In the analysis of comminution processes, it is necessary to have a detailed knowledge of such subprocesses as: transportation of the particles to the zone where they are stressed; the stressing of particles to a level high enough for breakage; removal of the fragments that are smaller than the limit size from the grinding zone; and prevention of agglomeration of the fine fragments. Breakage phenomena of particles is the most difficult subprocess to understand. It can be understood only by applying the principles of fracture physics to obtain information about the stress-strain field in particles which are loaded either by compression or by impact, and by using this theoretical knowledge to interpret experimental results obtained from single particle crushing studies. Two important features of the "Science of Communition" are discussed: the fracture physics and crushing under controlled conditions with special reference to single particle crushing, packed bed crushing, measurement of energy needed for fracture, fragment size distribution, and new surface area produced. The important features of these aspects are detailed, namely, energy balance of a crack, influence of environment, specimen size problems, and energy utilization in single particle crushing.

Crushing and grinding ore consumes so much energy that it represents a major component of total processing costs. While it has been estimated that only about 0.6% of the total energy expended in grinding is actually used to create new surfaces, accurate measurement of this quantity is difficult. If energy expended in crushing and grinding could be more directly measured, alternatives for increasing efficiency of the processes could be evaluated more effectively. Since the energy intensity associated with rock fracture is related to fracture sonority, it should be possible to use this sound (acoustic emission) to measure the actual energy expended. However, it is difficult to apply this approach because the mill environment is so noisy. To make the approach practical, a method for differentiating acoustic emissions caused by rock fracture from those caused by extraneous noises must be found. Pattern recognition analysis may provide such a method. This paper presents the results of pattern recognition analysis to make two types of differentiations: acoustic emissions caused by crushing two types of minerals (quartz and chrysocolla) and those caused by two extraneous noise sources, and acoustic emissions produced by each mineral.

The first attempts at direct utilization of blast-furnace gas in engines were made in 1895. For a considerable time the gas had been burnt in Cowper stoves for heating the blast for the furnace, and under the boilers which supplied steam to the blowing-engines, and others serving the furnaces. It was natural, therefore, that the idea of directly employing it in gas-engines should have occurred simultaneously to several engineers, notably to Lurmann and to Lencauchez, who had pointed out the blast-furnace as a powerful gas-producer. Nevertheless, nowhere had any attempt been made to apply it to this purpose up to the end of 1894, when Thwaite proposed it to Mr. James Riley, of the Glasgom Iron & Steel Company. About the same time investigations were being made in Belgium and in Germany, independently of Thwaite's experiments, which were not generally known on the Continent. The industrial world, which up to that time had hardly favored the idea, had thus been gradually prepared to receive it. The gas-engine, long restricted to small sizes and dependent upon the use of an expensive fuel obtainable only in large centers, now began to make headway. At the Paris Exhibition of 1889 two engines of 100 h.p. were shown and excited much interest among engineers. One had four cylinders, and was made at the celebrated works of the Deutz Company, and the other was a single-cylinder engine, exhibited by two French designers, Messrs. The southern West Virginia coalfield was formed in a rapidly subsiding depositional basin associated with deep-seated growth faults. Subsidence began to the southeast during deposition of the Pocahontas Formation, and then shifted to the northwest during deposition of the New River, Kanawha, and Allegheny Formations. Rocks of all the coal-bearing formations grade into massive sandstones to the northwest. For the No. 3 Pocahontas, Sewell, Campbells Creek, and No. 5 Block coals discussed in this study, the overall sulfur and ash values of each coal seam increase gradually toward the northwest. The thickness of each coal tends to increase toward the southeast. These trends are partly a reflection of the differential subsidence of the coal basin along with varying degrees of peat accumulation and degradation. The northwest side of the coal swamps underwent relatively less subsidence and, thus, more degradation due to increased aerial exposure, with a resulting increase in the sulfur and ash values of the coals, and a decrease in the thickness. The open sea existed to the west of the coal swamps, and this marine environment also contributed to the higher sulfur values to the northwest. Coals of the Pottsville Group in the southern West Virginia coalfield generally have sulfur values between 0.6-1.0% with some as high as 2-3% on the northwest edge of the coal basin.

