No important producing developments took place in Colombia during the year 1928. This was at least partly due to the paralysis of operations by the passage, during the latter part of 1927, of a law which was regarded by the oil companies as confiscatory and unjust, and the promulgation of exceedingly stringent regulations of this law under decree No. 150, published Jan. 28, 1928. This decree, which contained 24 articles, practically prevented not only producing operations by the oil companies but even such activities as geological explorations and surveying, as severe fines were imposed for the possession of maps not registered with the Ministry of Industries. Both this regulatory decree and the law were subject to attack in the courts by several of the oil companies. The regulatory decree was suspended May 22 by Presidential proclamation, until the suits against it are decided by the Supreme Court and Council of State. Though another law was introduced into the Colombian Congress at a later date, no action was taken on it, and at the time of the writing of this paper, it would appear that no oil bill will pass the Colombian Congress during the present session. The Barco concession, which was revoked in February, 1926, still continues an unsettled matter, although there have been rumors that the government was attempting to come to some decision on this rather difficult question. A hopeful sign toward the close of the year was the settlement of negotiations with the Tropical Oil Co. over the acceptance of the payment for royalties due the government from that company. This settlement, which covered a royalty on crude oil produced from June 30, 1926 to June 30, 1928, represented a cash payment for approximately 3,000,000 barrels. It is to be hoped that during the coming year the Colombian government will see its way clear to clarify its position on petroleum legislation. A good augury for the future was the statement made by President Abadia Mendez on New Year's Day, in which he courageously admitted the errors of previous legislation and said, regarding oil, "Very soon

Development and exploratory work continued vigorously during 1933 in Southwest Texas and, from a standpoint of new production discovered, the new discoveries probably equal or may even exceed any previous year in the history of this area. While exploratory work has been general over the area much of it has been confined to two localities; namely, northern Duval-southern McMullen counties and Starr County. A persistent effort has been made to open new productive areas in northern Duval County and the adjacent part of McMullen County, occasioned primarily by the fact that the Government Wells group of fields in northern Duval County have been by far the best fields so far developed in this part of the state, and the possibility of being able to find new fields in the same general area under similar geologic conditions. This has resulted in the discovery of three new fields, Northwest Government Wells, Moca and Eagle Hill. In addition encouraging shows have been found in North Kohler, Hoffman, Smith-Hunter and the Ignacio areas with the prospect that continued exploratory work will develop some of these prospects into fields. Wildcatting in Starr County was the continued result of an effort to find a trend of production through the county southwestward from the older Reynosa Escarpment fields in Webb, Jim Hogg and Zapata counties. This same impulse has caused most of the wildcatting in Zapata County. New Fields Cuevitas.—During the early part of the year the Sun Oil Co. began some core-drill work on a block of leases in northern Starr County, then in June drilled a test which found production in the McElroy member of the Jackson at 2200 ft. Drilling in this field has continued but the productive area has not as yet been clearly defined. Seven oil wells and three gas wells have been completed. Concentrates at the rate of 1000 tons a day are being smelted by International Nickel Co.'s new commercial flash smelting furnace. Developed by Inco, the process is a radical departure from the former practice which involved conventional smelting in coal-fired reverberatory furnaces. In the new process copper flotation concentrate and flux are injected horizontally with oxygen into a specially designed reverberatory furnace, and smelting temperature is maintained solely by the flash combustion of iron and sulphur while the particles are in suspension. The major benefits of this new process stem from two sources: 1)-Substitution of energy from local resources for imported coal; and 2)-Production of liquid sulphur dioxide, replacing equivalent imported sulphur. A measure of these benefits is afforded by considering the saving, in 1954, of 60,000 tons of coal and the production of 70,000 tons of liquid sulphur dioxide, equivalent to 35,000 tons of sulphur.

