This piece of Carpenter crucible steel has exhibited a tensile strength of 116,000 pounds per square inch, an elastic limit of 89,170 pounds, an elongation of 25 per cent., and a reduction in area of 42 per cent. The test-specimen had a length of 2 inches between fillets, and was an inch bar reduced to an area of 0.504 square inch. This unusual tensile strength was determined before the bar had been hardened so as to show the remarkably velvety fracture here exhibited; but a piece of the same, tested after hardening, is reported to have stood a stress of 214,000 pounds per square inch. Another test-piece is said to have shown 136,000 pounds tensile strength, 97,300 pounds elastic limit, 20 per cent. elongation in 2 inches, and 40 per cent. reduction of area. Mr. Carpenter claims that this steel, containing 2.27 per cent. chromium and 1.04 per cent. carbon, can be welded like iron, and has proved most desirable,for the highest class of die-steel.

THE method usually employed in accurate determinations of sulhur in pig-iron and steel is to treat a weighed sample of borings in a flask with muriatic acid, and to pass the gaseous products through an alkaline solution of lead or silver, which precipitates all the sulphur of the sulphuretted hydrogen in the form of sulphide of lead or silver. The sulphide thus formed is subsequently oxidized by aqua regia, bromine, or other oxidizing agent, and the sulphuric acid formed precipitated in the usual way by chloride of barium. I have substituted for the alkaline metallic solution, a solution of permanganate of potash in the strength of one gramme of permanganate to 200 cubic centimetres of water, and find that it gives results quite as accurate as those obtained by using an ammoniacal solution of silver. By the employment of the permanganate it will be readily seen that there is considerable saving of time and work. It is well to understand at once that converter gas is always mixed with copper blast-furnace gas at Copperhill before entering the Glover tower, and, at times, roaster gas is also added along with the converter and blast-furnace gas. Fig. 1 is introduced to show the variations in the sulfur dioxide content of the gas and the ability of the acid-plant operator to control the variations, resulting in a very even grade at the Gay-Lussac tower entrance. The sulfur dioxide content of the gas entering the Gay-Lussac tower must be low and regular to assure low niter consumption. The blast-furnace gas alone is rather uniform as regards sulfur dioxide content and the variations, as shown in Fig. 1, are chiefly caused by converter changes—out for charging, slag pouring, copper pouring, and, of course, the "finish." The combined gas during the converter finish is, at times, almost free of oxygen and the sulfur dioxide content reaches 13.0 per cent. At such times air is added at the Glover tower.

At the office of the Chief of Engineers, Washington, there is a unique collection of engineering material used and developed in the present war. It. is a most interesting group of war devices, from the special trench shovel that excavates both gas and water, to the standard gage locomotives that were sent to France so complete that they were lifted from the ships by cranes, placed on the-rails on shore, filled with water, fired up, and moved out from underneath the cranes under their own steam. Everything is exhibited either by models, or by photograph where the original samples are too large to admit of demonstration in an ordinary office. The forestry section has an interesting exhibit of the wonderful work clone in France; where, owing to the shortage of coal and the necessity for burning wood, the Forestry Unit of the A. E. F. in one month stacked up 60 mi. of cord wood (80,000 cords); also cut 6.6 mi. of timber, stacked 12 ft. long, and 10 ft. high, containing 50,000,000 hoard feet of sawed timber.

SINCE dad first took us to the ocean we have always seen a plump elderly gentleman who, with supine composure, floats over the crests spouting whale-like to the wonderment of small boys. Floating requires certain physical and mental characteristics that it takes many years to acquire. These are, in order of importance, confidence, beef, and complete relaxation. Possibly a rough parallel can be drawn between the mining industry and the dignified paunchy gentleman riding the billows. Mellowing in a downtown club he reminisces over his rough-and-tumble youth; when frontiers were being pushed to continental limits and the great mines were discovered on a first come first serve basis. Those were the days of the empire builders. They created the methods, made their own laws, and gambled their very lives on the outcome. For these efforts and sacrifices they shared in the great wealth which was made. There were no comparisons between the small and big operators because they all started small and those with the most financial know-how slowly merged into the big companies of the present.

