IN a previous paper1 the results of cutting tests on free-cutting brass rod were reported. Investigation was made of the effects of variation in lead content, microstructure and cold drawing. The author's reply to the discussion of that paper includes a study of the directional cutting properties of drawn and annealed rod. The present paper records the results of tests made on series of samples in which the tin, iron and copper contents have been varied. The apparatus, used and method of testing are described in detail in the previous paper. The machine is of the pendulum-operated milling type used and described by Airey and Oxford.2 Angular readings of the height to which the pendulum rises after falling from a fixed position, both when a cut is made and when the pendulum swings freely, give the basis for calculation of the energy consumed in making a cut. Careful weighing of the sample before and after cutting gives a measure of the amount of metal removed. The results are expressed in foot-pounds per cubic inch of metal removed, and have been called "unit cutting energy." In the course of the discussion of the author's earlier paper, W. B. Price reported large-scale tests involving some 50,000 lb. of material. These tests indicated that the addition of as much as 0.6 per cent of iron and 0.25 per cent of tin had apparently no adverse effect on the high-speed cutting characteristics of the rod. The rod also contained a small amount of nickel. The test results reported here tend to confirm his observations.

Discussion of the paper of C. W. Goodale and J. H. Klepinger, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 50, August, 1913, pp. 1935 to 2010. PROF. JOSEPH W. RICHARDS, South Bethlehem, Pa.:-Mr. Chairman, I would like to call attention to one valuable feature of the paper which may interest some: I have worked a good deal with the Pitot tube, and have always had difficulty with what is called the static end of that apparatus, so much so that I became almost hopeless of securing good results with it. I find here, however, what is stated to be a perfectly satisfactory static end for the Pitot tube, satis factory under probably all conditions. I congratulate Mr. Klepinger on the design of that tube and the consequent improvement he has made in the technical measurement of the volumes of gases. I would also like to ask if the total volume coming out of the chimney per day could not be computed by chemical analyses of the SO and SO2 in the gases, and calculation on the basis of the known weight of.. sulphur going out in a day; so that the Pitot tube measurements . could be checked by a method independent of measurements in the flues. J. H. KLEPINGER :-I think the volume of gases could be determined in that way. Those of a chemical turn of mind would go. about it so, but I am not enough of a chemist to follow that method, and consequently I always look at the mechanical way to obtain the results.

THE product obtained by roasting stibnite is likely to contain some unoxidized antimony trisulphide and a mixture of antimony trioxide and antimony tetroxide. It was desired to determine, as accurately as possible, the condition of the antimony as well as the total quantity present. Attempts were made to separate the trisulphide and the two oxides by methods based upon their varying solubilities in different solvents, but no satisfactory results were obtained in this way. It was found, however, that by determining the total antimony content, the antimony present as trioxide, and the antimony present as trisulphide, a good idea of the chemical composition of the roasted product could be obtained. The total antimony was determined by dissolving the sample in concentrated hydrochloric acid, reducing the antimony entirely to the trivalent condition by means of hydriodic acid and eventually titrating the antimony back to the pentavalent condition by means of iodine in the presence of sodium bicarbonate.' The details of the procedure are as follows: Weigh out 0.25 gram of the roasted product into a trapped flask (Fig. 1), add 4 grams of powdered tartaric acid, 2 grams of potassium iodide and 40 c.c. of concentrated hydrochloric acid. Boil the solution gently for 5 min. and then cool to room temperature by shaking the flask while holding it under running water. Then, very carefully discharge the iodine color by the cautious addition of 0.05-normal sodium thiosulphate solution, adding a little starch toward the last. Nearly neutralize the acid with ammonia solution, but leave the solution distinctly acid. Pour the slightly acid solution into 200 c.c. of water con-

