INTRODUCTION The design of engineering structures such as mine openings in and foundations on rock requires a knowledge of the constitutive laws governing the behaviour of discontinuous and layered rock masses. At the present time there are two main approaches for predicting the stress distributions and displacements in such engineering structures. In one method, the whole of the rock mass is discretized. The behaviour of the components of the rock mass, that is, the joints and the intact rock are modelled using analytical techniques such as the finite or boundary element methods. Typically the intact rock is modelled as a linear elastic material bounded by non-linear discontinuities. An alternative method of analysis is to describe the load-deformation properties of the jointed, layered or even reinforced rock mass in terms of smeared or equivalent homogeneous material properties. Such equivalent material properties may then be used to compute the stress distributions around openings and in foundations using standard methods of analysis such as the finite or boundary element techniques. Once the stresses have been obtained for the equivalent material, the stresses in the individual constituent layers or discontinuities may then be determined. Each approach to the problem has particular advantages. The first method is more likely to yield results which more closely represent the behaviour of the rock mass, since the behavioural responses of both the joints and intact rock are modelled. However, for many large or complicated geologic structures such an approach can become unweildy and uneconomical. In such cases, the equivalent

THE brittleness of the intermetallics usually render their deformation studies at ordinary temperatures using conventional techniques inadequate. On the other hand, although X-ray line broadening measurements is not a complementary technique, it provides a means for gaining limited but useful information on the cold worked state of these materials. In the present instance, a study of the effects of cold work in the lead telluride intermetallic compound was carried out by analyzing the diffraction profiles of the deformed and the corresponding annealed samples. An ingot of PbTe was prepared by induction melting high-purity lead and tellurium in a quartz crucible under an atmosphere of argon. After homo-genization, the ingot was ground to -325 mesh at room temperature, and using a polished die the cold- worked powder was pressed into the form of flat faced briquets for diffraction measurements. A spectrometer with 0.125 deg per min scanning velocity, CuKa radiation, pulse height analyzer, and a proportional counter were employed in the X-ray measurements, and the powder peaks were collected from the sample in fully cold-worked state and after it had been annealed to relieve the effects of cold work completely. For reliable estimates of the peak extremities, small angular ranges where the tails merged into the background were point counted. Fourier inversions of the experimental peaks were carried out in an IBM 705 computer using the procedures introduced by stokes.' During the year terminating at the date for the third annual meeting of Engineering Foundation, the Board completed, its undertaking to sustain the National Research Council for one year. Assistance given in the organization of the National Research Council has been amply justified by the results. The Council is now well established in a 4¬story building at 1023 16th Street, N. W., Washington, and has recently secured another similar building near by in order to house its increasing force. The breadth, importance and volume of work done have steadily grown. Foreign offices have recently been established in London and Paris, Dr. H. A. Bumstead being in charge of the former and Dr. William F. Durand of the latter. The total expenditure by Engineering Foundation for the National Research Council was $9,036, derived partly from income of the endowment fund and partly from special gifts from Ambrose Swasey and Edward D. Adams. In May, Walter M. Gilbert was appointed Assistant Secretary of Engineering. Foundation, with headquarters in Washington, his services being contributed by the Carnegie Institution. He also became and has remained to date Assistant Secretary of the National Research Council. In September, resolutions were exchanged between the Engineering Foundation Board and the National Research Council, setting forth a policy of continuing reciprocal relationship, and a conference committee, Chairman M. I. Pupin, Dr. Charles Warren Hunt, and Gano Dunn, was appointed to inform the National Research Council of the readiness of Engineering Foundation to work upon definite problems sug-gested by the Council. No problems have yet been suggested.

In their presentations Dr. Puddington and Dr. Stratton-Crawley have concentrated on spherical agglomeration and two-liquid extraction respectively. I should like here to complete the picture by putting these two techniques together in context with other techniques in which non-polar oils are used in the concentration and separation of minerals. Although these techniques are invariably treated separately and have been studied in isolation, there is a lot to be said for considering them together and trying to systematize their similarities and differences. This I take as a principle guideline in my introduction to this discussion. Four processes can be distinguished on the basis of the dosage of oil required: --simple flotation with collector-extender --agglomeration (emulsion) flotation --spherical agglomeration --two-liquid separation Dr. Stratton-Crawley has suggested that "pigment flushing" could find application in the treatment of ores. This is an interesting suggestion. However, the process can be regarded as a variant of two-liquid extraction, and it is convenient for me to do so in this discussion. Table 1 sets out some main features of these techniques. The first, in which the oil is used to enhance the strength and reduce the dosage of the collector is not designed for and has no special advantages in the treatment of fines, and therefore will not be further treated here. To add to the details appearing in the Table, thumbnail sketches of the other three, which all do show particular efficacy in the treatment of fine particles, are given below.

