I feel a little like the Parson delivering his Sunday Sermon, chastizing his parishioners for not coming to Church. Those who need to hear me are absent.Nevertheless, I hope that if you agree with what I am about to say you will go forth and spread the word.We often hear of the impact mining has on the community. I prefer tonight to deal with the impact some community attitudes have on mining, and I want to point out that the results of these attitudes rebound to the detriment of our society. I want to deal particularly with regulation, taxation, and proflts.In a civilization whose standard of living is essentially dependent on an adequate and reliable supply of cheap metals and fuels, it should be evident to Blind Freddie that mining must be encouraged.I must express concern at the constraints inflicted on the mining industry by our community. We tend to blame Government for our difficulties, but we must recognize that Government acts merely as agent for the community. It is fair to say that in a free society, if Government actions do not reflect the demands of the electorate, then it doesn't stay the Government. It is important though for Government, in framing its policies, to ensure that it is not unduly influenced by the loud voices of minority groups.The people of our nation have every right to demand that our industry meet certain criteria to be allowed to operate. We all wish to live in a healthy and congenial environment, and to have our individual comforts protected. It is essential, however, that the community realizes that its demands on the mining industry are affecting Australia's prosperity.Each new regulation and each new tax or impost has its effect on investment, employment, and national revenue. Restraints result in an increase in costs which in turn raises the minimum value of a mineral deposit which is economically mineable. It results in minerals, which could be mined under more favourable circumstances, remaining in the ground, perhaps lost for ever.

Rio Tinto Technology and the Rio Tinto Foundation for a Sustainable Minerals Industry have funded the development of a practical floating module that can reduce water losses through evaporation from water dams at mining and mineral processing facilities by about 75 per cent. The modules, which are also suitable for use by farmers and communities, were designed for easy deployment, to allow the water to æbreatheÆ, harvest rainfall and resist wind speeds of more than 100 km/h. A large-scale demonstration trial will be conducted at the Northparkes Mine, located near Parkes (New South Wales, Australia). The objective of the trial is to demonstrate to Rio Tinto business units, community, farming and government groups the moduleÆs operating costs and water saving potential.

Key incompatible element ratios for metabasalts from the Early Permian Croisilles and Patuki Volcanics, South Island, New Zealand, provide constraints on the tectonic environment in which their precursor ophiolitic protolith formed. Two geochemically distinct metabasalt suites are recognised among both the Croisilles and Patuki rocks. Metabasalts from one suite exhibit the geochemical signatures of depleted tholeiites from oceanic spreading ridges (N-type MORB) or spreading centres in evolved back-arc basins. These N-type tholeiites show high Zr/Nb ratios (Zr/Nb = 37-62) and are depleted in light rare earth elements (LREE)((La/Y)N

