DEVELOPMENT of the cement industry in Mexico began some 40 years ago. It has gradually reached great importance in the economic life of the country and has contributed greatly to the technical and economical advances which have been so noteworthy, particularly during the last 15 years. From a modest start, the industry now comprises 18 cement-producing plants having a potential annual capacity of approximately 14 million bbl. About half the plants were built and equipped with second-hand machinery during the last world war when no new machinery could be procured. They will hardly attain full production before being modernized and reconditioned, a job now under way in several of the plants. At present, the yearly consumption is only about 8 to 9 million bbl but is steadily increasing. This is only a fraction of the cement consumed in the U.S.A., which is about 250 million bbl per year, although on the basis of consumption per capita per year, the figure is 1/3 bbl for Mexico and 1 2/3 bbl for the U.S.A. Cement consumption in Mexico is well above the average of all other Latin American countries, with the exception of the Argentine, and considering the potentialities and undeveloped riches of Mexico, the road construction and irrigation works, it is fair to assume that the Mexican cement industry will still prosper and expand in spite of temporary setbacks in the future caused by-local events of economic or political nature. Portland cement is manufactured by burning a mixture of raw materials, one of which is mainly composed of calcium carbonates and the other of aluminum silicates. The most typical materials answering this description are limestone and clay, both of which occur in Mexico in many varieties. To be usable for cement manufacture limestone should contain at least 77 to 80 pct calcium carbonate. Lower grade limestone can be used for cement manufacture only if the lime content is increased by the beneficiation process, which has not yet been adopted by the Mexican cement industry. Most of the limestone used by Mexican cement plants has a calcium carbonate content of 90 to 95 pct and therefore requires addition of one or several correction materials. A typical composition of raw mix for cement manufacture is 85 pct limestone and 15 pct shale, clay or volcanic materials. Occasionally it is necessary to add a smaller amount of sand or other siliceous material to increase the silica ratio in the raw mix. Likewise, it is sometimes necessary to add 1 or 2 pct iron ore to facilitate fusion in the kiln and to obtain proper relation between alumina and iron oxide. After calcining and

BY COMBINING the sessions on reduction and refining of copper, lead and zinc it was possible to devote an entire day to nonferrous metallurgy. Four interesting papers were presented at the morning session and four more in the afternoon. In the discussion of papers on copper, F. R. Pyne acted as chairman, with H. M. Shepard as vice-chairman, whereas for those on lead and zinc, F. F. Colcord acted as chairman, with C. R. Hayward as vice-chairman. The paper by P. D. I. Honeyman on the smelting of raw concentrates in the reverberatory furnace was presented by Mr. Pyne and discussed by Messrs. Mazany and Hayward. The interesting paper by E. S. Bardwell, com- paring the use of various fuels in copper-refining furnaces at Great Fails, Mont., was presented by Mr. Shepard and discussed by Messrs. Boggs, Gronningsater and Hayward. That by R. G. Knickerhocker, describing the stationary basic copper converter at Messina, Transvaal, was presented by Mr. Pyne, together with a written discussion by c. R. Kuzell, of the United Verde Copper co. It was an interesting illustration of how well-known processes may sometimes be modified to fit into unusual conditions.

Computer process analysis and control techniques are overcoming major hurdles to acceptance in the mineral industry. With the growing list of new advances characteristic of a rapidly maturing discipline, management of the companies on the leading edge are keenly aware of the advantages of using computer methods in process applications. Significant advancement is already evident in such technical areas as operations research, mathematical modeling, statistical methods, and computer-based procedural techniques. The early advances during the past decade are already documented in prior symposium proceedings of this series. Thus, the currently active areas of the advancing technology are emphasized here. This section deals with applications in pyrometallurgical and kiln processes. The two sections which follow deal with concentrating operations from two points of view: 1) mathematical modeling, and 2) on-line control. In the metallurgical field, emphasis on developing effective process computer applications for the steel industry began in the late 1950's. Simulation techniques also received substantial attention. The steel industry was soon joined by the cement industry in the development of computer methods for process applications. Computers were in use for feed-material blending and kiln control in the early 1960's. Computer development in other pyro processes, such as aluminum reduction and glass-making, also marked significant advances by the mid 1960's. Aluminum smelter potline control is a nearly universal application at this point, and the development of glass furnace computer process control represented a recent important technical advance in digital control techniques. Steel Hot strip rolling was the earliest significant process computer application in the metallurgical industry. Computer control of rolling mill operations is now a steel mill standard component, particularly in plants newly placed into production. 1, 2 Initial computer installations principally carried out procedural routines in setting mill clearances for production lot control. Recent developments are leading toward feedback control based on mathematical model techniques. 3

