"This paper had its origin in a panel discussion organized by the Canadian Uranium Producers Metallurgical Committee (CUPMC) at their Annual Meeting in Blind River in May, 1964. The reason for the panel was the formation of the National Uranium Tailings Research Program funded in the amount of ten million dollars by the Federal government. According to the bureaucrats in charge the program would seek to solve the perceived problems as well as any actual problems they believed existed with uranium tailings. Dr. Allan Ashbrook of Eldorado Nuclear chaired this panel and his summation of the panel's purpose was set out as ""Regulation and the Regulatory Process in the Nuclear Industry, Where Have We Been, Where Are We Now and Where Are We Going""?"" This paper will try to relate these questions to the whole mineral industry.The Canadian Mining Association has been telling us our natural resources are today required only if they are competitively priced with those produced in so called ""third world"" countries where labour rates are lower, environmental restrictions may be less and every effort is made by the local government to sell their product. It is in this hostile economic climate that the Canadian mining industry now finds itself. Before going further I want to stress these comments apply only to: a) Mines financed by private capital in a free enterprise society.b) Mining companies want to operate in an environmentally safe manner. However, they must earn a profit because no company financed with private capital can borrow money ad infinitum.WHERE HAVE WE BEENNone of us today would want to return to the days when the mill waste management system consisted of pumping the tailing to the nearest slope and letting nature's law of gravity do the rest. This was the way it was in early gold mines in Nova Scotia, tin mines in Cornwall, England or silver mines in Cobalt, Ontario and survives today in countries where climate, customs and methods of doing business are far different from Canada. As mill tonnage rates increased, more sophisticated systems evolved often designed for mining areas with different climates. Systems imported from arid climates such as south-west United States retained the solids but allowed bacterial oxidation of the sulphides promoting acid drainage. Environmental regulations were introduced and Canadian mines learned to handle tailings in our climates."

The Candrill was developed with Soredem as a one-operator rockdrill for Canadian narrow vein mining. It provides the benefits of increased drilling rates, lower noise and vibration, mass reduction of 20% and system cost saving. The Candrill is to be commercialised at the end of 2001 together with a stoper drill through Parts Headquarters, Novatek's Canadian agent. The Candrill or pneumatic drills may be further exploited using a simple mechanised drilling system to further reduce operator labour, improve drilling speeds by up to 50% and to enhance drilling accuracy. Novatek's drilling system for simple mechanisation in gold and platinum mines is integrated with roof supports, can operate in stope widths as low as 800 mm and has resulted in labour savings of 50%, improved advances per blast of 20 to 50% and improved operator safety and ergonomics.

However, in more recent years it is enjoying something of a renaissance, and is once again being treated as a useful, economic alternative in the Mineral Processing Engineers' arsenal.An indication of the broad application of gravity concentration is the variety of minerals presently recovered. "The East West Caribou deposit with an underground mine, concentrator and ancillaries is located 30 km west of Bathurst, New Brunswick. The Restigouche deposit, an open pit mine is 30 km west of East West Caribou. The ore will be trucked from the Restigouche site to the East West Caribou minesite.History:The East West Caribou ore body was discovered in 1955 and the subsequent metallurgical programme focused on producing a bulk sulphide concentrate. However, in 1966 a Mr. P.G. Kihlstadt of Anaconda did float a Copper-Lead concentrate and a Zinc concentrate. He also reported that as the grind became finer the recoveries improved. In 1968 the Mines Branch in Ottawa produced a Lead concentrate of 30 percent at a 60.5 percent recovery and a 52 percent Zinc concentrate at an 83.4 percent recovery.Laboratory testwork proceed the 1988 start up of our current concentrator and underground mine facilities. The concentrator was designed to produce a Lead ""rich"" concentrate and a Zinc ""rich"" concentrate which were combined to make a marketable Bulk concentrate. In 1990 the operation was suspended because of declining base metal prices, increasing smelter treatment charges, increasing operating costs and operating difficulties.The 1997 operating plan is to produce a Lead concentrate and a Zinc concentrate.The Restigouche ore body was discovered in 1989. The subsequent testwork done at Lakefield Research recommended the production of a Copper, a Lead and a Zinc concentrate. The ore reserve could not support a stand alone concentrator so the project was put on hold.Laboratory testwork was carried out at Lakefield Research to confirm compatibility of the East West Caribou ore and the Restigouche ore in their processing."

