Considerable confusion is to be found in the methods of estimating mineral reserves. The solution appears to be more cooperation between industry and government to agree upon a classification system with guidelines to overcome the problem of the many variable factors affecting reserves. The classification system proposed by the United States Bureau of Mines and the United States Geological Survey (USBM/USGS) together with the guidelines similar to those suggested by the Australasian Institute of Mining and Metallurgy/Australian Mining Industry Council (AusIMM/AMIC) is recommended for reporting mineral reserves to government.

IF lead be heated with concentrated sulphuric acid two distinct actions will usually be observed. In the first, bubbles begin to be evolved more or less rapidly from the lead, and in the second, which occurs at a higher temperature than the first, hydrogen and sulphur dioxide are evolved, free sulphur is liberated, and leadsulphate is formed. The second action may be violent and usually continues till the lead is all consumed.Attempts have been made to apply these reactions, by means of a standard procedure, as a "Flash test" for the acid resisting qualities of chemical sheet lead. The cost of capital is the rate at which a project's cash flow should be discounted to obtain the Net Present Value. The cost of capital is a weighted average of both debt and equity funds of a company, on an after tax basis. Two methods are described for calculating a company's cost of equity, the Dividend Valu- ation Model and, more importantly, the Capital Asset Pricing Model. A worked example is presented where the cost of capital was obtain- ed for two resource companies. The application of the cost of capital was illustrated by way of a mining equipment replacement problem. The paper outlines refinements and problems that may be encountered with the use of the cost of capital, and concludes that it is an integral part of any project evaluation.

Operations in an underground drill site have to co-exist within the mineÆs ventilation and operational system. The space requirements of a drilling operation have to be adapted to the limitations provided in available site space, which is usually defined by standard mining operations and geotechnical influences. These limitations affect borehole design, equipment positioning in the site layout and possible interactions with mining equipment and services such as water and power supply.The ventilation requirements for drill sites and the means employed vary with depth of the site, space and likely presence of gas. All drilling operations provide a particular service for the mine and in each case, drilling must operate in a manner which controls all gas, water and cuttings returning from the borehole. The various standpiping systems employed have evolved under differing influences and must cater for conditions during and after the drilling operations.The influences that gas content, pressure and flow, rib stability, cleat direction, borehole length, potential water pressure and flow have on a mineÆs operation and ventilation systems have to be considered in the design of standpipe length, diameter and fittings. Past history has a strong influence on common practice while worst case effects of a possible in-hole event should be catered for.This paper describes the early drilling systems and their limitations in ventilation and gas management. The drill site dimensions and set-up are discussed in the context of roadway conditions, equipment layout, ventilation and logistics. The use of standpiping to control all returns from the borehole is illustrated by referring to likely scenarios in a drilling site to achieve the most effective sealed depth to accommodate the worst case possibility of intersecting high pressure gas or water during the drilling operation. The assessment of the face velocity of blasts is important in the analysis and subsequent improvement of blast performance. POWERWAVE RADAR is a new tool which will make the collection of this data easier for blast researchers. The data collection technique ensures that a large amount of face velocity data is collected from a blast, and describes the velocity characteristics of the face at a new level of detail. This results in a greater understanding of the effect of drilling and blasting parameters on blast performance. Several case studies are presented which illustrate the collection technique, the type of data generated and how the data is used.

Industry, especially extractive industry, must now give serious attention to the impact its operations have on the natural environment and on the economic, social, and cultural context within which it operates.   While this obligation is statutorily managed, there has been a recent shift towards a culture of self responsibility. Industry is now talking about earning its ôsocial licence to operateö and the importance of maintaining the ôtriple bottom lineö, thus adding environmental and social performance to the usual financial criteria used to measure organisational performance. The social context within which companies operate has also become more sensitive with industry responding to a growing public expectation that it conduct itself in a way that strives for sustainability by operating and developing in a way that meets the needs of the present without compromising the ability of future generations to meet their own needs.   There are glowing accounts of industries engaging and collaborating with the communities within which they are based. In amongst these are also some disasters which result from cultural assumptions, industry created dependencies and the failure to attain community buy-in despite significant investment by the industry involved.   There are also remarkable stories of communities, and action groups within communities, being a significant catalyst for positive change of their natural, cultural and social environment. In amongst these stories there are also accounts of long and drawn out battles; adversarial situations where no one wins; a litany of mistrust, tricks and tactics, with the better resourced party ultimately achieving its primary objectives at the cost of the other (and at the cost of any potential fruitful, mutual relationships).   So what makes the difference in achieving the positive rather than negative outcomes? The answer lies in the way the outcomes are achieved. Building relationships based on good communication, respect for divergent views, mutual understanding, and the development of trust and empathy, makes it possible to identify shared goals and objectives that best meet the needs of all parties.   Research indicates the mining industry is making good progress in developing policy and commitment to community development and engagement but that, ætranslating commitments into improved practices at the site level remains one of the industryÆs toughest challengesÆ. (Australian Government - Community Engagement and Development Handbook October 2006 @ page 49.)   This paper considers the merits of a process of community collaboration and what it has to offer in terms of meeting that challenge.

