Much attention and publicity has been given, during recent years, to grinding, classification, flotation, and thickening. The various technical papers, and symposiums held to discuss these important phases of milling, have contributed to a better under- standing of the fundamental principles and operating variables involved. Another important part of milling- to the flotation operator-is a treatment step to which frequently too little attention is given-" conditioning," or the treatment the ground mineral pulp receives before it enters the flotation machines. Conditioning" is a hackneyed and frequently misused term, commonly employed to describe the pretreatment of surfaces of minerals in ore pulps or mill pr6ducts prior to froth flotation. In general, such pretreatment is for the purpose of changing the flotation characteristics of these mineral surfaces to enable them to respond in some desired predetermined manner when subjected to flotation. Taggartl states that the function of conditioning is "either to insure selective collector coating of one mineral species while another species is not; or to take such steps as will compensate for departure there from."

This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a forthcoming publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World." (Information Circular, 1959.) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then brass, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. The mines of Egypt were the property of the Pharaohs and were controlled at their direction. Greek mining developed a different scheme of land tenancy which more closely resembled modem concepts. The year 1937 must be considered the most eventful one ever experienced in the development of oil and gas activity. Out of a total of 57 new pools discovered, 18 are apportioned to eastern Kansas and 39 to western Kansas. (For statistical purposes Kansas is divided along the meridian that separates ranges 3 E. and 4 E.) In addition to numerous longdistance extensions of the large Hugoton gas field of southwestern Kansas, two other gas pools were discovered in the area lying west of range 3 E. The 37 new oil pools in that area are to be found in 13 different counties, among which Rice heads the list with a total of seven oil pools and one gas pool. Ellis and Barton Counties both added six new oil pools, while Russell County follows in fourth place with four. Among eastern counties Butler heads the list with four new pools. Cowley arid Chautauqua each accounted for three new discoveries. The number of wells necessary to accomplish this result totals 2657, of which 1915 are oil wells and 128 gas wells. The initial production of the oil wells amounted to 2½ million barrels. Although most of the wells were drilled in proven territory, there was a good deal of wildcatting. The fact that 614 dry holes were completed emphasizes the ever-present risk attendant upon the efforts of pioneers. Some of the more venturesome spirits reached out to the counties farthest west in the state. An indication of the feverish excitement reached at times is recorded in the fact that no less than 600 drilling operations were in progress during one week in May, or the fact that over 100 new locations were staked during the second week in July. During one week in May, 65 successful oil wells were completed for an initial production of 68,000 barrels. Many drilling obligations came due during the year, and this perhaps accounts for the fact that one company had as many as 59 active operations at one time during September. Another evidence of great interest in oil possibilities in Kansas is furnished by the record of sales of oil properties, which in one case reached the high figure of about $3000 per acre.

INTRODUCTION The San Manuel mine of Magmacopper Company is located approximately 72 km northeast of Tucson, Arizona. The mine, concentrator, smelter, electrolytic refinery and continuous rod casting are located on the west side of the San Pedro River valley. Ore Production: 58 1W mtpd Production To Date: Over 340 000 000 mt since 1956. Ore Grade: 0.70% net sulfide cu. As conceived at the present time, the San Manuel ore body is the lower half of what was originally an elliptical (In cross sect ion) cylinder same 2400 m long with major and minor cross sectional axes of 1500 m and 760 m. After emplacement, the cylinder was diagonally sliced along its long dimension by the San Manuel fault, which separated it into halves, moving the upper half same 2500 m down dip and bringing a wedge-shaped blanket of tertiary conglomerate into position over the lower segment of the cylinder. The lower segment is the San Manuel ore body. The upper part, moved down dip, is the Kalamazoo ore body. Originally, these were one ore body. The San Manuel ore body is a structurally weak and highly fractured quartz monzonite, the principal ore minerals being chalcopyrite, with small amounts of molybdenite. The present mining method is full gravity diagonal retreat panel caving by block. This is shown on Figure 2 , (Block Sequence 56, 57, 58, 59 --on the following page.) The ore mined is hoisted to the surface for transportation to the concentrator. BLOCK CAVING MINING SEQUENCE HISTORY The San Manuel mine was planned and developed as a full gravity block caving mine. It continues as a full gravity block caving mine. Since its initial start, the major changes in mining have