A MAJOR difficulty in the experimental study of precipitation-hardening is the measurement of particle sizes too small to be easily resolved with the microscope. It has been shown recently, however, that magnetic measurements on copper-cobalt al- loys in the aged state can be used to determine the average volume, total volume, volume distribution, and shape of the ferromagnetic cobalt-rich particles, even though the particles are submicroscopic in size. r' These alloys also are known to exhibit considerable precipitation hardening. This paper reports some results on the dependence of the mechanical properties of such an alloy on the particle size, determined magnetically. It further illustrates the use of other magnetic measurements in interpreting structure changes occurring during deformation.

CITIZENSHIP is a rather abstract subject on which a great deal could be said-a subject on which a great deal is said -and still one which too many of us seldom think about and seldom work at. Too many of us engineers and business men have but a vague idea of citizenship. We think that if we go to the polls on election day and obey the laws scrupulously, with the exception of an occasional traffic violation, we are pretty good citizens and are doing our duty by our city, state, and nation. But when you think it over, that's a very passive observance of the important right of counting oneself a citizen of a country. There is nothing very positive in that attitude. There is nothing that indicates that we have sufficient interest to really go out and do a job for the -welfare of our country, forgetting any personal advantages or inconveniences that might arise. In other words, this type of voting-on-election- day, law-abiding citizenship does not keep us awake a single minute; it does not take any particular thought or require the expenditure of any time or energy.

The dry cleaning of coal is a relatively new art and, as might have been expected, a number of unforeseen problems have been brought to light in the few years that dry methods of treatment have been in commercial use. The pneumatic concentrators that were first adapted to the cleaning of coal had already been developed to a fair degree of efficiency, although at low ratings, in the field of ore dressing. The concentrating machines, therefore, were in a relatively more perfected state than the general technology of dry cleaning and, for this reason, the major difficulties encountered in the early plants were in the accessory operations involved in the servicing of the cleaners rather than in the functioning of the cleaners themselves. The crudities of a new technology were further aggravated, in some cases, by meagerness of appropriations which precluded even the provision of adequate storage bins and such other facilities as had been long recognized as indispensable to the proper functioning of older types of cleaning plants. The practice of dry cleaning is now sufficiently established so that we may examine critically auxiliary equipment and operations. The cleaning processes have been so simplified, with respect to presizing of the raw coal required and the quantity of air circulated, that stinting of expenditures for auxiliary equipment is not necessary to keep the per ton cost of installation in line with complete and well designed plants of other types. Furthermore, sufficient operating experience has been accumulated to ascertain the conditions most conducive to effective operation of dry-cleaning machines; at least the essentials of a definite technology of dry cleaning has been established. Early Operating Problems The problems that have occupied the builders and operators of dry-cleaning plants from the beginning have been relatively few, but difficult of solution. The principal difficulties have been: 1. The proper sizing of the raw coal to suit the cleaning process. 2. The handling of raw coal when it is delivered wet from the mine. 3. Dust collecting. 4. The maintenance of uniformity in cleaning performance.

