Equations for predicting the performance of vacuum filters and centrifuges used for coal dewatering are presented. These equations are the basis for a dewatering module which has recently been added to the Coal Preparation Plant Simulator developed at the University of Pittsburgh under the sponsorship of the Department of Energy. The module provides for mechanical degradation in the centrifuge; loss of fines to centrate or filtrate; changes in size and gravity distribution; changes in ash and sulfur content; as well as final moisture content of the dewatered product. Inputs to the module are the flow rate of the coal to be dewatered, a washability analysis of the coal, and parameters describing the operation of the vacuum filter or centrifuge. Typical results obtained using the module are presented. There are adjustable parameters which can be varied to match plant operation or experimental data if desired.

A fairly complex analysis is required to select or evaluate a piece of excavating and bulk handling equipment for its performance. At present, there is little agreement as to what points should be considered, and even less on what procedure to follow. This paper provides both of these in a consistent and direct form. The analysis applies to all types and sizes of equipment. The importance of the equipment characteristics, job activities, and work conditions are stressed. Separate analytical stems are established in a flow chart for these. They are combined using suitability tests in: problem statement; natural conditions; suitability guidelines; appropriate equipment types; operational activities; encumbered space; geometric design; equipment sizing; failure and limits; performance and consumption; public policy checks; and costs and profitability. Public policy and economics receive emphasis towards the end. The procedure is iterative, containing distinct feedback loops. Specifying the steps and sequence provides a necessary structure which has long been overdue.

In the technical literature of 1965 and 1966, there were several papers about future power for mining and construction equipment. Most of these papers made the same predictions: •More power •Better reliability and durability •Ease of service and maintenance •Operating economy •The possibility of future environmental concern •The entrance of the gas turbine In the five years that have since passed, some of the 1965-66 predictions have at least partially come true, while others have not been fully realized. Actually the list still appears sound today. Priorities may have changed and details may be different, but the main points cover the requirements for future prime movers quite well.

THE application of artificial refrigeration, or air-conditioning, to the ventilation of deep, hot mines has long been a subject of interest to the operators of such properties. Artificial cooling of the air in theaters, railroad coaches, and various industrial plants has been so successful within recent years that it has been natural to assume that the adoption of similar methods would afford a ready solution to the difficult problem of mine ventilation. It should however, be obvious, that although there may be nothing technically impossible in the application of this process to mine ventilation there is a great economic distinction between the maintenance of a high standard of comfort for a large number of people in a relatively small space such as a theater and the cooling of air to improve working conditions for miners scattered throughout the extensive workings of a large mine. Many methods of air-conditioning have been considered by the management of the Anaconda Copper Mining Co. at various times, but until the development of the process to be described in this paper none has seemed economically practicable.

Until the end of 1960, the small primary aluminum industry in Australia was run by the government. The entire operation was at Bell Bay on the north coast of Tasmania. It consisted of an alumina plant and smelter, owned jointly by the Commonwealth and the State of Tasmania. Apparent domestic demand that year was about 48,000 long tons; 11% thousand came from Bell Bay; the rest was imported. By March 1964, Australia had two fully integrated aluminum companies. The government has stepped out of the picture and the key word of the industry from bauxite to metal is "growth." Present annual capacity of the two companies for making aluminum metal totals 92,000 long tons a year. Australian demand is about 60,000 tons. By 1968 Australian consumption should be 90,000 tons and by 1970 it is expected to reach 107,000 long tons per year. Export markets for bauxite, alumina and metal are developing.

