Australia’s ageing population means that by 2050 there will be 2.7 people of working age to support each Australian aged 65 years and over compared with five working people per retiree today and compared with 7.5 in 1970 (Swan, 2010). This means that there is going to be a greater demand on social services – for medical and aged care – from a smaller private income base. How will this gap be met? Australia is fortunate in that it has vast resources of mineral wealth; from iron ore, nickel and gas in Western Australia to the giant copper and uranium deposits at Olympic Dam in South Australia.The prospect of a meaningful profit based tax on this vast mineral wealth has been lost through Australian government’s handling of the issue in 2010 and with an industry fiercely opposed to the prospect of a mining tax. Hence, new ways of thinking are required. This paper looks at the issues facing the implementation of a novel scheme whereby Australia leases the mineral resources it extracts and thus derives income over the decades the metals are in-use in pipes, wires and structures with a premium paid for unreturned material or that used in dissipative applications. Applicable minerals could include copper, aluminium, nickel and rare earths. If Australia simply digs up and sells the metals once, the buyer becomes custodian of that resource and they benefit from controlling the future ‘above-ground’ resource stock.A complementary driver for a leasing scheme is the increasing importance of chain-of-custody following initiatives of the Responsible Jewellery Council with gold and diamonds, now with the potential to extend across commodities. The Australian minerals sector could thus position itself as a premium supplier with high social and environmental credentials.Recognising the implementation challenges, this paper includes a review of how such a system could be enforced to ensure that the metal is tracked throughout its life. It concludes with a discussion of the rates and terms should such agreements hold and suggestions for institutional arrangements for enforcing compliance.

An examination was made of the filtration characteristics of a haematite slurry using a range of polyacrylamide based flocculants in solutions containing up to 3 per cent sodium chloride. The polymers used were "high" and "Iow" molecular weight and had from 0 to 40 per cent charged groups.Increasing charge density tends to reduce the dose required to achieve optimum performance measured by filtration rate and by cake moisture. In general increased salt addition tends to increase the dosage required to achieve these optima. Both these observations result from the change in polymer extension and accord well with the bridging theory of flocculation.The dose required for optimal cake moisture is up to three times greater than that required for optimal filtration rate. This effect is reasonably consistent for all polymers studied and appears to be non-linearly dependent on salt concentration, with the difference being small at 0 and 3 per cent but quite significant at 1 per cent.

As the chief field of the gold dredging industry in Otago is the district traversed by the Molyneux River (called above Cromwell the Clutha) and its tributaries, a brief reference to the geology of that region and the origin of its alluvial gold will not be out of place. The prevailing rocks are metamorphic schists, chiefly mica and quartz schists, pr.obably of Silurian age. Though these rocks do not contain many payable quartz reefs, gold appears to be distributed in small quantities all through them,chiefly associated with the quartz lamime and lenses. The river drift, however, contains numerous pebbles of quartzite, quartzoze conglomerate, and fme-grained slate. Seeing that these rocks are hardly known to occur in situ within the watershedof the Molyneux River, though Devonian and carboniferous rocks of similar character occur to the north-east and south-west, it seems probable that the schists were at one time overlaid by carboniferous and Devonian rocks, and that these have been removed by denuding agencies. Be this as it may, it is certain that the schists themselves have been greatly eroded by the action both of water and of ice, and that the resulting drifts have themselves, in many cases, been sorted and re-assorted by the same agents.Consequently the drifts are very varied in character and often developed on a grand scale. In geological age they vary from Early Tertiary (though some may be older) to Recent.