The Institute conducts jointly with the American Society of Civil Engineers, American Society of Mechanical Engineers and American Institute of Electrical Engineers, certain activities as listed below, and is joint owner with them of certain properties. United Engineering Trustees, Inc. When Mr. Carnegie made his gift which made possible a home for the engineering societies, a separate corporation was organized to act as a holding company and to manage the common property. This was long known as the United Engineering Society, but the name has now been changed to one which more nearly reflects the real function of the corporation. It holds title to the Engineering Societies Building and to various funds placed in its charge and is managed by a Board of Trustees, of which three are chosen by each of the four societies, American Institute of Mining and Metallurgical Engineers, American Society of Mechanical Engineers, American Institute of Electrical Engineers and American Society of Civil Engineers, which have equal and undivided interests in the property. The land and building cost two million dollars. During the year 1934, the Constitution and Bylaws of The United Engineering Trustees, Inc., were thoroughly revised and a better organization of its functions was effected: The Engineering Foundation and the Engineering Societies Library were made "departments" of the United Engineering Trustees. The Founders Societies share in the property which it holds, and estimated at the present time, as follows: Real estate, $1,993,793; Depreciation and Renewal Fund, $415,225. The U.E.T. has endowment funds amounting to $1,203,740. The A.I.M.E. trustees are W. D. B. Motter, Jr., A. L. Queneau and Albert Roberts.

R. C. Shnay (Dept. of Mines and Technical Surveys, Ottawa, Ont., Canada)-—The authors are to be congratulated on an interesting and informative paper. However, several questions arise when the isothermal formation of martensite .is considered in relation to the formation of bainite at temperatures near the M, point. The reactions in an alloy and in a plain carbon steel would appear to be comparable; and in the course of a recent investigation of the austenite-bainite transformation in a plain carbon steel,Ia the writer has obtained data at temperatures above and below the M, point. These data are in some respects similar to those of the authors and a comparison would seem justified. The steel used in this investigation had the nominal composition: C, 0.80 pct; Mn, 0.20; and Si, 0.20. The course of the transformation was followed by the use of a magnetic balance. The magnetic moment of the specimen as determined by this instrument is directly proportional to the percentage of the total volume of the specimen which has transformed to bainite. ~lf specimens were austenitized at 1850°F for 4 hr, quenched to the transformation temperature, and quickly transferred to the magnetic balance. Readings were taken at regular intervals until the transformation had stopped. A typical transformation curve is shown in Fig. 9. The preliminary curve preceding the S-shaped curve was found at all temperatures above the M, to around 600°F. Both the extent of this preliminary curve and the time interval between it and the S-shaped curve were found to decrease with increasing temperature as was suggested by Davenport and Bain.14 Therefore,

A METHOD has been described by Andrade' for obtaining very rapid grain growth so that single crystals of high melting point metals could be made with comparative ease. The furnace construction was essentially a very thin wire through which was passed an electrical current so that "a high uniform temperature" was maintained. The wire was surrounded by a fused quartz tube from which the air had been evacuated. Andrade applied this method to the growth of single-crystal wires of alpha iron, and Tsien and Chow2 prepared single crystals of molybdenum 0.25 mm diam in this way. In the present report a method is described in which the basic idea of the Andrade furnace is utilized. However, modifications are employed so that large single crystals of molybdenum or of any refractory metals can be grown. Furnace The modified Andrade furnace is shown in Fig. 1, and the detailed drawing of its construction can be seen in Fig. 2. The furnace proper consists of a 2'/2-in. diam fused silica tube, 20 in. long, which is evacuated continuously at the bottom. Two water-cooled copper electrodes hold the specimen by means of collets held in place in the electrodes by set screws. These electrodes serve also to transmit power to the specimen. The lower electrodes can be clamped to the stand, while the upper electrode is fastened in place to the bellows which in turn is further connected to one side of the lever arm, flexibly supported at the top. C. B. POST*—Just what are you showing that has not been shown by fixing the attention on molecular species and choosing the molecular species to give you a perfect solution? J. CHIPMAN (authors' reply)—In general a fairly satisfactory thermody-uamic treatment of slag-metal equilibria can be worked out on the basis of assumed molecular species in the slag. This has been the method used by Shenck and more recently by White. Winkler and I also used it in studying dephosphoriza-tion. Darken and Gurry found that it did not fit satisfactorily in the case of their data on iron oxides. The ionic formulas used here conform to the data much better and probably correspond somewhat more closely with the actual structure of the slags. C. B. POST—It does seem to be similar to you? J. CHIPMAN—It is alternative, and may lead to a more complete understanding. C. B. POST—Have you had a chance to talk to glass technologists on this? Have they been using this type of set-up for glass solutions? J. CHIPMAN—Yes, and the ionic formulas have given them a little better understanding of what liquid glass is like. C. B. POST—Nelson Taylor always said we were going- about slag reactions from the wrong viewpoint when using molecular species. Evidently the glass technologists use ionic species exclusively when dealing with liquid glass reactions. J. CHIPMAN—I agree that it seems more rational and more accurate to use ionic rather than molecular formulas. We should be cautious, however, and not suppose that we really understand the structure of a slag just because we are able to fit its reactions by ionic equations.

