THE technical sessions at the Regional Meeting of the A.I.M.E. in San Francisco are to be de- voted LO changes, current or predictable, which may be expected to alter today's practices in mining and metallurgical engineering. Our present condition may be summarized as follows: Capacity to produce is excessive for domestic needs in molybdenum, copper, iron, and oil; sufficient in lead, zinc, and potash; deficient in aluminum, manganese, tungsten, chromium, and tin. Gold and silver are complicated by their use as money. Or, to look at it in another way, the "growth curles" of production, as C. K. Leith emphasizes, characteristically rise slowly at the beginning, show a second stage of rapid growth, and a third stage of leveling off. The third stage is already reached here in coal. copper, iron, lead, and zinc. But still in the second slage are oil, molybdenum, potash, and others.

I WISH to call the attention of the Institute to a peculiar variety of anthracite which occurs in the Buck Mountain vein at our collieries at Drifton, and in the same and other veins in different localities in the anthracite coal-fields. It is known among the workmen as iron-gray or cast-iron. It has a dull, greasy appearance, as if a piece of ordinary anthracite had been rubbed with a dirty and greasy rag and allowed to dry. It was formerly considered a very impure coal containing a high percentage of ash, and was picked out of the coal and thrown away. But the following analysis of it and of its ash, made by Mr. J. Blodget Britton, of Philadelphia, shows that such is not the case, the percentage of ash not being much higher than that of the ordinary anthracites as they are prepared for market.

NOT all the lead in the country comes from the big operations. A member sends in this photograph of the wash-up from the "Old Timers Lead Mine," at Galena, Ill. He omitted to inclose a flow-sheet of the concentration process, which detracts somewhat from its value to the technical man, and cost figures are lacking. Perhaps he was run off the lease when his questions on milling recoveries became too searching. Still and all, according to the picture the plant ap-pears to be operating efficiently. It is reasonable to believe that the cost of electric power per ton milled is held to a low figure. We commend the proper pro-fessional stance of the gentleman on the business end of the hand jig, though we look in vain for the time honored spring board to aid him in giving the most efficient stroke.

THE fifth annual fall meeting of the Petroleum Division of the A. 1. M. E. went down into history as being one of the best ever held by this Division and marked progress was made in the concentration of sentiment regarding several matters-particularly the principles of unit control or operation of oil pools. The first day's program was devoted to the discussion of well spacing and many valuable data were assembled and presented and the discussions following the reading of the different papers was interesting and spirited. However, throughout the whole trend of the discussion it was noted that in the background there was the idea of unit control of the pool and if such a condition could be secured the well spacing theories could be applied much better than could be hoped for if each lease in the pool was treated as a separate and individual unit.

Discussion of the paper of Willis T. Burns, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 80, August, 1913, pp. 2011 to 2049. PROF. JOSEPH W. RICHARDS, South Bethlehem, Pa.:-I think Mr. Burns spoke of two unusual conditions which he has at his plant, namely, that he uses directly converter anodes and very high current density. He did not mention another condition : the very low cost of power, which circumstance, I believe, is responsible for some of the peculiarities of his plant noticed by us from the East. I am struck by the rather low ampere efficiency which Mr. Burns obtains, and in looking over the plant thought that there was a considerable leakage from one tank to the other, and that the ampere efficiency could be increased by looking after the leakage of electricity front one tank to the other.

PRESIDENT Truman's economic report to Congress calls for an increase of 40 billion dollars in the value of goods and services produced in the United States by 1955; this is an increase of 16 percent over our 1949 production. If such an increase is to be realized, it will be possible only by a comparable increase in the production of steel-the keystone of our economy. Going one step further, since the raw materials of steel are iron ore, limestone, and coal, the President's goal can be reached only through the efforts of the mining industry. Coal and limestone reserves are not critical at this time, but the abundance of iron ore reserves has been subject to controversy. In this issue we proudly present "Cerro Bolivar--Saga of a Crisis in Iron Ore Averted" (a story which has been seven years in the making and three years in the getting).