The founder of social psychology is sometimes identified as Kurt Lewin. In a 1947 article, Kurt Lewin coined the term ‘group dynamics’. He described this notion as the way that groups and individuals act and react to changing circumstances. Lewin theorised that when a group is established it becomes a unified system with unique dynamics that cannot be understood by evaluating members individually. The discipline of social psychology really emerged out of World War II and tackled questions associated with human judgement and decision-making by the Nazis. For a comprehensive look at the development of social psychology look at Abelson, Frey and Gregg (2004).Social psychology is concerned with the way social arrangements affect human judgement and decision-making. What the author has done is apply the knowledge of this new discipline to an understanding of risk, safety and leadership. This paper will explain some of the developments in social psychology, such as the discovery of the bystander effect, Groupthink, bounded rationality, heuristics, risk homeostasis and the Milgram effect.The social psychology of risk tackles the way decisions are made about risk in their social context. Unless organisations understand that decision-making is socially conditioned, they are unlikely to be able to tackle the complexities of culture change or the development of risk maturity.The paper will offer a new understanding of why people do what they do, how risk makes sense and why a ‘dumb down’ approach to safety is dangerous. Brown coal production in Victoria's Latrobe Valley Region (Figure 1) continues to rise and currently stands at around 50 Mt per annum. With the exception of around 2 Mt used to produce some 700 Kt of brown coal briquettes, this coal is mined by the State Electricity Commission to fuel large thermal power stations with a total installed capacity of just over 5 000 Megawatts. The moisture content of the coal as mined typically exceeds 60 per cent, making Latrobe Valley coal a markedly low rank fuel. The lack of heating value is, however, compensated for through power station design and by the fact that ash yield is very low, usually within the range of one per cent to four per cent on a dry basis. This means that compared with most other coals, the burning of Latrobe Valley brown coal produces relatively small quantities of waste products and discharges a minimal level of pollutants into the atmosphere. Even so, the inherent quality of Latrobe Valley coal does vary significantly from one area to another (Gloe, 1991; Barton et al, 1992) both on a local and a regional scale. Such variations need to be recognised and understood in order to not only realise efficiency gains in existing power stations but to properly assess resource potential for future utilisation and the application of new technologies. The principal aim of this paper is not to describe coal quality variation in detail or to speculate on the nature of and reasons for such variation. Rather, it is to simply underscore that significant differences do occur and that this is clearly a factor which needs to be considered in any evaluation of Latrobe Valley brown coal as a resource for the future.

The green field site is one that has no history of mining and as such it presents the designer with a blank canvas, on which any number of drill and blasting options can be drafted. No matter which mining method is selected all technology and experience will need to be acquired from outside sources, applied quickly and produce the right results. North Limited, in joint venture with the Sumitomo Group (20 per cent), have developed AustraliaÆs first block cave mine at Northparkes in New South Wales, Australia. This innovative and large scale mining project was taken from a green field site in November 1993 to a fully commissioned block cave mine in December 1997. NorthparkesÆ Endeavour 26 mine is now producing at a rate of 3.9Mt per annum from a 27Mt ore block. Prior to 1993 no history of mining activity existed at Northparkes. The rock had never been blasted and many questions were raised about how it would behave. While it was clear that the Endeavour 26 (E26) orebody contained geotechnical properties appropriate to block caving, the blasting methods required to establish a block cave mine had never been used in Australia and no designs were available. The joint venture partners had no prior experience with block caving and it was immediately apparent that this blasting technology would have to be acquired from foreign sources and applied to the unique local conditions. Conceptual designs for the block cave drill and blast were first drafted in 1994, first issued for drilling in December 1995 and first blasted in January 1996. 470 km of drill metres and four million tonnes of rock were blasted to complete the undercutting project by September 1997. This paper will provide those developing new drill and blast projects with an inside view of how one small technical team solved many design challenges to successfully construct AustraliaÆs first block cave mine under strict quality controls and ambitious time constraints.