Continuous casting of nonferrous metals has become a commercial reality. After years of slow and arduous experimentation by a number of independently working inventors, starting with Lord Henry Bessemer in 1865, success has finally been achieved. Nonferrous metals—aluminum, copper and brass—extremely vital to our production of war equipment, are being continuously cast every day in large quantities. In fact, some nonferrous metals —for instance, high-strength aluminum alloys—could not have been produced in the huge quantities required for planes and other war equipment if it were not for continuous casting. These casting processes for nonferrous metals have not been entirely perfected but continuous casting is here to stay. Continuous casting of carbon and alloy steel has not yet gone into commercial production but it is well on its way. A great deal of hard work has been expended and -small fortunes in money have been and are being spent in marching down the long road to success. Considerable tonnage of plain carbon, stainless and other alloy steels of high quality have been produced by pilot-plant continuous-casting units and at speeds that give indisputable evidence of commercial success. What has made the difference between failure and success? What is there left to do to revolutionize completely the method of casting metals, which has existed for centuries? These questions are being rapidly answered. Fundamental Methods Present continuous casting processes have many common problems but differ considerably in their methods of solution. The two fundamental methods are: I. Forming the solidifying metal against mold walls that move with the metal, so that there is no relative movement between the walls and the metal. This is a development of Lord Bessemer's idea of pouring metal between two rotating rolls. 2. Moving the solidifying metal along a stationary mold wall so that there is relative movement between the wall and the metal. This was proposed by Trotz in Germany as far back as 1889. Neither Bessemer nor Trotz achieved commercial success. The chief reason seems quite apparent today, inasmuch as they did not solve the fundamental problem of rapid heat removal from the molten metal. The Williams Continuous Casting Process is based upon this fundamental idea of fast heat removal and dissipation. The bessemer method of forming the ingot against a moving mold wall—either rotating rolls or endless moving plates—was carefully considered by the author and promptly abandoned as being commercially impractical. Primarily, only a very small tonnage output was possible except at terrific lineal speeds, because the very nature of this method required casting thin sheets rather than ingots. Secondly, the casting of a sheet between lolls that are pressed together meant the rolling of two layers of solidified skin separated by a molten core. Internal bursts and segregation of the metal usually resulted. TWENTY FIVE years of doing, finding, and encouraging others to do scientific research in' industry, and of organizing the machinery for the` smooth 'and effective conduct of such research, have left me with a feeling that so far as this branch of human activity is concerned the problems in 'essence are- not, materially 'different from those met elsewhere. Years ago, in a less mature period of life, I may have thought that the effective industrial research man was a being somewhat different from his fellow workers in adjacent 'fields, but I have long since 'changed my views. The rank and' file of the modern industrial research organization are relatively easy to find, though some¬times difficult to get in sufficient numbers. Mistakes in choosing them are not particularly serious to the or¬ganization, however unfortunate they may be for the misplaced individual who persists too long in the wrong environment. The reason for this is obvious from the fact that, taken by and large, the work of the rank and file is at best necessarily a work of detail done under guidance of the more experienced. In this respect the situation of the rank and file in an industrial research organization is not different from that class in any other group activity, whether concerned with industry, the university, or the church. This does not mean, however, that we are not all anxious to have the best possible material obtainable in the rank and file, or that we are indifferent to the utmost of encouragement and stimulation to its individual members.

On Jan. 1, the office of the. National Service Committee was established at 502 McLachlen Building, Washington, D. C. The first work was to review current legislative information; which is being continued and good results are accomplished. Whenever matters of importance appear in the Congressional Record, notice thereof with such documents as are germane are forwarded to the members of the committee for their information and advice. The first formal report of the chairman was on the so-called Smith-Howard bill to secure Federal endowment for the establishment of engineering research. The chairman of the Committee, at the request of the Executive Committee of the Engineering Council, appeared before the Senate Committee on Education and Labor for the purpose of opposing those features of the so-called Kenyon bill which would create a practically permanent commission dominated by the Engineering Corps of the Army over all Federal engineering projects as well as state and municipal projects receiving Federal aid. The greater part of the time has been expended in correspondence and consultation on the matter of the establishment of a Department of Public Works. The results of this work lead to the belief that there is much promise of the establishing of such a department by the 66th Congress Hall members of engineering societies, as well as the societies themselves, will unanimously agree on and support a measure, and in order to secure such unanimous support, it will be advisable to call a conference of engineering societies. .