Mining firms in Canada are increasingly incorporating the social and environmental interests of their stakeholders into their projects in an effort to become more sustainable. Such initiatives have included negotiating Impact and Benefit Agreements (IBAs) directly with would-be impacted, often aboriginal, communities near resource developments in the Canadian north. Why does a mining firm take on this extra time-and cost-intensive initiative when governments and regulatory measures are in place to address social and environmental issues? Past research has paid little attention to the corporate rationales for IBAs. Based on document review and interviews with mining executives, this study investigates the rationales of mining firms that ?over-comply? with legislative requirements by negotiating IBAs or similar types of agreements with communities. The results indicate that mining firms increasingly recognize IBAs as an intrinsic part of the permitting process. When queried, executives regularly identified the negotiation of agreements as ?the right thing to do?. While this response could be read in ethical terms, a commercial rationale is also clearly present. By building strong relationships with nearby communities, addressing community concerns, and directing benefits to local people, all of which are explicitly achieved with an IBA, mining firms are maintaining their long-term financial viability, thus their sustainability, within an evolving industry.

Vanadium mineralization occurs in oxide-rich horizons within layered metagabbro zones of the Sinarsuk deposit, West Greenland. The main oxide minerals are vanadiferous magnetite and ilmenite, comprising 30% to 90% of the rock volume and the ratio of magnetite to ilmenite ranges from 3:2 to 4:1. Ore microscopy shows that magnetite and ilmenite vary between 0.2 mm and 4.5 mm in grain size, but locally they are coarser grained. Grains are subhedral to euhedral and annealed suggesting that they will liberate very well upon grinding. Electron microprobe analyses indicate that magnetite grains are homogeneous and have a vanadium content, in different mineralized samples, ranging from 1.93 wt% to 2.68 wt% equivalent V2O5. Ilmenite hosts abundant and variably sized hematite lamellae, and it has vanadium contents ranging from 0.32 wt% to 0.59 wt% equivalent V2O5. Preliminary beneficiation of two composite bulk samples shows the samples can be beneficiated fairly easily using low-intensity magnetic separation at a coarse grind (106 microns to 600 microns) to yield a vanadiferous magnetite concentrate. The presence of hematite lamellae in ilmenite prevents recovery of a satisfactory ilmenite concentrate. The most likely beneficiation flowsheet would encompass a primary mill (SAG or rod mill), which would grind to about 600 microns, followed by a rougher magnetic separation stage. The rougher magnetic concentrate would be reground in a ball mill until suitable liberation is achieved. The reground material would then be cleaned in further LIMS stages. However, further laboratory testing is required to establish the final beneficiation program. This work demonstrates the value of mineralogical investigation in guiding and explaining the results of beneficiation processes.

Syncrude Canada operates the largest oil sands crude oil production facility in the world and produces over 13 percent of Canada?s total oil requirements. To do this, Syncrude mines the oil sand in open pits, extracts the raw oil known as bitumen from the sand using water-based processes and upgrades it into sweet light crude oil by fluid coking, hydroprocessing, hydrotreating and reblending. The final product, Syncrude Sweet Blend (SSB) is sent by pipeline to three Edmonton area refineries and then to pipeline terminals which ship the SSB to refineries in Canada and the United States. As parts of the Mildred Lake Base Mine reached their economic life, they were replaced with new facilities at the Aurora satellite mine. Aurora is situated on Oilsand Leases 10, 12, and 34, 35 kilometres northeast of the Mildred Lake facility. (Figure 1) In 2000 the first hydrotransport low energy extraction production train started up at Aurora. A second production train is scheduled for start up in 2003. Open pit mining at Aurora occurs using two hydraulic shovels, two cable shovels, and trucks ranging from 320 ton to 380 ton payload capacities.

SAGD (Steam Assisted Gravity Drainage) is an in-situ oil recovery technique for heavy oil reservoirs. The technique has been successfully applied to many projects in the past 25 years and the process has been, now, well understood. It is now believed that geomechanics plays an important role in SAGD and should be considered in numerical or analytical modeling. Currently, geomechanics is numerically modeled through combining a multi-phase flow and a geomechanical simulator. Numerical modeling is, however, time consuming, need lots of input data, and could not be used for quick decision-making purposes. To decrease the modeling time, this study based on a new version of the Reis drainage model, proposes coupled mathematical model and reserves the effect of geomechanics in the process. Results showed a perfect match with the past experimental and numerical data.