MINE safety is of the utmost importance to all operators and most operations have a safety organization, or safety inspector, whose job it is to be continually on the alert to detect and correct the hazards of mine operation. Reports from the Bureau of Mines show that next to roof falls, gas presents the greatest hazard in mining. The Bureau of Mines Information Circular 6680 shows that 162 explosions occurred in the United States during the five-year period ending June 30, 1932. Deaths resulting from these explosions amounted to 984, with a great many disabled and disfigured. A fatality rate of 6.07 persons shows the ex¬treme severity of this hazard to the industry. Various mine appliance companies have put on the market instruments for methane detection, which record in direct percentages the amount of methane present in the atmosphere. Unfortunately, few mining companies are using these instruments, however. Those available include the Burrell methane detector, the Wolf, the Martienssen, the Mine Safety Appliance detector, and the Union Carbide Company methane detector, which last I have used extensively in making mine inspections.

Among the technical problems in AEC's Project Plowshare is the necessity of determining the precise effects of nuclear blasts in all kinds of ground formations. This calls for extensive in-situ sampling with full core recovery. In the exploration drilling that often precedes a new test detonation, the AEC and its contractors have applied both novel and established sampling techniques in many new ways, giving improved core recovery and reduced costs in all subsurface sampling and testing. Unique among these new techniques is one that achieved full recovery and virtually undisturbed samples from near-surface layers of unconsolidated boulder-strewn alluvium. This approach involves a combination of oilfield and mining core drilling equipment. Oilfield heavy drill collars, rotary stabilizers and thick, vibration-reducing oil emulsion drilling mud were used in combination with the precise hydraulic feed control, fast (over 300 rpm) bit rotation, light drilling weight, hard rock core barrels and multi-step diamond bits that are common in mining industry diamond drilling.

(Pittsburg Meeting, March, 1910.) THE Fushun coal-field, now being opened up by the South Manchurian Railway Co., is connected with the main line by a branch, 30 miles long, from Sui Chia Tun, 10 miles south of Mukden, the capital of Manchuria. The coal-field, which lies on the southern bank of the Hun river, 25 miles east of Mukden, consists of a long narrow valley,. running east and west between hills composed of granitic and volcanic rocks. At the foot of the northern hills, the Hun river flows westward towards the Liao river, which drains the greater part of South Manchuria. At the foot of the southern hills, resting immediately upon volcanic rocks, and overlain by 20 ft. of alluvial, is a thick layer of Tertiary shales, carrying near the base two coal-seams. In many places the lower of these two seams is in immediate contact with volcanic lauds and basalts, the flows of which were evidently both prior and subsequent to the formation of the coal-seams. This contact has practically destroyed the lower seam for commercial purposes. The value of the field lies in the upper seam, which, for a length of nearly 8 miles, varies from 100 to 130 ft. thick. Of this seam, 85 per cent is good coal. The seam dips to the north conformably with the shales, at angles of from 25° to 30°, and appears to have an uninterrupted dip for about 1.5 miles before being possibly cut o$' by the northern hills. The coal-bearing shales extend east and west for a length of about 20 miles, but towards the east the continuity of the seams is broken by intrusive rocks. The coal is of the sub-bituminous variety, low in ash, bright in appearance, and breaks with a conchoidal fracture. Trend-surface equations are proposed for volumetric coal estimation in collieries of Sydney Coalfield, Nova Scotia. The statistical technique was first tried on Harbour coal in #20 Colliery investigating resulting residuals for abnormalities. The trend model is accepted as probably being correct as a result of that investigation. Indeed, higher degree polynomial trend- surfaces account for over 80% of the total map variability; these are encouraging statistical results, backed-up by geological knowledge about the coal seam, suggesting that the trend model has economic significance for an off-shore colliery developed to exploit the Harbour coal several kilometers east of #20 Colliery. Specifically, the need for additional offshore drill holes for the new colliery (excepting quality assessment holes) should be considered in light of a developed estimating model for the new colliery. The trend model also finds application in coalfields structurally more complex than Sydney Coalfield.

