The title of my address today 'An Environment for Mineral Development' is a play on words, but I wish to use the meaning of the word environment in the broadest possible context to comment on those factors that control mineral development in New Zealand today. Of prime importance, let us consider the current economic environment in which New Zealanders live and work, as individuals and communities, and as a trading nation. It is the expanding growth requirements of the emerging nations and the interactive economic forces of our international trading partners and competitors, that dictates New Zealand's economic environment and thus the priority to develop its natural resources. As an itinerant New Zealander who has kept a watching brief over the economic environment in New Zealand over the last 30 years, I say, without prejudice, that I am concerned to have seen New Zealand's external and internal trading position deteriorate so rapidly in the last decade. I am concerned that a significant proportion of the population has been extremely slow to realize that with the creation of the European Economic Community, in the late 1950s, and following the first OPEC oil crisis in 1973, New Zealand in a corporate sense came close to technical bankruptcy.

The mechanism of clay slime flocculation in coal washing circuits is considered and it is concluded that polymer flocculants are most suitable. It was found that the addition of sea water with a polymer flocculant improved flocculation and settling, and it was also found that dilution of a flocculated pulp increased floc size and hence settling rate.In predicting plant consumption of reagent it was found that cylinder tests, or even pilot plant tests, could give erroneous results, particularly on flocculated pulps. Different flocculants may, however, be compared in cylinder tests.For filtration, flocculation with Separan plus sea water was much more beneficial than flocculation with Separan alone.INTRODUCTIONDuring the mining of coal, and its subsequent beneficiation by washing, large quantities of minus 10 mesh material are produced. This fine material, which consists of broken down shales and fine coal, causes difficulties in water clarification circuits, in refuse disposal, and in filtration of fine coal.These difficulties can be largely overcome by flocculation, and this paper discusses the mechanism of flocculation, the methods by which a selection of flocculant may be made from the large number available, and the limitation of the prediction of plant performance from laboratory tests. This work applies particularly to the washeries of The Broken Hill Proprietary Co. Ltd. (B.H.P.) and Australian Iron and Steel Ltd. (A.I. & S.) .

A major factor in the economic development of New South Wales has been the ready availability of coal for the major industrial and urban centres of Sydney, Newcastle and Wollongong. Historically, the presence of high quality coal near these areas has acted as a catalyst to urban and industrial growth. This easy access to low cost coal resources over the past 200 years has given rise to a commonly held belief that New South Wales contains vast coal resources sufficient to meet any foreseeable demand. However, a recent study undertaken by the Coal Resources Development Committee has found that New South Wales is likely to face a serious shortage of economically mineable coal in the future. Forecasts predict that demand for New South Wales coal will increase by about 40 per cent, and then remain at about that level for at least a further ten years. To meet such demands, the coal industry will require access to economic high quality coal resources.

Many of the tailings storage facilities (TSFs) in Australia are upstream raised facilities for which the consolidation of the hydraulically deposited tailings is essential to the stability of the TSF. While much operational consideration is given to limiting the rate of rise of TSFs through careful management of deposition rates to achieve desired consolidation, the rate of embankment raise construction (RoC) is often not given the same level of consideration. Loading the tailings at too high a rate during construction could lead to upstream and potentially downstream failure of the embankment. The Tailings Retention System (TRS) at the BHP Olympic Dam Mine comprises upstream raised TSFs that are continually raised with a zoned embankment. Improving on 20 years of successful embankment raising, there was a desire to understand the acceptable RoC under varying operating conditions and assess upper construction limits to improve operational risk management. To understand the RoC, trial embankment raise construction pads were constructed at different rates and the pore pressure response of the underlying tailings material was monitored. The pore pressure data were used to calibrate the permeability and consolidation characteristics of the tailings in a finite element model (FEM) that replicated a typical embankment raise. The rate of material placement, location of the phreatic surface and construction load were varied in the FEM until failure was initiated. The results were presented as a period (in days) over which the various zones for the embankment raise could be safely constructed. The results indicate direct sensitivity to the depth to the phreatic surface prior to commencement of an embankment raise, as well as the point of application of the construction traffic load. This paper presents the study approach, challenges experienced in modelling the construction methodology, the study results and their relevance in the improvement of understanding of RoC at the BHP Olympic Dam TRS.

