The paper by R.V. Ramani and R.J. Sweigard is a wonderful description of the labyrinthine web that has been spun about the mining industry by energetic bureaucrats and politicians over the past 50 years. The remedy for the problem, however, is not more of the same, but less. That may be difficult for the industry to achieve, for it is not a technical solution but a political one. And the current fervor for more detailed planning at all levels of government and private enterprise has become deeply ingrained. The authors recommend the provision of more information about mining and mineral resources to "macro" (i.e., government) land use planners. They apparently overlook, however, the already strong tendency on the part of most government land use planners to consider themselves omniscient. Thus, giving them more information about the technical problems of mining will only make them want to get more and more involved in the "micro" (private, site specific) mine development and production plans of the individual mining firm. In fact, this has already happened at all levels of jurisdiction from municipal to federal government. Examples are legion. The most effective way to ameliorate the adverse impacts of government land use planning on existing and potential mining operations is to: (1) introduce greater flexibility in the definition of land use zones by local and state governments; (2) adopt realistic and relevant ambient environmental performance standards in governing relationships between mineral land uses and concurrent or subsequent nonmining land uses; (3) allow greater leeway for economic considerations in land use decisions in contrast to the explicit legalistic approach now in vogue; (4) recognize that all minerals are not the same and that sand and gravel mining should not be treated the same as underground metal mining, coal stripping, oil field production, or in situ leaching; and (5) eliminate the notion that mining operators should be responsible for determining in detail the use of land by subsequent owners of mined land. This last bit of conventional ethic really makes no more sense than requiring the builders of every shopping center or government office complex to provide detailed plans for the use of that land when its use for shopping or government is ended. Did the builder of Ebbetts Field plan for Brooklyn after the Dodgers went to Los Angeles? Should the developer of the Bingham Pit plan for suburban Salt Lake City after the copper mining goes to Chile? The nation's mining industry must address these questions before further bankrupting itself to provide more data to planners and spending thousands of dollars per acre to create land that when reclaimed is worth only a few hundred dollars per acre. ? His views on the problems of land use planning and mineral resources are most welcome additions to our paper. As the title indicates, our paper was more concerned with the impacts of land use planning on mineral resource conservation than with the details of the planning process. On the whole, his five recommendations would be helpful for mineral resource conservation. However, we would suggest that the argument he presents for his final recommendation does not address the differences between mining as a land use and commercial or institutional uses. We believe that this difference is the crux of the issue. We share Mr. Learning's desire to ameliorate the adverse impacts of land use planning. Possibly the most detrimental impact is the loss of mineral resources. Any development, whether mineral or community, that does not give proper consideration to other resources can result in permanent loss or sterilization of resources. With proper planning, some of these losses can be avoided. As our paper indicated, one factor that limits the consideration of mineral resources, and ultimately leads to their sterilization, is the generally inadequate levels of resource characterization and understanding of the unique nature of mineral resources and mining operations. The last point raised by Mr. Learning is also important. In terms of reclamation and land use planning in mining districts, we certainly do not advocate spending more than what the results are worth. The main thrust of the paper was to explore the avenues for conserving the mineral resources so that, at some appropriate time, the issue of mining and reclamation can still be addressed. ?

THE Smackover oil and gas field lies in Ouachita and Union Counties, Ark., in the south-central part of the state, in T.15 and 16S., R.15, 16, and 17W. It is 10 miles north of El Dorado, the principal business and railroad center in the south-central part of the state, and extends from the town of Smackover in all directions. Productive territory having an aggregate area of nearly 55 sq. mi. has been developed. It extends 6 miles from north to south and 12 miles from east to west. The field may be divided into two parts: the east district, which includes the area east of the town of Smackover, and the west district, which includes the area west of the town of Smackover. In relation to the neighboring productive fields of Arkansas, the Smackover field is 9 miles north of .the El Dorado oil and gas field, 8 miles slightly west of north of the East El Dorado oil and gas field, and 16 miles east of the Stephens oil field. Smackover was discovered in May, 1922, when the Oil Operators Trust drilled well No. 1 on the J. T. Murphy farm, in the southeast quarter of sec. 8, T. 16S., R.15W. This well is located almost, on the top of the Norphlet dome and was drilled to the Nacatoch sand. It had an initial open flow volume of 30,000,000 cu. ft. of dry gas per day, and a rock pressure of 950 lb. per sq. in. In July, 1922, the V. K. F. Co. completed the first oil well in sec. 29, T.15S., R.15W., on the north side of the Norphlet dome, and 3 miles north of the first gas well. This well started the active development of the north and northwest sides of the dome.1