DuRing 1931 Peru lost its place as ninth among the oil-producing countries of the world, to Argentina, and even in tenth place its production only slightly exceeded that of Trinidad. The preliminary figures for 1932 indicate that Peru will lose tenth place for that year to Trinidad. The production in barrels of the three coastal fields of Peru during the past three years was as follows: In addition to this crude production, the International and Lobitos companies produced approximately 770,000 bbl. of casinghead gasoline during 1932. There was no outstanding development in the oil industry in Peru during 1932; activity in the fields was very much restricted due to curtailment of production and the low price of oil. The potential production of the property of the International Petroleum Co. Ltd. greatly exceeded the actual production. By the beginning of 1932, a total of 2348 productive wells had been drilled on the property of the International, of which 547 had been abandoned, leaving 1801 productive wells at that' date. These wells cover a total productive area of approximately 13,500 acres. The crude produced has an average gravity of 37° to 38° Be. The Lobitos crude is of approximately the same gravity. The earliest oil pool developed in the Peruvian Coastal area is now more than 40 years old and is still producing. The major development in the area took place between 1920 and 1930. Production at the present rate can be maintained for 10 years or more.

Date of Congress: Sept. 20-25, 1915 The Committee on Local Affairs is fortunate in having secured for a period expiring on Oct. 17, an option. on 100 rooms at the Palace, St. Francis. and Fairmont hotels, the three leading hotels in San Francisco, with the distinct understanding that, on account of previous engagements whereby the hotels are reserved to their capacity, the rooms must be vacated on Sept. 25, 1915. The rates applying will be $7 per day for the court rooms occupied by two people, or $10 per clay for outside rooms occupied by two people. The outside rooms will face the main thoroughfares at the Palace and will face the city and bay at the Fairmont, which latter is situated oil a high hill. The St. Francis faces an open square and is flanked by main thoroughfares on two sides. If any members desire their reservation to extend either before the 20th or beyond the 25th, the Committee will use its best endeavors to secure such extension in individual cases, in accordance with the indicated wish. The Hotel Bureau in San Francisco is co-operating actively and closely with the. Committee on Local Affairs of the International Engineering Congress and offers the choicest rooms in any of 350 hotels other than the three mentioned above. This Hotel Bureau controls 50,000 rooms in San Francisco, which are all provided with hot and cold water, stationary basins, baths, house telephones, elevators, and bell boy service.

The President of the Institute offered $100, to be known as the "President's Prize," to be used as prizes for the best papers submitted by members of the Affiliated Student Societies, to be divided as follows: First Prize, $50; Second Prize, $30; Third Prize, $20. A committee, consisting of J. F. Kemp, Chairman; W. L. Saunders, and T. T. Read, was appointed to report on the conditions to govern the award. The President announced the appointment of the Committee on Mining and Milling Methods, the personnel of which is shown on a subsequent page of this Bulletin. The following were appointed on the Advisory Committee to the U. S. Bureau of Standards, to represent the manufacture of the various non-ferrous metals as indicated: Copper, F. L. Antisell; Nickel, David H. Browne; Lead, H. O. Hofman; Aluminum, J. W. Richards; Zinc, G. C. Stone. It was voted to hold a meeting of the Institute under the auspices of, the Iron and Steel Committee, the Committee on Petroleum and Gas, and the Committee on Coal and Coke, in Pittsburg, Pa., Oct. 8, 9, and. 10, 1914.

THE principal purposes of library-catalogs are to enable a reader to find a book of which the author, the title, or the subject is known; to show what the library has. by a given author, or on a given subject; and to assist in the choice of a book, as to its edition, or as to its character. The author, in a narrow sense, is the person who writes a book; in a wider sense it is applied to him who is the cause of the book's existence, e.g., editor, translator, compiler, etc. Bodies of men, societies, and countries are, from a cataloging point of view, con¬sidered the authors of their official publications, memoirs, transactions, etc. All names selected as author names are arranged in strict alphabetical order. A subject catalog fulfills its purpose by entering or registering each book under the name of that subject or topic of which the book chiefly treats. It may or may not be alphabetical in arrangement. If the arrangement is not alphabetical, the catalog is commonly called a classed subject catalog, although this name might with equal propriety be applied to some alphabetical arrangements.

