechanical producer may be preferable, but in small ones, the integral producer is cheaper, better, and more reliable. The kiln shown in Figure 17 is suitable for both systems of gas supply. It will be noticed that there are no side gas burners. All gas enters the kiln through the centre burner in a manner that permits any desired amount of gas to be directed to any of the kiln sections by the aid of regulating slides.

"The Atlantic Coal Institute illustrates the potential for high technology employment in Maritime Canada, by using local talent and the latest equipment to address a national market. Since I983, contract research for industry and government has generated 31 man-years of high-tech employment, added $2.3 million to the local economy and contributed new technology for Canadian coal. Industry now has access to new procedures for coal minerals analysis, pyrolysis, and geochemistry applied to industrial problems of exploration, beneficiation, conversion and combustion.Research at the Institute is market-driven, based on cost recoveries from contracts. The financial performance to date exceeds that of similar industrial research institutes in major cities and demonstrates that small isolated laboratories are cost-effective. Economic renewal of Canada's resource industries will require increased R&D which in turn can be a source of local employment and pride. Small research teams are more efficient but require an enlightened policy of contracting-out by big business and big government."

IN recent years, most of the reconnaissance work of the Geological Survey of Canada has been mapped on a scale of 1 inch to 4 miles. Topographic base maps, commonly made from aerial photographs, were available to the geologist for such work. The advent of war curtailed aerial photography for civilian purposes, and by 1941 all areas already photographed had been geologically mapped. Nevertheless, the need for geological maps to assist post-war prospecting was so apparent, and the country to be covered is so vast, that some new method of rapid mapping had to be devised. It was felt that the need would be met if geological maps could be produced at a scale of 1 inch to 8 miles, provided they were sufficiently accurate in topographic detail to serve as guides to travel. Though in such maps there would be considerable sacrifice of geological detail, they would serve to outline, at least approximately, the major geological units, some of which might prove of sufficient interest to warrant later detailed study. It seemed that such mapping would be particularly useful in the northern regions of Canada which the work of early explorers has indicated are underlain largely by granitic rocks. These, so far as is known, are barren of mineral deposits, but within them are known to be areas or bands of 'greenstones' of the type that, in some localities, have been found to contain valuable orebodies. The problem, then, was to devise a method of mapping, particularly of such greenstone bands, that would make it possible to cover a relatively large area-say 30,000 square miles-in one season and at a cost below that of 4-mile mapping, with, of course, some sacrifice of accuracy. The problem seemed to be threefold: (a) to observe as much of the bed-rock as possible; (b) to produce a topographical map of as much of the area as possible, with particular reference to portions of geological interest; and (c) to cover as large an area as possible in a limited time, which meant faster modes of travel than have hitherto been used. The obvious answer to all three phases of the problem was the use of aircraft. If rock types could be broadly differentiated from the air, reconnaissance traverses by air would supply the answer to the first part of the problem. For topography, air photographs taken on reconnaissance flights appeared to be the answer. For the third phase of the problem, the use of aircraft was ideal.

More than 700,000 feet of diamond drilling was completed in the Blind River area between 1953 and 1958. Much of this drilling was at depths which are still not usual in North America. However, as the tendency is to deeper holes, factual data from the Blind River operation may well provide information of value in future programs. Rates of drilling decreased with in-creasing depth, but uncommonly good rates (an average of over 50 feet per day over more than 4,000 feet of hole) were achieved with proper engineering and care. Costs varied as contractors and geologists became familiar with the area Hole deviation in the Blind River area was locally severe and control of the hole trace became a major problem. Careful surveying was necessary and found to be highly re-liable. It was found that control of the hole trace above 1,500 feet was much more difficult than at depths below 1,500 feet. "This paper presents the learning from Alcoa Po9os de Caldas Smelter in Brazil, after several energy restrictions resulting from the failures of three rectifier units at its power switchyard. Starting on December 27th, fuses and diodes failed in three rectifier units of Potline #1, causing a long and dangerous power interruption. Even after current was reestablished, amperage was only 70% of the line target leading to a bath freezing process that lasted for around 48 hours. The process engineering team played with several potroom parameters as pot resistance, bath and metal levels, alumina feeding and bath chemistry in an attempt to minimize impact on the potline metal output and energy consumption. As it will be illustrated, the first battle was to keep the pots running on a ""survival"" approach. After that, several changes took place on the procedures used to run at reduced current which were considered rather successful. Finally, some recommendations will be given to foresee and prevent transformers and rectifiers from undesirable failures."