Power supply for remote mining developments is compared with supply to the general public with the conclusion that the private power plant operator has many opportunities to minimise his costs which are not open to public utilities. The main features of diesel, gas turbine and steam power plant and the limitation upon their application which may be imposed by the fuels available and the local conditions at remote sites are outlined. Reference is made to the value of joint examination by the mining engineer, metallurgist and power engineer to decide how to make best overall use of capital, labour and energy in co-ordinating the design of power and process plant and in setting no more than adequate standards of reliability and efficiency. Fluctuations in world markets make it difficult to plan mining operations to a firm time base. Suggestions are made to minimise the financial risk in forward expenditure upon power plant which in large sizes due to longer construction time may have to be ordered before a final decision is taken upon the mining development it is to serve.

The Iron Road Limited Central Eyre Iron Project (CEIP) area, located on the Eyre Peninsula of South Australia, covers extensive Archaean iron formations that occur as coarse-grained magnetite bearing gneiss. The cumulative strike length, estimated from aeromagnetic data, is at least 95 km.The project is located in a grain growing area 185 km west of the existing iron ore and steel making operations of OneSteel at Whyalla. A narrow gauge railway built to transport agricultural products to the deep-water port of Port Lincoln, 175 km to the south, traverses the project area. A number of well-serviced rural townships are located nearby. Current activities include resource expansion drilling, extensive metallurgical test work, community consultation and a Prefeasibility Study (PFS) that commenced in April 2010.The PFS has encompassed the Central Eyre Iron Project, comprising the three significant iron occurrences (Warramboo, Kopi and Hambidge) and was completed in early 2011. Extensive test work programs and metallurgical modelling confirmed viable process options for the project, using simple off the shelf processing technology.Preconcentration by coarse cobbing yielded promising results, and is the key to reducing not only the capital expenditure but also the operating cost, in particular the power cost, which is the highest operating cost component of a magnetite benefi ciation plant. The ore is also amendable to high pressure grinding rolls (HPGR) processing. This offers a potential for further reduction of the energy requirements.Test work also confirmed that a high grade blast furnace quality concentrate (~68 per cent Fe) can be produced at a relatively coarse grind (P80 106 µm).

Working capital is best described as money that must be supplied from a company's treasury to buy inventories for raw materials and finished products and to provide credit to customers who have not yet paid for delivered products. Working Capital requirements for resource projects are to a large extent, dependent on specific characteristics of the projects concerned. Important variables are the nature of the project and speed with which sales can be realised. The project's location is also important as this will influence inventory levels. Working capital requirements have a time profile, the present value of which can represent a significant portion of a projects overall capital needs. A significant component of a project's working capital is not readily recoverable or able to be reassigned should the project fail or be deferred.

Final landform planning in Deswik software was used to determine if integration into the mine plans could achieve better closure outcomes. ON milling plants, where a large number of slime samples are collected each day, considerable work is involved preparing them for the assayer. The usual practice (as the material usually passes a 150-mesh screen) is to place the sample on a 30-mesh screen an 1 brush it through on to a cloth below. The sample on the cloth is mixed and a portion taken out for the assayer. A simple apparatus that would rapidly disintegrate and prepare these slime samples for the assayer was needed. The manufacturers of assayers' supplies appear to have overlooked apparatus for this class of work. To overcome the tedious preparation of slime samples by the above method, the writer devised the apparatus shown in the accompanying drawing (Fig. 1). It will be seen that the apparatus is a combination of a modified household flour sifter and a riffle sampler.The apparatus is made up in two parts, the top half consisting of a screen box carrying the disintegrator, and the bottom half a, riffle divider, the joints between the two being a slip-in fit. A lid is provided for the screen box. The disintegrator consists of an open drum, to which are soldered three rows of spring steel fingers. Each row has a number of steel fingers which, on rotation, press against the semi-circular screen in the screen box, forcing the slime particles through.To operate the apparatus an 8-in. sample tin is placed under each spout of the divider. The sample of slime, which is about 2 lb. in weight and usually in lumps, is placed in the screen box, the cover replaced, and the drum rotated about half-a-dozen times by means of the handle.The disintegrated sample is divided by the rifle divider into two portions, which are found in the tins under the spouts of the apparatus. One of these samples is taken, mixed on a sheet, and sent to the assayer.