IN comparing the living conditions of the worker or peasant of the past with those existing today, his-torians might point out many strange contrasts. From the Doomsday Book we learn that at the time of Wil-liam the Conqueror the 1,375,000 inhabitants of Eng-land and Wales owned less than 1000 horses and 5000 oxen. Even as recently as 1871 when England and Wales had a population of 31,845.000, the total number of horses in the country was estimated at 1,110,000. Compare the necessary drudgery of labor in those days with conditions in Canada today where a population of less than ten million people own 3,500,000 horses. Re-member that there is also a turbine installation in` this country of more than four million horse-power, besides steam boilers and locomotive and automobile engines which reduce the traction and hand labor of the farm and factory. Frequently, poetic license has glossed over the poverty and hardship of the common people in the "good old days," and the imagination has created an idyllic world, far from being justified by the condi-tions which actually prevailed. Simon Patten's de-scription of the Middle Ages as "A Thousand Years Without an Ice Box" came nearer portraying the true situation. No one is likely to forget that the discovery of America was an incident in Europe's attempt to find a short route to the Indies, but the fact is usually for-gotten that the summer diet in Europe in 1400-an ice-less age-was such that spices were more precious than gold. Though the glamor of the Indies may never sur-round the modern refrigerator, certainly the modern housewife is likely 'to feel that the applied art called "cookery? may attain to higher levels with the assist-ance-6f such an adjunct. Those who have spoken slightingly of the uniformity of the modern apartment and have eulogized some of the exceptional hand-made furniture which has been bequeathed by former generations, have failed to com-pare modern house furnishings with those in the typical peasant's hovel. Machine-made furniture, though with-out particularly good lines, contrasts quite favorably with the pile of rags in the corner, and the poorest gas or oil stove is better than an open fire on a dirt floor. The scientist's application of the theories of physics, chemistry, biology and mathematics .to practical prob-lems has brought about a series of kaleidoscopic trans-formations in agriculture, industry and commerce. Large scale production, improved means of communica-tion and the prevailing higher standard of living are terms which imply a very human meaning when in-terpreted as actual changes in individual living. Though the student and the teacher may deprecate the influence of commercialism upon science, humanity as a whole has received great benefits from the close relationship which has developed between science and industry, and industry in turn has done much for science through the building and endowment of laboratories and by supply-ing funds to maintain research workers.

An oil-emulsion mud, consisting of a mixture of oil-base mud and bentonitic water-base mud, has been used experimentally in drilling 8 of the 35 wells in the Sivells Bend field, Cooke County, Texas. Experience indicates the oil-emulsion mud can be controlled in much the same manner as a water-base mud, and the "drilling" functions of the two types of mud are comparable. The average water-loss for the oil-emulsion mud was 3.8 cu cm per well. When using oil-emulsion mud to drill the last 2000 ft of 7000 ft wells, the mud costs were approximately 2½ times that of water-base mud. There is nothing to indicate well productivities have been affected through the use of oil-emulsion mud. However, drilling time and bit footages were increased and the holes were maintained more closely to bit guage. The apparent advantages gained through the use of oil-emulsion mud in the Sivells Bend field do not appear to justify the increase in mud costs. Introduction until a comparatively few years ago most of the development of drilling mud was directed toward improving the functions of the mud as related to actual drilling operations. The industry has long recognized that one disadvantage of rotary drilling over cable-tool drilling is the possibility of injury to producing zones through the blocking effect resulting from the infiltration of water or mud into the sands. Recognizing this disadvantage, considerable attention has been diverted toward the development of muds that will improve the quality of well com-pletions through the reduction or elimination of water into the sands, but without sacrificing too many of their "drilling" functions and at a cost commensurate with the benefits derived from their use. This phase of mud research has already found practical application, for example, in the development of the Rangely field, Colorado, it appears the use of oil-base mud during drilling-in operations will contribute appreciably toward making this exploitation more profitable. Much of the discussion to follow will be better understood if a brief sketch of the Sivells Bend field is given. The Sivells Bend field, discovered by The Texas Co. in 1944 and still in the process of development, is in a large bend on the Texas side of the Red River about 85 miles north of Dallas. Geologically, the structure is an unsymmetrical anticline, with faulting having contributed to its development. The productive sands are of the Strawn series of Pennsylvanian age, the sands being lenticular in character and varying considerably in development from well to well. At Present there are 35 producing wells in the field, producing from seven different sand lenses. The productive sand lenses vary from 15 to 50 ft in thickness and the individual sands have average permeabilities of from 75 to 375 md. The presently productive sands are encountered at depths of from 6300 to 7300 ft, but testing has indicated that commercial production might be obtained from other sands as high as 5200 ft. AN older man looks back, perhaps wistfully, on a long and rather active experience, and possibly a popular and brief glimpse of some contrast between past and present may hold your attention for a few brief moments and prove useful. In the late nineties an engineer was .called on to de- sign and build two copper ore concentrating mills of 400 tons average daily capacity. There were larger mills than this at Washoe and elsewhere, but a 400 ton' mill was a large one as mills went over thirty years ago, and one might say a large mill of those days could crush a ton of copper ore in 216 seconds. In the mills I refer to steel construction and the conveying belts were introduced into the copper industry and rein- forced concrete came shortly after. Since then we in the West have ever been faced with a constantly de- creasing tenor in the grade of our copper ores and a constantly increasing demand for our product, and we have therefore been obliged to call for far larger castings and finished machines than were formerly used. The mechanical engineer has also enabled us to accomplish notable economies in power generation and distribution. Ore handling and crushing have been simplified and through the introduction of reagents to induce physical or chemical reactions, or both, our older methods have been vastly improved or even supplanted by new and better ones and our recoveries greatly improved.