IT appears now that the conflict with the totalitarian states will be a long-drawn-out struggle. The course of this war up to now indicates that this may well be the first major conflict where man power has not been the vital and determining factor. Mechanized warfare has made it possible for relatively small, well-equipped groups to outmaneuver and defeat large armies which lack the necessary modern equipment. Under these circumstances, ultimate victory becomes a matter of resources and productive ability. The important question is not how many soldiers can he put into the field, but the volume and speed in producing the armaments essential to ensure a victory. The resources available to the opposing nations and the efficiency of their systems of enterprise and production will be primary factors in determining the ultimate outcome. Germany had a head start of eight years in the armament race, and it is not easy to overcome such an advantage overnight.

THE maps of our large mines are usually prepared with the greatest care; and it is somewhat singular that, in comparison with the great amount of time and money spent in surveying and platting, so little actual use is made of them. Almost the only purpose for which a completed survey-map is afterwards consulted, is the determination of the relative position of the different workings to each other, and to the boundary-lines of the property. After the completion of such a map, it should be made the beginning of another, and in most cases a far more important, undertaking, namely, its utilization as -a starting-point for a complete inventory of the company's underground possessions. The ordinary mine-survey map, being nothing but a record of what has been done, is, in one sense, only ancient history. To increase its value, such additions should be made as will render it a complete statement of the amount and value of ore in sight at any particular time, and a guide for future develop¬ments. Comparatively little extra labor is involved in this undertaking, since the larger and most expensive part of the work has already been completed when the mine has been surveyed and mapped. The necessary additions consist in working out, and platting on the maps, the geology of the mine as exposed in the workings, in such a manner that the geological survey may be of daily use in the development and operation of the mine. The first step towards the production of a geological map consists in tracing individual level-sheets from the general or composite map. The area to be included, outside of the property in question, will depend very much on local conditions; but, for geological, legal and commercial reasons, it should be extended as far as reasonably practicable. FOUR portraits have recently been hung in the rooms of the Institute, in recognition of four illustrious men with whom we, as mining engineers and metallurgists, may claim fellowship. LUTHER. Martin Luther is often spoken of as a miner's son; but it is less generally known that John Luther, his father, was, in a small way, a metallurgist as well as a miner, and that Martin Luther himself, in his youth, worked in a forge or bloomary established by his father at Mansfeld, Saxony. Since this is the only manual occupation on his part of which we have any record, it is fair to assume that the great scholar and reformer derived from his work in this department the practical familiarity with the conditions of human labor so abundantly evinced in the homely illustrations which accompany even his serious arguments, and in the witty apothegms of his famous "table-talk." At the same time, I must confess that 1 have not been able to find in any of the works of Luther distinct allusions to mining or metallurgy. KÖRNER. Theodor Körner, a student at the Mining Academy of Freiberg, Saxony, threw himself into the German War of Freedom in the first decade of the 19th Century. He was a poet of no mean rank ; and his " Song of the Sword " is one of the great lyrics of literature. This poem was written but a few days before he died in battle. In many respects, Körner may be compared with our American hero Theodore Winthrop, who similarly met a glorious fate, and left behind him prophetic indications of genius, of which his premature death prevented the complete fulfillment. I am informed by a member of the Institute that Körner's admirable collection of minerals is still preserved at Dresden.

