A Peer Review Panel for the Golden Cross Mine in the upperWaitekauri Valley, Coromandel was initiated in December 1989, before mining, as a requirement of the conditions of the Mining Licence and Water Rights. The panel's function is as a technical audit and advisory team - to provide independent technical review of design, construction, and execution of mining operations, slope remediation works, and reclamation/mine closure activities. The primary role of the panel is to act in the public interest by providing assurance to regulating authorities that the design and application of on-site mining operations accords with 'good industry practice'. Panellists are not involved in design nor as advisers, although until 1997 when explicit terms of reference were written, the panellists were a sounding board for some operational proposals. The panel functions to ensure that best mining industry technical standards are met. The costs of the peer review process are met by the mining company. Review of mining operations includes environmental matters such as land rehabilitation and water quality. The focus of this paper is on the process of peer review for environmental management factors rather than for structural and mine engineering.

The status of remote sensing data availability in New Zealand is outlined and discussed. Currently, two multispectral remote sensing satellites are providing regular data over New Zealand; aircraft scanner services are available from Australia.; operational radar satellite services are yet to materialise. The advantages and disadvantages of the various data types are compared and contrasted. Some image processing considerations are outlined.

In an underground mine, different mining activities such as undercutting and cave progression generate redistribution in the present in situ stress field, and these changes are represented in the rock mass through induced seismicity.In order to study and analyse the induced seismicity generated in El Teniente, a block model was developed to account for the dissipated seismic energy through different areas of the mine from 1992 to 2015. More than 2.1 million seismic events were unified and classified in 3D in order to be used for the interpolations. The resultant model variables account for the accumulated energy releases in a monthly time resolution, and provide the ability to intersect different 3D entities with the stored information in the blocks, and estimate the energy evolution inside these entities.The generated model was used to analyse the geotechnical variables that determine the seismic response for the rock mass in the mine, such as geometry and direction of advance of the undercut fronts, lithological domains, and to study the ‘work’ the rock mass needed to go through in order to generate caving in areas with different stress settings.A specific area of the mine under high-stress conditions was analysed by studying the seismic energy associated with two subsidence caves interacting around the project, the modelled lithology. Using the same approach two adjacent projects are analysed to understand the released energy from the rock mass based on different stress and geotechnical settings for each project.CITATION:Córdova, E, Brzovic, A and González, R, 2016. For the past 120 years, Portland cement manufacture has been undertaken on the shores of the Whangarei Harbour in northern New Zealand. Through a serendipitous conjunction of geo-chemistry, the argillaceous marl found on Limestone Island in the harbour and Tikorangi Hill provides a perfect mix of the various elements required for strong and durable cement. Golden Bay Cement, and its predecessors, have been the guardians and managers of the use of these minerals. As the demands of the concrete industry have increased, so have the needs of the manufacturing process. Careful mapping of the resource at both Portland and Wilsonville Quarries has been undertaken. This has allowed the Company to change the Quarry operation from a purely volume basis to one of selection and blending of constituent minerals. Within the manufacturing process, change has also been introduced. Analytical techniques, using x-ray fluorescence spectrometry, microscopy and the application of modem data collation, has allowed fine tuning of the process. The Company now produces an increasing diverse range of products for both the domestic New Zealand market and exports to various South Pacific countries. This paper discusses the processing of limestone and æcement rockÆ into cement clinker, an intermediate synthetic mineral ground into cement. It examines control and blending regimes, and some methods used in determining process efficiency. An important technique ærediscoveredÆ has been the application of microscopy to clinker.  Examination of the major silicate minerals enables interpretation of the kiln processing and feedback to process operators. It also enables a prediction of indicated performance when ground into cement. Examples this paper give an insight into the use of minerals from Northland in some of the more important construction projects in modem New Zealand.