The emphasis in Australia, until recently, has been on large scale mining methods with drive sizes in excess of 4.5 metres square and the acceptance of high dilution ratios, even when working in relatively narrow orebodies. The rising cost of extracting and treating the recovered ore and the lower prices available in the world markets has seen a growing trend to narrow mining methods.Traditionally narrow orebody mining has been carried out using hand held drilling methods and rail mounted boggers. Recent advances in mobile equipment now offers the operator of narrow method mines the opportunity to completely mechanise the mine from the drilling, through bogging to haulage, while maintaining minimal dilution in drive sizes to two metres wide or less.

The development of a coal project must pass through a number of phases, taking it from a preliminary evaluation through to detailed mine planning. For each phase the cost of data acquisition and associated mining studies increases exponentially for linear improvement in confidence levels. Within each mine planning phase there are four main activities. These are the economic ordering of reserves, the development of optimum mining strategies, mine design and scheduling and finally the estimation and analysis of costs. The development of the optimum mining strategy is one of the most critical aspects of a mining evaluation and the application of economic criteria at this stage of the project is vital to the successful generation of an optimised mine design. A recommended method is the concept of Economic Ratio (ER) which expresses the likely cost of mining from a given location in a deposit in terms of the value of the product likely to be recovered. The most economic mining strategy will be to mine areas from low economic ratio to high economic ratio within the constraints of reasonable equipment application. When selecting equipment a particular machine should not be selected solely on comparison with other machines in isolation, but the total application must be analysed. In the final selection the decision should be based on whether or not it has a beneficial effect on overall project economics. The economic assessment must take into account the time value of money, so the real cost can be determined with adequate provision for capital and operating costs over different time spans.

Acceptable post-closure performance of decommissioned mining operations is a critical factor in persuading todayÆs environmentally conscious public that the mining industry will not continue to burden future generations with the legacy of environmental tragedies. Post-closure impacts must be identified and managed through robust engineering design if the post-closure environment is to be environmentally sustainable. To manage potential post-closure risks (environmental, health, safety, social and economic) within acceptable limits, WMC incorporates a risk-based approach to closure planning and engineering design. WMCÆs risk-based closure engineering design process provides a simple methodology for developing robust closure plans û the process æengineers outÆ unacceptable risks and æengineers inÆ a sustainable post-closure environment. Benefits of the risk-based process include stakeholder endorsed closure criteria for an agreed post-closure land-use, focusing of resources on major risks, and a realistic and accurate estimate of the required closure provision. The outcome is an increased likelihood of satisfying the three pillar goals of sustainable development û a financially sound solution that poses a low risk to the environment and future generations.

Projections of metal requirements for Japan and the United States indicate growing competit- ion for Australia's mineral output and a critical need for continuing discovery of new reserves. These projections may be modified by economic, social and political controls - the most import- ant factor probably being a shortage and the high cost of risk and development capital. Changing ownership patterns toward joint ventures and increased state participation are anticipated. New developments in global tectonics and metallogeny delineate favourable zones for ex- ploration and permit establishment of priority search areas even in regions of poorly known geology. Declining ore grades and special character- istics to meet technological requirements may modify identification and evaluation criteria. A broad approach considering all environments of concentration within the geochemical cycle is re- quired within any metallogenic province. The exploration geologist must be able to integrate geological theory, mining technology and financial analysis to establish well defined exploration objectives, in terms of economic and geologic models, in concept-oriented programmes.

The options that are open to engineers for cooling mines are limited and are primarily dependent upon the thermophysical properties of coolants. These properties are carefully analysed in the context of cooling mines and a comparison is drawn among Ammonia (R717), Monochlorodifluoromethane' (R22), Dichlorodifluoromethane (R12) and Water (R718). From this comparison the extent of Ammonia's superiority as refrigerant is Evident.

The incentive to control coal flotation circuits arises because of disturbances, from plant operating practices and variations in feed coal characteristics, which result in large amounts of fine coal being lost in circuit tailings streams and lower grade concentrates being produced. Additionally, the flowrates and compositions of con-centrates and tailings streams can have significant effects on dewater-ing brocesses. A universal control strategy for these circuits cannot be developed. Rather, three major groups of variables must be con-sidered during strategy development: coal characteristics; circuit design and operating practice; and the variables selected to control the process. The second. and third groups-are discussed in this paper and examples from studies in operating plants are presented.

Diversity is a key strength for Western Mining Corporation. An international corporation with assets of about $A10 billion, WMC is engaged in both mining and downstream processing of minerals including nickel, gold, alumina, copper and talc, as well as having interests in oil and gas production and agricultural fertiliser. The company is focusing on several core commodities that will maintain its strength in the years ahead. Although most current mineral assets are within Australia, it plans to have 25 per cent of its operations off-shore by the turn of the century, and be a major producer in at least six core commodities. WMC's strategic and management focus has shifted from a regional approach to a commodity focus so that it can more readily cater for different markets with differing sensitivities.