This paper uses a case study to demonstrate best practices techniques for predicting the contribution of gravity concentration in a gold recovery process flowsheet. The case study was selected as an example of an ore with a marginal gravity gold content, which makes the value of a gravity circuit difficult to quantify. In this instance the value of leveraging a significant knowledgebase of operating gravity circuit performance to support the decision making process was demonstrated. This case study analysis serves as a useful demonstration of best practice methodologies supporting decisions to include or exclude gravity recovery in a gold recovery process flowsheet.CITATION:Giblett, A and Afewu, K, 2015. The Phu Kham Copper-Gold Operation (Phu Kham) is located in northern Laos, approximately 140 kilometres from the capital, Vientiane. The operation is a producing asset for Australian-based copper and gold producer, PanAust Limited (PanAust) and is operated by Lao-registered company, Phu Bia Mining Limited (Phu Bia Mining). PanAust holds a 90 % interest in Phu Bia Mining. The Government of Laos owns the remaining 10 %.The Phu Kham Operation has recently undergone a series of process improvements to treat the anticipated competent ores scheduled for 2017 and 2018. The operation’s comminution circuit, which comprises a semi-autogenous (SAG) mill and two ball mills, each with 13 megawatts (MW) of installed power, was expected to be SAG mill limited when treating competent basement rock. Ausenco Services Pty Ltd (Ausenco), was engaged to help optimise and enhance the productivity of the Phu Kham comminution circuit over an eight-month period. The work involved participating in and overseeing the redesign of the SAG mill liner systems and developing operational strategies for maximising throughput through to the end of mine life. Ausenco’s comminution optimisation tool, Ausgrind, was used to benchmark and analyse plant data with empirical models, predict circuit performance for varying ore characteristics and evaluate liner wear and predict the life for varying operating parameters. Variances between the actual and the predicted values were assessed in detail to identify missed opportunities, and guiding operating parameters were redefined to maximise throughput and productivity. In combination with the redesigned liner system, optimised process controls for varying ore competencies, and improved operational practices and troubleshooting strategies, increased Phu Kham overall production, exceeding the milling capacity when treating competent ores. Petroleum exploration in onshore Gippsland was directed in the 1950s and 1960s towards plays in the basal Latrobe and Strzelecki Groups, but these became forgotten in the 1970s with the Latrobe play discoveries offshore. The principal explorationists of the time were Woodside Oil and Arco Ltd, who then departed the scene after drilling some 18 wells without major success. In the late-1980s successful hydrocarbon finds in equivalent age Otway Group sediments in the Otway Basin were made and in early 1990 Tyers Petroleum began investigations into Strzelecki Group prospects as applied to the onshore Gippsland Basin. Some 18 anticlines have been mapped, based on shallower coal exploration drilling in the Latrobe Group, which from seismic and gravity evidence are believed to unconformably overlie similar anticlinal structures in the underlying Strzelecki Group. Strzelecki targets of interest within drilling depth are the basal Tyers Conglomerate/Rintouls Creek Sandstone Formations which outcrop in the north of the Latrobe Valley and are analogous to the Pretty Hill Sandstone in the Otway Basin. In addition, intra-Strzelecki Group targets similar to Heathfield and Windermere Sandstone Members are also considered to be present. Good source rocks are abundant including coal seams and carbonaceous sediments of Neocomian and Jurassic age, which lie within the oil window. Seal is provided by the overlying Aptian-Albian aged volcanogenic sediments. The Tyers/Rintouls sandstones - a target in the Woodside/Arco wells, with two exceptions, were not reached. Encouraging intra-Strzelecki shows were reported in many of the wells. Basal and intra-Strzelecki porous quartzose sandstones remain one of the few untested plays left in the Gippsland Basin and, in the onshore, merit extra attention as they he within the oil window at economically drillable depths.

The use of an equivalent continuum for a rock mass is not always suitable for situations where the failure is structurally controlled by discontinuities as in the case of wedges in the tunnel roof. In these instances, discontinuum approaches are usually preferred. Rock joints that are filled with soft infill are likely to be the weakest planes in a rock mass, having a dominant influence on its overall shear behaviour. In this case, the joint material model adopted for the discontinuities should be able to describe important mechanisms, such as asperity sliding and shearing, post-peak behaviour, asperity deformation, and the effect of the soft infilling. The latest version of a soil-infilled joint model is discussed here. It describes more comprehensively than previous models the occurrence of dilation and compression with lateral displacements, and also represents the hardening mechanism related to asperity interference as observed in the laboratory that cannot be readily captured by the existing joint models. An analytical approach for the analysis of rock wedges structurally controlled by soil infilled joints is presented.The analytical approach presented in this paper for assessment of symmetric rock wedges in the roof of a tunnel demonstrates, that the peak shear strength of the joint may not be fully mobilised before detachment of the wedge. The analysis verifi ed that an overestimation of the factor of safety may be observed when an elastic-perfectly-plastic joint model was assumed, whereas the computed maximum factor of safety was considerably less when adopting an appropriate soil-infilled joint model.

Rare-earth permanent magnetic roll separators, pioneered by our group a few years ago, have distinctly different operation characteristics compared to prior art electromagnetic separators of various types. Many new applications for dry high-intensity (or better: high-force) magnetic separation have been developed in a short time period. It has also been found that the new generation of separators generally are more efficient with regards to removal of weakly magnetic contaminants in glass and ceramic raw materials with minimum loss of valuable product compared to induced magnetic roll (lMR) separators. The latest development is in the area of production of clean magnetic concentrates at high recoveries. It is likely that the PERMROLLR magnetic separator will replace cross-belt and lift-type magnetic separators as a result of this most recent advance.   The paper will review the features of the PERMROLLR magnetic separator in comparison with other types of magnetic separators on the market and give examples on applications.