Many future and current block and panel caves extract ore from veined rock masses. These rock masses are composed of open joints forming blocks or rock with healed networks of veinlets. These two types of discontinuities pose a challenge for rock mass characterisation and classification due to difficulties in distinguishing actually open joints from healed but weak veins when diamond core drilling and excavation blasting practices disturb the rock mass. The inability of separating characteristics of open joints and healed veins has often resulted in an underestimation of the rock mass quality and as a consequence led to inappropriate assessments of rock mass response to mining (ie rock mass behaviour) and consequently deficient excavation stability assessments and ground support designs. In this paper, guidelines are provided to improve the characterisation and classification of veined rock masses. It is shown how veined rock masses can be mischaracterised resulting in often incorrect forecasting of rock mass behaviour. Following this, the classification of veined rock masses is examined. It is shown how the primary classification systems (ie Q – Barton, Lien and Lunde, 1974; rock mass rating (RMR) – Bieniawski, 1976) may not lead to reliable ratings in veined rock masses if care is not taken to differentiate between open joints and veins of varying strength. Examples are provided to illustrate how the Q and RMR systems are insensitive to veining. Water rights and availability are extremely contentious issues in many mining regions around the world, in some instances leading to violent confrontation. This situation has the potential to only get worse because competition for 'scarce' water resources will increase with population growth. In this environment the dilemma facing the mining industry is how to generate confidence in developing a responsible, sustainable and transparent water management strategy that is recognised as such by all stakeholders. Whilst the water needs of the mining industry are minor compared to those of agriculture, an operating mine requires a relatively large quantity of water on a daily basis to carry out operations. Another contentious aspects of new mine development is the debate between all stakeholders on the amount and quality of water that a mine is able to discharge into the environment should this be required. There are a multitude of water resources available to the mining industry for operational needs however much of this water is saline and over the last two decades there has been a continual decline in water quality (ie salinity has increased). In today's world there are enormous internal and external pressures to reduce water consumption at a mine and/or alternatively use water not considered a resource by the local community (ie sewage, saline or salt water, desalinated water). Strategies to meet these objectives can be achieved by implementing good water management practices, by recycling process water, reducing water losses by evaporation and seepage (ie by increasing and improving dewatering practices) and employing new technologies such as dry stacking and dry processing. Recycled water, acid mine drainage water and water collected in the mining area have the potential to impact mineral processing performance, unless they are treated, because of the build up of mineral salts and decomposed chemical products in these types of waters. Besides this the regulatory requirements of any water discharged from a mine site (quantity and quality) have also become more stringent. For these reasons there is now some form of water treatment practiced at most mining operations around the world. This paper provides an overview of water stewardship undertaken in the mining industry over the last two decades and provides examples of water treatment practices that have recently been installed at mining operations that may be of interest to the reader.

Otago Schist in the Mount Patriarch, High Burn and Cameron Creek areas of northwest Otago grades from textural grade IIA in the east to textural grade III in the west. The entire region is of the actinolite-pumpellyite metamorphic facies. Lithologies in the area are interbedded turbidite sequences comprising pelite and psammite together with pebble conglomerate, greenschist and metachert horizons. The mineral assemblage of the schist is typically quartz-albite-epidote-actinolite-pumpellyite-chlorite-stilpnomelane-calcite. A good foliation is well defined in the area and is predominantly parallel to bedding, except in hinges of mesoscopic isoclinal folds. The structure of the area appears to be defined by a large southwest plunging isoclinal fold defined by bedding with a steeply dipping axial planar foliation. Kink folding and dextral strike-slip faulting in the area postdates the ductile phase of deformation. Pods of rhodonite, rhodochrosite, spessartine garnet, coombsite, caryopilite, Mnstilpnomelane and Ni-Cu-Zn sulphides were found in concordant metachert layers in the Mount Patriarch area. Metachert was also found in float in the Cameron Creek area. Malachite occurrences relating to copper mineralisation were also noted in a green metachert horizon on the eastern flank of Mount Patriarch. The coombsite, in only the third observation worldwide, is the most Fe-rich variety reported.

