The following communication has just reached the Institute, from the office of the Provincial Geologist, Department of Lands,-Forests and Mines, Ontario, Canada: During the autumn of 1917 gold was discovered in unsurveyed territory south of Lake Abitibi in northeastern Ontario. This area lies about 70 miles almost directly east of the well known Porcupine area. During the coming summer, the Ontario Bureau of Mines is to make a geological survey of this new gold area. Following the custom of Ontario, this area is being divided into townships, 6 miles square. These townships have recently been given the following names in honor of men well known in the mining and geological world. In alphabetical order the names are as follows: Frecheville-Prof. Wm. Frecheville, Professor of Mining in the Royal School of Mines, London; Past President of the Institution of Mining and Metallurgy. Garrison-Mr. F. Lynwood Garrison, Mining Engineer, Philadelphia, Pa. Harker-Dr. Alfred Harker, F. R. S., immediate Past President of the Geological Society of London.

INTRODUCTION COPPER matte is now converted into blister copper at a cost of only $5 per ton of copper, or, based on a 40 per cent. matte, $2 per ton of matte, which is the record of at least one large smelting Works; and it seems hardly likely that a further reduction, large enough to warrant, a change in existing practice, could be made in bessemerizing costs. Some understanding of the United States mineral resource potential is essential for planning and policy making for the future. Reserves of some minerals are essentially lacking and for many others they are sufficient for only short term needs. Estimates of undiscovered resources of many minerals are substantial but are insufficient to support long term requirements, particularly if they continue to increase as they have in the past. Presently, subeconomic resources of some minerals such as aluminum are huge, but their recovery may require increased amounts of energy, which poses problems both as to cost and availability. Beyond these identifiable components of the United States mineral potential, what are the prospects? If they could be identified specifically, of course, they would be included in the above. An unappraised potential of new production and discovery can be expected to exist in known districts, where unproved methods of exploration may yield new discoveries; in new types of ore deposits; in metallogenic provinces as yet unrecognized or poorly explored; in frontier areas and in deeper parts of the crust as yet unexplored; and in presently subeconomic sources that may come within economic reach as the result of technologic advance. Other sources may extend the life of domestic material supplies -- substitution of abundant for scarce materials, recycling and prevention of waste, improved efficiency in recovery and use, and conservation of use.

The year 1934 in Southwest Texas was marked by aggressive development and exploratory work and resulted in the finding of five new fields and a new producing horizon in one of the older fields. This activity is the result of a reasonable market outlet for production, on both oil and gas, and the fact that drilling and operating costs are reasonable and that possibilities of finding new productive areas are rather high. A large part of the area is prospective and very little, if any, satisfactory surface geological work can be done. This, together with the possibility of finding new productive areas, stimulates wildcatting throughout the counties under discussion. Development work continued actively in all of the newer fields. Exploratory work was most intense in Duval, McMullen, Starr and Zapata counties. The activity in Duval and McMullen counties was the result of persistent efforts to find new trends of production similar to and perhaps associated with the Government Wells group of fields. The activity in Starr and Zapata counties was stimulated by the discovery of the Sam Fordyce field in Hidalgo County as well as the continued effort to find new productive trends southeastward from some of the older fields in northeastern Zapata County and western Jim Hogg Comity. Statistics on production are shown in Tables 1 and 2. New Fields Lopeno.—The Lopeno gas field in the southwestern part of Zapata County was opened in August, 1934, by R. B. Morrison No. 1 Ramirez. This is an anticlinal structure mapable in Claiborne beds and the producing horizon is the Queen City sand at 2100 ft. in the Upper Mt. Selman. At the close of the year only two gas wells had been completed but drilling operations were in progress on several other wells and a gas line was being laid to the field so that withdrawals from the area will begin early in 1935. Comilas.—The Comitas field was opened by Merle Gunby No. 1 Haynes in a sand at 800 ft. in an area southwest of the Escobas field. The discovery well had an initial production of only about 16 bbl. of oil

