Best practice standards generally recommend assessment of the environmental and societal risks posed by tailings storage facilities, but they rarely specify how the analysis should be made. As a case study, this paper describes a safety assessment of the Zelazny Most tailings pond operated by the Hydrotechnical Unit of KGHM Polska Miedz SA in Poland. The complete assessment includes a failure mode effect criticality analysis (FMECA) that considers all conceivable failure modes, but this paper focuses on one key mode, the loss of stability during the planned raising of the crest above its current level. Reliability against static dam failure considers uncertainty on the safety factor in a limit equilibrium approach. The threat of dynamic (earthquake induced) instability is assessed by developing a model of future seismicity as a function of the mining plan and considering uncertainty on the induced permanent displacements along critical sliding surfaces. We quantify the additional level of protection against outflow provided by the beach using an event tree with expert-assigned probabilities. Continuous monitoring of the dam for premonitory signs of instability and a set of loss-prevention plans in the case of a spill provide additional layers of protection; their effectiveness is quantified by estimating the fraction of the population that could be evacuated as a function of warning time. This paper discusses the background, requirements, need and content of plans for management of drinking water self-supplied to mining-related operations, including construction camps, especially in remote areas of Western Australia. The paper discusses the importance of cooperation between regulators, the mine site operator and the consultant in preparing a plan fully compliant with the Australian Drinking Water Guidelines to protect the quality and safety of drinking water supplied to mine sites. The paper outlines some of the issues that need to be addressed in preparing a drinking water quality management plan, such as hazard identification, risk assessment, the multiple-barrier approach and the concept of critical control points. The mining industry is facing a variety of geological, technological and social challenges. Future deposits show a general tendency towards increasing depth with complex ores and decreasing grades. One promising approach to deal with low-grade ores is bioleaching in the form of heap and dump operations. Bioleaching is already a state-of-the-art technique, especially for the extraction of copper from sulfide ores. The next step in the development of this technology will be its application as an in situ technology. First attempts to adapt this technology in underground mining in the form of stoping and block caving have already been made. Both methods have to be carried out adjacent to conventional mining operations and therefore require much effort regarding drift development as well as extraction and transport. The adaption of bioleaching as a borehole mining method is the next step to establish an innovative in situ technique to meet future challenges.The Freiberg University of Mining and Technology established the Biohydrometallurgical Centre for Strategic Elements (BHMZ) to foster interdisciplinary research along the whole biohydrometallurgical process chain. In general, 13 different university institutes and several associated groups with about 30 PhD students are mainly focusing on the extraction of indium and germanium from deposits, tailings and recycling material. One of the core projects within the BHMZ is the design and implementation of an underground in situ bioleaching testing facility.This paper demonstrates the potential of in situ bioleaching under technological aspects. Western Metals Mt Gordon Operation is a copper mine and processing plant situated 120 kilometres north of Mt Isa. The unique Mt Gordon copper process utilises a whole of ore acid/ferric pressure leach to produce copper cathode from the Esperanza massive sulfide copper orebody. Esperanza ore contains chalcocite, covellite and minor chalcopyrite hosted in a massive pyrite matrix. These ore stocks will be depleted in late 2003. Recently the process circuit has been upgraded to allow the treatment of lower grade Mammoth ores. These include the installation of a ball mill to complement the existing SAG mill, a single stage rougher flotation circuit and a tailings thickener. The leach bleed neutralisation plant was also upgraded at this time. Commissioning of these new circuits occurred in March 2003 and involved all the challenges of ensuring current production levels were successfully maintained while new process steps were incorporated into the whole circuit. This paper explains the background flow sheet of the patented Mt Gordon process and the reasoning behind the enhancements required for an already successful copper leaching circuit. Included are discussion of the influences of the new ores on individual process components such as comminution, leach chemistry and solid/liquid separation. Longer term ore processing options are also discussed.

On the first of July, 2012, the Australian GovernmentÆs Clean Energy Act commenced. From this point, a price of $23/t of CO2-e will apply to facilities that trip the liability threshold. This first part of this paper concentrates on the mechanics of the Clean Energy Future legislation and how it will be applied to the mining and mineral processing industry.The second part of this paper contains analysis of the data presented for typical mine operations. Methodologies for constructing a carbon strategy are also presented. This will entail determining what the objectives of the carbon strategy are, and defining what the strategic priorities for a business should be. An action plan to address the risks identified from the Clean Energy Act is also developed as part of the strategy.Details such as the advantages and disadvantages of opting into the carbon price scheme for liquid fuels are shown. The analysis also includes an assessment of proximity to populations at risk including towns and sensitive receptors including significant river systems and wetlands.

