In late 2014 the Flinders Power Management Team was executing business improvement plans to ensure continued electricity generation until 2028 and beyond. Six months later, in June 2015, the Board announced the closure of the Flinders Power South Australian business, including the Leigh Creek Coal Mine, the Northern and Playford Power Stations located at Port Augusta and the 250km railway line. The announcement was preceded by a brief period of internal planning. A date was soon set for ceasing coal mining operations, being November 2015. The mine is unique in many ways. Located approximately 550km north of Adelaide the site has over 100 years of history and was formerly operated by the South Australian Government. Privatisation in 2000 saw the mine continue operation under Perpetual Leases from the South Australian Government. The leases included exemptions from multiple sections of the Mining Act 1971, obliging primary regulation under the Mines and Works Inspection Act 1920. The coal, being a low rank sub-bituminous brown coal, is prone to self-heating and spontaneous combustion. The mine and company town Leigh Creek were the economic and cultural heartbeat of the community. Facilities at the mine were shared by the community and vice versa. While many mines across Australia and the world enter periods of care and maintenance, few have been actively closed to the point of relinquishment (Bennett and Lacy, 2016). A swift decision to close, followed by a short mining operations shutdown period, presented significant technical and regulatory challenges for both the mine operator and for Regulators. The subsequent joint risk mapping process employed by Flinders Power and South Australian Mining Regulators was a unique real-world example of collaborative mine closure planning and execution. Blast performance and the resulting drawpoint condition and volume of oversize has the potential to impact operator safety and mine productivity. Underground measurements showed that approximately 14 per cent of production rings in the Ernest Henry Mine (EHM) sublevel caving (SLC) operation had either overbreak in the brow or left collars. There were also oversize rocks reporting to approximately 30 per cent of drawpoints, which accounted for over 7 per cent of total production and significantly impacted production rates. A series of trials were conducted in 2015–2016 at EHM to test changes to certain charge parameters in an attempt to optimise blasting results and, in particular, reduce oversize and overbreak. The detailed analysis conducted included field observations, hole surveying, blast monitor analysis and blast modelling. There were a total of nine charge parameters tested in the project, which fell into two major categories: energy distribution and inter-hole delay. These were based on observations made in establishing baseline data and those parameters most likely to have a significant impact on overbreak and oversize.Key results from the project included oversize reduction and improved brow conditions when energy distribution was reduced through changing charge lengths in certain holes in the standard charge plan. Similar benefits were also seen when the inter-hole delay between blastholes was reduced from 50 ms to 25 ms. Based on these results both changes were made to the standard production ring charge plan at EHM.Moving forward, the aim is to continue monitoring the results from the changes made on all levels to ensure efficiencies are being realised and sustained. A 3 per cent improvement in oversize as a percentage of total tonnes and improved brow conditions not only has a positive impact on production rates, but removes people from any potentially hazardous situations and contributes to a safer working environment.CITATION:te Kloot, C and Liu, Z, 2017. Underground development drill and blast practices have generally remained unchanged for decades. Historically, development optimisation has focused mainly on the application of perimeter control products in order to reduce overbreak, and efficiencies in development cycle times to increase advance rates. In today’s environment of ever increasing operating costs and lower ore grades, it has become even more critical to focus on the optimisation of drill and blast in development mining. It is a crucial component in ensuring mining schedules are maintained, but more importantly achieving the objective of getting to the orebody in the shortest possible time.This paper will focus on the development optimisation process used in a trial at Xstrata’s George Fisher Mine in North Queensland. Not only did the trial include the typical optimisation areas of charge loading practices, perimeter control methods, drill design standardisation and quality control processes, it also investigated the significance of delay accuracy with regards to perimeter control and drill design optimisation.One of the key measures of the trial was a comparative analysis between baseline development and development with the staged introduction of optimisation elements using 3D photogrammetry as a validation tool. A detailed cost analysis between the various stages was also a key measurable of the trial.The results of the work undertaken at George Fisher have shown that the accuracy of electronic detonators can produce significant benefits in development blasting. When combined with standard optimisation philosophies a substantial reduction in overbreak, ground support requirements and development cycle times can be achieved, whilst still being able to reduce the overall development operating costs.CITATION:Kovacs, J, 2014. With an ever increasing demand to extract more ore, safely, complete visibility throughout the blasting cycle has become vital to any operation. To achieve this requires full two way communication with every detonator during the testing and programming cycle, as well as, inside the firing window. Concerned with an increase in the number of incidents involving mining equipment, uncovering and digging into unknown misfires on-sites across Australia, Black Star Mine made the decision to embark on the use of electronic detonators to eliminate this hazard. There is an increasing demand for refrigeration as mines progress deeper. Mine refrigeration plants have special requirements in terms of their duty and application. There are no national or international standards applicable for the testing of these plants. There have been numerous examples of plants failing to meet their required nominal capacity, but with the plant owner being unable to enforce the design duty on the manufacturer, due to a failure to unambiguously specify testing or accepting criteria. This paper discusses some of the reasons for performance shortcomings and describes a methodology for developing and specifying performance criteria, when inviting design and/or construction tenders, and a method of performance and acceptance testing once the plant has been built and commissioned. These guidelines encompass the full range of performance duties expected from a mine plant, including stable operation at maximum and minimum plant capacity, and under the various combinations of extremes of high and low condensing and evaporating pressures. A description of a methodology for developing a computer-based mine refrigeration plant model is also presented as part of the performance testing criteria. The methodology is illustrated with reference to the actual performance and acceptance testing process used on the worldÆs largest bulk air cooler (R67) at the Enterprise mine at Mount Isa, Australia.