WITHIN the past two years, a number of publications have called attention to the double peaks, or stages, that appear in the hardness and strength curves of certain aging alloys. The author has shown the existence of double hardness peaks during the aging of a high-purity silver-copper alloy;' and on the basis of electrical resistance, microscopic, dilation and lattice-parameter measurements, he concluded that the initial hardness peak occurs prior to precipitation while the secondary hardening is due to precipitation. It was suggested that the general mechanism of age-hardening involves two consecutive processes, the first consisting of nucleus or knot' formation, and the second consisting of actual precipitation and particle growth. It was further held that the two stages are interdependent, but because of nonuniform precipitation they may overlap each other to an extent that increases as the aging temperature is raised. At high aging temperatures, the effect of the first stage cannot be detected because of the rapid occurrence of precipitation. . The general theory of age-hardening recently presented by Dr. M. L. V. Gayler3 is in close agreement with the picture outlined above. With reference to work done on duralumin, copper-beryllium and copper-silver alloys, Dr. Gayler also concluded that age-hardening takes place in two consecutive steps: first, diffusion (in which the solute atoms migrate to certain crystallographic planes), and then precipitation. However, W. L. Fink and D. W. Smith4 have shown that the double aging peaks that appear in the strength curves of high-purity aluminum-copper alloys may be explained without recourse to pre-precipitation phenomena. By means of very careful metallographic technique, Fink and Smith demonstrated that during aging the precipitation takes place at an accelerated rate along the grain boundaries and slip planes as a result of the plastic deformation caused by the drastic quench from the solution heat-treatment temperature. † The general precipitation occurs at a

The differentiation of oxidized forms of lead from lead sulphide in complex products by chemical analysis is of considerable importance to certain mining and metallurgical companies. A method for the separation of "oxide" lead, (non-sulphide), from sulphide lead, based on the solubility of the former and virtual insolubility of the latter in concentrated ammonium acetate solution, has been employed for many years in the industry.1,2 Unfortunately this solvent, while satisfactory for lead sulphate and carbonate, is without action on lead phosphates or vanadates, with the result that at .Rhodesia Broken Hill Development Co. where these latter minerals are present, they have counted as sulphides when using this procedure. For the control of operations in the new concentrator it became necessary to have a closer check on sulphide lead than could be obtained by the only current method of differentiating this constituent from oxidized lead. For some time this problem has engaged our attention, and after a large number of solvents had been tried, the following procedure was evolved. Like all methods depending on selective solution in a com- plex material, it will not give 100 pct separation into oxide and sulphide portions. Because of the ease of oxidation of galena this is almost an impossibility. Our procedure will, however, give a recovery of 99-100 pct of the oxidized lead, contaminated with very small quantities of lead sulphide, and a corresponding recovery of 97-98 pct of the sulphide lead. The procedure is simple and reproducible, and gives results quite .satisfactory for routine control purposes. Experimental For this work standard samples of the following pure lead minerals were obtained from Broken Hill, Northern Rhodesia. These were hand-picked specimens, and were carefully ground to —200 mesh. Since it was realized that a fair-sized sample would be necessary for this work to thoroughly test the large number of procedures we had in mind, a compromise had to be effected between a few grams of very pure minerals and a large sample of lower grade material. For this work the presence of gangue was not deleterious, so long as the oxide lead minerals did not contain lead sulphide, and vice versa. Table I shows the lead minerals used, and their total lead content, both theoretical and actual. Apart from the pyro-morphite the minerals are seen by analysis to be quite pure. Practical and statistical considerations concerned with the sampling, sample preparation and chemical analysis of precious metal ores are reviewed. The principal requirements related with the characteristics of sample cutter, sample preparation, equipment and methods are discussed. The main errors introduced in the different stages of the sampling systems are defined. The application of statistical techniques to evaluate these errors to determine the ore grade variation and to design the number of increments needed to get an accurate assay are presented. Finally, results obtained with the application of this method to gold and silver ores are analyzed and some recommendations are given.