Sierra Rutile LimitedÆs (SRL) heavy mineral sand mining operation in Sierra Leone, West Africa, is embarking on a new phase of its life. After confronting many challenges during the 1990s and 2000s, SRL is embarking on a strategy of growth to recover maximum value from the mine over the rest of its life. Development of a global failure criterion for rocks has been a desired goal in rock mechanics. Due to variations in factors affecting rock specifications and their mechanical properties, proposing a single failure criterion suitable for all rock types has proven to be unachievable. The theoretical failure criteria do not fit the real data correctly. Amongst empirical criteria, the Bieniawski criterion has demonstrated an acceptable agreement with laboratory generated data. It has been experienced that the ability to estimate rock strength via the modified form of this criterion is significantly improved. Based on the modified Bieniawski criterion and using VB.net, an associated Microsoft Windows program named 'RAMOCE' has been developed. The inputs of RAMOCE can be triaxial compressive strength data, Bieniawski parameters of a specific rock or the type of given rock. Based on input data, potential outputs of the program are Bieniawski's rock parameters, sensitivity analysis of the effective parameters, rock failure prediction and defining the type of given rock.

The objective of this paper is to assess the accuracy and applicability of recent state-of-art methods such as the machine learning algorithms (MLA) for mineral resource estimation. Conventional methods such as geostatistics have been predominantly used in the mining industry for this purpose with varying success. Recent advances in the use of MLA have provided a fresh approach to obtain improved accuracy in the estimation of mineral resources. Two MLA methods: the neural network (NN) and the support vector machine (SVM) have been used to estimate a polymetallic ore deposit in Alaska.The general characteristic of SVM and NN emphasises the fact that they can approximate any multivariate non-linear relation among variables. Although neural network models are able to capture the nonlinear spatial relationships that may be present in the data, they are usually difficult to optimise under sparse data settings. Of the various NN alternatives, despite their effectiveness, the model selection and estimation process is typically difficult as it involves solving complex integration and optimisation of parameters. In support vector modelling (SVM), estimating of parameters involves optimisation of a convex cost function. The working principle of SVM makes it robust against noisy and extreme value data. At the same time, it can capture the spatial distribution of ore grade more effectively with careful modelling and selection of SVM parameters.The outcome of the MLA methods were compared to those of the geostatistical ordinary kriging (OK) application to study their generalisation ability. The comparison was made using the following goodness of fit criteria: mean-squared error; mean absolute error; mean error; and coefficient of determination. The results indicated that the MLA methods may improve the predictability of ore deposits and thereby reduce the inherent risk in mineral resource estimation.

Resolution Copper Mining LLC (RCML) is one of the largest undeveloped high-grade porphyry copper-molybdenum deposits in the world, with an orebody at depths of approximately 2000 m beneath post-mineralisation cover. With a vision to develop a large-scale, low-cost operating mine, the project is designed as a micropanel cave with an advanced undercut.In September 2014, RCML began a study focusing on identifying and selecting the best production cases to eventually reach full production (120 kt/d). To achieve this, a methodology was developed that allows the fast evaluation of a large number of production schedules.Dassault Systèmes GEOVIA was commissioned to enhance the Footprint Finder program for batch scheduling panel cave production. The tonnage and grade schedules produced by Footprint Finder were compared to schedules developed using personal computing block caving (PCBC™). The inputs to Footprint Finder were then adjusted to achieve a reasonable correlation with the PCBC™ schedules.The enhanced Footprint Finder program was used to batch-process nearly 54 000 schedules using 20 elevations, 17 shutoff grades, four heights of draw, two different copper grades (modelled and upside), two layout refinements within the existing footprint and a variety of production ramp-up rates to 120 kt/d. The study team developed processes to analyse large amounts of data, to assist in selecting a matrix of the best schedules for detailed assessment using PCBC™. Three hundred PCBC™ schedules were developed.The detailed trade-offs between the scenarios is currently underway with promising results. Large areas of ground are permanently supported on coal pillars, both in extensive old workings and current drivages in active mining operations. Continued growth of civil infrastructure is resulting in more surface development above old bord and pillar mines and an increased need for mine development beneath existing surface structures and features. The result is a greater likelihood of conflict between miners, developers and regulatory bodies. However, over the last 40 years there has also been significant improvement in the general level of understanding of pillar behaviour and stability, both in Australia and overseas. This paper examines some of the issues to be considered when undermining surface structures or undertaking surface development above old workings. The Factor of Safety (FoS) methodology widely employed for the assessment of pillar stability is reviewed, including the key geometrical, geological and statistical concepts associated with the probability of pillar failure; local and international experiences are examined and significant parameters isolated. Common concerns are addressed in the context of actual practical experience, utilising a risk management approach. Recent advances in methods for the assessment of pillar stability are put forward, along with criteria for arriving at rational design outcomes.