Although an almost continuous campaign had been carried on by various experimenters since 1885 to find a commercial process of smelting zinc by electrothermic means, no commercial success was attained in the United States. The St. Joseph Lead Co., appreciating the theoretical possibilities of such a process, such as the ability to construct units of large capacity, quality control, and the possibility of treating complex and refractory ores, decided in 1926 that the process was worthy of further investigation, and in that year, at one of its southeast Missouri plants, began the development of the electrothermic zinc-smelting process according to the invention of the late Earl C. Gaskill. Late in 1929 the process reached a stage of commercial significance, and in 1930 the erection of a modern electrothermic zinc smelter was begun, at Josephtown, Beaver County, Pa. The site is 3 miles from Monaca, which is on the main line of the Pittsburgh & Lake Erie Railroad, and a spur of the railroad has been constructed to the plant site. The site borders upon the Ohio River, which is navigable for 600 to 800-ton barges. This district was selected for the plant after an economic survey involving such questions as cost and availability of electric power, reduction fuel, transportation facilities, and the transportation charges on raw and finished materials, labor conditions, and taxes. The initial unit of the plant was designed to treat daily 120 tons of 58 per cent zinc sulphide concentrates from the company's mines in St. Lawrence County, New York. The plant equipment is housed in seven modern steel-frame buildings, and includes: Roasting and Acid Plants 3000-ton concentrate storage. Two Nichols-Herreshoff 21 ft. 6-in. diameter, 12-hearth roasters with usual cast-iron airshaft supporting chromium-alloy rabble arms and rabbles. SO2 gas purification system consisting of: One double-compartment hot-dust Cottrell precipitator. Cast-iron sinuous air-contact gas cooler.

Rate expressions for the formation of two-and three-dimensional nuclei on foreign substrates are developed, taking into account previously neglected contributions to the standard Gibbs free energy of formation of critical nuclei. The temperature dependence of critical super saturation data predicted using these expressions is in accord with data for cadmium on copper and sodium on CsCl. EXPERIMENTAL data on the heterogeneous nuclea-tion of metal crystals from the vapor phase1&apos;2 exhibit the temperature dependence predicted by a nucleation rate equation derived by Pound et al.3 In their treatment, the critical nuclei are visualized according to the Volmer4 model as cap-shaped (three-dimensional). Accordingly, it seems desirable to compare these data with a nucleation rate equation which is derived on the assumption of disk-shaped (two dimensional) nuclei. Further, Lothe and Pound5 have recently shown that the standard Gibbs free energy of formation of these critical nuclei contains a contribution which has heretofore been neglected. Thus it is necessary to re-examine these nucleation data using a rate equation which contains this contribution. The van&apos;t Hoff isotherm relates n(i), the concentration of nuclei of critical size i (i = number of atoms), to nil), the concentration of adsorbed single atoms: where standard Gibbs free energy of formation of critical nuclei given by is temperature insensitive and is the bulk free energy change/volume of transformed material], T = substrate temperature and k = Boltzmann&apos;s constant. Previously,3 was determined by considering only the contributions of bulk and surface free energies in transforming i atoms from the population nil) to a cluster of i atoms. It has been shown5 that this procedure does not take into account the free energy contribution arising from the multiplicity of sites, q, where the clusters can be situated. If this contribution, -kT In q/n(l),is added to iG3 [Note that this increases n(i) by a factor q/n(l).] Since the above does not affect the remaining terms in the rate expression of Pound et al., the details are referred to their paper. The resulting nucleation rate is If the experimental AGV and T values at some common value of are employed, a plot of vs T(ln C3/l + In p&apos;) should yield a straight line of slope k/B<p and intercept . The corresponding plots for / = 1 nucleus per sq cm sec and C3 = 1018 are shown in Figs. 1 and 2 for cadmium on copper1 and sodium on CsCl2 and the values of obtained therefrom are entered in Table I. It is apparent that the data yield reasonable straight lines with about the same scatter as found using the equation of Pound et al. IN diamond or churn drilling for the prospecting of ore bodies, two products can be used for quantitative analyses; i.e., the core and the cuttings, or sludge. Some operators prefer an assay of core; others insist that the sludge be sent for analysis. Both must recover the sludge for check samples or for assays if there is no core recovery for any particular section of the diamond-drill hole. The Freeport Sulphur Co. found that numerous cumbersome sludge boxes or barrels were inconvenient and delayed drilling. The sludge settled slowly in the ordinary shallow, rectangular diamond-drill boxes and its total removal from the container was difficult, time-consuming and unsatisfactory; and sampling of deposits of which the metal contents are easily concentrated, as in ores containing cinnabar, gold and silver, is subject to error if the boxes are not thoroughly cleaned. Mr. Charles Ballard, dredge superintendent at Freeport&apos;s operation at Grande Ecaille, Louisiana, developed a portable cone while he was in charge of prospecting a mercury property near Tonopah, Nevada, in 1040. Ballard later improved the design while the settler was being used at a manganese property in New Mexico. The operation is based on the "free settling" of comminuted particles in a quiescent liquid. The ordinary sludge box discharges over a lip 8 to 12 in. wide and consequently the water has sufficient velocity so that the discharge water is never clear. The cone settler used by Freeport Sulphur Co. discharges over the entire circumference, which gives a discharge lip of 9 ft. in the size of cone used at the cinnabar and manganese prospects. Consequently, the velocity of the discharge water is slow enough so that all fine material settles and the discharge water is clear. When the drilling of a sample interval is complete, the sludge can be drawn off by the time the driller is ready to cut another sample. Thus, only one cone is needed per drill. The cone has been used by Freeport successfully in churn-drilling a manganese deposit, in diamond-drilling a mercury deposit, and in diamond-drilling a deposit of ore containing tin, copper, gold and silver. The cone is greatly superior to the old methods of collecting sludge and is now used on all Freeport drilling campaigns in the western states, both for surface and underground drilling. Fig. I shows the important details of a cone designed for average operating conditions, 30 in. in diameter and 36 in. high. Abnormal conditions may require some revisions in design. Fig. 2 shows a working drawing. A hose or pipe larger than the one used to convey water from the pump to the swivel head of the string of rods is connected to the stuffing box at the collar of a diamond-drill hole. The usual T-connection is used. It is not necessary to use a stuffing box if the top of the cone can be placed lower than the collar of the hole. Then the return water and cuttings can be made to flow by gravity. This hose or pipe discharges the cuttings of the drill bit and the return