Cord-wood, sawn into blocks of about a foot in length, is a regular constituent of our fuel-charge at Mineral, Idaho, our work being the matting of silver-ores by fusion in a blast-furnace. The furnace is a round water-jacket furnace, of 36 inches diameter at the tuyeres, and the charge of smelting-mixture weighs 950 Ibs., requiring 110 Ibs. of Connellsville coke to drive it. I replace half this coke with 135 lbs. of fir-wood, cut from dead and apparently perfectly dry trees. This mixtrire produces as high a sn~elting-temperature as all coke, whence I infer that the smel ting-effeot of a given weight of wood is to that of the same weight of coke as 11 to 27, or 1 to 25/11. “The mining industry can do more to alleviate world poverty, hunger and human misery, more to close the widening gap between advanced and developing nations and more to achieve international peace and understanding than any other single force in the world," Charles W. Court, Minister for Industrial Development, Western Australia, told the American Mining Congress audience at the opening session of the 1969 Mining Convention, October 19-22, San Francisco. Australia, he pointed out, is a shining example. In 1971, 60% of U.S. mining investment overseas will go to Australia and other parts of Oceania, an increase of 42% over a year ago. Australia has capitalized on world needs, its own rich resources and good investment climate. Developing nations can and should do the same, but they mix emotion with nationalism, often frightening away foreign investment which could breathe life into dormant and backward areas, said Court.

Although the role of slope stability has not changed, there have been changes in the mining industry which affect the geotechnician engaged in slope stability studies. The deposits currently being mined or evaluated are technically difficult , capital intensive, and economically marginal. In addition, many mining companies are now either controlled by oil companies or are financing projects through bank loans. The mining investor or decision maker is, therefore, often more sophisticated financially, but less sophisticated in mining terms. The impact of these changes will be to force the geo- technician and mining engineer to attempt to quantify risk and financial implications of a slope design. In conclusion, this paper outlines several questions which mining engineers should be asking those engaged in geotechnical studies and indicates the necessity for the mining engineer and geotechnician to work together and quantify the financial risk associated with a geotechnical design.

A good mining engineer is supposed to make a good mine. What then makes a good mining engineer? There certainly are a lot of answers to that question. The answers depend on whether you are one, work for one, or employ one. There are several cliches about mining engineers, and there is some truth in them-as there usually is in any stereotype. Hollywood chose Jeff Chandler to portray a mining engineer in Foxfire. The image here was of an almost one-man mining operation. When Chandler picked up a jackhammer, cradled it in his gut and started drilling out a tunnel round, it gave one the hives. I would have liked to see him finish just one round that way. There are limits to what even the most hairy-chested of us will try. We can assume that Hollywood feels it needs to over- draw any profession to add impact.

Standard Metals Corp.'s mining and milling operation at Silverton, Colo., has found that it can justify the use of a large computer system entirely on the basis of cost savings, and at the same time receive the benefits of speed, greater accuracy, and valuable data otherwise unobtainable at a reasonable cost. The Silverton operation consists of the historic Sunnyside mine and Mayflower mill, about 300 miles southwest of Denver, which produce about 700 tpd of a complex lead-zinc ore. This operation has not yet tried to use its computer for large, involved programs such as optimizing the efficiency of an operation, linear programming, or determining economic ore limits, although these are certainly within the capability of the equipment. However, there have been enough money-saving applications in the everyday routine to justify the use of this computer system, even before branching out into the more unusual or complex problems.

The Institute conducts jointly with the American Society of Civil Engineers, American Society of Mechanical Engineers and American Institute of Electrical Engineers, certain activities as listed below, and is joint owner with them of certain properties. United Engineering Trustees, Inc. When Mr. Carnegie made his gift which made possible a home for the engineering societies, a separate corporation was organized to act as a holding company and to manage the common property. This was long known as the United Engineering Society, but the name has 'now been changed to one which more nearly reflects the real function of the corporation. B. R. Coil (Electrical Installations at the Miami Mine are Cheaper with Flexible Cable, P. 356) was born in Higginsville, Mo., and attended McKinley High School and Missouri School of Mines. He received a B.S. in mining engineering. Mr. Coil has worked for the Braden Copper Co., Rancagua, Chile as junior engineer and foreman. He was employed by Miami Copper Co. as a jigger boss, shift boss, development engineer and mine foreman. He worked as mine superintendent and general superintendent of the Castle Dome Copper Company, Inc. Mr. Coil may be reached at Box 100, Miami, Ariz. He is an AIME Member. Mr. C. R. Ross was co-author with Mr. Coil in the preparation of this paper. His paper covers the present installation of electrical equipment in block caving stopes along with background data. In this paper he has given one solution to wiring problems in heavy stopes.