In focusing on open pit mine scheduling, one of the biggest areas that a mining engineer can add value is in the area of cut-off grade optimisation. It is not atypical to add up to an extra 20 per cent in value by bringing forward higher-grade ore and deferring costs into the future.There are many techniques available to maximise net present value (NPV) when applied to open pit mine scheduling. That in itself raises the question of why so many of these techniques exist. The short answer is that none of these techniques are robust. Every time the problem changes, the algorithms also have to change.Instead of trying to make a problem fit the constraints of an existing technique, there is much to be said for usefully hybridising different approaches. This paper describes an innovative approach where evolutionary algorithms are combined with both local search and linear programming. The goal is maximising NPV through optimisation of cut-off grade policy and extraction sequence for an open pit mine. Mineral resource development activities impact the health and well-being of many people, from workers, to families and surrounding communities. In the current environment of corporate social responsibility life-of-mine planning considers that mining activities should be conducted in the best environmentally, socially and economically acceptable way for the entire life of the mine (ie from exploration to decommissioning and closure). In this context, the health impacts of mining extend throughout the life of the community from worker injury and chronic exposure to communicable and non-communicable causes of illness, through to family and community health and well-being. At the inaugural Life-of-Mine conference in July 2012, the authors proposed the life-of-mine in the life-of-community (LOMLOC) matrix as a framework for understanding issues at the interface between resource extraction operations and the surrounding environment.This paper reviews and compares health activities extracted from social and environmental reports published by selected major mining companies with American operations in Canada, Colombia and Brazil. These corporate approaches to public health management are mapped to the LOMLOC matrix to identify and compare trends and behaviour in corporate health investments. Opportunities to improve mill operations are often cited by mining companies and recognised in many concentrators spread throughout the world but are not always followed through. Copper-molybdenum concentrator operations are challenged by a continuously increasing list of detrimental factors. They include deteriorating ore characteristics and poor mineralogical information on deeper ores, water quality and availability, steel wear and increasing power costs. Rapidly declining productivity, sustainability and environmental factors, new taxes, mining industry global skill set shortages, to name but a few, must also be considered. The days of maximising value by just increasing production or simple cost cutting are fading and will not be sufficient for the future of more complex mineral processing operations and larger plants. As a result, FLSmidth’s Global Process Technology Group has launched a plant and process optimisation program based on mineralogical and metallurgical surveys.Copper-molybdenum concentrators of the future need a paradigm shift. Modelling and simulation tools alone are not the answer to complex mineralogical associations and larger scale equipment and operations. Detailed area by area review aimed at identifying process constraints in terms of equipment and operating practice in conjunction with robust diagnostic work, ie mineralogical and metallurgical characterisation, are mandatory for process optimisation. The navigational beacon, for all operations who want to remain competitive, will be ‘process efficiency’. Since the use of automated mineral analysers has become more readily available and reliable, mineralogical-metallurgical plant surveys have proven themselves as the most efficient tool for optimising plant performance.The following paper will illustrate how operations can move toward eliminating under-performing flow sheets, fixing run-away flotation conditions, maximising individual process equipment performance, preventing shortcuts in Bond work index testing which may cause the failure of comminution models and minimising costly and time-consuming ‘debottlenecking’. As previous plant surveys have shown, the net project cash flow can be increased by 50 to 200 per cent if a combination of robust ore characterisation and plant process mineralogy is performed. The combined plant survey approach has been demonstrated successfully in a multitude of operations. Ventilation on demand (VOD) has been demonstrated to significantly reduce operating costs for ventilation fans, by reducing fan output to meet demand. The most effective method for reducing operating costs is to use variable speed drives to adjust the speed of ventilation fans as required – this achieves significantly larger power savings that damper or vane control alone.However, this mode of control will significantly increase the number of speed cycles the ventilation fans will experience. Fabricated impellers have a limited number of start stop cycles based on the materials and method of construction, and the operating stresses due to centrifugal forces. This means that fans experiencing constant or regular speed changes will experience a reduced fatiguelife compared with fans that are run at constant speed.The fatigue life of fans operated under various speeds using VOD is difficult to predict, as it is dependent on the magnitude of speed changes, and the frequency, which will be varied to meet demand. It is important to be able to estimate remaining fatigue life to assist in maintenance planning and avoid unplanned maintenance activities.This paper will review extensive VOD data on fan operating conditions from two primary mine ventilation fans. This paper will demonstrate how this data can be used to calculate accumulated fatigue and predict the remaining fatigue life, and how this compares with fixed speed or non-VOD controlled fans.The increased maintenance costs for the impellers will also be estimated, and compared to the operating cost savings using VOD, to determine if the savings outweigh the additional maintenance costs.