UehliNg, New York City (communication to the Secretary*):—In adding my mite to the discussion, I wish to touch on a few points which bear emphasizing and perhaps a little further elucidation. Mr. Grammer says that he "found the electric pig-breaker at Duquesne, if used in connection with the iron-chill, less expensive and more satisfactory " thau the casting-machine. The cost of handling the iron over the Duquesne casting-niachine is about double the average cost of the other Uehling machines at the several Carnegie plants. It is nearly as expensive to run as the Hey1 & Patterson machines, and while Mr. Grammer's statement is, no doubt, true, as applied to that particular machine and breaker, it should be borne in mind that the machine at Duquesne had embodied in it several new features, which were not improvements; also that it was taxed beyond its economic capacity. The machine at the Lucy furnaces under the management of Mr. Scott handled the output of the two furnaces, and saved

The Fresnillo Company's mill at Fresnillo, State of Zacatecas, Mexico, treats oxide ores from the Fresnillo mine, dump ores and underground ores from the Plateros district, company leases and custom ores from the Zacatecas district, custom ores from other districts and tailings from old dumps at Fresnillo. The normal capacity of the mill is approximately 2600 dry short tons per 24 hours (a ton of 2000 lb.). The final product of the mill is a precipitate containing gold and silver, which is smelted and shipped as doré bullion to the refinery of the Compania Minera de Penoles, S.A., at Monterrey, State of Nuevo Leon, Mexico. The geology of the district was described in 1923, by T. C. Baker,' from whose paper the following data have been taken: The mineralization of the district was effected in the Tertiary period, following the intrusions and preceding the appearance of the flows. The area within which productive veins have been found is 1 mile long by 1/2 mile wide. The important units of each of the four general fracture systems meet in the central portion of Proano hill, which is an outcrop of graywacke, and where the rock was also intensely fractured by subsidiary movements, resulting in a shattered zone 1200 ft. long by 400 ft. wide. The mineralization was more intense in the immediate vicinity of the principal channels through which the solutions rose. The valuable metals are silver and gold, the ratio by weight of the former to the latter being 1000 to 1.5. Argentite is the predominant silver mineral, and is associated with pyrite and manganese mineral. The sulfides are primary throughout. A slight secondary action is represented by small quantities of native silver and silver halides, principally cerargyrite, which are found in the upper part of the mine. Oxidation has penetrated with great thoroughness to the lowest horizon so far exposed, this being 420 ft. below the present ground-water level. The shattered mass within the central portion of the hill and near the surface was sufficiently mineralized to produce a large stockwork

The use of pH control in solvent extraction circuits to aid in metal separation, concentration, and purification is an extremely useful technique applicable to a wide range of solutions. This paper discusses the technique in general and then gives examples of its use in extraction stages, wash and/or scrub stages, and in stripping stages, to effect the desired metal separation, concentration, and purification. Specific examples cited include Cu-Ni, Cu-Zn, and U-Mo separations using commercially available liquid ion exchange reagents.