Since 1980, the Department of Mining Engineering at Kyushu University, in co-operation with the Ikeshima Colliery, Matsushima Coal Mining Co. Ltd., has been conducting a research project into longwall gateroad designs applicable to deep and poor strata conditions. During this period, the economic environment has drastically changed the situation of the domestic coal mining industry. Conventionally, the retreat longwall method, with re-use of gateroad, has been employed as it achieves higher recovery. However, from the view point of production efficiency, this method is not suitable because it requires intensive work in side packing and roadway maintenance. Therefore an interpanel-pillar system, or a two-entry gateroad system, was adopted to identify the factors responsible for excessive vertical closure in longwall gateroads. Field measurements and non-linear finite element analyses were undertaken to confirm the performance of this system. Study results indicate that the stability of the gateroad employing the rib pillar system is comparable to that of the conventional system of re-using Gateroads.

Open cut coal-mining has been conducted in the Bowen Basin region of central Queensland for almost five decades, and has disturbed an estimated area of 140 000 ha of agricultural land until 2011. Approximately one-third of the area disturbed by mining has been rehabilitated to pastures or bushland. However, none of the rehabilitated land has yet been assigned a specific end-use. This research project develops an approach for assessing end-use risks for the regionÆs mined land, and develops risk assessment models for selected end-uses. First, a web-based survey of stakeholders was used to identify risks to be assessed. The risks identified were surface erosion, subsurface erosion, bushfires, weeds and feral animals. The survey also identified possible end-uses of bushland and grazing. Second, conceptual risk models were developed based on the risk assessment concepts of likelihood and consequence specified in the Australian and New Zealand risk assessment standards. Likelihood was modelled using site characteristics and management factors that influence the occurrence probability of risks (eg surface erosion), while consequence was modelled using a set of site condition indicators and condition thresholds (changes in root-zone water-holding capacity, soil erodibility, vegetation ground cover and soil organic matter and transition probability to a non-preferred ecosystem type).The factors influencing likelihood and consequence for each risk have been integrated using Bayesian networks. The next step in model development is to parameterise the Bayesian networks using existing equations, empirical datasets, or expert opinion where data are not available. The parameterised models will be used to assess grazing and bushland end-uses against erosion, bushfire, weed and feral animal risks for rehabilitated mined land sites, with the purpose of identifying the relative risks associated with each end-use, and the landform design specifications and land management practices under which end-use risks are minimised.CITATION:Maczkowiack, R I, Smith, C and Erskine, P D, 2012. The mechanism and rate-limiting step of carbonaceous reduction of zinc from slags was investigated in the laboratory. Disks of graphite were rotated in ZnO-containing slags at various speeds for fixed periods at 1250 to 1325¦C. The mass loss was used as a measure of the amount of ZnO reduced. Application of the Levich equation indicated that at rotation speeds at which it is valid, the reduction was chemically controlled with an activation energy of 27 kcal/mol. At zero rotation speed the reduction of ZnO by carbon appeared to be slag-phase mass transfer controlled with an activation energy of 38 kcal/mol. An increase in the FeO content of the slag increased the rate of reduction while an increase in sulphur content decreased the rate of reduction. When FeO was present in the slag, reduction appeared to occur by a combination of indirect reduction of ZnO by carbon and by reduction by FeO with reduction of Fe203 back to FeO by carbon. The effect of sulphur was consistent with a surface blockage mechanism due to the surface active nature of sulphur in slags.

