Shifting the focus away from mining (the activity) to minerals (the resource) will enable the mining industry to stand on equal footing with other industries and will help minimise the vulnerability to political and interest groupsÆ interference.

Hydraulic fracturing to precondition the orebody to enhance rock mass cavability is gaining acceptance in underground cave mining applications. Assisting cavability is becoming important as an increasing number of cave mines are being implemented in hard, deep and competent rock masses where clamping stresses are higher and cave column heights may be in excess of 1000 m. Propagating large caves to surface in such conditions can be challenging as risks such as slowed propagation and air gaps can develop during the process.Underground-based hydraulic fracturing is routinely used at Cadia East as a means of preconditioning the orebody to assist in cave propagation, fragmentation and seismicity reduction. This paper presents a summary of a surface-based hydraulic fracture program that was successfully implemented to assist in the propagation of the Cadia East Panel Cave 1 (CE-PC1) cave to surface through competent overlying rock masses. In this case study, the propagation of the CE-PC1 cave slowed as the cave grew past 750 m in height, initiating a Trigger Action Response Plan regarding the cave propagation rate. Surface-based hydraulic fracturing was subsequently used to stimulate the cave to propagate through the final 450 m to surface. Knowledge of fuel qualities is of ultimate importance for the efficiency of chemical plants or power stations. Although most blending yards are equipped with automatic samplers and the derived samples are processed in the laboratory, the quality variation of the blended product may still be strong. This is caused by several reasons. First of all the process of sampling, crushing, dividing and analysis is time consuming. Results are available only with a delay of two to 24 hours. During this time blending is operated without knowledge of the main parameters. Conveyors with high throughput require expensive sampling systems capable of handling samples which are representative. The frequency of sampling needs also to be high in order to be representative. This results in high maintenance costs and also downtime of the sampling system.Online analysis of bulk materials has matured over time and today it can supplement but not replace laboratory analysis. As an example, J&C Bachmann has realised a coal quality monitoring system on the coal supply of a South African coal processing plant. The plant consumes ~42 Mt of coal per annum. The blending yard consists of two sets of three heaps where coal of six different mines is blended according to the factory’s requirement. From there, the blended coal is fed to the factory on two different belts.In 2010 the plant installed a TEXAS X-ray fluorescence analyser as a trial. It was tested under different conditions on several belts before the customer decided to install six TEXAS analysers on the feed belts to the stackers and two more analysers on the reclaimer belts. All analysers are installed directly on the belt and not on a substream.During the test period blending strategies were developed in close cooperation between the customer and J&C Bachmann. The use of the analysers in conjunction with the blending model has proven that the variation of the reclaimed coal quality was decreased significantly, which results in increased process performance and significant cost savings.CITATION:Bachmann, C C, Bachmann, J F, Cipold, M P and Ha, J, 2017. Development of the Boleo Process Flow Sheet and the Direct Solvent Extraction (DSX) Circuit for Cobalt and Zinc Recovery The metallurgical process designed to treat the El Boleo Cu-Co-Zn-Mn ore involves a sulphuric acid leach in seawater under oxidative and then reductive conditions to maximise metal extraction. Copper and cobalt are recovered as cathodes by electrowinning, zinc and manganese as zinc sulphate monohydrate and high quality manganese carbonate, respectively, by precipitation after a number of separation and purification stages. One of the key purification stages of the Boleo metallurgical process is the CSIRO DSX circuit. The DSX circuit was developed using the synergistic solvent extraction (SSX) technology. Initially, a synthetic solution was studied, and by adding 0.4 M LIX63 to 0.5 M Versatic 10 in Shellsol D70, large synergistic shifts were obtained for cobalt (?pH50 4.24) and zinc (?pH50 1.62). After a single contact, the separation factor of metals over manganese reached over 6,000 for cobalt and over 380 for zinc, indicating excellent separation of cobalt and good separation of zinc from manganese, magnesium and calcium. The SSX system was further optimised with the modified synthetic pilot plant solution. The extraction of cobalt and Zn after a single contact was 93 per cent and 70 per cent, respectively, while the Mn concentration in the loaded organic solution was only 0.28 g/L. A proof of principle pilot plant operation was conducted in 2004 and a demonstration pilot plant for final engineering design in 2006 with outstanding performance of the DSX circuit. For the demonstration pilot plant, the overall recovery of cobalt and zinc exceeded 99 per cent with a raffinate containing only 4 mg/L Zn and 1 mg/L Co. The DSX organic system showed no sign of degradation during the pilot plant operation, indicating good chemical stability under the anticipated commercial operating conditions. The DSX circuit will be implemented in the future Boleo processing plant.

ignitions caused by cutting tools have occurred at a rate of some 14 per year in UK coal mines since 1965, mostly on the coalface. The rate has held steady despite reducing output and number of collieries. Investigations were carried out over this period into factors affecting both the concentration of firedamp in the cutting zone and the igniting source. A study into detecting and suppressing ignitions on shearers has been undertaken and it is feasible to prevent certain ignitions from spreading outside the cutting zone. Practical measures have been adopted by British Coal to identify frictional ignition sites and to lay down working procedures to minimise risk.