"Particle composition distribution is an essential feature of materials processed by physical separation methods. The amenability to segregate a feed material in a concentrate and a tailings stream depends to a large extent on what is called usually the ""liberation"" of the various mineral phases that are present in an ore. In fact the energy consumed in crushing and grinding has the major justification of producing particles that are as close as possible to monominerallic. Monophasic particles are able to reveal physical differences in mineral properties that make their separation possible. For many years, various authors have insisted on the concept of liberation, without noting that, in practice, it can be a pure concept which does not lead to measurements or predictions. The present paper insists on the concept of particle composition distribution, in which the complete distribution is the information to be obtained, and not the ""liberation·· of various phases, just like for particle size distribution, the complete distribution is an objective commonly desired, and not one or two values representing the coarse or fine fraction.2. NOTATIONS-EQUATIONSFor the purpose of the paper, a particle will be characterized by its volume Vp, and its volumetric composition with respect to a mineral of interest, which will be given the notation ""O"". "Agnico-Eagle Mines Limited is located at Joutel in North-Western Québec. The mine is about four miles north-west from the town on the left bank of the Harricana River. The present mining is 1,800 feet deep with an extensive geological development below this level.HISTORY The development of the ore body started sometimes in 1967 and then the operation ceased in 1969 and again reopened in 1973 due to higher prices of gold. During these periods of active development, a considerable metallurgical research has been done by different laboratories and research and design companies.The original capacities of the Mill differed as much as 30%. So did the concept of the ore treatment. The original design of the mill was for 200 TPD of ore with straight cyanidation. The problems with low gold extraction, high reagent consumption and poor filtration resulted in a decrease of the expected mill output to an initial 550 TPD with gold recoveries in the order of 40 to 60%.Although the studies and research work done on the ore varied, all of them had a common conclusion: a very fine grind is needed to expose gold. The mining method (sub-level blast hole mining) now provides the ore that differs from that on which the metallurgical test work was conducted and the original capacity calculations had been done.These variations in the concept consequently led to the conclusion that the size of gold is a determining factor for the process.Kilborn Engineering provided the original design with the Leslie Eng¬ineering completing the design. The metallurgical test work has been done by the Department of Energy, Mines & Resources, Lakefield Research of Canada, Kilborn Engineering and Sidam Incorporated.The new flotation section with secondary grinding has been designed and put into operation by the company in December 1975 with the results yet to be evaluated."

"Oilfield cementing has been utilized in the industry since the turn of the century. Originally, wells were shallow and criteria for well integrity were somewhat limited. Since that time, wells have stretched the envelope in depth, temperature, and pressure. Environmental regulations have also become more stringent, thus, the importance of hydraulic isolation between permeable zones, and between these zones and surface has become more and more important.Initially, oilfield cements were comprised predominantly of construction cement and very limited additives. As time progressed, additives were incorporated to control pumping time or placement time and little effort was placed on optimizing actual components within the cement chemistry. This paper presents issues and concerns created by adding just one new component to the fundamental chemistry of an oilfield cement."

"An economical, pollution-free process has been developed for the hydrometallurgical extraction of copper from sulphide ores. The extracted copper, in the form of cuprous chloride (CuC/), is converted by reduction to copper metal. The metal is melted and fire -refined into wire bars which meet the standards of electrolytic tough pitch (ETP) copper wirebars. IntroductionThe successful development of the Cyprus Copper Process has been an evolutionary series of events covering a time span of some nine years. The original process, based on an electrolytic membrane cell principle , was abandoned in 1975 because of technical, economic and pollution problems. During the past four years, the pilot plant has been reconstructed based on a new flowsheet and operated successfully in several campaigns, some for as long as four months. The pilot-plant hydro section operates at a 225-lblhr copper rate. In October 1977, a feasibility study was completed by Jacobs Engineering, Pasadena, California. The study showed favourable economic and technical feasibility. Jacob's studies in 1978-79 revealed favourable comparative economics with other known pyrohydro processes and favourable economies of scale.The Cyprus Copper Process converts copper concentrates of varying composition into copper metal, which has been proven to be equivalent in every way to electrolytic tough pitch copper, suitable for electrical applications. This is accomplished at capital and operating costs which are estimated to be lower than those associated with any other known currently applicable technology. Also, the total energy requirement is equal to or less than any other known process and the process is essentially pollution free."