EDWIN LUDLOW, president of the American Institute of Mining and Metallurgical Engineers for the year beginning Feb. 15, 1921, is a well-known figure in the state that was the birthplace of the Institute-Pennsylvania-although he was born and educated in New York and is again one of its residents, after years of active work in the field. Mr. Ludlow was born at Oakdale, Long Island, and was graduated from the School of Mines at Columbia University with the class of 1879. After graduation, he became a civilian worker with the U. S. Engineer Corps under General William Ludlow, his brother, and for two years did river and harbor surveying along the New Jersey coast.

Electron diffraction and transmission electron microscopy on foils at room temperature were used to investigate the ordering of Fe-Si alloys containing 10 to 23 at. pct Si. A certain degree of DO3 order was found in all alloys. With the exception of the lowest silicon concentration for which the antiphase domains could not be clearly resolved, the alloys have a domain structure of two-domain type with boundaries having 1/4a01<111> displacement vectors for less than 12.3 at. pct Si and with boundaries having 1/2 a0<100> displacement vectors for more than 12.3 at. pct Si. The alloys with 12.3 at. pct Si have a domain structure consisting of fine domains with 1/2a&apos;o<100> boundaries within much larger domains with 1/4a&apos;o<111> boundaries. The development of these structures can be explained by transition of the alloy from the disordered state into the B2-type order and then into the D03-type order by the mechanism proposed previously for the FeSAl alloys. The existence of the B2 structure in the lower part of the investigated concentration range reported in some articles can be explained by fine domains with 1/2a&apos;o<100> boundaries formed by several disordered planes within large domains with 1/4a&apos;o<111> boundaries. The ordered structure predicted by the theory —with practically no domain boundaries —is found in the alloys having 12.3 at. pct Si where it develops in the B2 structure region. ORDERING in Fe-Si alloys was first studied by phragmenl who found that beginning with 13 at. pct Si the DO3 (Fe3Si) superlattice reflections appear in the diffraction patterns. The equilibrium diagrams constructed later by corson2 and Haughton3 from various measurements proposed the existence of a homogeneous solid solution (a phase) in the range from 0 to 25 at. pct Si. Jette and Greiner4 and Farquhar et al.5 measured the relation between lattice parameter and composition and they considered the break in the curve at 9 to 10 at. pct Si to be caused by the ordered solution a"(Fe3Si). Glaser and Ivanick6 Determined critical ordering temperatures of the alloys containing from 10.9 to 27.9 at. pct Si from the measurement of the electric resistivity of quenched samples. In all cases the critical temperature was lower than the melting point and it was highest for 25 at. pct Si. Lihl and Ebel7 measured the lattice parameter curves at various temperatures up to 1000°C. The region between two breaks on these curves, corresponding to 10 to 12.5 at. pct Si at room temperature, was considered by them to be two-phase (a + a"). They concluded by extrapolation of the measured values that a" in the alloy having 25 at. pct Si is stable up to the melting point. Davies8 studied superlattice reflections in the X-ray diffraction patterns of an alloy containing 8.7 at. pct Si. He found the B2 structure and short-range order in the slowly cooled samples and the DO3 A. IMD structure in the quenched and annealed samples. This investigation first reports the presence of the B2 structure, phase a&apos;: in Fe-Si alloys. Meinhardt and krisement9,10 also found its existence in Fe-Si alloys by neutron diffraction. No order was detected by them in the alloy containing 8 at. pct Si. The onset of B2 order was observed at a composition of 9.2 at. pct Si. They found almost perfect B2-type order with partial DO3-type order at room temperature in the 10 to 12.5 at. pct Si range and almost perfect DO3-type order in the 12.5 to 25 at. pct Si range. They established the critical temperatures Tc of both the structures through measurement at higher temperatures. The critical temperature for the B2 structure was found to be always higher than the critical temperature for the DO3 structure of the same alloy. They extrapolated the curves of the critical temperatures and concluded that the alloys with more than 17 at. pct Si have the B2 structure up to the melting point and the alloys with more than 23 at. pct Si have the DO3 structure up to the melting point. The