THE demand for clean steel is increasing daily. New processes of refining steel are being developed in order to remove all nonmetallic inclusions as completely as possible, as it is the general opinion that. inclusions affect the dynamic properties of steel and iron to such an extent as to justify great expense for their removal. It is surprising to note at the same time the commercial development of a new process for making artificial wrought iron. By this process slag and steel are thoroughly mixed, the amount of nonmetallic inclusions usually exceeding 2 per cent in weight. The contradiction in these two efforts is obvious and is responsible for the investigation reported in this paper. H. W. Gillett also has recently emphasized the need for further research on wrought iron.1

A 3 ½ -mile asphalt mixed mat haulage road joins American Smelting & Refining Co.&apos;s El Tiro copper pit northwest of Tucson and its Silver Bell mill. Two-axle trucks operate continuously over the road- way but the asphalt top shows none of the wash- board wear usually seen on dirt haulage roads during use by heavy vehicles. The following data cover construction of this road, and results of its use by Asarco and Isbell Construction Co., the road&apos;s builder.

On December 31, 1959, there existed in the United States 15,993 slot-type coke ovens capable of producing 81,447,700 net tons of coke. These ovens were concentrated in 74 coke plants in 21 different states. As of the same date, there were 7448 beehive ovens in existence at 45 plants in the states of Pennsylvania, Virginia, West Virginia, and Kentucky. Total annual capacity of the existing beehive ovens was 4,368,800 net tons, but only 5148 ovens with a capacity of 3,131,600 tons were in operating condition. It is interesting to compare the average dimensions of slot-type ovens built during recent years with the 30 ft x 5 ½ ft x 16 ½ in. ovens erected at Syracuse, N. Y. in 1892. A composite oven built according to the average dimensions of all those erected between 1954 and 1958, for instance, would be 39 ft long. 12 ft high, and 18 in. in width. The coal capacity would be 16 tons as against the 4.4 tons which could be charged to the Syracuse ovens. Of the 15.993 slot- type ovens in existence at the end of 1959, by far the greater number were built by the Koppers Co. whose total of 11,280 ovens included 7891 Koppers- Becker and 3389 Koppers ovens. Of the remainder, there were 3260 Wilputte, 1350 Semet-Solvay, 63 Otto, and 40 Simon Carves ovens. By-product coke oven plants are usually classified either as furnace or merchant plants. According to the definitions used by the US Bureau of Mines, the former are "those that are owned by or financially affiliated with iron and steel companies whose main business is producing coke for use in their own blast furnaces. All other coke plants are classified as merchant. They include those that manufacture metallurgical, industrial, and residential heating grades of coke for sale on the open market; coke plants associated with chemical companies or gas utilities; and those affiliated with local iron works, where only a small part (less than 50 pct of their output) is used in affiliated blast furnaces." The annual coke capacity of the merchant plants during 1959 was 10,393,000 tons. However, the by-product oven of today is essentially an appurtenance of the iron and steel industry, rather more than 87 pct of total by- product coking capacity being concentrated at furnace plants. This was not always so. There was a time when the merchant plants played a much greater part in meeting the US demand for coke and gas. High noon for the merchant plants was reached during the early 1930&apos;s. By 1932 there were as many by- product oven installations being operated by the merchant sector of the industry as by the coke divisions of the iron and steel industry (44 of each), and in the same year the merchant plants produced 46.5 pct of all by-product coke made in the country. Since that time their contribution has drastically declined. In 1940 merchant plants were responsible for only 23.2 pct of total US production, and by 1950 their number had decreased to 30 plants which turned out 18.5 pct of the total by-product coke made. At