The formation and distribution of gold placers in active collisional mountain belts are directly related to the tectonic, topographic, climatic and erosional constraints prevailing on either side of the orogen at the time of placer formation. In the absence of pre-existing placer deposits, these factors combine to concentrate placer development on the side of the orogen facing the prevailing winds, where most of the erosion and uplift occurs. Drainage network changes and glaciation can significantly alter placer distribution with respect to source areas within the orogen. After collision stops, placer formation will proceed on both sides of the orogen as exhumation of the mountain belt ensues. Incorporation of pre-existing placers formed on ancient mountain belts into younger placers in subsequent orogens, may be recognised by anomalous placer distribution compared to the above model. Most of the relatively young giant placers such as those inNew Zealand, Chile, Bolivia and Columbia, exhibit these general patterns. Their character and mode of formation have important implications for the formation and distribution of much older placers, such as those in South Africa's Witwatersrand Basin.

Gold-silver mineralised veins at Favona, represent a new low-sulfidation epithermal vein discovery that occurs less than 1 km southeast of the world-class Waihi deposit. The Favona vein is hosted in Late Miocene andesitic lava flows and local dacitic tuffs that are intensely altered to quartz, adularia, chlorite, illite or interstratified illite-smectite (with ten to 70 per cent smectite) and pyrite. Adularia is widespread and envelops the veins, whereas chlorite and illite are mostly restricted to the footwall, and illite-smectite is confined to the hanging wall of the Favona vein. At shallow levels, kaolinite, cristobalite and rare alunite overprint the above minerals. A polymict hydrothermal breccia also occurs above and in the hanging wall of the Favona vein and contains clasts of altered andesite and various quartz vein fragments. Fluid inclusions in quartz veins sampled over a 300 m vertical interval have a homogenisation temperature range of 175¦ to 266¦C and dilute apparent salinities of 220¦C and grading into illite-smectite and local smectite which formed at 2. In contrast, late kaolinite, cristobalite and alunite formed from descending steam-heated acid-sulfate waters. Overall, the Favona and Waihi deposits are interpreted to have formed at similar levels in a single low relief hydrothermal system, with each deposit representing a distinct zone of fluid upflow.

An Innovative Process for Comprehensive Utilisation of Clay-Vanadium Ores By adopting conventional processing technologies such as flotation, gravity concentration, and magnetic separation, it is difficult to enrich vanadium mineral effectively. At present, vanadium extraction process usually has not the mineral processing enrichment procedure, but rather uses direct hydrometallurgical process: roasting - leaching - precipitating vanadium for obtaining high quality V2O5 product. But it results in problems, for instance, high consume of auxiliary materials like acid and alkali, serious pollution and high cost of vanadium extraction. In the project study on the ore of a certain clay vanadium mineral, by adopting the test process: scrubbing raw ore with reagents added in - dispersing and segregating with reagents - grading enrichment, vanadium concentrate product with higher grade was made by virtue of reagent's selective inhibiting, and the purpose of upgrading the raw material used for vanadium extraction with hydrometallurgical process is achieved. The process technology obtained from project study features simple process structure, low equipment investment, low cost of mineral processing and pollution-free to environment. It provides high efficient and practical technology for the comprehensive utilisation of clay vanadium mineral, and has a prominent prospect for its popularisation and application.

Lead smelter slags, produced during the last century in quantities ofmillions of tonnes at Lavrion, Greece, have recently been used in theconstruction of Lavrion harbour. In order to evaluate the geochemicalstability of slags and assess their environmental impact on the aquatic environment, a detailed study on lead leachability under conditions that simulate subsea environments was carried out. Leaching experiments using magnesium chloride solutions under mild temperature conditions were conducted and the effect of main parameters on lead solubility was examined. Furthermore, kinetic analysis on the experimental results was performed. Based on the results, lead dissolution increases by increasing the reaction time, magnesium chloride concentration in the bulk solution and temperature, whereas it decreases by increasing the slags particle size. The reaction order was found to be approximately 0.5 at the initial extraction stages and the activation energy value from the Arrhenius plot was estimated to 29.8 KJ/mole. Diagnostic equations applied to all the experimental data reveal that lead dissolution is mainly controlled by diffusion through the ferrosilicate matrix of the slag particles, which is in accordance with the low activation energy value. The JanderÆs diffusion equation [1-(1-a)1/3]2=kt was proposed as the equation representing the reaction of lead dissolution from slags using magnesium chloride solutions.