The Dutwa Nickel Project is a nickel laterite atmospheric leach project located in Tanzania that has been under development by African Eagle Resources plc (2012). A bankable feasibility study (BFS) has been progressed to evaluate mining of the resource (107 Mt at 0.92 per cent Ni) followed by hydrometallurgical processing on-site to make a mixed nickel-cobalt intermediate product. The unique relatively high silica contents in the Dutwa deposits, as opposed to limonite, which is more commonly occurring in nickel laterites, presented the possibility for beneficiation of the ores to enhance the leach feed nickel grades and provide economic benefits in terms of operating and capital cost efficiencies.Geometallurgical relationships, based on the results of an extensive variability metallurgical test work program for beneficiation and leaching, were developed for the BFS, which resulted in an improved understanding of ore classifications within the deposit and their responses. The geometallurgical information obtained has been instrumental in making key preliminary techno-economic decisions, such as forecasting whether or not mined material should be beneficiated and was ultimately used to drive the mine plan towards the prioritisation of areas within the deposits that delivered the best cost efficiencies and overall project economic outcomes.CITATION:Elkington, T, Lorenzen, L and Czerny, C, 2013. "*This is an abstract only*Construction of geological models for kimberlites has historically largely been based on visual volcanic textures and features, with chemical data only collected on an ad-hoc basis depending on the level of perceived complexity observed in the geological data. The focus of this paper is a high-level view of the impact an initial absence (or lack) of relevant chemical data had on two kimberlite resource models as well as how the magnitude of the problem increased once the resource estimation process commenced (Stiefenhofer, 2013). The impact of ignoring chemical data on a project assessment where micro-diamond estimation techniques are employed, is also discussed. Resource estimates based on micro-diamond data are critically dependent on the use of the correct geological model since stationarity of the size frequency distribution is key to the generation of correct grade estimates. A multilevel approach is advocated where the volcanological/visual model is verified using chemical data and both are in turn verified by the diamond data.CITATION:Stiefenhofer, J, 2013. Flotation process intensification is often achieved through changing chemical reagent scheme or flotation machine or both, which likely brings a hefty burden to the flotation plants in terms of capital or operating expenditure. A novel approach to flotation process intensification is the use of acoustic sound, which has been demonstrated to be effective in improving the flotation of various mineral systems with different type of flotation cells. This approach was based on the dynamic stabilisation effect of acoustic sound on the flotation froth. The present work aims to understand the influence of various experimental conditions on the effectiveness of the approach. First, the effects of sound frequency and amplitude were studied with column flotation of silica particles. Results showed that the flotation performance was improved only within a certain range of frequencies and above certain amplitude. The study was then extended to the mechanical flotation of quartz particles with various size ranges and at two solids concentrations. With sound, the recoveries of different size fractions within the range of 20–212 μm were all increased. In particular, the recovery of 150–212 µm particles was increased from 0 per cent to approximately 25 per cent, demonstrating the potential for extending the upper limit of particle size in flotation by using acoustic sound. Furthermore, mechanical flotation of chalcopyrite particles at various collector dosages (50–150 g/t) was carried out with and without sound. Results showed that the increment of the final flotation recovery was increased with sound at different collector dosages. Overall, acoustic sound has the potential to be used as an effective and versatile method for flotation process intensification.

The present paper gives the design of a new HGMS for magnetic separation of sulphides. The main characteristics of this HGMS are using iron-cladding saddle-shaped magnetic coil for instead of the ordinary magnet, and combining reciprocal-linear motion with vibration to actuate the separation box, and the magnetic field intensity is high up to 2T as well. For improving the magnet system design, a modified finite element method is used to calculate the distribution of magnetic field intensity of separation space of the magnetic coil, and accordingly the calculation results the magnetic leakage coefficient can be determined easily, thus designers apart from the empirical way. The Institute of Mineral Processing at Aachen University of Technology has been engaged in fine and ultrafine comminution for several years. Former investigations had been dealing with the mechanical activation with the aim of increasing the solubility of highly resistant oxides such as tantalite and niobite while research on the product of ultrafine powders is of major importance at the moment. Materials of that kind are of increasing interest in the production of extremely resistant ceramics, in the development of new raw materials, in powder metallurgy and in the production of fillers (extender pigments) and pigments. The creation of ultrafine powders is difficult and very expensive. They can be produced by means of condensation or dispersion methods. One important method of dispersion is mechanical comminution. Due to long and intensive research and development all over the world important advances have been achieved but still a great number of questions and problems occur especially in producing materials of submicron and nanometer grain sizes which could be answered or solved only insufficiently up to now. These mentioned difficulties refer especially to: ò the required energy input into the feed material, ò the forming of strong agglomerates and wall stickings, ò the required product qualities, and ò the entire and reliable characterisation of the products. Basic investigation aim to clarify the micro and macro processes of ultrafine grinding and work towards solutions to the difficulties mentioned above. The aim of the Institute's research is the development of a new grinding device for producing ultrafine powders. First results of a laboratory scale mill of that type will be presented in this paper.