Separation of fine and coarse particles as separate streams prior to flotation, and their differential treatments, could substantially increase recovery and reduce collector consumption. A series of simulations was carried out to quantify the benefits from plant scale implementation of such a treatment at the Ispat Inland flotation circuit (Minorca mine). The study involved detailed plant sampling and sample analysis to generate the data needed for simulation studies. Samples were taken from all the streams from flotation feed to final concentrate, as well as cell lips and cell pulp. Sampling was repeated for the second ore blend that was processed by the plant during different periods of a year. Sample analysis involved sieve analysis and size by size chemical analysis for total iron, magnetic iron and silica. Raw data were mass balanced, and flow rates within the circuit were calculated. Mass balanced data were used to calculate model parameters representing the existing conditions. Usim Pac was used for both mass balancing and simulation studies. Available pilot and bench scale data were utilised to define the modified flow sheet and expected performance. The simulated flow sheet included classification of flotation circuit feed by hydrocyclones. While the coarse fraction followed the existing flow sheet, the fine fraction was sent to a magnetic separator. Magnetic and rougher flotation concentrates were combined to form the final concentrate. Two simulations for each blend were carried out. The first one assumed that there would be no change in size by size kinetic behaviours of both gangue and magnetite due to this modification. This was named as the worst case scenario, in which particles had a longer residence time due to reduced flow rates within the flotation cells. The second scenario anticipated that there would be an increase in recoveries of gangue and magnetite going into froth launder due to more efficient use of collector in absence of fines. Results showed that pre-classification of flotation feed could improve the flotation recovery by 0.3 - 0.5 per cent, with the major benefit being significant reduction (40 - 60 per cent) in the amount of collector used.

It is generally acknowledged that bulk ore sorting is an attractive prospect for the mining industry. However, uncertainties relating to the operational performance of sensor technologies, the grade heterogeneity present in analysed material and the physical separation performance of the coupled system complicate the evaluation and deployment of bulk ore sorting strategies at operations. To assist in the quantification of these uncertainties, the Cooperative Research Centre for Optimising Resource Extraction (CRC ORE) and Anglo American have implemented a systematic methodology to evaluate the deployment of sensor technologies for bulk ore sorting. This methodology was implemented at a bulk ore sorting demonstration plant using penetrative prompt gamma neutron activation analysis (PGNAA) and surface x-ray fluorescence (XRF) measurements of base metals, as a proxy for precious metals, at Mogalakwena PGE Mine. The methodology comprises of three phases. The initial phase involves the preliminary investigation of sensor technologies and analysis to reduce identified risks prior to commissioning of the bulk ore sorting plant. The second phase executes a series of experiments to prove the sensing technologies in the operational environment and provide confidence the sensors can drive separation. The final phase demonstrates the production scale bulk ore sorting performance of the plant and validates its performance by campaign of the sorted products at the processing plant. Throughout the operational deployment and evaluation of bulk ore sorting at Mogalakwena, several key lessons were learned. These learnings relate to the calibration requirements of the sensor technologies, the application of surface vs penetrative sensor techniques and the preservation of grade heterogeneity delivered to the sensors. This paper presents the methodology used, and lessons learned, in the operational deployment and evaluation of PGNAA and XRF sensors for bulk ore sorting at Mogalakwena PGE Mine.

