THIS paper summarizes the results of investigations carried out at Sydney Mines, N.S., and at Ottawa, following the disaster at Princess colliery, December 6th, 1938. The Honourable Minister of Mines for Nova Scotia appointed A. E. Cameron special investigator to enquire into and report upon the cause of the rope failure. Public hearings were held in Sydney Mines and evidence taken from many witnesses. The site of the accident was examined in detail and investigations made of the rope layout and colliery practice. At the request of the special investigator, the Department of Mines and Resources, Ottawa, kindly undertook technical and scientific examination of the broken ends of the rope. These investigations were carried out in the Metallurgical Laboratories of the Department of Mines and Resources, under the supervision of G. S. Farnham, Metallurgist for the Department. Valuable assistance in interpretation of many features of the investigation was received from other sources. Acknowledgment is due to Messrs. Stuewe, McCall, and Gordon, and other members of the staff of the Dominion Steel & Coal Corporation; to Messrs. Morrison and Scott, and other members of District 26, United Mine Workers of America; and to Messrs. The Cadia mine is shifting from the open pit operation to the Cadia East underground block cave. The resulting increase in milled tonnes and the decrease in fines production through shifting to block caving require an increase of over 25% in installed power. This expansion is being accomplished via the installation of up-front crushing and HPGR milling of the ore, with the SAG mill receiving a secondary crushed feed. This design, criteria and rationale for selection is presented. Over the coming years, the mine will further expand capacity. The target is to accomplish this with minimal addition of installed power or use of fresh water. This presents a challenge that epitomizes the future constraints on our resource dependent and intensive industry. The approach and proposed options to this longer-term expansion are also presented.

"International competition is presenting the Canadian steel industry with a major challenge. While Canadian companies have invested in new technology, research and development, activity by Canadian industry, in general, lags significantly behind that of its major competitors. While OECD countries increased their research and development spending during the 1980s, Canada's R&D funding levels have changed little since the early 1970s and have actually dropped since 1986, despite greater public discussion on the issue. This fact is reflected in the relatively slower pace of innovation in the Canadian steel industry, despite the efforts of both government and industry.In addition, there are a number of factors that undermine the competitiveness of the Canadian steel industry, in particular in relation to the United States. Among these are higher interest rates, labour costs and tax rates, as well as an overvalued Canadian dollar. Canadian steel companies are thus feeling the full impact of the current economic recession. This recession, combined with recent strikes, have, for example, caused serious losses for Algoma and Stelco.In spite of these objective difficulties, the Canadian steel industry has been able to survive and continues to strive for a leadership position in the world market. Since World War II, heavy investment in new technology has allowed the industry to upgrade its facilities and increase productivity, while at the same time improving quality and reducing pollution. This last point is particularly important in view of public insistence on improvements to the quality of the environment. Over the next decade, this technological innovation must be maintained and intensified if industry is to meet the challenge of international competition and attain a leadership position."

The Companion Policy references the CIM Best Practice Guidelines for Mineral Exploration, and the Mineral Resources and Mineral Reserves, and that they should be followed by Qualified Persons.COMPANION POLICY 43-101CP TO NATIONAL INSTRUMENT 43-101 STANDARDS OF DISCLOSURE FOR MINERAL PROJECTS This companion policy sets out the views of the Canadian Securities Administrators (the “CSA”) as to the manner in which the CSA interprets and applies certain provisions of National Instrument 43-101 and Form 43-101F1 (the “Instrument”), and how the securities regulatory authorities or regulators (the “Securities Regulatory Authorities”) may exercise their discretion in respect of certain applications for exemption from provisions of the Instrument. PART 1 APPLICATION AND TERMINOLOGY 1.1 Supplements Other Requirements – The Instrument supplements other continuous disclosure requirements of securities legislation that apply to reporting issuers in all business sectors. 1.2 Evolving Industry Standards and Modifications to the Instrument- Mining industry practice and professional standards are evolving in Canada and internationally. The Instrument does not apply to disclosure concerning petroleum, natural gas, bituminous sands or shales, groundwater, coal bed methane or other substances that do not fall within the meaning of the term “mineral project” in section 1.1 of the Instrument. 1.4 Mineral Resources and Mineral Reserves Definitions - The Instrument incorporates by reference the definitions and categories of mineral resources and mineral reserves as set out in the Canadian Institute of Mining, Metallurgy and Petroleum (the “CIM”) Definition Standards on Mineral Resources and Mineral Reserves (the “CIM Definition Standards”) adopted by the CIM Council on November 14, 2004, as amended. 1.5 Best Practices Guidelines for Mineral Resources and Mineral Reserves - A qualified person classifying a mineral deposit as a mineral resource or mineral reserve should follow the CIM Estimation of Mineral Resources and Mineral Reserves Best Practice Guidelines adopted by CIM on November 23, 2003, as amended. The system of keeping geological plans and sections for the Geco Mine at Manitouwadge, Ontario, is described. Special methods employed to save draughting time with-out sacrificing accuracy, such as the extensive use of black line prints, are discussed. The uses made of the plans and sections by the mine planning engineers in their designs of stopes, and by the blast-hole engineer in ~is preparation of blast-hole layouts, are noted. An unusual scheme for portraying the distribution of .copper, zinc and silver values within the ore zone is de-scribed. The method of estimating the grade of ore to be "blasted in each ring of blast holes is outlined, as is the method of estimating the annual ore reserves. The design of an effective but simple transparent geo-logical and mine development model, used as a display for -visitors, is discussed. A large-scale model used for the study of problems in geological structure is also de-scribed.