R. E. Hoffman and D. Turnbull—The authors have presented evidence which they have interpreted as indicating that the rate of self diffusion is not intrinsically more rapid at grain boundaries than within the grain. Grain-size effects which apparently exist are attributed rather to impurities concentrated at the grain boundaries. In view of our own experiments and the existing evidence, we believe that the support for this hypothesis is not convincing. We have in progress an investigation in which the rate of self diffusion of silver is being measured over an extended temperature range in both single-crystal and polycrystalline specimens. The results of the single-crystal experiments and some preliminary data on fine-grained polycrystalline specimens have already been reported:' and it is anticipated that a complete report will be published in the near future. The self-diffusion coefficient of large-grained polycrystalline silver (1 grain per sq mm) has previously been measured by Johnson" between 730" and 940°C. The diffusion coefficients which we have measured in single crystals (210 plane normal to diffusion direction) agree within experimental error with values calculated from an extrapolation of Johnson's curve down to temperatures as low as 500 °C. However, it has been demonstrated that the overall self-diffusion rate in fine-grained polycrystalline specimens (initial grain size of 0.003 cm) becomes measurably larger than the overall rate in a single crystal at a temperature of 600°C, and the discrepancy between the two rates becomes greater as the temperature is further decreased. In fact, it has been possible to obtain satisfactory penetration curves for polycrystalline specimens using the sectioning technique at temperatures as low as 400°C. At this temperature, the penetration is 50 to 100 times greater in the polycrystalline specimens than in a single crystal. Fisher" has developed an analysis whereby the ratio of the rate of the unit diffusion process at the grain boundary to the corresponding rate within the grain can be calculated from the penetration curves and an assumption as to the width of a grain boundary. This analysis applied to our data indicates that the unit process at the grain boundary is faster by a factor of 10' at 475°C when the grain boundary width is taken to be 5. The silver used in most of these experiments was obtained from the Handy and Harmon Co. and listed as 99.97 pct pure. Preliminary experiments on 99.999 pct silver from the Jarrel-Asch Co. indicate a grain-size effect of the same order of magnitude as in the less pure silver. Nominally, these purities are as good, at least, as that of the carbonyl iron used by the authors, but of course if an impurity effect does exist its magnitude might be very dependent upon the nature of both major and minor constituents. The authors have cited the work of other investigators who have found no grain-size effects. Neither Steigman, Shockley and Nix" nor Maier and Nelson8 were able to correlate self-diffusion coefficients of copper with grain size. However, all their measurements were performed at or above 750°C; and on the basis of our work with silver, no grain-size effect would be expected at temperatures above about 0.7 of the absolute melting temperature unless the grain size were exceedingly small. Likewise, in the investigation of the self diffusion of lead by Seith and Keil,14 the lowest temperature at which the diffusion coefficient was measured in polycrystalline specimens was 207°C, which is still sufficiently high so that the lack of a grain-size effect is not surprising. Finally, in those experiments on iron from which they concluded that there was no grain size effect, Drs. Birchenall and Mehl seem to have no information as to the actual grain sizes immediately prior to and following the diffusion anneal. Without this information, we believe that their own experiments offer little support for their hypothesis. F. S. Buffington, I. D. Bakalar, and M. Cohen—The results given in this paper agree in order of magnitude with those tentatively reported by us.27 However, significant differences exist in the two sets of data, and it may be well to make an explicit comparison. The diffusion studies at M.I.T. were conducted on somewhat higher purity iron (99.98 pct Fe) than the grades used by the authors, but this is undoubtedly not the answer. Fig. 4 shows the diffusion results of both laboratories for the gamma phase, omitting the authors' data on the commercial steels, while fig. 5 presents a similar comparison for the alpha phase. The divergence is much more marked in the latter case than in the former. In connection with the M.I.T. determinations, all of the runs in the gamma range and those above 800 °C in the alpha range were conducted with specimens having a relatively thick (0.002 cm) electrodeposit of radioactive iron. This practice minimizes any possible error due to extraneous diffusion that may occur during the heating to and cooling from the operating temperature. An exact solution of Fick's law for these boundary conditions was used in calculating the diffusion coefficients. At a later time, three runs were made below 800°C, using very thin electrodeposits similar to those of the authors, and the points fell considerably below the values expected from the extrapolation of the results based on the specimens with the thick deposits (compare dash-dot line in fig. 5). However, in the runs with the thin deposits, deviations of 100 pct were found between the individual specimens, whereas the maximum deviation with the thick deposits was less than 25 pct. Accordingly, it is not known at the moment whether the M.I.T. points below 800 °C should be given as much weight as those above 800°C. If this were done, the frequency factor would be of the order of 400 cm2 per sec, which is quite high. In other metals, the frequency factor for self diffusion lies between about 0.1 and 10 cm2 per sec. As the points below