Inertia cone crushers have found applications mostly in steel slag crushing operations in China. Compared with conventional eccentric cone crushers, the crusher has an obvious advantage in reducing product size. In addition, they are mostly used in two-stage open circuit crushing flow sheet, which simplifies the crushing process. However, inertia cone crushers are not widely used in the mineral processing industry due to their low crushing capacity. In this paper, the throughput performance of the inertia cone crusher was investigated in a laboratory-scale inertia cone crusher and relationships between operational parameters were identified. Iron ore was crushed using orthogonal experimental method under different machine parameters and operational conditions. The crusher throughput and product size distributions were determined. The effects of parameters such as eccentric speed, discharge gap, eccentric mass and eccentric distance on product mass flow and product size were investigated. The results of this study can help reduce the feed size of the mill in order to reduce total energy consumption of comminution.

As mines get deeper, the critical underground temperature limits will be exceeded, and an increasing number of mines will need to implement, expand or modify cooling systems. Surface cooling plants have many advantages over underground cooling such as efficient heat rejection, and lower relative capital cost; however the delivery of cooling through long underground distances can result in lost refrigeration capacity before the chilled air reaches the areas it is needed most. Refrigeration plants are therefore often overdesigned in size and capacity to compensate for underground losses.More mines are now utilising real-time monitoring and automated control of ventilation airflow and fan systems to ensure the conditions underground are safe and productive, and power consumption is efficiently managed. There may be significant opportunities to extend ventilation monitoring and control into the refrigeration delivery and control system.Energy reduction is an effective way to reduce costs and CO2 emissions, which is an increasingly important part of corporate governance. More efficient refrigeration control is a further step toward reducing energy consumption. This paper looks at an added step in how real-time monitoring can assist in controlling the output and chilled air delivery of a cooling plant. The requirements, implementation, benefits and challenges will be discussed.

When a highly anisotropic or weak rock mass is subjected to high-stress conditions, it can lead to large ongoing deformations or squeezing ground conditions. Squeezing ground conditions can impose increased support costs, delays associated with rehabilitation, and disruption to production schedules. Ultimately, in more severe cases, it may result in complete drive closure. Several recent case studies investigated the squeezing mechanism and measures to control squeezing ground in underground mines and also to design appropriate ground support systems. Effective management of squeezing ground conditions requires a sound understanding of the failure mechanism and the driving forces. Once the failure mechanism is understood, the appropriate ground support system should be tailored to specifically manage the critical driving forces that control the squeezing mechanism. Support type, support stiffness, reinforcement length, support density, installation times and mining sequence all have important impact on the effectiveness of the support system. This paper provides a case study at the Ballarat Gold Mine in Australia, where drive squeezing was associated with foliated ground conditions located below 700 m depth. Numerical modelling was used to better understand the failure mechanism and the driving forces that lead to squeezing conditions. The effectiveness of various support types was compared to installed ground support performance. This has provided a credible methodology for assessing and optimising the selection of reinforcement in squeezing ground conditions. CITATION:Talebi, R, Roache, B and Vakili, A, 2018. Recycling steel plant by-products is a critical issue for achieving both environmental and economic sustainability of integrated steel plants. A key steel plant by-product stream is dust from basic oxygen steelmaking (BOS), which can be recycled back to the BOS vessel as iron units and to aid slag formation. The major limitations for its recycling are zinc and the uncertainty in zinc speciation of the dust. This uncertainty affects the amount of dust recycled and how it interacts with the slag during processing. BOS dust in stockpiles can undergo self-sintering reactions that oxidise the iron-bearing components. As this occurs, zinc (or oxide) may combine with iron oxides to form a zinc-iron spinel solid solution phase. Knowing which zinc-bearing species are present in the BOS dust is a key aspect in understanding and developing an efficient recycling process for the dust. To overcome difficulties associated with phase identification in the BOS dust (both fresh and selfsintered), particularly the magnetite-zinc ferrite spinel solid solution using X-ray diffraction (XRD) / scanning electron microscopy (SEM) / energy dispersive spectroscopy (EDS), high end characterisation tools, transmission electron microscopy (TEM) and Mössbauer spectroscopy, were also used. Such an approach allowed improved phase identification of key zinc- and iron-bearing phases that were not previously resolvable. The zinc in fresh BOS dust was mostly present as extremely fine separate particles of zinc oxide, attached to the iron particles. These extremely fine particles were <10 nm in size. Additionally, a small amount of zinc ferrite was also identified within the sample (most likely contained within a magnetite-zinc ferrite spinel solid solution). However, the zinc in the self-sintered BOS dust, was found to be present entirely in a magnetite-zinc ferrite spinel solid solution. While this spinel phase had been previously identified by XRD, it was not clear that it contained zinc. The Mössbauer results provided definitive evidence of zinc within the spinel phase.

