THE Sunrise iron mine of The Colorado Fuel and Iron Corporation is in Platte County, Wyoming, about 110 miles north of Cheyenne. It is served by the company-owned Colorado and Wyoming Railway, which connects with the Chicago, Burlington and Quincy and the Colorado and Southern railways at Guernsey, Wyoming, a distance of 6 miles from the mine. The original Sunrise claims were staked mainly by United States Army officers and soldiers stationed at old Fort Laramie, because of small showings of copper in the Carboniferous limestones that form a horizontal capping overlying the Huronian iron ore. A small copper smelter was operated for about three years at Fairbanks, now an abandoned town on the North Platte River. As many of the copper shafts and test pits near the present Sunrise mine were deepened, they penetrated the capping and encountered iron ore or gray sericitic schist, and were abandoned. Evidence of an early interest in iron ore was found when the Chicago claim was stripped for mining. A narrow, winding crevice was discovered, which led downward 20 ft. through the capping to the underlying soft red hematite, in which a room 10 by 14 by 7 ft. had been excavated. Stone hammers and wedges and a few rusted pieces of iron were found on the floor, and the evidence is conclusive that the excavation was used up to rather recent times by Sioux Indian medicine men, to provide war paint. GEOLOGY AND ORE The Sunrise district is in the Hartville uplift, an anticlinal area in which pre-Cambrian rocks similar to those of the Black Hills and the Laramie Mountains are brought to the surface. The lowest part of the pre-Cambrian series exposed is a great thickness of pink, crystalline, Huronian dolomites with thin unstratified beds of schist and quartzite. Mr. Fulton was born in Brooklyn on Dec. 18, 1853, and at the age of 22 graduated from the Columbia School of Mines. His first job was as assayer for the Standard Smelting Co., Rapid City, S. D., but he soon left to become shift boss in the cyanide plant of the Peregrina Mining & Milling Co., Guanajuato, Mexico. Objective stockpile goals have been met for antimony, bismuth, fluorspar, and iridium, while those for bauxite, cadmium, copper, lead, zinc, manganese, mercury, platinum, tin, and vanadium have not, according to a report by the Munitions Board. Total materials under inventory and contract represent about 78 pct of entire stockpile goals, the report stated. Frobisher, Ltd., of Canada has been given permission to survey power possibilities in certain lake and river basins in the Yukon believed to have a potential of 5 million he. Canadian Resources Minister, Robert Winters, also announced that his Government has rejected a bid by Aluminum Co. of America concerning use of Canadian waters to power a proposed Alaska aluminum project. Alcoa is reported hopeful of resuming negotiations.

J. S. Unger,* Pittsburgh, Pa. (written discussion?).-I heartily agree with the author's suggestion, near the close of the paper, that greater uniformity in the making and use of brick is desirable. The effect of the manner of laying the brick, the mortar or cement used, the necessity of standardizing the shapes, the elimination of irregular or poorly designed brick, and the necessity for uniform operating conditions were pointed out by me some years ago. Many factors influence the quality of firebricks. The following figures obtained from bricks during their making or after completion show the need for greater uniformity in their quality. These results were obtained from regular commercial bricks, shipped to the consumer. In many cases the samples were from the same car load.

Phase II of President Nixon's economic game plan will incorporate many top flight metals mining companies. The large corporations must receive approval from the Cost of Living Council before increasing prices and or wages. The theory here is that, with large companies complying with advance approval, smaller firms will be examined more closely by government, and thus will be forced also to comply. Rep. Paul McCloskey (R.-Calif.) called for a moratorium on strip mining for "the few years involved before we adopt a national energy policy and a national land use policy." McCloskey, who is a cosponsor of Congressional legislation that would outlaw strip mining, told a hearing that a "moratorium can scarcely hurt us until national energy and land use policies are adopted."

On October 20, 1964, in his Waldorf Towers suite, death came to Herbert Clark Hoover, 31st President of the United States. At his bedside were his two sons, Allan A. and Herbert Hoover, Jr. Many years of humanitarian and public service earned him the gratitude of millions here and abroad. The Nation mourned his death. For the mining fraternity and AIME in particular, the life of Herbert Hoover held particular meaning. During the years from 1895 to 1914 when he was actively engaged in mining, he conducted himself with extraordinary competence, energy and integrity. In the years following, when his qualities of administration and leadership literally forced him into the limelight, he continued his interest and lent his talents for the benefit of the engineering profession.

