RISSER] There is a tendency among laymen to relegate America's coal industry to Pennsylvania and West Virginia, completely overlooking-or unaware of- the vast reserves, both those developed and those untapped, situated in the 1.4 million square miles between the Appalachians and the Rockies. At the 1965 AIME Annual Meeting, Hubert E. Risser, Principal Mineral Economist of the Illinois State Geological Survey, presented an interesting picture of the wealth of mineral fuels occurring in that area. In his talk entitled "Trends in Mineral Fuels in the Central United States", Mr. Risser underscored the fact that "more than half of the nation's known reserves of each of the three major fuels-oil, gas and coal-lie within the Central area." The highlights of his speech, with emphasis on the coal situation, are excerpted below.

The article unfortunately has some serious flaws negating the usefulness of the paper. The authors claim that kriging (linear kriging) is superior to other methods such as polygon. This is not the case. The deterministic methods (referring to polygon, ID, IDS, etc.) should not be compared with the statistical methods (linear kriging, disjunctive kriging, etc.) because they differ not only in their assumptions, but also their tools used in estimation. Thus, they give different results. By comparing the results of deterministic methods and linear kriging, the authors conclude that polygon, IDS, and linear kriging give an average thickness close to the value obtained from realizations. Besides, they argue that linear kriging gives less variance than the others [(fig. 2)]. The first conclusion is expected, due to the well-known central limit theorem. The second is the result of the statistical properties of different estimators. Thus, the comparison presented in the paper is rather meaningless because the authors have failed to follow basic statistical procedures. The numerical results of different approaches to an estimation problem cannot be generalized. In conclusion, the paper is not a meaningful contribution, and sadly, quite erroneous.

An important element of evaluating a materials- handling system by simulation lies in being able to examine the details of the proposed operation in a fashion which closely approximates real behavior. The added factor of flexibility permits including or deleting those parts of the problem which can be shown to be important or trivial. Used carefully, simulation can match manpower and equipment far more efficiently than conventional calculations. The same is true of interacting equipment systems. This efficiency results from being able to simulate the real fluctuations in a system by using empirical probability distributions compiled from existing operations. Simulation eliminates guessing as to efficiency, absenteeism, bunching, and the broad host of delays that influence productivity and substitutes operating data in place of the usual factors. In this respect, simulation improves detail and confidence in the reliability of engineering estimates.

THE important investigations of Dr. G. F. Becker at Steamboat Springs, Nev., in 1885, aided by the analytical work of W. H. Melville, established the fact that sulphides were being deposited at the surface by hot ascending waters.1 Steamboat Springs is situated near the eastern base of the escarpment of the Sierra Nevada, six miles distant from the Comstock lode. In a region of former volcanic activity, hot springs with a temperature of about 80° C. break forth through a fissure in granodiorite, and at the base of a basaltic bluff the waters have deposited a large amount of siliceous and calcareous sinter, some of which is colored red by antimony sulphide. The sinter from one of the springs was analyzed by Mr. Melville,2 and his results, re-calculated to grams per kilogram, showed [ ] The relative quantities of antimonious and arsenious sulphides are not given in the above analysis, but I believe that the former greatly predominated. The water of one of the springs was also analyzed by Melville and the re-calculation of this analysis to salts that were possibly present is given in Table I.

A PERUSAL of the most recent literature on the subject of hydrocarbons reveals that one point seems, to have been neglected by the various theories; that is, the influence of the bed-rock on the accumulation and distribution of oil and gas. This can be seen from the following statement of the principles of the most accepted theories. ANTICLINAL THEORY The anticlinal theory claims that the accumulation of the hydro-carbons in deposits of commercial importance was brought about by the gravity of the hydrocarbons, the oil and gas being forced to the top of the porous stratum by the difference of the specific gravity of the hydro-carbons and the water. The principal factors toward the accumulation were the general stratigraphic condition of the rocks, their texture and porosity, and their water content. This theory advocated the preexistence of structural deformation as the basis of the motion of gravity, thus implying the principle that the forces that have caused the deformation have had no influence on the movement of the hydrocarbons. STRUCTURAL THEORY According to the structural theory, the accumulation is due, chiefly, to the structure of the subsurface rocks and differs from the anticlinal theory, mainly, in not considering that the motion of the liquids have been caused by the force of gravity.