The Ediacara mineral field is classified as a Mississippi Valley type deposit with stratiform mineralization near the base of the Cambrian beds. Mineral deposition was contemporaneous with sedmentation and reerystallization, and mobilization took place after lithification of the sediments. Several mechanisms of deposition were possible.INTRODUCTIONThe Ediacara mineral field is located in the Mt. James Range approximately 300 miles north of Adelaide, about 12 miles west of Beltana railway siding and 10 miles east of Lake Torrens. It is isolated geographically from similar deposits of equivalent age and environment in the Flinders Range Province (Fig. 1). The climate may be described as semi arid with high summer temperatures and frequent dust storms. Occasional thunder storms are the main source of rain in the summer months.The exact date of discovery is unknown, but is believed to be about middle of the last century. Ulrich (1872) was the first geologist to report on the field. At that time only the southern portion of the field had been prospected (and abandoned). Although the prospects did not appear encouraging Ulrich advised prospecting of the shales and testing beneath the limestone.In 1888, Rosewarne, an Inspector of Mines, visited the Southern Workings and queried whether they were connected with some lode at deeper level or were merely bedded deposits. The first geological map with sections was drawn by H.Y.L. Brown (Brown 1892).Brown recognized three principal rock formations as dolomitic sandstone, kaolinised shales and sandstone, and quartzites and sandstone in descending order. This article focuses on TurkeyÆs gold potential with respect to exploration, development and operation after 1985. Apart from TurkeyÆs geology, which offers a substantial number of volcanic-associated gold (Ag) and gold-copper (Au-Cu) projects, there are numerous other factors which make the country a favourable place for mining. Turkey has a mining history which goes back to pre-Roman times and an excellent mining code which ensures security for long-term production. In the country, the Government and local villagers are very positive and the country works extremely well logistically with excellent road and telecommunication links. The opportunities for new discoveries in Turkey are very high. Moreover, Turkey has its eyes turned west as it moves towards joining the European Community and it is no surprise that international companies believe it has got its timing as well as its partner relationship right. Newmont, Teck Cominco, BHP Billiton, Rio Tinto, Eldorado Gold, etc all have direct or indirect interests in Turkey, as do an increasing number of midtier and junior exploration companies. Turkish Koza Gold Mining is the first Au producing company of Turkey. The Eldorado Gold owned 245 t Kisladag Au deposit in Western Turkey is currently also producing Au. In the meantime Anatolia Minerals Development is advancing the 131 t resource at the C÷pler Au deposit in North Eastern Turkey. These are significant world-class deposits. Further encouragement for investment in the Au mining sector has been provided by the introduction of a new mining law in 1985. Foreign investments in the country were encouraged and have seen a rapid increase in the last two decades. Gross domestic product (GDP) growth is in excess of five per cent per annum, inflation is down from 70 per cent to single figures, the budget deficit has been cut by 40 per cent to 11 per cent and industrial output and productivity are increasing rapidly. Turkey is politically and economically stable, is a member of the European Customs Union, has a supportive mining legislation, is highly prospective and under-explored and hosts significant recent gold discoveries.

SOME notes on the works of the Electrolytic Refining and Smelting Company of Australia will no doubt be of interest to members of the Institute, more especially as much of the work is new to Australasia. As many of the members who may read this paper have not been in a position to visit works of this kind, and are consequently not thoroughly acquainted with all the operations carried on, the author has taken the liberty, in some cases, to enter into explanation which would otherwise be unnecessary. The works are situated at Port Kembla (New South Wales), about fifty miles south of Sydney, and are approachable both by rail and water. The Government has recently built a low-level jetty upwards of five hundred feet long, and intends installing at an early date an electrically operated portable crane to facilitate the handling of material to and from the boats. This will mean: a considerable reduction in the length of time that boats are laid up at the jetty. There are also under construction two breakwaters, which, when complete, will materially assist shipping operation...

A composite iron ore-reductant pellet is a mixture of fine iron ore and fines of coal/char/coke, bonded at essentially room temperature with sufficient green strength for subsequent handling. In ironmaking, these pellets offer the advantage of fast reduction, utilisation of fines, non-coking coal and coke breeze. The composite pellet-based alternative ironmaking processes constitute a promising route for ironmaking in future. The present paper is a brief review of kinetics and mechanism of reduction of iron oxides into iron and other associated reactions, when these pellets are heated to high temperature. It would draw significantly from investigations conducted by the author and his co-workers.