the end of 1959 only 20 of the 74 existing by-product oven installations were merchant plants. They ac- counted for 12.5 pct of the year&apos;s production, or 6,849,786 net tons. This percentage has remained fairly constant since 1954. There are several reasons for the decline of the merchant coking industry. For example. On the grounds of economy, quality control, continuity of supply, and so on, the iron and steel industry usually prefers to control its own mines and carbonize its own coal at or near to the blast furnace rather than rely on independent operators for metallurgical coke. As the steel companies have enlarged their own coking facilities, so has the need for coke obtained from other sources declined. Furthermore, not only has the steel industry increased in self-sufficiency by building mare coke ovens during recent years, but it has also progressively improved the fuel efficiency of its blast furnaces. During the years 1947-49 the average coke consumption per ton of pig iron was 1892.8 lb. During 1958 the corresponding figure was 1613.4 lb. There are many individual furnaces where still better results are being obtained, and further reductions in the average may be expected. Perhaps the greatest threat to the merchant coking plant has been the fantastic increase in the use of natural gas and petroleum products for purposes which manufactured gas once served. So deadly has the com- petition from natural gas and oil been that it has almost eliminated by-product oven installations owned by public utilities. In the peak years of the early 1930&apos;s there were 23 such public utility plants. In 1960 only two were left. One of these, owned by the Citizens Gas and Coke Utility, was at Indianapolis, Ind.; the other was the plant operated by the Philadelphia Electric Co. at Chester, Pa. SIX years have passed since the last grindability table was published.1 In that time the list has been increased with many new tests, and the development of the new Third Theory of Comminution2 has made possible the reduction of all results to a consistent work index value. In this tabulation all grindability and crushability test results are given in terms of the work index, with formulas for reversion to the older units if desired. The average values for 57 different classes of materials are listed in Table I. The total number of work index values listed is 1211, and the overall average work index is 14.42.

It is generally realized that in cyaniding the precipitation efficiency of zinc dust is due to the fine division or extended surface of its metallic particles; but frequently it is thought that the presence of other metals, say 2 to 3 percent. lead, is advantageous, causing more complete precipitation. The results of testing about fifty brands of commercial zinc dust have led to the conclusion that there is a distinct relation of precipitation efficiency to fineness and that the effect generally can be estimated by examining the size of metallic particles. The presence of lead was not found to be of any importance. Specifications Generally the term "97 per cent. to pass a 350-mesh screen, 95 to 97 per cent. uncombined metallic zinc" is used by the leading European exporters. Among the many methods of determination of metallic zinc, I have found the iodine test (iodine in potassium iodide) very satisfactory and rapid. It has been controlled by the other methods, samples of the same product having been sent to three different analysts: Iodine method................... 98.11 per cent. metallic zinc, Volumetric method.............. 07.63 per cent. metallic zinc, Ledoux Co., New York Bichromate method.............. 08.16 per cent. metallic zinc, Watson Gray, Liverpool. The method proved to be satisfactory, the tests being merely for the comparison of different samples, hence the personal factor in manipulation was eliminated. As nearly all tests showed more zinc in solution than was accounted for by the silver precipitated, the term "dissolved zinc" was introduced—it means zinc dissolved by the action of cyanide and oxygen: Zn + 4KCN + H2O + O = K2Zn(CN)4 + 2KOH; or more probably, resolution of its equivalent precipitated silver, as tests stirred two hours showed more "dissolved zinc" than those stirred