I WAS wondering whether we were going to adhere to our text. It seems to me that we are having a very remarkable meeting of mining engineers this year, because no matter what the texts may be that are assigned to us, we get back toward something higher; we turn to the consideration of questions of ethics, and of applied Christianity. Yesterday we listened to the most eloquent and remarkable address by Mr. Rickard in memory of Dr. Raymond, and it was told us that he was to speak about Raymond's achievements as an engineer. He did say considerable on that subject, but he was himself carried away with the spirit of the man and moved us all by his portrayal of Dr. Raymond's continued and fruitful labors for the betterment of mankind-that is to say his religion. Our President asked me if I would say something this afternoon and I find in the bulletin that the text of the discourses which we are to have here this afternoon is "International Cooperation in Mining in North America." But again I find that the eloquent speaker who has just preceded me has dwelt largely on ethical and spiritual cooperation rather than upon cooperation in mining. That is, cooperation as men, rather .than solely as engineers. The imaginary line dividing Canada from the United States, unmarked by fort or military post, was mentioned by a previous speaker. There are going to be in the future, I am sure, fewer entanglements of the barbed wire of tariff discrimination along our border-to that end let us cooperate. But there has always been a reciprocity in men. A Canadian conceived and created our great transcontinental line, the Great Northern Railway; an American made the Canadian Pacific what it is. In mining and metallurgy, American engineers, backed by American capital, have built up great Canadian industries while Canadian experts have developed some of the resources on this side of the line. They have done much more than develop our resources: some of them have been our leaders in sympathy for labor. It is therefore not a question of creating a spirit of cooperation, but of giving it freer scope and a fuller realization of fraternity-or, to use the .word now more common and of deeper significance-brotherhood.

H. M. BOYLSTON, Cambridge, Mass.-I would first like to ask what machine Capt. Bellis used to make his tests on impact strength. I have made some tests with the Charpy impact machine, the specimen being supported at both ends and nicked in the middle, and, find that the results do not always agree with those obtained by the Izod and other machines. I would also like to ask what effect the composition and heat treatment of the tool steel had on the drilling of his rifle barrels, as compared, with the heat treatment of the steel itself? I notice that the analysis of the composition of steel used shows sulphur 0.050 and phosphorus 0.065; I should like to ask how those high limits of sulphur and phosphorus came to be allowed? I have some data which lead me to feel pretty certain that those high limits make for very unsafe steel in rifle barrels. It has never been explained to the satisfaction of all of us, why the manganese is so high: 1.22 per cent. I believe several reasons have been stated; among them, that it is high in order to compensate for the high sulphur, and also to increase the elastic limit and improve other physical properties of steel. Lastly, I wish to ask whether Capt. Bellis has tried any different methods of heat-treating his steel rifle barrels? Apparently these were all heat-treated before machining; has he had any experience with heat-treatment after machining, especially after drilling? Those questions may seem somewhat outside of the range of this -paper, but they are important, and if Captain Bellis can give us any information, it will be very helpful. Dr. J. A. MATHEWS,* Syracuse, N. Y.-The same subject was discussed here last year, and the earlier papers by Dr. Carle Hayward seem to indicate that nothing was gained by the length of time of 'tempering. (It should be borne in mind that his results were based upon electrical and magnetic measurements and not upon tensile tests.) That idea has been accepted as gospel by steel workers, until late years, and particu-larly in connection with alloy steels, on which there is no question that the effect of time of tempering is very marked.