Linear and semi-circular features were mapped in the volcanic terrain of the southernCoromandel Peninsula, North Island, using JERS-1 synthetic aperture radar (SAR), Landsat-4 Thematic Mapper, and SPOT-2 multispectral satellite data, digital elevation models, and aeromagnetic data. The mapped features typically correspond to recognised physiographic features and are thus a useful aid to mapping the structural trends in the region. Major linear features exhibit a strong N-S to NNE-SSW alignment, and lesser NW-SE and NE-SW trends. All these are superimposed on pervasive, closely spaced, NNE-SSW and NNW-SSE lineaments present over most of the hilly parts of the map area. There are few major E-W aligned features. Some alignment trends correspond to strike directions of veins in the epithermal gold-silver deposits of the region, but none of the known mineralised structures were visible on the remote sensing data.   The volcanic rocks are Late Cenozoic in age and include a variety of rock types: andesite and dacite flows, domes and tuff breccias, rhyolite domes, tuffs and tephra, lacustrine siltstones, and ignimbrites. Mapping of different textures in the SAR image failed to provide additional information on rock types to that derived from the Landsat and SPOT images. A simple discrimination of rock units based on radar texture is apparently prevented by the complex volcanic geology, superimposed hydrothermal alteration, and long period of erosion.

One of the major changes in the resource industry in the nineties has been the re- internationalisation of the industry. The history of the resource business has been one of companies from the developed world utilising the cash flows from their operations to explore and develop mines in less developed regions of the world. This resource development has progressively generated wealth and economic development, which in tum, has led to a new generation of exploration and mining projects.   InSouth America, Chile had led the way in a mining resurgence, now closely followed by Argentina, Brazil, Venezuela and Peru. Although Chile has long had a significant copper mining industry, the pre-nationalisation phase was driven by American capital; the current phase has been spearheaded by RTZ - BHP at Escondida with Canadian junior companies, in particular, providing major speculative impetus. The Australian junior companies have not been significant in South America.   Although Canadian and USA exploration appears to be in decline, the mining industry, particularly in gold, is buoyant in North America. Interestingly, a number of listed and unlisted Australian companies are active, particularly in United States exploration.   Australian-based companies have dominated the South-East Asian exploration scene, especially in the Vietnam region. To date, the combination of political and legislative uncertainties have failed to lead to significant resource developments in this region. The area remains one of great potential, as exemplified by the exciting developments in Indonesia.   The Philippines has a history of mining, and this has been dominated by both local and North American operators. Both large and small Australian resource companies have a presence in the Philippines, and the development of the copper-gold potential could be impressive over the next decade.   The tales of the undeveloped mineral potential of China are probably rivalled only by the supposed strings of virgin Russian orebodies! Many Australian companies appear to have looked but few have chosen to proceed with Chinese developments. There seems little likelihood that China will, in the foreseeable future, rival South America as a target for Australian and North American resource capital.   Papua New Guinea has had an active, albeit chequered history in mining, with Australia long being the predominant source of exploration and development funds. The developing nation status of PNG has generated extreme uncertainty, with the current exploration scene all but dead. Most recently, the international flotation of Lihir Gold has tested the international and Australian investment community's commitment to PNG resource development.   The Australian exploration scene continues buoyant, although dominated by gold. The base metals scene is generating, on average, one significant base metal mine developed every couple of years. This is probably the fastest rate of significant base metal development in Australia's history.   The gold scene has been one of incredible dynamics, and there is no evidence that this momentum is waning. The development of new exploration techniques, together with a number of the companies reaching a critical size, has added to the momentum in the industry.

Particle Mechanics and the Design of Cyclone Tribochargers Triboelectric separation is a dry electrostatic technique that has shown promise in several particle processing applications. A tribocharger uses contact or friction to differentially charge particles of different materials, which are then separated by an electric field. The initial tribocharging process is poorly understood, with tribocharger design and operation largely a matter of trial and error. A better physical understanding of tribocharger operation would therefore be of immense value in the optimisation of triboelectric separation processes. A combination of charge measurements, trajectory modelling and high-speed video has been used to relate charging to particle mechanics in a cylindrical pneumatic cyclone, one of the most effective tribochargers for mineral separation applications, and the preliminary results are presented here. The consequences of these observations for cyclone tribocharger design and operation, and for tribocharger design in general, are discussed.