The precipitation of the nitride Fe4N from the solid solution of nitrogen in a Fe and of the phosphide Fe3P from the solid solution of phosphorus in a Fe both lead to the formation of structures that may be easily identified as Widmanstatten figures, within the meaning of the term as used in this series of papers. A complete solution has been obtained for the figure formed by Fe4N. The structure of Fe3P, however, is not fully known and a complete solution of this figure thus cannot be obtained; nevertheless, a study of this figure has furnished some new information. Precipitation of Fe4N from Alpha Solid Solution of N in Alpha Fe Constitution of System Iron-nitrogen A knowledge of the constitution of the whole of the Fe-N system is unnecessary for this work, though the recent studies by Eisenhut and Kauppl and by Lehrerz have clarified most of the moot points; it is sufficient for our purpose to state that a Fe of high purity dissolves 0.42 per cent of nitrogen in solid solution at the eutectoid temperature, 591' C., and that this solubility decreases at first rapidly and then more slowly until at room temperature the solid solubility amounts to approximately 0.1 per cent nitrogen.3

THE John Fritz Medal Board of Award, at its regu¬lar annual meeting Oct. 19, awarded its gold medal to Herbert Clark Hoover. Thus ended a process of selection begun a few years ago. The award was tentatively made a year ago by the Board, which is composed of sixteen recent past-presidents of the four national societies of Civil, Mining and Metallurgical, Mechanical, and Electrical Engineers, having together a membership of nearly 60,000. The sixteen members of the Board are: American Society of Civil Engineers : C. E. Grunsky, Robert Ridgway, George S. Davison and John F. PART of a program of research on the Ti-A1 system1 involved a study of the lattice parameters of the titanium-rich a solid solution, which has a hexagonal close-packed structure. For this work, a 14 cm Debye-Scherrer powder camera and filtered CuK, radiation was used. For each pattern, the parameters were calculated by a least squares solution of the five strongest high angle lines. This provides an accuracy of i0.005A or better. The results are shown graphically in Fig. 1. It will be seen that an unusual change of slope occurs in the curve for the C parameter at high aluminum contents. Such anomalous changes in slope have been recorded by RaynorV or several magnesium-rich solid solutions. The effects were interpreted in terms of a special contribution to the lattice distortion due to factors of electronic origin predicted by Jones." Jones' theory, in substance, suggested that an unusually large expansion of the lattice would begin when the electron per atom concentration in the alloy was increased to a value at which an overlap just began from one Brillouin zone to another. ABOUT a year and a half ago, at the San Francisco meeting of the American Chemical Society, in connection with the excursions to local smelting-works, I had occasion to show some lantern-slides illustrating the recent commercial development of electrical methods for precipitating the suspended matter from smelter-smoke, the underlying phenomena of which were clearly brought to the attention of the technical public by Sir Oliver Lodge as long ago as 1884. In the Journal of industrial and Engineering Chemistry, August, 1911, most of these views were reproduced, together with an account of the work from its beginning up to July, 1911. To-day I wish particularly to show you some of the further developments of the work since that time; but in order to make these clear they will be prefaced by a brief abstract of the article above referred to. The removal of suspended particles, front gases, by the aid of electric discharges is by no means a new idea. As early as 1824 we' find it suggested by Hohlfeld 1 as a means of suppressing ordinary smoke, and again a quarter of a, century later by Guitard.2 These suggestions, which do not seem to have stimulated any practical study of the question, were soon entirely forgotten, and only brought to light again by Sir Oliver Lodge,3 many years after he himself had independently rediscovered the same phenomena and brought them to public attention 4 in a lecture before the Liverpool Section of the So-

CLYDE WILLIAMS has reminded me that in the fall of 1929, gave, in MINING AND METALLURGY, an account of the hopes and aspirations of Battelle Memorial Institute, which was then just swinging into initial operation; and that therein I remarked that B.M.I. should stand, as well, for Better Metallurgical Industries, since helping to better them was the Institute's aim. So he has suggested that some of the betterments of the past fifteen years might well be listed. A yearly summary of progress comes pretty close to the ultimate in futility, for everything proved of value in that year had its inception in earlier years, and everything really new has still to be proved. Plenty of things hailed as wonderful achievements for that year, by some enthusiasts invited to contribute to the summary, turn out in later years to be inglorious flops. But over a decade and a half, betterments that are really such become self-evident, and recounting some of them can be done without guesswork or wishful thinking. An inventory of what was known and utilized in 1929 compared to what is now known and used is not too hard to make. Perhaps the most clear-cut picture of what is known and used at a certain date is drawn by the handbooks, textbooks, and equipment catalogs of that date, with scientific periodical literature forecasting what knowledge may later be used when it is verified and assimilated. The tools available for production or for research limit the application of old and the finding of new knowledge.