Introduction In August 1977, the federal Surface Mining Control and Reclamation Act was signed into law. It stated that: "The Congress finds and declares that because of the diversity in terrain . . . and other physical conditions in areas subject to mining operations, the primary governmental responsibility for developing. authorizing, issuing, and enforcing regulations for surface mining and reclamation operations subject to the Act should rest with the States." Section 516 of Title V (Control of the Environmental Impacts of Surface Coal Mining) of the Act deals with the surface effects of underground coal mining operations. "Each permit issued under any approved State or Federal program pursuant to this Act and relating to underground coal mining shall require the operator to adopt measures consistent with known technology in order to prevent subsidence. causing material damage, to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonable foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner: Provided, that nothing in this subsection shall be construed to prohibit the standard method of room and pillar mining." This section raises many questions. Precisely what is the "reasonably foreseeable" future as far as land use is concerned? And what is the "standard method of room and pillar mining"? The first part of the paragraph seems to rule out longwall mining, but isn't longwalling a "predictable" manner of "planned subsidence"? Does the Act take into account variations among mining methods in differing regions or coal seams? With these questions and the need to comply with the Act's provisions in mind, many states may turn to the Pennsylvania Bituminous Mine Subsidence Act of 1966- the only comprehensive subsidence act passed by any state-as a model for their own programs. Thus, it is very important to evaluate Pennsylvania's Act to see whether its basic assumptions can accommodate national application. This paper will note the Subsidence Act's provisions and guidelines, briefly analyze the current state-of-the-art in subsidence damage prevention and control, and list several recommendations for altering the Act's application guidelines for different mining areas.

The temperature ranges in which the three inter-metallic phases in the Nb-Sn system form have been determined and the composition and structure of two of the three phases has been established. The kinetics of the formation of Nb3Sn in cored wire samples has been studied in the temperature range of 800° to 1050°C. From 800°to 950°C the rate of formation increases by four orders of magnitude. The rate-controlling step for the formation process in this temperature range appears to be the diffilsion of tin through NbSn. At higher temperatu~es a change occurs in the mechanism of the formation process such that up to a temperature of 1050°C the rate of formation of Nb3Sn does not increase above the rate observed at 950°C. For temperatures helow 950°C the current-carrying capacity of the wire increases with increased percent reaction reaching a maximum value when the formation process is 90 to 95 pct complete. The maximum current-carrying capacity obtainable in this temperature range is independent of the temperature. Above 950°C tlze current-carrying capacity obtainable in the wire decreases with increasing temperature of formation. A model is proposed which accounts for the ohserved behavior. RECENTLY, Buehler et a1.l reported the results of an investigation of the process variables which influence the superconducting properties of Nb3Sn-cored wire. These results indicated that at least four variables affect the properties of the manufactured wire. These include composition, particle size of the starting powder mix, temperature of heat treatment, and time of heat treatment. In order to understand completely the role of these variables, it is necessary to have an accurate knowledge of the phase equilibria in the Nb-Sn system. At the present time, phase-equilibrium diagrams for the Nb-Sn system have been published by a number of investigators.2-5 The diagrams differ as to the number of phases present, the composition of the phases, and the temperature range of stability of the phases. The present investigation was undertaken in order to resolve these differences. Since the investigation of Buehler et al. demon- strated that the length of time at the temperature of heat treatment affected the superconducting properties of Nb3Sn, it is apparent that it is necessary to understand the kinetics of the formation process as well as the equilibrium conditions before a complete understanding of the system is possible. As a result, the kinetics of formation of the various phases in the system were also studied in this investigation. EXPEFUMENTAL PROCEDURE Diffusion couples and sintered powdered compacts were employed in the phase-diagram investigation. The diffusion couples were made by filling 1/8-in.-ID monel-sheathed niobium tubes with tin. The monel sheath was employed to facilitate drawing.' The tubes were then drawn to a tin-core diameter of 32 mils. Samples approximately 3 in. long were then cut from the drawn composite. The tin was drilled out of the ends to a depth of 1/4 in. and niobium-wire plugs were inserted into the ends and peened over. The monel was removed by etching in concentrated nitric acid, after which the samples were sealed in evacuated quartz bulbs and heat-treated in a resistance-wound tube furnace. The samples were quenched into ice water upon removal from the furnace. The diffusion couple samples were examined metallographically employing a chemical etching solution consisting of 10 ml of saturated chromic acid per g of NaF. In addition, two anodizing solutions were used for phase-identification purposes. The first was the picklesimer7 solution; the second consisted of equal parts by volume of 30 pct H2O2 and concentrated NH4OH to which 1 g of NaF was added per 25 ml of solution. The anodizing conditions for the second solution were 2 v and 100 ma with a tin cathode. The powdered compacts were made by pressing previously mixed powders of 99.9 pct pure Sn and 99.6 pct pure Nb supplied by the United Mineral Co. into cylinders 3/8 in. in diameter by 1/2 in. long. The cylinders were then sealed in quartz tubes and heat-treated in the same manner as the diffusion couples. The samples were examined metallographically and by X-ray diffraction techniques. Since it was desirable to be able to correlate the kinetic data with current-carrying capacity, the type of specimen chosen for this part of the investigation had to be a compromise between the optimum system for studying kinetics and one which was suitable for making current-carrying capacity