The REFLUX Classifier is used to perform particle separations on the basis of density utilising a set of parallel inclined channels positioned above a vertical fluidised section. In continuous mode, feed enters part way up the vertical section, while fluidisation water is introduced from below. Lower density particles are conveyed upwards and collected in an overflow stream, while high density particles segregate onto the inclined surfaces, settle to the base of the system and empty via an underflow stream. Pressure transducers are used to measure the suspension density in the vertical section. This suspension density is maintained by a pneumatically controlled underflow valve to maintain a target suspension density or ‘set point’.Previously, Galvin et al (2010) demonstrated the significant improvement achieved via a new laminar-shear separation mechanism, achieved by utilising closely spaced inclined channels in the REFLUX Classifier. For the separation of low-density coal particles from mineral matter, a channel spacing of 6 mm proved effective; however, for the separation of gangue minerals from much higher density minerals such as iron ore, the shear-induced lift needs to be even higher. In this paper, we examine the influence of two different channel widths on the continuous processing of an industrial iron ore feed in the REFLUX Classifier. It was found that when moving from 6.0 mm to 3.0 mm channels, the ability of the system to reject coarser gangue material and retain finer high density material across a particle size range from 0.125 to 1.0 mm was increased, resulting in a higher grade product.CITATION:Hunter, D M, Zhou, J, Iveson, S M and Galvin, K P, 2017. During an eight month period, January to August 1978, nine bore holes were drilled in the Mikonui River gravels. On account of two rebores required from near bottom, the number of bores is in effect 11. Just on 1300 feet were drilled with an average depth of 120 feet. Depth varied from 102 feet to 133 feet. Penetration on average per hole value, varied from 7.4 to 16.4 feet per day. Gold values were even more erratic. Drill rig used was the Keystone churn drill manufactured locally by the Dispatch Foundary. It is skid mounted and requires a crew of two persons.

The discovery of Olympic Dam in 1975 and, more recently, Prominent Hill in 2001 and Carrapateena in 2005 demonstrates the potential for world-class IOCG deposits in South Australia. Potential for further discovery of large IOCG mineral deposits in the Gawler Craton and the Curnamona Province is high because of continental-scale pervasive iron-rich alteration, crustal-scale structural preparation and unique magmatic-hydrothermal conditions. Recent exploration successes point to the effectiveness of new exploration tools and technologies to locate this style of mineralisation under cover. The gold endowment of these orebodies located in South Australia exceeds 75 Moz, with further discoveries to come. The lead time between discovery and development of the multi-million ounce Prominent Hill copper-gold mine in less than seven years demonstrates how quickly this style of deposit can be brought into production in South Australia. Clearly these long-life, multi- commodity IOCG deposits mines are an immediate exploration and future growth opportunity for the gold mining industry to replace ever depleting gold inventories.

Reasons are given for the seemingly excessive public concern with taxation of the mineral industry. Optimality of mineral extraction is a concept that requires careful definition in terms of one or more objectives. Once defined, the impact of taxation upon optimal mineral extraction may be studied; findings from earlier work on this topic are presented for two basically different cases. In conclusion it is observed that the pursuit of optimality requires the availability of highly skilled engineers; in the event of a large-scale mineral development it is this resource that is probably scarcest of all.

Both here and in Australia, the unique commercial and tax features of joint venture are finding favour in forestry, fishing, technology and infrastructure projects. For New Zealand mining companies, joint ventures provide a means of access to foreign know how and investment funds, while retaining their corporate independence and their hard-earned tax losses.   This paper discusses some of the practical income tax and GST considerations where a joint venture structure is contemplated. The first part of the paper considers income tax, and in particular how joint ventures enable companies to access and carry forward tax losses. It explains why a joint venture may be advantageous relative to a jointly owned company.   The second part of the paper concerns GST and the focus is on two aspects: 1.   Joint ventures may be registered for GST. In some instances they have no choice and are required to do so. Where a joint venture is registered in respect of a taxable activity, the members are not permitted to register in respect of the same activity. This may be problem where the member has incurred its own expenses and the member wishes to register in its own right to claim back the GST on those expenses. This paper explores the issue and possible solutions. 2.   It is not uncommon to see joint ventures claiming GST on the costs of production, and the production being sold (and GST is being charged) by the members. In this paper we consider whether these arrangements have a tax risk, and what can be done to make them technically sound.