There has been a reduction in overall workforce in the mining industry during the current downturn; a corresponding reduction in fatalities and high potential incidents (HPIs) has not been observed. The same contributing factors can be seen in the vast majority of these incidents. These include inadequate supervision and lack of adequate risk assessment. How management structures, trains and leads an operation can have a great impact on eliminating these factors and reducing the risk of fatalities and HPIs.Contractors now account for 41 per cent of full-time equivalent employees in the Queensland mining workforce, and are disproportionately represented in the majority of fatalities and HPIs. Having a clear strategy for how contractors are integrated into the workforce is crucial. However, where silica dust of less than 10 micron sizing is present, they Cannot be recommended. Generally, they are more acceptable to the men than the heavier but more efficient types of industrial respirator.The best avenues of approach to training appear to be:(a) Liberal use of vi~ual aids (posters, photos, slides, etc.)(b) Efficient interpreter service.(c) Constant follow-up and check by foreman and fellow workmen.Mr. W.Marsden (B.H.P. Roadheaders have had a chequered history in hard rock excavation in Australia since their introduction into the country in 1972. This has resulted in a poor reputation among both clients and contractors and subsequent reluctance to design tunnels and underground space around their performance characteristics.This has now changed because of the introduction into Australia of a new breed of Roadheader, the Mitsui. This paper sets out the history of development of the Mitsui range of Roadheaders. It describes the process which resulted in the introduction of this new machine, its performance to-date and the characteristics which have contributed to the success of the machine. The combination of these factors have led to a change in attitude to the use of Roadheaders in underground excavations.

Column flotation is receiving increased interest from both an industrial and research perspective in Australia. The traditional overseas application as a molybdenum cleaning cell is being expanded and a number of new applications as cleaners, scavengers and roughers are emerging in Australia. The success of column flotation has hinged on the new understanding developing from the work of Finch- and coworkers at McGill University, Canada, particularly in relation to scale-up parameters and model development. The aspiring column flotation user in Australia now a has wealth of experience to draw on when deciding on the correct procedure to follow during the process evaluation and plant installation stages of development. However, some aspects relating to column design, such as aeration mechanisms, require careful evaluation.

Since the early days of flotation, process technicians have known that the speed at which the froth is recovered over the lip of the cell has a very direct and consistent influence on the grade and recovery of the circuit. No plant would deny that, even to this day, one of the most important aspects of a process technicianÆs job is ensuring that the froth is moving at a desired and controlled speed over the lip. Unfortunately, process technicians cannot watch the froth throughout the entire shift, as there are always other problems to attend to. A considerable amount of work has thus been done to develop a æsystemÆ that automatically measures the speed of the froth. This measurement would then be used in simple controllers to emulate the steps taken by the process technician in correcting deviations of the froth speed from its desired level. Many of the earlier attempts to measure speed were ineffective, as they were unable to cope with turbulence on the froth surface. The FrothMasterÖ instrument makes use of machine vision technologies to measure the speed of the froth over the lip of a cell at a very high sampling rate. This instrument produces an extremely reliable and accurate measurement of the froth speed (as well as other parameters such as bubble size and froth stability). As we will show, the effectiveness of the speed measurement in controlling the performance of the plant is a testimony to its reliability. Three FrothMasterÖ units have recently been installed on the Cadia Hills Gold Mine in New South Wales (Australia). The objectives of this installation were:to control the mass-recovery of two Tank Cells in series on the same level where differences in the hydrostatic head between the two cells result in the cells pulling inconsistently with respect to each other; control of the concentrate grade (per cent copper) from the first rougher; reduction in the frother consumption in the rougher circuit by monitoring the froth speed. A simple controller was designed to react to disturbances in the same way that human operators react. This was done after consultation with the metallurgists and the process technicians at Cadia. The controller had two functions: Stabilisation: The stabilising controller made use of three manipulated variables (level, frother addition rate and aeration rate) to control the froth speed to a setpoint. Optimisation: The optimising controller adjusted the froth speed setpoint based on deviations of the grade (measured in real-time by the OSA) from a setpoint. The plant metallurgist adjusted the grade setpoint based on information about the ore. The results from a 21-day trial have shown the following:The ratio of concentrate mass-recovery between two cells in series on the same level has been successfully balanced, thereby overcoming problems due to differences in hydrostatic heads. It is possible to control the speed of the froth, in mm/s, to within five per cent of its setpoint using the aforementioned manipulated variables. It has also been shown that, for reliable control, it is necessary to control more than just one variable (eg level or air). The grade of the first rougher concentrate has been controlled to within 0.3 per cent of the grade setpoint for long periods of time, which has important implications for the circuit recovery. The frother consumption has been reduced significantly. This paper will thus show that substantial progress has been made to demonstrate the value of using on-line froth speed measurements in flotation plant control to obtain real financial benefits.

