W. D. Haentjens (Barrett, Haentjens and Co., Hazleton, Pa.) — The authors are to be complimented on undertaking a project which has little available experimental data. There are so many variables in the hydraulic transport of solid materials that it is difficult to correlate the experimental information from one series of tests into usable data involving other materials or even similar materials but of different size consists. The friction data is of particular interest to those involved in pipeline design. Most such pipelines, however, involve portions which are not level and the effect of sloping or vertical lines might also be considered in extensions of this test work. Pump manufacturers are concerned about criticism resulting from the stated amount of degradation occurring in a pump. The amount of degradation is affected somewhat by pump design and this should be taken into consideration. The pump which was loaned for this work was a modification of a standard medium duty slurry pump. This modification was for maximum particle size, however if minimum degradation is the object, then other design changes would be indicated. Although there is a tendency to be less concerned with degradation in industrial applications, it is nevertheless an important factor in many uses and further studies should be made. In particular, the amount of degradation could possibly be segregated into more classifications, rather than charge some losses to the pump which apparently are occurring in other handling. It seems difficult to evaluate the degradation which occurs in handling the coal into the pump sump and in removing it from the line into the tank. Each handling, of course, contributes some degradation, as does the screening operation itself. These are all charged to the pump, or to the pipe line and pump together; and, although they may be small, they could possibly be evaluated. It is interesting to note the verification of the old rule of thumb of maximum particle size equal to approximately one-third of the pipe size. Our experience has shown size distribution to have an effect on the flow characteristics and if this data is available for the tests which were run, it would be interesting supplementary information. Orning (Authors' Reply) — In this paper the authors have attempted to outline some of the major factors affecting a rational design for a solids-liquid transport system. They are grateful to Mr. Haentjens for pointing out several other equally important considerations. Pump manufacturers, in general, should be complimented on the strides that have been made in decreasing particle degradation within the pump. Considerable research and a great deal of mathematical analysis is required before pump design in this field can become a science rather than an art, for each system requires a different set of compromises. As Mr. Haentjens indicates, maximum-particle-size handling capability may be inconsistent with minimum degradation; even more important, the rotor profile for the most efficient transfer of energy to the fluid may have to be compromised to reduce particle breakage, for, whenever particle density differs from fluid density, the two phases will have different trajectories. Some evidence of this geometric factor is provided by a cursoy analysis in the Bureau of Mines Report of Investigations now in preparation, where it is indicated that, for the pump used, degradation decreased when the tangential velocity was decreased and when the radial velocity was increased. This relation, itself, is probably a function of particle size and concentration. Some data on particle size distribution, as requested by Mr. Haentjens, will be provided in the Report of Investigations referred to above in addition to that already presented in Table II of the original paper. However, in the limited number of tests it is difficult to distinguish between cause and effect, for not only did the particle size distribution alter the flow characteristics, but, through the medium of degradation, the operating conditions rapidly altered the particle size distribution.

INTRODUCTION This paper analyses certain of the financial considerations which will commonly apply in relation to the following questions: - what equity structure or project vehicle should be adopted for the exploration and/or exploitation of a project by more than one unrelated participant? - what vehicle should be adopted by a participant for its participation in a multiparty project? Due to local, politically motivated laws in certain jurisdictions, or due to the overriding requirements of a dominant participant, there may be little choice of the underlying multiparty structure which may be adopted for the exploration, appraisal and/or development phases of a project. Nevertheless, even in such circumstances, attention should be given, at least in the preparation of the related documentation, or in considering methods of participating or funding the project, to certain of the points discussed below. This discussion of financial considerations in the context of the more commonly adopted multiparty structures concentrates primarily on fiscal, financial accounting, financing and funding aspects. TYPES OF PROJECT VEHICLE FOR MULTIPARTY INTERESTS The well known types of vehicle adopted for the participation in a project by more than one participant (assuming that the participants are effectively unrelated) are as follows. Joint Venture (unincorporated joint venture) By far the most commonly adopted structure for mining ventures, a joint venture is usually defined and documented in terms to distinguish it from a partnership for important tax and legal reasons. In essence, this is a contractual association of more than one participant to carry out a specific commercial project or purpose. The relationship between the separate participants and their respective rights, interests, obligations and liabilities are agreed between the participants in one or more contracts (viz Joint Venture Agreements or Joint Operating Agreements together with ancillary documentation). Unlike other project vehicles of participation, in most jurisdictions