Recently Levine applied the Conrad-Wiedersich17 equation where H is the activation enthalpy, v the activation volume, T* the effective shear flow stress, T the absolute temperature, and ? the strain rate, to an analysis of titanium single-crystal data. The activation energy as a function of testing temperaturs obtained from specimens oriented for single (1010) prismatic slip is shown in Fig. 12. This diagram indicates a different linear dependence of H on T in the temperature interval from 220° to 300°K than from 0° to 220°K. Levine interpreted the break in this curve as indicating a change in the thermally activated mechanism controlling the flow stress. The purpose of this communication is to point out that the data in Fig. 1 is not consistent with the concept of a flow stress controlled by a simple thermally activated mechanism between 220° and 300°K. ON presenting the medalist, J.. V. W. Reynders said, in part: "Far the greatest progress in the art of steel-nuking has occurred in the production of lighter forms such as tool steels and steels entering into the moving parts of machinery generally, and particularly into the con-struction of automobiles and airplanes. In this highly specialized field in which the study of alloys and heat treatment has brought about such fundamental changes of design and practice, Dr. Mathews has achieved a ranking position. "As the technical head of the largest producer of special steels, his laboratory conclusions are frequently but a few steps removed from practical exploitation. The experimental determinations of yesterday must be sufficiently conclusive to form the basis for the specific plans of today, and to warrant commercial production tomorrow. His is not the complacent atmosphere of theoretical speculation, but one in which practice fol-lows close upon the heels of scientific research.

THE accompanying chart was devised to provide a rapid and simple method of correcting for temperature and compressibility (deviation from Boyle's law) of gas under relatively high pressures and temperatures, such as are encountered in many deep reservoirs. The chart was prepared by interpolating for the desired values in the experimental data of Burke and Keyes1 and Kvalnes and Gaddy2 on the compressibility of methane, after adjusting their results from 0°C. to 60°F. and combining the correction factors for compressibility and temperature into a single multiplier, which, applied to the product of pressure and reservoir volume, gives at once the volume at one atmosphere (14.7 lb. per sq. in. abs.) and 60°F. The relationship 0f this multiplier to the compressibility factor Z, as used in most discussions, is simply: [Multiplier = 460° + 60°ZT –] where Z is the compressibility factor and T the absolute temperature (Rankine). Fahrenheit temperatures are shown on the vertical axis and pressures in pounds per square inch absolute on the horizontal axis. Correction factors or multipliers at intervals of 0.05 from 0.55 to 1.40 have been plotted on the chart and are calculated t0 give volume of gas at one atmosphere pressure (14.7 lb.) and 60°F. The operation is as follows: The reservoir volume, times the number of atmospheres pressure, times the multiplier, gives the volume of gas measured at one atmosphere (14.7 lb. per sq. in.) and 60°F. For example, a reservoir is estimated to have a volume of 10,000,000 cu. ft., bottom-hole pressure is 2940 lb. per sq. in. and temperature is 184°F To make the correction for methane, follow the 184° line horizontally to the 2940-lb. pressure line. The intersection lies between the 0.85 and 0.90 correction lines, and by interpolation we may estimate the multiplier at 0.863. THE problem of the proper size and capacity of the open-hearth furnace has been a predominant issue ever since its inception some sixty years ago. The original furnaces, built in 1868 at Landore, England, were only to 3 to 4 tons capacity, and from' this there has been a steadily increasing and almost uniform rate of expansion until furnaces producing 300 tons are in successful operation today. At the end of the first half of this 60-year period, or about the year 1900, 50-ton furnaces we're common. Up to this time the problems of expansion had been largely those relating to suficient capital and the engineering development of larger units. But as 75, 100-ton and larger furnaces were proposed apprehension grew and other questions assumed leading consideration.