results of Meinhardt and krisement9,10 were confirmed by Dokken&apos;s measurement" of the temperature dependence of the electrical resistivity in the 10.8 to 15 at. pct Si range. On the other hand chessin12 detected by X-ray diffraction a considerably lower degree of order in the 12.7 at. pct Si alloy. ANTIPHASE DOMAIN STRUCTURE IN ALLOYS WITH B2- AND DO$-TYPE ORDER The ordered structures B2 and DO3 can be described in terms of a subdivision of the bcc lattice into four fcc sublattices with a parameter double that of the bcc lattice. Following Marcinkowski13 we will label them I. 11, 111, IV. The B2 structure in the AB alloy is formed by placing A atoms on sublattices I and II and B atoms on sublattices III and IV. In a non-stoichiometric perfectly ordered alloy having concentration (A) > (B), A atoms occupy sublattices I and 11. and A and B atoms distributed at random occupy sublattices III and IV. The DO3 structure in an A3B alloy is formed by placing A atoms on sublattices I, 11, and 111, and B atoms on sublattice IV. In a nonstoichiometric, perfectly ordered alloy having concentration (A)/3 > (B), A atoms occupy sublattices I, 11, and 111, and A and B atoms distributed at random occupy sublattice IV. As further shown in Ref. 13, two types of domains are possible in the B2 superlattice and the antiphase domain structure has associated with it boundaries with displacement vectors 1/4 a&apos;o<ll1> only. Four types of domains are possible in the DO3 superlattice and the antiphase domain structure has associated with it boundaries with displacement vectors 1/4a&apos;o<111> and 1/2a&apos;o<l00>. Bethe14 suggested on the basis of theoretical considerations that in a structure with two sublattices at low temperatures only one domain should be present in the whole crystal at equilibrium. WHILE the literature in the United States on general polarographic technique is extensive, very little appears to be directly applicable to the analysis of flotation tailings. For this reason, it seemed worth while to present a few polarographic methods of ore analysis that have been in constant use in the laboratories of the Hercules Experiment Station for the past few years. At the time of our initial investigation of the polarographic method, there was little or no mention of its specific application to flotation tailings. It was therefore necessary for us to establish suitable conditions for the analysis of our flotation tailings and to consider possible interfering constituents. The polarograph, or dropping mercury electrode, method was discovered in 1925 by J. Heyrovsky and M. Shikata,1 of the Charles University, Prague. This method has since received extensive development and the literature contains many articles on the use of the polarograph for the quantitative determination of metals as well as anions, oxygen in solution, and reducible organic compounds. Kolthoff and Lingane,2 by the publication of their book, "Polarography," in 1941 did much to advance the knowledge and use of the polarograph. In chapter 25 of that book, methods for the polarographic analysis of brass, steel and iron products, alloys, and zinc ore are given. Aluminum,3 cadmium,3.4 cobalt,4 copper,3-9 gold,10 iron,3,11 lead, 3,12,13 molybdenum," nickel,4.8,9 tin,15 and zinc3,4,5,7 in ores have been analyzed by the polarograph. However, most of the work on tailing samples has been published in Russian journals and translations are not yet readily available. In this paper we will describe the method that was developed and used in our laboratory for the determination of copper, zinc, and lead in flotation tailings. PRINCIPLE OF THE METHOD The polarograph is an instrument for applying a potential to a mercury pool and a dropping mercury electrode separated by a solution, and for measuring the resultant electrical current. The procedure is essentially a small-scale electrolysis, in which the voltage required to reduce or oxidize the material identifies it qualitatively and the current measures the concentration quantitatively. Different constituents in a sample may often be determined simultaneously provided they reduce at sufficiently different voltages. An example is the determination of copper and zinc in the same solution. The reduction potentials are quite far apart, as shown in Fig. I. The polarographic method is particularly useful in the range of concentration between those normally determined by spectographic and chemical methods. In