been in the areas of ground support, rate of draw and undercut sequence. Ground weight resulting from block caving plays a dual role. It can cause extensive damage to ex- traction openings, yet it is necessary to break the ore into easily handled size. The ground- weight problem resolves itself into finding ways to make it manageable. The initial early ground support in the production areas consisted of timber sets and various combinations of steel and timber sets. This sup- port system proved unsatisfactory and a new support system utilizing concrete was developed. Concrete support, 30 cm to 45 cm thick, proved satisfactory. Rates of draw were experimented with. A draw rate of 45 cm to 61 cm (32 to 45 mt) per draw point per day was determined as optimum in con- trolling ground weight. Undercut sequence or mining sequence was recognized as a major contributing factor to ground weight. This is the most difficult factor to change. The lead time from primary development to undercut can be as much as two years. Initial Checkerboard Pattern The initial undercut sequence was in a checker- board pattern (Figure 2). Electrostatic separation of ores in its present form is generally known as the Huff process, from the name of Charles H. Huff, of Boston, Mass., through whose constant and persistent labors (with the invention of Clinton E. Dolbear as a basis) the successful commercial process embracing separative machinery and the various electrifying devices has been developed step by step, and the finances for the long period of development provided, and the method finally established and recognized throughout the world as an important and successful addition to the ore-dressing department of metallurgy. The permanent field-success of electrostatic separation began in 1908 with a 20-ton Huff experimental mill built specially for the purpose by the American Zinc, Lead & Smelting Go., in Platterille, Wis., a plant which was a success from the start and was gradually increased in capacity as the market-conditions warranted to 100 tons of concentrates per day. Measurements of the effect of precipitation stresses on the solubility of cementite (Fe3C) precipitates in a iron are reported. Solubilities were determined from measurements of the Snoek relaxation due to interstitial carbon after quenching from various equilibrium treatments. Stress-free precipitates were obtained by a spheroidizing treatment of vacuum-melted Fe 0.06 wt pet C. Subsequent equilibration treatments were designed to suppress nucleation of other precipitates. The results for stress-free cementite give a heat of solution of 14.8 i 0.2 keal per mole and an entropy change of 1.1 i 0.2 eu in the temperature range 400" to 715°C. Comparison with previous data indicates that the heat of solution increases about 6 keal per mole as temperature increases from 700" to 1000°C. Data on self-stressed cementite in quench-aged specimens of Fe 0.013 wt pet C indicate 1) an apparent heat of solution of 12.1 i 0.4 keal per mole in the range 280" to 690°C, 2) a strain energy of- 1.1 keal per mole Fe3C accompanying precipitation at 280°C, and 3') a gradual decrease in the strain energy of precipitation with increasing equilibration temperature. In com-parison with 2 and 3 the strain energy calculated for an isotropic model is 1.7 keal per mole Fe3C. The lower values obtained from the experiment indicated substantial stress velaxation by dislocation motion. WHEN a supersaturated solution of carbon in a iron is aged at temperatures in the range 200o to 700oC, the carbon clusters by interstitial diffusion and forms cementite (Fe3C) precipitate particles. Unstressed cementite has a volume per iron atom 9 pet higher than that of a iron;' hence, cementite precipitate particles are usually under pressure from the iron matrix. The pressure would tend to increase the solubility of cementite in iron.' This report describes anelastic measurements of the solubilities of self-stressed and stress-free cementite in a iron. Previous determinations of the cementite solubility are summarized in Table I. The method of cementite formation for each reference was studied to ascertain the state of stress of the cementite. The results judged to be for stress-free and stressed cementite are distinguished in the table. In the next section an estimate of the stress effect is obtained which is clearly too small to account for the large difference between the previous results in parts A and B of the table. THEORETICAL Let AGO be the standard free-energy change of the reaction Fe3C (eem.) = 3Fe (a) + C (in a) [1] in the absence of stresses. Since cementite precipitates appear to be rather pure10 and the carbon is so dilute in the iron,8 the cementite and iron of Eq. [ I] for the stress-free case have essentially unit activities and the activity of carbon equals its atom fraction xoC Then the stress-free equilibrium is expressed by RT In XoC = -?GO 121 To first approximation the change in the chemical potential of carbon due to the precipitation stresses equals the elastic strain energy W accompanying precipitation of a mole of cementite.2 Hence, in the presence of the precipitation stresses the equilibrium is described by RT In x sq = -?G° + W [3] where xsC is the mole fraction of dissolved carbon in the stressed case. An approximate value of W can be obtained from analysis of the inclusion problem in elasticity theory. The inclusion is a small portion of the matrix phase which has suffered a transformation while still imbedded in the matrix. In the absence of the constraint of the matrix the transformation would be equivalent to a uniform dilational strain eT. Both the matrix (a) phase and inclusion (0) phase are assumed to be homogeneous, isotropic materials. When the a and 0 phases have the same elastic moduli, which is approximately true for iron and cementite,11 the total strain energy per mole ß is12 2µVß(eT)2(3 +4 µx)-I [4]