Far reaching changes in the executive machinery of the Federal Government are proposed in bills recently introduced in each House of Congress. The Department of the Interior will become the Department of Public Works, if the legislation proposed is enacted; the main idea is to assemble all engineering activities of the Government in one department. Such bureaus of the Interior Department as are non-engineering in character are to be placed under the jurisdiction of appropriate departments, while engineering bureaus from other departments are to be included in the Department of Public Works. The bill proposes that the Patent Office is to be removed from the Interior Department and placed under the Department of Commerce. The Bureau of Pensions is assigned to the Department of the Treasury. The Bureau of Education goes to the Labor Department. The Bureau of Indian Affairs is transferred to the Department of Labor, with the proviso that the engineering and construction work and the land and mineral surveys now performed under the direction of the Bureau of Indian Affairs are to he prosecuted under the Department of Public Works. St. Elizabeth's Hospital and the Freedman's Hospital in Washington are assigned to the Treasury Department. Columbia Institution for the Deaf and the Howard University go to the Bureau of Education, under the provisions of the bill. On the other hand, the Department of Public Works is to absorb the Supervising Architect's Office of the Treasury Department; the Construction Division, River and Harbor Improvements, Mississippi River Commission, and California Debris Commission of the War Department; the Bureau of Standards and the Coast and Geodetic Survey of the Department of Commerce; the Bureau of Public Roads and the Forest Service of the Department of Agriculture.

(Read at Amenia Meeting, October, 1877.) AT the Wilkes-Barre Meeting of the Institute, Dr. J. Lawrence Smith, in the course of his remarks on some peculiarities in the composition of irons, alluded to the so-called " buckshot" iron, and exhibited a specimen of this material. He said that when the small granules, or shot, were separated from the mass, they could be flattened under the hammer, and inferred that these particles had been decarburized by the blast before sinking into the hearth of the furnace, and thus we had the exceptional production of wrought iron in the blast furnace. I have recently obtained a characteristic specimen of this variety of iron from one of the furnaces at Orbisona, Pa. Considerable uncertainty existed as to its true nature and the conditions of its production. Its weight seemed to preclude the idea that it contained much or any slag, yet its lack of strength indicated that it was not homogeneous cast iron. At times considerable quantities had been produced, which could only be utilized by charging in the furnace and remelting. The specimen, on the freshly fractured surface, appeared to consist of flattened globules of iron cemented together by a bluish material which one would naturally suppose to be slag, and qualitative examination for lime strengthened this supposition. It was quite difficult to obtain drillings, as there was a tendency to split in several directions as soon as pressure was applied ; but enough was obtained to undertake quantitative determinations. They were found to consist of two portions-one attracted by the magnet, and the other not. By repeated separation the magnetic portion was found to be 94.44 per cent., and the non-magnetic 5.56 per cent. Analyses of these gave the following results :

The following procedure in estimating mineral oil when mixed with vegetable or animal oils, is the result of a long series of cxperiments based on the method suggested by Sir William Thompson and Mr. A. H. Allen, in a paper read before the Royal Society.* Four to five grams of the oil under examination are weighed out into a porcelain capsule of 75 C.C. capacity. Thirty C.C. of a 10 per cent. solution of potassium-hydrate in alcohol are added, and the capsule covered with a watch-glass is placed in a water-bath heated to about 93' C. The mixture of oil and alkali should be stirred frequently, and after three-quarters of an hour it is boiled with stirring. This will secure the complete saponification of all the vegetable or animal oil. After the boiling has been continued some time, and most of the alcohol is expelled and a thick scum of soap forms on the surface, a little bicarbonate of soda is added to convert the excess of caustic alkali into carbonate. When the contents of the capsule have become pasty an equal bulk of fine, clean sand is stirred in. This makes the soap granular, and facilitates the removal of the last traces of alcohol. The capsule is now heated for two hours more on the water-bath. After cooling, the contents of the capsule are transferred to a short-necked funnel, having a thin plug of asbestos, and washed with petroleum-ether, or some other light petroleum spirit. The ether dissolves out the mineral oil from the soap, and is best collected in a quarter-liter flask having a short neck. The ether can be applied conveniently and effectively by a small washbottle. Care must be taken to effect a complete removal of the oil