In many operations the use of less electrochemically reactive grinding media in the first grinding stage (for example, rod milling and high aspect ratio SAG milling) is rarely considered. Therefore, in reality a plant may inadvertently be using a 'mixed' media charge. That is, whilst employing inert grinding media during secondary grinding, electrochemically active forged steel grinding media may be used in the primary grinding stage. This paper discusses the impact of such a circuit on the pulp chemistry and flotation response of a refractory gold ore. The Wiluna concentrator has two grinding circuits operating in parallel. Line 1 operates a single ball mill in closed circuit with cyclones, and utilises high chrome grinding media, while the second circuit (Line 2) consists of a rod mill (with forged steel rods) in series with a ball mill, which also utilises high chrome grinding media. The cyclone overflows from both circuits are combined to feed a sulfide flotation circuit. Pulp chemistry surveys were completed around both grinding circuits, and laboratory flotation tests were conducted on the cyclone overflows. The results demonstrate clearly that the rod mill/ball mill circuit operated at significantly lower Eh and dissolved oxygen values, while the percentage EDTA extractable iron was considerably higher, when compared to the single stage ball milling circuit. These variations in pulp chemistry had a marked negative impact on the laboratory rougher flotation response, and suggests that plant performance may be affected.

This paper gives an account of the filling system at Mount Isa from surface fill production to stope discharge underground. A brief explanation of the surface facility and reticulation is given prior to the discussion on aspects of underground reticulation. These include fill hole types, pipe and breastplate installation, wear characteristics, etc. The different types of fill and their respective applications is mentioned as a prelude to a general overview of the mining considerations associated with fill placement and its role in the long term planning strategy at Isa Mine. Some practical aspects of stope preparation and filling procedures are outlined for the various stoping methods. Finally a brief outline of future fill developments is given.

Traditionally pit optimisation and scheduling is carried out assuming that the resources, the commodity prices and production costs are all known. Once the pit contour and the mining schedule have been determined, geostatistical simulations can be used to assess the impact of the uncertainty in the resources on the pit design and the schedule, and likewise stochastic simulations can be used to test its robustness to fluctuations in costs and prices. But it would be more interesting to have a dynamic procedure for optimising the pit as the resources become better known and as economic factors such as commodity prices and costs evolve over time. This paper presents a novel approach for doing this. Rather than working with millions of small selective mining units, it was decided to work with large blocks, called macro-blocks. Mining sequences are defined as the quantities to be extracted from each macro-block in each time period. Feasible mining sequences are mining sequences that respect the accessibility constraints, and also the geometric constraints on the amounts that can be extracted from any one block over time, or from all the active blocks at a given time. Having defined feasible mining sequences, their mathematical properties were studied. It was found that natural breakpoints occur in the sequences when one set of blocks have been completely mined out, thereby opening up access to others. It was discovered that families of sequences exist, and that they are convex and closed under certain types of row permutation operations. Convexity is an advantage when optimising. The closure property opens up the possibility of mixing and matching subsequences of rows in the sequences. Another interesting property is that the sequences form branching families, rather like the binomial and trinomial trees used to model prices in finance and in real options.It is easy to generate large numbers of feasible mining sequences randomly. A two-step procedure is used to find the best one (or the best few) using three economic criteria: expected NPV,the probability of a negative NPV, and the percentage of years when the cash flow is negative. The procedure was tested on a synthetic gold mine based on the characteristics of the Essakane mine in Burkina Faso. The results were encouraging.