The Latrobe Valley is located approximately 150 kms east of Melbourne. Within a very small area there are 3 large brown coalmines and associated power stations, 3 large towns, and numerous smaller towns in the vicinity. The mines have been generating power for Melbourne and surrounds for the last 100 years, with two of the mines being owned and operated by the Victorian Government (State Electricity Commission of Victoria) prior to privatisation in the 1990s. All three mines were privatised with the expectation that the mine voids would be filled with water to become pit lakes, as the final landform/rehabilitation solution (Hazelwood Mine Fire Inquiry, Teague and Catford, 2016). It could be argued that until relatively recently, this was largely expected, by government and industry, to be the rehabilitation solution for managing the two key risks associated with the sites:  The geotechnical stability of the mine pits.  The prevention of fire – through covering coal batters with water. Transitioning away from mining economies requires collaborative, regional, innovative thinking with a multitude of stakeholders, from a wide range of government departments, industry, First Nations people and broader community. Closure planning and rehabilitation activities require a range of skills and experience, such as, closure planning, various scientific and engineering disciplines (pit water quality modelling, geochemical modelling, cover design, landform design, contaminated site etc), civil engineering, demolition etc. Some of these skills are similar, such as financial modelling, stakeholder engagement, contract and project management. But the majority are different to those required during the operational phase of a mine. These closure skills can also be lacking within government, with Departments more familiar with monitoring and compliance activities associated with operational facilities. Some key aspects that appear to be critical to planned successful closure are:  Collaborative regional and localised planning, with industry, government, community, First Nations and other industry, business leaders and entrepreneurs all involved in providing a smooth transition away from mining.  Well-defined and known regulatory pathways to achieve mine licence relinquishment assists in encouraging investment.  Appropriately skilled and experienced government and industry personnel.  Mining companies, who are committed to closure planning and provisioning from the earliest point in project planning.  Mine employees who are appropriately skilled and experienced in mine closure planning and implementation with access to all the relevant technical expertise required for the project. Areas like the Ruhr Valley in Germany provide good some examples of smooth processes that facilitate mine economies transition into new economies (World Resources Institute (WRI), 2021).

Landscape interpretation, geology and mining history are being successfully used to explore options for sustainable community tourism product development. Recent work by the author in Europe and Australia has indicated the value of adding and producing interpretive information about mine and quarry locations û both active and inactive. This work has allowed for the branding and development of new sustainable community tourism products based on the landscape, folklore, mine and geological heritage. Communities in rural areas are seeking new opportunities to sustain their local economies. Using a relatively new phenomenon called geotourism as a starting point, they have developed themed products connected to walking/cycling guides, interpretive panels and visitor centres. These themes can be linked to geology, archaeology, botany, local history and to industrial heritage sites such as old mines, to generate local employment. This new geotourism approach has successfully brought a new and greater audience to discover the value of geology and mining history. Communities have established a unique place for themselves within the tourism marketplace using the geotourism brand. Other communities with an established tourism product are also now using geological and mine heritage via geotourism to rebrand and meet changing global trends. The geotourism approach has allowed for positive collaboration among communities, service providers, local and government authorities to channel tourist revenues into rural communities. The pooling of resources under the banner of geotourism has led to cost-effective marketing, targeting and promotion of products using multimedia and web sites. Geotourism has emerged strongly in Europe, North America and China in the last decade. The Australian minerals industry now has an opportunity to implement this new branding concept to assist and benefit the communities in which they run their activities. Communities can also take advantage of the potential to develop a sustainable geotourism business around a past or present mineral industry in their vicinity.