The housing of labor and sanitation at mines in India are difficult problems to solve because-no more than two or three castes will accept the same conditions, and conditions suitable to one coal-field are not applicable to other fields. It is also necessary to consider the financial standing of the different companies. The European companies, which pay 30 per cent. and more dividends, can erect more suitable houses than the Indian companies, which are just able to keep their heads above water. The Santhal will not live in a bucca-roofed house as a permanent dwelling, and both the Santhal and Koras have an aversion to living in a line of attached huts. They have forsaken a whole, line of houses in one of which a case of sickness or death has occurred, and those houses were afterward considered unfit by all other classes of natives. The Santhals, Koras, and Douri castes will not take drinking water from a stand pipe; wells must be furnished. When well water is not available, these people will take water from the nearest pool or tank regardless of whether or not the water is stagnant. The well tops should not he completely enclosed, nor should there be a drain around the top. The ground should slope away from the well. In the Girieih coal fields, the miners have a great objection to pucca floors; they prefer earth which is lapped, easily cleaned, and renewed. As it is customary for the miner to build his own house, the company supplying the roofing material, he takes a special interest in it, keeps it in order, and hesitates to leave it. Each house is surrounded by its own bit of land, which the inmate cultivates.

The rapid development of transportation routes on the African continent in recent years has greatly stimulated the demand for motor fuels and this in turn has led to more extensive exploration of such limited portions of the continent as seem to give promise of commercial oil production. In 1930, however, only two countries were classed as producers of petroleum and only one, Egypt, attained any importance. Egypt The petroleum production of Egypt is derived from the Gemsah and Hurghada fields on the west coast of the Red Sea and the Abu Durba, on its eastern shore in the Sinai peninsula. The Gemsah field, which began to produce commercially in 1912, has now practically ceased production, owing to the invasion of salt water. The Hurghada field has been producing since October, 1914. It now has about 60 producing wells. During 1929, a deeper sand with flowing produition was discovered in the eastern part of the field, producing oil of lighter gravity and free from water. The Abu Durba field was discovered by the exploration work of the Egyptian Government in 1918, oil having been found at a depth of 172 ft. This field has now 15 producing wells but a very small production. My function here today is not to illuminate any particular subject but simply to welcome you to Penn State and to the College of Earth and Mineral Sciences. Our college is, of course, dedicated to the same thing to which most of you have dedicated your lives--the exploration of the earth, the extraction of materials from it, and the production of useful things from those materials. We have about 2,000 students engaged in studying in preparation for service in these activities at the present time. Like other colleges of our type, we've undergone a great expansion just at a time when university budgets are contracting. This creates an interesting situation as to how we can best use our resources. This, of course, is the thing a lot of you are going to be talking about here--how we can best use the world's resources. As you well know, the expectations of the people of the world are rising, and, with the numbers of people increasing and with finite resources, there never was a time in history when it was more important that we become "quantitative" in our discovery, estimation, extraction, and utilization of those resources. I think it is admirable and very timely that you are gathered together to discuss your various approaches to this particu¬lar problem of quantifying and making most efficient use of the resources of the world. Yours is sort of a hidden profession, not just because you actually go underground, but because the public in general is not aware of where the materials they use come from. If you are successful in your professions the public will continue to be unaware. Only if you fail will your essential function become patently obvious. I wish you success both in your professional pursuits and in this particular meeting.

ABIDE from the John Fritz Medal, in which the Institute participates through its representation on the John Fritz Medal Board, the Institute itself has three major awards to make annually and one special prize for excellence in technical papers, as follows. The Robert W. Hunt Medal and Prize, The J. E. Johnson, Jr., Award, the James Douglas Medal, and The Lewisohn Platinum Prize to senior members. ROBERT W. HUNT MEDAL AND PRIZE The partners of Robert W. Hunt established a fund which was presented to the Institute at a fitting' ceremony on May 27, 1920, to establish an annual medal and a sum of money to be awarded under the following rules ? 1 The award shall consist of two prizes, first of a gold medal, second of a sum of money, a certificate to accompany each prize. The money prize shall not be awarded to a member over 40 years of age, but under unusual circumstances, both prizes may be allotted to one person provided that he is not over 40 years of age In general it will be understood that the Committee shall award the money prize to the younger men, rather than the medal. 2 The awards shall be made not oftener than once a year to that person or persons contributing to the Institute the best original paper or papers on iron and steel The scope of the term "iron and steel" shall be determined by the sub-committee considering the awards In general, papers dealing with the practical side of the subject have preference over those dealing with the theoretical side in recognition of the fact that Captain Hunt's main contributions to the industry have been in the improvement of production and quality of material