The extent to which geological carbonization has taken place in the process of coal formation is a fundamental factor in all considerations relating to classification, oxidation, deterioration, spontaneous combus tion, and especially in all considerations relating to destructive distillation having as an objective the production of marketable coke and by-products. Moreovcr, it may be readily shown that a striking relationship exists between the geological decomposition or geological carbonization processes and those artificially produced by heat. This may be well illustrated by bringing again to view some of the charts more commonly mct with 25 years ago, as in Fig. 1.' Wildcat drilling operations in Utah in 1937 added nothing of importance to the commercial oil and gas possibilities of the state, and such operations consisted largely of efforts to reach objectives in wells started in former years. The Standard Oil Company of California, jointly with the Continental Oil Co., completed a wildcat well in sec. 22, 23 S., 11 E., on the San Rafael swell in Emery County, which was abandoned in metamorphic rocks at 4900 ft.; it tested the Pennsylvanian and Mississippian sections and probably ended in Devonian or older rocks. The Utah Southern Oil Company's test of the Cisco structure in sec. 33, 22 S., 22 E., was abandoned at 6715 ft.; it may have been through the Pennsylvanian section at this depth. The Mountain Fuel Supply Co. continued the development of its Clay Basin gas field, and with the completion of two wells in 1937 added 35,571,000 cu. ft. initial daily gas capacity to its reserves. This company constructed 21 miles of 10-in. gas pipe line from the Clay Basin field to its South Baxter Basin terminal in Wyoming, and during the closing months of 1937 delivered 2,225,000,000 cu. ft. of gas through the Salt Lake trunk line.

Commercial coke is made to-day in the United States chiefly from the Appalachian, the Illinois and the Colorado coal-fields. The measures of the great Appalachian coal-fields furnish by far the largest proportion, only about 1 per cent. coming from those of Illinois and Colorado. This is not due, however, to a corresponding difference in area. The Illinois field covers about 47,000 square miles in Illinois, Southern Indiana and Western Kentucky. The coal is high in both ash and sulphur, and on this account nearly all the attempts which have been made from time to time to coke it have resulted in failure, so far at least as the requirements of ironmasters are concerned. The flow of gases, particularly radon and methane, into the mine atmosphere is a problem traditionally controlled by ventilation-dilution techniques. More recently, a preventative approach has been to seal underground surfaces with a polymeric coating to act as a barrier against the influx of dangerous gases. H However, a study by the Israel Government Research Station indicates that unless the rock surface is perfectly sealed, much of the labor to reduce interstitial gas flow is lost to the effects of barometric "breathing" from the rock pores. Previous research has reported the increased frequency of coal mine explosions during periods of barometric pressure minima,1 and the phenomena has been explained through correlation of the observed increase in mine gas concentrations during periods of low barometric pressure with the connective flow of interstitial gases from rock pores into the arsine atmosphere when pressure was actually falling.234 While changes ill barometric pressure arc rapidly transmitted to the mine atmosphere, response in the rock interstices is sluggish, momentarily creating a pressure differential between the mine atmosphere and the interstitial gases. Responding to the pressure gradient, this interstitial gas flows until pressures are equalized.

There was a time in the early history of man's use of metals when ore could be directly reduced to usable form by the use of fire. In those days the term "milling," or its many synonyms signifying the concentration of an ore's metallic con- tents before smelting, was little known. Centuries later, even before Agricola, or even before the Greek and Roman civilizations, simple means were found to concentrate metallic minerals that possessed special characteristics such as high specific gravity, hardness, magnetic response, or simple appearance. In this way, the art of milling became valuable to civilization because it eliminated most of the cost and labor of transporting and melting the worthless nonmetallic part of an ore. As civilization became more dependent upon metals and solid fuels, the art of ore dressing (one of our synonyms) increased in importance and complexity, until today it has become a gigantic industry firmly based upon a mature but rapidly advancing technology. Technically trained people are needed in growing numbers to serve this industry.

This paper will examine various royalty and tax structures as applied to coal, oil and gas, and minerals in the U.S. and Canada with particular emphasis on recent changes in the Canadian tax scene and their implications to capital project economic evaluation in other parts of the world.

INTRODUCTION Most of the copper concentrates treated by the flash smelting furnace at Kosaka smelter come from "black ore" that is produced in the local mines nearby. The copper concentrates contain various impurities such as lead and zinc as shown below. [ ] These impurities are mainly concentrated into the flue dusts in the copper smelting system. The dust production rates of flash smelting furnace and converter at Kosaka smelter are, therefore, fairly high compared with other copper smelters. However, by recovering these valuable metals in the dusts systematically, profit-increase of the by-products must be expected. This also leads to the solution of environmental pollution problems and enables us to establish the technical completion of complex sulfide ore treatment by flash smelting process. Frank Firmstone was born Aug. 29, 1846, at Glendon Iron Works, near Easton, Pa., the residence of his father, William Firmstone, one of the pioneers of the anthracite-iron business. After preliminary school education at Easton, Pa., he attended the Saunders Military Academy in Philadelphia and subsequently entered the Polytechnic College of Pennsylvania, where he was graduated as Mining Engineer in 1865, at the age of nineteen. In 1865 and 1866, he was employed in railroad surveying. In January, 1867, he became draftsman and in 1869, assistant manager of the Glendon Iron Works, of which his father was manager until his death in 1875, when the son practically succeeded to that position, becoming formally in January, 1877, and remaining until February, 1887, the manager of the works and business agent of the Glendon Iron Company. In February, 1889, he became President of the Cranberry Iron and Coal Company, and held that position until November, 1897. He was a director of the Longdale Iron Company, Longdale, Va., from its organizationin 1870 until its dissolution in 1911. With the termination of this official responsibility, Mr. Firmstone retired from active business, although he continued to maintain an intelligent interest, and to play a helpful part, in the scientific progress of the iron industry, in which he had been a leader.