Calgary is today the 'operation headquarters' for the great bulk of a huge exploration and development programme that now extends over a quarter of a million square miles of Canada's West. Newcrest Mining Limited, originally as Lihir Gold, has operated a pressure oxidation plant for the recovery of gold from refractory ore since 1997. The mine and gold plant are located on Lihir Island in Papua New Guinea. Design of the original pressure oxidation circuit was based on the results of pilot plant tests conducted by Sherritt in Fort Saskatchewan. Following a decision to expand the plant in 2008, Lihir Gold contracted Sherritt to design a new autoclave. The design exercise utilized the original pilot plant test results, commercial process results at Lihir, and an understanding of advances in autoclave technology since the original plant was built. The new Lihir autoclave will be the largest horizontal, multiple-compartment autoclave in the world. The design process for the pressure oxidation expansion is described in this paper.

The Ambatovy Joint Venture comprises an operating lateritic nickel mine, ore slurry pipeline, pressure acid leach plant and nickel refinery in Madagascar. The hydrometallurgical process selected by Sherritt for treatment of the Ambatovy ore is a long-term, sustainable approach to producing nickel. Sulphur, used to prepare hydrogen sulphide, which is used to produce mixed sulphide intermediate, is recovered in the refinery as ammonium sulphate fertilizer. Additional sulphur is used to generate sulphuric acid for treatment of the ore in the high pressure acid leach (HPAL) step; fossil fuel consumption is minimized by using the heat generated from the exothermic reaction between sulphur and oxygen in the acid plant to produce power and steam. Steam consumption is minimized by design of efficient flashing and preheat systems for HPAL, while the high temperature of the HPAL step serves to minimize acid consumption. Fossil fuel consumption by the operation as a whole is further minimized by locating the leach plant and refinery near the port of Toamasina and utilizing a 220 km slurry pipeline to transport ore from the mine to the leach plant. In addition, Ambatovy has demonstrated a strong commitment to sustainability programs such as the biodiversity management program at the mine and local procurement in Madagascar. In this paper, the hydrometallurgical process for nickel and cobalt recovery from Ambatovy ore is described, along with highlights of Ambatovy’s approach to sustainability in Madagascar.

It is a peculiar anomaly that while the world uses the term "rich as a gold mine" as the superlative figure of speech descriptive of wealth, the shares of gold mines are not as popular investments in America as certain of them should be. One of the most able of Manhattan's bankers is a director in an investment trust with a portfolio the value of which has gone the way of other such portfolios. Luckily a couple of years ago a few hundred shares of Homestake were purchased, and since then the trust has not only received therefrom satisfactory dividends but has benefitted from a large appreciation in their value. At each directors' meeting, however, the banker in question, Cato-like, suggests the sale of these shares, gold shares being, in his opinion, too speculative to be included in the portfolio of any trust. A short time ago the financial pages of one of our great metropolitan papers featured an article listing the corporations still paying dividends at the 1929 rate. Gold-mining shares were, the article stated, excluded, although in reality every gold mine on the New York Stock Exchange paid higher dividends in 1932 than in 1929. This 'Alice in Wonderland' treatment of the gold-mining shares is admittedly a bit confusing to those of us who believe that the shares of certain gold-mining companies have a rightful place in any well diversified portfolio. It should, however, here be recorded that whereas, fifty years ago, in America, gold-mining shares were considered by the public as instruments of nefarious gambling, now shares of the better gold mines are sought by astute investors. In England for well over a generation their value as sound investments has been widely recognized.
