Welcome to the morning of the second day of Minval '89. There are some three hundred and fifty of us here today. That represents certainly the most influential gathering of the mining and investment community in Sydney for a very long time, and on behalf of the Institute I bid you all a very great welcome. Due to the pilots' strike some of you have arrived by very unusual methods and others have travelled long distances. So for those of you that have made a special effort, thank you very much. Inevitably some people have not been able to get to Sydney and this has led to some minor programme changes. I'd like to thank our sponsors. The Hunter Valley Coal Chain Coordinator (HVCCC) Limited is the primary planning organisation responsible for the export of coal through the Port of Newcastle, Australia. HVCCC stakeholders include producers (mining companies), rail track owners, above rail operators, and terminal operators. The HVCCC is tasked with coordinating the activities of all the corresponding parts of the coal export supply chain so as to maximise the system efficiency. The HVCCC also has a forward looking planning role: with demand for coal expected to double in the next decade, strategic capacity planning is a core activity for the HVCCC. Optimisation and simulation models are key aids in such activity. They are used to suggest and evaluate infrastructure expansions and operating policy changes. These models require input data in the form of shipping stems, which are arrival streams of ships at the port, together with their cargo types and composition, and date and time of arrival.Although everyone is familiar with the expression ægarbage in equals garbage outÆ, relatively little research is dedicated to the issues surrounding input data generation. In this research we seek to redress this, and have developed a method for generating high quality shipping data. Shipping stems used as input should be realistic, reflecting key characteristics of historical patterns. They should accurately represent future demand scenarios. Yet they should also have controllable parameters that can be used to test what-if scenarios, such as are required by the HVCCC to answer questions about future infrastructure or operational plans.Here we review our process for achieving this, and give a case study analysing the effects of different shipping stems on the performance of the coal chain, as measured by a capacity assessment tool. The latter is an optimisation model that takes shipping stem and infrastructure data as input, and calculates key supply chain performance metrics. The potential benefits of alternative demand management strategies are analysed by measuring the performance of the coal chain given different shipping stems obtained via the stem generatorÆs controllable parameters.

Circuit alterations and adoption of more compact items of equipment have made it possible to increase the capacity of the King Island Scheelite concentrator, both with regard to head grade and feed tonnage, while at the same time increasing total recovery and reducing maintenance costs. The present operation is described, with particular emphasis being placed on alterations made during the last two years to achieve capacity Goals.

Some of the problems of flotation, un- Solved in the mid-1950s, and possibly still unsolved today, are discussed with emphasis on dynamic aspects. These prob- lems include the nature of the air-water interface, particle-bubble contact and bubble attachment, and the effect of par- ticle size. Questions are also raised on the possible influences of the variability of minerals on flotation, particularly variations in composition and in foreign inclusions, both solid and fluid.

The (SA Mine at Cobar produces a mix of copper and copper lead and zinc ores fran long hole open stopes. Primary jaw crusher product is fed to two parallel primary autogenous mills followed by a secondary ball mill. Each mill operates in closed circuit with cyclones. Grinding equipment and the main operating variables are described. Copper lead and zinc flotation concentrates are produced sequentially. The control systems and operating strategies are described.

Heavy media separation serves to upgrade mill feed and reduce unit operating costs, allowing ores to be mined which could other wise be uneconomic. At the Aberfoyle mine at Rossarden in north-east Tasmania, a simple heavy media operation using a converted Akins screw classifier as a separating vessel, removes barren quartz from mineralised material. At the Cleveland mine at Luina on the west coast of Tasmania a more complex ore mix requires a versatile operation combining hydro-dynamic and static separation equipment to provide an efficient beneficiation circuit. The two operations are briefly described with a background of basic heavy media separ- ation practice.

Depending on material commodity market conditions, material contained in open pit waste disposals can hold potential value, Segregating subgrade material into separate disposals i.e. 'sub ore' stockpiles, affords open pit operators the opportunity to modify production strategies to reflect changes in market conditions. Discussion of the concept of subore stockpiling is presented. A two-step mathematical model and a nonlinear programme are employed to answer questions such as, 'how can the value of sub-ore material be determined to distinguish sub-ore from true waste?' and 'when and at what rate should sub-ore be processed?'

The Western Australian Mineral Sands Industry has tried a number of different mining methods to efficiently exploit the potentially very large reserves of mineral sands in this state.The size of the operation, the location, the type and composition of the orebody contribute towards the choice of current mining techniques.The methods applied to these areas are described as well as reference made to other techniques which will . make possible the exploitation of lower grade reserves.

An Ore Reserves and Exploration System has been under continuous development at Mount Isa Mines Limited since 1970. The task of re-engineering the system has now begun, and the first stage is operational. This paper describes how the application of data base concepts, and table driving techniques has resulted in a design in which the input documents, validation procedures and file data content are redefinable by parameters, thus allowing the system to be tailored to suit varying geological Environments.

To reduce the corrosion of a stainless steel crystallizer, caused by accumulation of chloride impurity in the liquor during the crystallization of ammonium sulphate, a strongly basic anion exchange resin in the sulphate form may be used to remove the chloride from the liquor. The spent resin may be regenerated with dilute ammonium sulphate.The ions involved are sorbed by the resin in the order Equation 1. The sorption of chloride from the liquor and the regeneration of the resin depend upon the effect of concentration on the formation of the the ion pair NH6SO4. The sulphate ion dominates sorption from dilute solution of ammonium sulphate containing minor amounts of choride; choride ion dominates sorption from concentrated solution.

