My principal task this morning, and yours after this meeting, is to convince a wide variety of individuals that steel industry slags are a high quality material that can be used for many purposes; and that their use can significantly alleviate some of the problems facing engineers, public officials, and the general public in our countries. By actual in- place performance over a long period of time steel industry blast furnace slags have proven that they are as good as the best natural aggregates, and better than some, for any type of construction or purpose for which natural aggregates are used. Steel furnace slags have many unique favorable characteristics and prop- erties when compared to other types of aggre- gate even though they cannot be used for all types of construction. We have the facts, all we have to do is present them to the right people in the proper manner.

The Queensland Mining Act 1968-1972 has now been in force for almost two years. The Act was completely re-written and has made for easier working, e.g., there is no distinction now between Gold Mining Leases and other Mining Leases. For the first time in the history of Queensland, provision has been made for caveats, so that options etc. can be protected. The chief problem which has arisen so far has been the question of the Government issuing mining leases to the holder of an Authority to Prospect over areas which are included iri its Authority. Litigation has taken place and an Appeal, it is understood, will shortly be heard by the Privy Council. The provisions dealing with labour conditions have been brought up-to-date and generally speaking, they are quite clear as to the responsibility of the Lessee. The Mining on Private Land Act has been repealed and the provisions relating to mining on private land are now a part of the Mining Act itself. Compared with modern longwall coal mining systems, automation has not been developed very far in the underground metal minin industry. One of the main reasons for this is that present har rock mining systems do not produce ore with a controlled degre of fragmentation. With this concept, it will be necessary to control the maximum fragment size by careful blasting design. The degree of fragmentation will have to be finer than is common to-day. The study shows that the belt conveyor mining con-cept with controlled fragmentation may be economically competitive with conventional cyclic loading and transport, even for an annual production as low as 0.5 mill. tonnes.. Fragmentation design and cost calculations have been based on a combination of the Kuznetsov relationship between blasting parameters and mean frag-ment size, and the Rosin-Rammler formula for fragment size distribution.

This paper gives an overall view of the CSIRO-SGTE computer system for thermodynamic calculations. The basis of the system is the coupling of a large self-consistent numeric data bank of thermodynamic information to a modular set of application programs. These seven programs cover management of data files, calculation of thermodynamic properties for species and reactions, plotting of predomin- ance area diagrams, equilibrium and enthalpy balances for complex processes, analysis of thermodynamic efficiency and the estimation of unknown properties. The data bank contains a wide coverage of species and data types so that the system may be applied to many areas of chemistry and metallurgy.

There are many different challenges when sampling mineral commodities. Sampling is part of many decision-making processes, from control of the number of drops of a reagent to all aspects involved in determining how much to pay for a mineral consignment. However, if all decisions must be supported by correct assumptions, or at least agreed terms, how can this be guaranteed? The main approach is to emphasise the importance of continuous surveying of sampling practices. If they are based on non-recommended protocols, this raises concerns. In addition, safety failures and lack of appropriate behaviour from the technical perspective can lead to disasters, both from the human and business perspectives. Impacts on safety and health are clearly unacceptable. It should be noted that imperfect safety and health practices in sampling operations have a strange correlation with incorrect sampling techniques. The commercial interface can also be affected. Companies have studied extensively the various aspects of measuring quality parameters for mineral commodities to understand the risks for investors and owners, and they take decisions that fundamentally respect the interests of parties in contracts and not result in losses. Every result should be obtained in defensible ways, and neither losses nor profits taken in indefensible ways. Most of such situations are related to bias; a significant systematic difference between a measured value and a reference value for a contractual quality parameter. Bias is always undesirable, because it always implies an incorrect advantage for one party and without doubt an undesired disadvantage for the other party. These situations are solved financially through a third-party arbitrator becoming involved in delicate situations, such as a commercial claim, but the outcome is always tangibly or intangibly bad for one of the parties. Another possibility is a permanent or temporary loss of precision. Poor precision, due its nature, generates reasonably balanced losses and profits, but it may hide out-of-control situations, generate instability and induce financial losses due to actions taken towards clearing commercial disputes involving interlaboratory programs, sample exchanges and duplicated sampling and sample preparation procedures, in the end wasting time and resources and creating a permanent source of commercial tension. While bias situations demand immediate adjustments for correctness, poor precision has to be understood as something that cannot be just calibrated out and is a situation that demands investment of time and effort. Precision optimisation has to take into account best practice for obtaining the required precision as well as cost/benefit analysis studies. Purchasers, engineers, salesmen and all personnel need to recognise that sampling is a major area to understand when taking decisions. The aim is to spread concepts that can really help, such as simple in-house actions to improve productivity and completion of surveys on commercial sampling operations, in order to ensure correct results are obtained and assertively take corrective actions, thereby establishing a healthy relationship with investors, suppliers and purchasers and in the process optimising the business.