DURING experimental study on the separation of a zinc concentrate from the heavy sulfide ores of Jerome, Ariz., a great deal of attention has been given to proper activation of the sphalerite content of the ore. The sphalerite at Jerome contains enough iron to class it as a marmatite, as picked specimens have only about 60 per cent. zinc, whereas pure zinc sulfide contains 67 per cent, zinc. This marmatite in large pieces is black in color, but in dry powdered state is brown. A flotation froth made from it has a silvery black luster in comparison with a brassy luster caused by chalcopyrite which occurs in the same ores. The sample used in most of the experiments described below consisted of about 3000 lb. of diamond-drill core from the zinc-bearing orebodies of the United Verde mine, and had the following analysis: PER CENT. Chalcopyrite 2.0 Schist 3.2 Marmatite 10.32 Quartz 8.2 Pyrite 73.0 Calcite 0.9 All samples were ground in a laboratory ball mill in order to leave about 3 per cent. on a 200-mesh sieve, fine grinding being essential to liberate the minerals in the ore. Most of the Jerome ores are so intimately crystallized that reasonably complete unlocking by grinding does not take place until 800 mesh is approached. Therefore, the 200-mesh grind adopted contains a considerable amount of locked mineral grains, but not so much as. to render impossible the preparation of commercial grades of concentrate:

"The Washoe Smelter is situated about two miles east of the City of Anaconda. The smelter site includes about 240 acres and peculiarly adapts itself in topography to the efficient handling of material. By reason of its being on a hill side it is possible to make the level of delivery of the product of one building the level of the charge floor of the next succeeding one.THE ORES: The ore treated comes principally from the Butte district and is hauled by the Butte, Anaconda & Pacific railway, a distance of twenty-eight miles, in trains of fifty 50-ton bottom-dump cars to the railroad yards at East Anaconda. At this point these trains are• split up according to their destination,—that is, as to whether they go to the concentrator and sampling mill ore bins, or to the storage bins. In a recent review1 of the iron-oxide activity of simple open-hearth type slags containing lime, magnesia, silica, and iron oxide, it was established that activity values were lacking in the range of slag composition most interesting to open-hearth operators. That is, laboratory experimental results were not available for simple slag compositions having basicity ratios ranging from about 1.5 to 4.0 and iron-oxide concentrations ranging from about 10 to 30 pct. However, in order to estimate iron-oxide activities for the range of slag compositions of interest to open-hearth operators, activity values were calculated using ionic concepts of slags by following the treatment of Flood and Grjotheim.2 A study of these data indicated that the desired slag compositions were probably not obtained due to the limited solubility of the basic constituents lime and magnesia. Thus, it was decided to make additional heats equilibrating molten carbon-free iron with slags containing MnO, P2O5, and A12O3 in percentages commonly found in open-hearth refining slags, and to examine the liquid slag field over a greater composition range than that of the simple slags studied previously. The ranges of the constituents used in the present study are summarized as follows: Metal Pct 0 0.070-0.201 PctMn 0.005-0.142 Slag Pet CaO 24.45-41.90 Pct MgO 3.23- 9.21 Pct MnO 1.13- 9.62 Pct FeO 20.08-48.7 Pet Fe2o3 2.23-10.14 Pct SiO, 3.51-28.50 Pct P2O5 0.23- 3.65 Pct A12O3 0.43- 3.38 The experimental procedure consisted of equilibrating the slag and metal in an induction furnace provided with a carbon-arc slag heater as described previously by Winkler and chipman.3 The data obtained were used to establish both the iron-oxide activity values and the activity coefficients for FeO and MnO in the open-hearth type slags. RESULTS AND DISCUSSION I) Iron-Oxide Activity of Open-Hearth Type Slags—The iron-oxide activities of various iron-oxide contents of the open-hearth type slags, as calculated from the oxygen content of the metal by the method of Taylor and Chipman, 4 are plotted against the molar ratio of bases to acids in Fig. 1. The data represent slag-metal studies carried out in the temperature range 1530" to 1700°C. For the purpose of this study, the constituents CaO, MgO, and MnO are assumed equal on a molar basis in their effect on the iron-oxide activity; and, PO2,5 is calculated as an equivalent to SiO2 and A12O3 on a molar basis. The total iron content of the slag is calculated to FeO and is represented by the symbol (FeO) The points presented in Fig. 1 represent the results of this investigation for iron-oxide slags containing between 1 and 8 mol pct MnO and less than about 2 mol pct each of A12o3 and PO2,5 The curved lines shown in Fig. 1 represent the results of the summary1 of the iron-oxide activities of simple slags of the system (CaO + MgO) - SiOz - (FeO),. The solid portions of the curved lines represent experimental data, and the broken portions represent iron-oxide activities calculated from ionic concepts of slags. The iron-oxide values of the open-hearth type slags of this study are in good agreement with the values of the simple iron-oxide slag system. Only a slight modification is indicated. The results of this study suggest that the line for 20 mol pct (FeO), should be lowered slightly in the basicity range 1.5 to about 3.