The high cost of sampling systems is largely due to the fact that indiv- idual mechanical type sampling units must be installed at the discharge end of ore/pulp pipelines, that is, at points where the pipeline discharges into pump sumps or the like. A considerable economic advantage may be obtained in the use of a samp- ling device that can be installed at any point in the path of the trans- porting pipe line. Initial tests on a vertical line with an injection sampler using iron ore concentrates reveal the validity of this type sample versus that taken with a mechanical sampler. A descrip- tion of the injection sampler shows its simplicity of installation, requir- ing minimum downtime on existing lines.

Major mining projects are developed with the assistance of lending institutions who provide hundreds of millions of dollars in funding over several years, and of course expect those funds to be returned with interest. Two Australian banks have adopted the Equator Principles, an emerging financial industry benchmark for assessing and managing environmental and social risk in project financing. Project financiers have encountered environmental and social issues that are both complex and challenging, particularly with respect to projects in the emerging markets of Asia-Pacific and elsewhere. There are many recent and historical examples of failures by resource companies to effectively manage their environmental, social, safety and security risks, some of which have caused the project to fail completely, and some of which have caused the temporary cessation of production. These events put the financial institutionsÆ funds at risk through inadequate management capacity and non-compliance adversely affecting the ability of the borrowers to repay the loans. They can also reflect adversely on the reputation of the lending institutions. In assessing these risks, lenders are increasingly looking at the track record of the borrower in its country of origin and in other countries where it operates. Lenders are wary of companies that have one standard for operations in a developed country, where the regulatory environment may tightly control what they do, and another standard for operations in countries where the regulatory regime is perhaps less stringent. Lenders may require environmental and social reviews or audits to be conducted on their behalf by competent third parties prior to a loan being approved, and annually over the life of the relationship. The mining industryÆs concept of the unwritten æsocial licence to operateÆ is highly relevant in relation to the delivery of community benefits that are sustainable post-mine closure. This paper provides examples of recent practices that support financial viability and sustainable development, as well as examples of some failures that have put lenders at risk.

The Red October Gold Mine, owned by Saracen Gold Mines Pty Ltd, is located approximately 80 km south of Laverton, Western Australia. It is considered to be of a similar nature to many of the Archaean granite-greenstone deposits in the Laverton Tectonic Zone, and presents as an intriguing and relatively young deposit in terms of developed structural and genetic models. Regional deformation events have been proposed for the area, and are relatively well accepted. The most important of these deformation events in the region were the D4b (WNW–ESE sinistral transpression) and D5 (ENE–WSW dextral transpression) which have been attributed to the main Au mineralising phases. At the local scale there appears to have been a rotation of the regional stress field to provide the optimum orientation of maximum principal stress for sinistral movement on the main shear zone.Fully coupled 3D finite element analysis (FEA) was used to simulate the geomechanical response of the system based on structural observations. The geomechanical modelling resulted in highlighting anomalous patterns of stress and strain and subsequent fluid flow as a result of the two main deformation events. The D4 simulation provided a good correlation with the known distribution of subsidiary structures on the main shear zone, and furthermore provided several geomechanical targets that suggested locations of additional subsidiary structures. The D5 simulation provided a great insight into the response of the main shear zone and known subsidiary structures also highlighting additional targets indicating potential for further mineralisation. These targets have since been followed up with a 732 m deep surface reverse circulation (RC) drill hole, resulting in the discovery of two high-grade shoots, with follow up testing currently planned for mid-2014.CITATION:McLellan, J G, Conn, J, Howe, D and Gates, K, 2014. Good morning ladies and gentlemen, and may I extend a particularly warm welcome to our shores to those of you who have travelled from overseas to attend this conference. I trust that you will find your visit to New Zealand both rewarding and enjoyable.   This is now my fourth appearance at a New Zealand minerals conference, the second of which has been jointly co-hosted by AusIMM and Crown Minerals. Since taking on the role of Associate Minister of Energy, I have had the opportunity to meet most of the industry players, and to visit a good number of the major mining operations. Through all of this I have become increasingly aware of not only how dynamic the minerals and coal industry is but also the array of factors that affect investment decisions in this business. Many of these factors, such as commodity prices and availability of investment funds, are determined primarily on the international stage. Others however, such as the allocation, regulatory and the fiscal regimes for minerals, are closer to home and are directly influenced by government policy decisions. I will talk more on what the government proposes in this area shortly.   But first, I would like to commend you all on your industryÆs continuing contribution to New Zealand Æs economy. 2004 has seen New Zealand Æs mineral and coal output top $1 billion for the second consecutive year. To put this achievement in perspective, it represents a staggering 47 per cent increase over the national output value recorded just five years ago. Notable contributions over the year came from gold which increased production to 10.2 tonnes (up nine per cent), ironsand production at 2.3 Mt (a 20 per cent increase), and industrial rocks and building stones (up six per cent) with rock for building, cement and roading showing significant rises on the back of strong regional growth and infrastructure development. Many regions, in particular Auckland, Bay of Plenty, Wellington and Southland, recorded significant increased regional activity with supply often struggling to meet demand. By contrast the coal sector had a relatively steady year with production remaining stable at just over five million tonnes for the second year running. Coal exports however are now consistently exceeding two million tonnes annually, generating export earnings of over $200 million, and could well be higher with rail capacity improvements. Many countries throughout the world are now importing our high quality bituminous coal for steel manufacturing and other industrial uses.