Thermal comminution is an industrial process specially suited to very abrasive material, when contamination with Fe from wearing parts of conventional crushing and grinding equipment must be avoided. It involves an initial step of heating the material to be comminuted, followed by sudden cooling (quenching) and finally by a conventional mechanical process to disassemble the particle aggregates. The thermal step is, in fact, a pre-fracturing process. The heating operation causes changes in phase of the minerals and changes in volume of these minerals and other substances included in pores and cracks. The cooling operation causes thermal shock reversions or the phase transformation and consequent generation of internal stresses, high enough to fracture the solid.

Two column flotation cells have been installed as single-stage rougher cleaners at Batu Hijau. The objective was to provide additional residence time in the cleaner circuit to maintain maximum recovery during high mill throughput and high feed grade periods. Installation of the columns has allowed the relatively coarse, well-liberated rougher concentrate and the relatively fine, low-grade scavenger concentrate to be treated separately, improving metallurgical performance in the cleaner circuit. Plant results show that the columns produce a high-grade concentrate at an average stage copper recovery of approximately 80 per cent. There is also indication of increases in both overall plant copper recovery and final concentrate copper grade. In addition, the operability and stability of the cleaner circuit has greatly improved.

The movement of materials is normally associated with a number of problems, some more easily overcome than others. Orebodies are frequently located in remote areas to which transport lines have to be opened. In the case of Mount Isa Mines Limited, the geographical isolation from the major consumer areas necess- itates long lines of transport and communica- tion. The problems associated with transport of metals and minerals vary from time to time because of the changing industrial environment. The increased size of vessels, changes in handling methods, and the economic pressures brought on by increased costs of transport without any guarantee of aligned increase in metal prices all contribute to difficulties which have to be faced by the mining companies in their effort to reach the markets with their products.

It was once considered sufficient to revegetate old mine sites using grass or trees. At the commencement of the Stawell JV (SJV) operation in 1981, management determined that pre-existing vegetation would be replaced. This policy was somewhat 'ahead of its time'. The cost of rehabilitation at SJV averages $8000 per hectare. Rehabilitation of this calibre requires a practical understanding of local ecosystems.

The published safety policy of Mount Isa Mines Limited, together with details of the organisation and control techniques adopted by management to pursue an active safety programme within the company, is presented. The importance of communication by management through the organisational hierarchy and procedures instituted to ensure rapid and concise feedback on safety concerns are detailed. The paper also describes the role of the occupational health department and safety committees in assisting management to monitor the safety effort of supervisors and employees. Current safety performance levels are tabled together with details of some aspects of the programme on which safety effort will be concentrated in the future.

This paper will review the experiences of both big and small exploration/mining companies (local and foreign investors), including the impediments to exploration and project development in Indonesia since the Contract of Work was first introduced there (1967 Minerals, 1981 Coal). This is seen through the eyes of a person who has been employed in a managerial capacity in large and small concerns, and more recently as an independent consultant. Comment will be made on the political, legislative and social constraints imposed by the presence of a large group of disparate artisans (illegal miners) who now form a significant component of the Indonesian mining industry; the Bre-X debacle; the impact of the recent Regional Autonomy legislation; and changes to the Mining, Forestry and Environmental Acts. An overall view (including statistics) will be presented as to how recent Indonesian developments have affected international confidence in investing in its mineral sector over the past decade and it will be placed in an international competitive context.

As mining progressed through the Girilambone oxide orebodies, down to the primary sulphide zones, each successive stratiform layer yielded copper bearing ores of changing mineralogy and grade. Constant changes, innovations and optimisation were required to be applied to the heap leach, solvent extraction and electrowinning operations, to efficiently produce LME Grade A quality copper cathodes from this ore. The changing ore types required various crushing, stacking and heap leach irrigation methods to ensure that optimum recovery from the predominantly low-grade copper ores was efficiently achieved. Subsequently, innovations such as heap aeration and heap rejuvenation techniques were implemented. The constant selective removal of copper from the maturing heap leach liquors, coupled with an increase in iron(III) concentration, required solvent extraction optimisation. Changes to the original solvent extraction circuit configuration, combined with changes in operating parameters and procedures, allowed effective processing with changing heap liquor compositions. The electrowinning tankhouse was also upgraded and optimised through continued testwork and monitoring, to maximise cathode production and quality

Rehabilitation has been very effective in the short to medium term in providing a cost effective and reliable means of containing the side effects of land disturbance. However, there is still insufficient data to critically evaluate the sucess of rehabilitation in the long term. There is an urgent need to develop objective criteria to monitor the sucess of rehabilitation. The aim of rehabilitation in Australia has traditionally been to return disturbed land to natural vegetation compatible with the surrounding area. This objective has often been accepted instinctively without adequately addressing alternatives.

The chief use of manganese ore is in the production of ferromanganese alloys for steelmaking. Manganese ores generally occur in tropical areas, which influences the type of treatment required. Present methods of treatment are relatively unsophist- icated but demands by customers for tighter specifications will necessitate the installation of gravity concentrator at many mines At present only limited tonnages of minus j in. product can be sold hence future development will centre around methods of producing an agglomerate satisfactory to the smelter.