The mining industry has a well deserved reputation earned over the years for innovation, engineering, management and the quick application to mining of emerging technology. The cumulative result is the economic exploitation of lower grade resources. The developments during the last decade have done nothing to tarnish the reputation. There are many that come easily to mind: the use of contractors for both surface and underground operations, a trend toward mine management contracts, the increasing recognition of the economic potential of ground support, and the development of physical measures to achieve it, - sophisticated measures to analyse blasting , and thus improve fragmentation, - instrumentation to assist geotechnical appraisal, - the development and application of the powerful and flexible, excavator, - the evolution of measures to improve grade control, - massive improvements in equipment productivity and reliability built largely around the application of hydraulics, - the development of powerful computer packages for orebody modelling, mine design and extraction, - simple "dense" fill systems, - maintenance management techniques including the greater use of off-site maintenance of exchange components, - the utilisation of communication systems for data transfer.

The evaluation of risk is becoming more important in the siting of mining operations in the United States as well as the rest of the world. The determination of environmental, economic, as well as health and safety risks is an important step in the planning of any mining operation. Hydrogeology plays an important role in pre-mine planning and in the determination of these risks. The mine operators must determine if ground water would inhibit mining in any way. Factors which are important to consider include mine dewatering economics, slope stability, and other adverse hydrologic impacts. This paper presents methodologies for the characterization of hydrogeological risks for a mining operation. First of all, the term risk analysis is defined and its utility is addressed. Then, stepwise methods for performing a typical risk analysis are presented. Finally, the application of risk analysis to hydrogeology in mining is given. With slight modification, it is believed that these methodologies can be used to evaluate the hydrogeological risks for any mining operation.

An overview of flotation reagents used in sulfide and non-sulfide separations, from an industrial perspective, is given in this presentation to highlight the current applications knowledge. The historical and theoretical aspects, which are well documented in numerous books and reviews, will only be highlighted, when necessary, to support the theme of this paper, viz critical analysis of reagent research, design, selection and optimisation with an emphasis on relevance to plant needs and practice. The three types of flotation reagents; viz collectors, frothers and modifiers, used currently in the industry are briefly reviewed; pitfalls and gaps, arising from somewhat arbitrary and reductionistic practice in reagent applications, are identified; and the impact of environmental regulations on current and future reagent development is discussed. The importance of frothers and modifiers, which have received less overall attention than collectors, is highlighted. The need for a rational, holistic (or ætotal systemÆ, ætop-downÆ) approach for reagent design, selection and optimisation is discussed with a view to provide remedies for pitfalls and a platform for filling gaps in reagent chemistry and applications, and to develop reagent technology that can deliver robust solutions to plant needs. Electric arc furnace (EAF) dusts contain significant quantities of zinc, found almost entirely as either zinc oxide or zinc ferrite. The dust has been classified as a hazardous waste due to the relative high lead, cadmium and hexavalent chromium contents. It is important that environmentally acceptable processes be developed to treat this waste. One possible process involves reacting the zinc compounds in the dust with metallic iron, thus avoiding zinc vapour reoxidation by CO2 as occurs in carbon reduction processes. It consists of two stages where the first is the reduction of iron oxides to iron and the second the reduction of zinc oxide to zinc vapour by the iron. In this work the effects of operating variables such as temperature, CO/CO2 ratio and pressure on the recovery of zinc from an industrial EAF dust obtained from the Smorgon Steel Mill were investigated. Zinc recoveries in the second stage were found to approach 100 per cent at 1000oC after about four hours in nitrogen but within 40 minutes if a low vacuum was used.