The Institute is one of the five national societies that joined in organizing the Congress, the others being the American Society of Civil Engineers, the American Society of Mechanical Engineers, the American Institute of Electrical Engineers, and the Society of Naval Architects and Marine Engineers. Each society has pledged from its general funds or some special fund a certain sum to guarantee the success of the Congress. To this the engineers resident on the Pacific Coast added $13,000, the total guarantee fund amounting to $37,000. It is hoped that this money, iii part or in whole, can be repaid to the guarantors of the Congress. The sums necessary to conduct the latter and to publish the proceedings, are to be derived from membership fees paid equally by all participating. A member of the Institute as such is not a member of the Congress and will not receive any of the publications of the latter. He is eligible to become a member of the Congress and it is hoped that he will do so. The membership fee is $5, and this entitles one to receive the introductory volume of the Congress containing the proceedings; a digest of the other volumes and a general index. It also entitles the member to one other volume of the transactions, to be chosen as he will. For moderate sums he can buy additional volumes, the whole set costing delivered, $30 or less. On Jan. 12 the total membership was 2,350, of which only 290 were recorded as mining engineers. Full details regarding the Congress have been sent to every member of the Institute, and the failure of the members to take a more active interest in the matter is believed to be due to some misunderstanding of the situation.

Discussion of the paper of W. J. SHARWOOD, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 104, August, 1915, pp. 1671 to 1675. FREDERIC P. DEWEY, Washington, D. (communication to the Secretary*).-Even if the data given should be considered sufficient to support properly the empirical rule as stated, this rule would be of extremely limited application in miscellaneous assaying. Tile fixed conditions must include equality of gold and silver where mixed beads are concerned, owing to the wide variation in the specific gravity of gold and silver. Also, the fixed conditions must include the presence of the sane amounts of other base metals besides lead. Such an agreement is .often lacking even in the beads from two fusions of the salve ore. In practical work it is sufficiently general to be called universal that cupellation beads are not pure precious metal. An apparent loss in cupellation is an algebraic sum and in many cupellations the gains exceed the losses, especially with large beads where tile gains lie so completely in the judgment of the cupeller. For several years I have been engaged in an investigation into the conditions affecting the accuracy of gold-bullion assaying, and have just completed an examination of cupels which included the assaying of 10,000 used cupels. The grand result of the cupel work is an emphatic warning against drawing rigid conclusions regarding cupellation. It is so easy to say "If all other conditions remain the Same," but it is extremely difficult, and in practical work impossible, to maintain equal conditions. Cupel absorptions, which constitute such a large proportion of cupellation losses, and in many cases the only loss, may vary considerably in different parts of the same row of cupels, even in carefully regulated work.

THE Philippine Islands. have produced no oil commercially, nevertheless, oil is known to be present at various places in the islands.1 Although all attempts to produce oil commercially have failed, no intelligent, persistent exploration has been carried out. The Richmond Petroleum Corpn. a subsidiary of the Standard Oil Co. of California) and a syndicate, headed by Ralph Arnold are at present engaged in exploring Bondoc Peninsula in Tayabas Province, one of the promising Philippine areas, in a manner that promises to test the petroleum possibilities adequately and intelligently. How can the petroleum resources of an entirely undeveloped area like the Philippines be estimated, where not even the areal extent of the various geologic formations is known? Obviously no calculated figure for assured future production can be derived. Yet a study of the evidence of the occurrence of petroleum, the character of the possible reservoir beds, the probable source rocks, the character and size of favorable structures, and the area over which petroleum-bearing rocks are known to occur, will throw some light on the question. The fact that rocks of the same geologic age and similar composition have been explored and are producing in Borneo, Sumatra, and Java to the south and in Formosa and Japan to the north also affect the problem, so that one can obtain some idea of the quantity of petroleum that may reasonably be expected from the Philippines. It is this measure of the possibilities rather than a definite calculation of petroleum reserves that is presented herewith. This paper will not attempt to describe, nor even to enumerate in detail, the occurrences of petroleum in the Philippines as such data have already been published.