Benjamin B. Thayer was elected as representative of the Institute on the John Fritz Medal Board of Award vice Albert Sauveur, whose term expires. Robert M. Raymond was confirmed as member of the, Engineering Foundation Board for two years in accordance with the By-Laws of the United Engineering Society. The smoker, Monday evening, was an unusual success. It was held in the beautiful gold room of the Congress hotel, which was very elabo-rately decorated with American flags. More than 500 were present. The gallery was filled with ladies, who responded to the request of the song leader and helped in many ways to grace the occasion. The enter-tainment, was a varied one and was original with the Chicago Committee, which deserves great credit for the unusual success of the event. Al-though it was mostly funmaking, Dr. F. B. Cottrell and George S. Rice of the Bureau of Mines gave some very interesting talks, illustrated by flags and moving pictures, of their trip through Europe since the armis-tice. Mr. Rice's talk dealt particularly with the demonstrative coal and iron regions and Doctor Cottrell's was devoted almost solely to that part of his trip in Northern Italy where he was investigating the application of volcanic steam to power purposes. This steam is derived from boracic-acid springs and helium is secured as a byproduct.

It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library, through its Library Service Bureau, can render valuable service through correspondence; letters requesting information will receive especial attention. The Library is prepared to furnish references and photographic copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information on the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is .desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape.

Owing to a moratorium in the drilling of crown-land leases in Trinidad during the year of 1931, only 40 wells were spudded in during the first eight months as compared with 110 during the same period in 1930. Nevertheless the production will show an increase of about 400,000 bbl. over that of 1930. An estimate is given in Table 1. Since the oil produced in 1930 was 9,418,907 bbl. and that in 1931 probably will be 9,853,976 bbl., the year 1931 probably will see an increase of about 4.6 per cent. The gross production of crude oil in the colony has increased steadily year by year, with the exception of 1919, when there was a slight decline. A tabulated statement was given last year.' The Petroleum Times of March 21, 1931 (p. 413) gives the total production of 1930 as 9,418,000 bbl. and the average monthly production as 784,833 bbl. The same two items for 1931 are estimated at 9,853,976 and 821,165 bbl., respectively.

Coal reserves of the United States are enormous. Considered on the basis of proven reserves, and compared with reserves of other fuels, coal constitutes 88% of the proven recoverable energy resources of the nation. That includes oil, natural gas, oil shale and uranium used in burner reactors. Considered on the basis of "ultimate recoverable reserves", that is, those resources which can be extracted with improved technology and at somewhat higher costs and including those resources of all fuels not yet found but believed to be waiting discovery, coal still accounts for 75 % of the national total. In the U.S. hydrocarbon economy about 76% of the total energy needs are supplied by petroleum and natural gas and about 20% by coal. Domestic resources of oil and gas are running dangerously low, and assuming a continued hydrocarbon economy, the 20% supplied by coal may increase dramatically. Nearly a quarter of the petroleum consumed in the U.S. is imported. Natural gas is in shorter supply than petroleum and the problems of its importation seem at least as difficult as those of oil.

The task of developing controls in the mining and manufacturing industries to give them a tighter grip on operating costs has afforded this author an interesting vantage point for observing certain practices common to both industries. Of course, each of these industries has problems unique to itself, but all industries have many common problems. After all, every industry is a business and every business is concerned with the task of producing its wares as profitably as possible. While many differences between businesses in different industries are known, the author is convinced through experience that the mining industry has much more in common with the manufacturing industry than is generally acknowledged. Four principal questions come to mind in the comparison of mining with manufacturing: How different are the management control methods in these two worlds? How do both industries go about the task of controlling costs? How does the mining industry compare in terms of the effectiveness of its workers? And perhaps most important, what can the mining industry learn from what the manufacturing industry is doing?

The " law of the apex," with its vague and impracticable " extra-lateral rights," is defended—if it is defended at all— on the ground that it is required by the peculiar conditions of the mineral deposits or of the mining industry in those States and Territories in which it is operative. As I have repeatedly attempted to show, in papers read before the Institute, and most recently in an article on " The Relation of the Mining Law of the United States to the Davelopment of its Mineral Resources," published in Mr. Rothwell's Mineral Industry for 1894, there is now (whatever may have been the case formerly) no peculiarity of conditions in the regions referred to which warrants the subjection of their mining industry to a burden so vexatious and injurious as this law imposes. I have called attention to the absolute freedom from expensive litigations over mining titles enjoyed by all other States in the Union and all other regions in the world where the absurd extra-lateral right does not exist.