The Water Delivery Alliance (WDA) was established to design, construct and commission the pump station and desalinated water delivery pipeline to link the desalination plant on the Kurnell Peninsula (constructed by others) with the existing distribution network at Erskineville, Sydney, Australia. The WDA consisted of McConnell Dowell Corporation Ltd (Macdow), Bovis Lend Lease Pty Ltd (BLL), Kellogg Brown and Root Pty Ltd (KBR), Worleyparsons Ltd (WOR), Environmental Resources Management Group Inc (ERM) and Sydney Water Corporation (SWC).Sydney’s Desalination Project is one of the initiatives to secure Sydney’s water supply against the effects of climate change, population growth and drought. The desalination plant, 100 per cent powered by renewable energy, can supply up to 250 million litres of water per day (mld), which is up to 15 per cent of Sydney’s water needs. The project involved the construction of an 18 km pipeline with an ultimate capacity of 500 mld to accommodate any future increase in the output of the desalination plant.The Alliance procured three full-face tunnel boring machines (TBM) from Herrenknecht AG to construct the 6.5 km of tunnel that would provide a conduit for the DN1800 welded mild steel cement mortar lined (MSCL) pipeline at a number of locations along the route. Nineteen shafts and 16 tunnels were required to complete this work.Crucially one of the TBM drives involved construction of a tunnel into Botany Bay under protected marine life habitats; enabling the connection of the MSCL water carrier pipeline into the dredged section of pipeline underwater, approximately 800 m off-shore in Botany Bay.This paper details the retrieval of the 17.4 m long TBM from the ocean floor upon completion of the Botany Bay tunnel allowing for subsequent use on the Project. Elements covered in the paper include the 835 m tunnel, design and construction techniques for the tunnel and recovery, and details of the methods used to install the DN1800 water carrier pipeline.

The Lanfranchi Nickel mine is located approximately 48 km south of Kambalda in Western Australia. Mining first commenced in the mid-1970s under the previous owner, Western Mining Corporation Ltd. After two years on care and maintenance, Panoramic Resources (previously known as Sally Malay Mining Ltd) purchased the operation in November 2004. The site currently produces approximately 10?000 tonnes of nickel metal annually from approximately 430?000 tonnes of ore. The Ore is mined from four main orebodies; Deacon, Helmut South, Lanfranchi and Schmitz. The Helmut South orebody is situated approximately 790 m below surface and extends to a resource depth of 940 m. Horizontal thickness of the orebody ranges from 10 m to 45 m in width, with the average being 30 m. Previous mining at the Lanfranchi operations specifically the Helmut orebody, had a history of seismic activity. When Panoramic Resources acquired the operation it was decided that seismicity was going to be an issue and therefore a mining method needed to be selected that could effectively manage this potential risk. The dip of the orebody is quite shallow at 45º, with a 30º plunge to the south . The hanging-wall comprises of very weak ultramafics. Due to these factors the orebody posed several mining challenges. To safely and effectively mine the Helmut South orebody in the Lanfranchi Nickel mine, underhand cut and fill mining was selected as the most appropriate mining method. Paste fill comprising of cemented gold tailings was the backfill of choice. This paper is intended to convey some of the key learnings from the use of a mining method that has not been commonly practiced in Australia.