ABRASIVES include the substances, natural or artificial, that are used to grind, polish, abrade, scour, clean or otherwise remove solid material, usually by rubbing action but also by impact (sandblasting, for example). They do not include abrasive tools-for instance, lathe tools and files-or polishing agents such as waxes, which act by filling pores. Detergents and cleaners whose action is chemical rather than physical are omitted although some chemical action polishes and cleaners may also contain solid abrasives; for example, many metal polishes. GENERAL CONSIDERATIONS The most important physical properties of materials that qualify them for use as abrasives are hardness, toughness (or brittleness), grain shape and size, character of fracture or cleavage, purity or uniformity. For making bonded grain abrasives such as grinding wheels, additional important factors are stability under high heat and bonding characteristics of grain surfaces. The economic factors of cost and availability are always important. No one single property is paramount for any use. For some uses extreme hardness and toughness are needed, as in diamonds for drill bits; for others, the factors of greatest importance are hardness and ability to break down slowly under use, to develop fresh cutting edges when grains become worn-for example, in garnet for sandpaper, neither highly cleavable or friable grains nor extremely tough grains

FOR the second time the Mineral Industry Education Division opened the sessions at the Annual Meeting by gathering at the Engineering Woman's Club, Sunday at 3 p. in., and, in spite of the informality of the hour, with a good attendance of representative men in the educational field. The chairman of the Division, Thomas T. Read, after briefly reviewing some of the more significant events of the past year, introduced H. P. Hammond, professor of civil engineering, Brooklyn Polytechnic Institute, a leading figure in the project of the Engineers' Council for Professional Development for accrediting engineering schools. Prof. Hammond made it clear that the project is not to rate engineering schools but to accredit them; not to arrange them in order of excellence, but to segregate them into two groups, those that are entitled to recognition as genuine engineering schools, and those that are not. About thirty schools in the whole country will presumably fall into the latter class; they are typified by an unnamed institution where the teacher of mathematics bears the title of Professor of Civil Engineering and the man who teaches chemistry that of Professor of Chemical Engineering, and having no engineering instruction except some elementary surveying, but still claiming in its catalogue to be an engineering college. While everyone would like to avoid the necessity of accrediting engineering colleges, it cannot be avoided, since the University of the State of New York, and several other agencies, are already doing it. If it cannot be avoided it is best that it should be done by a qualified agency set up by the national engineering societies, so that the results may command respect and general acceptance. It is for this reason, and this alone, that the accrediting committee of the E. C. P. D. has been set up. It is now ready to begin its task, and during-the coming year it will accredit the schools in two of the seven geographical districts into which the country has been divided, beginning with New England and the Mid-Atlantic States.

A NUMBER probably a sizable group of person with a dominant interest in metals maintain contact with the developments in ferrous metallurgy by reading week by week, as time permits, some four or five periodical devoted in considerable part to this field. It seems possible that some of these, like ourself, find it difficult to see the net results of the development day by day in clear perspective, The impression sometimes seems blurred by the uninterrupted succession of so many accounts, or out of focus from the very impact of so many reports of new things enthusiastic, well written, and understandable though they usually are. It is at times almost as though one were trying to observe, from a fastmoving vehicle, objects all too near at hand. Or perhaps this impression is merely a manifestation of our individual hyperopia ; in which case we should content ourself with an observation that it would be more satisfactory on the whole to discuss in 1941 the metallurgical advances of 1930-35 than those of