The Floatability Characterisation Test Rig (FCTR) is a self-contained, highly instrumented, mobile pilot plant. It was developed as part of the AMIRA P9 project, primarily to determine ore floatability characteristics and to develop and validate flotation plant modelling, scale-up and simulation methodologies. This paper describes the use of the FCTR in validating the AMIRA P9 flotation model and modelling methodology. In 2001 the FCTR was installed and operated in parallel with WMCÆs (now BHP BillitonÆs) Kambalda Nickel Operation. The FCTR was operated using four different circuit configurations of increasing complexity. Metallurgical surveys, cell characterisation measurements and batch flotation tests were performed around each circuit. This allowed the calibration of a number of flotation models using a combination of data from one, two, three or four circuit configurations. The calibrated flotation models were then validated using predictive validation. To do this, data around a further five FCTR circuit configurations were collected (three of which are presented in this paper). The performance of each of the five circuit configurations was predicted using JKSimFloat V6.1 and the parameters from the various calibrated flotation models. The predicted performance was compared to the experimentally determined performance of each circuit. The validation of the AMIRA P9 model was shown to be largely successful except in the case where the reagent addition (depressant) to the validation circuit was different to that in the calibration circuits. The results also provided information regarding the required complexity of the calibration circuit and how many calibration circuits are required to obtain an accurate prediction of circuit performance. These results have increased the confidence in the AMIRA P9 flotation modelling methodology and have provided important information on what data must be collected to allow the accurate prediction of plant performance using the floatability component modelling approach.

The behaviour of tailings under cyclic loading has an impact on the stability and deformation of tailings dams and a good understanding of the cyclic behaviour of the tailings under earthquakes is important for tailings engineers and tailings operators for the design and safe operation of tailings dams. This paper presents an investigation into the cyclic behaviour of tailings using both laboratory cyclic direct simple shear (DSS) testing and numerical modelling. The laboratory testing involved cyclic DSS tests on gold tailings and zinc-copper tailings under different loadings and loading frequencies. The gold tailings specimen tested at a higher loading frequency and a higher cyclic stress ratio experienced spontaneous liquefaction during cyclic shearing and the zinc-copper tailings specimen tested at a lower loading frequency and a similar cyclic stress ratio exhibited ductile behaviour and liquefied due to cyclic mobility. The liquefaction behaviour of the tailings was modelled using an advanced constitutive model (UBCSAND), which was developed specifically to model soil liquefaction and strain softening under cyclic loading. The constitutive soil model presents the nonlinear soil behaviour under dynamic loading using a hyperbolic stress-strain relation. Dynamic analyses were carried out using a finite difference program FLAC. The cyclic stress-induced excess pore water pressures measured in the laboratory were modelled using numerical simulations of the laboratory tests under different loading conditions. The results of the non-linear dynamic analyses demonstrated the capability of numerical modelling of cyclic shearing induced excess pore water pressure and the onset of the spontaneous liquefaction. The laboratory investigation and numerical modelling technique provided the key properties and parameters for the dynamic analyses to assess the stability and deformation of tailings dams under design earthquake events. More importantly, the laboratory tests and numerical modelling provided some insights into liquefaction behaviour of the tailings during earthquakes. CITATION:Li, A, Laxman, M and Jinto, H, 2018. There is an established need for an inflow of foreign capital if New Zealand is to meet projected growth rates. The Government recognises this and encourages capital inflows especially where there are allied economic benefits such as the access to specialised know-how or export markets. The Government has promulgated certain Regulations which are administered by the Reserve Bank. Under the Capital Issues (Overseas) Regulations 1965, consent is required before any company incorporated overseas can commence business in New Zealand or before an overseas person can borrow or raise any money in New Zealand. A New Zealand company is deemed to be an overseas person if more than 25% of the voting power is held by non-residents. In terms of current policy, overseas companies are permitted to borrow in New Zealand only a limited amount of working capital and some longer term capital calculated on the ratio that their New Zealand owned equity capital bears to their overseas owned equity capital. Wholly owned overseas companies are expected to bring all of their Fixed term capital from overseas.