"On August 3, 1888, German Patent No. 43977 entitled ""A Process for the Production of Aluminum Hydroxide"" was issued*. The discovery which led to the patent was made by the Austrian chemist Karl Josef Bayer (1847-1904) (Fig. 1) who was at that time in Russia, and the process became known as the Bayer Process in his honour(1)(2)- The process imediately achieved industrial success, displacing the pyrometallurgical process that had been used until that time to produce alumina. The Bayer Process involved the pressure leaching of bauxite with NaOH solution to obtain sodium aluminate solution from which aluminum hydroxide was precipitated by seeding. Today bauxite is not only the principal source of aluminum but also of gallium, both metals being effectively recovered by the Bayer Process. The purpose of this paper is to outline the historical background of this discovery and its importance to hydrometallurgy."

"Over the years, ore geologists have made innumerable observations as to the relationships of certain kinds of ore deposits to particular types of rocks and to the types of primary and secondary structures that these rocks contain. On the basis of these, the places in which to look for new are deposits are more clearly defined than they would be in an exploration program based largely or solely on concepts of ore genesis. This paper discusses the affinity of certain rock types and structures for such ore deposits as: (1) tin-tungsten associated with granitoid rocks; (2) lead-zinc of simple mineralogy in carbonate rocks; (3) massive base-metal sulphides in sedimentary or volcanic rocks; (4) massive base-metal sulphides and oxides at, or near, contacts with igneous rocks; (5) gold or gold-uranium in, or adjacent to, conglomerates; (6) shale- or sandstone-hosted copper; and (7) porphyry coppers. Additional varieties could be considered, but it appears that these examples are sufficient to demonstrate the validity of the suggestion that the use of observational characteristics is far more useful in mineral exploration than that of theories of ore genesis.As by-products of the theory of plate tectonics, many concepts have been put forward to explain how ore deposits of different kinds have been formed. Most, if not all, of these theories seem to be as valid as present-day information permits. However, do these ideas add to the ability of the ore geologist to find ore deposits? I doubt it, and offer reasons as to why I think so.To produce maximum results in any exploration program, the one that makes the greatest use of information produced about the geologic environment of the area being investigated is the one that will provide the greatest return in deposits found for the sponsors of the program. Such exploration is best designated as total exploration, and it certainly is the most effective way of uncovering such new deposits as may exist in the area being studied in particular and of adding to the sum total of nonfuel minerals deposits available to the industrial world in general."

This paper reports on an energy efficiency analysis completed as part of a research project looking at energy reduction opportunities in minerals processing operations. The plant discussed is a gold production facility owned by Newmont Gold in the Tanami region of central Australia. Due to its remote location, lack of nearby gas pipeline or power grid, the operation has been completely dependent on diesel fuel for its electricity generation and transport needs. The mine and processing plant use electrical power at a rate of 12MW to 18MW, resulting in a monthly electricity cost of over US$1.5M. The high cost of diesel combined with an impending power generation capacity shortage drove Newmont to undertake the energy efficiency study. An energy audit of the plant showed opportunities for significant energy savings through the strategic use of waste heat, fuel replacement alternatives and renewable energy sources.