All sections of our community are becoming increasingly aware of the dangers of uncontroll- ed erosion associated with modern earthworksy whether they be concerned with the protection of capital structures, reforestation of mine tailings or generally the aesthetic and ecol- ogical impact. Because of the many ecological variances and climatic conditions no single technique may be offered as the complete answer. Rather that a combination of a series of techniques is nec- essary to achieve an individual end result. These techniques may appear to be expensive initially, but when considered in relation to the overall cost, and we realise that this work represents our only insurance of the stability of our project, the cost of stabilisation is insignificant. Once erosion has commenced the cost of stabilisation escalates dramatically which highlights the definite need to include the requirement of stabilisation in early design of your projects. Stabilisation should commence during construction to ensure that control of mobile soils is gained at the earliest possible time.

As a part of Solid Energy's progressive rehabilitation of the Stockton Mine, it was determined that significant rehabilitation of the existing Mt Frederick Sidecast would be required to ensure the long-term stability of the sidecast. The goal of this rehabilitation is to reshape the existing stockpile into a more stable slope configuration, and the construction of a comprehensive stormwater collection and discharge system. The reconfigured slopes will facilitate the final revegetation of the exposed surfaces and the management of surface and groundwater discharges from the area. This paper briefly describes the specific details of the project and the significance of seismic conditions on the long-term stability of the reconfigured stockpile.

The sulfurisation-flotation process was unsuccessful when initially applied to the oxidised Pb-Zn ore in Lanping County of Yunnan Province China. A comprehensive mineralogical study indicates that the problem is caused by the soluble salt gypsum in the Lanping oxidised ore, which produces a large amount of Ca2+ cations. The Ca2+ cations react with S2- anions (from sodium sulfide) in preference to Zn2+ and Pb2+ forming calcium sulfide, and make it difficult to form zinc and lead sulfides on the surfaces of the respective oxidised Zn and Pb minerals. In addition, the calcium sulfide formation consumes a large quantity of the available sodium sulfide, further inhibiting the sulfurisation process. The efficiency of the sulfurisation of oxidised Zn and Pb minerals has been improved greatly by the pretreatment removal of gypsum, with the added benefit of the required dosage of sodium sulfide being substantially reduced.

The Lower Palaeozoic Woolomin Association is composed of chert and jasper (often radiolarian), siliceous argillite, the mafic volcanics with associated hyaloclastites, and occasional greywacke and limestone lenses. Several "Cyprus-type", conformable pyritic copper (+/- zinc and cobalt} sulphide lenses are spatially related to individual mafic volcanic units and manganiferous chert and/or jasper. The Association has been interpreted to represent an oceanic crustal remnant generated either in an island arc environment (Herbert, 1981) or at a divergent plate boundary (Scheibner and Glen, 1972; Leitch, 1974a, 1975) later to be obducted, or tectonically emplaced, into continental crust; the adjacent Peel Fault was considered to be the palaeo-obduction zone (Scheibner and Glen, 1972) and the associated alpine-type mafic/ultramafic complex, an ophiolite (Crook and Felton,1975).

The mined-out Old Waite volcanogenic Cu-Zn deposit lies in the Noranda mining district of northwestern Quebec. The deposit has a distinctive pipe-like zone of alteration beneath the massive ore, extending into the stratigraphic footwall. The hydrothermal metasomatism within the alteration pipe produced a concentric zonation. with a peripheral quartz - sericite - chlorite mineral assemblage surrounding an axial core of magnesian chlorite - Phlogopite.

Relationships between lead blast furnace performance and the composition and size distribution of sinter were determined from analysis of lead blast furnace operating data. Sintering plant practice was subsequently modified and substantially improved furnace performance resulted.

A 250 tons per day ammonia-ammonium carbonate leaching plant is now being operated by Samin Limited, to extract copper from the oxidised ores at the Burra mine. This forms the first stage of a plant, which will eventually have a capacity in excess of 1,000 tons per day. The article reviews the history of the mines at Burra and the metallurgical studies which have been undertaken since the old mines closed in 1917, in an endeavour to recover the copper from the low-grade deposits left by the original miners. The reasons why an ammonia leaching process was selected instead of the conventional flotation or acid leaching methods are discussed. The paper concludes with a detailed description of the plant and the basis on which it was designed.