Most of the acid volcanic glasses such as obsidian, perlite, pitchstone, pumice, and pumicite (volcanic ash) are susceptible to some expansion if suddenly subjected to a suitably high temperature in a properly designed furnace, and subsequently suddenly cooled. Expansion results from the action of chemically combined or dissolved water expanding as a vapor within the softened heated rock particles. This expansion forms countless minute bubbles within the pasty mass of the natural glass particles. If the particles are cooled before these bubbles can escape, the resulting products are cellular, more or less spherulitized glass froths or hollow glass spheres of many types. Chemically, they are essentially aluminum silicates containing about 70 to 75 pct silica, 10 to 16 pct alumina, and 2 to 7 pct sodium plus potassium oxides. They are relatively resistant to attack by acids or alkalies, are resistant to heat up to over 1000°F, and are completely inert to insect or fungus attack. These products are of great potential value in many branches of industry as insulation materials, aggregates, fillers, abrasives, and additives. By proper selection of the perlite rock type and control of processing conditions, expanded perlite of a bulk density varying from about 2 to 20 Ib per cu ft can be • made. The physical properties of the particles comprising a product of a given bulk density also may be varied within wide limits of porosity, water absorption, and crushing strength. In general, crushing strength of expanded perlite increases in direct relation to increase in bulk density, but insulating value varies in inverse ratio to bulk density. The selection of a particular grade of expanded perlite for a given use as an aggregate is therefore always a compromise between insulating value, lightness, and friability. If porosity and water absorption are factors affecting the use of the material, factors other than bulk density are important. Some types of perlite rock tend to decrepitate excessively during expansion, resulting in a highly porous or even hygroscopic product of high friability relative to the bulk density of material produced. In general, treatment of any good perlite rock below the temperature necessary for maximum expansion, or insufficient time in the hot zone of the furnace for effective heat penetration to the core of the rock particles will result in some decrepitation and high porosity in the expanded product. On the other hand, exposure of the material to the temperature required for optimum expansion for a period of time slightly longer than that necessary for proper heat absorption will result in a slightly heavier product of extremely low porosity, i. e., a glazed surface. It is beyond the scope of this paper to describe in detail the rock types and processing methods used to produce the many types of expanded perlite in present use, or that may be produced to fill the present and future needs of industry. A few phases of the economics involved in processing and selling products made from this abundant and cheap mineral raw material, plentifully distributed in large and relatively accessible deposits in most western states and in other areas within economic shipping distance of large centers of consumption, will be treated with particular reference to the Los Angeles area. Relation of Balk Density to Use and Cost of Production Perlite differs from most other lightweight aggregates and fillers in that the raw material (perlite rock) may be quarried much as rock arid sand is mined, and then shipped into consuming areas as crude rock in open gondola cars at correspondingly low freight rates and handling costs. At processing plants in or near large consuming areas the rock is converted into relatively fragile, very bulky products which in most cases are used within a short haul of the processing plant or enter into a manufactured product made at the site of the perlite processing plant.

Shear strength assessment and the associated variability in rock masses historically have been hindered by high costs and biases in laboratory testing programs. An in situ direct shear device was developed on the principle of the previous borehole shear device for soils. Using wedge action to simultaneously apply normal and shear stress to an envelope of material on the periphery of a borehole, the device develops a complete Mohr-Coulomb failure envelope. Tests performed in homogeneous materials show expected strengths and their variability equivalent to laboratory tests. However, tests in a structurally non- homogeneous coal did not display significant variability. A 38 mm diam borehole was used in this work; however, larger or smaller bore- holes may also be used within the size limits of the device. The device is employed in holes commonly drilled for rock bolt placement, at 1 to 2 minutes per test.

The tight electric power supply is one of the most dramatic problems facing the mining industry in 1971. This is caused by rising demands for energy. Clean-fuel and air-pollution controls have contributed to the problems of producing energy from sulfur oil and coal. Coking coal has become scarce. One stimulating development is that coal is no longer the cinder in the mining industry's eye. In fact, it may be the favorite candidate as a base for fuel within a few years. Synthetic gas from coal is the watchword. In dedicating a multi-million- dollar project aimed at converting coal into oil and gas, Hollis M. Dole, Assistant Secretary of the Interior, recently made it clear that coal, which has been taking a back seat to nuclear fission research and study grants, is now coming into its own. Conversion pilot plants are being activated in all parts of the nation.