The relationship between the apparent angle of rotation of monochromatic plane polarized light and the tilt of the basal pole from the surface normal has been experimentally determined for zirconium over the wavelength range of 500 to 655 mp. This relationship allows the determination of the spatial orientation of the basal pole of an individual grain in a polycvystal-ling zivrconium specimen to within ±3 deg by three simple tneasurements with a polarized-light metallurgical microscope. The method of measurement is discussed in detail. THE optical anisotropy of materials having noncubic crystal structures has long been used to reveal features by polarized-light microscopy. Petrographers have used measurements of certain optical properties to identify and classify transparent or translucent minerals. More recent work (i.e., Cameron1) has extended such measurements to opaque minerals in reflected light. Few attempts have been made to make similar measurements on noncubic metals. Couling and pearsall2 have reported that a sensitive tint plate can be used in a polarized-light metallurgical microscope to determine the position of the basal-plane trace in a grain of polycrystalline magnesium. Reed-Hill3 has reported that the same technique can be used for zirconium. We have found that the precision of measurement can be increased to about ±0.5 deg by using a Nakamura plate4,5 to determine the exact extinction position after the sensitive tint plate has been used to locate approximately the basal-plane trace. This report describes a method for measurement of another optical property, the apparent angle of rotation. This measurement permits determination of the angle between the basal pole of a grain of a hcp metal and the normal to the surface of the specimen. When the two measurements are combined, the orientation of the basal pole in space can be determined from three simple measurements on a single surface. One to two hundred such determinations will permit plotting of a basal-pole figure for the polycrystalline material with reasonable accuracy. When normally incident, monochromatic, plane-polarized light is reflected from the surface of an optically anisotropic material, the light may be converted to elliptically polarized light, the plane of vibration may be rotated, or both may occur. The el- lipticity, the angle of rotation, and the reflectivity can be related to the indices of refraction and the absorption coefficients of the material.6,7 Ellipticity values can be determined with an elliptical compensator, but not with the ease and precision desirable for the present purposes. Measurement of the angle of rotation requires only the determination of the angle from the crossed position (90 deg to the polarizer) that the analyzer must be rotated to obtain extinction when the trace of the optical axis in the surface is at 45 deg to the vibration direction of the polarizer. The angle of rotation of the analyzer is approximately 6/5 that of the true angle of rotation of the light as reflected from the specimen because there is a small amount of additional rotation produced during the passage of the reflected light through the mirror of the microscope. Since we are presently interested only in determining the tilt of the basal pole, the angle of rotation of the analyzer (the apparent angle of rotation of the light, i.e., uncorrected) can be used. Precision of the measurement can be increased substantially by the use of a Nakamura plate4,5 in determining the extinction position. In an optically uniaxial material (hcp or tetragonal crystal structure) the angle of rotation depends only on the optical properties of the material and the orientation of the optical axis of the grain relative to the plane of incidence of the plane-polarized light.7,8 Thus, in a metal such as zirconium, the apparent angle of rotation at the 45-deg position in any given wavelength of light is a direct measure of the tilt of the basal pole from the normal to the surface. If the optical properties vary with wavelength, the apparent angle of rotation for any given tilt of the basal pole will vary. None of the required information exists in the literature for zirconium nor for any other non-cubic metal. MEASUREMENTS ON SINGLE-CRYSTAL ZIRCONIUM A single-crystal sphere of zirconium 9/16 in. in diam was spark-cut from a single-crystal rod grown from iodide bar by an electron-beam zone-melting process.9 The damaged surface was removed by chemical polishing in a 45/45/10 mixture (by vol) of water, concentrated HNO3, and HF (48 pct) and then electropolishing at 50 v in a bath1' of methyl alcohol and perchloric acid (95/5 by vol) at -70-C. The single-crystal sphere was mounted in a five-axis goniometer stage having a removable eucentric X-ray diffraction goniometer head for the two inner orientation axes. The basal pole of the single-crysta sphere was aligned parallel to a third axis of the goniometer stage by using the sensitive tint method to determine the basal-plane trace at several rotational positions of the sphere. WHY should I, a geologist, be coming before you to talk about finding ore? Certainly, the great discoveries of the past have not been made by geologists, but by men of very different tastes and training. If, in the year 1800, the course of ore discovery could have been foreseen, there would have been no reason to put it into the hands of geologists or other men of technical preparation. It was not geologists but explorers, Indian fighters, prospectors, manual laborers, and hardy financiers, who initiated the American mining industry. Then why this association of geological technique with ore finding? Why this feeling that the way to find ore is to apply to the problem what we call geo- logical principles? Well, to put it broadly, the old method has run out on us. It no longer works. Or, to put it another way, the cost of finding ore by the old method has mounted so high that one old district after another has become, practically speaking, dead, and various other old districts that are still going apparently at full strength are actually beginning to limp, and, with the cost of discovery mounting yearly, to fear, more than they will acknowledge, that the end is approaching.