The high temperature of the blast of modern furnaces renders it desirable that the pipe conveying the blast into the furnace crucible shall transmit and radiate as little heat as possible. To accomplish this, the pipe shown in the accompanying sketch was devised and patented. It consists of a slide-valve, leg-pipe, and belly-pipe, which are held together and to the tuyere by a system of levers and links. The slide-valve is superior to the old throttle-valve. The legpipe is formed of two thicknesses of wrought-iron pipe, with a space of half an inch filled in with clay and brick. The belly-pipe is made in the same way as the leg-pipe, and terminates in a globe face to suit the tuyere. The quarter turn is made extra thick, of cast iron, and the cap on the end is lined with clay also. The catches, A, B, C, are merely for convenience in putting the pipe together. The joints D and E are globe faces, and allow the pipe to adjust itself to any angle. The eye-piece is made of violet glass, which cuts off the glare from the bright coals in the furnace and allows a close examination of the interior, so that any water dropping or vapor can be detected. The glass does not become coated with dirt, like mica. Since good running of furnaces is shown by a bright tuyere, it is necessary to have a good eye-piece to examine them. To detach the pipe, a man lifts the weights, the side rods are then slipped off the bell crank under the quarter turn, the link under the belly-pipe is unhooked, and the pipe carried away. The same process is reversed to put the pipe together. The nozzle is changed by taking off the cap, G, drawing the nozzle through the belly-pipe, and inserting another. In this way the change can be made quickly, without taking down the pipe. On the old tuyere pipe bolts with brass nuts were used, which burned up and gave trouble. In other cases key-bolts were used, making it difficult to adjust the pipe. Bolts make too rigid a joint, and there is no provision for movement from contraction or expansion. ZAY JEFFRIES,* Cleveland, Ohio (written discussion?).-The microscope has, indeed, proved a mighty tool in the study of the structures of substances. It is limited in its resolving power to the wave length of the light used for illumination. A little in resolving power can be gained by using ultraviolet rays, which can only be detected by the photographic plate. Even the highest powered microscope only permits the study of aggregates of millions of atoms. The x-ray spectrometer, on the other hand, makes it possible to study the positions of the atoms in a crystal. The positions of the atoms in over fifty crystals have now been ascertained. But in amorphous substances the x-ray spectrometer is only able to tell us that the atoms seem to have no regular arrangement; the actual arrangement and method of grouping is still a mystery. In most perfectly formed crystals and in so-called "grains" in metals, the x-ray spectrometer teaches us that colloids seem to play no role inasmuch as the atoms are arranged in regular layers rather than in random clusters. In the boundary region between crystalline grains of like as well as unlike substances and in amorphous substances like glass, it seems probable that the random clusters, or colloids, play an important role. There still remains the application of wave lengths connecting the ultraviolet and x-rays both by direct reflection or diffraction and by the ultramicroscope. In the study of substances like glass, for example, it may be possible to identify the clusters or molecules by one wave length and to study the positions of the atoms in a cluster by using a smaller wave length. Any light that can be thrown on this important unknown subject and its relation to the properties of substances is therefore very welcome, and Mr. Alexander's paper is so written as to stimulate thought and experimentation in this direction. While this generally may be so in the case of alloys, as ordinarily met with, before the alloy reaches this state or condition, its constituent particles must be in a still more finely dispersed state. The success of many mineral dressing processes, including froth flotation and electrical concentration, depends largely on knowledge of physical and chemical structures of the mineral surfaces involved. As a general rule solids have surface layers, usually invisible by optical tests, that differ from the substratum. To the mineral engineer, therefore, a knowledge of the surface structures of minerals is of paramount importance. During the past decade one of the most powerful tools in the study of froth flotation mechanisms has been the use of radioactive tracers, but this technique usually cannot give definite information regarding the chemical changes that may or may not have occurred at the surface. The electron microscope and electron diffraction camera can be particularly useful instruments in surface studies.. An election microscope permits much closer examination of surfaces than can be obtained with a petrographic microscope. In certain cases, it is possible to identify trace quantities formed by chemical reaction between flotation agents and mineral surfaces by the use of a single-crystal, reflection electron diffraction camera. This article describes several instances in which these instruments have been valuable guides in mineral dressing research at International Minerals & Chemical Corp. One of the first applications of these techniques employed by International Minerals was in conjunction with the study of electrical concentration of potash ore. The first reasonably successful separation of potash ore was made by subjecting a sample of the ore to a methanol wash. Subsequent tests using tagged 6C14 methanol showed that only a minute quantity of radioactivity was detectable after the methanol-washed sample had been dried and heated to about 300°F. It was concluded that although some methanol had been held to the surface by adsorption, this could not account for the improved electrification because there was no evidence of methanol selectivity with respect to NaCl or KCl. Consequently there must have been some other change in the surface. Carbon replicas* of the mineral grains were made before and after the methanol wash. The replicas were separated from the minerals by dissolving in water. This extraction replica technique is particularly attractive because the specimen can first be used with the electron microscope to observe the general structure of the surface and can be re-used as a specimen for electron-diffraction studies to identify any solvent insoluble material present on the mineral surface."