The morphology and growth rate of ice grown in supercooled water are markedly affected by convection of the water. A dendritic ice sheet with water flowing past the dendrite tip exhibits deflection of the dendrite spine toward the upstream direction, accelerated growth of secondary spines on the upstream side, and suppression 01" secondaries on the downstream side. Flow causes a thin disk to become corrugated, the corrugations being parallel to the flow. Flow causes an increase in the growth rate of the ice. IF a small seed of ice is placed in slightly supercooled water, it grows initially as a disk with the axis of the disk parallel to the c axis of the ice crystal.&apos; It appears that growth in the c direction is inhibited, while growth occurs with equal facility in all directions in the basal plane. It appears that growth rate as a function of interface temperature is very nearly equal for all directions similarly oriented relative to the c axis. Subsequent to the discoid growth, branching occurs and dendrites develop. The primary dendrite spines grow parallel to the six equivalent a axes of the crystal. Secondary, and in some cases, tertiary spines also grow in these directions. The highly anisotropic: dendritic growth indicates that there must be some finite difference of growth rate for different directions in the basal plane. These differences must be quite small, however, since if they were large, the discoid mode would not occur. Hence, it was expected that the dendrite growth direction could be deflected from the crystallographic direction by perturbation of the thermal field at the dendrite tip. Experiments were done in which perturbation of the thermal field was accomplished by causing the supercooled water to flow past the dendrite tip. The flow direction was perpendicular to the c axis of the crystal, and was perpendicular to the primary spine of the unperturbed crystal. Supercooled water was supplied by a 15 cm cubical copper box, which was refrigerated and insulated so it could cool water to temperatures down to —2oC, and maintain the temperature constant to O.l°C for the duration of a run. Means for observing the ice are shown in Fig. l(a). Collimated light passes through the ice sheet and forms an image on the ground glass screen. A lucite box containing dry air was employed to prevent condensation. Ice of the desired orientation was provided by the seed holder shown in Fig. l(b). This device was made of lucite, and had a reservoir in which ice could be frozen by placing it in a freezer. This reservoir com-unicated with the outside only through a narrow gap between two sheets of lucite. The seed holder (after ice had been washed off its exterior) was immersed in the tank of supercooled water, the narrow gap terminating in a slot in the top of the flow channel. Ice growing through a thin water layer in the gap between the two sheets of lucite was oriented so its c axis was perpendicular to the sheets. This orientation is an application of a growth phenomenon2 which causes ice growing along a smooth solid surface in supercooled water to orient itself so its c axis is normal to the surface. An experimental investigation of miscible fluid displacement has been made in linear porous media under highly adverse mobility ratio conditions. Various refined oils were displaced at field rates by liquid propane in both horizontal and vertical models 9 to 36 ft in length. In horizontal tests, mixed zones or transition zones form between the two liquids early in the displace-lents. Initially, the zones grow rapidly. III 2-in. diameter models, the mixed regions become nearly stable zones from 6- to 20-ft long. From then on these quasi-stable zones apparently grow only by molecular diffusion. The lenghts of the quasi-stable zones appear to be almost independent of the core material in which displacement;; are made and increase with increasing rates of injection and oil/solvent viscosity ratios. The lengths of the quasi-stable zones. measured in 2-in. diameter models at viscosity ratios and injection rates anticipated in the field indicate that essentially piston-like displacements of oil by solvent would occur. However, the mixed zone lengths increase markedly as the model diameter increases. In vertical displacements controlled by gravity drainage, only short trans-sition zones form. The entire lenghts of these zones can be accounted for by molecular diffusion. Therefore, in reservoirs having characteristics allowing a high degree of gravity drainage, nearly complete oil recovery should be attainable by miscible fluid displacement. INTRODUCTION The oil industry is faced with an ever increasing cost for finding new oil reservoirs. This, coupled with the fact that conventional methods of oil recovery usually leave from 1 to 3 bbl of oil in the ground for every barrel produced, has aroused considerable interest in developing more efficient methods. An integral part of the mechanism of many of these new methods of recovery is a miscible fluid displacement in which oil is displaced by a much less viscous materiai such as liquid propane. A numher of irlvestigators have explored the mechanics of miscible fluid displace-ment,&apos;.2.1.