THERE is at least one concrete indication that Soviet Russia's two most important iron ore producing centers are seriously depleted. While keeping in mind Russia's penchant for reverse propaganda, one piece of evidence indicates that Magnitugorsk in the southern Urals and Krivoi Rog in the Ukraine have been mined to a point where lower grade ores are being recovered. An article in Pravda, Soviet newspaper, by I. P. Bardin. a Russian metallurgist, says that ore presently mined must undergo an expensive enriching cycle before it can be used in blast furnaces. Com- pounding Russian metallurgical troubles is the low quality of coking coals. High ash and sulphur content typifies the coal Badin talks about. Coal from the Ukraine, Eastern Siberia, Kazakhstan, and the Far East requires extensive treatment before it can be used, according to the article in Pravda.

THE system Ti-CI- has been studied by several investigators." ' Though titanium and chromium are completely miscible at high temperatures, an intermediate phase of the approximate atomic proportions TiCr, has been identified at various compositions between 60 and 68 wt pct Cr. The structure of this phase was established as the cubic C15 (MgCu2) type with 24 atoms per unit cell and a lattice parameter 6.929 kX.2 During a study of the ternary system, Ti-Mo-Cr,5 the existence of a high temperature modification of the TiCr, phase was discovered. In a series of alloys annealed at 1300°C and containing from 60 to 70 wt pct Cr and 5 pct Mo, a new phase was present which did not correspond to either ß solid solution or TiCr,. By trial, the new phase was identified to be of the hexagonal C14 (MgZn2) structure with 12 atoms per unit cell. Further work showed that the hexagonal structure was. in fact, also present in binary Ti-Cr alloys quenched from high temperatures. To make the identification more certain, the intensities of the various reflections were calculated assuming a composition TiCr2 and C14 structure. Table I lists reflection planes, interplanar distances, calculated intensities, and a comparison of these values with the lines of a binary Ti-Cr alloy (66 pct Cr) annealed for 20 min at 1385°C and water quenched. Since high angle lines were more diffuse, the correspondence between visually observed and calculated intensities was not as good at these angles. Lattice parameters were computed to be a = 4.922 kX, c = 7.945, c/a :- 1.614. The corresponding interatomic distances are: titanium to titanium distance, 3.00:, kx, chromium to chromium distance, 2.43, kX, titanium to chromium distance, 2.88,, kX. These compare to 3.00, 2.45, and 2.87 kX in the cubic phase, respectively.' The atomic positions in the C14 structure are as follows: Titanium 1/3, 2/3, Z; 1/3, 2/3, 1/2: 2/3, 1/3, i; 2/3, 1/3, (1/2-z); Chromium 0, 0, 0: 0, 0, 1/2; 2x, 2, 1/4; 232, x, %; X, 22, 1/4; X, 2x, 3/4; x. x, 1/4; x, x, 3/4; The values of x and z were calculated for the alloy mentioned and found as follows: z — 0.061, x = 0.165. The values assumed in the intensity calculations were those for an ideal close-packed lattice or z = 1/16, x = 1/6. Work in the Ti-Mo-Cr system indicates that y2 the hexagonal modification of TiCr2, is the stable phase above 1300°C, while y1 with the cubic structure is stable below 1000°C. X-ray examination of a number of alloys annealed at intermediate temperatures showed that the hexagonal and cubic phases can coexist. Alloys quenched from 1000°C and annealed at 1100" and 1200°C showed small amounts of y2 at the higher temperature. A considerable amount of y, seemed present, however, in cast alloys annealed at 1100°C. It further appears that there is a small but definite solubility range for both phases in the ternary system. THE oil-producing industry may logically be 'divided into four independent branches: (1) Acquisition of possible productive lands by lease, fee purchase, concession, or otherwise and the perfection of titles thereto. (2) Studies of the geology of the properties, leading to the location of exploratory wells. These involve reconnaissance and detailed surveys and the use of geophysical instruments, where conditions do not permit surface determination. (3) Drilling of exploratory or test holes and, later, exploitation wells. (4) Actual recovery of the oil from the wells by flowing, pumping, or other methods. These four divisions of the industry are unrelated in detail of accomplishment, but they are entirely complementary, one to the other, and must, in any efficient' organization, harmonize in their respective efforts toward the desired ultimate end. The relative order for the first two branches is not necessarily the proper one; in fact one should have knowledge of the favorable possibilities of a given property before it is acquired, and preferably, also, final opinions as to then proper location for an exploratory well, if such is justified in the light of