"CoaLiquid, Inc. (CLI) has been in the coal-oil-mixture (COM) business for over five years. The initial pilot processing facility was replaced by a 2000 barrel per day commercial production facility in August 1979. For over two years CLI has been expanding its efforts and conducting large-scale production and combustion demonstrations successfully in many locations across the United States. To facilitate the marketing effort, CLI has recently constructed a special trailer containing all equipment needed for a temporary COM retrofit.CoaLiquid has conducted commercial-scale combustion demonstrations in the following types of combustion units: kilns, calciners, industrial boilers, blast furnaces and driers.IntroductionCoaLiquid, Inc. officially dedicated its plant on August 31, 1979, at a ceremony presided over by the then Governor of Kentucky, The Honorable Julian Carroll. The dedication marked the culmination of over three years of research and development work and marked the beginning of a new era of coal-oil-mixtures as a commercial commodity in the marketplace. As the first such plant in the United States, it set the tone for construction to follow.CLI was originally owned and managed by a group of entrepreneurs from Kentucky who had developed the process and constructed the plant on purely private investment and conventional financing. Beginning in late 1976, with a pilot-scale operation, also located in Shelbyville, Kentucky (near Louisville), CLI began producing a stable mixture of 50070 coal, 30% to 40% oil and 10% to 20% water by weight. The technology employed was developed by Eric C. Cottell of Long Island, New York and is covered by U.S. Letters Patent No. 3,941,552. Since the pilot plant operation, CoaLiquid has made many refinements to its process and in fact has added new technology to its portfolio of patents and patents pending. Further refinements to the product now produce a stable mixture of 50% coal, 40% No.6 fuel oil and 10% water by weight."

Mkango Resources Limited is developing the Songwe Hill Rare Earth Element Project in southeast Malawi. Since being awarded the exclusive exploration licence for the project in January 2010, Mkango has completed an extensive work programme including detailed mineralogical studies, geological mapping, geochemical sampling and trenching, environmental and social studies, two phases of diamond drilling, and extensive metallurgical test work. In October 2012, the company announced a NI 43-101 compliant mineral resource estimate comprising an Indicated resource of 13.2 million tonnes grading 1.62% total rare earth oxides (TREO) and an Inferred resource of 18.6 million tonnes grading 1.38% TREO. The Indicated mineral resource estimate formed the basis for commencement of the Preliminary Feasibility Study (PFS). The mineralogical program identified the fluorocarbonate mineral, synchysite, and the phosphate mineral, apatite, as the primary rare earth element (REE) bearing minerals. Extensive flotation testwork conducted at Mintek in South Africa has resulted in an effective regime to increase the REO grade 2.6 times. Initial leaching testwork by Mintek identified that a selective hydrochloric acid (HCl) leach can target the gangue minerals with minimal REE dissolution. Recent testwork undertaken at Nagrom in Western Australia has expanded on this work to develop a two stage HCl leach process incorporating HCl recycling. A downstream processing route of purification and cerium rejection to produce a cerium depleted high grade REE concentrate suitable as feed to a separation facility is proposed.

"A lest apparatus has been developed for obtaining the relations among confining stress, porosity and percolation rate for hydraulic sand backfills. The apparatus can also be used to evaluate internal drainage characteristics and the effects of partial saturation on percolation rates. The test apparatus, test procedures and typical test data are presented in this paper.IntroductionAlthough the standard percolation test has become an accepted method of evaluating the drainage characteristics of hydraulically placed tailings backfill, it is recognized that the test results require considerable interpretation due to the following factors: (I) The results can be markedly influenced by varying sample preparation procedures, which vary the amount of material segregation in the sample . In particular, a thin layer of slimes on the top of a sample can control the flow of water into the sample. Wall edge effects can also affect the test results. (2) The in-place porosity of the backfill is not duplicated in the test sample and empirical formulae must be used to estimate the variation of percolation rate with porosity. (3) Internal drainage characteristics and the percolation rate of partly saturated fill cannot be evaluated in the standard percolation test.In addition to eliminating these problems, the compression percolation test apparatus also provides additional data on the mechanical properties of the backfill. Compressibility (or bulk modulus) is measured at different stress levels during the course of a test and this information can be used in evaluating the usefulness of the fill in providing ground control and in limiting ground subsidence. The engineering design of mine backfill is becoming an important part of the over all design of underground mine operations. The design problems are sufficently different from conventional civil engineering soil mechanics problems that new test methods and design procedures are required."