there is no specific body of law governing joint ventures. The participants thus enjoy contractual freedom to negotiate whatever deal they may wish between themselves. Jointly-Owned Project Company (corporate joint venture) A very familiar vehicle, this is a separate and distinct legal and tax entity incorporated under the company laws of the place of incorporation to undertake specific objects, and granted specific powers, in relation to the Project. Although certain rights, interests and obligations may be circumscribed in the governing corporate instruments by the promoter participants, the corporation laws of the relevant place of incorporation, and the selection of such governing laws (assuming freedom of choice) and future political changes in such corporate laws, should be carefully considered. The use of a company in a multiparty structure may be peripheral to the project itself as a specific purpose vehicle (for example, a joint sales agent or marketing company or a joint borrowing vehicle) or it may form a central function such as in the case of a tolling company which will own the project for legal and taxation purposes and raise financing with the backing of the shareholder participants commonly by the adoption of take-off, throughput and/or user agreements. Partnership This is a legal relationship, subject to the often wide-sweeping restrictions of the relevant local partnership laws, under which the participants have agreed to carry on a business venture together with a view to profit. It is assumed by the writers that all castings are internally stressed. That any casting is internally stressed is shown by its warping or distortion on maturing at the ordinary temperature, by warping or cracking on heating, or by cracking or distortion on machining. In the investigation made by the writers, the internal stresses in cast non-ferrous alloys were studied with a view to examining the effects of heat treatment (i.e., simple anneal) on the release of such stresses. Data have been obtained that show quantitatively that internal stresses can be removed by appropriate heat treatment. The investigation was limited to a study of the effect of heat treatment on stress release in cast rings of the 87:7:5:1 copper-tin-zinc-lead alloy. The writers are indebted to E. G. Fahlman for the method used for inducing stress in cast rings; to M. E. Boyd for microscopic examination and for other aid; and to G. B. Dalrymple for the chemical analyses. While the attention of all engineering branches is focused today on changes and improvements in the several curricula, we are concerned here with the many questions arising in industry and college concerning the preparation for the petroleum engineering profession. The succession of problems confronting the petroleum engineer demands a degree of versatility not ordinarily encountered in other professions. As a consequence, the student cannot acquire mastery of all the several engineering branches represented in field practice, and as an alternative, he has learned to appreciate the value of thorough training in the basic or fundamental sciences as a Preliminary foundation for professional work. While our attention is directed primarily to the training of engineers in educational institutions, it is necessary that the ultimate education of the professional engineer be kept in mind. It is apparent that his success as an engineer is limited not only by his educational and job experience, but by his native endowments: mentality, Personality and health. The engineer's lack of job experiences often proves as much a handicap as the lack of adequate college training. If the final product proves to be satisfactory, both industry and technical institutions are to be congratulated. However, if the Product is found wanting, the one most responsible should For the most part, students of engineering colleges have had their interests in applied science awakened at a relatively early age. Manyof them entered college as a convenient means of acquiring a technical education, but undoubtedly would have had better prospects in a shorter program offered by institutions of non-college grade. The activating motive of practical interest is also strong in students suitable for college training, but in many cases an intellectual interest must be awakened in order that it may survive graduation. Numerous engineers believe that this progressive process of selection and determination of career aims is one of the essential services rendered by the engineering colleges. Industrialists, who are more inter. ested in quality than quantity of petroleum engineering graduates, have pointed out the good that should result if more emphasis were given to the work of eliminating the misfits. They also point out the protective measures that have been taken by other professions for the betterment of professional standards. Mention has been ,de of the beneficial results to be obtdned by collective determination of the market for the products of engineering schools, particularly in that the students unsuited to the profession would have an opportunity to prepare themselves for employment more suited to their personalities and other qualifications. The resistivity us atom fraction relationships for dilute solutions of cadmium, mercury, and tin in molten sodium have been determined. With these data and the resistivity capillary-reservoir technique, the electro-transport mobilities, effective valences, and the diflusion coefficients of the three solutes have been determined. The mobilities are found to be higher than in other molten alloys by a factor of around 20. The results are compared to the Mmgelsdorf model for electrotrmtsport. The high values found for the mobility to diffusion coefficient ratio indicate that small quantities of the alkali metals should be susceptible to purification from many solutes by means of electrotransport. PASSAGE of a direct electric current through a liquid metal containing a solute will usually cause a relative motion between the solute and solvent atoms of the alloy. This electrotransport phenomenon may be described experimentally in terms of the