AS this is the age of reform, a uniform mining law for North America is a moot subject for discussion at this meeting of the Institute. The question is one of peculiarly technical and, in many respects, local character. We all appreciate the value of the metal-producing industries and recognize the necessity and importance of a well-considered and evenly balanced mining law as a branch of our jurisprudence either for the Provinces or the Dominion as a whole. Mining has taken its place as a forempst industry and legislation that seeks to control and govern it is the concern of not only the active miner but the citizens of the state. A law that, through its charitable measures brings into being the prospector, the pathfinder and superstructure of all mining activity and industry! protects his interests, safeguards invested capital, and encourages and enforces development, possesses at least the salient requirements of a businesslike Act. The manner of doing so is, I think, one of local and internal concern. May I be permitted to say without presumption that of the five mining codes, or Acts, that we have in the Dominion of Canada born and bred within the Provinces of British Columbia, Ontario, Quebec, New Brunswick, and Nova Scotia, some of them could be materially improved. In many respects they do not measure up to the times; they were no -doubt creations of merit at the date of their .birth but they have not been clothed in seasonable raiment as the years passed by. It is a stern fundamental principle that all natural resources are the inalienable property of the crown. If it is mineral land, then it follows for the protection of the state and the direct advancement of the occupant that the land should be developed as such. The method or machincry by which this must be accomplished is a matter of detail, not of principle. If the right to possession as a licensee depends on discovery, it is not inconsistent with the duty the crown owes to the state that a grant in fee should pass to the discoverer if there is imposed, after patent issues, a requirement of continuous work or the alternative of an acreage tax sufficiently burdensome to make it unprofitable that the land should be held in an undeveloped state. If this requirement is recognized, the mental distinction between a grant and lease ceases to exist. A

INTRODUCTION Over the years, Congress has written into the Internal Revenue Code various provisions aimed at lessening at least one financial burden faced by taxpayers in the mining industry - the federal income tax burden. These provisions include the election to deduct exploration expenses, the election to defer deduction of development expenses, and the percentage depletion deduction. Careful tax planning from the very beginning of a mining venture is essential in taking maximum advantage of these tax benefits. A major decision to be made is the choice of organizational structure. (For a more detailed discussion of this subject, see McCabe, John J., "Developing Structures for Investments in Mineral Property," New York University Institute on Federal Taxation, 42 NYU 24, 1984). One such structure is the use of multiple corporations, with mining activities conducted by one corporation and nonmining activities, such as manufacturing, financing and administration, conducted by the other corporation. This technique, which will be discussed in detail below, can be particularly advantageous in delaying recapture of previously deducted exploration expenses and in maximizing depletion deductions. TAX BENEFITS IN MINING Exploration Subject to certain restrictions discussed below, exploration expenditures (i.e., expenditures paid or incurred during the taxable year for the purpose of ascertaining the existence, location, extent, or quality of any deposit of ore or other mineral, and paid or incurred before the beginning of the development state of the mine are deductible at the election of the taxpayer (Section 617(a)).* Were it not for this option, exploration expenditures would be required to be capitalized and recovered through depletion, after production begins. Exploration of a mineral deposit can be very costly and may not result in commercial production for some time. If the taxpayer has income to he offset by the deductions, a mining venture can usually be structured in such a way as to allow the offset of mining losses against the other income. With today's high interest rates, this election can be quite valuable in present value terms. Corporate and noncorporate taxpayers are subject to different restrictions on this tax benefit. Corporations may elect to deduct only 85 percent of eligible exploration expenditures (Section 291(b)). (The Tax Reform Act of 1984 reduced this to 80 percent effective for expenditures after December 31, 1984, in taxable years ending after such date). The remaining 15 percent (20 percent after December 31, 1984) is capitalized and recovered at the same rate as five-year ACRS property (Section 291(b)). Individual taxpayers are not subject to this 85 percent rule; however, any amount deducted in excess of ten-year straightline amortization is a tax preference item for individuals (Section 57(a)(5)). Individuals may avoid the tax preference by electing to capitalize exploration expenditures and amortize them over ten years (Section 58(i)). In order to prevent the taxpayer from, in effect, converting ordinary income into capital gain by selling property that has given rise to exploration expense deductions, the Code requires recapture of such deductions upon the occurrence of certain events (Section 617): 1. Upon disposition of the property, adjusted exploration expenditures are recaptured to the extent of gain realized on the disposition (Section 617(d)). 2. If the property is leased, the lessor is disallowed any depletion deduction until his adjusted exploration expenditures have been recaptured in the form of foregone depletion deductions (Section 617(c)).