&apos;."." but in the experiments reported many of the important factors have been varied only over a limited range far removed from norma1 oilfield values. This paper presents the results of an experimental study of oil displacement by liquid propane at field rates from linear, natural-sandstone models of various sizes. Both horizontal and vertical flow tests were made. EXPERIMENTAL APPARATUS AND PROCEDURE Refined oils with viscosities varying over a wide range were displaced at several rates by liquid Propane from both horizontal and vertical flow systems. The behavior of the displacement was observed by propane-oil analyses of the effluent and, when possible, by differential pressure measurements along the cores. A schematic flow diagram of the apParatus used to conduct the experirents is shown in Fig. 1. The cores used in the tests were 9-ft lengths cut from natural consolidated sandstone and turned to the desired diameter. These were cast in steel tubing with a low melting point (160°F) alloy which expands on solidification. Flanges welded to the ends of the steel pipes permitted sealing the ends or butting one core to another. Pressure seals were maintained with O-rings. The cores were cleaned by flushing

IN THE careers of the men to whom I have referred we find typified the development of the chief prob-lems of engineering. The first is to shape and direct the forces of nature and thus to bring the world&apos;s resources to add to the comfort and welfare of man-kind. That, in a word, is the problem of production. Engineers have made a supreme contribution to the solution of that problem. But I feel that we have two somewhat newer branches of engineering which must command more and more of our attention. Those are what might be termed commercial and human engineering. Of what value is all our efficiency in pro-duction if we do not distribute efficiently, economically and effectively? And of what value is any of it unless we can add to the happiness and deeper satisfaction of those engaged in industry, as well as those who enjoy its -products? I predict that the outstanding advances in business over the next ten years will be in improved merchan-dising and distributing methods. Herein lies a wide field of opportunity for the engineer. We have briefly reviewed certain qualities of engi-neers who have become successful business executives. Is it possible for us to say that the material success of all these men was due to any one characteristic com-mon to each one of them? Indeed, I venture to assert that there is one quality which, in the last analysis, is determining as to whether any roan shall realize material success in this world of ours. That quality-so notable in the character of each one of the men I have named-is sound judgment. Moments arise in every life when it is necessary to say "yes" or to say "no" to a particular proposition or to a proposed line of action. It is the man who says "yes" at the proper time and "no" at the proper time who, in the final analysis, realizes business success. The ability to do this wisely is the mark of sound judg-ment, which is necessary in a business executive. I have known many business men seemingly slow in their mental processes, possessed apparently, of little imagination and of none of the flair which gives fasci-nation to so many characters, and yet who, when crises come-be they big or be they little-are able so to steer their business courses that they move in the right direction instead of into shallow waters or upon the rocks of trouble.

The Stillwater District is located in south central Montana approximately 75 miles southwest of Billings, the state&apos;s largest city. It lies along the northeast front of the Beartooth Mountains and is within the boundaries of the Custer and Galatin National Forests. The first white visitors in the district were the early trappers, who were soon followed by the prospectors. These early prospectors were drawn to the area by gold and silver discoveries at Cooke City in 1870 as well as by the large gossan formation in Verdigris Creek near the west bank of the Stillwater River and by several scattered smaller gossan exposures throughout the area. The first patented mining claims were recorded in September, 1886.