"Froth depth, along with reagent addition and aeration rate, is one of the crucial factors that can be used to control a flotation circuit. Sub-optimal setpoints and disruptions in levels have a severe adverse influence on grades and recoveries. A novel control strategy has been developed which provides exceptionally tight regulation of pulp levels. The controller observes and acts on all the flotation levels simultaneously. This provides a clear improvement over the standard approach, which is to use a set of Pl controllers. The system has been run on several industrial plants and has resulted in reduced fluctuations in level; fast responses to setpoint changes, and fast settling times after start-ups or disturbances. Testwork has shown that the improvements in level stabilisation translate into improvements in recovery and grades.IntroductionProcess control and optimization have an important influence on the economic efficiency of flotation plants. Inefficient operation can allow the wrong balance between grades and recoveries, and can also lead to adverse shifts in the grade-recovery relationship. Of all metallurgical operations, flotation loses the largest proportion of valuable material. Better operation can reduce these losses.An essential requirement of a good controller is that it should be able to stabilize and regulate the plant. Stable operation allows the performance of the plant to be observed without being obscured by the effects of disturbances and fluctuations. The optimum conditions can then be detected more easily. Good regulation can maintain operation at the optimum with proper neutralization of disturbances. Only when good stabilization and regulation are achieved can an optimizing strategy be properly applied.Froth depth, aeration rate and reagent addition are the three means by which a flotation plant is generally controlled. These control actions are effective on different time scales. Reagent addition is slower in its effect as some conditioning time is required. Since reagents are only added at the head of the circuit and at a few selected points within the banks, time is required for the effect of reagent changes to move through the circuit. Because of this slower time constant, reagent addition is more suited to process optimization and to dealing with slower changes in the process. An example of these slower changes is variation in the feed."

Our opinion is that the current lack of R&D investment and implementation capacity places Canada at risk as a future global mining leader A white elephant A burdensome possession; creating more trouble than it is worth. White (albino) elephants were regarded as holy in ancient times in Thailand and other Asian countries. Keeping a white elephant was a very expensive undertaking, since the owner had to provide the elephant with special food and provide access for people who wanted to worship it. If a Thai King became dissatisfied with a subordinate, he would give him a white elephant. The gift would, in most cases, ruin the recipient.

"This paper deals with the results of the variation of thermal conductivity of rocks with pressure on a laboratory scale. For this purpose, the authors have added a pressure-supplying unit to the apparatus developed by Mousset-Jones and McPherson (1986), Önder (1995), Ashworth and Ashworth (1979), and Innaurato and Occella (1989) in order to measure the thermal conductivity under pressure. The values obtained from the tests performed by this new apparatus have been stated using a regression analysis and the related graphs have been drawn. Results have shown that the thermal conductivity of rock varies digressively with pressure. The same results have been obtained in different rocks types. IntroductionOne of the most important tasks of mining engineers is that of establishing, maintaining and sustaining safe and healthy working conditions in underground mines.Heat can have a profound effect on safe and healthy working conditions and is one of the main problems in deep underground mines. In this regard, the temperature of the air passing through the mine openings increases steadily and causes a decrease in the efficiency of workers due to the unwanted physical effects to human bodies in the working area. At the same time, the hot and humid environment resulting from heat and temperature rise causes some important occupational diseases and increases the accident risks in the related openings."

Context ? Community engagement has become an increasingly significant and challenging part of mineral exploration and mine development; indeed, opposition from communities proximate to a proposed mine site has been known to derail technologically- and financially-sound projects. ? These cases suggest that mining firms need to better understand how to engage constructively with local communities in the pursuit of their claims. ? While a range of publications exist promoting various community engagement strategies, these recommendations, when viewed as a whole, are disjointed and largely untested in real development contexts. Aims of Presentation 1. Synthesize industry, NGO, government and academic publications focused on community engagement best practice in order to highlight those practices that are most commonly recommended. 2. Review the (Canadian) mining industry?s experience with some of these strategies based on existing case material in order to identify the extent to which commonly prescribed strategies are used and validated in practice.

"Comparable transaction analysis is the best known of the market approaches to valuation of exploration-stage mineral properties. The analysis of option and farm-in agreements can also provide useful guidance to valuators. While such approaches can be distorted by incomplete analysis, market-based methods are capable of providing consistent, credible results when carried out carefully with due consideration paid to all factors which buyers and sellers consider when dealing in the real market. IntroductionMineral properties without defined resources present one of the most challenging tasks to the mineral valuator. This paper will concentrate on market-based approaches to valuation of such properties. Other authors at MM2000 presented papers on cost and income approaches. Sorentino (2000) also provides a useful overview with some provacative commentary on methods.Market based-approaches are based on the principle of substitution and include such techniques as: comparable transaction analysis (sometimes referred to as sales comparison analysis); farm-in commitment (or option agreement) analysis; rules-of-thumb; and comparable market value analysis.Are there any valuation standards available to assist the valuator? In Canada there are none that apply to the valuation of mineral assets or securities. This problem is being addressed, at least in part, by the CIMVal Committee of the Canadian Institute of Mining, Metallurgy and Petroleum (CIM)1. Further, the recently established Canadian Association of Mineral Valuators will be giving consideration to the adoption of valuation standards."