RECENTLY a report has been published on an investigation of the MO-RU system by E. Raub.' In this report it is stated that below approximately 1200°C the system consists of two terminal solid-solution phases and the intervening two-phase field; at 1200°C and above, an intermetallic compound labeled Mo,Ru, makes an appearance. Along with some other little known systems in which it was considered possible for a u phase to form, the Mo-Ru system had been under investigation in this laboratory. Since molybdenum and ruthenium have very high melting points and also since ruthenium is expensive, the investigation was confined to X-ray diffraction by sintered powder compacts. The compositions which were studied were (in atomic percentages): 75 Mo-25 Ru, 67 Mo-33 Ru, 50 Mo-50 Ru, and 25 Mo-75 Ru. All compacts were made from the pure powders, and no chemical analyses were attempted. Each compact weighed about 5 g. All annealing was done in evacuated Vycor capsules, and even though the capsules completely collapsed at 1250°C, they still admitted no air. The results of this investigation in general corroborate the work of Raub. Up to 1150°C the two terminal solutions and the intervening two-phase field were found, and at 1200°C and above an intermetallic compound was found. However, the composition limits of the compound were estimated to lie close to 70 atomic pct Mo rather than 62.5 atomic pct Mo as Raub had reported. At least the X-ray diffraction results indicated that the 75 atomic pct Mo specimen consisted of the molybdenum solid solution plus the compound, while the 67 atomic pct Mo specimen consisted of the ruthenium solid solution plus the compound and the equiatomic composition contained only very little of the compound. The most interesting observation, however, was that the diffraction pattern of the compound was similar to that of the well known u phases, except that unusually large lattice constants were indicated. The d-values, or interplanar spacings, of the diffraction lines (as produced by filtered copper KCX radiation) of the compound are given in Table I, as determined from specimens annealed at 1250°C for 9 hr and then quenched in water. Also shown are the lines of the Mn-Mo u phase as given by Decker, Waterstrat, and Kasper,' the lines of the Fe-Mo a as given by Goldschmidt," and the lines of the Mo-Ru phase multiplied by constants in order to make comparison with the Mn-Mo and Fe-Mo patterns easier. These results indicate that the compound in the Mo-Ru system is apparently isomorphous with the other o- compounds. The rather large lattice constants of the Mo-Ru a phase are acceptable in view of the comparatively large size of the constituent atoms. The data in Table I for the Mo-Ru compound check quite well with those given by Raub, not shown here, though there are some discrepancies between the two sets of data in the estimated intensities of a few lines. Although very little is known at present about this u phase, there are some things which may be pointed out, mainly in comparison with other better known u phases. Even though molybdenum and ruthenium are in the same columns in the Table of Elements as chromium and iron, respectively, the Mo-Ru u phase contains much more molybdenum than ruthenium, while the Cr-Fe u phase centers around or very nearly around the equiatomic composition; furthermore, the Mo-Ru u is stable only above approximately 1200°C, but the Cr-Fe u is stable only below about 825 °C. With respect to its being unstable below 1200°C, the Mo-Ru u is similar to the other binary molybdenum u phases in the Co-Mo and Fe-Mo systems. Similar to the latter two systems, the Mo-Ru u apparently exists over a rather narrow composition range, whereas the Cr-Fe u at lower temperatures is stable over a much wider composition range. The Mo-Ru u thus is closer to the other molybdenum u phases than to the Cr-Fe cr phase. The most striking feature of the Mo-Ru u phase, however, is the absence of any of the transition elements of the First Long Period.

UP TO June, 1923, the Park-Utah mine had shipped about 94,000 tons of a direct-smelting ore of a gross value of $4,200,000, or about $45. a ton. These values were in gold and silver only, although the ore carried small amounts of lead, copper and zinc. Freight, treatment and deductions had averaged $15.40 a ton. At the expiration of the Pittman Silver Act there was in sight about 30,000 tons of a similar ore with a gross value of about $15 a ton in gold and silver, and a large body of partly developed lead-zinc ore of a gross value of about $20 a ton, 40 per cent. of which was represented by the lead-zinc content and the balance by the silver and gold. Mine costs had been high during the life of the Pittman Act, but as a large part of the profits had gone into equipment of the mine and the orebodies were large and had good walls, we knew that mine costs could be greatly reduced. We were therefore faced by the necessity of getting lower freight and smelter rates or of concentrating the ore. We did obtain better freight rates on lower grade ore, and a favorable smelting rate on the small tonnage of siliceous silver-gold ore, but this smelter rate could not be applied to the lead-zinc ore with any profit to ourselves. The Judge mill of the Park City Mining & Smelting Co., with which we were affiliated, was running to capacity; if we built our own mill it meant a 5-mile freight haul to a satisfactory millsite and a year's delay. Fortunately, the International Smelting Co. had just inherited a mill at Tooele which, with some changes, was about double the capacity required for its own ores. Flotation tests were run on Park-Utah ore and a contract entered into with a low base treatment charge per ton, the tariff being largely fixed by the metallurgical deductions. This contract has been admirably calculated so that the miner can follow a lean orebody to its limit. Such a procedure has no doubt made it difficult for the smelting company at times, but it has resulted in finding ore extensions that otherwise might have been missed, so in the long run it has profited too. A flat rate per ton would have been like mining up to the claim endlines in a great many of the stopes. In order to offer such a contract it can be inferred that the smelting company must have been able to make high recoveries and high-grade products on a very lean ore.