INTRODUCTION The decade from 1969 to 1979 saw the crest of a wave of investments by companies and investors, primarily from the major industrial nations, in the metals and minerals industries of the so-called lesser developed countries. This was brought about by two major considerations: 1). The higher ore grades and therefore the higher profit potential of the mineral deposits in the third world countries, and 2). The desire, particularly by the European countries and by Japan, to ensure a safe supply of raw materials not available in their own countries. The decade began with the start of the Toquepala mine in Peru and the major investments in the Bougainville mine in Papua New Guinea and the Ertsberg mine in Indonesia. It ended with the start-up of Southern Peru Copper Company (SPCC) Cuajone mine in Peru and Inco's Soroako mine in Indonesia and the investments in several major alumina or aluminum projects in Australia and Brazil. Concurrent with this huge flow of funds into the mineral resources industry of the developing world was the build-up of a psychological fear in the host countries of exploitation/domination by the foreign investors. This resulted in an increasing trend towards: 1). Nationalization of existing mineral ventures, and 2). Tougher legal/fiscal frameworks for new ones. NATIONALIZATION Nationalization appeared in its earliest form as "Mexicanization" of the petroleum industry in Mexico in the 1930's, followed later by Mexicanization of the mining industry in general. This was enacted with the Mexican Mining Law of 1961 which required that 51% of the equity be owned by Mexican nationals. Later in the decade the equity share for foreign investors was reduced to 33 1/3% for the developers of the Frasch sulphur operations in the Isthumus of Tehuantepec. However, the law was not fully implemented in the copper industry until late 1970 with the purchase of 51% of the ownership in the Cananea Mining Company. The trend toward nationalization of the copper industry progressed to Chile where in 1967 under the Government of Eduardo Frei the major North American copper companies were induced to sell a one-half interest in their Chilean mines to the State. Likewise, in 1970, "Zambianization" took place, when the two major operating companies Roan Selection Trust (Amax) and Zamanglo (Anglo American) were restructured into Roan Consolidated Mines (RCM) and Nchanga Consolidated Mines (NCCM) providing the government with 51% of the equity ownership. Whilst the earlier forms of nationalization in general constituted a fairly priced buy-out (El Teniente, Chile for US$80 million, RCM for US$117.8 million, NCCM for US$178.7 million), the total nationalization of the Chilean mining companies in 1970 under Salvador Allende did not. Later, "Western" countries joined this trend and on October 29, 1973, Mr. Gough Whitlam proclaimed that "overseas capital must continue... in partnership with Australian capital" and "in some special energy cases we have an objective of 100% Australian ownership". In 1974 Mr. Pierre Trudeau stated: "The Liberal Party of Canada sets as an objective that new resources projects in the natural resource field should have at least 50% and preferably 60% Canadian equity ownership". FOREIGN INVESTMENT The situation for the foreign investor in the worldwide resource industry rapidly deteriorated from then on. New features appeared in mineral exploitation and operating agreements, centering not only on local government/local companies ownership but also on increased taxation. The new tax rate (mineral tax, royalty, and income tax) for the semi-government companies NCCM and RCM in Zambia became an effective 73%. Likewise the much publicized and discussed renegotiated Bougainville agreement brought dramatic increases in the total "take" by the PNG Government. MOST metallurgists are well acquainted with the contributions already made to the study of metals by the use of X-rays. On the one hand, the radiographic method is constantly becoming of increasing importance as a nondestructive testing procedure, while on the other hand the techniques of X-ray diffraction have made important contributions to the fundamental knowledge in studies of phase diagrams, stress conditions, and so forth. A new, and as yet insufficiently appreciated, tool exists in the application of microradiography to alloy structures. This new procedure in many respects bears the same relation to microscopic investigations as does macroradiography to the gross inspection of metal surfaces. However, where macroradiography is used ordinarily to determine the soundness of the metal structure, this new method can be used not only to investigate micro-un- soundness but also to examine the distribution of the constituent elements within the body of the alloy. When combined with the normal procedures of microscopy, this offers a technique of great potential power. It is intended in this paper to present a few examples of copper-base alloys demonstrating the additional knowledge obtained from the microradiographic method. The detection of micro-unsoundness is demonstrated in Fig. I for a sample of cartridge brass as cast. The sample appeared quite sound when viewed under the microscope, but in reality was thickly populated with minute voids. This application of the method conforms in every way to conventional large-scale radiography and has been used to facilitate production of metal for vacuum devices.1 The true potentialities of the technique are revealed by comparison of Figs. 2a and 2b, which are respectively a- photomicrograph and a microradiograph of a cast alloy of 80 per cent Cu, 10 per cent Sn, 10 per cent Pb. The remarkable difference in appearance provides some concept of the additional information this method may yield when used as an auxiliary to microscopic studies. Fig. 2a shows two phases of the copper-tin system plus segregated lumps of lead. Fig. ab, on the other hand, shows with exceptional clarity the actual dendritic growth of the metal crystals during solidification. The practice of microradiography depends upon the laws of absorption of X-rays. This subject has been reviewed thoroughly in recent papers,1,2,3 but for clarity a brief resumé will be given here. As is well known, when a beam of X-rays is transmitted through a layer of homogeneous material, the intensity is reduced according to the relation:[ ]