mobility of the solute atoms, i.e., the drift velocity of the solute relative to the solvent per unit electric field. In dilute solutions of liquid alloys this relative mobility becomes a measure of the velocity of the solute with respect to the observer since the motion of the solvent is negligible. The mobility is a significant parameter in evaluating the potential usefulness of electrotransport for such things as purification or solute control upon solidification. Prior to around 1958, quantitative data for the mobility of solutes in liquid metals were restricted to some solutes in liquid mercury. Since that time ad- ditional data have been reported for the mobility of solutes in liquid mercury, bismuth, tin, and lead, as shown in Table I. In 1963 Drakin et al.11 reported some values of a transport number for mercury and thallium in molten sodium and potassium. When these values were converted to mobilities, it was found that the mobilities were higher than any of the previously reported values by a factor of around 20, as shown in Table I. Drakin's experimental technique did not eliminate the presence of back-diffusion and consequently his data were expected to be lower than the true values. The purpose of the present investigation was to determine the mobility of a number of solutes in molten sodium with an experimental technique which eliminates back-diffusion errors. EXPERIMENTAL The technique used to determine the mobility was a resistivity capillary-reservoir technique which had previously been used with a high degree of precision on Sn-Bi alloys.4 This technique consists of dipping the vertical Pyrex capillary cell shown in Fig. 1 into a molten bath of alloy while the bath and capillary are under vacuum. In 1957 research was initiated in the U.S. Bureau of Mines experimental coal mine near Pittsburgh, Pa., to study factors affecting foam generation and transport, to evaluate the effectiveness of high-expansion foam for controlling mine fires, and to develop techniques for applying the method under U.S. mining conditions. These investigations showed that high-expansion foam containing at least 0.2 oz of water per cu ft of foam is effective in controlling experimental underground fires burning coal, wood, and oil. Sometimes the fire was completely extinguished, but more often, it was brought under sufficient control to permit either a direct attack on the fire with a stream of water or loading of the hot material into cars. A progress report prepared in July 1958 summarized the initial achievements of the USBM experiments. Since then other phases of the foam-plug method for attacking fires have been studied in the laboratory and in the mine. Previous studies by British engineers of the foam-plug method for fighting mine fires indicated that high-expansion foam was effective in controlling experimental timber fires in an underground passageway. Their subsequent work pertained to the practical aspects of fighting large fires within a mining area with a foam-plug.

National Society of Professional Engineers has thrown its full sup- port behind pending legislation to appropriate $500 million for national conversion efforts that would provide employment opportunities for engineers, scientists, and technicians who are currently unemployed because of the decline in defense and aerospace programs. Known as the Davis-Giaimo bill, the proposed legislation would raise total Federal investment in science and technology to an adequate annual spending level and keep it proportionally equal to the growth in the GNP. If passed, the bill would increase and maintain Federal obligations for civilian-oriented research and development activities to a parity level with similar obligations for defense research development. U. S. Bureau of Mines has cataloged and placed on open file an inventory of U.S. coal deposits which can be economically strip mined at today's production costs. The costs include charges for reclaiming the mined land as required by 21 states. The report claims that some 46 billion tons of bituminous coal and lignite can be strip mined under present economic conditions, and that 32 billion tons of the total is classified as having less than 1% S. The report reviews strippable coal deposits by state, by county, by coal seam, by coal-seam thickness and by sulfur content. The report also gives an up-to-date summary of state laws on surface mine reclamation. R. T. Hukki (Finland Institute of Technology, Helsinki, Finland)—In the analysis of mill products containing minerals of appreciable difference in specific gravity the well-known principle of the method described by Stanley is applied in a number of ways for a variety of problems. The use of Le Chatelier bottle as explained in the paper may be a dependable and sufficiently accurate way, although no information is given as to the reproducibility of the specific gravity determinations. In the case of MacIntyre ore the method is applied for three separate products produced apparently without reagents and relatively free of fine slimes. Should it be applied for flotation products carrying a substantial amount of slimes, difficulties should be anticipated in the process of eliminating air inclusions from the sample. The difficulties mentioned above may be overcome by the use of a volumeter, an instrument designed for specific gravity determinations of finely divided solids in dry state. This instrument, see Fig. 4, is manufactured by F. Süffert-Bürner A. G. in Basel, Switzerland. Its operation is based on the law of Boyle and Mariotte. With the use of the volumeter, the specific gravities of test samples having a total volume of about 30 cm are easily reproducible within ±2 units in the second decimal of the specific gravity figure, and even better than that with utmost care. This accuracy is sufficient for ordinary operational control. How closely the specific gravity determinations follow the respective chemical assays depends primarily on the nature of the sample itself. In this respect no specific gravity instrument can give better results than those justified by the consistency of mineral distribution in samples analyzed.