A method has been developed for continuously measuring the moisture content of coal. The method is based on the thermalization of fast neutrons by hydrogen in the coal. Neutrons from a small radio-isotope source penetrate the coal, are scattered by hydrogen, and measured by a thermal neutron detector. The number of thermal neutrons counted can be directly correlated with the moisture content of coal. In a pilot-scale system, moisture was measured continuously within 0.2% in coal moving at rates up to 20 tph. The method is adaptable in industry for continuously measuring the moisture content of coal at high tonnage flow rates. Such an application would permit continuous recording of moisture in coal without sampling and facilitate quality control. An automatic and continuous method of measuring the moisture content of coal is needed by the coal industry. Automatic control of the coal quality would reduce the cost of coal preparation, improve the product, and thus indirectly increase the use of coal. Moisture in coal can be determined by several methods, but the time required to obtain samples and analyze them by existing methods makes it difficult, if not impossible, to control the quality of the product. Both producers and consumers need a method for continuous and instantaneous measurement of moisture content without sampling in order to regulate process equipment and keep the moisture content of coal within specifications. At the Morgantown, W. Va., Coal Research Center we are developing a nuclear method for continuous measurement of moisture in coal. This method is based on the thermalization of fast neutrons by hydrogen in the water and organic matter of coal. Neutrons from a small radioisotope source penetrate the coal, are scattered by hydrogen, and are measured by a thermal neutron detector. The number of thermal neutrons counted can be directly correlated with the moisture content of coal. Design of a moisture meter based on neutron thermalization depends on many variables, any or all of which can affect the sensitivity of the meter. These factors include those related to the nuclear aspect; type and size of neutron flux and source, type of detecting device, and background count; and those related to the coal being tested: rank, particle size, and ash content. A survey was initiated to eliminate the relatively insignificant factors and to ascertain the magnitude of the major effects. Such information was necessary to fully evaluate the technique and to establish design criteria. Coal contains a relatively large amount of hydrogen in the organic coal substance and the water of hy-dration of the shaly material as well as in the moisture. To apply this concept of moisture measurement to coal requires that the organic substance in coal from any one seam of a particular mine be uniform in hydrogen content. The difference in total hydrogen content of wet and dry coal is relatively small, so that a moisture measurement based on this concept requires a measurement between two large numbers to a high degree of precision. Thus, it was necessary to develop a highly precise instrumentation system for continuous measurement and to obtain a physical arrangement permitting measurement of moving coal with a minimum effect from density variation. EXPERIMENT WITH TRAYS OF COAL Tests were conducted with metal trays containing SO to 100 lbs of coal to develop an instrument system of high precision. A scaling system with a maximum instrument error of 0.2% was used to test different types of thermal neutron detectors. The most suitable type of detector was a boron-10-lined proportional counter tube. While this type of detector showed satisfactory stability, extensive testing disclosed a long-term count reduction probably due to some type of deterioration in the detector. However, development of an electronic system using dual detectors eliminated this deterioration as a serious problem. (The second detector would be used to measure a reference drum of dry coal — the difference in count rate between the wet coal and dry reference coal being a direct measure of moisture content.) Table I, column 1, shows typical results with a 1-curie plutonium-beryllium neutron source and a thermal neutron detector beneath a tray of coal and illustrates the precision of measurement. Gentlemen:-I herewith present a report on some of the more important activities of the Institute for the year 1921. The present incumbent took. over the active management of the Secretary's office on the first of July and his, work was facilitated, while becoming acquainted with the routine of the office, by the constant and., kindly assistance of the former, Secretary, Mr. Stoughton, during the following three months, and that no interruption occurred inn its regular and smooth operation is due to him and to the Assistant Secretary, who has always been ready to give the benefit of his experience and assistance. MINING AND METALLURGY Through the efforts of President Ludlow and the generous assistance of one of our members, coupled with the excellent work of Major Barbour, MINING AND METALLURGY has, during recent months, shown constant improvement, which could not have taken place, however, had it not been, for the support given by a number of our contributing members. We have every reason to feel encouraged with respect to the quality of the publication and its cost of production. For the year 1921, the net cost of MINING AND METALLURGY was about fifty cents per member, per annum. Occasional letters are received criticizing the Board for producing this publication, but they are more than offset by letters of approval. When the, full purpose of the publication is appreciated, criticism ceases. The elimination of MINING AND METALLURGY and reversion to free distribution of all papers to all members, whether desired or not, would mean such a heavy additional expense that the number of papers would have to be much curtailed. The generous cooperation of members in sending for only such papers as they particularly desired has saved, the Institute thousands of dollars. A plan is being worked out that will materially assist in securing a prompt distribution to members of all pamphlets dealing with subjects in which they are especially interested.