After a five year period representing the strongest resource and commodity rally ever experienced, we are now faced with a subdued recovery following the global financial crisis. This renewed economic growth will be steady but eventually attain levels that reignite export demand out of China and other emerging nations, which are now reliant on increasing domestic demand to support their economies. This backdrop of weaker share prices and less available investment capital creates a greater imperative for company management to ensure that its share price is fully valued. The mining geologist plays an important role in achieving this outcome through direct estimation of asset value (resources) but also in strongly communicating the æupsideÆ value opportunity in both mine site and adjacent brownfields exploration and an efficient and technically sound mining operation. The contribution of mining geologists to assist in conducting analyst site visits should not be underestimated, particularly with reduced analyst coverage of the resources sector and some simplification in company analysis through ranking companies on Reserve and Resource positions.

The Autogenous Fine Grinding Kelsey Axial Displacement (KAD) Mill The marginal improvements which continue to be made to fine grinding practices have exposed the limits of conventional technologies and highlighted the need for a radically new approach. The patented autogenous Kelsey Axial Displacement (KAD) Mill design consists of a rotating spherical grinding chamber, which shares the same spherical centre as the shaft-mounted counter-rotating disc assembly. The axis of the disc assembly can be inclined to the axis of the spherical grinding chamber by pivoting the disc shaft about the common spherical centre. The inter-particle energy transfer required for breakage results from particle velocity differentials created by the discs intercepting the rotating mass. Particle size reduction is concentrated in high shear zones, which envelop the outer surface and periphery of the discs. This paper traces the development of the KAD Mill from pilot to commercial scale. Pilot work covers a range of minerals including magnetite, calcite, dolomite, barite, limestone and talc. Test results include open and closed circuit operation in wet and dry modes. Conventional milling constraints and energy consumption issues are addressed while new dimensions are added to the feed size range acceptable for wet and dry grinding to fine and ultra-fine sizes.

Ground penetrating radar (GPR), a well-established geophysical technique generally used for shallow civil engineering applications, has, in the last decade, found increasing acceptance as a complementary tool in mineral resource evaluations. As new sites are trialled with the method, a greater understanding is being garnered regarding the most suitable environments for long-range radar. Although successful projects have been conducted worldwide for mineral sands, iron ore and alluvial projects – tropical weathering environments have produced some of the most impressive results. Specifically, tropical nickel laterites have shown to be, with some notable exceptions, ideal GPR environments.Such high-resolution remote sensing has particular relevance to bulk commodities or those which possess significant rheological variation within geological units, and has led to some innovative downstream uses within exploration, project development and the larger mining industry. In this paper, we examine the application of long-range GPR in Indonesian nickel laterite deposits in general, to highlight some of these novel applications with particular reference to resource modelling, mine geology and operational economic implications.CITATION:Francke, J, Smith, D and Ramdhani, A, 2014. The removal of rock blockages in mining operations has long been a risky undertaking, especially in high overhead conditions. Moreover, the assessment of where to put charges and the placement of them has been difficult due to the lack of visibility and safe access to the area. Traditionally, wedging long poles with explosives on them to keep the operator at a relatively safe distance has been the tried and true method of attempting to remove the blockages. Unfortunately, this is not a perfect system as it usually takes several attempts to remove the blockage. Each successive attempt results in even more dangerous conditions for workers and/or damage to the mine due to the successively larger amounts of explosives used until the hang-up finally comes down.Over the years, different ideas have been proposed to improve this process and reduce the inherent safety risks. Some of the technologies that have been trialled include projectiles fired at the hang-up; large, cumbersome arms; and massive amounts of explosives, each of which come with their own inherent safety risks that result in dangerous situations for miners and the mine.After gaining a thorough understanding of the process, Penguin Automated Systems Inc has developed a robotic system that is capable of working in a rock blockage safely. The idea combines the latest in telerobotics technology with 3D scanning and underground geospatial positioning. The hang-up removal is performed by scanning the inside of the hang-up to rapidly develop a geospatially placed 3D model for the operator to use. The 3D model is detailed enough that the operator can attempt to pick the ‘keystone’. A blasting engineer or the operator can then determine the exact position where the explosive charge should be placed in the 3D model and thus at the actual hang-up. The operator, controlling the robotic arm, uses the 3D virtual reality model of the robot system and the actual drawpoint information model to display the location information, the arm can then reach into the hang-up to position the charge using the kinematic model of the robot system. The 3D model is used to provide views inside the hang-up so that the operator can move the arm safely and precisely. This process allows the operator to place the charge (using the 3D representation of the drawpoint) from a long distance away. As the process continues, the end of the arm drills the rock and precisely loads the explosives. The robot then returns the blasting cable to the command station, which is located in a truck at a safe distance from the blockage.This paper will review the development of the system and present the results to date.CITATION:Baiden, G, 2016.