G. KUCZYNSKI* and B. H. ALEXANDER*—This paper represents a most noteworthy attempt to evaluate experimentally the surface tension of a solid metal. Because of the great importance of such measurements, any proposed method should receive the closest scrutiny before the results can be considered reliable. In regard to the experimental method, we think that the marking of the gauge length by means of tieing knots in the wire may be the cause of some of the spread in the results. Such a knot may be expected to tighten slightly, and thus increase the gauge length, when placed under stress at high temperature. Although this effect would be very small, amounting at most to only a few times the wire diameter. A fairly tight knot in a wire will decrease the wire length by about ten times the wire diameter, thus only a slight tightening of the knot would cause considerable spread in the results. Upon plotting the stress strain curves from the authors' data, the writers found that there was a fairly consistent tendency towards an S-shaped curve, instead of a straight line. Such an effect could be caused by the tightening of the knots. The writers think, however, that the experimental results are fairly reliable, but that there may be other methods of interpreting them depending upon what mechanism is assumed to be responsible for the shrinkage of the wires. The authors have assumed that the stress due to surface tension results in viscous flow. It should be made clear that it has never been demonstrated that viscous flow can occur in metal crystals even at very high temperatures. The experiments of Chalmers13 on tin, which are so frequently quoted as giving evidence of viscous flow at low stresses are by no means satisfactory. In his experiments, Chalmers found that only the initial rate of flow was approximately proportional to stress. He also found that the rate of flow varied markedly with time which, in his experiments, was less than 2 hr. Inasmuch as there is no proof of viscous flow in metals, and the authors have brought forth no conclusive evidence on this point, it may be worth while to investigate other possible mechanisms of material transport which would account for the shrinkage of the wires. The writers wish to point out that in these experiments the shrinkage of the wires can be adequately explained, according to a self diffusion mechanism. Thus, if we assume a concentration gradient for self diffusion which is a function of the radius of curvature of the wires, and assume that diffusion will occur so that the total surface area is decreased, we find the following expression for the self diffusion coefficient: where k = Boltzmann constant r0 = initial radius of the wire T = absolute temperature ? = surface energy 8 = interatomic spacing t = time e = strain at zero applied stress Eq 19 may be used to evaluate the self diffusion coefficient of copper, using the strain measurements obtained by the authors for zero stress as obtained by extrapolating their curves for 5 rail wires. By inserting a reasonable value for the surface energy (1500 ergs per cm2) we find: -66,000 D = 5 X 10e RT [20] The activation energy is of the correct order of magnitude, but the frequency coefficient is much too high, indicating that surface diffusion may be playing an important role. This discrepancy in the action constant is much smaller than the corresponding discrepancy obtained by the authors for the viscosity coefficient. The writers by no means propose that this proves that the shrinkage of the wires is due to self diffusion but we merely wish to point out that there are explanations other than that given by the authors. In this, as in any kinetic phenomena, it is necessary to study the rate of the process before anything can be said about the mechanism. The determination of surface tension given by the authors is based upon an interpretation of the data which embody the concept of viscous flow. The final proof of this concept will be obtained only after the time relationships confirming the authors' Eq 15 have been conclusively established. The rough linearity of the stress strain curves obtained by the authors for experiments run the same length of time should not be considered as proving that viscous flow is occurring. H. UDIN (authors' reply)—All of the test specimens were annealed at 1000°C for an hour or more before preliminary measurements were made. During this anneal the wires recrystallize, and the greatest part of grain growth takes place. Also, the knots sinter at the cross-over points. This does not in itself eliminate the possibility of end errors, although it greatly decreases their probable magnitude. It is still possible that some extension occurs due to creep in shear at the sintered points. If so, this effect would be quite independent of and superimposed on the normal shrinkage or extension of the wire itself. Within the precision of the experimental results, straight lines satisfy the data as well as do any other simple curves. Until data of greater precision are obtained, it is futile to discuss any possible trends away from linearity. The disagreement between Kuczynski and Alexander's Eq 19 and our Eq 18 is one of semantics and mathematics, not mechanism of flow, since Eq 18 is based on the self-diffusion concept of viscous flow. In this investigation, polyethylene terephthalate (Mylar) was coated with various thicknesses of a vapor-deposited silvel- precoat followed by a uapor-deposited zinc using several orders of- magnitude variation in deposition rate of both the silver and zinc. The grain size and resistivity of the zinc film was primarily a function of the silver precoat thickness (in the range of 0.001 to 10 average Agprecoat thickness) and a secondary function of the zinc film thick-ness. The silver and zinc deposition rates were found to have a minor effect on the characteristics of- the zinc film. Electron and X-ray dilffraction results slwwed that all zinc films exhibited a fiber texture mith the (0001) axes essentially perpendiculav to the platze of the film When coating nonmetallic substrates such as paper or plastics with zinc metal vapors, it is found that the zinc will not condense unless extremely high evaporation rates or very low substrate temperatures are used. In 1931, Fraser' reported a procedure whereby zinc could be made to condense on nonmetallic substrates by depositing a very thin precoat of silver. Utilizing Fraser's method, the ermans' developed a commercial process of making "metallized film" capacitors during World War 11. The metallizing process, which was introduced in the United States shortly after the conclusion of World War 11, became one of the first large-scale commercial applications of vapor-deposited metal films and remains one of the larger applications in the electronics industry. The process, as developed by the Germans, consisted of depositing a thin precoat of silver on lacquered, kraft paper followed by a conducting layer of zinc. The resulting silver-zinc film was used as the capacitor The term silver-zinc will be used throughout thiz paper to mean a metal film formed by an extremely thi layer of silver, 10A or less in average thickness, and a zinc film IOOA or more in thickness deposited on the silver film. ---. electrode with the lacquered paper being the dielectric. When polyethylene terephthalate was marketed by E. I. Du Pont Co. in the early 1950's under the trade name Mylar it was substituted for the kraft paper in many capacitor applications. Even though manufacture of metallized paper and metallized Mylar capacitors has been a large commercial process for many years, little information has been published about the deposition parameters. Under sponsorship of NIOSH, Eastern Associated Coal Corp., with the Harvard School of Public Health acting as a subcontractor, has determined for the first time the effective protection provided to working underground coal miners wearing approved half-mask dust respirators. This was done by conducting 187 man-shifts of in-mine testing in four different coal mines; included in this testing were 37 different test subjects representing 11 different job classifications and 5 different models of respirators. Presently available respirators on average provided significant protection levels to working miners even though on an intermittent use basis. However, "average" protection values were well below those achieved under laboratory conditions. Protection levels varied from man to man in a given work crew and from day to day for a given man. In addition, some of the factors affecting use and effectiveness of presently used respirators are discussed, as are areas in which improvements are needed, and the need to consider these improvements in context of a systems approach.