For relative gravity measurements, the author in 1918 described an instrument1 of which the essential part consists of a highly astatized, standing pendulum turning about a horizontal elastic axis. This type of instrument has been used recently in practical field work, therefore a description of its principle and technical development is given herein. Part I, describing the principle, is a direct translation of the original Swedish paper.1 Part II gives an account of the practical elaboration of the instrument, together with some description of measure-ments performed.

In the years ahead, the industrial minerals producer will face several major challenges. Not only will he have to market increasing quantities of his product economically, but he will have to do so from lower grade deposits that are farther away from the marketplace. At the same time, he will have to comply with more regulations controlling the handling and disposal of waste products and get along with relatively less available labor than he has at present. Accordingly, industrial minerals developments of the next 30 years will be directed primarily toward helping the producer meet these challenges. There will be greater raw materials usage, new processes, new marketing practices affecting plant location, size and complexity, and maximum automation-all aimed at producing more materials at lower cost. Processes To Make the Most of Materials In future processes for industrial minerals, there will be great emphasis on more or total use of the initial raw materials or plant feed stock. This approach will result in the application of more and more concentration methods to the treatment of industrial minerals-both conventional processes and new ones that might be developed in conjunction with pyro-processing. High-intensity and electrostatic separation are certainly two areas which will see greater use in the field.

A coal preparation plant built with conventional materials only might be able to do an efficient job of preparing coal, but its maintenance costs would be high and emergency shutdowns frequent. To remedy this situation special materials are being used, either in original plant construction or for replacement of conventional materials. The special materials vary from high-strength and abrasion-resisting steels and stainless steel alloys to ceramics. They include hard surfacing welding rods, rubber refractories and some of the newer plastics, the merits of which are cited by the author. A coal preparation plant, limited strictly to the use of conventional materials-for example, mild steel, cast iron and ordinary rubber-could, no doubt, do an efficient job of preparing coal, but the high cost of maintenance and increasingly frequent emergency outages would soon force the operator to seek relief by introducing special materials such as alloyed steels, oil-resistant rubbers and hard-surfacing welding rods.

The distribution coefficient, k, of interest in zone refining is generally defined as the ratio of the solid to the liquid solubilities of one element in another at the normal melting point of the solvent. In practice, distribution coefficients are frequently calculated from solubilities at temperatures well below the melting point of the solvent, e.g., at a eutectic temperature. This is done because of the general lack of accurate data on the liquidus and solidus curves in most phase diagrams. The practice is equivalent to assuming that the liquidus and solidus curves are straight lines in the temperature range between the melting point of the solvent and the temperature at which data for the solubilities are known. It is recognized that the k values so derived may be in serious error; we have found evidence in recent zone-refining operations that a case in point is silicon in aluminum. The phase diagram found in the literature for silicon in aluminum indicates a eutectic on the aluminum-rich side at 12.5 at. pct Si and at 577°C,1 and a solid solubility of silicon in aluminum at this temperature of 1.59 pct.2 It also shows the liquidus and solidus as nearly straight lines from 577°C to the melting point of aluminum (660°C)1,2 The k value obtained from this data is 0.13. This is almost exactly the same as the k value (about 0.14)' obtained in a similar way for copper in aluminum. Yet we have found by mass-spectrograph analyses* of three bars of zone-refined aluminum that copper is efficiently removed from aluminum by zone refining but silicon is not. Two of the three bars of aluminum were zone-refined in our laboratories, the other in the laboratories of AIAG Metals, Inc. The former two bars, designated bars PG2 and PG3, were 30 in. long by 1 in. in diameter during refining; each was processed in a high-purity graphite boat* and kept under refining stage of the process consisted of thirty unidirectional zone traverses at rates of about 1 to 2 in. per hr, with a zone length of 1 to 2 in. At approximately the middle of the refining period a 6-in. piece of the impurity-laden finishing end of the bar* was cut off and replaced with new start- ing material. Following refining, the purest 20-in. section of the bar (obtained by discarding approximately 2 in. of the starting end and 8 in. of the finishing end of the bar) was leveled and then analyzed. The AIAG bar was 16 in. long and about 1.2 in. in diameter; it was purified by eight passes of a 2-in. zone at a rate of 1.6 in. per hr, the bar being contained in a sintered alumina boat lined with loose alumina powder of the highest purity. Data for the silicon and copper contents of the three refined bars are given in Table I. Derived data for the efficiencies of the zone-refining operations are listed in Table 11. It is clear from these two tables that the copper is removed much more efficiently—by a factor of 10 to 50 times—from aluminum during zone refining than is silicon. For example, in bar PG3 the thirty zone passes reduced the copper content from 10 to 0.02 ppm, i.e., by 500 times, whereas the same treatment lowered the silicon content by only a factor of about 16. It seem virtually certain, therefore, that the distribution co efficient, k, for silicon in aluminum is well above that for copper and is very likely not much below unity. This also implies that the solidus line on the aluminum-rich side of the A1-Si phase diagram is very probably appreciably curved near the aluminum melting point since the phase-diagram data indicate such curvature is unlikely in the liquidus.