The 115-year history of the Hall-Heroult process for production of aluminium has been characterised by a sustained technology-driven improvement in costs and productivity. In the past decade the industry has effectively transferred best practice into older technology with improvements through computer control of the process, and redesign of cell linings using computer modelling . Incremental development is now at the point where diminishing returns will apply for further technical improvement effort however, until the gap between technical limits and current best practice is addressed through major process redesign. The process remains a long way short of its technical limits in energy consumption, carbon anode consumption, cell life and product purity. Investment cost in new capacity is very high, supporting the retention of older and less efficient technology and hence limiting the application of best practice in environmental performance and occupational health exposure. The industry is a major emitter of greenhouse gases yet the process has the potential to release oxygen as the primary waste. All of the above issues will be addressed in the new century, but only through commitment to the necessary long-term research and development that is required to achieve a redesign of the process.

The key to the successful debt funding of a new mining project, whether in economically established or developing nations, is the submission of a comprehensive feasibility study. The feasibility study forms the basis from which the resource banker can construct financial models which govern the amount of available funds, the conditions which control the supply of such funds and the time period over which the loan may be repaid. The bank will wish to ensure that the feasibility study is the best representation and confirmation of reality possible because this model is the basis of the loan security package. Thus the study will be vigorously interrogated by independent experts in all its elements including the ore reserve, mineability, metallurgy, operating and capital cost profile, environmental factors and management. A well constructed feasibility study, undertaken by well recognised and respected independent consultants can save the client company a great deal of real and opportunity costs especially in relation to project timing. Once constructed and operating, the mining project may face one or more completion tests in relation to the loans provided. The genetics of such tests often relate to either the ability of the operating company to become solely responsible for the repayment of the loan or to be rewarded by lower interest rates or some other mechanism. Strong professionalism, accessible records, good checking procedures and high quality, competent site management will greatly assist the client company passing these tests. A record of well established technical competence with its bankers may well assist a company in the establishment of a mezzanine loan for the early development of its next project, thus allowing an earlier return of dividends to shareholders.

The early development patterns of both Australia and New Zealand were substantially in parallel and both were heavily indebted to gold mining for, providing the stimulus to growth. However, since the mining boom, of 1895 - 1899, the mining sector in New Zealand has progressively declined, while in Australia it has assumed an increasing importance in the economy. The continued dominance of minerals in Australian trade, and the fact that eight out of the top ten companies in Australia are directly involved in mineral exploration and production, has strongly influenced government and public attitude's to the minerals sector. Although the legal framework of mining and exploration Acts and Regulations are similar it is in, the method of administration, particularly in regard to exploration and prospecting licences, that the gulf across, the Tasman is apparent. Despite the relative ease of application and granting of licences in Australia, in the more settled south eastern part of the continent we are finding more and more land is being zoned unavailable for exploration. In the remote areas, the Aboriginals now control nearly ten per cent of the land area of Australia, virtually with drawing that portion from exploration. The concept of 'Australianisation' has softened a hardening attitude against foreign investment in mining on the part of the bureaucracy. This anti-mining attitude is fortunately, not shared by the public, and we can but hope that the will of the Australian people can filter through to our masters in Canberra, and ease the rapid increase in the number of regulatory bodies which does so much to inhibit the normal conduct of business. The delays caused by interminable hearings and committee investigations all cost money. This cost can only rebound back on the end consumer, who after all is a voter.

Stopes are used in several underground mining methods. Boundary determination of these stopes is generally based on simple rules of thumb. While several stope boundary optimisation techniques are available, they fail to guarantee true optimum results. The first part of this paper reviews some important stope boundary optimisation studies and proposes a new algorithm to optimise stope boundaries and layouts for underground operations. The second part applies the proposed algorithm to a block model to test its ability to produce optimum results and demonstrate its applicability in a number of different scenarios. The results demonstrate that the proposed algorithm can find optimum stope boundaries and layouts in three dimensions for different stope sizes and economic conditions.