THIS communication describes a series of experiments in which dislocation etch pitting was used to ascertain the depth of damage in crystals which were mechanically polished or which were cut with either a commercial metallographic cut-off wheel,* a com- All specimens were cut from single crystals of American Smelting and Refining Co. 99.999+ pct pure copper which were grown from the melt by the Bridge-man technique. The test specimens were disks, with faces being (111) planes and the disk axis a (111) direction. The disks were annealed in a vacuum of 10-5 Torr for 24 hr at 950°C prior to cutting or polishing and were given a light electropolishing in an ortho-phosphoric acid bath before etch pitting. Both Youngs1 and Livingston's2 reagents were used for etch pitting and the reagents gave identical quantitative results; however Livingston's reagent produced less staining and so all photomicrographs shown are of {111) surfaces etched with this solution. The surface of the annealed crystals showed well-defined subboundaries and a density of dislocations of about 1 X 106 per sq cm excluding those present in subboundaries, Fig. 1. The depth of cold work produced during mechanical polishing was determined after an annealed specimen was mounted in a paraffin holding block to protect it from extraneous damage. The exposed (111) surface was ground on metallographic papers and then polished on billiard cloth through 0.05-p alumina abrasive. It was necessary to remove about 0.3 mm (-0.01 in.) to obtain a structure representative of the annealed sur- face, indicating that the crystal was damaged to this depth during mechanical polishing. A general relalionship between the amount of glide shear (due to slip) and the macroscopic shape change has been developed. Since the deformation can be large, finite strain analysis is employed. In this treatnzent, the shape change is expressed by a deformation gradient matrix, F - [axi/aXj1, where X and x refer to the initial and final positions of a particle. This matrix is readily evaluated in terms of the amounl of glide shear, a , and the direction cosines of the slip-plane normal and the slip direction for a single active slip system. In the case of deformation from slip on several systems, the product F(a) of the several deformation gradient matrices is first calculated. Then, by assuming that the final configuration is reached by a long series of small shears of magnitude a, occurring more or less alternately in the several slip sys- IN problems of crystal plasticity, it is often necessary to relate the amount of glide in the operating slip systems to the macroscopic strain components. This relationship is relatively simple when only small strains are considered. In this case the separate strain contributions from several slip systems are additive. Such a procedure is incorrect in the case of large plastic deformation. To the authors' knowledge, no general treatment of the latter problem has appeared in the literature. In specific instances, Mark, Polanyi, and schmid3 have derived the relationship between glide and axial elongation during tensile pulling of a single crystal when only one slip system is active. A similar relationship for duplex slip was worked out by v. Goler and Sachs.4 Taylor and Elam5 have also studied in detail problems of large plastic deformation. Due to uncertainties as to the slip systems at the time, terns, the final deformation gradient matrix can be obtained. Mathematically, the problem is reduced to finding the limit of F(dN as N — m while a — 0 in such a way that the Product Na = 0, a ftnite conslant designatzng the accunzulated amount of shear. It turns out that this limit is simply , where F, is the matrix whose elements are the coefficients of a in the F(a) matix. Application is made of the present treatment to a fcc crystal of Perlrzalloy compressed on the (110) plane and contrained to elongate zn the [112] directzon. In addition, it is shown that one rnay readily obtain from the general analyszs the well-known formulas relating elongation, amount of glide shear, and amount of lattice rotation for crystals deforming by single and double slip under tension. however, they were mainly concerned with proving that slip occurs on {111}(110) systems in fcc metals. The present general treatment arose out of recent investigations of magnetic anisotropy in cold-worked Fe-Ni alloys6 as well as some related problems in strength anisotropy of single crystals.' Detailed application of the general analysis will be provided in the case of a Permalloy single crystal compressed on the (110) plane and constrained to elongate only in the [112] direction. It will be seen that, as expected, the small strain approximation leads to significant errors after moderate straining. It will also be shown that the present general treatment yields the formulas of Mark et al. and of v. Goler and Sachs in those specific cases. On .the 22d of November, 1879, white, iron unexpectedly ap peared while working the Cedar Point Furnace, Port Henry, N Y., on the following burden, calculated to turn out mill and foundry iron: Anthracite coal,. ., .. .. 