The yield strength of annealed tungsten was found to have a strain rate exponent 12 times as great as that of low carbon steel. The effects of temperature and strain rate could be correlated through the Zener-Hollomon parameter with a heat of activation associated with yielding of 32,000 cal per g-atom. This heat of activation is independent of strain although both the temperature and strain rate dependence of the yield strength vary with strain. MOST metals have mechanical properties that are relatively insensitive to strain rate, especially at temperatures below that at which creep is important. In iron and molybdenum," however, relatively large strain rate effects are observed in the temperature range where the rapid increase in yield strength occurs which leads to the ductile to brittle transition. In this temperature range Zener and Hollomon&apos; have suggested that the effects of strain rate and temperature T on the yield strength could be correlated through a single parameter, P, in the following manner where Q is a heat of activation characteristic of the metal and associated with some unspecified relaxation process. They also observed that if the temperature is restricted to a relatively narrow range— below room temperature for steel—that the logarithm of the yield strength could be expressed as a linear function of the logarithm of P. Early in 1963, the Inspiration Consolidated Copper Co., at Inspiration, Ariz., began a program to make automatic the lubrication of several critical points on their KW Dart 37SL haulage trucks. Prior to installation of the automatic lubrication system, all the haulage trucks were serviced by hand every three shifts. Now, with automatic lubrication, the service period has been extended to four shifts. What are the principal benefits to be expected from such a system? 1) Uninterrupted production; 2) extended machinery life; 3) good housekeeping; 4) lower maintenance costs. Of these points, the most important to truck maintenance are extended component life and lower maintenance costs.

No method of roof control yet devised has proven to be universally acceptable for the wide range of strata conditions experienced in U. S. coal mines. However, a relatively new innovation, the roof truss, has proven itself capable of preventing roof failures which both conventional and resin bolting could not. Presently, the economics of roof trusses are not favorable when compared to bolting due primarily to drilling and installation procedures, but this is expected to change with improved truss and equipment designs. To realize the full potential of this new method of roof control, design criteria are needed which can optimize the effect of the truss for varying strata conditions.

Manganese Resources in Relation to Domestic Consumption Discussion of paper by JOHN V. W. (written discussion).-When a business concern hires an office boy, it takes on the first bright-appearing young chap to apply and pays him the prevailing rate of wages. One of the chief tasks the .office boy is supposed to be competent to perform, is to clean out the office. The manager of the business is highly competent in many lines, but for some reason lacks the ability to keep the office clean. To the steel man, it would seem that manganese is the office boy, and it is purchased just as found and offered to the purchasing agent. The steel mill is competent to perform many functions on a grand scale and with wonderful efficiency, but it is unable to make real steel. It is the function of the office boy, manganese, to do this. It is open to serious doubt if steel mill operators have ever taken seriously the metallurgy of the preparation of crude manganese. It has merely been found that some usable crude manganese may be obtained by running certain manganese ores through an iron furnace when not busy on anything else, or remote from iron ore, or with a lining that is about gone. It is, however, an entirely unwarranted assumption that the metallurgy of manganese has been worked out, or that the supplies of usable raw ore must be limited to materials of some specified analysis. There was a time when ores of copper, lead and zinc, for example, had to be rich and of specified analysis, to be usable, but the commercial raw materials of today bear little resemblance to such ores of the past. The discussions of manganese that I have seen are based on the assumption that the metallurgy of manganese is fully established and that the only usable manganese raw materials are of the kind used today. These discussions contain another error, not so much of statement, but of implication-that the tonnages of manganese materials in the United States are so much in this state and so much in that. When it requires a period of years and the expenditure of millions of dollars for a competent mining company to explore thoroughly a few acres of mining ground, is it not absurd to say that there are so many hundred tons of manganese ore in a certain state? This fact is not apt to be known fully in 10,000, years. I do not charge the mining engineers. who are on record, of making misstatements, because they merely say that so much