Pfleider, University of Minnesota I would like to ask Bob Merrill whether he considers that horizontal concave curvature of a slope has any stabilizing effect, such as Jenike 1 suggested several years ago. R. H. Merrill, U. S. Bureau of Mines, Denver Federal Center The stabilizing effect is due to the restraint offered to radial movement by the curvature. We found in laboratory tests that if we constrained the rock with the same stresses as those measured in the pit then it would sustain a maximum stress about two or four times greater than when the same rock type was unconstrained. We are therefore definitely of the opinion that a constrained situation in a slope is favorable towards stability. G. A. Leonards, Purdue University I was interested in Mr. Lane's observations concerning the correspondence between rate of slide movement with rise of reservoir. Perhaps the most interesting feature is that the rate of movement at the time the rock slope failed was less than the rate at an earlier time when it did not fail. This is difficult to explain from current slope stability theory. K. S. Lane, U. S. Army Corps of Engineers I believe that reduced rate of movement is the result of the progressive type of failure, such as described by Patton and Deere. which occurs along the sliding surfaces. It is difficult to analytically define the progressive failure condition for inclusion in slope stability conditions, but its existence should be recognized in design. We should also realize that many apparently stable slopes undoubtedly contain overstressed regions. To design a slope with no overstressed region would be uneconomical and conservative. D. H. Deere I would pose the question-"What is the meaning of a factor of safety of one?" We were involved in the design of a large, irregularly shaped, underground cavity with an unsupported span of several hundreds of feet. Tests on rock specimens indicated a strength of 1300 lb per sq in. The RQD would have been between 90 to 100 percent indicating excellent structural continuity. In-situ stress determinations indicated an approximately hydrostatic state of stress at a level of 1400 lb per sq in. Calculation of stress concentrations at the walls indicated that the stresses there would be about 3000 to 4000 lb per sq in. Admittedly the rock is in a confined condition everywhere except at the very skin of the wall and the rock walls would thus on the average be somewhat stronger. Allowing for the effect of restraint the factor of safety was found to be less than 0.5 over a region several feet into the wall. Construction was started, using rockbolts only to support the walls. WHEN the need for war work was ended, the late Mrs. Sidney J. Jennings felt that the members of the Woman's Auxiliary, who had worked together so successfully, would profit by having a common permanent aim through scholarship work, financed by annual contributions from the Sections. Under her leadership the Sections responded generously and the educational fund was started. Mrs. Jennings became the first chairman of the executive committee and so remained until her death. It was planned to begin with an award of $500 each year, and to pot aside 25 per cent of all moneys re¬ceived from the Sections to establish an endowed fund. In 1921 the first scholarship of a value of $500 per annum was granted, and an award of the same value has been made regularly every year since. It is called the Subscription Scholarship. The 25 per cent, which is set aside each year and carefully invested, is called the Engineering Education Endowment Fund. Three years ago this fund began to yield around $300 annually and this income has been used each year since to finance a scholarship under that name.

H. 0. Hofman, Boston, Mass. (communication to the Secretary*) :—The experimental demonstration by Professor H. Ries, of the fact that a mixture of clay and finely-ground flux will melt more readily than one in which the flux is less fine and therefore less intimately mixed, is very striking, and will be appreciated especially by those who have to discuss, before classes of students, fusions on a small or a large scale. The statement, that I " rather disputed" the influence of size of flux-particles on the ease with which fire-clay mixtures fused, is an erroneous inference from the paper written by Mr. B. Stoughton and myself in 1898.' We did not undertake to study the influence upon fusibility of the sizes of the particles, either of clay or flux. What we did try to find out was, whether the common practice of finely grinding raw or burnt clay, or a mixture of the two, before testing with Seger cones for resistance to heat and to fluxes, xould give the same results as if the materials were tested just as they were going to be

To be born in the East, reared and educated in the West, to do graduate work in Germany, leading to the doctorate in metallurgy, and to wind up-for the time being at least-in the Middle West as head of one of the outstanding mining and engineering schools of the country, is a unique career. Curtis Laws Wilson, dean (and in most respects, president) of Missouri School of Mines and Metallurgy at Rolla, is a native of Baltimore. He came to Anaconda in 1918 and in due course was graduated from Montana School of Mines, with an exceptional record. In 1921, after experience in metallurgical research at Anaconda, he became instructor in metallurgy at his alma mater. Because of his ability as a teacher, he rose rapidly to head of the department after special work at Columbia in 1923-24. In 1927, Wilson was granted leave of absence to study physical metallurgy under the great Tammen at Goettingen, and returned with his doctorate to his work at Montana School of Mines.