THE propaganda in favor of the adoption of the metric system of weights and measures in the United States is founded upon the idea of compulsory adoption. There can be no argument about this, for the metric system has been legal, by Act of Congress, in the United States since 1866. Nobody ought to oppose an educational movement, and if pro-metric activities were confined to that there might be no reason to gainsay them. I do not propose to enter into any discussion of 'the relative merits of the metric and the English systems of weights and measures. The simple case is that the metric system not having made much headway in the United States after more than 50 years of legality, 'it is now aimed to force it upon the people by legislative compulsion. The main arguments in favor of such compulsory adoption are that it would- simplify the education of our children and would promote our foreign trade, for the reason that more countries of the world, with which we do business, use the metric system than the English system. I am going to disregard,' in this contribution, the first of these arguments, for it is largely conjectural." Not so with the other, which is specific, and being so its speciousness can be, proved. It is true that the metric system is used by more countries of the world than the, English system. It is commonly stated that of the Indo-European nations only the United States, Great Britain, and her colonies, and Russia have failed to adopt it. However, if with "colonies" we equate Canada, Australia, New Zealand, Tasmania and South Africa, we have a longer list of non-metric countries, and it comprises not only the most populous, but also the most industrial nations of the world.

WHEN it came time to write a biography of Philip Kraft, we got out a copy of Bartlett's "Familiar Quotations" and looked through the references to Travel, Traveled, Traveler, and Traveling, feeling sure there would be some reference to Mr. Kraft. Sure enough, we found: "Travel, in the younger sort, is a part of education; in the elder, a part of experience." Had Francis Bacon done his writing three and a half centuries later, Mr. Kraft might well have served as the inspiration for that sentence. New Yorker born, he received his B.S. and E. M. degrees from Columbia. In 1912, then 22 years old, he took off for Germany where he spent two years studying at the Royal School of Mines, Berlin, for his Doctor of Engineering degree. Contrary to the Greeley-Soule precept, Mr. Kraft, on his return from Europe, went north to South Porcupine. Ont., working as geologist and mining engineer for the Dome Mine. From South Porcupine his next stop was Washington, D. C., where, during the years the country was in the first World War, he was engaged in war work.

WHEN geophysical methods were first employed in the search for ore deposits and oil accumulations, it was hoped that they would provide a direct means of locating such concentrations. Magnetized needles were used long ago in prospecting for magnetic iron ore, and soon after the discovery of galvanism in about 1790 attempts were made to find concentrations of valuable minerals electrically. Evidence indicating that the early geophyeical instruments were regarded merely as improved divining or dowsing rods is to be seen in the names "mineral finders," "ore finders," etc., that were applied to them. Today, appellations of this kind raise serious doubts in informed minds as to the intelligence and integrity of individuals advocating the use of such euphemistically named methods or instruments, for experience and research have shown that, geophysical, it is never a question of directly locating a given mineral but merely of delimiting its possible occurrence.