William B. Cogswell, member of the Institute since 1872, died on June 7, 1921, at his home in New York City, after an illness of about six weeks occasioned by an infection of the middle car. Mr. Cogswell is survived by his wife, Mrs. Cora Brownell Cogswell; a son-in-law, and three grandchildren. His first wife died in 1877. William Cogswell was born at Oswego, Sept. 22, 1834, and was taken to Syracuse by his parents when he was four years old. He attended Hamilton Academy and private schools in Syracuse and Seneca Falls. In 1843, he visited England with his parents and brought back a set of drawing instruments, which led to a series of lessons in architecture under Luther Gifford, the only architect in Syracuse at the time. The boy drew many building plans and one set was used for the old Globe Hotel in Syracuse, erected in 1846 and 1847. In 1848, when only 14, he spent a year with a party that was surveying the route of the Syracuse & Oswego R. R. and relaying the tracks of the Utica & Syracuse R. R. He studied civil engineering at the Rensselaer Polytechnic Institute, Troy, for three years, but left that institution in 1852 without receiving his degree. Many years later, in 1884, the degree of C. E. was conferred upon him. During the three years following 1852, Mr. Cogswell served as an apprentice in machine shops at Lawrence, Mass., under the superintendence of John S. Hoadley. About 1856, he was made manager of the machinery department of the Marietta & Cincinnati R. R., at Chili-cothe, Ohio, and three years later became superintendent of the Broadway foundry at St. Louis, Mo. In 1860, in Syracuse, Mr. Cogswell was associated with William A. and A. Avery Sweet in the formation of Sweet Bros. & Co., which later became the Whitman & Barnes Mfg. Co. At the outbreak of the Civil War, Mr. Cogswell received a civilian appointment as mechanical engineer in the United States Navy. During 1860 he was located at Port Royal, S. C., having general supervision over the work of fitting up repair shops at five widely separated stations on the Atlantic seaboard and Gulf of Mexico. In this year his genius and resourcefulness were notably shown. He literally launched a naval machine shop, so that warships could be repaired without leaving, and thereby weakening, blockades against Southern ports. The machine shop was assembled by Mr. Cogswell and shipped by boat to Port Royal. There an old whaler was made over for machine shop purposes and Mr.

During the years 1943 through 1945, there was a decrease in the total oil production in Argentina. In the fields of Comodoro Rivadavia (Chubut Territory) and Mendoza and Salta Provinces, the production obtained was as shown in Table I. The only place where there was a small increase was Plaza Huincul, in the Neuquen Territory and Lunlunta, in the Mendoza Province.

Rep. William S. Hill (R.- Colo.) will preside over a Congressional hearing investigating the problems of the mining industry to be conducted in Phoenix, Ariz., late in April. Rep. Hill has expressed the desire to hear from the industry itself all possible testimony on the needs of domestic mining and how Congress can help. Rep. John J. Rhodes of Arizona is also expected to attend the hearing. Two new features are incorporated into an SO2 process for treatment of low grade manganese ores disclosed by Chemical Construction Corp. The new approach includes a high temperature autoclaving step and a sintering operation. Data was given for work performed on Cuyuna Range ores.