Pure chrysocolla is floated with chelating agents that form insoluble complexes with copper at ambient temperature. Complete flotation is obtained with potassium octyl hydroxamate as collector at pH 6. Flotation response is enhanced with increased temperature when low additions of hydroxamate are involved. A natural ore was floated with 0.4 1b per ton octyl hydroxamate at pH 6.5 and 58°C, and a flotation recovery of 76% was obtained with a concentrate grade of 31.6% copper. The flotation characteristics of the oxide copper minerals, malachite, azurite, and cuprite, have not presented the difficulty for concentration as have those of the copper silicate, chrysocolla. The copper carbonates and oxides respond reasonably well to flotation with conventional collectors, whereas chrysocolla will not respond to flotation with fatty acids or xanthates under normal flotation conditions. In this view then, other reagents will have to be devised to function as collectors for chrysocolla. The most obvious general class of reagents for this purpose would seem to be the organic copper chelating compounds. The utility of chelating agents as collectors in flotation systems has already been demonstrated. For example Vivian1 has floated cassiterite using ammonium nitrosophenylhydroxylamine. Holman2 studied the flotation of nickel oxide ores with dimethylglyoxime and also suggested the use of taurine on oxidized lead ores. A rather detailed study on the application of certain chelating agents to some flotation systems was presented by Gutzeit.3 This work indicated that the formation of surface insoluble chelates is probably responsible for flotation in many cases. The role that soluble chelating agents assume was also presented, that is with effective removal of polyvalent cations by complex formation, effective depression of quartz can be obtained. DeWitt and Batchelder4,5 have shown that oximes function well as collectors for chalcocite, malachite, azurite, and cuprite. Ludt and DeWitt6 have presented the possibility of using dyes, such as octyl malachite green, as a collector for chrysocolla. These works presented by DeWitt et al suggest that organic copper chelating compounds offer considerable promise for concentrating chrysocolla, but that the most suitable chelating reagent from the standpoint of cost and flotation response has yet to be determined. The present investigation was undertaken to study the flotation response of chrysocolla to selected copper chelating compounds, that is ethylenediamine, hexamethylenetetramine, potassium octyl hydroxamate, dimethylglyoxime, and benzoin a-oxime. EXPERIMENTAL MATERIALS Chrysocolla: The chrysocolla used in the microflo-tation studies was from New Mexico and analyzed 20.8% copper. X-ray diffraction showed this material to be amorphous in character, but some faint lines of quartz were noted. A natural oxide copper ore from Utah was also used in the investigation. This ore contains malachite principally but also contains chrysocolla and tenorite together with some sulfide copper. The sulfide copper comprises from 15 to 20% of the total copper content of the ore. Water: Conductivity water was used in the microflo-tation experiments, while Golden tap water was used in the experiments with the natural ore. Reagents: Reagent grade n-amyl alcohol was used as frother in the experiments with pure mineral, while MIBC was used in the work with the ore. Ethylenediamine, hexamethylenetetramine, dimethylglyoxime and benzoin a-oxime were reagent grade in quality. Pure potassium octyl hydroxamate was prepared as follows: 1) 1.0 mole of KOH in 140 cc of methanol was combined with 0.6 mole of hydroxyl-amine hydrochloride in 240 cc of methanol at 40°C (KC1 precipitates under these conditions and to effect complete removal of KCl, the system was cooled to 10°C and filtered), 2) a light methanol wash was then given the KC1 cake, 3) the filtrate was agitated at room temperature and 0.33 mole of the methyl ester of the organic acid (i.e. methyl octanoate) was