The mainline running tunnels for Legacy Way comprise two tunnel boring machine (TBM) driven tunnels. Both TBM drives commenced at the Launch Portal adjacent the Mt Coot-tha Road. Excessive surface settlement arising from tunnelling would have had a significant impact to the road infrastructure. The geological structure above the tunnel springline is a mixture of fill, residual soil and weak rock. Given the combination of low ground cover and weak ground materials, along with the use of an open face TBM, an oversize pipe umbrella system has been installed above the tunnels. This pipe umbrella system is similar to that commonly adopted in conventional mined excavation support in soft ground except that the steel pipes are substantially larger in geometry and filled with concrete. It is acknowledged that similar systems with oversize pipe umbrella have been adopted elsewhere in the world in other projects. These systems often comprise of a full arch formed by conjoining oversize steel pipes (in contact only). By aligning the pipes in contact, the arching behaviour of the steel pipe would have been enhanced. However, this poses a degree of construction difficulty due to excavation and installation method of the pipes. The Legacy Way pipe umbrella system only consists of a partial arch at the tunnel crown and each pipe is spaced approximately 1200 mm apart with 900 mm diameter pipe, leaving a gap of approximately 300 mm between pipes. A reinforced concrete portal block was used to support the exposed ends of the pipes.This paper reviews the design analysis, the recorded deflections from the pipe umbrellas and surface monitoring during TBM launch and revisits the analysis using the newly available RS3 program, from Rocscience for 3D analysis of geotechnical structures.CITATION:Norbert, M and O’Connor, D, 2014. The Fosterville Goldmine in Victoria Australia employs the BIOX« Process to liberate gold from its sulfidic flotation concentrate through bacterial oxidation. Gold occurrence is primarily as submicron particles in pyrite and arsenopyrite and has been described as being in æsolid solutionÆ and therefore not amenable to direct cyanidation. Once liberated by the oxidation process, the gold is then available for cyanide leaching. During the oxidation process it has been found that a portion of the liberated gold becomes suspended in the liquid phase in what appears to be a colloidal state. This liquid becomes a waste stream during washing of the oxidised solids and the suspended gold is therefore lost. A method was previously developed using an addition of quebracho tannin to significantly reduce this loss by formation of an iron-tannin precipitate which captures the gold which then reports to the cyanide leach circuit with the oxidised concentrate solids onto which it is adsorbed.This paper discusses the development and plant trial of a second processing step to further enhance gold recovery by use of flotation tailings essentially as a source of extra surface area to capture residual tannin-iron precipitate and its associated gold not recovered in the first step.CITATION:Symes, R, 2012. Mass blasts have been the subject of extensive studies because of their potential benefits in mining operations. However, it has not been possible to advance due to the paradigm that states that the blasts near the designed final wall or to critical structures have to be low tonnage. Another reason is the absence of specialised simulation programs to more precisely determine the influence of the energy released by blasting to the rock mass. There are some studies that demonstrate the possibility of massive blasting that maintain the design of the final slope (Farias and Santander, 2014). It should be noted that these studies develop the concept that the size of the blast should not increase the peak vibration in the rock mass.The study was carried out in partnership with Los Colorados Mining Company. Analysis, reconciliation and wall control for two types of blasts were performed:blasting production: approximately 850 000 t, with special wall control considerationsblasting of approximately 950 000 t over the entire width of the bench.Monitoring systems were used in the near field and far field using examination of holes in order to obtain information to assess the impact on the rock mass and then to compare these to conventional blasting combining production and contour blasting.The results show that for a large blasted volume, production and/or those generated from toe to crest on the bench did not produce more impact in the rock mass than the conventional blasting.The conclusions drawn from this study are:an improvement in the excavation rate of 7500 t/h that is higher than the maximum rates normally obtainedthe peak vibrations of the P wave generated by both blasts did not exceed the peak particle velocity criteria (Vergara and Muñoz, 2014)holes examination indicating no difference in their entire length, in pre- and post-blast reviewover US$2 000 000 savings generated in the year (estimated by the client) (Avilés, 2014).CITATION:Vergara, J, Muñoz, C, Ortega, N and Avilés, D, 2015.