Manufacturers of filtering, thickening or clarifying equipment, have been active in developing machines to meet increasingly rigid operator requirements, and the innovations resulting from this effort are moving into commercial applications. In general, the results of these applications are reported to be good. Little has been reported on progress in theory. The growing insistence on the part of pollution control agencies that waste water discharged into streams contain less and less suspended solids is being felt by a broad cross section of industry. A new clarifier, based on the often rediscovered fact that suspended solids settle more rapidly in inclined channels, is being marketed by Neptune MicroFLOC of Corvallis, Ore. This unit employs modules of inclined tubes, mounted in the upper zone of the clarifier, which carry the water flow. These were developed for light solids, such as those encountered in domestic water treatment and in paper mill waste water. In these applications, flow rates up to about three times those permissible in conventional clarifiers are reported to give comparable overflow turbidity. By combining these units with mixed media filters, high clarity may be obtained with minimum capital. Use of such units in the metallurgical industry, particularly where water reuse or effluent quality is important, should grow.

[The following notes of observations made during a visit of a few days in the month of October, 1886, which was cut short by a sudden summons East, are offered, in spite of their incomplete and tentative character, in the hope that they may aid the members of the Institute, in their coming visit to this region, to a clearer understanding of the general geological conditions under which the ore-bodies occur.] The Butte mining region lies in a sort of a depression in the mountains which is drained by Silver Bow creek and its various tributaries. On the east it is bounded by high north and south ridges of granite, and on the west by lower ridges, also running north and south, which, as far as examined, were found to consist of rhyolite. High mountains also inclose the depression on the north and south, but at a greater distance than the more immediate bounding ridges on the east and west, the distance between which is hardly more than six miles.

INTRODUCTION The Third Theory of Comminution, oftentimes called the Bond Theory, was first published by Fred C. Bond in 1952. Since then, it has been widely used in the milling industry to size crushing and grinding equipment as well as to predict and evaluate their performance. Although two other comminution theories were advanced almost a century earlier, one by Rittinger, 1867, and the other by Kick, 1885, their use was limited because they did not agree with actual commercial comminution systems (Bond, 1961). According to Bond's Third Theory, the work input is proportional to the new crack tip length produced in particle breakage, and equals the work represented by the product minus that represented by the feed. For particles of similar shape, the crack tip length is equivalent to the square root of one-half the surface area, and the new crack length is proportional to [(1/vT - vF)]; where P and F are particles diameter of product and feed, respectively. For practical calculations, the particle diameter can be expressed in terms of the 80% passing sizes, P and F, respectively. Therefore, the work input is given by, [10 _ 10', W = Wi [7P_7F(1)] Where W = the energy input to the mill, (kwh/t) Wi = Work Index, (kwh/t) P = square sieve opening which 80% of the product passes, (microns) F = square sieve opening which 80% of the feed passes, (microns) Equation (1) is the mathematical statement of the Third Theory, or the Bond equation. Numerically, the work index is the energy required in kwh/t to reduce a given material from theoretically infinite feed size to 80% passing 100 microns. The work index of a particular material is determined in the laboratory by conducting the standard Bond grindability test. Bond developed separate tests for the rod mill and the ball mill. The simplified test method described in this paper, which is used at Anaconda Research Center to approximate the work index, is an alternative procedure to the ball mill