Laboratory permeability measurements at elevated pressure and at temperatures ranging from 20º to 150°C have been conducted on samples of Ironton-Galesville sandstone. The purpose of this testing was to identify and characterize important physicochemical processes occurring in association with the injection and withdrawal of heated ground water at the U.S. Department of Energy's Aquifer Thermal Energy Storage (ATES) field site in St. Paul, Minnesota. Results indicate that permeability decreased significantly as temperature was increased and that dissolution of the dolomite and silicate cementing agents and accompanying changes in mechanical properties may occur in the heat storage aquifer at St. Paul. Further, loss of permeability with temperature in laboratory samples may be caused by the change in the mechanical structure of the sample. Tests at ambient temperature to evaluate the effect of particle migration under conditions of reversed flow indicate that this process will not significantly impair formation permeability at the St. Paul site.

The Mahoning Valley coal region lies on the extreme northern outcrop of the Ohio coal-field, and all the mines, with one exception, are opened on the lower coal of the series, No. 1 of the Ohio Geological Survey. The coal ranges from an inch to five, six, and sometimes seven feet thickness, the workable height being between two and a half and six feet. There are two varieties of coal, known in market as "Briar Hill coal " and " Mineral Ridge coal;" both varieties are drawn from the same seam. The Briar Hill coal is generally called block coal, and is the kind so largely used in a raw state in smelting iron. It possesses a laminated structure, easily splitting into horizontal sheets, but is very difficult to break in the opposite direction. The faces of the layers are often covered with a soft, dead, carbonaceous material, like charcoal, and the whole seam throughout is marked by alternate layers of dead and bright-looking coal. In the act of combustion the coal neither swells nor changes form, the masses retaining their shapes until they fall to ashes in the furnace. The Mineral Ridge variety is much softer, and is also shorter in the grain than the Briar Hill kind, and it contains a good deal of

Hunt established a fund which was presented to the Institute at a fitting ceremony on May 27, 1920, to establish an annual medal and a sum of money to be awarded under the following rules 1. The award shall consist of two prizes: first of a gold medal, second of a sum of money; a certificate to accompany each prize. The money prize shall not be awarded to a member over 40 years of age, but under unusual circum¬stances, both prizes may be allotted to one person provided that he is not over 40 years of age. In general it will be understood that the Committee shall award the money- prize to the younger men, rather than the medal.

The effects of autogenous grinding and conventional grinding on the floatabilities of copper-nickel sulfides from Duluth gabbro were investigated. At the same mesh-of-grind copper, nickel, and cobalt recoveries were higher and residual sulfur in the flotation tailings was lower with the autogenously ground pulps. With the ball-mill ground pulps the residual sulfur in the tailings could not be lowered to the level attained by the autogenously ground pulps even at increased levels of the collector addition. From mineralogical examinations of concentrate and tailings samples, an electrochemical interaction between grinding media and sulfide minerals was thought to have a greater effect on sulfide mineral flotation behavior than the breakage characteristics of the ore samples in these two types of mills.

North American ophiolite complexes are known to contain significant volcanogenic sulfide only in the following five areas: Newfoundland; Quebec; Applegate, Oregon; Rogue, Oregon; and Orca, Alaska. Most North American ophiolites, including the Baltimore, Kings-Sierra Nevada, and Del Puerto complexes, and those associated with the Franciscan, Trinity, eastern Oregon, and Cache Creek groups lack significant volcanogenic sulfide. The characteristics of sulfide-bearing ophiolites are: (1) manganozls cherts, and (2) fine, carbonaceous clastics inter- calated with pillow basalt and chert. It is suggested that sulfide- bearing ophiolite complexes developed in a restricted basin environment, such as is now present in the Gulf of California; whereas sulfide-poor ophiolites, formed in midocean, rises distant from land masses. Sea floor oxidation makes the typical midocean ridge configuration not conducive to sulfde preservation, whereas spreading centers bounded by land masses are more likely to produce anoxic physiographic lows favorable to sulfide accumulation.