The Otago and Southland lignite deposits represent by far the largest known fossil energy resources in New Zealand. Despite their size they have remained virtually untouched since exploration in the 1970s and 1980s defined their extent. In total there is an estimated 10.9 billion tonnes of lignite in 13 defined fields in Otago and Southland. Much of the exploration work only targeted seams at shallow depth and it is highly probable that there are further resources at depth in the fields that have been explored to date.   L&M Lignite Limited (L&M) holds exploration permits over a number of lignite deposits and is currently engaged in pre-feasibility studies to investigate the potential of the lignites for gasification. L&M is focussing its studies on the Hawkdun and Ashers-Waituna deposits. Coal quality in these deposits, particularly Ashers-Waituna, is highly suitable for gasification. In total the two deposits contain 1647 Mt of potentially recoverable lignite. L&M has engaged a variety of consultants to progress this project. The Hawkdun and Ashers-Waituna deposit databases have been re-evaluated and the resources remodelled. Further drilling has been carried out and the coal quality database has been expanded. The baseline project is to develop a mine to feed a plant that will produce liquids, specifically low-sulphur diesel and naptha, using the Fischer-Tropsch process. The project anticipates a staged development of 10 000 barrel per day units, each requiring mining at the rate of 12 700 tonnes of lignite per day. The production of other products including ammonia-urea, methanol, hydrogen and electric power is also under study.

Minerals and Metals Group (MMG) subsidiary Lane Xang Minerals Ltd operates a single site copper and gold mine near Sepon in Lao PDR. Gold production commenced in 2002 and first cathode copper production was in March 2006. Plant throughputs for gold and copper are currently 2.5 Mt/yr and 1.4 Mt/yr respectively; use of a second tailings dam has commenced accordingly. Although the increased catchment area creates opportunities for more storage to reduce demand on other water sources, especially during the dry season, it also creates greater requirements for water treatment capacity.The water balance for mining operations in a tropical monsoon environment with dry winters presents on going management challenges. A successful mining operation depends on a careful balance of water inputs and outputs. The challenge prior to every wet season is having enough storage capacity to absorb potential rainfall. Plant operation in the dry season benefits from water captured and stored from the wet season which reduces the dependence on river water. Release of excess water to the environment is necessary to cope with the overall positive water balance and depends on suitable and effective treatment of water in accordance with the environmental guidelines.Ausenco has recently built and commissioned a second water treatment plant at the Sepon Copper Plant to process tailings decant water.  The objective of the second Sepon water treatment facility is to increase the site water discharge capacity to maintain the water balance and reduce the dependence on river water.  Decant water treatment is required to precipitate the contained heavy metals prior to discharging to surrounding wetlands.  The main metal that needs to be removed from the site water to meet discharge water quality requirements is manganese, as heavy metals are already precipitated to required levels in neutralisation before the tailings are sent to the storage facilities. A site layout provision for removal of manganese to produce a saleable carbonate precipitate is incorporated in the polishing plant design (future installation).

Forty one whole rock samples from the Gold Cross low-sulfidation epithermal Au-Ag deposit have d18O values that range from 4.4 to 9.3 per mil, with an average value of 7.0 per mil. Unaltered and weakly altered rocks have d18O values greater than eight per mil, and the orebody is surrounded by samples that are depleted in 18O. A strongly silicified sample adjacent to the Empire Vein System has a d18O value of 9.0 per mil, similar to previously reported analyses of vein quartz (7.0 to 11.7ë, average 9.4ë). This suggests that, in detail, Golden Cross may have a zone of 18O-enriched wall rocks in the core of the deposit, adjacent to the main underground veins. Although some workers have suggested that stable isotope geochemistry may provide useful information for epithermal mineral deposit exploration, at Golden Cross this is not the case. Alteration minerals, major elements and trace elements all define larger, less ambiguous halos than the zone of 18O-depleted wall rocks.