It is very rare in the underground hard rock environment to find a deposit that is ideally suited to a specific mining method. Usually the irregular shape of the orebody will allow the deposit to be extracted by more than one mining method. During the prefeasibility stage, a number of conceptual mine designs are generally evaluated to see which offers the best method of extraction for the deposit. The selected method is usually based on key decision criteria such as the overall extraction of the orebody, the amount of metal produced annually and the unit cost of production. Often the prefeasibility study document will state that the project has an NPV of æxÆ million dollars. This statement can be made without any quantitative consideration of the likely risks of the mining methods reviewed or the level of confidence in the estimation of the NPV. By assigning a probability of failure to each component of the mining cycle a measure of the risk for each method can be determined. One mining method may provide the highest NPV when it is performing well, however, there may be a higher risk of a major failure impacting on the performance of that method, eg the failure of a mass blast of a crown or rib pillar. This paper will present a flowsheet approach to the use of risk analysis for determining the likely production rates of different mining methods. This framework allows the annual metal output to be estimated and from this the NPV for each method. A level of confidence can be applied to the estimated NPV for each option. An example will be presented on how this technique has been used within the Normandy Group.

Mr Chairperson, respected leaders of the mining industry, ladies and gentlemen;   Good morning, Kiora, Nihao.   I am very honoured to give a speech to the 2005 New Zealand minerals conference. I would like to take this opportunity to express my sincere thanks to the Ministry of Economic Development to invite me to be part of this important event.   Today, I am going to talk about two themes: a brief introduction of ChinaÆs economic development, including ChinaÆs energy strategy; the good bilateral relations between China and New Zealand, its potential for further development and its relevance to our cooperation in the field of minerals and energy.   It is a well-known story that over the past 27 years, great changes have taken place in China. In 1978 when ChinaÆs reform and opening up just started, its gdp was near to only 150 billion usd dollars. By the year of 2004 it reached to 1.6 trillion usd, an average of yearly growth rate 9.4 per cent.   ChinaÆs great achievements are widely appreciated both in China and abroad. ChinaÆs development has not only improved the living standard of its own people, but also produced a huge market and brought about great opportunities for the world. Since ChinaÆs entry into WTO in 2001, China has imported near to 1.8 trillion usd dollars of goods, averaging a yearly imports of 500 billion usd dollars, creating for other countries and regions more than ten million jobs.   Our prediction is that in the next five years, ChinaÆs imports will be well over three trillion usd dollars. China will continue to serve as one of the leading growth engines for the future world economic development. Now China is on its great strive to achieve the goals of improving living standard for all the Chinese people. We are trying to reach a quadruple gdp of 2000 by the year of 2020, namely to reach gdp four trillion usd, a gdp per capita 3000 usd dollars.

Today, coal production accounts for about 65 per cent of the nationÆs gross energy in China. By the year 2010, the output of coal is planned to increase to 1.65 billion tonnes and by the year 2020 to 1.9 - 2.0 billion tonnes. To meet these energy needs the Chinese coal industry is developing underground coal production on a massive scale. The new drive introduced by using direct torque control (DTC) is now proven technology for mine shaft hoisting. The drive offers unequalled speed and torque control performance as well as a low impact on the supply network by controlling the power factor to unity with a minimum of harmonics distortion.