Section 317(e) of the Federal Coal Mine Health & Safety Act of 1969 directed the Secretary of the Interior to prepare standards under which all working places in a mine shall be illuminated by permissible lighting while persons are working in such places. Section 317(e) further provides that such working places shall be illuminated within 18 months after such standards are promulgated. In accordance with this section of the Act, there was published in the Federal Register for December 91, 1970, a notice of proposed rulemaking which prescribed the illumination to be provided in the working places of underground coal mines. In light of written comments, suggestions, and objections to this proposed rulemaking, the proposedstandards were withdrawn and reproposed in the Federal Register for Wednesday, October 27,-19h. In light of further comments, suggestions, and objections, a public hearing was held on April 4, 1974, and standards were again reproposed and published in the Federal Register for April 1, 1976. Promulgation of the final lighting standards took place on October 1, 1976, which means that the underground coal mining industry must comply with face illumination requirements by April 1, 1978. As mentioned previously, the first proposed rulemaking for illumination of underground coal mines was published in the Federal Register on October 27. 1971. In early 1972, Consolidation Coal Company (Consol) and the United States Bureau of Mines agreed to a cooperative study of underground face illumination: Consol felt that expertise is this field would become increasingly important. Consol&apos;s initial efforts in illumination were aimed at investigating practical lighting systems for underground face equipment. We were concerned with installing unobtrusive lights which provided sufficient face illumination for safety, but at the same time were readily maintainable, electrically reliable, and physically sheltered from damage. We believe that our initial lighting systems did provide sufficient face lighting for safety, but because only prototype components were available for field testing, the resultant poor system reliability and maintainability necessitated drastic improvement before face lighting could become practical. Final Lighting Standards Deem Early Lighting Installations Out Of Compliance On April 1, 1976, the Federal Register contained the final version of the illumination standards (as they were later promulgated in October). When these illumination regulations and measurement techniques were defined and measuring instruments were available, Consol checked their lighting systems underground and determined that the systems were not in compliance with these final illumination standards. More Lighting Hardware Added In An Attempt To Achieve Compliance. After determining that all of our face lighting systems were not in compliance, we began adding additional lighting hardware in order to meet compliance with published regulations. Unfortunately, to date, we have not been able to meet compliance with practical lighting systems. We have determined from our field installations that the required additional lighting hardware, (to meet compliance) with its increased vulnerability and decreased reliability, renders the lighting systems impractical, if not impossible, to reasonably maintain. Our attempts to provide 0.06 footlamberts have also produced adverse operator reaction to the glare and to illumination systems in general. BCOA Members Ask MESA To Demonstrate Practicability Of Compliance With Regulations Industry concern about meeting the impending lighting regulations was mounting, and in May of 1976 a meeting between MESA and BCOA members was held to discuss lighting compliance problems. At this meeting, BCOA offered to work cooperatively with MESA in testing the practicability of various lighting systems mounted on underground mining equipment. Field tests were to be conducted by United States Steel Corporation, American Electric Power Service Corporation, and Consolidation Coal Company. The purpose of this underground field testing was to develop capability to provide adequate face illumination in a safe, workable manner which would not detract from efficiency of operation. BCOA members involved in this cooperative study were to submit necessary machine drawings, sketches, etc. to MESA in order that MESA could perform a "black-box" study and specify the type and location of luminaires to be installed on the test machines. MESA was confident that they could specify lighting systems that would be in compliance and would be practical so as not to detract from efficiency of operation. Consol was first to install lighting hardware under the BCOA/MESA cooperative agreement. As per MESA specifications, Control Products HgV luminaires were installed on a Joy 2BT-2H boring machine at the Williams Mine of Northern West Virginia Region. As of mid-October, 1976, Consol had approximately eight weeks operating experience with the lighting system on this boring machine underground and had drawn the following conclusions: The lighting system installed at Williams Mine (1) does not meet compliance with lighting standards as originally proposed by MESA, (2) does not provide illumination in a safe workable manner, and (3) will detract from efficiency of the mining operation due to operational delays. Although Consol has rearranged lights on this boring machine in an attempt to reduce operator objections, a practical lighting system which is "in compliance" has not been arrived at as of this writing.