The work that Dr. Cain is doing on gases in steel should have a highly important bearing on investigational work in connection with steel-making practice. We found, for example, in our work in connection with the use of manganese in open-hearth practice that we needed expressions for the manganese efficiency and the "condition" of the steel. To get these figures we assumed that we would need to know the amount of FeO at different stages of the heat and the amounts of the gases present. This required simultaneous analyses of our samples for FeO and the gases and Dr. Cain seems to be the only investigator who has considered the analytical work from this point of view. That he has done so is very encouraging and it is to be hoped that his work will solve the mys-teries now surrounding this neglected phase of steel metallurgy. Those interested in the Ledebur method for use in connection with the efficiency of manganese as a "deoxidizing " agent will he disappointed to learn that more recent work at the Bureau indicates that Ledebur determinations are not reliable. The principal source of error seems to be due to the partial reduction of the ferrous oxide by the carbon present in the steel. However, it seems like an unnecessary criticism of the Ledebur method to state (p. 1319) that it proved of little value because it showed little differences in oxygen for a series of steels treated with ,various reagents and showing variations in physical properties and free-

The tabular statement accompanying this note shows the money cost in each of the three departments of manufacture, of 17 leading items, and also the proportion (expressed in a clecimal fraction) which each of these items bears to the total cost. The statement can hardly be taken for more than an average illustration of the clear showing of ratios and of results which may be made by such an arrangement, for not only will these items vary from month to month in any given works, but the methods themselves of manufacture differ widely in different works. Experimental and smoothed data are presented for the solubility of ethane in water for temperatures of 100°, 160°, 220°, 280" and 340 °F at pressures to 10.000 psia. THE Appalachian field is notable for four tests drilled in recent years to depths of over 7000 ft. and for one commercial gas well at 6822 ft. THE principal use of barium sulphate is as an inert paint pigment.. For this purpose, the ground material is used both in its natural and in its artificial forms. Probably the largest amount is used in the production of a chemically precipitated pigment called lithopone which consists of 70 parts of barium sulphate and 30 parts of zinc sulphide. An enormous tonnage-of this pigment is at the present time being used in the manufacture of interior flat wall paints of the oil type, such paints having almost entirely supplanted the use of corroded white lead which was at one time used for interior painting. The more dense nature, lower price and sanitary value of lithopone was responsible for this change. Lithopone is, moreover, used to a large extent in the manufacture of oil cloth, shade cloth and linoleum. Its whiteness makes it of particular value for this purpose. Barium sulphate is also used of itself in admixture with other pigments in the manufacture of prepared paints. The chemically precipitated form of barium sulphate, which is generally called blanc fixe, is also used for this purpose. Much controversy has raged in the paint world over the question of inert pigments such as barytes, silica, asbestine and china clay. These pigments are probably called inert because they have no chemical action upon the linseed oil in which they are ground to produce paints, and on account of the fact that they become transparent in oil. It is well known that in the manufacture of paints, opaque white pigments, such as basic carbonate white lead, basic sulphate white lead, zinc oxide etc., are generally used as the grinding base. These base pigments, when ground in oil, react therewith to some slight extent, and they produce white paints which have excellent biding or obscuring value. The inert pigments so-called, when ground in oil and spread out into a thin film, form transparent coatings which have no hiding power. It has been contended, therefore, that the use of barytes or similar inert pigments in paints is resorted to simply for the purpose of cheapening the cost of the product.