Northparkes Mines commenced production in 1994 and the mine has significant reserves to allow operation into the future. There are a number of potential future concentrator feed sources with variable sulfide mineralogy and grades.In February 2012 a comprehensive flotation survey was conducted to allow mass balancing and evaluate the operation of the flotation circuit. A rudimentary, copper element only, unsized flotation simulator was developed to evaluate high level potential for optimisation and improvement. In 2013 this flotation model was expanded to produce a mineral based, floatability component model to estimate the effect of future concentrator feed source on metallurgical performance. This revised model allows various circuit configurations to be simulated to provide a high level blueprint for the long-term planning to maximise performance.This paper provides a review of the process followed to develop the model, including an analysis into the mineral floatability component model and its calibration against plant operations. The derelict Lake George Mine is located at Captains Flat in NSW, acommunity of approximately 450, which lies some 43 km southeast ofQueanbeyan. It straddles the Molonglo River, which flows toQueanbeyan and thence the nationÆs capital, Canberra. Catastrophictailings dam failures in 1939 and again in 1943 resulted in the transportand dispersion of thousands of tonnes of sulfidic wastes downstream,with terminal settling in Lake Burley Griffin, in Canberra. The mine wasclosed in 1962, and major rehabilitation in 1996 - 1997 addressed the riskof further collapses, and reduced water flow into the underground mine.Nevertheless, acid mine drainage from the mine, and seepages ofcontaminated water from the capped tailings dumps continue to pollutethe Molonglo River for some 30 km downstream.Environmentally, the highest contributor to the total contaminant loadof the river is the Main Adit Spring. This was shown to be a constantgroundwater-driven acidic flow, with contaminant generation resultingalmost entirely from the ingress of gaseous oxygen into the undergroundworkings. Long term remediation may be possible at source, by pumpingreducing gases into the sealed mine, but the probability of thistechnology succeeding to the required degree is yet to be demonstrated. For at least the medium term, treatment of contaminated water flow(s)will be required to achieve any of the water quality targets that may beapplicable to the river. Three methodologies were short listed, but anumber of strategic uncertainties remain, which the NSW Derelict MinesProgram will address. Future risk arising from long-term contaminantrelease by the treatment wastes must be considered. Appropriate data,and realistic long-term performance parameters regarding the relativestabilities of water treatment sludges are scarce, and make properevaluation of competing technologies problematic.

Alcoa operates two bauxite mines at Huntly and Willowdale, located within the jarrah forest south-east of Perth in Western Australia. Ore reserves are shallow but extensive, and mining pits averaging around 20 ha in size are distributed across a mining region in a mosaic pattern, linked to a centrally-located crusher by a radiating network of haulroads. A mining or crusher region is defined partly in terms of economic haul distances, and new regions are opened once the current regions’ reserves have been mined. Since commencing in 1973, the Huntly mine has constructed and progressively closed three previous mining regions and is presently in a transition from the fourth and current region of McCoy to the new region of Myara. At present rates of production, approximately 450 ha is cleared, mined and rehabilitated each year.The value of topsoil in returning a diverse mix of native jarrah forest plant species and supplying nutrients, organic matter and soil biota to rehabilitated areas has long been recognised. Managing the topsoil resource is therefore a critical element in the success of rehabilitation outcomes, but the distribution and dynamic nature of mining operations pose significant planning and logistical challenges. The regionalised approach to mining at Huntly also presents a range of issues for what are, in effect, soil management plans for episodic mine closure. The nature of mining and rehabilitation operations are described, together with the planning processes that Alcoa follows to quantify, track and report on soil movement. A case study of the Huntly mine demonstrates that an integrated operational and life-of-mine planning process is essential for successful and cost-effective mine rehabilitation.CITATION:Hackett, L and Grigg, A, 2014.