In some deposits valuable heavy mineral quality is poor due to increased mineral surface coatings from higher slimes and more competent sand orebodies. Mineral surface coating can include silica or aluminium rich clay minerals and iron based minerals that render the final product quality off-specification, in this case specifically ilmenite and zircon. Conventional physical beneficiation processes such as magnetic separation, electrostatic separation and gravity separation are not able to remove these surface coatings. Surface dependent separation techniques such as electrostatic separators are affected by these coatings which hinders the rejection of non-valuable mineral from product. Attrition scrubbing is the most commonly used technique to reduce surface coatings, using mechanically induced particle to particle interaction, abrasion and shearing.In many cases it is a challenge to measure the surface removal efficiency of these scrubbing units. Elemental analysis techniques (ie X-ray flourescence) (XRF) in a multi mineral environment are unable to measure surface impurity reduction with enough precision. Mineralogical analysis (in this case Qemscan®) has constraints in terms of sample preparation with highly coated particles being plucked out during block polishing. This paper suggests a combination of laboratory separation techniques coupled with elemental analysis to evaluate the surface removal efficiency. Three different types of feed materials were used to analyse the efficiency of surface removal using production attritioner scrubbers. This approach relates the downstream beneficiation plant’s expected performance with that of the attrition scrubber’s scrubbing efficiency.

The Ida Valley in Central Otago is one of series of parallel basins filled with freshwater sediments. The basins are in fact tectonic depressions superimposed on NE trending grabenlike structures which occur in the area and are the result of block faulting possibly initiated in Cretaceous times and concluded in late Tertiary and early Quaternary. In Central Otago this tectonic event affected metamorphosed rocks belonging to the eastern facies of the New Zealand Geosyncline and collectively known as the Haast Schist Group. These rocks constitute the basement and the shoulders of the tectonic depressions. The Ida Valley occupies the depression wedged in between the Raggedy Range to the NW and the North Rough Ridge in the SE. The valley is approximately 38 km long, 3 to 7.5 km wide and is drained by the NE flowing Pool Burn, which meets the SW flowing Ida Burn. The resulting unified stream flows into the Manuherikia river which drains the next door depression to the NW. The present work deals with the Ida Valley basin and more specifically with the geology studied within two Prospecting Licence areas held by Gold Mines of NZ Ltd on the southeastern flank of the valley.

Disseminated, gold-bearing sulfide minerals hosted in sheared, wall rock metasediments and clay alteration zones comprise one of the dominant styles of Palaeozoic orogenic gold mineralisation within the Reefton Goldfield, and is exemplified by OceanaGold’s Globe Mine. This study begins the exploration and characterisation of the gold-arsenic-antimony mineralisation hosted within the dominant lithologies of the Globe-Progress shear zone. The main gold-bearing sulfides are pyrite, arsenopyrite and stibnite. Pyrite and arsenopyrite are not compositionally uniform across the Globe-Progress shear zone. Pyrite from the mineralised greywacke and argillite has higher As contents than pyrite in the host rock and pug breccia. Furthermore, the mineralised greywacke and argillite pyrite are enriched in As from core to rim. The 3D models based on bulk assays reveal a significant correlation in the distribution of Au, As and Sb. The interpolant for Sb envelops those for Au and As, which in turn are very similar to each other in their vertical and lateral extents across the shear zone. This result is consistent with earlier findings that the occurrence of stibnite represents a separate and likely later phase of mineralisation relative to that represented by the formation of disseminated pyrite and arsenopyrite both of which exert a stronger control on the distribution of As.CITATION:Durance, P M J, Christie, A B, McIntosh, C and Carder, M, 2015.