8000 pounds. Ore was not immediately taken off, as nothing serious was looked for. The iron for the next week graded from No. 4 to white, and in six days the make was 2741/2 tons. At 10 p.m., Friday, the 28th, a slip of -14 feet occurred, and on Saturday, at 5 A.M., another of 3 feet on the south side and 7 feet on the north side took place. At this time it was found that the south side had been hanging for over a week—a fact which had not been reported. Throwing off the wind, to produce slips and reduce pressure, had been tried with no effect. The stock, as seen through the tuyeres, seemed to consist almost entirely of coal, with just enough infusible cinder to cement it into a mass through which the blast could not be forced. At 3.50 A.M., Sunday, the 30th, the first cinder seen in seventeen hours came into tuyeres Nos. 1, 2, 3, and 6. At 9.30 A.M. No. 3 was taken out to see if the stock

The solubility of nitrogen in liquid pure Fe, Cr, and Ni, in liquid Fe-Ni, Fe-Cr, and Ni-Cr alloys and Fe-Cr-Ni alloys, has been measured by the Sieverts' type apparatus between 1500° and 1800°C. Tabulations and graphs of the solubility data and activity coefficients are shown. Heats of solution are reported. Interaction coefficients of the several elements in Fe. Cr, and Ni ave also reported. THE solubility of a gas in a liquid metal is usually measured by either the quenching technique or the so-called Sieverts' method. In the quenching method, 1-3 the melt is equilibrated at the desired temperature and pressure with the gas phase having a known fugacity of the gas being studied. The melt is sampled and the sample is quenched and analyzed chemically for its gas content. In Sieverts' method the melt is contained in a closed chamber. The apparent volume of this chamber, i.e. the "hot volume," is usually determined by introducing a known quantity of an inert gas having very closely the same physical characteristics as does the experimental gas. Alternatively, the experimental gas is used with an inert specimen having the same general physical characteristics as does the experimental melt. Subsequently, the experimental melt is equilibrated with the experimental gas by introducing a known quantity of the gas into the calibrated chamber. The solubility of the gas is obtained from P-V-T relationships. The quenching method suffers from' the limitation that some gas may be gained (as in the case of Cr-Fe alloys) or lost (as in the case of Fe-Ni alloys) during solidification and cooling of the sample. With Sieverts' method sampling and analysis are unnecessary. However, errors can result from the difficulty of determining accurately the "hot volume,"

GEISMER.-Neither the dry-cleaning process nor the Chance sand-liquid method has been tested in Alabama; but all other methods used for cleaning bituminous coal have been largely brought to perfection in this state. H. D. PALLISTER, Tuscaloosa, Ala.-Have you the results from the recent work on the tables with reference to fine coal? H. S. GEISMER.-None of the iron-producing companies has adopted the tables, though three commercial operators have installed tables within the last six months. I tried to learn the results, but they were not willing to release the data just now. At the mines producing domestic coal, fines present a difficult problem; until within the past six months all the fine coal was wasted. The operators are trying to recover some of it on the table. L. This paper summarizes the results of laboratory tests conducted to determine the properties of the paraffin or rod-wax encountered in the Salt Creek field, Wyoming. It also describes field tests and methods employed to cope with the paraffin problem. The conclusions to bo drawn from the laboratory work are: 1. Samples of Salt Creek paraffin range in consistency from soft lo hard, the melting points varying from 120" to 156" V. 2. Masses of soft paraffin are soluble to an appreciable extent in crude oil and its liquid fractions at temperatures somewhat below the melting point of the paraffin. Hard paraffin is very slightly soluble. under these conditions. 3. Agitation apparently increases the amount of paraffin that will go into solution. 4. Paraffin congeals from solutions upon cooling to the point of saturation ation, which is in all cnscs below thc melting point of the paraffin. 5. Crutltl oil is tlie most effective. of all the solvents for holding paraffin in solution. 6. Pressure alone does not appreciably affect the solubility of paraffin in crude oil nor does it aid materially in holding paraffin in solution when the temperature is reduced. 7. Natural gas in solution under pressure does not appreciably increase the solubility of paraffin in crude oil, hut is effective in holding paraffin in solution when the temperature is reduced. 8. A foreign body introduced into a solution of paraffin in oil is imrnediately coated with paraffin if the temperature of the solution is at or below the melting point of the paraffin, and the object is considerably cooler than the solution. It may not be entirely correct to ray that paraffin is taken into solution; it is impossible that the paraffin may be in suspension rather than in solution.