ALL mineral production? of Can11.da is transported in a mine car at some stage during its extraction. There are as many types and varieties of mine cars as there are of mines. Many of the cars in use were developed in the blacksmith shop. Others were designed by engineers and improved by the mine foremen and the mechanics. Every mine car has the ideas of miner, blacksmith, mechanic, and engineer incorporated in it. Many of these ideas are not generally known. This paper was written to make at least some of this information available to the mining industry. In drawings, tables, and notes, it gives all the important details pertaining to the cars. It .does not recommend any particular type of car for any particular piece of work, nor does it present drawings from which a car can be built. It gives the engineer or master mechanic information on many cars which he can apply to his own particular problems. It is hoped that this information will be of use to mine operators. If a few new ideas are conceived as a result of the paper, the author will feel that the effort of compiling it has been worth while. In order to obtain the data for the preparation of the paper, a questionnaire, copy of which is here reproduced, was sent to all the operating mining companies in Canada. An accompanying letter briefly explained the purpose of the paper and asked for co-operation in furnishing as complete information as possible.

The difference in age, host rock lithology, alteration and style of mineralization indicates a fundamental difference in the format ion of gold deposits in the Flin Flon and Amisk Lake areas. The Flin Flon area contains early quartz-sulfide-gold veins fo rmed within intermittently active fractures and later plutonic hosted deposits thought to be generated in a porphyry system. In the Amisk Lake area two types of gold occurrences are recognized: I) gold-quartzcarbonate- sulfide veins within or flanking fault zones and 2) structurally and stratigraphical ly controlled zones of dissem inated and vein type sulfide-gold mineralization within extrusive and intrusive rhyolite and dacite porphyries. Both types of deposits are set within supracrustal rocks. are accompanied by intense alteration haloes and were formed prior to the major deformation event suggesting an early, epigenetic hydrothermal origin.

"This paper examines the economic advantages of adapting the production grade and recovery targets of a flotation circuit as a function of metal prices. The study is periormed using a steady state simulator for a Cu-Zn differential flotation circuit operating under the following strategies of 1) Maintaining constant operating targets, 2) Maximizing individual circuit Net Smelter Return and 3) Maximizing the global Cu-Zn circuit efficiency. Results are compared to assess whether or not one of the strategies produces benefits significantly higher than the others. The deportment and speciation of trace elements during mining and minerals processing is becoming an area of increasing concern with regards to potential health and environment risks. The use of chemical modelling can enhance our basic understanding of the deportment and speciation of trace metals under conditions present in gold processing solutions, and assist in laboratory and field investigations. In this paper, we report the results of chemical speciation modelling using the JESS software package for the trace toxic elements Pb, Cd, Hg, Se and Te in cyanidation solutions of varying salinity and relate the models to experimental data. The speciation of mercury is examined in detail.

"The high rock pressures at the deeper levels of the Tsumeb Mine have necessitated the changing of the mining methods and the introduction of cable bolts. After two rockfalls in the cable-bolted stopes, the mechanics of cable bolting were investigated. Practical methods were developed to find the best grout mixtures, the bond stresses between cables and cement, the bond stresses between rock and cement and the load on the cable bolts, which was mathematically calculated from data observed underground. The design of the cable bolt support system as used at the Tsumeb Mine is explained. GeneralThe Tsumeb Mine is in northern South West Africa/Namibia, approximately 400 km by road from the capital city, Windhoek, at an elevation of 1300 m above sea level. Mining operations in Tsumeb were started in 1905 by the Otavi Minen und Eisenbahn Gesellschaft and continued, with an interruption during the Depre ssion, until 1940, when the mine was closed and taken over by the Custodian of Enemy Property. The present owner, Tsumeb Corporation Limited, obtained the mine in 1947 and restarted the underground mining operations in 1949 after the mine was dewatered. Currently, the stoping operations are between 26 Level (840 m below surface) and 38 Level (1260 m below surface). In addition, the mine is an important silver producer and has produced 670,100 kg of silver since 1947."

"Originally intended to be implemented in 1977, but actually introduced effective May 6, 1974, the earned depletion regulations have been substantially refined and modified since their appearance on the Canadian tax scene, so that this important legislation now consists of a highly complicated set of rules which even the most astute follower of tax law has considerable difficulty sorting out!This month, Tax Notes attempts to cut through this bewildering array oj regulations, in reviewing the main features of the earned depletion allowance applicable to mining operations. Despite the phase-out of earned depletion allowances for most oil and gas operations as part of the federal government's new National Energy Program, earned depletion provisions are still alive and well for the mining sector, although they might well be slowly strangling to death in their own entanglement of complexity!"