The material described below was made at Furnace No. 2, Longdale, Va., Oct. 28, 1907, during a sudden derangement of working, in the course of which the furnace became entirely bridged over and for some time no solid material whatever descended into the hearth. This caused the hearth to become so completely emptied that, at the tuyere-level, a pricker put in at one tuyere could be seen by looking in at the opposite one. The tap-hole was opened and the iron got out with some difficulty. It ran sluggishly, throwing many sparks, but was not too thick to run into the chill-molds. Naturally, the product was assumed to be white iron, which is almost always produced under similar circumstances; but on removal front the molds it proved to be very strong and tough, although full of blow-holes. Most of these blow-holes bad bright, unoxidized walls. The iron could be drilled by using a "special steel" drill, the drillings curling up similarly to those of steel. An analysis by P. W. Shimer of this unusual product gave: Si, 0.019; P, 0.228; S, 0,39; Mn, 0.042; C, 2.366; and graphite, 0:000 per cent. A cast of iron made just before the disturbance contained P, 0.98, and Mn, 1 per cent. The peculiar product seems to have been decarburized in the hearth and, at the same time, to have lost much phosphorus and manganese, either by the action of the blast in the empty hearth, or, more probably, by. contact with the cinder rich in iron which was formed at the time. Unfortunately, no specimen of the cinder was preserved, so its composition cannot be given. The American Institute of Mining Engineers, the second of the four great national engineering societies established in the United States, was organized in 15,71. Its membership is composed of men engaged in the different branches of mining, metallurgy, geology, and chemistry. It includes both those who have worked their way up from the ranks and graduates from mining schools and universities, and at all times has counted in its membership leading technical educators. By a letter ballot of the members of the Institute, it was voted, at the annual business meeting of the Institute on February 18, 1919, to change the name of the American Institute of Mining Engineers to the American Institute of Mining and Metallurgical Engineers. The vote for the amendment to the Constitution making this change was a heavy one for such matters. It is the consensus of opinion that this marks an epoch in the history and usefulness of this Institute, and it is expected that the change will presage a large and healthy growth in metallurgical fields. Many metallurgists who knew nothing about min¬ing were loath to join a society of mining engineers, despite the fact that over 35 per cent. of the papers published in our Transactions during the past five years have dealt with metallurgical subjects.