WITHIN the last 10 years the subject of mine taxation in its relation to coal-mining interests has come to have growing importance, not only to those engaged in the mining of coal, but also to the owners of land underlain by coal. A disposition has developed among legislators to accept the principle, which has been laid down y many judicial decisions, that coal underlying the surface must be regarded as a part of the real value of all properties so underlain, and as such is chargeable with such burdens of taxation as the necessities of the government may impose. These necessities arise from the normal expense of maintaining State and local governments, and in the past have been met principally by, taxes based upon assessments of real estate values, which values in many cases have been confined principally or wholly to the value of the surface, without taking into consideration the value of minerals underlying the surface. It is not proposed here to deal with the question of Federal taxation, whether levied on production, or on products transported from one State to another, or exported from the country, or upon thegross or net earnings of corporations engaged in interstate commerce, or upon the production of materials which may be transported from one State to another, or levied. upon the profits or upon the obligations of corporations. The present discussion will be confined to the appraisal of coal lands as assessed for State, county, township, or borough taxation. The methods heretofore and at present in use in the different States vary widely and have resulted in more or less litigation. Discussions appearing from time to time in the technical and trade journals and in the proceedings of mining and engineering associations frequently direct attention to the need for the adoption of fixed principle in levying taxes, and of uniform methods for applying such principles, but there does not seem to be a general demand from the public for the adoption of such methods.

INTRODUCTION A greater understanding is required about the factors which control tunneling operations if we are to meet the expected demand for tunnels. Much of the needed information can best be achieved by the proper use of instrumentation and advanced engineering concepts. Tunnel measurements and their analysis may prove to be the key which will give the insight necessary to understand the relationship of rock, tunnel supports, and linings. There are three main areas which can be improved through the use of tunnel instrumentation. First, and of prime importance, is safety for men and the project. When unstable conditions occur, sets become distorted. Even without measurements, it is sometimes possible to tell when trouble is approaching. In effect, the set acts as a load cell. Distortions in the set indicate reinforcements may be required to maintain stability. Additional sets or rock bolts, if they are placed soon enough, may provide this stability. However, when large rock displacements occur in short periods of time, it could be too late. Figure 1 is an example of the difficulties encountered in stopping moving rock. To stop the movement and possible failure, large props were placed above the spring line and the massive concrete gravity buttress was constructed along the legs. Rock bolts from the buttress deep into the rock were also used in an attempt to stabilize the rock mass. However, this work is for a highway tunnel and eventually these props and buttresses must be removed.

Ed¬munds, Anderson and Waring are to be commended for their excellent work in so painstakingly reducing to constants, the variables believed to be associated with these types of stress corrosion. An ammonia stress-cracking apparatus similar in many respects to the one described has been assembled. Certain aspects of its construction may be of interest. Tensile loading of the specimens, which are usually Y8-in. diameter wires, is accomplished by springs acting in compression in compact, portable, tubular assemblies weighing less than 10 lb. The lower end of each assembly contains the test specimen and is passed into the test chamber for exposure to the moist ammoniacal atmosphere. There is considerable convenience in being able to load the specimens in a portable unit, which may be warmed to prevent condensation, and then thrust instantaneously into the test chamber. Spring loading obviates the use of weights, but it has the disadvantage of allowing some relaxation of the load if the specimen elongates during corrosion. The maximum loss in load found so far was 20 per cent. The air supplied to the test chamber is humidified by passing it through thermo¬statically controlled water. The air is dispersed into fine bubbles by being forced through a porous ceramic filter at the bottom of a tank containing about 10 liters of water.