This paper presents a new idea in field data collection for geological and scientific data. The computer keyboard has been replaced by a barcode wand driving a spreadsheet style editor. To use the full capabilities of computer hardware currently available, geotechnical and geological data can be entered and validated in the field, in a structured format, for later transfer into modem geological modelling databases. An example, using a geotechnical borehole log, explains the principles discussed. The generic nature of the Datcol system is illustrated by the application developed using the Norwegian Geotechnical Institute Rock Mass Classification system. A brief description of a modem spatial relational database is also given with particular reference to underground engineering.

The earth is a planet limited in size and limited in total resources. For the forseeable future, it is the only available habitat for mankind. Therefore, it follows that the more we know about our planet the better we can utilize its space and its resources for our well-being now and in the future. But, to accomplish this, we need reliable basic information. Geosciences provide such information. Recently, Dr. M. King Hubbert took note of the important effect of the geosciences on society, on how we think, and how we live. In the first century of modern geology, 1780- 1880, the influence of geology was primarily on how we think, i.e. changing our concept of the earth from one with a short catastrophic history to one that developed gradually over enormous spans of time. In the second century, 1880-1980, the emphasis was on how we live, on expanding the knowledge base so that we could more easily find and utilize the earth's resources. Now, in the third century, i.e. from 1980 towards the year 2000 and beyond, we should concentrate on both how we think and how we live; i.e. how we can better estimate potential global' resources and how we can manage these resources for maximum benefit to mankind. Like other sciences, the geosciences build upon what has already been done. Progress is achieved by using the thoughts, measurements, and observations of past workers, adding to these the insights from new experiments and from new concepts. Geology has its own methodology and approaches; but more than most sciences, it calls also upon the tools of physics, chemistry, mathematics, engineering, and biology to help solve its problems. Today's increasing population, increasing industrialization, and increasing complexity of modern society demand more detailed geoscience information so as to better use the land, reduce geological hazards, provide an inventory of resources, facilitate waste disposal, and prepare for long-term effects such as changes in climate and sea level.

Coal dust is hazardous to underground coal workers and water spray is the most common and economic method for controlling coal dust. Previous studies proved that the addition of surfactants can improve the performance of water spray on coal dust suppression. The evaluation methods for surfactants vary from different studies. The zeta potential test is a common method for evaluating surfactants with ionicity. Generally, the suspension of coal dust with pure water usually showed a negative value of zeta potential. The addition of cationic surfactants can increase the zeta potential to a positive value with a small dosage, while the addition of anionic surfactants can only lower the zeta potential. However, there is a lack of comprehensive study to investigate the relationship between the zeta potential and the suppression performance for coal dust. The aim of this study is to reveal the consistency and discrepancy between the zeta potential and the suppression efficiency of a surfactant. Firstly, the mixture of cationic surfactant solutions and coal dust would be evaluated by the zeta potential test. The wind tunnel tests would then be conducted for the same surfactant solutions to measure and calculate the suppression efficiency. It was found that the addition of surfactant can increase the zeta potential and the suppression efficiency and it reached the greatest efficiency when the zeta potential approached to zero. The equilibrium of zeta potential can benefit the suppression performance of surfactants in the wind tunnel test. The result of this study can achieve a better understanding of the mechanism for coal dust suppression. The selection of surfactants will also be suggested for researchers or industries in terms of coal dust control. It would be more economic if a similar performance could be achieved by less consumption of surfactants.

Previous methods for the assessment of the explosive potential of gas mixtures have required the plotting of apeexplosibility diagram. These became cumbersome if a large -number of assessments of various sampling locations over a period of time wererequired. This may make the approach of a dangerous situation more difficult to predict. With the aid of a programmable calculator, a new method for the rapid assessment of the explosibility of coal mine sample gases has been developed. This method does not require that an explosibility diagram be drawn to indicate the explosive status of a gas mixture. Simple Cartesian co-ordinates representing the explosive potential of,mixtures are obtained, which may readily be plotted to show changes with time.