Certain geological indications at Glady's station, four miles south of Beaumont, on the Sabine and East Texas railway (a branch of the Southern Pacific) induced me to undertake a thorough test of that locality by means of a well. I had been making reconnoissances for nearly two years in that part of Texas, before deciding upon this supreme effort. Three previous attempts had been made in the same place: one in 1894 by Messrs. Sharp & Co.; one in 1896 by Mr. J. Looney; and one in 1898 by Messrs. Savage Bros. They had all failed to pass though the immense thickness (500 ft.) of quicksand which underlies the surface soil, clay, etc. At first, I employed the system of boring which I had previously used in the Louisiana salt-deposits.* But I soon found that this method was inadequate, without modification, to deal with the quicksand. Accordingly, I adopted the use of large and heavy castings, and pipes of 12, 10, 8, 6 and 4 in. diameter, successively telescoped one into the other. Boring was begun by Messrs. Hamill Bros., of Corsicana, contractors, about the middle of October, 1900; and on January 10,1901, after many difficulties, a layer of rock containing marine shells was reached, at the depth of 1160 ft. For 150 ft. immediately above, the drill had passed through layers of sandstone and concretions of limestone. At this time there was about 600 ft. of 4-in. pipe, weighing at least 6 tons, in the well; and this, together with the next (6-in.) casing above, was filled with water. FREQUENT reference has been made to the increased domestic gasoline demand recorded for 1931. This increase was in the neighborhood of 7,000,000 bbl. Although smaller relatively than that to which the oil industry had become accustomed by virtue of the experience of preceding years, the increase was of substantial amount, particularly at a time when any increase at all could be regarded with eminent satisfaction. Less has been said, however, of the 18,000,000 bbl. decline in gasoline shipments to territories and foreign countries. When the loss of business outside the United States is combined with the domestic increase, there results a net loss of some 11,000,000 bbl._ in total gasoline demand. The gain of 2 per cent in domestic sales gives way to a loss of 2.5 per cent in total domestic and foreign sales. The United States actually has been losing ground in the international gasoline market since 1924, when shipments from this .country equaled 72 per cent of the gasoline shipments from the leading gasoline-producing countries of the world. A loss in relative standing was recorded with each succeeding year. As long, however, as gasoline shipments showed an actual increase, the loss in relative standing was of little concern. Foreign producing centers annually supplied an increasing share of the foreign gasoline markets, but, until the past year, the demand abroad con-tinued to increase at a pace which could accommodate all of the, increased output of foreign plants and yet require increasing quantities from the United States. It was not until 1931 that the various factors were combined so as to produce an actual and substantial decrease in the foreign demand for United States gasoline. Consumption in foreign countries generally declined, while the output of foreign refineries and the foreign manufacture of substitute fuels continued to increase. From our own viewpoint, this meant a loss of some 18,000,000 bbl. of gasoline busi-ness in foreign countries, one-half of it probably due to the lowering in foreign demand and the other half to the increased output of foreign refineries and the increased utilization of substitute fuels.

THERE has been a lot of talk about the shortage of engineers and we have done our share of it; but recently we heard a spot radio commercial-between broadcasts-urging high school seniors to study engineering. We think this is going too far. Engineering is an exacting profession requiring the highest personal qualifications. Publicity for the purpose of interesting capable young people in choosing courses in engineering should emphasize qualification. The opportunities for a career in a great constructive profession which is the basis of our high standard of living should be properly evaluated. Although there is a need for more engineers today, nobody knows what the employment potential is going to be four years hence. The profession may do itself a grave disservice by attempting mass recruitment in the face of an unpredictable national economy. The mining and metals industries are in a special position as fewer engineers are needed in these fields. Only 10 pct of all engineers are mining and metallurgical engineers. Today's shortage is not so much in recent graduates, but in trained practicing engineers. The shortage has served the profession to good effect because it directed the talents of engineers into more productive channels. In some areas high school graduates have been put into routine jobs such as, surveying. If there is one thing the mining profession does not want, it is an oversupply of graduates which would relegate college men to years of work and discouragement in routine jobs. The public has a clear cut picture of the legal and medical professions and thus the respect knowledge imparts. But the engineer is variously thought of as a man who pulls the throttle lever on a locomotive, tends a furnace, or builds a bridge. The term engineer is too loosely used. For instance we have heard of "crowd engineers" and "exterminating engineers." In some unions an engineer designation has been established to describe a person doing routine checking or other control job. We do not disparage these positions but they are different from the work done by the man qualified by years of experience and study. Many of these so-called engineers are not engineers at all. The engineering profession has cooperated closely on a program of recruiting high school graduates for engineering study. It should start a cooperative public relations program to enlighten the public on the accomplishments and work of engineers. This type of publicity need not be of the bombastic type. It can be educational and dignified. Radio, television, and the periodicals can be used to convey information. It is time that laymen and interested young people learn to make a distinction between the true engineer and the technician. Such a program would instruct parents and high school students and thereby interest the right type of people in the engineering profession. The Centennial of Engineering sponsored by the American Society of Civil Engineers is a step in the direction of instructive public relations. This fine start should not be allowed to remain as a one pass venture. The engineering profession as a whole should follow this exposition with a sustained, well directed effort to inform the public of the engineer's work and the possibilities it holds for a constructive career.