Anders Richard Akerman entered the eternal rest on Feb. 23, 1922, after a long and distinguished career. All mining men in Sweden arc mourning him, because he was one of their greatest and a leader in the scientific metallurgy of the iron. He was born April 18, 1837, in Stockholm, where his father, Joachim Akerman, was a professor at the Technical University, but the greater part of his childhood was spent in Falun, where the family moved after his father was made principal of the mining academy. He was at first taught by a tutor, but in 1851 entered the high school in Vesteras and the University of Uppsala in 1855, from which he graduated as a mining engineer on Dec. 11, 1860. A week later, he entered the service of the Department of Commerce and entered the mining academy at Falun, from which he graduated Dec. 15, 1862. The following May, he was accepted as a student in the metallurgical section of "Jernkontoret" (the "Iron Institute") and on Oct. 22, 1864, he was made an assistant in the same section. Thus begun the cooperation with the Iron Institute which was to continue for so many years and to bear such rich fruit. He had, however, previously received two requests from the Iron Institute: One to assist Prof. V. Eggertz in the preliminary work of preparing a handbook on blast-furnace practice, the other to make a complete index of the proceedings of the Iron Institute ("Jernkontorets Annaler") volumes 1817-1864, which index was published in 1866. On Oct. 19, 1865, Akerman was requested by "Jernkontoret" to give during 1866, lectures in the metallurgy of iron at the mining academy of Falun, as Prof. V. Eggertz wished to devote his entire time to the study of assaying. This request was renewed Oct. 15, 1867, for the year 1868, and on April 17, 1869, he was made instructor in metallurgy and mining at the Technical University, to which institution the higher education in mining engineering was transferred at that time. Akerman thus entered his career as a teacher, which lasted until the end of 1891. On May 11, 1877, he was appointed assistant professor in metallurgy and mining; on Sept. 7, 1883, he was appointed acting professor in the same department; and two weeks later was appointed dean of the mining college. On May 21, 1874, he was instructed by the Crown to inspect the mining schools in Filipstad and Falun. As a teacher, Akerman was very popular and his lectures were excellent, in form as well

DISCUSSIONS of trade and commerce are generally more comprehensive today than in the past; the problems are approached with a vision unrestricted by national boundaries, and broad enough to comprise the entire world. The extent to which the limited viewpoint that has characterized past ages is yielding to an economy of world-wide scope is exemplified by the Atlantic Charter which blazes a trail in the direction of trade principles that aim to preserve the interest of each individual country in the commonwealth of nations. Its fourth article promulgated the principle that all nations should have access on equal terms to the trade and to the raw materials of the world which may be needed for their economic prosperity. Future developments in reciprocal international trade may have some effect upon the flow of nonmetallic minerals but such effects are not likely to be great because tariffs and trade policies have not affected that flow profoundly in the past. Nevertheless conditions may change and new problems may arise demanding important decisions. Sudden changes are not to be expected, but rather an orderly evolution in which national interests will merit due consideration in establishing broader policies.

IN the third year of war, geophysical oil exploration broke all records to keep pace with the demand for increased reserves. Geophysical prospecting for strategic and other minerals also grew in scope. The trend of geophysical oil exploration throughout the war is indicated in Fig. 1. This figure resembles the one presented in the last annual review issue of M&M (February 1944, p. 62), corrected for data on-operations in the last months of 1943 and extended into 1944. The average number of geophysical oil prospecting crews in the field in 1944 was 451, whereas the total in 1943 was 340. An upward trend in the use of all geophysical methods is clearly evident throughout the year. Seismic operations were 67 per cent, gravimeter surveys 28 per cent, and other methods 5 per cent of the total. Seismic reflection and refraction crews increased 181/2 per cent over the 1943 average, gravimeter operations increased 73 per cent, and other methods gained 92 per cent. The increase in seismic and gravimeter operations, particularly the latter, is probably due to an increased production of equipment and the organization of new service companies. Miscellaneous methods gained largely through a revival of magnetometer work, and an increase in the use of torsion balances and electrical equipment. In comparison with the prewar average of 1941, it is noteworthy that seismic operations increased 58 per cent, gravimeter operations 88 per cent, and miscellaneous other methods gained as much as 283 per cent. Unfortunately the expansion in the number of geophysical crews does not indicate a proportionate increase in efficiency or in areal coverage, as will be brought out later.

GEOLOGICAL and exploration work of the United States Smelting Refining and Mining Company are handled by the mines geological and the exploration divisions of a geological department under the direction of the chief geologist. The mines division at present includes, in Utah. a geologist in charge, resident at Bingham, assisted by a geologist stationed at each operation, and a small group of geologists resident at the Bayard unit, in New Mexico. The duties of the mines division include the mapping and delineation of the geology of the mines, direction of sampling and diamond drilling, and the periodic calculation of ore reserves. At Bingham an amount of underground drilling within the limestone and porphyry formations which are hosts to the ore bodies supplements and completes development by mine workings. At Bayard, five to seven drills are kept busy underground, and eight to twelve drills operate on the surface.