A recent survey of existing analytical results, and an attempt to correlate them with each other and with the known history and behavior of the samples, indicated that none of the commonly applied methods could be considered established as intrinsically reliable. It was. therefore, desired to attempt to establish the reliahility of some one method by external evidence. If this were to be accomplished, other methods could then be evaluated in terms of the method establibhed. The correct method was accordingly to be chosen without regard for cost, speed, or convenience; with the requirements for routine application to be reserved for 1ater consideration. The method of total combustion was chosen and submitted to a limited number of tests against primary standard samples. Considerable experimental difficulty was encountered, indicating that additional work on the experimental arrangements is desirable. While the work to (late by no means represents a completed investigation, it is helieved that the combustion method is basically sound and that its development should be continued. Choice of Method Of the several available methods, mechanical disintegration. electrochemical methods'2'3 modifications of the Sieverts experiment,% and vacuum fusion, were all judged to contain one or more factors of un- certainty not at present completely cvaluated or suhject to complete control. These methods, therefore, were considered currently unsuitable for referee purposes. Solid evolution was considered to be of doubtful significance when conducted in the alpha range. A reasonable chance for a true analysis was found for evolution in the gamma range. Preliminary tests have indicated a very slow rate for evolutioll from gamma iron. indicating a running time of possibly 100 hr. for a one-centimeter sample. Difliculty in distinguishing such slow. evolution from blank gas was anticipated, hence the method was not consitlerctl the most suitable for the present purpose. The combustion method was evaluated as being most sound on fundamental principles. The only important unknown would be to determine that the iron oxide formed did not occlude water at the tcmperaturv of the combustion.with the odvious precautions of using a sound and clean specimen, providing a system sufficiently tight to give acceptable blanks in longtime runs, and providing a suficicntly sensitive measuring system, reasonable, precise, and truthful analytical results could be logically expected. P. Herasymenko (New York University, New York) —The authors' experiments on equilibria between water vapor and liquid synthetic slags represent a valuable contribution to our knowledge of the nature of liquid slags. They can be regarded as a proof of ionic splitting of water molecules dissolved in slags. The assumption that water dissolved in slag was com- pletely ionized was made in my report on hydrogen equilibria in steelmaking as early as 194010. In that paper, the first systematic data were given on the content of ionized hydrogen in acid and basic open-hearth slags. The paper probably escaped the notice of the authors, although they mention the articles published later by other investigators who reported erratic and

Burgess was transferred on January 1 to the new Defense Materials Procurement Agency as strategic materials specialist. In May the Region III headquarters of this organization was moved to London. L. C. Campbell was elected president of National Coal Assn. Mr. Campbell, who has been a member of the National's Board of Directors and Executive Committee for many years, is vice-president of the Coal Div. of the Eastern Gas & Fuel Associates and in charge of their extensive mining operations in West Virginia, Pennsylvania and Kentucky. Vern H. Christoph has been transferred to Panama Canal Co., Marine Bureau, Navigation Division, Port Captains Office, as an admeasurer at Cristobal, Canal Zone. Eugene Cline, recently graduated from the University of Kentucky, has been employed by Pond Creek Pocahontas Coal Co., at Evanston, Ky. Sanford S. Cole, assistant manager of research at the Titanium div. of National Lead Co., received the Alumni Citation from his alma mater, Alfred University, Alfred, N. Y. This was in recognition of outstanding achievements and services in the field of ceramics which have brought honor to the institution. U. K. In conjunction with the need for accurate volumetric data in the Fe-V system for subsequent use in calculating the high-pressure diagrams, room- and high-temperature X-ray diffraction measurements have been carried out. No previous measurements have been published on lattice parameters or volume changes associated with the a transformation for Fe-V alloys. The existing literature on lattice-parameter data for the a and s phases has been reviewed by pearson1 with considerable uncertainty indicated in the data. In order to obtain a good estimate of ?Va-? for thermodynamic calculations of the a D ?(bee D fee) phase stability, high-temperature vacuum X-ray diffraction measurements were made on an Fe-V alloy of 0.92 wt pet V. The term ?Va-? is the difference of molar volumes of the limiting solubilities of the a and y phases at any given temperature; these values can be calculated readily from the appropriate lattice-parameter data. The equipment used was a commercially available MRC (Materials Research Corp.) high-temperature X-ray camera which was fitted to a Norelco diffractometer