The Louisiana Continental Shelf is a submarine area extending offshore as much as one hundred miles. The Gulf bottom in this region varies considerably in extent, profile and composition and consists largely of sedimentary deposits, predominantly those of the Mississippi River. It is very young in a geological sense. Up to the present time few major structures have been erected offshore in the Gulf and no comprehensive preliminary tests have been carried out. Results of pile driving tests are of little value as actual bearing capacities far exceed the dynamic resistance to driving as measured by conventional formulas. Soils encountered are, with few exceptions, cohesive and piling consequently develop their supporting power through surface friction. Because of the time required and relatively high costs, no complete load tests have been made. The results of those tests which have been made, and information obtained from pulling piling in one structure, indicate that design loadings could be considerably increased, and it is contended that comprehensive preliminary investigations including an actual load test, combined with borings and examination of materials encountered by competent soil experts, would effect economies in design far in excess of their cost. The Louisiana Continental Shelf—General The Louisiana . . . continental shelf is a submarine area which extends seaward for as great a distance as one hundred miles off the present shoreline. The Gulf bottom in this region is characterized by low slopes and its outer margin is outlined by the fifty fathom (300 ft.) contour. South of the margin of the shelf the slopes steepen abruptly in the continental slope zone and plunge into the deeps of the Gulf of Mexico.l The engineer who is called upon to design a structure on this shelf is concerned only with the uppermost portion to a depth generally not to exceed Ioo to 150 ft. This layer is very young in a geological sense, and it has the characteristics usually associated with infancy. A few of these are lack of strength, lack of uniformity, and high water content. It consists of the sedimentary deposits of the various rivers and streams entering the Gulf. These streams are all heavily burdened in quantities sufficient to fill the areas at their mouths, were it not for the fact that continual subsidence, equal or greater in amount and acting directly opposite, prevail over the sedimentary workings of the streams. This subsidence has been estimated by geologists to be at the rate of at least one foot per century. Influence of Mississippi River The Mississippi River, which has been the predominant factor in the formation of practically all the Louisiana continental shelf, is one of two rivers flowing into the Gulf that have been able to build protruding deltas. The Mississippi has done so because of its enormous size and load. It deposits sediments in amounts sufficient to replace and actually gain on the amount of subsidence.

At White Pine Copper Co.'s operation in the Upper Peninsula of Michigan, the company has been losing more than four lbs of copper in each ton of sand tailings. With an average rate of 12,000 tpd of sand going to the tailing pond daily, the company has been losing more than 14 million lbs of the red metal annually. With an eye aimed toward lessening this loss, White Pine engineers in 1959 initiated a study on techniques for recovering this "lost" copper from the sands. Inasmuch as the flotation operation was considered to be optimized, a logical approach seemed to be leaching. For various reasons ammonia, ferric chloride, acid, and biological leaching were ruled out as impracticable. This led to a consideration of cyanide leaching as practiced in the precious metals industry.

CLARENCE M. HAIGHT, Franklin, N., J. (communication to the Secretary*).-In that hart of Mr. Wilson's paper describing the Gilman cut-and-fill system, a few features do not appear to be fully explained. In what way is the waste used for filling obtained? The text mentions that, if waste is encountered when driving the filling raises, these raises are stopped until the fill is needed; that seems to suggest mining the capping for fill, which might make the backs of the stopes had as the stopes approach the top of the ore. If, on the other hand, the fill is brought to the raises in cars, are the crosscuts that are necessary in ore or waste? Is the cost of this fill included in the stoping costs given?