When separate treatment of sand and slime by cyanidation was the rule rather than the exception, as now, and when gravity concentration, rather than flotation, was the accepted method of dressing copper, lead, zinc and other base ores, classification was a separate step in ore treatment. Today, however, the picture is much different. The trend toward all-slime treatment in cyanidation and flotation has made fine closed-circuit grinding essential, and the mechanical classifier is of equal importance with the mill in the preparation of an ore for its treatment. Actually, a mill and classifier are a unit, a variation in either affecting the desired results. In developing this thesis—the mutual interdependence of the rotary mill and the classifier in modern fine-grinding practice—it would be well to consider first the different types of classifiers and mills in use today, their scope and limitations and the factors governing their selection. From such a basis as this a logical approach may be made to modern closed-circuit fine grinding, the evolution of multiple-stage grinding practice, the relation of the classifier to the mill and, finally, the trend to higher and higher circulating sand loads in the mill-classifier circuit. Such data as are germane to the subject will be given to support the thesis advanced. DURING an electron microscope study of the w phase in zirconium-base alloys,1 a stereographic technique was devised which allows the synthesis of high energy electron diffraction patterns from a single crystal containing several variants of a second phase. The technique will be described using as an example the w phase which forms in a bcc matrix. The w phase was suggested by Silcock et al.2 and Bagaryatskii et al.3 to have a hexagonal structure with (0001)111(111)^, [001]B//[110]B* *The subscripts B and 1 are used to refer to the bcc phase and one particular orientation of the w phase, respectively. and with cell parameters aw = v2aB, where a^ is the lattice parameter of the bcc struc-ture. Since there are four <lll>B directions there should be four orientations of the w phase. In approaching this problem the question to be answered is, "What reciprocal lattice vectors from the B phase and the four w variants lie in the particular reciprocal lattice plane of interest?" One may restate the question in the form, "What plane normals from the B phase and the four w variants lie in the particular reciprocal lattice plane of interest?" The question is answered and the desired diffraction patterns are plotted using the following stereographic technique. Knowing the cw/aw ratio (=0.613 for the as-quenched form of the w phase), a stereographic projection of plane normals from one w variant can be constructed relative to a cubic projection using the above orientation relations, with the direction of the projection along the [001]B direction, Fig. 1. IN 1947 the mining industry strove desperately to regain operating normalcy. During the first part of the year the industry in this country was plagued with labor shortages, strikes, and portal-to-portal lawsuits. Then followed the uncertainty of Government policy with respect to subsidies and tariffs; and the long and bitter controversy as to whether we are a nation of mineral "haves" or "have-nots." As the year progressed the labor supply impoved somewhat and the Taft-Hartley law brought partial relief to strike-troubled industry. The uncertainty with respect to tariffs was partly answered by President Truman on April 29 when he announced the suspension of the 4¢ import duty on copper until March 31, 1949, and later, near the close of the year, by the announcement of the tariff agreement signed by the United Nations at Geneva. By this agreement tariff rates are to be adjusted downward, or "bound" at their present levels, for three years, on commodities amounting to some 60 per cent of United States trade. Effective Jan. 1, 1948 the rate of duty will be substantially reduced on ores, concentrates, or metals of zinc, aluminum, copper, manganese, tungsten, iron, steel, barytes, nickel, cadmium, and antimony.

The mountains of Utah contain one of the largest deposits of high grade bituminous coal in the world. According to the United States Geological Survey, there are 13,130 square miles of land known to contain workable coal, and these extensive fields contain 196,000,000,000 tons of coal. More remarkable than the extent of the coal fields is the thickness of the coal beds. Over three-fourths of the output of coal in Utah is recovered from beds ranging from 8 to 17 feet in thickness, as com- pared to one-eighth of the output of the entire country from such beds. In 1917, Utah mined one-third of its coal from seams at least 16 feet thick, compared to one-half of one per cent of the total bituminous output of the country from like seams. Coal at Wales, in Sanpete county, and in the vicinity of Coalville, Utah, was, it is reported, the first discovered by white men in the state. Wales claims the distinction of having produced the first coal mined in Utah. Two men, who had been coal miners in Wales, learned of the coal from an old Indian chief who called it "rock that would burn." In 1857, the town of Wales was founded and coal mined, and in 1858 some coke was manufactured and hauled by ox team to Salt Lake City. South of Wales is Castle Valley, in Wasatch Plateau field. From 50 to 60 miles of the old Spanish Trail from Santa Fe. New Mexico, to Monterey, California, lies in Castle Valley. The coal in this field may or may not have been known at the time the trail was used extensively. The first published reference to this coal, however, was made by a party of the Corps of Topographic Engineers in their journal for October 11, 1853.
